Abstract:
The impact of fortnightly stratification variability induced by tide–topography interaction on the generation of baroclinic tides in the Luzon Strait is numerically investigated using the MIT general circulation model. The simulation shows that advection of buoyancy by baroclinic flows results in daily oscillations and a fortnightly variability in the stratification at the main generation site of internal tides. As the stratification for the whole Luzon Strait is periodically redistributed by these flows, the energy analysis indicates that the fortnightly stratification variability can significantly affect the energy transfer between barotropic and baroclinic tides. Due to this effect on stratification variability by the baroclinic flows, the phases of baroclinic potential energy variability do not match the phase of barotropic forcing in the fortnight time scale. This phenomenon leads to the fact that the maximum baroclinic tides may not be generated during the maximum barotropic forcing. Therefore, a significant impact of stratification variability on the generation of baroclinic tides is demonstrated by our modeling study, which suggests a lead–lag relation between barotropic tidal forcing and maximum baroclinic response in the Luzon Strait within the fortnightly tidal cycle.

With the research strategy of close reading and the methodology of Everyday life and culture theory, this thesis focuses on the Chang-Liou Fortnightly(1950-1991) to discover its developmental history, significant characteristics, and representative position in modern Taiwanese Literature. Aiming at the staff and the passengers, the Chang-Liou Fortnightly is an affiliated comprehensive magazine to the Taiwan Railway Administration, which includes classical poetry, travel notes, traditional Chinese painting, calligraphy, and graphic arts, anecdotes, general knowledge, science and technology, overseas experience, literary works and creative writings, etc. In the first place, this thesis explicates the developmental history of the Chang-Liou Fortnightly in three aspects: 1, at the organizational level; 2, at the management level; and 3, at the editing level. The second part of study borrows a lot from Everyday life and culture theory to analyze the travel notes and the common knowledge in the Chang-Liou. While the mainlanders build a gradual understanding into Taiwan by the sequence which is named as “from scenic spots to landscape”, the frequent replication of tourism activities shows rich vitality in the course of moving and commuting. In addition, we can indicate a strong “non-everydayness” from the observation on local scenery and customs out of the travel notes. Above all, the emergency of “location myth” surrounding the Central Cross-Island Highway and the Fulung Beach for example reflect a modern image and also reveal a modern atmosphere during the martial law period. On the other hand, general knowledge, science and technology, and overseas experience all together outline the “everydayness” in the Chang-Liou. The third part of this thesis, Chapter 4, discuss the meaning, the connotation and the text feature of the literary works especially those written by women writers. In view of “flowing” and “changing” hinted by Everyday life Theory, literary works in the Chang-Liou present a distinctive array of themes including shopping, neighborhood wrestling, interpersonal relation restructuring, questioning love, and investigating social issue. Besides, under the framework of “Everyday life writing”, the widespread perspective on taking the 1950s Taiwanese literature as anti-communist literature requires further reading and revaluation. Therefore, so-called nostalgic prose is no longer the product of political discourse, but another type of practice on Everyday life writing. Studying the Chang-Liou on the Everyday life Theory basis improves the formation of railway magazine history and helps recognize how modernity influences everyday life during the first two decades in postwar Taiwan, so as to urge existing interpretations of 1950s Taiwanese literature and modern Taiwanese female literature to make certain alterations. Although purpose of the magazine is for leisure and for interests, the Chang-Liou expresses serious concern on literature, culture, and society, that is definitely a key notion for further research.

Abstract:
The Jet Propulsion Laboratory at the Berlin University of Technology has recently introduced a multimedia aeroengine design project under the working title “Project Jet Propulsion”. The seminar, in which the German aeroengine industry is actively involved, is directed at students who have successfully finished their basic engineering training course. The objective of the course is to provide experience of all stages of the complete design process of an engine component in a genuine industrial working environment. The component is selected to ensure that a wide range of design requirements, including customer requirements, aero-thermodynamic and mechanical design, costing and certification, have to be taken into consideration. An experiment supporting the design completes the course. The course is attended by a fixed number of students and lasts for one year. It involves fortnightly working sessions, which are organized the same way as they would be in the industry, with minutes being kept and action lists checked. The students are encouraged to work on their own initiative, identify the necessary tasks and set up a schedule to accomplish the work within the given time limit of the course duration. Industry participates in a variety of ways. At the end of each working session experts from the companies involved join in a telephone conference, giving their comments on the work of the group and answering questions. A video conference supported by one of the industrial partners is also on the agenda. During the course, both companies involved are visited and progress is reviewed in an intermediate and a final design review respectively. No scripts are handed out during the course. Communication is done by e-mail and progress reports, memoranda and minutes of the meetings are made available on the internet.

Full text
Abstract:
Turbomachinery components are designed to achieve high performances while being exposed to a complex flow environment with varying operating conditions. Whereas the purpose of a new design optimisation is straightforward — obtaining a better design than the already existing one — the actual process itself remains a challenging task, permanently confronted to the dual need to reduce the cycle time and to further integrate complexity and multiple physics. The extensive use of numerical simulations has contributed in a significant way to the design of state-of-the-art blade geometries. To deal with expensive high-fidelity computations, surrogate-based optimisation (SBO) has become an established and recognised approach. In order to be useful within an industrial context, it is crucial that this SBO process is capable of efficiently handling high-dimensional design spaces as well as managing highly constrained design problems. This work presents innovative auto-adaptive surrogates, exploiting a blend of interpolation/regression and classification, implemented in the integrated optimisation platform Minamo. As a demonstrator based on NASA Rotor 37, an aero-mechanical multi-point optimisation has been performed. For a design space with 60 parameters, significant performance gains have been obtained (+4% after 250 evaluations or less than a fortnight’s runtime) while considering over 30 constraints. The proposed SBO approach offers therefore many opportunities for turbomachinery applications tackling highly constrained design problems. Despite the unavoidable curse of dimensionality, the proposed approach is able to efficiently achieve reliable results at a cost that is in line with industrial needs and it provides a conclusive asset in the frame of design specifications evolving along the design cycle.

This fortnightly Covid-19 (C19), Conflict, and Governance Evidence Summary aims to signpost the UK Foreign, Commonwealth and Development Office (FCDO) and other UK government departments to the latest evidence and opinions on C19, to inform and support their responses. Based on the feedback given in a recent survey, and analysis by the Xcept project, this summary is now focussing more on C19 policy responses. This summary features resources on: how youth empowerment programmes have reduced violence against girls during C19 (in Bolivia); why we need to embrace incertitude in disease preparedness responses; and how Latin American countries have been addressing widening gender inequality during C19. It also includes papers on other important themes: the role of female leadership during C19; and understanding policy responses in Africa to C19 The summary uses two main sections – (1) literature: – this includes policy papers, academic articles, and long-form articles that go deeper than the typical blog; and (2) blogs & news articles. It is the result of one day of work, and is thus indicative but not comprehensive of all issues or publications.

Abstract:
The Panel discussion titled “The Presidential Employment Stimulus: Research Opportunities”, was hosted on 10 December 2020 by the Department of Science and Innovation (DSI) and the Academy of Science of South Africa (ASSAf) at the Science Forum South Africa (SFSA) 2020. The Presidential Employment Stimulus was launched in parliament on 15 October as part of government’s Economic Recovery Strategy. It directly funds 800,000 employment opportunities that are being implemented within the current financial year, but it is anticipated that it will also become a medium-term programme. The stimulus includes public employment programmes, job retention programmes and direct support to livelihoods. The single largest programme is run by the Department of Basic Education, which, in the last fortnight, recruited 300,000 young people as school assistants, to assist schools to deal with the setbacks faced as a result of the pandemic. The stimulus supports employment in the environmental sector and over 75,000 subsistence producers are receiving production grants through an input voucher scheme. There is a once-off grant to assist over 100,000 registered and unregistered Early Childhood Development Practitioners back on their feet, as well as a significant stimulus to the creative sector. The session set out to provide an introduction to the Presidential Employment Stimulus Programme (PESP), a key programme within government’s economic recovery plan led by Dr Kate Philip. The key objective was to get input from the research community on how the work that they are already doing and future work could contribute to the M&E efforts and be augmented in such a way that the PESP could become a medium-term programme. The DSI plans to hold further engagements in 2021 to mobilise the wider research community to provide evidence-based research in order to shape the research agenda that would support the M&E work and identify short-term issues that need to be factored into the department’s work plans, under the guidance of Dr Philip.
