Stump and Timpe have recently proposed Thomistic based solutions to the traditional problem in Christian theology of how to relate grace and free will. By taking a closer look at the notion of control, I subject Timpe’s account – itself an extension of Stump’s account – to extended critique. I argue that the centrepiece of Timpe’s solution, his reliance on Dowe’s notion of quasi-causation, is misguided and irrelevant to the problem. People who believe in the free market are generally much closer to a complexity frame than are those who primarily put their faith in governmental planning and control. In fact, complexity may well often be loosely equated with pure laissez-faire, but complexity includes government, seeing it not as planner or controller, but as a natural partner with existing institutions in a search for useful parameters of action. This joint search is called an “activist laissez-faire” policy. While the terms “activist laissez-faire” and “laissez-faire” may look similar in the standard policy frame, they are quite different in terms of how one envisions the role of government. Hence, we need to distinguish our complexity frame from the free market frame espoused by supporters of unadulterated laissez-faire policy. This chapter illustrates this distinction by revisiting a well-known market story. It is the ode to the market told by I Pencil to Leonard Reed, a free-market newspaper columnist.

As earlier chapters in this book have shown, cyclically re-emerging old plagues and newly emerging scourges are, because of their multifactorial ecology, likely to be the enduring experience of the human race. And so, in this concluding chapter, we look at some of the broad ideas which lie behind disease control and which might be used to mitigate the impact of new or re-emerging infections. Linked to surveillance systems, quarantine and vaccination are currently the front-line approaches, and we discuss these in Sections 11.2 and 11.3. The chapter is concluded in Section 11.4 with an assessment of the twenty-first- century context within which containment of newly emerging and re-emerging diseases is likely to occur. It is helpful to consider control strategies for communicable diseases by setting them within a modelling framework. A basic susceptible–infective– removed (SIR) epidemic model was described in Section 10.2.1. As shown in Figure 11.1, protection against the spread of infection can be undertaken at two points. The first method, (i), is to interrupt the mixing of infectives and susceptibles with protective spatial barriers. This may take the form of isolating an individual or a community, or of restricting the geographical movements of infected individuals by quarantine; another approach is by locating populations in supposedly safe areas. The historical use of quarantine in protecting communities against the plague and other diseases is considered in Section 11.2. For animal populations, there exists a third possibility: the creation of a disease-free buffer zone by the wholesale evacuation of areas or by the destruction of those infected. The second method, (ii), is to short-circuit the route from susceptibles to removed by the establishment of immunity through some variant of immunization. Vaccination as a control strategy is discussed in Section 11.3. Potential control strategies are illustrated schematically in Figure 11.2. In the two maps, infected areas have been shaded, while disease-free areas have been left blank. In Figure 11.2A, the disease-free areas need to be protected by isolation.

This chapter provides an extended look at health politics and the compulsory health insurance system in Bulgaria. It traces the historical development of the Bulgarian healthcare system characterized by the introduction of social health insurance, which after the establishment of communist rule in Bulgaria after World War II was replaced with a state-run healthcare system. Starting in 1989, Bulgaria underwent a transition to democracy and free market economy. This triggered structural healthcare reforms, including the re-introduction of social health insurance with both public and private provision. However, as privatization was permitted without effective price control mechanisms and conditions for entry into the public insurance system, out-of-pocket payments became extensive, especially for pharmaceuticals. The main reform challenges have been to close the coverage gaps and secure sufficient financing by stipulating selective contracting with hospitals, strengthening the control on pharmaceuticals, and tightening the collection of insurance contributions. While political debates were initially structured along traditional left–right political party lines, since 2001 new center-right parties have shaped Bulgarian health politics. Nevertheless, the reform process still suffered from lack of continuity, and private interest groups have successfully blocked cost-containment policies.

Evolutionary algorithms are well known as optimization techniques, suitable for solving various kinds of problems (Ruano, 2005). The new application of evolutionary algorithms represents their use in the detection of biased control loop functions caused by controlled variable sensor discredibility (Klimanek, Sulc, 2005). Sensor discredibility occurs when a sensor transmitting values of the controlled variable provides inexact information, however the information is not absolutely faulty yet. The use of discredible sensors in control circuits may cause the real values of controlled variables to exceed the range of tolerated differences, whereas zero control error is being displayed. However, this is not the only negative consequence. Sometimes, sensor discredibility is accompanied with undesirable and hardly recognizable side effects. Most typical is an increase of harmful emission production in the case of combustion control, (Sulc, Klimanek, 2005). We have found that evolutionary algorithms are useful tools for solving the particular problem of finding a software-based way (so called software redundancy) of sensor discredibility detection. Software redundancy is a more economical way than the usual hardware redundancy, which is otherwise necessary in control loop protection against this small, invisible control error occurrence. New results from a long-term tracking residuum trends show that credibility loss can be forecasted. Operators can be warned in advance that the sensor measuring the controlled variable needs to be exchanged. This need can be effectively reflected in maintenance plans. Namely, the standard genetic algorithm and the simulated annealing algorithm have been successfully applied and tested to minimize the given cost function. By means of these algorithms, a newly developed method is able to detect controlled variable sensor discredibility. When applied to combustion processes, production of harmful emissions can be kept within accepted limits. The application of the used evolutionary algorithms inclusive terminology transfer in this application area can serve as an explanatory case study to help readers gain a better understanding of the how the evolutionary algorithms operate.

That’s why electronics lies at the heart of many of the solutions we describe in the remainder of this book. The promise held out by electronics amounts to more than the wishful thinking of unworldly nerds laboring in dust-free labs to develop yet more powerful microchips. It is bound up with the nature of the new kind of problems we face. Electronics is proving increasingly important in complex situations that are difficult to control. A tiny oscillation in the earth’s interior, for instance, has the potential to induce an earthquake. It’s therefore vital that we install inexpensive devices around the globe that can pick up these early signals before they intensify, while there’s still time to warn the people in harm’s way. The same applies to many other complex contemporary issues. Powerful computers could routinely analyze masses of financial data to detect the next crisis in the making, and a few years from now, we may have computers powerful enough to identify tipping points in the climate. Rapid calculation, accurate measurement, and automatic control will give us a firmer grip on complex problems.
