International Telemetering Conference Proceedings / October 17-20, 1988 / Riviera Hotel, Las Vegas, Nevada<br>The continuing growth of the telecommunications industry has created a steadily increasing need for higher performance communications systems - systems that can transfer data at faster rates while meeting stringent bit error rate requirements. In the case of satellite and mobile communications these same systems must also maintain minimum size and power consumption requirements. To help implement this industry demand computer simulations of communications systems can be a viable tool. Simulators can be used to demonstrate feasibility while maintaining minimum research and development costs during the design phase of these new and more complex communications systems. One type of system where simulation has proved helpful has been trellis-codedmodulation (TCM). This paper documents a simulation of a four-state trellis-coded eight- PSK modulation scheme currently being researched at New Mexico State University (NMSU). In the past simulations of convolutionally coded schemes have used binary symbols in the decoding process. In TCM the Euclidean space components of the modulation scheme are used in place of the binary symbols. The simulator under development incorporates these Euclidean signal components which are taken from an eight-PSK signal constellation. Soft-decision maximum likelihood decoding using trellis trace-back techniques are then applied to the Euclidean signal components to recover the simulated transmitted data. The simulator supplies the user with the number of undetected errors generated during a simulation as well as the bit error rate for a given signal to noise ratio. This simulator is intended to provide an environment for investigating improved communication system designs and it is hoped that the results that are obtained from such telecommunication simulators will help satisfy the ever increasing demands of the telecommunications industry. It should be noted that the research being conducted at NMSU on TCM is being directed by Dr. Frank Carden. The development of the simulator was conducted by the author to assist Dr. Carden in the continuing investigation of TCM.

Abstract:
Various mathematical tools are developed with the aim of application in mathematical physics. In the first part, a new state sum model for four-manifolds is introduced which generalises the Crane-Yetter model. It is parametrised by a pivotal functor from a spherical fusion category into a ribbon fusion category. The special case of the Crane-Yetter model for an arbitrary ribbon fusion category C arises when we consider the canonical inclusion C↪Z(C) into the Drinfeld centre as the pivotal functor. The model is defined in terms of handle decompositions of manifolds and thus enjoys a succinct and intuitive graphical calculus, through which concrete calculations become very easy. It gives a chain-mail procedure for the Crane-Yetter model even in the case of a nonmodular category. The nonmodular Crane-Yetter model is then shown to be nontrivial: It depends at least on the fundamental group of the manifold. Relations to the Walker-Wang model and recent calculations of ground state degeneracies are established. The second part develops the theory of involutive monoidal categories and half-twists (which are related to braided and balanced structures) further. Several gaps in the literature are closed and some missing infrastructure is developed. The main novel contribution are ``half-ribbon'' categories, which combine duals - represented by rotations in the plane by π - with half-twists, which are represented by turns of ribbons by π around the vertical axis. Many examples are given, and a general construction of a half-ribbon category is presented, resulting in so-called half-twisted categories.

Abstract:
This study examines educational leadership internship experiences at four public University System of Georgia universities. It is a qualitative multiple case study. The research presented contributes to the literature by providing information about leadership training through internship programs that was collected via interviews with program faculty and documentary analysis. Presentation of the data in this manner offers a comprehensive description of internship experiences at four universities within the state of Georgia. This description helps explain the linkages between classroom knowledge and its application as it relates to the internship experience. This study also utilizes cross-case analysis. Following the comprehensive presentation of each individual case, the four cases are considered together, and analyzed for similarities and differences. The purpose for analyzing the data in this manner is to provide both an in-depth analysis of each program and an understanding of the similarities and differences in internship experiences throughout the state of Georgia. The research presented in this inquiry contributes to the literature by providing information about internship programs through interviews with program faculty and data collected from the programs. The findings of this study could be of interest to university personnel as they examine and modify their criteria for designing internship experiences. Additionally, this investigation contributes to the literature by providing a comprehensive description of internship experiences at four universities. Through this study, the voices of the university personnel and information from the data collected provide insight into the overall experience of the educational leadership internship. Finally, this study provides insight into the correlation between classroom knowledge and the application of this knowledge within the field through internships.

Abstract:
<p>Every college age student should have the opportunity to attend college and earn a degree, but the fiscal realities for lower income students prevent the majority from attending and the vast majority from completing college, thus perpetuating an intergenerational trend of limited postsecondary education and a likelihood of marginal income and status. Past research studies have shown that, among lower income students, those who receive higher levels of grant funding to offset college expenses are more likely to persist toward completing their educations than those who do not receive the same level of grant funding and thus are forced to rely upon other means, such as student loans or employment, to pay for college. The majority of this research was conducted prior to the recession that began in December 2007 (National Bureau of Economic Research, 2008), which has been more severe and longer lasting than any economic contraction since the Great Depression (Dwyer &amp; Lothian, 2012); more current research is needed to determine whether the educational retention behaviors of lower income students in the current challenging economic climate are positively impacted by grant funding. In this study I used quantitative methods to analyze a specific state policy change to determine whether a significant change in the grant funding provided to lower income students resulted in increased retention rates for these students. This study examines school years from 2006&ndash;2010, thus encompassing the recent financial crisis and affording an opportunity to explore the persistence behaviors of lower income students during the greatest financial crisis of modern times. The ultimate purpose of the study is to provide conclusions from the research to postsecondary policy makers in the hopes of informing policy and supporting continuing funding of need-based financial aid for lower income students. </p>

We experimentally demonstrate an eight-state continuous-variable quantum key distribution (CV-QKD) over atmospheric turbulence channels. The high secret key rate (SKR) is enabled by 4-D multiplexing of 96 channels, i.e., six-channel wavelength-division multiplexing, four-channel orbital angular momentum multiplexing, two-channel polarization multiplexing, and two-channel spatial-position multiplexing. The atmospheric turbulence channel is emulated by a spatial light modulator on which a series of azimuthal phase patterns yielding Andrews' spectrum are recorded. A commercial coherent receiver is implemented at Bob's side, followed by a phase noise cancellation stage, where channel transmittance can be monitored accurately and phase noise can be effectively eliminated. Compared to four-state CV-QKD, eight-state CV-QKD protocol potentially provides a better performance by offering higher SKR, better excess noise tolerance, and longer secure transmission distance. In our proposed CV-QKD system, the minimum transmittances of 0.24 and 0.26 are required for OAM states of 2 (or -2) and 6 (or -6), respectively, to guarantee the secure transmission. A maximum SKR of 3.744 Gb/s is experimentally achievable, while a total SKR of 960 Mb/s can be obtained in case of mean channel transmittances.

This mixed methods study examined professional development for higher education faculty members at four-year, state supported universities in Texas and the perceptions of professional development leaders at these institutions. The quantitative data was generated through an electronic survey aligned to the second iteration of the technology acceptance model while the qualitative data was generated through semi structured interviews with those that participated with the survey. Univariate analysis was performed on the survey data and the qualitative data was categorized using pattern coding. Limitations and future recommendations were also discussed.

Abstract:
Suriname is highly vulnerable to the effects of climate change. Among the factors that exacerbate its vulnerability are its dependency on fossil fuels, the degradation of important ecosystems (e.g., mangroves), and the fact that 87% of the population, and most of the countrys economic activity is located within the low-lying coastal area. Many sectors are at risk of suffering losses and damage caused by gradual changes and extreme events related to climate change. For Suriname to develop sustainably, it should incorporate climate change and its effects into its decision-making process based on scientific- evidence. The State of the Climate Report analyzes Surinames historical climate (1990-2014) and provides climate projections for three time horizons (2020-2044, 2045-2069, 2070-2094) through two emissions scenarios (intermediate/ SSP2-4.5 and severe/ SSP5-8.5). The analysis focuses on changes in sea level, temperature, precipitation, relative humidity, and winds for the seven subnational locations of Paramaribo, Albina, Bigi Pan MUMA, Brokopondo, Kwamalasamutu, Tafelberg Natural Reserve, and Upper Tapanahony. The Report also analyzes climate risk for the countrys ten districts by examining the factors which increase their exposure and vulnerability on the four most important sectors affected by climate change: infrastructure, agriculture, water, and forestry, as well as examining the effects across the sectors. The State of the Climate Report provides essential inputs for Suriname to develop and update its climate change policies and targets. These policies and targets should enable an adequate mainstreaming of climate change adaptation and resilience enhancementinto day-to-day government operations. It is expected that the Report will catalyze similar efforts in the future to improve decision-making by providing science-based evidence.

Several factors contribute to Surinames particular vulnerability to the effects of climate change. It is dependent on fossil fuels, has forests liable to decay, fragile ecosystems, and its low-lying coastal area accounts for 87% of the population and most of the countrys economic activity. Many sectors are at risk of suffering losses and damage caused by gradual changes and extreme events related to climate change. For Suriname to develop sustainably, it should incorporate climate change and its effects into its decision-making process based on scientific- evidence. Abstract:
In 2017, the State of California adopted landmark legislation to increase the funds available for transportation in the state: Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017. Through a combination of higher gas and diesel motor fuel taxes, SB1 raises revenue for four critical transportation needs in the state: road maintenance and rehabilitation, relief from congestion, improvements to trade corridors, and improving transit and rail services. To help state leaders identify the most important projects and programs to fund within those four topical areas, we conducted an online survey that asked a sample of 3,574 adult Californians their thoughts on how the state can achieve the SB1 objectives. The survey was administered from April to August 2019 with a survey platform and panel of respondents managed by Qualtrics. Quota sampling ensured that the final sample closely reflects California adults in terms of key socio-demographic characteristics and geographic distribution. Key findings included very strong support for improving all transportation modes, reducing air pollution and greenhouse gas emissions from transportation, and more convenient options to travel without driving. Respondents placed particular value on better maintenance for both local streets and roads, as well as highways. Finally, the majority of respondents assessed all types of transportation infrastructure in their communities as somewhat or very good.
