Abstract:
This study focused on the reason that close to 500,000 children were in the foster care system in 2009 in the United States, and the average length of care was over 26 months. The primary focus was why foster parents are unable to form a bond with the children placed in their home and the effects of not forming any attachment to the children. The results can be extremely negative for the children for many reasons including the foster parents not being invested in the child and providing only minimal standards of care. Moreover, the child does not receive the nurturance or guidance so desperately needed. The child’s wellbeing was not the primary focus of the foster parent. The child is unable to learn the core value of caring, nor form healthy relationships and unfortunately cannot develop or express other healthy emotions. This compromises the child’s ability to function in society as a healthy productive member. Further examined was the perspective of the child as to what the children’s social worker could do differently.

Clearly very little is known about the dynamics within foster families and the effects of fostering on children. The intention of this study was to understand what happens in the lives of children during their period of placement in foster homes and it affected them and to explore and describe the experiences of the foster parent. It was learned that there is often a breakdown in the relationship between foster parents and the children they foster, particularly with regards to the gaining of trust, the socio economic status of the foster parents also played a part in the success of the placement. This research has found that substance abuse on the part of the children was prevalent leading to great tension within the households.

Abstract:
Many foster parents serve only briefly, and foster and adopt few children. Anecdotal reports suggest that a small percentage of foster parents provide a disproportionate amount of care; however, we know virtually nothing about these parents. This study applied the Pareto Principle, also known as the 80-20 rule or Vital Few, as a framework to conceptualize these foster parents. Using latent class analysis, two classes of mothers were identified: one accounted for 21% of mothers and the other 79%. We refer to the former as the Vital Few and the latter as the Useful Many. Vital Few mothers fostered 73% of foster children - 10 times more than Useful Many mothers although only fostering three times longer. They adopted twice as many foster children while experiencing half the yearly rate of placement disruptions. Vital Few mothers were less likely to work outside the home, had better parenting attitudes, more stable home environments, more time to foster, and more professional support for fostering, but less support from kin. Further, they were as competent as the Useful Many on numerous other psychosocial measures. Understanding characteristics of these resilient Vital Few can inform recruitment and retention efforts and offer realistic expectations of foster parents.

Children with disabilities represent a significant and increasing proportion of children in foster care. In a national sample of 304 foster mothers we identified two groups of mothers, one willing to foster children with any type of disability except HIV/AIDS (51%) (Unconditional mothers), and a second group who were more selective (49%) (Selective mothers). Unconditional mothers fostered longer, fostered more children, and had more foster children in their homes.

Abstract:
Coercion within parent/child relationships can have lasting effects on the behavior of children. The Family Safety/Applied Behavior Analysis Initiative at the University of South Florida is part of a statewide project designed to serve foster parents and the children in the foster care system, has developed a training program entitled .Parenting Tools for Positive Behavior Change.. To date, the effectiveness of the parenting course has been evaluated in two ways. First, parents have been tested in role-play situations before and after training, and have shown improvements in their use of positive parenting skills. Second, frequency of foster home placement disruptions has been evaluated. The Preliminary results suggest that the parenting course was successful in decreasing the costs associated with placement disruptions, as well as reducing the number decreasing the costs associated with placement disruptions, as well as reducing the number of restrictive placements. Despite the promising results thus far, research has not been conducted to determine whether the parenting course reduces coercion in interactions between parents and children. The present study sought to demonstrate the effectiveness of .Parenting Tools for Positive Behavior Change. training course on the use of positive parenting tools within the context of authentic environments (i.e., within home settings) using parents and biological children. Although all parent participants. appropriate responding improved during the course of the study, results appeared more dramatic for some parents over others. In general, the parent participants seemed to do better in decreasing coercive responses with their child.s appropriate behaviors than their child.s inappropriate behaviors. Overall, affect on the parent.s coercive responses to their children.s behaviors was not as dramatic as the affect on their increase in responding appropriately to their child.s appropriate behaviors. It seems that the increase in more appropriate responses does not necessarily mean that this will also result in dramatic reductions in coercive responses by the parents.

Abstract:
Foster parents are often not equipped to address the difficulties and challenges they face with their foster children. Research has identified the importance of providing foster children with a safe and secure environment. Guided by the theory of adoption and attachment, the purpose of this study was to identify the differences between foster parents who continue with foster child placements and those who do not by examining their perceptions of foster parenting behaviors and their foster parent/child relationships. Participants were recruited using online foster parent forums and foster care agencies. A total of 31 foster parents participated: 13 licensed and 18 not-licensed. The 45-item Parent Behavior Scale (PBS) was used to measure parenting behaviors. The 15-item Child Parent Relationship Scale (CPRS) was used to measure perceived caregiver-child relationships. A MANOVA revealed significant relational differences between the groups. Foster parents who continued to foster children perceived their relationships with their foster child more positively and supportive than did those who did not continue to foster children. No significant differences in parenting behaviors between the groups were identified. Notably, a relationship was found between foster parents' perception of their relationship with their foster children and the combined parenting behavior scales of positive parenting, rules, monitoring, and punishment. These findings can contribute to positive social change in identifying relational factors important to placement longevity. Foster parents trained to meet the challenges are more likely to continue to foster children and provide a safe and secure environment in which foster children can thrive.

The Pareto Principle, also known as the 80-20 rule or the Vital Few, has been successfully used as a framework to identify the small proportion of highly productive foster parents who provide a disproportionate amount of care. This study replicated and extended this research using a nationally representative sample of foster families ( N=. 876) with a focus on willingness to foster, and actually fostering, children with special needs. Using latent class analysis, two classes of foster parents were identified: one accounted for 19% of respondents and the other 81%. We refer to the former as the Vital Few and the latter as the Useful Many. Vital Few respondents fostered 74.2% of foster children - 11 times more than the Useful Many, although only fostering two times longer. They also had almost 1-1/2 times as many foster children in their homes at the time of the study. Notably, the Vital Few were willing to foster more types of children with special needs and a higher percentage had actually fostered children with each of the seven types of special needs studied. The classes were similar demographically except that Vital Few respondents were less likely to work outside the home and Vital Few mothers were slightly less educated as compared to Useful Many mothers. This study further validates the utility of the Pareto Principle for understanding foster parents and, by extension, has important implications for the well-being and stability of foster children with special needs. Considerations for supporting the Vital Few, including education and training needs, are discussed.

In this article, the authors present the Willingness to Foster Scale - Disabilities and Medical Conditions (WFS-DMC) and report results concerning its psychometric properties. The WFS-DMC is a new measure designed to accurately and efficiently assess the willingness of parents to foster children with special needs, in particular, disabilities and special medical conditions. The authors tested the WFS-DMC with a national sample of 298 foster mothers. Internal consistency reliability was excellent (α =. 90). With reference to construct validity, mothers with higher WFS-DMC scores fostered longer, fostered and adopted more children, and requested the removal of a smaller proportion of foster children. Furthermore, the mothers' WFS-DMC scores were unrelated to demographic characteristics. The WFS-DMC could help guide the decision-making process involved in matching children who have special needs with parents willing to care for them.

The program?s objectives were to bring awareness to foster parents about the risks and challenges surrounding CSEC, prepare foster parents in identifying foster children at-risk of becoming CSEC, and provide foster parents with the resources and support to address the needs of foster children at-risk of becoming CSEC. The Ralph M. Parsons Foundation was selected due to its focus on social impact. The proposed program matched the foundation?s focus on providing services to an underserved and disadvantaged population by preparing foster parents in identifying and addressing the needs of foster children at-risk of becoming CSEC. Actual submission of this grant was not a requirement for this project.

The purpose of this theoretical study was to examine factors associated with the development of attachment relationships for children in long term foster care who Overt demonstrating problematic sexual behaviour. Due to the dearth in available research on this topic, it was necessary to draw from studies in three distinct areas (1) Attachment, (2) Childhood Sexuality, and (3) Placement Stability. In total, the present study examines 13 studies drawn from these three areas, and includes 11 quantitative and 2 mixed method studies.<br>These studies were chosen for their attention to the middle age child in foster care who was demonstrating problematic sexual behaviour. Due to the lack of attachment studies on fostered middle age children, two infant studies were included with the rationale that middle age children and foster parents engage in a similar attachment process and infant studies would provide direction and context for future studies with older children. In the area of childhood sexuality, clinical samples were also included as they contained large numbers of children who had experienced sexual abuse or who had contact with child protection agencies even if they did not reside in foster care.<br>Studies were examined along dimensions of sample, methods and findings. The results of this inquiry are then discussed, weaving together the three areas of study to answer two research questions: Is there a relationship between problematic childhood sexual behaviour and the development of a successful attachment relationship with a foster parent? And secondly, is there a particular foster parent attachment profile that promotes attachment security with children who are in care?<br>Studies reviewed support the hypothesis that problematic childhood sexual behaviour presents challenges to foster parents significant enough to seriously impair the development of a secure attachment and that the foster parent's attachment state of mind will be an important factor in success. Results of the analysis of these questions contribute to an emerging hypothesis that the human sexual system may be intricately woven together with the attachment system, making an attachment analysis of problematic sexual behaviour in children particular relevant. A concluding discussion examines clinical issues which may be targets of intervention and the necessity of future research in this area is proposed.

Abstract:
The objective of the present study was to explore the experiences of New Zealand non-relative foster carers fostering children with attachment difficulties (indicative of disorders of non-attachment). This objective was achieved using a detailed Interpretative Phenomenological Analysis (Smith et al., 2009). Analysis revealed five themes evident in carer accounts: expectations versus reality; satisfactions and strains of fostering children with attachment difficulties; attachment relationships and the benefits of information; the impact of others on the caring experience; and negative expectations and future concerns. Overall, these themes suggest that fostering children with attachment difficulties is a complex and challenging experience which significantly impacts carers and their families. While lack of public understanding and public judgement compound the difficulty of the experience, receiving information about fostering and attachment difficulties appears to alleviate it. The five identified themes and their relation to the existing literature are explored in detail in this thesis. Implications for social policy and practice are discussed, and potential future research directions are outlined.

This research explored the perspective of foster parents on the educational experiences of foster children and experiences of communication patterns with other key stakeholders (social workers, and teachers). Factors focused on were educational experience of foster children, communication patterns, the impact of communication patterns on the educational experience, and barriers to effective communication. Five individuals who were, at the time of the study, foster parents to at least one child were interviewed. Participants openly shared a variety of positive and negative experiences. This study adopted the theoretical framework of Bronfenbrenner’s cultural-ecological theory. Participant interviews were transcribed verbatim and inductive coding was used for analysis of transcriptions. Central themes that emerged included past experiences of foster child impacts the educational experience, the teacher-student relationship impacts the educational experience, and communication patterns impact the consistency of expectations across systems. Results from the study showed that foster parents are generally satisfied with the communication patterns they experience with key stakeholders. Consistency of expectations and modeling of help seeking behavior were identified as the key impacts communication patterns have on the educational experience of foster children. A unique experience of the impact of communication with biological parents of the foster child was also revealed.

<p>Despite remarkable strides being made in legislation in South Africa, the country still faces immense challenges which directly impact on the care and protection of its children. Many children are removed from their families and placed into alternative care because of high risk factors in the family and community. However, because of the socioeconomic<br /> situations of families, many of these children will not be able to return to their family. It is, therefore, essential that in the residential care programme, efforts are directed towards permanency planning for each child in order to ensure long term placement in a family. The host parent programme which has been introduced at Child and Youth Care Centres (CYCCs) acts as a precursor to foster-care placements. Following on this, host parents provide the child in need of care with opportunities to interact and form positive relationships with adult caregivers. This study has explored and described, by means of qualitative research, the experiences of host parents who accommodated children in need of care. Nine host parents were purposively selected from three participating CYCCs in Athlone, Cape Town. Data was collected by means of semi-structured individual interviews. The data was analysed according to the steps by Tesch in Creswell (2009). The findings suggest that host parents are instrumental to those children who cannot return to their natural families. The host parents&rsquo<br>interaction with the CYCC was both positive and negative at times. Recommendations and guidelines in order to develop and improve existing hosting programmes at CYCC&rsquo<br>s are provided.</p>

Children enter the Child Welfare System for a variety of complex reasons. These reasons often point towards parents’ inability to provide appropriate protection and safety for their children. After removal, many children are placed in foster homes of relatives, non-related extended family members, group homes, and county or private foster homes. A child who is removed from their original home is likely to experience difficulties in the areas of attachment with caregivers and other adults throughout their development. This study examined the attachment styles of 37 foster and adoptive parents in three separate private Foster Family Agencies in both San Bernardino and Riverside Counties. Foster and adoptive parents were assessed through the Relationship Questionnaire through a tool, which examined each parent’s level of attachment security. The perspectives of foster and adoptive parents on their child’s relational attachments were assessed through The Behavioral Assessment System of Children, Second Edition (BASC-2) across seven subsets (Reynolds & Kamphaus, 2004).

Abstract:
The purpose of this study was to evaluate the level of attachment, secure or insecure, displayed by foster children after a minimal one-hour separation from their foster parent. The sample consisted of fifty foster parents (22 males and 28 females) who had foster children ranging in ages from 3-12. The foster children have lived in the current foster care placement for at least one month. To measure the foster child's level of attachment to the foster parent, the foster parent completed a demographic survey as well as the Parent/Child Reunion Inventory (Marcus 1988). Analysis was conducted using a variety of univariate (descriptive statistics, frequencies), bivariate (t-test, correlation), and mulivariate (multiple regression) analyses to describe the sample population and significant correlations among the various independent and dependent variables. As expected, foster parents reported secure attachment behaviors for foster children the longer the child has lived in their home. Two factors that appear to influence attachment are the length of time in the foster parents in the home. This information is valuable to the foster care arena for calculating secure attachment between foster children and their caregivers.

The problem statement was formulated as follows: There is no existing scientifically developed and implemented social work empowerment programme for foster parents of sexually abused children available in South Africa. This problem statement resulted in the development of four research objectives. The intervention research model was utilised and implemented within a mixed methodology paradigm. Focus group discussions and the single system design generated quantitative and qualitative data. SECTION B: Consists of four articles combined together, form the research report on the achievement of the objectives. The four articles are: Article 1: The implication of sexual abuse for foster care. The aim of this article is to establish the implications of sexual abuse for foster care by means of a literature study. The impact of child sexual abuse depends on various factors like the age of the child, the amount of force used, the relationship between the child and the perpetrator, and the period over which the abuse took place. The impact of sexual abuse on the child also varies depending on the individual child. In order for the foster parent to assist the foster child to heal from the trauma of child sexual abuse, it is necessary for the foster parent to have knowledge of and insight into such impact on the foster child. Article 2: The empowerment needs of foster parents of sexually abused children. The aim of this article is to establish the empowerment needs of foster parents of sexually abused children. A focus group discussion was used as a method to collect relevant qualitative data. Five (N=5) foster parents with foster children that have been sexually abused, identified from the caseload of a Child Welfare Society in White River and formed part of the discussion group. From the discussion group two categories, namely feelings, experiences and challenges of foster parents of sexually abused foster children and the needs of foster parents of sexually abused foster children were identified. Ten themes and sub-themes were derived and identified. Article 3: The development and implementation of a social work empowerment programme for foster parents of sexually abused children. The aim of this article is to develop and implement a social work empowerment programme for foster parents of sexually abused children. A nine session programme was developed according to the needs identified in the previous article, and implemented over three days to seven (N=7) foster parents, selected according to a non-probability sampling method. It was presented through psychosocial group work as method. Article 4: The evaluation of a social work empowerment programme for foster parents of sexually abused children. The aim of this article was to evaluate the social work empowerment programme and the effect of the programme on the psychosocial functioning of the foster parents of sexually abused children. A single system design was followed to collect data. Three standardised instruments were utilised during pre- and post-test. A self- developed questionnaire was used to gather qualitative data. Many children in foster care have emotional or behavioral problems or are at risk for these problems. It is important to identify parents willing to foster children with these problems in order to ensure placement, care, stability and well-being of such children. This study presents a new 40-item self-report measure of the willingness of parents to foster children with emotional and behavioral problems, and two 20-item parallel forms of this measure. In addition, this study presents evidence of reliability and validity of scores derived from these measures with a national sample of 297 foster mothers. Coefficient alpha for these measures was 92 or greater, indicating excellent internal consistency reliability. Scores from these measures were unrelated to demographic characteristics, providing evidence of discriminant validity. In addition, scores from these measures were higher for foster mothers licensed to provide treatment foster care than for mothers only licensed to provide regular foster care, providing support for known groups validity. Finally, support for construct validity is provided by the fact that foster mothers with higher scores on these measures had fostered longer, were fostering more children at the time of this study, and had fewer children removed from their home at their request.

Children in foster care and kinship care are faced with the challenges that the child welfare system imposes on them as well as their mental health concerns. The purpose of this project was to develop a curriculum for foster parents and kinship caregivers aimed at helping them empower the children and youth in their care to achieve academic success. It is vital for social workers, foster parents and kinship caregivers to collaborate and advocate for these children, ultimately reducing barriers to learning and increasing their opportunities to achieve academic success. This curriculum includes three workshops that educate foster parents and kinship caregivers about the risk and protective factors that children in their care face when striving to complete their education, while providing strategies for successful outcomes. Submission of this curriculum was not required for this thesis project.</p>

This dissertation describes a study that investigated the perceptions of foster parents and kinship caregivers (grandparents caring for their grandchildren) around contact issues between children in their care and their birth parents in Canterbury, New Zealand. The study employed a qualitative approach for data collection and analysis. The qualitative method of data collection for the study comprised of three focus groups, two with foster parents and one with grandparents. The focus groups were conducted using a modified Nominal Group Technique (NGT) where two questions posed to the participants sought to understand their views about behaviours they noticed in children in their care before and after contact with birth parents. In addition, a further question was asked to gain an understanding around their feelings on contact with birth parents. Findings of the study indicated that foster parents largely described children’s behaviour before and after contact to be distressing and stressful for them, with few positive benefits. Furthermore, foster parents mainly stated strong, negative feelings around contact with biological parents. In the discussion, implications of these results are discussed for foster children, foster parents and social welfare practices.

Children placed in foster care face considerable stress and trauma related to being removed from their homes and subsequently living in a new environment. They may exhibit severe disruptive or antisocial behavior as a consequence. Clinicians and researchers often have not considered that these behaviors may be due to children's underdeveloped cognitive control and response. Treatment approaches that offer more holistic perspectives on stress and the inclusion of individual and specialized therapies may help foster children to better control their responses and return to their biological families sooner. The purpose of this study was to focus on whether individual therapy and the inclusion of rehabilitative strategies decreased severe disruptive/antisocial behavior in children placed in foster care or foster homes. Using archival data, disruptive behavior tallies were compared between foster children who began individual therapy and then the same children with the inclusion of rehabilitative strategies. A significant decrease in disruptive behavior was found with foster children within three months of individual therapy and then again, three months after the inclusion of rehabilitative strategies, regardless of gender. Gender was found to have no significance in participants' response to treatment. Findings demonstrate the value of using multiple treatments for decreasing disruptive behavior in foster children. Using multiple treatments, clinicians may be better able to help children positively transform their lives as they navigate the foster care system, resulting in potential positive social change.

Studien gjordes i syfte att undersöka hur familjehemsföräldrar kan uppleva att deras uppdrag som familjehem påverkar dem själva, deras biologiska barn och deras relationer. Fokusgruppsintervjuer genomfördes med två grupper innehållande fem familjehemsföräldrar i varje grupp. Fokusgrupperna bestod av fem kvinnor och fem män emellan 33 och 61 år. En intervjuguide och en mindre enkät skapades och användes under intervjuerna som spelades in på ljudfiler. Databearbetningen bestod av en fenomenologisk, hermeneutisk analysmetod. Analysen gav tre slutliga teman: kommunikationens betydelse inom familjehemmet och i dess kontakt med omvärlden utanför hemmet; familjehemsuppdragets positiva och negativa påverkan på grundfamiljens relationer inom och utom familjen och familjehemsuppdragets positiva och negativa effekter på personlig och psykologisk utveckling hos föräldrar och biologiska barn i familjehem. Kommunikation och är ett centralt begrepp i livsvärlden för de i studien deltagande familjehemsföräldrarna. Relationer och psykologisk utveckling påverkas både positiv och negativt. Resultaten i studien är i linje med tidigare forskning och kommunikation, gränssättning och empati visade sig vara användbara verktyg i uppdraget som familjehem för föräldrarna i studien. Uppsatsen generar en modell som fick namnet Familjehemsdynamik. Modellen beskriver vilka effekter uppdraget som familjehem kan ha på individerna i grundfamiljen.<br>The study was done in order to investigate how foster parents experience how foster care affects themselves, their biological children and their relationships. Focus group interviews were conducted with two groups of five foster parents in each group. The focus groups consisted of five women and five men between 33 and 61 years old. An interview guide and a smaller survey was created and used during the interviews that were recorded on audio files. Data processing consisted of a phenomenological, hermeneutic analysis. The analysis gave three final themes: the importance of communication within the foster home and in their contact with the world outside the home; the impact of foster care on the biological children and their parents' relations within and outside the foster home and the positive and negative impact on personal and psychological development on parents and biological children in foster homes. Communication is a central concept in the foster carers everyday life. Relationships and psychological development is influenced both positively and negatively. The results of the study are in line with previous research. Communication, boundaries and empathy are key elements in foster care. The paper generated a model named Fostering care family dynamics. The model describes potential effects of fostering on the individuals in the biological family.

The motivation for this study arose from the awareness of the lack of South African literature on the role of the social worker in the reunification of foster children with their biological parents as well as the lack of accessible information about social workers’ use of reconstruction services in the reunification of foster children and biological parents in South Africa. The researcher became aware of this lack in South African literature about family reunification services and programmes delivered during a preliminary search done on the Nexus Data-Base (1999). The aim of the study is therefore to gain a better understanding of how social workers render reconstruction services to contribute to the reunification process of foster children with their biological parents in terms of the Child Care Act 74 of 1983. The literature study first focused on the process and procedures of statutory removal of children within the South African context of the Child Care Act 74 of 1983 to gain a better understanding of the circumstances where the removal of children is justifiable according to the Act. The literature study was also undertaken to gain insight into the decisions social workers make when placing children in foster care as well as the services social workers deliver to foster parents, biological parents and foster children during reconstruction service delivery. The role of the social worker in the delivery of foster care and reconstruction services was explored, where the social development and strengths perspectives have become the norm, guiding social workers to engage in a range of interventions as stipulated in the White Paper for Social Welfare (Ministry for Welfare and Population Development, 1997) and the Integrated Service Delivery Model (2004). he researcher involved 21 social workers in this study who render reconstruction services with both children and their parents in selected non-governmental organizations (NGOs) rendering child and family welfare services in the Strand, Stellenbosch, Somerset West, Kuils River and the Department of Social Services in Paarl. The results of the investigation largely confirmed the findings of the literature study namely that a large number of children are removed from parental care (the biological parents), and need reconstruction services from child welfare organizations in South Africa where social workers are the catalysts in rendering such services. Social workers however, due to the lack of sufficient resources such as time and sufficient numbers, do not have the ability to deliver reconstruction services to sustain and enhance the prompt return of children to their biological parents. The results therefore gave a good indication of social workers’ delivery of reconstruction services. Social workers should have their workload reduced, enabling them to provide more therapeutic services to foster children, biological parents and foster families in the foster care process; government should support welfare organizations financially, increasing the probability of welfare organizations to employ more social workers, and thereby increasing the number of social workers rendering reconstruction services; social workers should through cooperation with other welfare organizations deliver foster care services to increase resources such as knowledge and skills to assist foster children and their biological parents in their reunification. The recommendations were aimed at services relating to assessment, prevention and intervention with this vulnerable and marginalized group. The recommendations also included that future research be done in order to focus on the specific reconstruction services that could increase the probability of foster children returning to their biological parents. This may decrease the large number of foster children currently staying in foster care for longer than the restricted period of two years.<br>AFRIKAANSE OPSOMMING: ʼn Kombinasie van ʼn verkennende en beskrywende studie, tesame met ʼn benadering wat beginsels van sowel die kwantitatiewe as oor die kwalitatiewe benadering insluit was gekies in ʼn poging om kennis en insig te verkry van die rol van die maatskaplike werker in die hereniging van pleegkinders met hul biologiese ouers. Die literatuurstudie het ook gefokus op die rol van maatskaplike werkers tydens pleegsorg en rekonstruksie dienslewering ten einde ʼn beter begrip te ontwikkel van die dienste wat maatskaplike werkers bied aan pleegouers, biologiese ouers en pleegkinders tydens pleegsorg. Die literatuurstudie het ook die rol van die maatskaplike werker in die lewering van pleegsorg en rekonstrukise dienslewering vanuit n maatskaplike ontwikkeling en sterkte perspektief verken ten einde ʼn beter begrip te ontwikkel van die beginsels vir intervensie soos bepaal in die Witskrif vir Welsyn (Departement van Welsyn en Bevolkings ontwikkeling, 1997) en die Geïntegreerde Diensleweringsmodel (2004). Daar is besluit om 21 maatskaplike werkers wat rekonstruksie dienste tydens pleegsorg lewer aan sowel kinders as hul ouers wat van die Strand, Stellenbosch, Somerset-Wes, Kuilsrivier en die Departement van Maatskaplike Dienste in die Paarl afkomstig is, by die studie te betrek. Die resultate van hierdie ondersoek het tot ʼn groot mate die bevindinge van die literatuurstudie bevestig, naamlik dat ʼn hoë persentasie van kinders verwyder word van hulle ouers se sorg. Hierdie biologiese kinders benodig rekonstruksie dienste gelewer deur maatskaplike werkers werksaam in kinder-en gesinsorgorganisasies in Suid-Afrika. The Center for Autism and Neurodevelopmental Disorders was identified as the partner agency and the Annenberg Foundation was located as a potential funding source.</p><p> A literature review was conducted to study common behaviors exhibited by children on the Autism spectrum. Common outcomes for both children diagnosed with Autism and children living in foster care were examined. Challenges faced by foster parents who care for these children, interventions, and available resources were also considered.</p><p> The training program aims to educate and prepare foster parents for the challenges faced by the children. The encouragement received from the other foster parents and the group leader may encourage foster parents and provide additional resources and support. <p> This study explored the attachment relationships of grandparent kinship caregivers and nonkinship foster parents with preschool-aged children in their care. Research suggests that attachment is crucial in early childhood relationships and can impact relationships throughout the lifespan. Children in kinship care or nonkinship foster care are removed for abuse, neglect, dependency, and other traumatic life experiences, which can affect their ability to form positive attachment relationships. The goal was to understand attachment relationships in the grandparent kinship caregiver and nonkinship foster care milieu. Qualitative research methods were utilized. There were 8 grandparent kinship caregiver participants and 8 nonkinship foster parent participants. The themes that emerged were: 1) importance of family; 2) attachment, trauma, and traumatic grief and loss; 3) challenges; 4) roles; and 5) family relationship styles. Each theme contained subthemes. All participants reported challenges and the majority reported positive attachment relationships. This was the first qualitative study to explore attachment experiences of grandparent kinship caregivers and nonkinship foster parents with preschool-aged children in their care. The findings from this study can be used to inform mental health professionals, the child welfare system, grandparent kinship caregivers, nonkinship foster families, and serve as a guide to future research.</p>

Abstract:
This research study explored the development of attachment between foster parents and young foster children aged 2-4 years old. Using a qualitative research methodology, this exploratory study was conducted in the hope of directing future research by suggesting factors that may affect the development of attachment between foster children and their foster parents. In-depth interviews were conducted with seven foster parents (median years fostering was 16; median number of children fostered was 23). Guided by Hammersley and Atkinson's (1995) approach to thematic content analysis, the interviews were analyzed for common themes. Various characteristics of foster parents, foster children, and the environment became clear as the result of thematic content analysis. From the analysis, 47 categories, subcategories, and sub-subcategories emerged, including the following 12 main categories: (a) Nurturing, (b) Stability, (c) Awareness, (d) Adaptability, (e) Desire to help, (f) Empowering children, (g) Stress relief, (h) Support, (i) Age (of foster child), (j) Negative, hurtful past experiences(of foster child), (k) Physical health (of foster child), and (l) the Ministry of Children and Family Development's involvement. The results corroborate existing literature as well as tentatively propose new ideas that may influence attachment for foster children. All the themes appeared to converge upon the biopsychosocial well-being of young foster children. Abstract:
Most research studies focus on foster children or foster parents, there is dearth of research on the impact of fostering on biological children. This aim of this study was to fill the gap in the literature regarding the experiences of biological children sharing a home with foster children. It also investigated how biological children perceive foster care and challenges encountered by children under foster care. This was achieved through a qualitative research approach. The study was conducted at Zwelitsha Township in King Williams Town. Data was collected through semi-structured interviews with thirty biological children of foster parents and ten social workers in practice. Two focus group discussions were held with twenty foster parents. A focus group discussion guide was used in collecting information during the discussions. Purposive sampling was used in the study and data was analysed according to themes. The major findings revealed that fostering has both positive and negative impacts on biological children and the foster family. Biological children find foster care placement as helpful to children whose parents cannot provide care and protection for children. They gain and learn new knowledge through fostering and are happy about their new siblings in the family since they have companionship. On the other hand, minority of biological children were ambivalent about foster care as they were uncertain between altruistic feelings of making a difference in the lives of needy children against the negative outcomes of fostering. One biological child was negative about foster care. This participant did not like the idea of fostering and did not describe any personal positive outcomes resulting from his fostering experiences. The findings revealed that biological children are unable to voice out their views and ideas regarding foster care placement. The findings also revealed that biological children are not passive observers on how fostering influences their daily lives. Instead, they use strategies to influence fostering processes, especially to protect their foster siblings for the fostering process to be successful, while also having feelings of responsibility for their foster siblings. The findings further suggest that despite the complex nature of the fostering task, professionals should recognise and acknowledge the input of biological children to fostering. It is, therefore, suggested more training should be provided to foster parents to continually include the opinions of their own children in fostering decisions.
