Abstract:
Every year, thousands of children end in foster care. It is estimated that approximately 24,000 foster youths age-out of the system each year. The improvement of outcomes of foster youths when they age-out of the system has been a concern among government agencies, policy makers, and advocates. Although research in the foster care area has studied the outcomes of foster youths when they age-out of the system, the role of the foster parents in improving these outcomes, especially in the area of career development, has not received the same attention. The purpose of this study was to explore the perception of foster parents of youths with and without disabilities about their foster youth's career self-efficacy beliefs. A total of 157 foster parents registered in the Iowa Foster and Adoptive Parents Association (IFAPA) and Nebraska Foster and Adoptive Parent Association (NFAPA) email databases responded to an online survey. The survey included a demographic questionnaire which presented questions about the extent of their role as foster parents and the Career Decision Making Self-Efficacy Scale - Short Form (CDMSE-SF) that measured the foster parents' perception of the career self-efficacy of their foster youth. After conducting a MANOVA and ANOVA analyses, a highly perceived self-efficacy belief was found among the foster parents in general. However, when the group of foster parents who reported having a youth with disability and those who do not have a youth with disability were compared, the perceived career self-efficacy beliefs were higher among the foster parents of youths without disabilities. Additionally, the foster parents identified services and/or training they understand are important for them and the foster youth such as more orientation about disabilities, the parent's role in Individual Educational Plan (IPE) meetings, and the opportunity for the foster youth of having employment experience before they leave the foster care system. Considering the important role of the family in the career development of youths and the development of expectations, these findings are important not only to the rehabilitation counseling professionals, but to many individuals in the helping professions, educators, researchers, and policy makers.

Abstract:
This study examined former foster youth’s perceptions of the skills and services they received while they were in the foster care system. More specifically the efficacy of these services, and what services and skills they believed would have been helpful to assist them in their transition into independent living. A qualitative design was used, and semi-structured face-to-face and telephone interviews were conducted with ten former foster youth who aged out of foster care at age eighteen through twenty-one. Two males and eight females from diverse backgrounds participated in this study. Participants were recruited through availability and snowball sampling at community agencies, college campuses, and the community. This study found that participants experienced a difficult time transitioning from foster care to independent living, felt unprepared after leaving foster care, needing additional services, and expressed wanting to have received more in depth financial management skills. This study recommends providing additional independent living skills, social support, and participation in the Independent Living Program as part of foster youth’s case plan when preparing to transition out of foster care into independent living.

Abstract:
This study examined the outcomes for young adults in Extended Foster Care. Extended Foster Care is a relatively new program within the Child Welfare system, which provides services for former foster youth between the ages of 18 and 21 to become more successful, independent young adults. Before the implementation of Extended Foster Care in 2012, most of the foster children were left to fend for themselves after they turned 18, which resulted in negative outcomes. Extended Foster Care is a seemingly helpful program; however, due to its new existence there has been very limited research regarding the outcomes of these young adults in Extended Foster Care. This study used secondary data from the San Bernardino County Legislative, Research and Quality Support Services Unit. After data retrieval, independent t-tests and chi-squared tests were conducted using SPSS version 21. The independent variable of days spent in Extended Foster Care was compared to the following dependent variables: disability status, education status, housing status, and employment status and its barriers. The results of this study showed that the longer a young adults stays in Extended Foster Care, the higher their likelihood is of positive housing, employment, and education status. This study suggests it is critical to continue to provide Extended Foster Care services and further research needs to be conducted to ensure program quality and to continue to improve the services to this vulnerable, young adult population.

Abstract:
There has been extensive, mostly negative research on the outcomes of foster care youth. Due to the abundance of this research, Extended Foster Care (EFC) was created to help to provide additional resources and support to young adults in foster care until age 21. This is a fairly new program, therefore little research has been completed. One of the negative outcomes of foster youth is the high pregnancy and parenting rates. The purpose of this study is to be able to understand the knowledge and use of family planning services among the young adults participating in EFC. Understanding this information will help to improve services provided by the social workers who work with this population. This research used a quantitative questionnaire. The questionnaire was mailed to the young adults participating in EFC in San Bernardino County. A statistical analysis was completed using SPSS version 21. The study’s findings showed that on average, EFC participants have a good understanding of safe-sex practices but do not usually use safe-sex methods or go to family planning service organizations. The study also found that participant demographics do not have a correlation to their knowledge or use of family planning services, nor to the number of pregnancies or live births. However, there is a negative correlation between a participant's knowledge score and if they have children in their custody. Finally, 47% of participants reported being informed about family planning service organizations by their Social Worker.

Abstract:
A large number of children find themselves in foster care situations in South Africa with placements that have to be monitored by social workers. This is a demanding task, given the nature of foster placements and the heavy caseloads of social workers responsible for monitoring of foster placements. Although a wealth of information on social work supervision is to be found in the prevailing literature, no comparative volume of information is to be found on supervision in child welfare in particular. A model for supervision in this field must still be developed. In view of this and considering the supervisory role occupied by the researcher in Child Welfare South Africa, Free State, it was decided to embark on a research project investigating supervision in the field of child welfare, specifically with foster care social workers. Supervision in the field of child welfare is under researched and that a supervision model for this purpose should still be developed. The research results indicated that social workers monitoring foster care placements have large caseloads and that some of them receive supervision for too long. The supervision that they receive fulfils most of their needs, and that they found their supervisors very accessible. The most important learning needs were related to the Children’s Act no.38 of 2005 as it applies to foster placements, and the submission of section 159 reports in time.

Although a wealth of information on resource management is to be found in the prevailing literature, no comparative volume of information is to be found on foster care resources in child welfare in particular. A model for resource management in this field must still be developed. In view of this and considering the role occupied by the researcher in the Kerklike Maatskaplike Diens: Bloemfontein, Free State, South Africa, it was decided to embark on a research project investigating the use of resources in the field of child welfare, specifically with foster care social workers. The aim of the study is to assess whether adequate resources are available. The availability and utilisation of resources in the field of child welfare is under-researched and a resource management system for this purpose should still be developed. The research results indicated that social workers monitoring foster care placements have high caseloads and that resources, even though they are utilised to a certain extent, are not always accessible or effective. The most important learning needs were related to organisational, community and professional resources that could be considered unrealistic, ineffective, inaccessible and not feasible in most circumstances. Further main challenges are a lack of resources and time, a lack of co-operation from the foster parents and the biological parents respectively and the shortage of foster care social workers in South Africa.

The purpose of this project was to locate a potential funding source and write a grant to provide support and services to emancipated foster youth that will enable youth to obtain self-sufficiency and a healthy lifestyle. Emancipated foster youth experience many challenges once they exit the foster care system. The proposed program will give them an opportunity to increase their ability to live independently. An extensive literature review was performed to investigate the best ways to assist emancipated foster youth with addressing their needs such as housing, employment, education, social support, safe sex practices and mental health concerns. A search was conducted to locate an appropriate funder for this program.

California Community Foundation is the funder that was chosen to fund this program. This foundation is committed to assisting transition aged youth attain self-sufficiency. The program will provide support and services to emancipated foster youth in the city of Los Angeles, California.

Abstract:
This study examines whether participation in Extended Foster Care (EFC) or the Aftercare Program increase perceptions of independence in former and current foster dependents ages eighteen and older. Foster youth have historically experienced worse outcomes than the general population after reaching age 18. This study surveyed 72 young adults, 36 were in Extended Foster Care (EFC) and 36 were in the Aftercare Program in San Bernardino County. The areas examined were demographics, health care, employment, transportation, education, housing, mental health, pregnancy/parenting status, social support, services received in Independent Living Program (ILP), EFC, and/or the Aftercare Program and the young adults’ perception of the helpfulness of the programs, from whom they received information about these services, duration of participation in services, as well as, their confidence in their independence skills. The study found that overall young adults felt prepared for independence and they agreed that EFC or the Aftercare Program contributed to their feelings. The study also found that their outcomes in the aforementioned areas were more positive than previous research indicates. These findings were evaluated through quantitative data analysis of a questionnaire. The significance of this study is that it will determine the programs’ abilities to fit the needs of foster youth in overcoming their obstacles to independence. The implications for social work practice, policy and research are discussed.

Kinship care is increasingly supplementing the more traditional forms of out-of-home care. Because related foster care has potential great value, the possibility of placement with relatives needs to be explored first. At its best it provides the child love and security with known people and possibly in a familiar environment. Yet, important as it is, this area of practice is seriously underdeveloped - few publications especially in South Africa exist on how children fare in this arrangement. This situation exists in spite of the fact that many children find themselves in both legal as well as privately arranged related foster care placements. Equally of course no comprehensive study has been undertaken to study the black family's perception of formal foster care and their adjustment to formal foster care practice which for many is a new encounter in their lives. More clarity on these issues pertaining to kinship care will not only improve our understanding but can lead to a better service. Socio-political influences have weakened the mutual aid system in African families. This has resulted in needs· and problems which the African family find it difficult to deal with. This has prompted families to make use of non-family support particularly services from specialized and other welfare agencies. Formal foster care is a foreign practice to the black community as a result of their tradition and custom. It offers a new method of coping with child care problems and indicates a shift from the conventional patterns among South African blacks. As a result there is often confusion and a lack of understanding, making the community not to make proper use of this service. This study is exploratory-descriptive. The sample comprised thirty foster parents. The main objective of this study was to investigate the nature and practice of formal foster care in the black community with specific emphasis on related foster care and its perception. The study has raised a number of issues for practice and policy consideration. Notable findings were: the need to (1) promote much more active involvement of foster parents, foster child and their families (2) educate the community about foster care (3) prepare, train, support and supervise foster parents. The study revealed that these placements have become indistinguishable from natural parenthood and the foster children have become absorbed into the foster family. A need exists for permanency planning in foster care. It is hoped that the research findings will contribute to the existing body of knowledge and that more studies will be undertaken in future.

Abstract:
This study aimed to evaluate the effectiveness of the Independent Living (IL) program targeting foster youths to prepare them for effective adulthood. The study employed a pre-post, two-group comparative research design. The IL group was composed of 49 young adults who participated in the IL or SIL (subsidized IL) program prior to their emancipation from foster care (mean age, 20.6 years). The comparison was made up of 18 young adults who experienced foster care but never participated in the IL or SIL programs (mean age, 20.2 years). Data were collected via a mailed survey that included the Daniel Memorial Independent Living Assessment (DMILA) and an additional questionnaire developed by the researcher. The study also examined: 1) why youth in foster care do not participate in IL programs, 2) how participating youth evaluate IL services and what recommendations they make to improve services, and 3) the internal consistency of the DMILA. Results suggest that the DMILA assessment has mediocre reliability. IL program participation is associated with better educational, employment, income, housing, early parenting-prevention, transportation, anger control, criminal-prevention, and self-evaluation outcomes. However, IL participation is not associated with better social support, perceived parenting competence, substance abuse-prevention, sexual risk-prevention outcomes, increased knowledge in money management skills, job seeking and job maintenance skills, interpersonal skills, or lower depression. Results also suggest that the outreach activities of the IL program may be flawed. IL participants reported the IL program was doing best in educational preparation, criminal involvement prevention, and money management preparation and least well in parenting preparation, housing preparation, employment preparation, and substance abuse prevention. To improve services, youths recommended primarily that IL counselors develop closer relationships with youths, that IL training better address organizational skills, and that monthly subsidy be raised and SIL eligibility requirements softened. The study's political context and limitations are also discussed and implications are derived regarding prevention, intervention, outreach, mentorship, empowerment, cross-systems collaboration, and future research.

Abstract:
This qualitative study IS underpinned by interpretive-constructionist methodological governing principles, and took shape around a developing research focus and aim rather than in relation to pre-existing research questions. The focus of the research is on clinical supervision activity. This refers to formal and informal research encounters with participants and significant others in the organization in which the study was carried out, about: the experience of the practice of clinical supervision; attempts to translate textual prescription and description of clinical supervision into organizational reality; finally, the meaning endowment placed on both of the above by myself, my participants, and significant others associated with my research. In order to address an important gap in the literature, the aim of the research developed as the need to unpack and clarify the meaning, and the affective and organizational theoretical implications of clinical supervision activity. Part one of the ethnographic report is constructed around three overlapping categories: owning, resisting and feeling. These categories are developed around the proposition that the bureaucratic rationality inscribed within both the literature on clinical supervision, and in organizational attempts to implement it, fails to take account of both the emotional underlife of the organization and otherorganizational factors. Specifically, I argue that clinical supervision activity, and my inscription within it as 'insider' researcher', was influenced, shaped and constrained by the pre-existing interpersonal rules and norms of the organization in which my research was conducted. Those governed what could and could not be done or said in or about clinical supervision activity, arguably undermining organizational goals to implement it. Part two of the ethnography explores the maIn theoretical and conceptual implications an sIng from the preceding ethnographic construction, around structural organizational power and politics. This addresses a significant gap in the contemporary literature in clinical supervision in nursing and mental health nursing. I conclude with a critical auto-critique of the study itself, around a discussion of its strengths and limitations and possible future research directions

ABSTRACT This is a qualitative study that was conducted in conjunction with San Bernardino County to explore the experiences of you adults in Extended Foster Care. Extended Foster Care is an extension of foster care services offered from age 18 to 21 as a result of the passing of Assembly Bill 12. This study focuses specifically on the experiences of young adults deemed “successful” based upon their enrollment in school, work status, and overall plans for their future. The data was collected through telephone and face-to-face interviews with young adults currently involved with Extended Foster Care in San Bernardino County. The findings of this study indicated that successful young adults tend to demonstrate some level of resiliency and have an overall positive outlook, are self-motivated, have better relationships with their social workers, an overall good understanding of the program and services offered, stable supports, and all participants became involved in EFC immediately following regular foster care. Young adults also expressed a desire for more assistance in gaining work experience. The strengths of this study include the use of open ended questions and triangulation of analyzing data. Limitations of this study include participant self-selection bias and the briefness of the interview that may have not allowed for sufficient time for young adults to reflect intensely on their experiences. Recommendations for future social work policy, practice, and research based on the findings of this study include extending foster care services beyond age twenty-one, the importance of social workers roles in young adult clients’ lives, and the need for continued, more intensive research.

Children placed in foster care face considerable stress and trauma related to being removed from their homes and subsequently living in a new environment. They may exhibit severe disruptive or antisocial behavior as a consequence. Clinicians and researchers often have not considered that these behaviors may be due to children's underdeveloped cognitive control and response. Treatment approaches that offer more holistic perspectives on stress and the inclusion of individual and specialized therapies may help foster children to better control their responses and return to their biological families sooner. The purpose of this study was to focus on whether individual therapy and the inclusion of rehabilitative strategies decreased severe disruptive/antisocial behavior in children placed in foster care or foster homes. Using archival data, disruptive behavior tallies were compared between foster children who began individual therapy and then the same children with the inclusion of rehabilitative strategies. A significant decrease in disruptive behavior was found with foster children within three months of individual therapy and then again, three months after the inclusion of rehabilitative strategies, regardless of gender. Gender was found to have no significance in participants' response to treatment. Findings demonstrate the value of using multiple treatments for decreasing disruptive behavior in foster children. Using multiple treatments, clinicians may be better able to help children positively transform their lives as they navigate the foster care system, resulting in potential positive social change.

Abstract:
The present study had an overarching objective of seeking information to better understand the service needs of children entering foster care who are universally enrolled into behavioral health services at the time of their home removal. The first specific aim was to examine how various case attributes (i.e., aspects of a child’s background, personal and familial characteristics, and CPS involvement) related to behavioral health needs at entry, represented by global functioning ratings and service intensity scores. A second specific aim was to explore the existence of natural groupings of foster youth to examine if meaningful groupings occur in relation to demographic and risk and factors. Finally, this study sought to evaluate service needs of subgroups of foster children who are typically under-referred for services. Data were collected from records of 327 school-age youth who were automatically enrolled into treatment from one community-based outpatient behavioral health provider at the time of home removal. The results of this study showed that the average school-age child entering foster care is performing in the at-risk range of global functioning (mean CGAS score of 69.23) and requires at least short-term behavioral health intervention services and/or recovery monitoring (mean CASII Composite Score of 13.1). With respect to severity of impaired functioning, the results indicated that racial background, medical history, speech problems, school grade level (e.g., <1 year, K-3,...9-12), psychological stability, and reasons for removal significantly contributed to scores of global functioning. With regard to the intensity of service needs, the findings suggested gender, historical involvement with child welfare services, foster placement, simultaneous removal of all children, history of sexualized behaviors, and global functioning predicted level of care composite scores. Subgroups of foster youth that are typically under-referred and/or under-utilize services (i.e., preschool age children, children who did not experience physical or sexual abuse, and ethnic minorities) generally did not differ in terms of functionality or service intensity ratings from their counterpart groups; the only exception being that Caucasian/Non-Hispanic youth demonstrated lower average ratings on global functioning than children who identify with other racial backgrounds. The data showed inadequate fit for examining latent classes among youth entering foster care.

Many youth exit the United States foster care system each year and face challenges related to housing, employment, health care, and education. After emancipation, foster youth can experience family instability, educational disruption, incarceration, unemployment, unstable housing, and emotional problems at a much higher rate than youth in the general population. The purpose of this qualitative case study was to examine the experiences of African American foster women and the social support they received in finding housing upon exiting foster care system. Bronfenbrenner's ecological theory provided a conceptual framework of social interrelation for the study. Data were collected from a purposeful sample of 4 African American former foster care women, a foster parent, a social worker, and a director of a support service's programs through face-to-face interviews. Data were analyzed using a 5-step approach for coding and analysis. Key findings were that the mobilization of collaborative social network support from foster parents, social workers, and government officials before foster youth enters their transitional phase were keys to successful outcomes. According to the foster care women and supporting adults' reports, more collaboration among agencies may assist youth with transitioning to independent living. Additionally, one-on-one mentorship program could address housing, education, employment, and health plans prior to emancipation. This study contributes to social change by providing information to those who provide services to foster care youth and may lead to enhanced programs and services encouraging youth to pursue their goals, and promote economic self-sufficiency.

Assembly Bill 12 was passed into law for the purpose of preparing foster youth for the transition into adulthood and provided extended support services and transitional support up to the age of 21. This qualitative study focuses on the experiences and outcome of foster youth who are participating in extended care services. Key findings were identified in the areas of education, social and emotional support, and living arrangements. These key findings provide the social workers with a better understanding of the difficulties associated with the complexity involving the transition to young adulthood. The implications of key findings have resulted in potential contributions to social work at the micro level. Suggestions include: Social worker’s increase their knowledge of the supportive resources that are appropriate for the young adult foster youth and to be well versed in the requirements of AB 12. It is further suggested, at the macro level, curriculums be developed that will connect the traditional role of social work to characteristics involving coaching and mentoring.

Abstract:
One of the major challenges currently being faced by out-of-home care services is the issue of placement breakdown and multiple placements, and the psychological effects of these experiences. Previous longitudinal research by Barber and Delfabbro (2004) indicates that approximately 15-20% of young people in Australian out-of-home care have significant emotional and behavioural problems or 'high support needs' that often condemns them to a life of repeated placement instability and further psychosocial harm. This thesis reports the findings of Australia's first national comparative study of 364 children with this placement profile in four Australian States (Queensland, South Australia, Victoria and Western Australia). Based on detailed interviews with case-workers, case-file reading, and comprehensive analysis of objective placement data, this study provides a detailed analysis of the social and family background of this population of children, their psychosocial profile, service history, and their placement experiences. It was found almost all of the children with high support needs in Australian out-of-home care had been subjected to traumatic, abusive, and highly unstable family backgrounds. A proportion of young people had experienced over 30 placement changes and approximately 70% scored in the clinical range of emotional and behavioural disturbance. The young people in the sample were generally very similar in their characteristics. Children within this population appear to form one single cluster based upon very common family experiences; namely, the combined effects of domestic violence, substance abuse, physical violence and neglect. Such findings suggest very strongly that out-of- home care policy cannot, and should not, be considered in isolation from other important areas of social policy and public health. Following the review of the characteristics of the children, the thesis examined the range of therapeutic interventions and placement options that might be suitable to address their needs. This section involved a literature review, an extensive internet search of care and service options and a review of program information wherever this was available. It is clear from the review that it is very difficult to maintain this population of children and young people in stable family-based foster care arrangements within the existing out-of-home care system. This thesis highlights the need for a greater integration of services and a greater focus on ensuring an ongoing commitment to addressing the entrenched psychological and social difficulties contributing to placement instability. There is also a great need for a re-structuring and re-thinking of the continuum of care services available to children in out-of-home care, including the possible development of professional foster care services and an increased use and availability of treatment group residential care options. Most importantly, a re-structuring of the way child protective services and family, social and mental health services are provided and coordinated by State governments is felt to be desperately needed.

Nearly 23,000 youth age out of the foster care system between the ages of 18 and 21 each year in a transition fraught with challenges and barriers. These young people often lack developmentally appropriate experiences and exposure to necessary knowledge, role modeling, skill building, and long-term social support to promote positive transitions to adulthood while in foster care. As a result, young people who exit care face an array of poor adult outcomes. Nearly 60% of transition-aged foster youth experience a disability, and as such, face compounded challenges exiting foster care. While the examination of young adult outcomes for youth with disabilities has been largely missing from the literature, available research documents that young adults with disabilities who had exited foster care were significantly behind their peers without disabilities in several key areas. Literature examining the experiences of transition-aged youth with disabilities in the general population also highlights gaps in young adult outcomes for young people with disabilities compared to their peers. Compounding the issue for youth in foster care, those who experience disabilities often reside in restrictive placement settings such as developmental disability (DD) certified homes, group homes, or residential treatment centers. Though limited, there is some evidence to suggest that these types of placements negatively impact young adult outcomes for those aging out of foster care. The rules and regulations in place to promote safety in these types of placements could further restrict youth from engaging in meaningful transition preparation engagement while in foster care. Therefore, youth with disabilities, whose needs necessitate a higher level of support towards transition preparation engagement, may actually receive fewer opportunities than their peers in non-relative foster care and kinship care as they prepare to exit care into adulthood. The work in this dissertation provides knowledge to address gaps in the literature around transition preparation engagement during foster care for youth with disabilities, youth residing in restrictive foster care placements, and youth who report high levels of perceived restrictiveness as they prepare to enter into adulthood. This dissertation is a secondary analysis of transition preparation engagement data collected at baseline for 294 transition-aged youth in foster care who participated in an evaluation of an intervention to promote self-determination and enhance young adult outcomes, called My Life. Transition preparation engagement in this study was represented by eight domains: youth perceptions of preparedness for adult life, post-secondary education preparation engagement, career preparation engagement, employment, daily life preparation engagement, Independent Living Program (ILP) participation, transition planning engagement, and self-determination. Transition preparation engagement domains were examined using hierarchical multiple regression analysis to explore differences by disability status, placement setting, and youth self-report of perceptions of restrictiveness. In alignment with the literature, 58.8% of youth in this sample experienced a disability. Additional key demographics, including age, gender, and race, and foster care experiences, including length of time in care and placement instability, were entered into the regression models as covariates. Results indicated significantly less transition preparation engagement for 1) youth with disabilities compared to youth without disabilities, 2) youth residing in restrictive placements compared to youth in non-relative foster care and kinship care, and 3) youth who reported higher levels of perceived restrictiveness compared to youth who reported lower levels of perceived restrictiveness. Program, policy, and research recommendations are discussed that highlight the need to promote transition preparation engagement for this particularly vulnerable group of young people in foster care who experience disabilities, are residing in restrictive placement settings and who report high levels of perceived restrictiveness.

Abstract:
This dissertation addresses gaps in the child welfare literature from a systemic perspective. The extant literature focuses primarily on children in care, which excludes 90% of children and families involved with the system. In addition, foster parent retention has become an area of primary concern because there are fewer individuals who are willing to foster. Research that examines all children involved with the child welfare system and ways to improve foster parent experiences is imperative to address these areas of need. The two studies herein address these gaps in the literature by examining children who are in contact with the child welfare system but largely remain out of care, children who are in care, and foster caregivers. The first study compared two groups of children in the Ontario child welfare system: those who remain with their natural family and those in out-of-home care. The emotional and behavioural functioning, prosocial behaviour, education, health, and resources (internal and external) of these two groups of children were examined and relatively few significant differences were identified. However, it was found that, despite having comparable mental health and educational functioning, children who remained in their natural homes had significantly fewer external resources than children in out-of-home care. Children in out-of-home care may have increased access to community resources despite having similar needs to children who remain in their natural home environments. Additional research is needed to replicate and better understand these findings so that the child welfare system can best meet the needs of its children. The second study examined how foster child characteristics, as well as other foster parent and agency factors, impact Canadian foster parents’ experience of fostering, particularly related to agency workers, the fostering system, training, and foster children and their placements. Results identified that foster children’s needs and maltreatment histories, as reported by foster parents, were not significantly associated with perceptions about fostering. The factors that were the most highly associated with positive perceptions about fostering were increased practical and emotional support. These findings indicate that child welfare agencies can improve foster parents perceptions about fostering by providing sufficient practical and emotional support. A monitoring system that allows foster parents to provide regular feedback would be beneficial in continuing to evaluate their fostering experiences, assess the impact of interventions targeting foster parent support, and address any areas of concern. As a whole, the results of this dissertation highlight the importance of providing both children and foster parents in the child welfare system with appropriate supports that promote positive child functioning and foster parent experiences.

Background: Reactive attachment disorder (RAD) has been described as one of the least researched and most poorly understood psychiatric disorders (Chaffin et al., 2006). Despite this, given what is known about maltreatment and attachment, it is likely that RAD has profound consequences for child development. Very little is known about the prevalence and stability of RAD symptoms over time. Until recently it has been difficult to investigate the presence of RAD due to limited measures for informing a diagnosis. However this study utilised a new observational tool Method: A cross sectional study design with a one-year follow-up explored RAD symptoms in maltreated infants in Scotland (n=55, age range= 16-62 months) and associated mental health and cognitive functioning. The study utilised the Rating of Inhibited Attachment Behavior Scale (Corval, et al., unpublished 2014) that has recently been developed by experts in the field along side The Disturbances of Attachment Interview (Smyke & Zeanah, 1999). Children were recruited as part of the BeST trial, whereby all infants who came in to the care of the local authority in Glasgow due to child protection concerns were invited to participate. The study sample was representative of the larger pool of data in terms of age, gender, mental health and cognitive functioning. Results: The sample was found to be representative of the population of maltreated children from which it was derived. Prevalence of RAD was found to be 7.3% (n=3, 95% CI [0.43 – 14.17]) at T1, when children are first placed in to foster care. At T2, following one year in improved care conditions, 4.3% (n=2, 95% CI [below 0 – 10.16]) met a borderline RAD diagnosis. Levels of observed RAD symptoms decreased significantly at T2 in comparison to T1 but carer reported symptoms of RAD did not. Children whose RAD symptoms did not improve were found to be significantly older and showed less prosocial behaviour. RAD was associated with some mental health and cognitive difficulties. Lower Verbal IQ and unexpectedly, prosocial behaviour were found to predict RAD symptoms. Conclusions: The preliminary findings have added to the developing understanding of RAD symptoms and associated difficulties however further exploration of RAD in larger samples would be invaluable.

A sample of 52 foster parents were surveyed to determine overall satisfaction with their foster care experience at Children's Way Foster Family Agency in San Bernardino, California. It was hypothesized that the higher the level of foster parent satisfaction, the higher rates of retention. A modified version of an existing instrument titled "Foster Parent Satisfaction Survey" was utilized in this study.
