Full textBefore his election in 2012, President François Holland promised to "garantee that each french person could access emergency care in less than 30 minutes". By focusing on temporality, this formula overlooks the nature and treatment of the emergency. Proposals from hospitals and the medical world in response to this programme appear especially simplistic in light of the results of the sociological investigation presented here. Eschewing political discourses underlining the excellence of teh supposed "best emergency system in the world", this research shows that the concept of medicalization dear to the french model not only fails when put into practice, but prevents any alternative (paramedical)approaches to the problem. Lastly, this sociological analysis reveals that even if selection practices theretically unthinkable when it comes to emergencies, medical interests and the interests of healthcare establishments lead to social inequalties in access to emergencies, medical interests and the interests of healthcare establisments lead to social inequaliites in access to emergency care. After 10 years of research, a sociological panorama of responses to emeergencies asks if the french emergency system is not ailing because of its doctors

Full textThis thesis will allow us to take a new look at the debate on furthering the social integration of immigrants thanks to a socio-technical use of the web. Present-day society is being profoundly altered by the Technologies of Information (TIC) that are omnipresent and increasingly invasive in almost every aspect of the social field.These accelerating mutations are nonetheless liberating a powerful potential of creativity and development for a portion of the population hitherto excluded from mainline society, by the handicap of language in the case of an immigrant population, and by the lack of access to the new technology (TIC). The double exclusion facing these immigrant populations accounts for a large part of their problems with integration. Against this general background, our thesis develops the following hypothesis: mastering the new technologies of information and communication (the TIC) can become a formidable instrument for overcoming handicaps of background, language, education when appropriated within educational facilities outside the official school systems. Overcoming the digital divide can provide a shortcut to full participation in the culture and usages of the society at large. How can this be achieved? Under what conditions? We shall treat these questions via a five-pronged approach: appropriation of TIC, social integration, socio-technical devices, social mediation and digital pedagogy. Our conclusions will be based on the study of a concrete case in a specific environment.We have demonstrated how the people of Belleville, who are largely illiterate, have nonetheless been able to acquire minimal skills in the use of TIC. Tests specifically elaborated by us for this type of public allowed us to evaluate their competency in areas such as word-processing, handling the computer, and surfing on the web. Our study is conditioned by the need, both to examine the social and cognitive aspects of adult apprenticeship where the population concerned is far-removed from normal access to TIC, and to propose new approaches adapted to EPN technical devices as well as to the types of TIC usage this population might need

Full textThe digital divide is a topic that has been much discussed during the last decade. New technologies that convey the principles of a permanent change affects all key sectors of human development in our societies, and put the people and states to a set of challenges, not always easy to overcome. We note that these technological advances have contributed to the prosperity of developed countries (North). In the same context, developing countries (South), trying to overcome their deficit in these technologies but do not always cut a passage to this new company called "knowledge society". Our work is, in this perspective, the unequal nature affecting this complex and ambiguous relationship between North and South. This experience is illustrated through the case of the Maghreb countries and the Nordic countries. This work describes the main obstacles and the reasons why these obstacles were not removed. Then we discuss the stages of this integration in the education sector more precisely. Finally, we will try to discover, through questionnaires, the achievement of the objectives expressed by the governments of the Maghreb countries and try to locate at the same time, the gap between reality and speeches

Full textThis thesis deals with culture, behavior and information practices of disadvantaged people in the current information society, characterized by its immateriality. The aim is to study the information attitude of people in situation of relative poverty in the sight of the Information Poverty’s Theory in order to catch the action abilities of the actors as well as freedom of choices relating to traditional and digital information. The pattern and metaconcept information attitude is located at the junction of subjects like sociology, social psychology, psychanalysis and cognitive sciences and can therefore be approached in different ways. We have chosen to analyse the sociological movement « Roman familial et trajectoire sociale » which allows to transcend the split individual/society and point the analysis on keys concepts : individual sociology (habitus, social capital, life stories), human relations, memorization and learning process (emotions).In a methodological manner, the thesis lies on a qualitative step, a study case and use the life stories in group. Between legacy and successive touch in time, the pattern information attitude including emotions, information habits and experience, is not else that a life story

Full textThis thesis examines the practices and uses of the Internet and of Windows Live Messenger. It charts out different uses of the Internet and WLM among young people, and analyses the way they are adopted, at a time when the individual is experimenting with social and cultural identities. It deals with the specificities of WLM, and the types of sociability associated with it. The results of the study show that practices linked to the objects studied evolve in some areas, while remaining stable in others. The thesis seeks to establish the key traits which go to make up, socially and technically « young people’s culture », and lays out the different criteria specific to the propagation and adoption of a technical artifact by young people. Understanding and analyzing the social uses of WLM allows us to identify the relational context surrounding its insertion and the social and cultural evolutions implied by associated practices. For this reason, the study is based on a corpus composed of two empirical data-sets, recorded three years apart, involving middle-school, high-school and university students from the Côte d’Or region of Burgundy. From a theoretical viewpoint, the study is based on user sociology and approaches the Internet and WLM as social and technical artifacts. This perspective questions the concepts of digital culture, of digital and social divides, of social use and of social relations. A final part of the thesis applies the findings to the development of ICT in Burgundy and in rural regions, in the form of a set of guidelines. A series of three interviews were conducted with local politicians elected to the French senate, in order to establish the vision of political leaders both on local and national levels, concerning the role and the issues surrounding ICT from the point of view of urban development, and their implications, in terms of social relations, for maintaining social cohesion

Full textThis thesis deals with the study of the contribution of ICT to improve the living conditions of disadvantaged populations. From an empirical and spatial framework that is the Law Contrée located on the right bank of the River Senegal, we try to show how populations isolated and poor and abandoned by the public authorities were able to make ICT tools for the improvement of living conditions. Indeed, in this enclave locality, droughts of the 1970s, has destroyed the local economic fabric based on subsistence agriculture. Emigrants who have deserted this locality are found in Europe to meet the needs of families remained in the country. In fact, money transfers for many families are the only way to cope with everyday needs. These money transfers through informal channels through the mobile phone. After reviewing the different types of transfers, empirical study is interested on the impact of this financial windfall in the villages and towns of the basin of river Senegal using, rather than of GDP per capita, but more objective indicators of human development in terms of social benefits. In addition to ensuring the survival of family, immigrants grouped into associations in host communities undertake community-based projects. Urban transformations through real estate projects are also an important indicator. Sites that create employment in small and medium-sized enterprises such as welding, carpentry and hardware. Furthermore, community radio located on the left bank of the River has an impact of populations on the right bank. These radios, extension of Orality, are very close to local concerns. Indeed, announcements and information conveyed through these radios relate to the everyday life of the populations. But at the same time this appropriation of ICTs has resulted in significant socio-culturalchanges in populations and deepened further the social divide by poverty and marginalization. However, oral cultural identity support appears to be spared by this loss of marks because the media like radio and mobile phones are a kind of second Orality", a kind of preservation of traditional communications widely evoked in the empirical part forms
