Abstract:
The goal of the thesis is to plan for tourism in a historic community in a manner that would enrich the experiences of its visitors and residents. In order to avoid tourism's undesirable impacts, a method is presented to document residents' and visitors' problems and the improvements they desire, and to describe and compare their images of Madison.Data collection begins with structured interviews followed by a questionnaire distributed to random samples of residents and visitors. The results of the questionnaire analysis establish the residents' and visitors' images. The two images are compared using statistical tests to identify the places with greatest, moderate, and least image differences. Out of the twenty-six places tested, eleven show significant image differences.The image findings are incorporated into the site analysis for tourism. Objectives for tourism are expressed in a concept diagram, and then refined in a conceptual plan. The accompanying recommendations outline policies for proposed facilities, visitor-resident relations, and environmental education.

Abstract:
Neoarchean thermotectonism at in the northern Wyoming province is preserved in metamorphic zircon rims and monazite growth throughout the Snowy shear zone (SSZ) and the Madison mylonite zone (MMZ), South Madison Range, Montana. Comparison of U-Pb and U-Th-Pb ages yielded by monazite grains from both shear zones and zircon rims from SSZ, a new timing for major SE-directed thrusting and formation of the MMZ and SSZ has been identified at ~2550 Ma. The collinearity of these two shears indicates the formation of a much larger single shear zone that extends from the North Snowy block (NE), Beartooth Mountains, through the South Madison range (SW), and is paralleled to the immediate NW by the Mirror Lake and Big Brother shear zones. A detrital zircon study of two quartzites, from the westernmost North Snowy block units, yielded concordant age populations ranging in age from 3556 ± 10 to 2752 ± 9 Ma indicating that these sediments were derived either from older crust located in the Beartooth Mountains or from another source that was relatively close to the region prior to ~2750 Ma. The youngest magmatic zircon core found among these quartzites yielded a U-Pb age of 2690 ± 12 Ma, setting a new maximum age for sandstone deposition, additionally 10 metamorphic zircon rims and one monazite grain provide a new minimum U-Pb age of deposition and metamorphism at 2545 ± 2 Ma. Driving forces behind the ~2550 Ma SE-directed thrusting in the NW Wyoming craton may have been the final stages of supercontinent Kenorland assembly, whereas the ~2450 Ma reactivation, recorded by monazite rim growth, along the SSZ-MMZ may relate to the incipient supercontinent break-up, which has been suggested to have occurred at about this time by other studies.

Esta dissertação procura, utilizando o pensamento de Maquiavel, Montesquieu e Madison, estudar o governo republicano a partir de dois paradigmas distintos, a saber, a forma de governo e o modo de governar. O primeiro diz respeito ao seu caráter institucional do Estado e da atividade política e se torna inteligível por uma compreensão teórica da política, ou seja, sobre o que lhe confere formato. O segundo se refere aos modos de ação do governo independentemente de seu formato institucional e pode ser compreendido por aspectos sociológicos, pois diz respeito mais à sociedade. Maquiavel e, de um ponto de vista, Montesquieu podem ser considerados os principais representantes da tradição que identifica na forma de governo a definição da república. Montesquieu, sob outra perspectiva, e Madison são os que mais se dedicaram ao modo de governar. Além disso, este estudo procura abordar a liberdade como categoria identitária da política e, assim, formando um todo coeso da tradição republicana.
This dissertation tries, using the thought of Machiavelli, Montesquieu and Madison, to study the republican government based on two distinct paradigms, namely the form of government and the mode of governing. The first relates to its institutional character of the State and political activity and becomes intelligible by a theoretical understanding of politics, that is what gives it shape. The second refers to modes of action of the government regardless of its institutional format and can be understood by sociological aspects, as it relates to society. Machiavelli and, under a point of view, Montesquieu can be considered the main representatives of that tradition identifies as the definition of form of government of the republic. Montesquieu, from another perspective, and Madison are the most dedicated to how to govern. Furthermore, this study seeks to address the freedom as a category of identity politics and thereby forming a cohesive whole of the republican tradition.

Abstract:
The liberal and republican traditions of political thought are commonly treated as divergent political-philosophical doctrines which existed in a state irreconcilable opposition in late eighteenth-century France and America. The present study challenges this notion through examining the concept of political neutrality as discussed and expounded in the political and constitutional writings of James Madison and Benjamin Constant. In seeking to account for not only why, but also how, both thinkers endeavoured to construct political systems geared toward securing the production of neutral laws, this thesis explores and highlights the complex interdependent relationship between the liberal and republican philosophical traditions in late eighteenth- and early nineteenth-century political theory. It is argued that in their desire to construct political-constitutional systems tailored toward guaranteeing the materialisation of neutral laws, Madison and Constant incorporated republican, or ‘Real Whig’, concepts into their respective constitutional strategies. Their shared objective, it is shown, was to form limited and neutral states through exploiting the diversity of public opinion in such a way that would render popular sovereignty self-neutralising. More specifically, this thesis suggests that both Madison and Constant placed considerable emphasis on de-legitimising particular justifications for legislative action, and that their respective efforts in this area were motivated by a desire to restrict the legislature to the promotion of objective, and impartially-conceived, accounts of the public good. Thus through examining Madison’s and Constant’s attempts to form neutral states, this thesis challenges the traditional account of the development of modern liberalism through pointing to the existence of an autonomous liberal-republican philosophy in post-revolutionary French and American political thought. It is argued that this hybrid political philosophy – which underpinned the constitutionalisms advanced by both Madison and Constant – had as its principal objective the reconciliation of the practice of popular governance with the restoration and maintenance negative individual liberty. Both thinkers, in other words, exploited republican concepts and institutions in order to realise the distinctly liberal end of forming limited and neutral states.

Abstract:

The road network in the U.S. is immense, and vehicle use has expanded to incredible proportions since the early 1900s. While the use of this network has proven useful to people, roads and vehicles cause severe environmental degradation. An important part of this degradation is direct mortality of wildlife due to road-kill, with some estimates of vertebrate fatalities reaching the hundreds of millions each year in the U.S. alone. Until the last few decades, little attention was given to the problem of road-kill. A few recent studies have conducted statistical and GIS analyses to identify and predict locations of road-kill in order to strategically implement mitigation strategies. These road-kill studies focused on few species and/or limited study areas.

In the U.S., suburban areas have been expanding in recent years, but have been largely absent from the research on road-kill. This study investigates road-kill of the small vertebrate community on the fringe of the St. Louis metropolitan area and identifies significant land use/land cover attributes surrounding road-kill and hotspot locations using logistic regression models and hotspot analyses. The findings clearly show that rates of road-kill in this area are substantial and worthy of mitigation. Locations were identified for reducing overall rates of road-kill, such as areas nearer to forest fragments and farther from cultivated lands that are surrounded by greater amounts of open and low intensity developed areas and lesser amounts of cultivated lands. If mitigation were targeted in locations identified in this study, it could lead to reductions of thousands of road-kills each year.

Urban industrial land is dwindling in cities, becoming increasingly in danger of conversion to other uses. The shuttering of factories across the country has led many municipal planning governments to consider how industrial land can be preserved in order to maintain land dedicated to employment for residents. At the same time, market pressures on individual industrial sites have shown that this same industrial land may be able to support a wide range of uses, depending on the level of contamination and its integration with the rest of the city fabric. These dueling pressures come to a head when large, prominent industrial employers close their operations in a municipality, leaving a gap in both the local economy and in the landscape. Often redevelopment is largely private-sector endeavor, but the prominence of large industrial employers, the size of older industrial sites, the cleanup efforts required, the potential for rezoning these parcels, and the city goals that could be reflected in redevelopment of these sites inspire publicly led redevelopment planning efforts in some cases. Through case studies in Milwaukee, Wl and Saint Paul, MN, this research uncovers some of the pressures and forces that guide public land use planning and decision- making on formerly industrial land at the site level. Through analysis of the planning processes and tools used to respond to these pressures, land use planning recommendations are made for a third city: Madison, WI, where the Oscar Mayer headquarters was located from 1919 until it closed in 2017. Recommended actions for both the city-led committee and the ownership team include the use of scenario planning to model land use outcomes and measure the impact of different land uses through metrics and description; engaging community members in the strategic assessment phase of planning as soon as possible; tying employment goals directly to employment land through redevelopment performance requirements; consideration of mixed-use employment districts; and marketing the vision for the land to potential tenants and developers.

The thesis highlights the effectiveness of using location allocation model to find the optimum location of food pantries such that it serves maximum food insecure households. Since most households do not have personal means of transportation, the model makes sure that the food pantries are accessible at a walkable distance from the households. To reduce the shortage of food that the food pantries often face, the pantries are located near the food rescue sites like grocery stores, restaurants and institutional canteens. In this way, extra edible food with myriad choices can be diverted to the food insecure population at a walkable distance . Reducing food loss and food insecurity helps us move towards a better , more sustainable future.

Abstract:
The utilization of in vitro tests with a tiered testing strategy for detection of mild ocular irritants can reduce the use of animals for testing, provide mechanistic data on toxic effects, and reduce the uncertainty associated with dose selection for clinical trials. The first section of this thesis describes how in vitro methods can be used to improve the prediction of the toxicity of chemicals and ophthalmic products. The proper utilization of in vitro methods can accurately predict toxic threshold levels and reduce animal use in product development. Sections two, three and four describe the development of new sensitive in vitro methods for predicting ocular toxicity. Maintaining the barrier function of the cornea is critical for the prevention of the penetration of infections microorganisms and irritating chemicals into the eye. Chapter 2 describes the development of a method for assessing the effects of chemicals on tight junctions using a human corneal epithelial and canine kidney epithelial cell line. In Chapter 3 a method that uses a primary organ culture for assessing single instillation and multiple instillation toxic effects is described. The ScanTox system was shown to be an ideal system to monitor the toxic effects over time as multiple readings can be taken of treated bovine lenses using the nondestructive method of assessing for the lens optical quality. Confirmations of toxic effects were made with the utilization of the viability dye alamarBlue. Chapter 4 describes the development of sensitive in vitro assays for detecting ocular toxicity by measuring the effects of chemicals on the mitochondrial integrity of bovine cornea, bovine lens epithelium and corneal epithelial cells, using fluorescent dyes. The goal of this research was to develop an in vitro test battery that can be used to accurately predict the ocular toxicity of new chemicals and ophthalmic formulations. By comparing the toxicity seen in vivo animals and humans with the toxicity response in these new in vitro methods, it was demonstrated that these in vitro methods can be utilized in a tiered testing strategy in the development of new chemicals and ophthalmic formulations.
