Abstract:
L’étude archéologique du bâti de l’abbatiale Sainte-Foy de Conques, essentiellement centrée sur les pierres d’appareil, a pour double objectif de mettre en avant, autant que possible, des indices matériels susceptibles d’éclairer la marche des travaux ainsi que d’appréhender les dimensions technique et économique et, plus généralement, l’organisation de ce grand chantier roman. Le croisement des données archéologiques, telles que les discontinuités des maçonneries et la distribution des matériaux, des techniques de taille, des marques lapidaires et des trous de boulin, permet de proposer un phasage de la construction, qui fournit, par la suite, un cadre chronologique indépendant et efficace pour l’étude de la sculpture de l’abbatiale. Ainsi l’évolution interne de la sculpture est-elle retracée, par l’intermédiaire d’une approche stylistique globale. Les modalités des transferts artistiques entre Conques, Compostelle et l’Auvergne sont également mieux définies, ce qui invite à reconsidérer la chronologie des églises romanes d’Auvergne,d’autant que certains chantiers auvergnats et celui de Conques se situent dans la même géographie technique durant la deuxième moitié du XIe siècle
This archaeological study of the building of the abbey church of Sainte-Foy in Conques, which is mainly focused on facing stones, has a double objective: on the one hand, to discern, as much as possible, material indications likely to enlighten the progress of construction work; on the other hand, to understand technical and economic dimensions and, more generally, the site organisation of this major Romanesque building project. Archaeological data, such as masonry discontinuities, distribution of different petrographic types, stone-cutting techniques, masons’ marks and putlog holes, make it possible to propose a construction phasing, which offers an independent and efficient framework for study of the sculpture of Sainte-Foy. The sculpture evolution is thus traced, through a global stylistic approach. Artistic transfers between Conques, Santiago de Compostela and Auvergne have also been better defined, which leads to reconsider the chronology of Romanesque churches of Auvergne, especially as Conques and Auvergne were located in the same technical geography during the second half of the eleventh century

Abstract:
The dynamic nature of rivers shapes riparian plant communities, and changes to the flow regime can have profound effects on these diverse ecosystems. To examine how riparian plant communities of the dam-regulated Snake River in Grand Teton National Park, WY respond to hydro-geomorphological factors, I studied the vegetation of two unregulated tributaries, Pacific Creek and Buffalo Fork, in relation to the main river. I considered three perspectives in this analysis. In chapter 2, I examined hydro-geomorphological processes shaping riparian vegetation in naturally flowing systems, by evaluating 15 environmental variables, and determining which were most related to vegetation. Using cluster analysis, I identified six distinct communities. I described environmental conditions associated with each community, using the unconstrained ordination technique NMDS, coupled with generalized additive models (GAMs). Community types occur on characteristic geomorphologic landforms. Depth to gravel, soil texture, pH, distance to bankfull channel, and elevation above water are all related to vegetation, and interact to determine where community types occur. In my third chapter, I compared the vegetation of the unregulated tributaries to the Snake River, as a means of assessing dam effects. Species richness per plot is higher on the tributaries, despite higher overall richness on the Snake River. Through the use of NMDS ordination and clustering techniques, I found the composition of the upper section of the Snake River, immediately below the dam, to be distinct. However, this section is naturally more incised, and the lower sections of the river do not seem to be influenced, suggesting dam impacts on vegetation are minimal. Environmental variables related to vegetation composition include elevation above water, depth to gravel, and geomorphological landform. In chapter 4, I compared age class distributions of spruce and cottonwoods across river sections, and found no evidence for a late-successional trend on the regulated river, versus unregulated tributaries. Age distribution is related to geomorphological landform, and browing also influences forest structure through root coppicing. Forest understory communities are structured by cottonwood age.

Abstract:

Long-term records of cyclic droughts are valuable for understanding future changes in hydrologic patterns and constraining climate models. A 3,300-year long record of δ18O and δ13C values from endogenic carbonate from Foy Lake, Montana is used to infer such droughts during the early Holocene. From 10.8 to 9.6 kyr BP, δ18O and δ13C values are low, indicating a period dominated by a cooler, less evaporative climate. Both records exhibit strong cyclicity in the ~200 yr range, which is inferred to be a solar cycle. A dramatic shift towards a warmer, drier climate occurs after 9.6 kyr BP in a step pattern, dramatic in the δ13C record. Warming occurs after the transition. Stochastic cyclicity dominates with weaker, but statistically significant, periodicities ranging from 40-70 yrs. These are believed to be an expression of the Atlantic Multidecadal Oscillation. This larger synoptic climate signal may be important to the overall Pacific Northwest climate.

Abstract:
The early medieval abbey church of Conques, located in a treacherous mountain region of southern France, received few visitors until the relics of the virgin martyr Ste. Foy were brought there. Among her abilities, Ste. Foy was credited with the power to provide protection from capture and to free prisoners. The themes of bondage and liberation are found throughout the church in the sculpture, grillwork and especially in the Liber miraculorum. This paper argues that the repetitive imagery of chains and release from bondage had a twofold function which increased the wealth and power of the monks at Conques. First, the images evoked the power of the Ste. Foy to absolve and release one from the bonds of sin through pilgrimage and donation to this church, and second, the images referred to Ste. Foy's renowned power to provide protection and free prisoners, powers especially attractive to those involved in the Reconquista in Spain.

Cette recherche propose une lecture du processus de formation et de transformation de Sainte- Foy, exemple typique de banlieue moderne québécoise, depuis les premières traces d’humanisation au XVIIe siècle jusqu’au développement vigoureux de la seconde moitié du XXe siècle. Cette lecture s’appuie sur la typomorphologie afin de mieux appréhender l’influence sur la forme urbaine actuelle des différentes structures qui se sont superposées dans le temps, incluant les structures suburbaines. Elle permet en outre, par le fait même, de dégager des éléments qui contribuent à l’identité morphologique de Sainte-Foy. L’étude reconstruit d’abord l’évolution des systèmes traditionnels de voies et de parcelles en relation avec l’histoire du peuplement du plateau, l’établissement des premiers noyaux et l’implantation des grandes infrastructures qui ont propulsé Sainte-Foy vers l’ère du bungalow. La plus grande part du mémoire est toutefois consacrée exclusivement à la banlieue moderne : cadre réglementaire, particularités de cette nouvelle forme urbaine et intégration des permanences historiques au contexte suburbain. Une morphogenèse détaillée permet de saisir la structuration du milieu, l’origine de la forme et les caractères spécifiques de cette banlieue d’après-guerre; cette connaissance objective est une étape préalable essentielle à la requalification de Sainte-Foy, afin de pouvoir établir des diagnostics tenant compte de la place de l’héritage moderne dans l’identité du lieu et dans le patrimoine québécois.

Plusieurs tourbières ombrotrophes des régions tempérées sont présentement caractérisées par un processus de densification rapide de leur couverture forestière. Au Québec, ce phénomène implique diverses espèces, autant conifériennes qu'à feuillage décidu. La présente étude visait à documenter le boisement de la tourbière de la base de plein air de Sainte-Foy, située au sein d'un paysage semi-urbain de la ville de Québec, qui montre un important déploiement du mélèze laricin et de l'érable rouge. Les principaux objectifs étaient de caractériser la dynamique contemporaine du couvert forestier à l'aide d'analyses dendrométriques, dendrochronologiques et de photographies aériennes, et de reconstituer l'évolution à long terme (plusieurs millénaires) des espèces arborescentes via la conjugaison de l'identification botanique de pièces de bois préservées dans la tourbe et de l'analyse macrofossile. L'hypothèse qui a été testée est que la flore de la tourbière a toujours comporté des espèces arborescentes conifériennes mais de façon éparse. La constitution d'une couvert forestier dense et mixte serait un phénomène récent, associé à des perturbations anthropiques. Le couvert végétal s'est modifié rapidement depuis 1970, d'abord par la formation d'un mélèzin. Le mélèze étant présentement incapable de se régénérer, il est progressivement supplanté par l'érable rouge. Cette dynamique récente fait suite à plusieurs millénaires durant lesquels la tourbière a toujours présenté une physionomie arbustive et où les arbres étaient présents de façon éparse. La densification du couvert forestier fut causée par les activités humaines en périphérie de la tourbière (agriculture, construction d'une gare de triage) qui ont eu pour effet de réduire sa superficie et de l'assécher. L'érable rouge domine maintenant la régénération au sol et devrait, à plus ou moins long terme, devenir l'espèce dominante pour former une érablière rouge sur tourbe.

Un inventaire de l'occupation du sol pour chaque terrain agricole en milieu périurbain peut être produit par le croisement (automatisé) entre une image satellitaire classifiée et une image des terrains, provenant du cadastre numérisé. Trois sources d'erreur sont examinées. L'erreur planimétrique, créée par la ""rasteurisation"" des polygones-terrain, l'erreur dans les proportions des classes d'occupation du sol due à la résolution spatiale, et l'erreur de la classification elle-même. Les résultats démontrent que chacune de ces erreurs varie en fonction des terrains, donnant des inventaires de qualité inégale. Il est difficile de les corréler avec les dimensions des terrains, et de fixer ainsi des dimensions minimales nécessaires au succès de l'inventaire agricole.

Abstract:
Le procédé de coagulation constitue la première étape de traitement de la chaîne conventionnelle de production d’eau potable. La détermination du dosage optimal de coagulant à appliquer est relativement complexe puisqu’elle requiert l’atteinte simultanée de plusieurs objectifs. Il est donc pertinent de développer des outils d’aide à la décision pour assister les opérateurs dans le choix de la dose de coagulant. L’objectif de l’étude était de fournir des outils aux opérateurs de l’usine de traitement des eaux (UTE) de Sainte-Foy pour les aider dans le choix du dosage de sulfate d’aluminium (alun). Dans le cadre de ce projet, quatre outils ont été ainsi développés : un modèle de prédiction du dosage d’alun à appliquer, deux modèles de prédiction de la concentration en carbone organique dissous (COD) à l’eau décantée et un capteur virtuel qui permet de prédire la concentration en COD aux eaux brute et décantée. Dans tous les cas, il s’agit de modèles neuronaux. Le premier modèle permet de prédire le dosage d’alun à appliquer en reproduisant la bonne opération antérieure effectuée à l’usine en termes de réduction de la turbidité. Les variables d’entrée du modèle sont le mois, la conductivité, la température, la turbidité et le pH à l’eau brute. L’ajustement du modèle a été effectué à partir de données d’opérations récoltées aux 5 minutes pendant 4 années (378 535 séries de données). Les dosages prédits diffèrent en moyenne de 5,9% de ceux réellement appliqués. Le second modèle permet de prédire la concentration en COD à l’eau décantée à partir de l’absorbance ultraviolet (UV) à 254 nm et du COD à l’eau brute, du pH de coagulation et de la dose d’alun appliquée. Les performances du modèle 2 ont été comparées à celles obtenues à partir de deux autres modèles empiriques provenant de la littérature et permettant de prédire la concentration en COD après coagulation. Le modèle neuronal 2 a de meilleures performances de prédiction que ces deux autres modèles empiriques. Les concentrations en COD prédites par le modèle 2 diffèrent en moyenne de 9,6% de celles réelles. Le troisième modèle prédit la concentration en COD aux eaux brute et décantée à partir de l’absorbance UV, de la température, de la turbidité et du pH. Il agit à titre de capteur virtuel de COD et permet de rendre compte de l’efficacité de l’enlèvement de la matière organique naturelle par les étapes de coagulation, floculation et décantation. Les concentrations en COD prédites par le modèle 3 diffèrent en moyenne de 13,2% de celles réelles. Enfin, le quatrième modèle permet de prédire la concentration en COD à l’eau décantée à partir de l’absorbance UV (254 nm) à l’eau brute plutôt que du COD. Les concentrations prédites par ce dernier diffèrent en moyenne de 10,9% de celles réelles. La base de données utilisée pour l’ajustement des modèles 2, 3 et 4 comprend une année de suivi de COD et d’absorbance UV (eaux brute et décantée) à raison de 2 mesures par jour et les données d’opération récoltées en continu pour la même période. Les performances des quatre modèles sont présentées et discutées en fonction de leur implantation possible à l’usine et des améliorations pouvant leur être apportées. De tous les modèles développés, le seul qui pourrait être implanté à court terme est le modèle 1. En effet, les modèles 2, 3 et 4 sont préliminaires et devraient être mis à jour à partir de bases de données plus grandes comprenant davantage de périodes de variations et rendre de meilleures performances avant de pouvoir être implantés en usine. Les modèles développés pourraient être intégrés afin de permettre aux opérateurs de choisir le dosage de coagulant à appliquer qui permettrait de faire un compromis entre les différents objectifs du procédé de coagulation. Cela pourrait améliorer encore davantage la qualité de l’eau produite.
The coagulation process is the first step of the conventional drinking water treatment chain. It is an important treatment step since it affects the efficiency of the subsequent treatment steps namely flocculation, settling, filtration and disinfection. It is relevant to develop decision aid tools to assist operators in the choice of the coagulant dose. This project aims at developing such tools. More specifically, the objective of the study was to provide tools for the operators of the Sainte-Foy water treatment plant to help them in choosing the appropriate aluminum sulphate dose (alum). As part of this project, three tools were developed: a model for the prediction of the coagulant dose, two models for the prediction of dissolved organic carbon (DOC) concentration of settled water and a virtual sensor which allows predicting DOC concentration of raw and settled waters. All models are neural network models. The first model allows the prediction of the alum dosage by mimicking the good previous operation performed at the plant in terms of turbidity reduction. The input variables of the model are the month, the conductivity, temperature, turbidity and pH of raw water. The model was developed from operation data collected every 5 minutes during 4 years (378 535 data sets). Dosages predicted vary by an average of 5,9% of those actually applied. The second model allows the prediction of the DOC of the settled water. The input variables are the UV absorbance and DOC of raw water, pH of coagulation and alum dosage applied. Performances of the second model are compared with those obtained from two others empirical models (from the literature) that allow the prediction of the DOC of the settled water. Compared to these models, the second neural model gives better prediction performance. DOC concentrations predicted by the second model vary by an average of 9,6% of those actually measured. The third model allows the prediction of the DOC of raw and settled water. The input variables are the UV absorbance, temperature, turbidity and pH. The model acts as a virtual sensor of DOC concentration and allows the evaluation of the removal efficiency of natural organic matter by the coagulation, flocculation and settling steps. DOC concentrations predicted by the third model vary by an average of 13,2% of those actually measured. Finally, the fourth model allows the prediction of the DOC of settled water from UV absorbance of raw water instead of DOC. Concentrations predicted by that model vary by an average of 10,7% of those actually measured. The database for the adjustment of the second, third, and fourth models includes one year of DOC and UV absorbance monitoring at raw and settled water performed twice daily and operation data continuously collected. The models performances are presented and discussed according to their implementation and use in the treatment plant. A way to improve developed models is also described. Actually, only the first model could be implemented on a short term basis. Models 2, 3 and 4 are actually preliminary models that would need to be updated with larger databases including more variation periods before implementation. Developed models could be integrated to allow the operators to choose the alum dosage that can afford to make a compromise between the different objectives of the coagulation process. This could further improve the treated water quality.

Dans les sociétés industrielles modernes, l'interventionnisme étatique est omniprésent. L'État finance des services de toutes sortes, même des services intangibles tels que la qualité de l'environnement, la salubrité de l'air ou de l'eau. Toutefois, ces dernières années, les nouvelles contraintes budgétaires ont mis en évidence la précarité de cette source de financement. En fait, le coût élevé de l'interventionnisme étatique oblige, plus que jamais, que soient faits des choix et, de bons choix. Les retombées des projets d'investissement collectif doivent donc pouvoir être évaluées et comparées. Mais, sur quelle base? Laisser aux fonctionnaires ou aux politiciens le soin d'évaluer les projets d'investissement collectif en fonction de leurs désirs et aspirations ne nous apparaît guère une garantie que les choix seront faits dans l'intérêt de la collectivité. Il importe plutôt que les préférences des populations concernées soient prises en considération mais, il n'est pas si simple d'isoler les préférences des gens. Dans le but de connaître avec plus de précision comment les populations touchées par un projet évaluent celui-ci étant donné le niveau de services qu'elles désirent, la recherche s'est intensifiée dernièrement.

Le cimetière-jardin, né au milieu du XIXe siècle, témoigne de changements dans les mentalités et d'une nouvelle sensibilité collective. A cette époque, l'espace de la mort était relégué en dehors des limites de la ville. Souvent interprétée comme une marginalisation des morts, cette mutation allait au contraire engendrer un culte des tombeaux qui, à la limite, allait atteindre l'hyperthrophie. Une nouvelle culture funéraire prenait assise. Elle s'étayait dans un espace spécifique dont les limites n'offraient aucune contrainte à la théâtralisation. Tout se passe alors comme si la cité des morts transposait les normes et les codifications de la cité des vivants. Elle devient son double. Notre modèle d'interprétation, le cimetière Belmont, nous a permis de cerner l'évolution de ce paysage funéraire. Le panorama s'étale du cimetière traditionnel au contemporain pour aboutir au mausolée communautaire atteignant le degré zéro de l'art funèbre. Sélestat is at first a priory under the tutelage of monks from Conques, who have a church dedicated to Sainte-Foy. The political structure of the locality is changed when it gets equipped with a judiciary shared between the Emperor and the priory in 1217. Shortly after this date, the construction of the new parish church Saint-Georges. Due to a lot of written evidences, the rivalry between the clergies of the two churches throughout the Middle Ages is well informed. The eastern parts of Saint-Georges reuses the new solutions from the cathedral of Toul (near Nancy) and of the churches from burgundy, whereas the nave is characterized by a Romanesque inspiration involved in a understated recovery of the Gothic

In this paper we forecast daily returns of crypto-currencies using a wide variety of different econometric models. To capture salient features commonly observed in financial time series like rapid changes in the conditional variance, non-normality of the measurement errors and sharply increasing trends, we develop a time-varying parameter VAR with t-distributed measurement errors and stochastic volatility. To control for overparameterization, we rely on the Bayesian literature on shrinkage priors that enables us to shrink coefficients associated with irrelevant predictors and/or perform model specification in a flexible manner. Using around one year of daily data we perform a real-time forecasting exercise and investigate whether any of the proposed models is able to outperform the naive random walk benchmark. To assess the economic relevance of the forecasting gains produced by the proposed models we moreover run a simple trading exercise.

We examine the potential gains of using exchange rate forecast models and forecast combination methods in the management of currency portfolios for three exchange rates: the euro versus the US dollar, the British pound, and the Japanese yen. We use a battery of econometric specifications to evaluate whether optimal currency portfolios implied by trading strategies based on exchange rate forecasts outperform single currencies and the equally weighted portfolio. We assess the differences in profitability of optimal currency portfolios for different types of investor preferences, two trading strategies, mean squared error-based composite forecasts, and different forecast horizons. Our results indicate that there are clear benefits of integrating exchange rate forecasts from state-of-the-art econometric models in currency portfolios. These benefits vary across investor preferences and prediction horizons but are rather similar across trading strategies.

In particular, we assess methods with spike and slab priors combined with different prior specifications for the slope parameters in the slab. Our results indicate that moving away from Gaussian g-priors towards Bayesian ridge, LASSO or elastic net specifications has clear advantages for prediction when dealing with datasets of (potentially highly) correlated regressors, a pervasive characteristic of the data used hitherto in the econometric literature.

We provide a comprehensive study of out-of-sample forecasts for the EUR/USD exchange rate based on multivariate macroeconomic models and forecast combinations. We use profit maximization measures based on directional accuracy and trading strategies in addition to standard loss minimization measures. When comparing predictive accuracy and profit measures, data snooping bias free tests are used. The results indicate that forecast combinations, in particular those based on principal components of forecasts, help to improve over benchmark trading strategies, although the excess return per unit of deviation is limited.

O presente estudo tem por objetivo analisar as reflexões sobre a prática de ensino, feitas pelo próprio pesquisador enquanto professor de francês, língua estrangeira, em contexto exolíngue de ensino-aprendizagem, por meio da análise de seus relatos de vida ou narrativas (auto)biográficas (Connelly & Clandinin, 1995; Zabalza, 2002; Souza, 2008; Holly, 2013; Nóvoa, 2013) acompanhados de seus diários de aula. Como forma discursiva, os relatos permitem ao narrador a rememoração e o resgate de experiências vividas; dessa forma, a narrativa apresenta-se, igualmente, como um retrato da situação no momento acontecido, trazendo consigo uma significação social, cheia de descrições e informações sobre um determinado contexto sociocultural e permitindo aos indivíduos, envolvidos no relato ou não, a compreensão do vivido pela perspectiva do narrador. Os relatos aqui trazidos dizem respeito à minha formação docente como um todo. Quanto aos diários de aula, eles concernem as atividades didáticas que realizei nos cursos FLE, FOS, FOU do CFIPOLI- USP. A presente pesquisa se define como uma investigação qualitativa, feita à luz da metodologia de pesquisa heurística de Clark E. Moustakas (1994). O registro de vida e das aulas constituem um espaço de expressão e de elaboração do pensamento do professor, no qual ele se expõe como profissional e pessoa; ao (se) expor, ele explica e interpreta sua ação pedagógica em aula e fora dela. Desta forma, como sujeitonarrador trago questões que influenciaram minhas ações e decisões pedagógicas e complemento os relatos com estudos específicos e analíticos, além de reflexões sobre práticas de aulas apresentadas. Todo esse processo, apenas possível pela ação reflexiva docente, contamina todos os envolvidos gerando um processo consciente e reflexivo também no(s) aluno(s).
The present study aimed to analyze the reflections about the teaching practice performed by the researcher as a French teacher, foreign language, in exolingual context of teaching and learning, by analyzing his life reports or autobiographical narratives (Connelly & Clandinin, 1995; Zabalza, 2002; Souza, 2008; Holly, 2013; Nóvoa, 2013) together with his class diary. As discursive form, the reports allows the narrator the recalling and the rescue of past experiences, thus, the narrative is presented as a picture of the situation from the that moment, bringing with it a social meaning, full of descriptions and information about a certain sociocultural context and allowing the subjects, involved in the report or not, the understanding of moment by the narrator perspective. The reports of this article are about the authors graduation being a teacher as a whole. About the class diary, they report the didactics activities performed in courses of FLE, FOS, FOU of CFI-POLI-USP. The present research is defined as a qualitative investigation, done by the methodology of heuristic research of Clark E. Moustakas (1994). The class and life records constitute a space of expression and development of teachers thought, exposing him professionally and as a person, doing it, the teacher explains and interprets his pedagogical actions inside and outside the class. Thus, as narrator subject, bringing issues that influenced the actions and pedagogical decisions and adding the reports with specific and analytics studies, besides the reflections about the practice of presented classes. All this process, only is possible by the teachers reflective action, contaminates everyone involved promoting a conscious and reflective process for students also.

The purpose of this study was to determine the relationship of explanatory style to academic performance, SAT or ACT composite scores, College Student Inventory (CSI) data, and retention or attrition of Montana State University College of Agriculture students. The predictive capability of measured independent variables to anticipate first to second year attrition of freshmen in the College of Agriculture (COA) at Montana State University (MSU) was tested. The potential for using the Academic Attributional Style Questionnaire (AASQ) to identify COA students most susceptible to attrition during their freshmen year at MSU was ascertained. Freshmen took the CSI during summer orientation and the AASQ was administered to students in four COA classes. A cohort group of COA full-time, first-time freshmen that had taken both the CSI and AASQ was established and tracked from the fall of 2004 through the fall of 2005. Retention was defined as enrollment in the COA for a second fall semester. The majority of the cohort group was female, white/Caucasian, had been enrolled in a high school agriculture class, graduated from high schools with enrollments less than 400 students, had been involved in 4-H or FFA, and intended to seek a graduate level degree. Mothers were more highly educated than fathers. Most students planned to work while in college. The only independent variable significantly correlated with retention was second semester cumulative GPA. The combination of second semester cumulative GPA, plans to work, degree sought, and high school agriculture class enrollment was able to predict 19 percent of the variance in retention rates. However, contrary to the literature, high school agriculture class enrollment was negatively correlated with retention. The majority of students demonstrated neither optimistic nor pessimistic explanatory styles. Significant relationships were shown between explanatory style and high school GPA, study habits, sociability, and openness to financial guidance. The AASQ demonstrated little value for recognizing students in the cohort susceptible to attrition from the COA, but did indicate some usefulness for use as an advising tool.

All fifty U.S. states have some form of property tax relief for agricultural land. Preferential assessment of agricultural land for property taxes distorts the like treatment of equally valuable real property. However, property taxes are administered as a part of the nation's tax system. The effect of preferential assessment for agricultural land must be evaluated within the tax system. A formal model of land values and times of converting agricultural land to urban uses is developed in this thesis. A property tax on land, a rollback tax, an income tax, and a capital gains tax are applied to the model, and the optimal time of conversion is examined. Comparative static results are discussed by simulating the tax rates. Property tax preferences for agricultural land, when administered in a vacuum, delay conversion to urban uses. Rollback taxes, intended to penalize conversion of land out of agricultural uses, have little effect on the allocation of land. Land rents and capital gains are effectively untaxed for land in owner-occupied housing. Property tax preferences are small in comparison with these preferences for land in owner-occupied housing; thus, the tax system's bias is to allocate more land to housing. However, land rents and capital gains are taxed for land in commercial use, allocating land to agricultural over commercial uses. The effect of the property tax is to reduce the allocation of land to commercial uses and to mitigate the bias created by other taxes when land is converted to housing. Thus, the current tax policy does not necessarily promote an inefficient allocation of land.

Abstract:
We have developed a revolutionary spectroscopic technique for solar research in the extreme ultraviolet. This slitless spectrographic technique allows snapshot imaging spectroscopy with data exactly cotemporal and cospectral. I have contributed to the successful realization of an application of this technique in the Multi-Order Solar EUV Spectrograph, MOSES. This instrument launched 2006 Feb 8 as a NASA sounding rocket payload and successfully returned remarkable data of the solar transition region in the He II 304 Angstrom spectral line. The unique design of this spectrometer allows the study of transient phenomena in the solar atmosphere, with spatial, spectral, and temporal resolution heretofore unachievable in concert, over a wide field of view. The fundamental concepts behind the MOSES spectrometer are broadly applicable to many solar spectral lines and phenomena and the instrument thus represents a new instrumentation technology. The early fruits of this labor are here reported: the first scientific discovery with the MOSES sounding rocket instrument, our observation of a transition region explosive event, phenomena observed with slit spectrographs since at least 1975, most commonly in lines of C IV (1548 Angstrom, 1550 Angstrom) and Si IV (1393 Angstrom, 1402 Angstrom). This explosive event is the first seen in He II 304 Angstrom. With our novel slitless imaging spectrograph, we are able to see the spatial structure of the event. We observe a bright core expelling two jets that are distinctly non-collinear, in directions that are not anti-parallel, in contradiction to standard models of explosive events, which give collinear jets. The jets have sky-plane velocities of order 75km s -¹ and line-of-sight velocities of +75km s -¹ (blue) and -30km s -¹ (red). The core is a region of high non-thermal doppler broadening, characteristic of explosive events, with maximal broadening 380 km s -¹ FWHM. It is possible to resolve the core broadening into red and blue line-of-sight components of maximum doppler velocities +160 km s -¹ and -220km s -¹. The event lasts more than 150 s. Its properties correspond to the larger, long-lived, and more energetic explosive events observed in other wavelengths.
