Full textThe idea of francophony (“ la Ffrancophonie”) is linked with many questions and disciplines and there seem to be no limits to its literary, linguistic, political or organisational applications. The main object of this thesis is therefore to try and define it as accurately as possible while taking into account its multiple dimensions, from the word itself through the symbolism of the concept to the institution. With this –widened- definition as a starting point,” francophony” (“la francophonie”) can be considered as an object of research in communication and information sciences, as well as a subject that has its own existence in the eyes of the French media. The analysis of the media coverage of “francophony” in the French national daily newspapers and TV news rests on the notion of “event” and on a semiotic study of the image It allows to narrow a many-sided phenomenon down to a single homogeneous one by reducing it to its biennal event- the Francophonie Summit. The thesis then focuses on the agents of “francophony” (individuals, artists or institutions) as they are presented in the media: on what is at stake, on how conflicting forces and alliances appear and fluctuate according to a structural semiotic logic. Progressively, the question of “francophony” meets with that of the French identity, and the thesis ends on the ambiguous aspect of their connection

Full textIn the ways of communication in Cameroon comes up a problematic about the pre-eminence of debates about official languages and the decline of national languages. The consequence of this situation is the deterioration of endogenous forces. With more than 260 units of language, Cameroon shows the image of a Tower of Babel. To this number must be add French and English, languages of the two former representative powers. So as to understand this situation, the first part will analyze the components of a plan which goes through the setting up of an “organic community” of which the original aspect belongs to the fact that it is initially based on the preliminary use the French language. In the second part, we will determine the nature of the links which appear between the problematic of the cohabitation of national languages (dialects) and the French in Cameroon. The third part has in charge the analysis of the understanding of French in Cameroon within developing the different functions this language takes up

Full textLarge flows stemming from the liberalization of the media sector arose questions related to the mastery of information processing by men among whom a large majority didn’t have any knowledge of journalism. Besides, the requirements of public services and a fair distribution of broadcasting systems constituted a major concern for public policies in connection with communication. This context has brought about a new paradigm that has urged the inclusion of media regulation in the reformulation of the media policies. The regulation process which is applied in the media sector should not only protect and guarantee the appropriate operation of the system but also ensure, in case of need, a fair distribution of its action scope. Regulations systems in Africa are confronted with new challenges which they face desperately. For instance, we can cite the rapid surge of information and communication technology (ICT). It is occurring in terms of managing information flows conveyed by line media and tackling the issue of turning the process into land digital television. In the field of information and communication sciences, it is important to understand the relevance of the media regulation and conduct an analysis of its means and scope. Therefore, our main question could be raised as follows: To what extent can media regulation constitute a means to consolidate democracy? This question seems to be relevant to us when one notice conflicts of interest arising between actors of the public debate whether they belong to the public power or they are registered in political movements or in civil society. With regard to this situation, we can assume that media regulation can be considered as a proper tool for the consolidation of democracy. Owing to the fact that the regulation mode depends on the context of each country, our research scope is limited within Burkina Faso

Full textThis dissertation casts an aesthetic light on a selection of polyphonic novels from the Francophone contemporary canon. From the forms of feminism around the prophet of islam in Far from Madina by Assia Djebar, to the multiple voices of Créolité in Solibo Magnificent by Patrick Chamoiseau, to the forms of individualism in a Guadeloupean village in Crossing the Mangrove by Maryse Condé, these novels are involved in innovative literary strategies. Nonetheless, postcolonial studies left in the shadow the work of forms that is yet the operatory mode of literary thought. To bridge this gap, we need a narratological and stylistic analysis of the techniques of representation of speech and thought. By disentangling the forms and the stakes of the fascinating relationship that is at work between the other’s speech and narrative voices, my dissertation brings a welcomed contribution to Francophone studies as well as to narrative studies.Three major thoughts foster this research: first the concept of counterpoint of Edward Said, seen in its dialogical dimension, the social approach to language in Voloshinov/Bakhtin, that presides to developments on dialogism, and the political approach to literature of Jacques Rancière, that casts a new light on now traditional benefits of “estrangement”. It is thus, without leaving the tenuous zone where esthetic forms meet social forms that my dissertation spans the most actual debates in Francophone studies

They reflect a situation where a small number of rich countries and or of powerful multinational firms are shaping the fundamental aspects of international relations to the best of their interests. Full textFor about twenty years, we have noticed in most Africa’s French-speaking states the emergence of independent medias (private radios, television channels, written press). While emerging in multilingual contexts where orality still takes precedence over writing, these new communication instruments legitimate, encourage and develop forms of speeches and/or writing, which tends to modify the status and function of the languages as well as the representations they are related, without decisions coming from the states. In this research, we study the case of Senegal where private radios appeared in the 1990’s and chose proximity by a large broadcasting in Wolof, a language spoken by more than 80% of the Senegalese. While taking charges of the official speech, which was up to a relatively recent period exclusively reserved for French, these enunciative instances involved the wolof in the “official circuits” and function like machines to scramble the glottopolitic data of this country. Full textAfter decades of monopartism, which was characterized by the influence of the media by the state and the single party, Sub-Saharan African states have chosen the path of pluralistic democracy. It followed the national sovereign conferences in the 90s. These states made the choice of the liberal regime with fundamental freedoms as its guarantees. Freedom of the press, the heart of democracy, is among the recognized freedoms.The exercise of this freedom is to be free of abuse. Thus, to prevent such an abuse, constitutional, law-level and regulatory texts created authorities responsible for the regulation of media. These authorities are part of facilitating tools for the African democracies as "singular" institutions. They are administrative and independent of the unique organic order that flows from the legislative, executive and judicial branches of power. Moreover, to make a legal research on these authorities obliges to focus essentially on practical issues, including media regulatory authorities as an alibi of power or protection of freedoms. Therefore, the thesis is intended to explore the legal grounds and facts in order to make a global critical analysis and proposals for further reforms

Full textFreedom of information and communication considered the comerstone of other essential freedoms guaranteed in all societies that promote the consolidation of the "role of law "and" democracy." This gives did not leave indifferent the black states of Africa, who have proc1aimed this fundamental freedom guaranteed in their national constitutions. The study on the prevention and punishment of violations of freedom of information and communication in the states of black francophone Africa is part of a comparative law perspective. It involves the implementation of preventive and repressive mechanisms at international, regional and each of the States concerned. Indeed, attacks on clt1zens and media players are numerous: physical and assassinations perpetrated violence against journalists, censorship and prohibition of forthcoming; damage to property and communication media. But also attacks on the honour, consideration of others and public affairs are often committed in the exercise of freedom of information and communication. Therefore, it is necessary to ensure protection of victims and media players loyally carrying their social and professional job. This protection implies intemationally, setting in motion mechanisms of the monitoring bodies established by international instruments of a universal character, cultural and regional. Among African states, it involves the implementation of appropriate mechanisms and measures to ensure the prevention and punishment of offenses. The analysis of the mechanisms established to protect this freedom leads to the problem of their effectiveness and efficiency. However, it appears that the mechanisms and measures planned abound positive and negative aspects that need to consider essential reforms, better prevention and suppression of violations of the exercise of that freedom in the states of black Francophone Africa. This study is divided into two parts centred in a descriptive and comprehensive analytical perspective first door on the prevention of violations of freedom of information and communication (First Part), and then the punishment of offenses the exercice of this freedom (Part II)

Full textThis doctoral dissertation deals with french-speaking and comparative literature. In this broad literary field, i chose only two authors : Tahar Ben Jelloun, a moroccan and T. U Tam'si from Congo. Being a moroccan myself, i chose to study ben jelloun's pluricultural work. I focused on his novels because they set the problem of identity crisis and can be read as an insistent call for searching one's origins in order to face a disturbing modern world. Thus, basically, his work tries to reconcile his muslim-arabic culture with which he could never break off, with a western contribution which has to be saved. The same questions - by which i am deaply affected - are also revised by the congolese writer T. U Tams'i. His work can be considered as a constant debate between his african heritage and his new christian civilisation. Though these two prose writers originated from distant countries, belong to two different religions and cultures - T. Ben Jelloun is a muslim whereas T. U Tams'i is a roman catholic - they share a common taste for tradition and for major recurring themes such as religion and the sacred. Both write on many levels with different sensitivities but with a common problem : how to combine two antinomic worlds. It seemed necessary to tackle first with the subsaharian work in order to better understand the north african one and to show how it is different and complementary. Full textIl convient donc de l'examiner attentivement, pour mieux comprendre ce que les journalistes font des liens, et ce que le lien fait au journalisme. Cette recherche poursuit trois objectifs, et opère donc en trois temps :(1) appréhender le lien hypertexte dans l'imaginaire journalistique, (2) décrire les liens contenus sur les sites d'information de la presse francophone belge dans leur contexte d'énonciation, et (3) replacer les liens dans leur contexte de production.
Afin d'expliciter d'abord, du point de vue des acteurs eux-mêmes, la diversité des rôles que peut avoir le lien dans le contexte du journalisme, ce travail remonte le fil de conversations métajournalistiques au sujet du lien hypertexte. Sur le mode de la cartographie des controverses, celles-ci sont l’objet (1) d’un compte-rendu chronologique qui cherche à recontextualiser précisément chacune des controverses, puis, (2) d’une analyse thématique qui explicite tous les registres d'argument que les journalistes associent aux liens.
Ensuite, les liens hypertextes présents sur six sites web d’information d'organes de presse belge francophone sont décrits, dans leur contexte d’énonciation. Les résultats de l'analyse mettent en évidence que les sites d'information ne sont pas homogènes en matière de liens, chacun d'entre eux en faisant des usages spécifiques. Ils dévoilent également plusieurs pistes de questionnement sur les raisons d'être des liens, notamment sur le caractère structurant de la technique ou le caractère déterminant des enjeux économiques.
Enfin, tous ces éléments sont éclairés par une enquête sur le contexte de production des sites d'information. Une observation directe dans deux rédactions met en évidence les configurations spécifiques qui, en entremêlant la culture des journalistes, des inscriptions socio-techniques, et leurs relations avec les intérêts économiques de l'organisation médiatique, structurent l’usage journalistique des liens.
Au final, cette triple démarche aboutit à mettre en évidence que la configuration des interrelations qui caractérisent le journalisme (c'est-à-dire les relations entre les journalistes, leurs pairs, leurs sources, leurs publics, les produits d’information et la règle) se manifeste assez clairement dans les usages journalistiques du lien hypertexte. Mais elle montre aussi qu’il faut également tenir compte de la matérialité pour véritablement comprendre ce réseau d’interrelations.

Full textWritten communication technologies and digital language are the keys that have opened the space for reflection on the impact of such technologies and type of language on the writings of francophone college and high school students. The age of these young people, which corresponds to the period of adolescence and its physiological transformation, as well as the emergence of technological evolution and the invasion of digital media (notably "the smartphone") played a role in the modification, at least partially, of the French language, particularly in the field of school writing. The act of writing is no longer considered as regulated, on the contrary, it has become oral-oriented, without rules, grouping together sound and writing and responding to the editorial desires of adolescents. On the other hand, certain variations in this new act of digital writing are not created from vacuum, they trace back to forms of writing formerly used in traditional writings, which constitutes one of the important points of the subject of our research. The impact of the use of digital tools on the quality of language, especially spelling, is often considered by the general public as harmful. In general, our object is defined through the studies carried out around this subject which did not affirm the absolute negativity of the new numerical language on the productions of writings of the students, which is why certain suggestions are indicated for better learning of language

Full textThe teaching and learning of scientific and technical subject matters and vocational training in French constitute one of the sore issues for the development of scientific and technical options in schools in French-speaking subsaharan Africa, where the educational context is multilingual (national languages). Various assessments have shown that the schoolchildren from these areas do not obtain good grades in science and technology. The major difficulty for these schoolchildren lies in the acquistion of technical and scientific notions and concepts. Since Independence in 1960, the French-speaking subsaharan African states have started to modify their educational systems according to the specific sociolinguistic environment characteristic of each country. The choice is between a monolingual system (one sole language, French) or a bilingual system (French-national language). Pedagogical approaches which develop, inter alia the linguistic skills required for the acquisition of scientific and technical subject matters and which facilitate the elaboration of knowledge and know-how in the fields of science and technology have been tested but with little success. Through various case studies, this thesis investigates the causes of this situation. Full textMy thesis addresses Vietnam’s request to enforce its cooperation with African countries, which at present is still modest despite its growing interest there. Vietnam finds itself in a context of accelerated globalization with the emergence of both capitalism and English language. On the international scene, new dynamics are observed, such as the strong economic growth of Southern countries like China, India and Brazil, and their remarkable cooperation with African countries. At the core of this process, what distinguishes Vietnam from other South-South cooperation is that it shares with Africa the Francophonie, a political and cultural organization gathering as of 2016, 80 States and governments who share French as a language.Their francophone bond was constructed through a common history linked to decolonization and to the fact of being both Third World countries. My work answers the following question: does Francophonie, as a cultural political construct, contribute to promote the cooperation between Vietnam and Africa, particularly in the economic sector? I use Max Weber and Jean Baeschler’s ideas on the origins of capitalism in order to demonstrate the potential and current reality of the Francophone element present in the cooperation between Vietnam and Africa before proposing Vietnam’s ‘Francophone’ strategy aiming at strengthening its role in Africa. Full textInformation diffusion on the internet is now provided by a multiplicity of actors with, on the peak audiences, portals, also designated under the vague concept of Infomediaries. Their emergence is part of a re-configuration movement of the media space, driven by the Information Technology and Communication (ICT) (Internet and Web 2.0, specifically).The research presented here is part of a major observation regarding their success since their appearance while the already established media are struggling to establish viable editorial and economic models on the Internet.We consider that strategies of actors are observable in the heart of the industry under construction of online information and roles are redefined around the production, diffusion and consumption of information enhanced by the phenomenon of convergence.The study plans these strategies of actors as participating in a reconfiguration of the digital media space, dominated by the portals, whose approach relies in a "strategic" way on combining the content and practices certified professional by newspapers publishers, and in "tactical" way, based on marketing methods, in order to propose new models both "editorial and economic" fairly innovative, adapted to changes in the press sector vis-à-vis the digital, to the needs of users and relatively profitableThe area under study is that of Francophone West Africa, it presents some specificities sometimes away from references recognized in the field. Full textLes femmes ont globalement un tiers de chance en moins que les hommes de bénéficier des avantages de la société de l’information en Afrique de l’Ouest francophone. Pourtant, plusieurs travaux montrent que les progrès réalisés dans les domaines des technologies de l’information et de la communication (TIC) pavent la voie à une plus grande contribution des Africaines, particulièrement pour celles âgées de 18 à 35 ans, aux sphères politiques, économiques et sociales (PNUD, 2012). Notre projet a consisté à étudier les modalités d’appropriation des TIC de jeunes professionnelles de cette tranche d’âge issues de cette région du monde, regroupées au sein de coopératives et utilisant les outils technologiques dans leurs activités quotidiennes. S’appuyant sur 16 entretiens individuels semi-dirigés menés à Cotonou au Bénin de juin à août 2013, les résultats de notre recherche révèlent que les jeunes femmes interrogées se servent des TIC de multiples façons et que les usages développés favorisent leur autonomisation. Si l’appropriation de ces outils leur donne des moyens efficaces d’améliorer leurs conditions de vie, elle ne permet toutefois pas nécessairement de transformer une structure sociale qui les désavantage traditionnellement.

The challenge is to study the contribution of the international organization of the Francophonie in the conflict resolution processes that shake the Francophone space, which has become a theater of civil war and ethnic-religious warfare, weakening economic development And social development of several countries, especially those of French-speaking Africa. Having become a key player on the international scene, the international organization of the French-speaking world, which includes all the French-speaking states, decides to contribute actively to resolving conflicts. From a methodological point of view, this thesis is based on an evolutionary approach, focusing on the particularity of the Francophone approach in peacekeeping operations. In the first part, it focuses on the preventive approach of the OIF taking into account the actions undertaken by this organization to avoid conflicts and strengthen the culture of peace and democratic governance. This section highlights the OIF's prevention policy, which is based on the desire to promote democracy, the rule of law and respect for human rights, which is considered the best strategy for resolving conflicts. The thesis sets out the strategy adopted by the International Organization of la Francophonie to accompany states in promoting a culture of peace, respect for democracy, the rule of law and good governance, which are important levers for ensuring security And the stability of a country. It also describes the specificity of the Francophone approach to conflict resolution, which is based on the establishment of strong democratic institutions aimed at ensuring peace, social justice and the fight against corruption, which are Fight against insecurity and poverty. Full textThis study is based on a corpus of interactions recorded during experience working in a Chinese company involve in public works and established in Gabon, in which Chinese employees and their Gabonese partners are using French language in their professional relationships. We will consider links between language practices and social practices related to commercial negotiations connected to the company’s activities, according to the discursive strategies perspectives. Firstly, we will analyse strategies produced by the configuration of the different variety of languages and related communication’s norms, used by Chinese employees having learned French in Africa with their Gabonese partners. Secondly, the study will focus on the discursive register produced by relationships between a Chinese employee and his Gabonese partner, and strategies related to discursive and pre-discursive phenomena, which appears in interactions between interpreters/translators of the Chinese company and their partners. Thirdly, we will consider the interpretation situations and study the influence of interactional and discursive phenomena on the translation for non-French speaker members of the executive staff and their partners, particularly in the public works ministry. This research uses different kind of sciences of language movement (variationism, interactional linguistic, discourse analyses) to describe new language practices appearing in the French speaking countries of Africa, and to consider these practices as social acts, involved in sino-african business relationships

Full textJustice is a fundamental attribute of modern States. In a democratic society, itguarantees the safeguard of the standard-setting framework as well as the protection ofrights. An independent and effective justice is a symbol of the rule of law. It illustrates theseparation of powers and establishes the primacy of law. But the efficiency of any judicialsystem depends on the nature and the extent of the resources at its disposal. Yet, inmany Francophone countries, the judicial system faces many weaknesses, sometimesrelated to the avatars of democratic stabilisation processes, sometimes to more fragilepost-crisis situations. So the question of the capacity development of the judicialinstitutions arises. For thirty years, the International Organization of La Francophonie(OIF) has entered the legal and judicial cooperation field on this basis. By including thepromotion of democracy at the heart of its political action, the OIF has indeed made strongcommitments and developed programs aimed at accompanying its member States in thecapacity development of their justice systems, thanks to its institutional networks. Thiscommitment can be seen in several statements of the Organization. It demonstrates thewill of the Francophone States to anchor their relationships in a cooperation framework,dedicated to the protection of fundamental rights and the regulation of majorities’ powers.Today, justice is consequently established as a priority in Francophone concerns. Full textOn October 4th 2010, the Canadian weekly news magazine Maclean’s published an issue about corruption in Quebec (“Quebec : The most corrupt province in Canada”), which caused controversy not only in Quebec but throughout the whole of Canada. While some people supported the writers, others argued that they were participating in Quebec bashing, a form of denigration of Quebec and Quebecers. Moreover, the debate quickly spiraled from one about corruption to one that encompassed questions of politics, language, and identity. Because of the extent and intensity of the debate, the controversy can be considered as an event that brought to light social tensions between groups. Drawing on the controversy surrounding Maclean’s issue about corruption in Quebec, this thesis focusses on the social phenomenon of Quebec bashing. Specifically, the aim of this research was to use a multidimensional approach to social discourse analysis in order to examine the construction of Quebec bashing, identify its sociodiscursive components, and investigate the reactions it provoked in public space. The analysis was conducted on four levels. Firstly, on a lexicological level, a definition of (Quebec) bashing, based on the use of the expression in Quebec francophone newspapers, is presented. Secondly, an argumentative analysis is used to study the organization of the discourse on which the controversy is based and to present the arguments raised by those debating whether or not to qualify this discourse as Quebec bashing. Thirdly, from a sociohistorical point of view, the way past events are used in the debate, as a reflection of the confrontation between different collective memories, is examined. Finally, on a sociodiscursive level, the discursive processes used to attack others are explored. Ultimately, this analysis defines the phenomenon of Quebec bashing, considers it from a sociodiscursive point of view, and contributes to the existing body of work on discourse confrontation.

Full textThis thesis attempts a description of french in Madagascar, this language being considered as a "peripheric" variety of french among different varieties of french in this country. It tries to elucidate the status and legitimity of this variety. In a historic chapter, the author shows how, in a pre-colonial and colonial context, semiotic material from a foreign language has been introduced from various quarters, and how and official discourse has been introduced from various quarters, and how an official discourse has been diffused on this language, along "glottophagic" lines. This discourse valued the variety taught in schools, and brought it to existence, while it stifled the other regional variety to inexistence. Today, the french spoken by the adepts of the standard variety dominates symbolically, not only over the popular variety of french, but over the madagascan language itself. This diglossic ideology is still in force in the country. The synchronic part of this thesis describes the diglossic situation from both an internal and external linguistic point of view. The linguistic description throws light on the evolutionary trends of the system of french in a context in which it was partially withdrawn from the influence of the central norm, at the same time it was appropriated by the local speakers. In conclusion, the author proposes a model of the situation of french in Madagascar and a reflexion on the criteria which can be used to define forms of regional french, as well as of what can be called the "southern french-speaking community"

Full textThis thesis is set within the context of the Centre de recherches Image-Texte- Langage de l'universite de Bourgogne. It doesn't deal exclusively in linguistics. The linguistic study of modality is often based on the written text: in his study of modality and mass media, the author has chosen to take into consideration other media along with sociological, semiologica1 and pedagogical elements. The basic question is to know whether the occurrence of modality is independent of media or whether each different media is likely to affect the occurrence of modality. In the first section, the notions of medium, media and multimedia are defined by the author. The mechanical approach to communication and McLuhan’s theory of technological determinism are considered but eventually discarded. It is fitting to take into account the subjectivity and the interpersonal relations inherent to media exchanges. This raises the issue of interactivity. In the second section, the author defines the concept of modality using A. Culioli's theorie des operations enonciatives. Modality is the result of subjective mental processes that are dependent on the situation of utterance (as defined by media), but, above all, on the personal selections of the utterer (in the presence, real or not, of the co-utterer). The author suggests a circular representation of intersubjective exchanges. He highlights the complexity of the modal system in english, as characterized by internal modal forms as opposed to external (and less subjective) forms. In the third section, the author studies a corpus of authentic modal utterances drawn from a wide range of media (traditional systems of communication, mass media, multimedia systems). This study attempts to demonstrate that means of communication do not fundamentally determine the modal selections of the utterer

Full textIn this thesis, I wish to demonstrate the interest of the emergence of alternative and community media (MAC) to the Venezuela since the 2000's. Indeed, the new model of society proposed by Hugo Chavez is the establishment of mechanisms of local participatory democracy for the popular classes. In this context, these new media stand out of traditional media in their structure and their objective. Historically, the dominant Venezuelan private media have always been under the influence of the political and financial powers (they account for 80% of the media). At the heart of the MAC, it is the people who support the creation and dissemination management information. Moreover, these new media have a social purpose where they fit into a community organized around various social organizations. Nevertheless, this new phenomenon is also indicative of a double limitation inherent in the operation of the MAC: the absence of constructive criticism and the reproduction of a polarized rhetoric

The three writers have successfully managed to get hold of African identity, vividly and sensitively, in polymorphic written colours which, however, work wonderfully together because they are visibly allegorical and highly committed. So the writers' pens seem to lay lines as waypoints in a crossing that fluctuates between reality and fiction.The quest for identity which transcends the works we have studied is particularly emblematic, as it means to convey the reality of the dilemma experienced by decolonized Africa which is still the prisoner of a distressing past it bravely grapples with, trying to heal its wounds and to move forward relentlessly on the road to democracy. This way to deliverance is filled with unending challenges because the desire to be free is inevitably hindered by the setbacks caused by dictatorships in the making. As a result, Africa is collapsing under the weight of disenchantment caused by colonial excesses, without even being aware of it, struggling against an unfathomable disillusion resulting from the snares of Independence.Through their characters' peregrinations, the three writers have endeavoured to share the burden of their own peoples, each in their own way, by trying to be and express their conscience. Full textThis research aims to be a thorough analysis of the Senegalese media system and its relations with the politics, particularly under President Abdoulaye Wade. Over the years, Senegal acquired the reputation to be a democratic country, because of its relative political stability, compared to the neighboring countries. However, in a context where the political communication knows an important development, the incidents between media and politics, have never been more exposed and discussed than under Wade, as well by Senegalese as by the international opinion. It’s thus interesting to wonder about the Senegalese media’s evolution, at the same time as the politics, in a context of significant changes. Therefore, a multidisciplinary approach is used in this research. It’s based as well on the information and communication sciences as on the political science and interactive sociology. Indeed, this research’s object, the media in this particular case, is situated between several disciplines, in which it’s necessary to lean on to analyze the practices, the relations between the actors and the representations. The chosen methodology is focused on a qualitative approach, mainly on semi-directive interviews, even if it’s completed by documentary analysis and observation. This thesis includes four parts with 12 chapters. The first one explained the reference frame’s choice, and the others analyzed the Senegalese politics-media history, before the presidential elections in 2000 and during twelve years of liberal government, the political and media environment in which operates the different actors, the worsening of their relations. It also aims to analyze various factors which question the legitimacy of press freedom in Senegal, and consequently the democratic image of this country in the eyes of the world

Full textThe history of the spread of French in China finds itself at the intersection of multiple productive areas of research. To cite only the most important of them, consider the history of the opening-up of China, the overseas cultural action of France and the history of cultural relations. For some time now, these areas of research have been witnessing a true growth of strength within the field of international studies. As such, the francophony in China represents an area of inquiry which could contribute to enriching other branches of International Studies, which has traditionally been focused on the political and economic dimensions and on the nations in a position of power. The spread of French in China is the fruit of interaction between Chinese and French initiatives. Granted, the first French programs were created by French missionaries in the middle of the 19th century. Nevertheless, initiatives on the part of Chinese multiplied and soon made their importance felt. The French language had actually been bound up with the dream of Chinese of achieving national revival across the fields of military, economy, politics and culture. Indeed, highly noteworthy is the fact that thanks to the efforts of Chinese, higher education programs taught in French were made available as early as the beginning of the 20th century – the institution in question was Tongwen guan [Governmental School of Foreign Languages], which in its turn was merged into Jingshi Daxuetang [Imperial Capital University, predecessor of Peking University] in Beijing in 1902. Benefitting from a generally favorable environment in China, French cultural action kept renewing itself. Spanning 100 years without interruption over the period 1849-1949, it offered both religious and non-religious programs, restricted, however, almost entirely to primary and secondary education. After 1949 however, largely because of cold war and the Cultural Revolution gripping China in 1966-1975, such French initiatives were absent for several decades and did not make their come-back until the opening-up policy of China at the end of the 1970s. Henceforth, on the basis of reciprocity and leveraging the attractive force of France to Chinese college students, the French authorities have been deepening ties with China. At the same time, they rely heavily on l’Alliance Française, which has been expanding rapidly in China thanks to both its ability of adapting to local circumstances and the diversification of the overseas study destinations of Chinese college students
