ObjectivesCochrane reviews are currently of limited use as many healthcare professionals and patients have no access to them. Most member states of the Organisation for Economic Co-operation and Development (OECD) choose not to pay for nationwide access to the reviews, possibly uncertain whether there is enough demand to warrant the costs of a national subscription. This study estimates the demand for review downloads and summary views under free access across all OECD countries.DesignThe study employs a retrospective design in analysing observational data of web traffic to Cochrane websites in 2014. Specifically, we model for each country downloads of Cochrane reviews and views of online summaries as a function of free access status and alternative sources of variation across countries. The model is then used to estimate demand if a country with restricted access were to purchase free access. We use these estimates to perform a cost-benefit analysis.ResultsFor one group of eight OECD countries, the additional downloads under free access are estimated to cost between US$4 and more than US$20 each. Three countries are expected to save money under free access, as existing institutional subscriptions would no longer be needed. For the largest group of 17 member states, free access is estimated to cost US$0.05–US$2 per additional review download. On average, the increase in review downloads does not appear to be associated with a decrease in the number of summary views. Instead, translations of plain-language summaries into national languages can serve as an additional strategy for dissemination.ConclusionsWe estimate that free access would cost less than US$2 per additional download for 20 of the 28 OECD countries without national subscriptions, including Canada, Germany and Israel. These countries may be encouraged by our findings to provide free access to their citizens.

The popularity of smartphones created a trend of downloading and utilizing mobile applications (apps). They are constantly used and have become one of the main applications in daily life. In both platforms of IOS and Android, free apps have the higher proportion of the software market. To explore the download intention of apps is the focus of industry and academic research. The connections, convenience, consumer experience, and other factors are critical to the users. For the convenience of sampling method, this study sent out Chinese online questionnaires to target smartphones users and their experience using apps. The author collected 76 effective samples and inferred that smartphone users download the apps due to curiosity (curiosity about the novelty of the titles), perceived values (willing to spend time on learning), and self-efficacy (bringing convenience and functional simplicity to life), but not for aesthetic reasons (appreciating the well-designed icons).

Abstract:
From the beginning the commercialization of world wide web has been accompanied by discussions about Intellectual Property Rights. Here two positions can be identified: Claiming strong property protection for digital goods through special measures of technology and legislation and emphasizing on „information wants to be free“, proclaiming that strong property protection more likely will be a hindrance for research and development. Though the two positions seem to be quite contrary, the article tries to show, that both originate from the same philosophical and political approach based on John Locke and his modern advocate Douglass North. Karl Marx fundamentally critizised this approach presenting an alternative view of role and function of property in capitalistic economies. Following this method of analysis it is indicated that changes in property regimes on the basis of digital technology seem to be a vanguard of modernised capitalism.

Background Despite the benefits offered by an abundance of health applications promoted on app marketplaces (e.g., Google Play Store), the wide adoption of mobile health and e-health apps is yet to come. Objective This study aims to investigate the current landscape of smartphone apps that focus on improving and sustaining health and wellbeing. Understanding the categories that popular apps focus on and the relevant features provided to users, which lead to higher user scores and downloads will offer insights to enable higher adoption in the general populace. This study on 1,000 mobile health applications aims to shed light on the reasons why particular apps are liked and adopted while many are not. Methods User-generated data (i.e. review scores) and company-generated data (i.e. app descriptions) were collected from app marketplaces and manually coded and categorized by two researchers. For analysis, Artificial Neural Networks, Random Forest and Naïve Bayes Artificial Intelligence algorithms were used. Results The analysis led to features that attracted more download behavior and higher user scores. The findings suggest that apps that mention a privacy policy or provide videos in description lead to higher user scores, whereas free apps with in-app purchase possibilities, social networking and sharing features and feedback mechanisms lead to higher number of downloads. Moreover, differences in user scores and the total number of downloads are detected in distinct subcategories of mobile health apps. Conclusion This study contributes to the current knowledge of m-health application use by reviewing mobile health applications using content analysis and machine learning algorithms. The content analysis adds significant value by providing classification, keywords and factors that influence download behavior and user scores in a m-health context.

The gaming industry has seen dramatic change and expansion with the emergence of ‘casual’ games that promote shorter periods of gameplay. Free to download, but structured around micropayments, these games raise the complex relationship between game design and commercial strategies. Although offering a free gameplay experience in line with open access philosophies, these games also create systems that offer control over the temporal dynamics of that experience to monetize player attention and inattention. This article will examine three ‘freemium’ games, Snoopy Street Fair, The Simpsons’ Tapped Out and Dragonvale, to explore how they combine established branding strategies with gameplay methods that monetize player impatience. In examining these games, this article will ultimately indicate the need for game studies to interrogate the intersection between commercial motivations and game design and a broader need for media and cultural studies to consider the social, cultural, economic and political implications of impatience.

Objectives:Smartphone Apps are one of the tools available to support patients who wish to quit smoking. Content analysis studies have indicated multiple deficiencies within these Apps including minimal use of evidence-based research and Nicotine Dependence Treatment Provider (NDTP) in App development. The aim of this study was to determine quality and features of smoking cessation Apps available on Android® and iOS® platforms.Methods:The first fifty free smoking cessation Apps available for download using the search term smoking cessation on Google Play Store and Apple App Store were chosen. Each of these Apps was analyzed and categorized based on ratings, target audience age, language, and a variety of tracking functionalities noted on the Apps. Indications and suggestions regarding either the use of NDTP or evidence-based behavior change protocols were noted.Results:There were no significant differences in the features of smoking cessation Apps on Android and iOS. Only 15 percent of all Apps analyzed on both platforms indicated some involvement of NDTP and there was no difference between the two platforms. More than 50 percent of Apps studied were downloaded over half a million times and the average user rating was 3.89/5.00 for Android and 3.72/5.00 for iOS with no significant difference.Conclusions:Most smoking cessation Apps in both platforms offer basic tracking functionalities with limited motivational tips. Only a handful of Apps have moved beyond this role and while their development is applaudable much innovation remains.

AbstractAimsTo evaluate the quality and content of free smoking cessation apps and assess their adherence to the US Public Health Service guideline for treating tobacco use and dependence.MethodsIn total 180 apps were downloaded from the App Store and Google Play Store in January 2018; the top-ranking 30 apps were retrieved for the search terms: ‘smoking cessation’, ‘quit smoking’, ‘stop smoking’. Technical quality was rated using the Mobile Application Rating Scale (MARS) and by assessing other characteristics, behavioral change strategies and adherence to the 5As.Results/findingsA total 67 free-to-download apps were identified for full review (n = 40 from the Apple App Store and n = 27 from the Google Play Store). The average MARS score was 16.2/19.0: Engagement (3.3/5.0), Functionality (4.4/5.0), Aesthetics (4.0/5.0), and Information (2.6/5.0). Overall, 43 apps allowed sharing, 12 allowed for an app community, and five required a password. The following features were observed: assessment (n = 51), feedback (n = 38), information/education (n = 45), monitoring (n = 52), and goal setting (n = 23). Significant differences were found among apps adhering to the 5As: Ask (n = 44), Advise (n = 54), Assess (n = 30), Assist (n = 62), and Arrange (n = 0).ConclusionsGiven the growth in smoking cessation apps, future efforts should focus on improving their technical quality and adherence to the 5As.

A Review of: Hilton, J. III, & Wiley, D. (2010). The short-term influence of free digital versions of books on print sales. Journal of Electronic Publishing, 13(1). Objective – To determine whether the availability of free digital versions of books impacts print sales. Design – Quantitative data comparison. Setting – University Instructional Psychology Department. Subjects – A total of 41 books, each with a free digital version and a traditional print version. Methods – This study used Nielson BookScan data to track print book sales during a 16-week period, 8 weeks before a free digital version of the book became available and 8 weeks after the availability of the free digital version. The authors tracked 41 books and organized them into four categories. The first included 7 nonfiction books, the second consisted of 5 science fiction/fantasy books, the third included 5 science fiction/fantasy books released together by Random House, and the fourth group consisted of 24 science fiction/fantasy books released by Tor Books. The books released by Tor Books, unlike the other books in the study, were available by free download only if a person registered for Tor’s newsletter and the downloads were only available for one week. When a free digital book from any of the other three groups was released, it remained available for several weeks, and more often, indefinitely. Main Results – Combined print sales of the nonfiction titles in the first group increased 5% after the release of a free digital copy. The majority of the science fiction/fantasy books in the second group also had an increase in post-free release sales, with a combined increase of 26%. The combined sales of the Random House titles increased by 9% after the release of the free digital versions. However, in stark contrast to the results of the first three groups, the fourth group of Tor books had a combined decrease in print sales of 18%. While the authors were not able to explain this difference with certainty, they point out that the Tor model for releasing the free digital books (making the free books available for only one week and requiring registration in order to download the books) was substantially different from the models used by the other publishers. Conclusion – The study suggests a positive relationship may exist between free digital books and short-term print sales. However, the availability of free digital books did not always lead to increased print sales. The authors acknowledge a number of factors not fully accounted for, including the timing of the free digital release, the promotion it received, and the differences in the size of the audiences for the various books studied. Ultimately, however, the authors believe the data indicates that when free digital books are offered for a period of time longer than a week, without requiring registration, print sales will increase.

In BitTorrent network, how to avoid free-riders is an in inevitable problem of improving BitTorrent performance. Using trust management is a trend of P2P transmission. We propose a combine trust management scheme, combining local trust value and trust value from neighbors to calculate a combine trust value. The combine trust value represents the spread of reputation in the BitTorrent network. Through the combine trust value, peers could recognize the free-riders. The musician effort to utilize the feature not just confined by uploaded the works. Makassar indie musicians also integrated their Soundcloud account to another social media. Furthermore, they are providing download feature for their listeners, so they can download it for free. However, no musicians yet utilized description feature to describe the music context of their works.

Abstract Epigenetic alterations, including 5-methylcytosine (5mC), 5-hydroxymethylcytosine (5hmC) and nucleosome positioning (NP), in cell-free DNA (cfDNA) have been widely observed in human diseases, and many available cfDNA-based epigenome-wide profiles exhibit high sensitivity and specificity in disease detection and classification. However, due to the lack of efficient collection, standardized quality control, and analysis procedures, efficiently integrating and reusing these data remain considerable challenges. Here, we introduce CFEA (http://www.bio-data.cn/CFEA), a cell-free epigenome database dedicated to three types of widely adopted epigenetic modifications (5mC, 5hmC and NP) involved in 27 human diseases. We developed bioinformatic pipelines for quality control and standard data processing and an easy-to-use web interface to facilitate the query, visualization and download of these cell-free epigenome data. We also manually curated related biological and clinical information for each profile, allowing users to better browse and compare cfDNA epigenomes at a specific stage (such as early- or metastasis-stage) of cancer development. CFEA provides a comprehensive and timely resource to the scientific community and supports the development of liquid biopsy-based biomarkers for various human diseases.

Abstract Motivation Taxonomic classification is at the core of environmental DNA analysis. When a phylogenetic tree can be built as a prior hypothesis to such classification, phylogenetic placement (PP) provides the most informative type of classification because each query sequence is assigned to its putative origin in the tree. This is useful whenever precision is sought (e.g. in diagnostics). However, likelihood-based PP algorithms struggle to scale with the ever-increasing throughput of DNA sequencing. Results We have developed RAPPAS (Rapid Alignment-free Phylogenetic Placement via Ancestral Sequences) which uses an alignment-free approach, removing the hurdle of query sequence alignment as a preliminary step to PP. Our approach relies on the precomputation of a database of k-mers that may be present with non-negligible probability in relatives of the reference sequences. The placement is performed by inspecting the stored phylogenetic origins of the k-mers in the query, and their probabilities. The database can be reused for the analysis of several different metagenomes. Experiments show that the first implementation of RAPPAS is already faster than competing likelihood-based PP algorithms, while keeping similar accuracy for short reads. Multi-well plates are convenient tools to work with in biology experiments, as they allow the probing of multiple conditions in a compact and economic way. Although both free and commercial software exist for the definition of plate layout and management of plate data, we were looking for a more flexible solution, available anywhere, free from download, installation and licensing constraints. In this context, we created PlateEditor, a free web-based, client-side application allowing rapid creation of even complex layouts, including dose-response curves and multiple combination experiments for any plate format up to 1536 wells. PlateEditor also provides heatmap visualization and aggregation features to speed-up the process of data analysis and formatting for export in other application. Written in pure JavaScript, it is fully open-source, can be integrated in various workflows and has the potential to be extended with more functionalities in the future.

Strong motion data that have been recorded during the 20-years of operation of the permanent network of EUROSEISTEST (Mygdonia basin, Northern Greece) have been homogenized and organized in an easily accessible, via the web, database. The EUROSEISTEST web portal and the application server running underneath are based solely on free and open source software (F/OSS; MySQL v5.5; RubyOnRails,SAC, Gnuplot and numerous GNU supporting utilities). Its interface allows the user to easily search strong motion data from approximately 200 events and 26 strong motion stations using event-related, record-related or station-related criteria. Further investigation of the data is possible in a graphical environment which includesplots of processed and unprocessed acceleration waveforms, velocity and displacement time histories, amplitude Fourier and response spectra and spectrograms. A great effort was directed toward the inclusion of accurate and most updated earthquake metadata, as well as a wealth of stations related information such as geotechnicaland geophysical site characterization measurements, subsoil structure and site effects. Acceleration data can be easily downloaded in either SAC or ASCII format, while all stations metadata are also available to download.

Introduction: The use of applications (apps) on smartphones and tablet devices is a fast growing component of health behaviour change efforts, including smoking cessation. While the content and utility of iPhone apps for smoking cessation have been systematically reviewed, Android apps have not been examined.Aims: This study reviewed and evaluated free Android apps for smoking cessation available for download from Google Play and Amazon's USA homepage in January 2013.Methods: Apps were reviewed; those targeting smoking cessation were identified and examined to ensure that they targeted tobacco smoking and were focused on quitting. Remaining apps were independently rated by three reviewers for 24 clinical strategies for smoking cessation. Results: Overall, 284 free apps were identified using the search terms ‘quit smoking’, ‘smoking cessation’, and ‘stop smoking’; 113 apps that targeted smoking cessation were downloaded for further review. Of these, 21 targeted tobacco smoking and were focused on quitting. These apps had moderate to low ratings for the 24 strategies, indicating that they lacked several of the most helpful strategies for quitting smoking. The apps were strongest in helping users track the number of cigarettes smoked. None connected users to on-line sources of support, referred users to smoking cessation counselling, or recommended the use of nicotine replacement therapies.Conclusions: While Android apps for smoking cessation have some strengths, they would benefit from incorporating a broader range of strategies for helping people quit smoking.

Open Access Journal (OAJ) is a journal publication that contains articles in full text and user’s can be accessed and used free of charge. The purpose of this study was to determine the extent to which open access was used in the Borneo Administrator Journal (JBA) by measuring reader satisfaction. The research method used was a descriptive quantitative approach. The data collection used a survey method and a data analysis technique used a simple descriptive statistical method. This research has eight research questions, namely the level of user’s satisfaction with access and download facilities, Kemenristek/Dikti accreditation, language, benefit for the profession and career advancement, number of articles and columns, overall format and content, issued quarterly (3x a year), and services provided by JBA managers. The research data analysis has the three highest indicators were published every quarter (3x a year), the format and content as a whole, and were beneficial for professional and career advancement. The lowest score indicators but still in the satisfied category were download facilities, language, and the number of articles and columns. In conclusion, the overall level of reader satisfaction is in the satisfied category. The implementation of open access in the Borneo Administrator Journal is basically to support the development and dissemination of knowledge.

Background With the unprecedented growth of mobile technology, a plethora of dialysis diet apps have been developed to promote patient dietary self-management. Nevertheless, the utility of such apps remains questionable. Objective This study aimed to evaluate the content, features, and quality of commercial dialysis diet apps for adult dialysis patients. Methods This study consisted of a quantitative content analysis of commercial dialysis diet apps downloaded from Google Play and the Apple App Store available in the Asian marketplace, searched for using the following keywords in English: dialysis diet and diet for kidney disease. Free and paid apps available in English that provide nutrition information for adult dialysis patients were included. Apps that were not relevant to the dialysis diet, not meant for patient self-management, or redundant were excluded. Apps were evaluated for language medium (subscore=1), credibility (subscore=1), food database (subscore=1), valuable features (subscore=12), health-behavior theory constructs (subscore=60), and technical quality (subscore=25). The relationships among the variables of interest were determined by Pearson correlation. Stepwise multiple linear regression analysis was performed to identify the features that contribute to greater technical quality of dialysis diet apps. Statistical significance was defined as P<.05. Results A total of 22 out of 253 apps (8.7%) were eligible for evaluation. Based on a 100-point scale, the mean overall score of the apps was 31.30 (SD 14.28). Only 5% (1/22) of the apps offered relevant language options, and 46% (10/22) contained food databases. In addition, 54% (12/22) of the apps were not credible. The mean score for valuable features was 3.45 (SD 1.63) out of 12, in which general education (16/22, 73%), free download (15/22, 68%), and usability (13/22, 59%) were the three most popular features. However, the apps scored a mean of 13.41 (SD 11.56) out of 60 for health-behavior theory constructs. The overall app technical quality was considered poor, with a mean score of 2.70 (SD 0.41) out of 5. The scores of valuable features (r=.65, P=.001) and health-behavior theory constructs (r=.55, P=.009) were positively correlated with the overall technical quality of the commercial dialysis diet apps. Features such as free download (β=.43, P=.03) and usability (β=.41, P=.03) could significantly determine the functional quality of the apps. Health-behavior theory constructs such as self-monitoring could significantly predict both the subjective quality (β=.55, P=.008) and the engagement quality (β=.66, P=.001) of the apps, whereas the information quality domain could be determined by plan or orders (β=.48, P=.007) and knowledge (β=.45, P=.01). Conclusions Although most of the available commercial dialysis diet apps are free and easy to use, they are subject to theory deficiency, limited language options, and a lack of food databases, credibility, tailored education, and overall technical quality.

The City and County of Denver Open Data Portal distributes several types of geospatial datasets, one of them is the city parcels information containing 224,256 records. Although this data layer contains many pieces of information it is incomplete for some custom purposes. Open-Source Software were used to first collect data from diverse City of Denver Open Data sets, then upload them to a repository in the Cloud where they were processed using a PostgreSQL installation on the Cloud and Python scripts. Our method was able to extract non-spatial information from a ‘not-ready-to-download’ source that could then be combined with the initial data set to enhance its potential use.

Computational analysis and modeling of the evolution of trends is an important area of research in Natural Language Processing (NLP) because of its socio-economic impact. However, no large publicly available benchmark for trend detection currently exists, making a comparative evaluation of methods impossible. We remedy this situation by publishing the benchmark TRENDNERT, consisting of a set of gold trends and downtrends and document labels that is available as an unrestricted download, and a large underlying document collection that can also be obtained for free. We propose Mean Average Precision (MAP) as an evaluation measure for trend detection and apply this measure in an investigation of several baselines.
