Abstract:
This thesis examines what impact the vastly different Freedom of Information (FoI) regimes in Australia (specifically Western Australia) and Sweden have on journalistic practice and content in the two countries. While there is extensive literature on FoI itself, very little work has been done on the extent to which FoI is utilised as a journalistic tool to obtain information, how it is used, and what impact, if any, it has on the end product – the published stories. The project comprises three separate studies. Two of the studies deal with journalistic practice based on FoI use in two newsrooms (one radio, one newspaper) in Perth, Western Australia and two comparable newsrooms in Karlstad, Sweden. The third study is a content analysis of the two newspapers in the project. The first chapter outlines the background and compares the different approaches to FoI in Western Australia and Sweden. The chapter also puts the two FoI Acts into perspective by providing an international overview. Chapter two describes the overall methodology of the project and explains its rationale. Chapters three, four and five detail the methodologies behind each study and present the findings. Finally, in the conclusion, the most important findings of the project are summarised and future areas of study are identified.

Abstract:
This study explores the issues that impact on Western Australian State Government Freedom of Information Coordinators who, within the framework of the Freedom of Information Act (1992), manage requests from the public to access agency held documents. A literature review identified two bodies of material. One extolling FOI, the other arguing that some agency personnel have not accepted, and are actively resisting, the concept of FOI. Using a phenomenological approach, eight Coordinators narrated the issues that impact on their roles and decision-making processes. Themes were identified, analysed and reported in the context of the broader FOI environment. This research found that Coordinators face significant challenges, including the adequacy of the Act; Public Sector and agency culture; relationships with applicants, consultants and third parties; FOI and records management legislation and practices; and the roles and training of agency FOI practitioners, that is, both Coordinators and agency Internal Review Officers. In conclusion, the study asserts that many of the possible solutions to the identified issues are within the Coordinators' and their agency's control, such as implementing general document release policies that will reduce workloads and make public accessibility to documents easier. However, the resolution of other problems will require the willingness of, and a commitment by, the Western Australian Government, Parliament and senior bureaucrats.

Abstract:
The Dissertation sets out the results of an evaluation of certain aspects of the Commonwealth of Australia's Freedom of Information Legislation and proposals to introduce a Freedom of Information Law in Sri Lanka. The major purpose of the study was: (i) to evaluate whether the Commonwealth FOI Act has achieved the objects of Parliament - whether members of the public could have a free access to government information subject to important exemptions. (ii) whether a FOI regime should be introduced to Sri Lanka In conducting my research, I devoted three chapters to FOI in Australia including the development of the legislation. I analysed key components of the legislation and researched to what extent the FOI Act has achieved its objects. I devoted two chapters towards the concept of transparency of government in Sri Lanka, the attitude of the Courts towards the concept of the right to information and whether Sri Lanka needs a Freedom of Information Act. In the last two chapters, I have devoted a chapter each to the concept of translocation of laws and about an ideal FOI Act for Sri Lanka, which is an adaptation of the Australian Act. The individual components of the methodology incorporated: (i) a literature survey of the Commonwealth FOI Act, Freedom of Information in the United Nations and in the USA; and Sweden, Canada and New Zealand; (ii) a literature survey concerning the transparency of government in Sri Lanka (ii) interviews with a cross section Commonwealth FOI administrators and key politicians, lawyers and a cross section of members of the press and public in Sri Lanka; and (iv) research of the Australian FOI legislation The empirical data present an analysis of key features of the Commonwealth FOI Act with particular attention to exemption clauses. I have recommended some amendments to the FOI Act in view of the Commonwealth Government's policy of outsourcing some of its activities and the creation of a position of FOI Commissioner. Finally my research indicates that Sri Lanka needs Freedom of Information legislation to meet the challenges facing a developing country that is endeavoring to reach 'newly developed status' early in the new millennium. Furthermore, international lenders and donors are now requiring that developing countries like Sri Lanka seeking aid, should show more transparency in its activities. I have drafted a Freedom of Jiformation Bill for Sri Lanka. I have based the draft on the Australian law adapted to suit the local conditions in Sri Lanka, which is in Appendix "G".

Abstract:
This thesis is in three parts. The first and second parts analyse the development of the law and policy on freedom of information in the European Economic Community and European Union between 1984 and 2004. These two parts focus on how the Council, the Commission, and the Parliament enacted and implemented the rules on FOI protection, and on the role of the Community court in this field. The third part examines the roles of the European Parliament and the European Ombudsman, which have supplemented the role of the Court in securing this right. As to the objectives of this project: on the one hand, it seeks to understand the degree of legal protection offered to freedom of information in the Union over the last two decades; on the other, it seeks to identify how the current EU FOI regime could be improved. First of all, we consider the major controversies surrounding FOI law and policy between 1984 and 2004. In particular, this thesis focuses on the extent to which the 2001 FOI Regulation addresses the pre-existing obstacles to FOI protection. Secondly, the exceptions in Article 4(1) and Article 4(2) of the 2001 Regulation can be categorised as mandatory and discretionary respectively, but the distinction between the two provisions is vague. This indistinct dividing line should be removed to end the misunderstanding that the Council, the Commission, and the Parliament are entitled to refuse requests systematically when invoking the so-called mandatory exceptions. Thirdly, we take into account the principles established by the 2001 Regulation, the EC Treaty, or by the Court to guide the interpretation of the exceptions laid down in the Regulation. Fourthly, we argue that the EU legislator should expressly incorporate the principle of proportionality into the 2001 Regulation. Finally, we analyse recent initiatives to adopt a constitution for Europe.

Abstract:
This study is concerned with how educational legislation shapes and uses freedom for the purpose of governing the parent. The key question guiding the study was: How does the Act constitute the ‘parent’ as a subject position responsible for schooling the child? Central to the work is an examination of the School Education Act 1999 (the Act) using Foucault’s thinking on governmentality. This is prefaced by historical accounts that bring together freedom and childhood as contrived styles of conduct that provide the governmental logic behind the Act. The study reveals how the Act shapes and uses the truth of freedom/childhood to construct the responsible parent as a style of conduct pegged to a neo-liberal political rationality of government. It is this political rationality that provides the node or point of encounter between the technologies of power and the self within the Act which forms the ‘responsible’ identity of the parent as an active self-governing entrepreneur made more visible by the political construction of ‘others.’ This is a legal-political subjectivity centred on the truth of freedom/childhood and a neo-liberal rationality of government that believes that any change to our current ethical way of being in relation to educating the child would ruin the very freedoms upon which our civilised lifestyle depends. In essence, the Act relies on the production of ‘others’ as the poor, Aboriginal and radical who must be regulated and made autonomous to constitute the ‘parent’ as an active consumer whose autonomous educational choices are an expression of responsibility in relation to schooling the child

Abstract:
This thesis develops a new way of thinking about, and examining what is required to make classification do its work. Current studies of classification work define it as the process through which some 'thing' is attributed to, or made to be an instance of, a category. More specifically, classification work is the process of constructing socio-material mediators that will enact categories in such a way that a particular thing can become seen as (or taken as) being an instance of that category. Thus, these socio-material mediators are 'actors' (as defined in Social and Technology Studies (STS) and by Bowker and Star (1999) in particular). As such, these actors have the ability to 'authorize, allow, afford, encourage, permit, suggest, influence, block, render possible [and] forbid' (Latour, 2005: 72) and serve as both enactors and mediators of the associations in which they are embedded. This framing of classification work tends to treat actors (and categories) as pre-existing to the relationship in which they find themselves. It assumes that there is a structure through which categories will reveal themselves to provide a destination for things. In instances where the thing is considered residual to the existing structure, further classification work may be needed to prevent it being dumped in an 'other' category and to create new knowledge. This thesis draws on the work of Barad (2003) and argues that categories and things (which she terms 'relata') do not pre-exist their relations. For a thing to be engaged and tied to a category it has already been entangled in a series of associations. Studies of classification to date embody this understanding by researching how the context in which classifications take place shapes the work conducted. This deconstruction of social-material ties is the foundation of the social constructionist argument, which informs this thesis and its associated research methodology. In this perspective there is a need to open the 'black boxes' in order to reveal how these 'categories' and 'instances' are enacted in order to more fully understand how classifications come to matter and be legitimated. It is argued that in order to address this issue of ongoing enactment we need to understand how and through what classification is made to work in different settings. This is revealed through the examination of the 'thread' that is weaved (or more specifically, enacted) from its initial instance to its corresponding actor. Bowker and Star (1999; 2000) refer to these as 'filiations'. As such one might say that the core focus of this thesis is how filiations are made to work, in order to produce/enact classifications practices. The thesis examines the ways in which classifications are informed by institutional structure and practices at two public bodies through a series of case based vignettes. Specifically this comprised of the work entailed in classifying information, in these institutions, requested under the Freedom of Information Act 2000. These classification practices will be examined in order to explore the necessary conditions required for classification to do its work. In exploring the supposed (or rather enacted) links between entities and the categories in the legislation it is possible to show how a variety of socio-material practices are required to make classification work. Upon reflecting on the empirical material across both sites, this thesis concludes (in agreement with former studies) that the context or space of the classification work is indeed an important factor in legitimating decisions. What is additionally required is an understanding of the performative nature of the socio-material classification practices which enables the actors to enact their obligations under the legislation. Socio-material classification practices are therefore performatively embedded in the production of the filiations in order to fulfil the requirements of the legislation. The thesis shows that it is through the social-material production of filiators (as mediators) that classification (or the implementation of the law) is made to work.

Abstract:
In 1997 the International Federation of Library Associations and Institutions (IFLA) initiated a project to promote and defend the right to information. This decision to engage proactively with human rights was a radical expansion of the profession�s self-conception. Applying an action research methodology, this study traces the development and implementation of the Free Access to Information and Freedom of Expression (FAIFE) initiative. It traces the origins of the decision, and assesses the outcomes of its first five years as it developed from a project into a continuing and central program of the Federation. Both the internal effects on IFLA and the consequences of the project for the profession of librarianship are explored. The thesis locates the key decision in the history of librarianship, its growth as a profession paralleling the development of libraries as institutions. In turn, the decision is also located in IFLA�s own history, and the way it survived and worked to advance the ideas and tools of librarianship amid difficult and changing international environments. The politics of professionalism is at the core of the study. The disturbing innovation which FAIFE represented took IFLA outside its traditional focus on the status and techniques of the profession, postulating a new role for the Federation. By investing librarianship with a higher responsibility, it has gone further than the now widely accepted expectation that professionals will place community interests before organisational and personal interests at all times. The responsibility to promote the fundamental human right to information has been embraced as the key principle underlying and informing library and information service, the touchstone for evaluating professional priorities. This locates the primary purpose of the profession outside the profession�s institutional base in a supranational, absolute and almost universally recognised social goal. Adopting these aspirations and this role carried many dangers for IFLA. It would inevitably seem a deviation into politics by some. It heightened the risks of both internal dissent and external criticism. It challenged the habitus of disinterested professionalism by invoking a more interventionist social responsibility for IFLA, its constituent library associations and the broader profession. It drew on evolving and contested understandings of professional responsibilities in a complex global environment and has redrawn the accepted boundaries of professional discourse in librarianship. At least so far, the consequences have been beneficial for IFLA, reinforcing its jurisdiction and strengthening the Federation. As an international federation of professional associations, IFLA faces particular challenges in working across diverse national traditions, ideologies and cultures. Its existence and effectiveness rest primarily on internal cohesiveness. Its capacity to develop the FAIFE initiative into a program without schism, and indeed with growing support, has strengthened rather than weakened its organisational capacities. Through that process IFLA has reinvented itself, to a considerable degree, as a form of transnational social movement organisation. It has developed strong relationships with other civil society organisations while maintaining its position as a respected international professional body. It has strengthened its position by becoming a vigorous advocate for the right to information, thereby becoming an actor in the growing international concern with human rights. This study of a decisive period in IFLA�s history offers a rare example of an international professional association in transition. In examining this project to promote unrestricted access to information as the reciprocal right of freedom of expression, the research is a case study of the politics of an expanding sense of professionalism. IFLA�s experience is pertinent to a range of other organisations, and is itself part of the realignment of international political discourse in response to the growing influence of international organisations and the priority of human rights in international political agendas.

Bibliography: leaves 113-135. This thesis investigates change in secondary schools in South Australia during the 1970s. Public concern about the purposes and organization of schools, and about education in general led to the establishment of a government enquiry in 1969, chaired by Peter Karmel. Its report, Education in South Australia, ushered in a period of rapid change. High schools and technical high schools were reshaped into comprehensive secondary schools. A significant element in this reform was the human capitalist idea that education is an investment in the development of the individual resulting in social and economic progress. This thesis examines the human capitalist basis of the reforms, the way in which child-centred open ideas were used in the reform of the curriculum and the impact of these on the schools.

Abstract:
Freedom of Information (FOI) legislation is mostly adopted on the presumption that good records management exists. However, it is pertinent that the functionality of records management in the creation, management and making records available for access internally within government and externally to citizens be established as the legislation is being planned for. Through the planning process, the capacities of records management in providing access to information will be known. This study employs a Grounded Theory based methodology on data collected from Botswana, Ireland, Malawi, South Africa and the UK to discern Botswana's preparedness for FOI legislation in line with the country's national aspiration, Vision 2016. It also uses the same data to unearth relationships that exist between records management and FOI legislation. The study has established that constitutional guarantees on access to information are an inadequate measure to enable citizens to gain direct access to official information. As a result, countries which regulate access to information through the guarantees have to adopt FOI legislation so as to effectuate them. The adoption of the legislation should be founded on the democratic ideal of enhancing the capacity of citizens in developing and offering informed consent including improving their participation in their governance. The law should also be predicated on the obligation of government in accounting to citizens as well as empowering them to hold it to account. In addition, the law should be based on an environment which would enable citizens to formulate, develop and demonstrate trust in the governance process. Lastly FOI legislation should be built on a good records management system which will provide an assurance that the governance process is well documented, and its records can be availed for access. Through the diverse case study countries, the study has established that Botswana is prepared for the adoption of FOI legislation. However, as the country works towards adoption of the legislation, it should strive to evaluate the efficacy of public sector records management.

Adolescent and young adult pregnancy is a major sexual health issue for vulnerable young women in South Africa. Beginning by examining the origins of adolescent pregnancy in South Africa, this paper then proceeds to examine the various sources of health information accessible to adolescent women, and how said information is used. Finally, it examines the disconnect between know ledge and use of health information, and the role this plays in high levels of adolescent pregnancy. This independent research examines how adolescent women in the South African township of Mitchells Plain, Cape Town (specifically the neighbourhood of Freedom Park) understand and engage with the limited health information at their disposal. Through a qualitative research process resulting in interview analysis, this article explores how vulnerable young women internalize, believe, and use health information, in order to better understand the causes of adolescent pregnancy and risky sexual behaviour. Participants were adolescent (18 -¬‐ 20) women, who were residents of Freedom Park, (a neighbourhood in Mitchells Plain) and were either pregnant or had a child. Demographic screening tools (n=31) were used to select participants for semi -¬‐ structured interviews (n=30). Interviews were later transcribed verbatim, and analyzed using NVIVO. In this Freedom Park sample, the ability of young women to internalize and act upon information about sexuality and health varied depending on who proffered that information and how those individuals were perceived by the recipient. In the research, three key factors emerged as impacting the internalization and later use of reproductive health information. First, for both sources of health information and for recipients, life experience s played a critical role in making information more relatable and therefore easier to internalize, believe and use. Second, the perceived trustworthiness of the source of information made the knowledge more believable and relevant to the recipient. Finally, high levels of comfort in discussing sexual health with the source of information made information more easily internalized, while fear of negative judgment from sources reduced comfort and discussions of sexual health. The research suggests that efforts to reduce instances of adolescent pregnancy in South Africa should pay close attention to who delivers information about health and sexuality. To be effective, young women should feel they share experiences with, trust in, and are comfort able with sources of information. In Japan, electronic government has been developed since the enforcement of the Information Disclosure Act and the formulation of the e-Japan Strategy, both in 2001. Such electronic government produces a number of government information services available all over the world via the Internet, including databases of law texts, congressional minutes and white papers, as well as digital archives. At the same time, electronic government raises several issues of preservation of and "permanent public access" to electronic information, accessibility of electronic government, inclusion of government information into library services, and so forth. The author hopes this presentation will facilitate requests and comments from participants for electronic government and government information services in Japan.

Included in the ranking will also be an evaluation of the legal situation for media whistleblowers and shield laws for journalists. It will demonstrate that for most of the countries of study FOI laws serve more as a PR tool projecting an illusion of an informed public, rather than granting real independent access to quality information.

Abstract:
The focus of this study was to explore current methodology for evaluating plant health surveillance systems for their ability to provide confidence towards demonstrating pest freedom using surveillance for Tilletia indica, an exotic fungal pathogen of wheat, in Western Australia as a model. Tilletia indica causes a disease commonly known as Karnal bunt and is an important pathogen in international trade, with many countries having phytosanitary restrictions. If T. indica were to become established in Australia it would cause considerable damage to the country’s economy through loss of domestic and international markets. Maintaining pest free status for T. indica is important to maintain Australia’s grain export markets. Integral to effective surveillance for T. indica are methods involved in the collection of grain samples and the sensitivity of the laboratory tests used in the surveillance systems. These surveillance ‘tools’ have been investigated and the current techniques have been shown to be effective. Grain sampling occurring at delivery during harvest provides an efficient way to collect samples representative of export quality grain. Stochastic modelling of the sampling process shows that test samples obtained using the current protocol will contain teliospores at detectable levels. In samples from delivery parcels there is a high probability (> 95%) that test samples will contain 5 or more teliospores where the prevalence is at least 1 infected grain in 100 kg. For test samples collected from general siding samples there is a greater than 75% probability that teliospores will be present in the samples where the prevalence is at least 0.5% of delivery parcels and 10 infected grains per kg within parcels. Investigations also indicated that clustering of teliospores within infected grains did not influence the probability of test samples being infected. Evaluation of the diagnostic protocols currently used in the surveillance programs for T. indica using traditional ‘gold-standard’ methods and a Bayesian statistical framework indicates that the sieve-wash protocol with microscopic observation has a high diagnostic sensitivity (> 84.8%) and specificity (> 96.0%) for detection of teliospores of T. indica, and similar results were obtained for related Tilletia species. The molecular protocol, proposed as the new ‘enhanced’ surveillance tool for detection of T. indica in grain samples, did not perform as well, with a sensitivity and specificity of 48.0% and 48.4% respectively. The estimates were comparable between the two evaluation methods, suggesting that the current protocol, sieve-wash test with microscopic examination, is still the most suitable protocol for grain surveillance for Tilletia species. The expectation, under the SPS Agreement, that claims of pest freedom be supported by scientific evidence means that there is an increasing need for methods to evaluate the information collected during surveillance activities to provide a quantitative level of confidence upon which claims of freedom can be based. Ten years of historical grain surveillance, utilising samples collected at delivery and the sieve-wash test with microscopic examination, were evaluated using scenario tree methodology and have been shown to provide a high probability of freedom (>95%) from T. indica for Western Australia. The active surveillance systems were evaluated at a range of prevalence levels and were shown to provide a high probability of freedom for design prevalences above one in five regions infected, with 0.25% delivery parcels infected at a rate of 1 infected grain in 100 kg after evaluation of the ten years of surveillance. Passive surveillance systems can also provide evidence to support claims of pest freedom. The reporting mechanisms in Western Australia for grains pests were investigated, along with attitudes and behaviours relating to the likelihood that members of the grains industry would report a suspect pest or disease. The information gathered was used to inform an evaluation of two passive surveillance system components operating in Western Australia, grower reporting and routine seed testing. Grower reporting was found to provide a high probability of freedom (> 95%) at a design prevalence level of one in five regions infected with 0.25% delivery parcels infected at a rate of 10 infected grains in 1 kg. The Seed Testing surveillance system component was found to provide little contribution to confidence in freedom, due to the low number of wheat samples tested annually. This study demonstrates that passive surveillance provides significant confidence in freedom for T. indica, but that the active surveillance programs provide additional confidence that Western Australia is free from T. indica at lower prevalence levels. Finally, recommendations are provided for future surveillance activities to maintain Western Australia’s confidence in from T. indica.

All venture capital investments exhibit some form of asymmetric information. The seminal paper on the structure of venture investments, Kaplan and Stromberg (2004), investigates how venture capitalists use deal construction to control agency conflicts within funded deals and their associated internal, external and execution risks. Another key strand of the academic literature has reviewed the contractual arrangements venture capital firms reach, the process of venture capital selection and determinants of their success from a post-investment perspective (Fried and Hisrich (1994), Manigart, Vermeir and Sapienza (1996), Gompers and Lerner (2004), Wright and Robbie (1998)). This thesis also explores venture capital investment, albeit from a preinvestment standpoint. In contrast to Kaplan and Stromberg???s (2004) demonstration of the use of venture capital mechanisms to control agency issues, this research addresses how agency issues influence the final selection of potential investments by venture capitalists. Kaplan and Stromberg (2004) use post-funding metrics to capture risks, which influence post-contract design. From a pre-funding perspective, internal, external and execution risks are subjective, rare and difficult to measure. Nevertheless, this thesis uses pre-funding proxies to replicate these risks, some of which have direct empirical academic support. Information for sixtytwo deals, thirty-four funded and twenty-eight unfunded, was hand collected through a combination of surveys, interviews and consultation with five of Australia???s leading venture capital firms, and individuals from the Australian Private Equity and Venture Capital Association (AVCAL) board and executive. The key results indicate that once past initial screening stages, investment proposals that have a higher likelihood of receiving venture investment are those that had prior government investment, and/or, where the entrepreneur has proposed the investment be through milestone tranches and where revenue is already being generated (for early stage ventures). The results suggest that venture capitalists tend to allocate capital to investments perceived as ???safer??? with respect to agency conflicts. More specifically, venture capitalists are more reliant on signals of quality and lower risk, such as government grants, restriction of capital outlay and prior revenue generation ??? all of which reduce associated levels of internal and execution risk in new ventures.

Strategic Information Systems Planning (SISP) is an important activity for helping Chief Information Executives (CIOs) and top management identify strategic applications and align Information Technology (IT) with business needs. Like all strategic planning, SISP requires measuring how well SISP is done and how planning is improving over time. The measurement of these intangibles is a complex exercise. There have been few efforts undertaken in the Information Systems (IS) literature to formally develop a model for assessing and measuring SISP efforts. In this study, two models were proposed: a five-stage SISP maturity model for defining SISP maturity and another one for assessing the degree of SISP maturity. The five SISP maturity levels were defined as: Rudimentary Planning, Ineffectual Planning, Attainable Planning, Sustainable Planning, and Adaptable Planning. The assessment model was structured as a third-order system, where eight first-order dimensions were termed as Form and Content, Collaboration, Policies, Stakeholders' Designation, Knowledge Bank, Technology, Time Dimension, and Viability. The first-order dimensions were grouped into three second-order constructs, namely Effectiveness, Efficiency and Manoeuvrability, which ultimately characterise the level of SISP success. This model was used to establish a theoretical benchmark for each SISP maturity level. To model the level of SISP maturity, an 'Integral Engineering' approach was established and the Analytic Network Process (ANP) theory was used. The study is a novel approach in using ANP to synthesize the measures of the various SISP constructs into a single overall measure of SISP maturity level. A survey was performed and data collected from 260 Australian organisations to examine the degree of SISP maturity and the relationships among SISP constructs. Structural equation modelling (SEM) was used to test the fit between the hypothesized model and the survey data The models were applied to the data collected and the findings suggested that the models fit the data well. While Effectiveness and Efficiency are well recognised planning constructs, Manoeuvrability as a measure of planning dynamics is not acknowledged in the literature as an equally important construct. This study confirmed a strong correlation between Manoeuvrability and SISP success and found it to be more important than the Efficiency construct. The empirical data did not confirm the existence of Rudimentary and Ineffectual planning levels of SISP maturity Australia-wide. SISP maturity in the majority of Australian organisations is at Sustainable and Attainable planning levels. A small percentage of the surveyed organisations have actually reached the highest planning level (Adaptable planning). The empirical data showed that current SISP is lacking strategic dimension and that the recently popularised one-year planning horizon may not be the best choice. Australian organisations did not consider the strategic relevance of IT as the key objective. IT/IS was seen as a business enabler, thus the strategic advan tage associated with IT came as a secondary objective.

It serves here as a ‘canary in the coalmine’ to measure how well citizens can access the political system.

To answer the research questions, a survey was designed, using Likert-scale, close ended and open ended questions techniques, enabling qualitative and quantitative data analysis. Previous, mainly quantitative, research has indicated that information security threats and incidents are having a significant impact on the conduct of electronic business - and office automation in general - both nationally and internationally. However, as revealed by this study's extensive review of the relevant literature, our understanding of the information security situation in Australian organisations has been quite limited. There has been very little detailed research into security threats and incidents and, equally importantly, the strategies the Australian IT industry is using to deal with them.In addressing that deficiency, this study used a qualitative, case-based research methodology involving a variety of Australian organisations. The case based approach, using in-depth interviews, facilitated a thorough examination of the information security risks (threats and incidents) and enabled assessment and analysis of management actions (countermeasures) to mitigate the identified risks.The major findings with regard to this study's research issues are: The case-study organisations are generally highly reliant on IT for the conduct of their business and therefore would be heavily impacted if it was unavailable They face a variety of information security threats with viruses being the most prevalent threat. The hacking threat was not as evident as reported in the literature There are some differences between the Australian information security experience and that reported in the literature for international organisations in particular many of the very large business overseas operate on a much larger scale than those in Australia The organisations do not believe that they are specific targets for security attacks; rather they believe that are 'targets of opportunity' A wide range of countermeasures are employed; generally, the larger the organisation the greater the diversity and complexity of countermeasures. However, the majority do not have a clear link between risks and countermeasures The majority of the organisations do not have a specific security budget.Whilst Australian organisations were generally well prepared and versed on security issues, the findings indicate the need for the application of best practice across the industry as a whole. A degree of cynicism regarding the nature of the hacking threat was evident – with many participants believing that the threat is overstated. Indeed this study uncovered little direct evidence of the organisations involved being subjected to actual hacker attacks.The framework developed for this study and its findings are readily adaptable for use by industry. By following the process specified in the framework, organisations will be better able to identify both likely and unlikely threats and incidents and deploy appropriate countermeasures.

Australian debates about racial vilification legislation have been dominated by mainstream American First Amendment jurisprudence and popular American notions of 'free speech' to the exclusion of alternative Europeans models. This can be seen from notions of Australian racial vilification legislation as inconsistent with 'free speech' rights as well as the influence of some of the basic assumptions of First Amendment jurisprudence on political speech cases in the Australian High Court. Despite the widespread existence of legislation that penalises racial vilification at State and Federal levels, there has been a rise in Australia over the past 10 years of divisive 'race' politics. Against that background, this thesis considers the scope and limits of racial vilification legislation in Australia. It is argued that First Amendment jurisprudence is inadequate in the Australian context, because it is heavily dependent upon economic metaphors, individualistic notions of identity and outdated theories of communication. It assumes that 'free speech' in terms of lack of government intervention is essential to 'democracy'. It ignores the content, context and effect of harmful speech, except in extreme cases, with the result that socially harmful speech is protected in the name of 'free speech'. This has narrowed the parameters within which racial vilification is understood and hindered the development of a broader discourse on the realities of racist harms, and the mechanisms necessary for their redress. The author calls for the development of an Australian jurisprudence of harmful speech. Failing an Australian Bill of Rights, that jurisprudence would be grounded upon the implied constitutional right of free political speech, informed by an awareness that modern structures of public speech favour a very limited range of speech and speakers. The jurisprudence would take advantage of the insights of Critical Race Theory into the connections between racial vilification and racist behaviour, as well as the personal and social harms of racial vilification. Finally, it is argued that the concepts of human dignity and equality, which underpin European discrimination legislation and notions of justice, provide a way forward for Australian jurisprudence in this area.

This thesis investigates the most appropriate and effective ways in which a university library can interact with tenant companies and the staff in a technology park. Tenant company staff members in five Australian Technology Parks were surveyed about their information needs, information use, and information seeking behaviour as well as their attitudes towards university libraries which offered services to them. Three of the five Australian Technology Parks had formal relationships with universities and their libraries. The librarians of these universities were interviewed on their attitudes towards the provision of information services to the technology park community, as well as the information services they offered to this group of clients.The research results indicated that most of the respondents who were engaged in R&D areas accessed university libraries' collections for technical information and valued their services and the professional help of the librarians, whereas those in other areas, particularly marketing and sales, did not place as high a value on these services. One striking finding from the research was that the respondents in the latter group use the Internet as their preferred first source of information, not informal personal contact as been expected and indicated in previous studies. A contributing factor to low use of the university libraries was poor promotion of library services.A major objective of the research was to obtain information on the relevance of the Australian data to developing and offering services to tenants in a new technology park in Thailand. Results drawn from the Australian data was used to form a model for the interaction between university libraries and tenant company staff in Thai technology parks. The model was tested through interviews with Thai sample group and was then fine-tuned to meet Thai economic and social conditions prior to proposing it for use in Thailand.This research indicated that many aspects of Thai university libraries need to be adjusted in order to successfully provide effective information services to the technology park community. These include clearly defining library policies towards the tenants, increasing and improving avenues of access to library services, improving library performance and services, increasing promotion and marketing, supporting personnel development policies, and creating partnerships with other organisations.

This thesis investigates the most appropriate and effective ways in which a university library can interact with tenant companies and the staff in a technology park. Tenant company staff members in five Australian Technology Parks were surveyed about their information needs, information use, and information seeking behaviour as well as their attitudes towards university libraries which offered services to them. Three of the five Australian Technology Parks had formal relationships with universities and their libraries. The librarians of these universities were interviewed on their attitudes towards the provision of information services to the technology park community, as well as the information services they offered to this group of clients.The research results indicated that most of the respondents who were engaged in R&D areas accessed university libraries' collections for technical information and valued their services and the professional help of the librarians, whereas those in other areas, particularly marketing and sales, did not place as high a value on these services. One striking finding from the research was that the respondents in the latter group use the Internet as their preferred first source of information, not informal personal contact as been expected and indicated in previous studies. A contributing factor to low use of the university libraries was poor promotion of library services.A major objective of the research was to obtain information on the relevance of the Australian data to developing and offering services to tenants in a new technology park in Thailand. Results drawn from the Australian data was used to form a model for the interaction between university libraries and tenant company staff in Thai technology parks. The model was tested through interviews with Thai sample group and was then fine-tuned to meet Thai economic and social ++
conditions prior to proposing it for use in Thailand.This research indicated that many aspects of Thai university libraries need to be adjusted in order to successfully provide effective information services to the technology park community. These include clearly defining library policies towards the tenants, increasing and improving avenues of access to library services, improving library performance and services, increasing promotion and marketing, supporting personnel development policies, and creating partnerships with other organisations.

However, differences between countries such as the educational attainment of their citizens and institutional resistance to ICT utilization both enhanced and restricted the relationship between ICT and economic freedom in the region
