Abstract:
Abstract The continuous flow of movement of goods on the world market forces manufacturers to turn to intermediaries who are able to organize cargo transportation services. At the moment, the most common intermediary is a freight forwarder. This article defines the understanding of the term freight forwarder, its role in the supply chain, as well as the risks associated with transportation. This article analyses the part of forwarding contract which deals with a limitation of the forwarder’s liability. The limitation of the forwarder’s liability allows predicting the amount of compensation to the cargo owner in case of damage or loss of goods. In addition to the previously conducted analysis of the freight forwarder’s liability in the selected countries of the European Union, an analysis of the responsibility of freight forwarders in the selected CIS countries was carried out. Among other things, it was determined which national regulations regulate freight forwarding activities in these countries. The limitations of the liability of freight forwarders proposed by the conditions of the expedition of the national Associations of logistics and forwarding, compiled on the basis of the standard rules of the FIATA organization, are also considered.

Abstract:
Purpose : This study aims to provide implications for enhancing the competitiveness of freight forwarders by deriving factors for selecting forwarders and analyzing the importance and satisfaction and comparing these factors between freight forwarders and shippers. Research design, data, methodology : Data for this study was collected using a questionnaire administered to some 123 organizations. This paper employs T-Test to test statistically the difference between importance and satisfaction by freight forwarder group and shipper group. Results : The most important factors in the shipper's selection of a freight forwarder were cost, general service, additional service, and company characteristics for both groups in the order. In the difference test between importance and satisfaction, most factors showed statistically differences, indicating that the satisfaction of the shipper is lower than the importance. Conclusions : As a result of analysis of shipper's freight forwarder selection factors, it was found that, although cost factors including competitiveness of sea freight rates, possibility of negotiating freight rates, and global network establishment factors are the most important factors, they do not significantly reach customer satisfaction. Therefore, in order to increase the competitiveness of forwarders in selecting shippers, intensive efforts are needed to reduce freight rates.

Abstract Understanding the limits of freight forwarders' liability helps to predict the scope of indemnification to the customer in case of damage or loss of cargo. The absence of international agreements regulating the limit of the liability limit of freight forwarders makes it difficult for customers to find freight forwarders with the most favorable conditions. A large number of factors, such as the type of forwarding contract, the country of registration of the forwarder, the status of the forwarder, existing international agreements, etc. can significantly affect the degree of liability of the forwarder. In this paper, the legislation regulating forwarding and the activities of the multimodal transport operator will be considered. In addition, the standard conditions of the forwarding contract, the most commonly used in the selected countries, will be analyzed. On the basis of the conducted research, a case study will be presented, which will indicate the practical influence of various factors on the liability limit of the forwarder and the multimodal transport operator.

Logistics is the movement of goods from one place to other.Freight forwarders play a major role in logistics operations.The main objective of the freight forwarders is to dispatch the shipments via carriers. Forwarder has the ability to arrange cargo movement from one destination to another within a short limit of time.It is tough for a company to ship goods at a normal price without a forwarder. Forwarders are having a long-term relationship with carriers and obtain good deals in the least possible time. The forwarding operations and company strategy differ from one company to another, by providing different value-added services. Customer satisfaction plays an important role in business. The present study aimed to find out the challenges faced by freight forwarders in their operations. Due to various factors, they face challenges and that could be the reason for their failures. In some cases, due to hindrance, they may not be able to satisfy the customer needs. The major challenges faced are due to government policies and regulation (GST), importers or exporters, port authorities, warehousing of the goods, red tapism of insurance companies, customs clearance, liner companies, infrastructure problems etc. The study involves both primary and secondary data. A well-structured Questionnaire prepared to elicit the data from the freight forwarders. Sample size identified is 50 forwarders. The study is concluded by giving the ways to ways to overcome the challenges faced by the Freight Forwarders.

Abstract:
The issue of creating international legislation capable of regulating the sphere of forwarding has been considered for quite a long time. The actively expanding volume of services provided by freight forwarders and the increasing blurring of its role and area of responsibility create problems in the mutual understanding of the participants in the client– forwarder – third party chain. The main obstacle to the implementation of an international legislative act is the difference in the laws and customs of individual countries. To identify these differences, the authors analyzed such factors as the range of services provided by the forwarder, the conditions of access to the forwarding market, the type of representation used by forwarders in the contract and the definition of the boundaries of the forwarder's responsibility to the client. The analysis was carried out by studying national legal acts regulating the field of forwarding, as well as the general conditions of forwarding applied by members of national associations of forwarding and logistics in countries with a civil law system. The greatest difference was revealed in the field of conditions of access to the forwarding market, while the functionality of the forwarder, the types of representation used and the limits of responsibility of forwarders from different countries did not indicate any big differences. The result of the work is the conclusion that there are no critical differences in the work of freight forwarders of countries with a civil law system that can hinder the unification of forwarding conditions.

Freight forwarders typically arrange cargo movement to an international destination. Also referred to as international freight forwarders, they have the expertise that allows them to prepare and process the documentation and perform related activities pertaining to international shipments. Some of the typical information reviewed by a freight forwarder is the commercial invoice, shipper's export declaration, bill of lading and other documents required by the carrier or country of export, import, or transhipment. Much of this information is now processed in a paperless environment. A freight forwarder organizes the safe, efficient movement of goods on behalf of an exporter, importer or another company or person, sometimes including dealing with packing and storage. Taking into account the type of goods and the customers' delivery requirements, freight forwarders arrange the best means of transport, using the services of shipping lines, airlines or road and rail freight operators. In some cases, the freight forwarding company itself provides the service. Companies vary in size and type, from those operating on a national and international basis to smaller, more specialized firms, who deal with particular types of goods or operate within particular geographical areas.

Purpose: The purpose of this study is to present empirical data so that a long-term policy on working from home policy can be established by examining the differences in the perceptions of telecommuting that are held by freight forwarders and shipping companies and which were formed due to COVID-19. Research design, data, and methodology: We investigated the current status of freight forwarders and shipping companies, and selected from previous reviews the factors on telecommuting. Using a Likert five-point scale, a survey was conducted with executives and employees of freight forwarders and shipping companies. A difference test analysis (t-test) was conducted based on 112 valid samples. Results: Differences in perception were significant, depending on job instability, level of communication, work efficiency, and work performance. Overall, freight forwarder employees had a higher impact than shipping company employees on the remaining factors, except for work performance. Conclusions: This study suggests the necessity of a telecommuting policy based on analysis results and practical implications.

In other words, a freight forwarder is a "travel agent," for the cargo industry, or a third-party (non-asset-based) logistics provider. A forwarder will contract with asset- based carriers to move cargo ranging from raw agricultural products to manufactured goods. The term Logistics Management or supply chain management is that part of Supply Chain Management that plans, implements, and controls the efficient, effective, forward, and reverse flow and storage of goods, services, and related information between the point of origin and the point of consumption in order to meet customer's requirements. The research targeted a selected sample of Employees and representatives of transporters of goods and key management personnel of Companies Central Distribution Center based in the industrial area Chennai. Abstract:
Purpose. To develop the methodology for choosing the strategies of freight forwarding companies in the situation of interaction with freight owners as customers of forwarding services. Methodology. The game-theoretical approach is used to formalize the conflict situation between a freight forwarding company and a cargo owner. A set of services proposed by forwarders is used as the base in order to represent possible strategies of a forwarder as the vector of probabilities that the respective services are provided for a client. The strategies of the cargo owner are represented as a binary variable that shows whether the client uses the provided services or not. The payoff function for a forwarder is defined as the companys profit and the clients payoff function as fee paid for forwarding services. To determine the influence of the demand parameters on the forwarders optimal strategies, the demand for transport services is represented as a flow of requests characterized by two numeric parameters delivery distance and consignment weight. Findings. The conducted experimental studies have shown that as a result of the use of the proposed methodology, the optimal strategy of a forwarding company can always be determined from the payoff matrix. The performed simulation experiment allowed us to state that in most cases the forwarders optimal strategy is mixed (the technological and commercial services should be provided with the given probability while servicing the flow of requests from freight owners). Originality. The studies on the influence of the request flow parameters on the probabilities of choosing the elementary strategies are carried in the paper for the first time. Practical value. The proposed methodology can be used as the basic tool for supporting decisions of freight forwarders while servicing the cargo owners at the market of road freight transportation.

Abstract:
Over the past 30 years the transportation of goods has developed beyond recognition. The transportation infrastructure is sophisticated and relatively efficient and it is not unusual for goods to be shipped by more than one mode of transportation. Unfortunately, private law has not kept pace with these infrastructure changes. Therefore, a different liability regime applies to every unimodal type of transportation. Though, each unimodal regime is usually based on similar principles they are sufficiently different, from each other, to create a great deal of uncertainty when trying to assess the liability of the participants, in the transportation venture. Such uncertainly is highlighted, for example, when the exact time of the loss or damage cannot be ascertained---which liability regime is applicable?
An individual who engages a forwarder will not be particularly concerned with the above and generally assumes that by dealing with a forwarder, the forwarder will be liable for any loss or delay. Unfortunately, this is not always the case and depending on the terms upon which the forwarder contracts i.e. as agent, principal, carrier etc., and the application of any mandatory liability regime the forwarder may limit or escape liability altogether. Thereby leaving the customer without an effective remedy.
In this thesis we have examined the common law evolution of the freight forwarder from their traditional role as agents to their modern sophisticated role, as a "one stop shop," which more closely resembles that of principal. With particular emphasis on how forwarders' have coped with the advent of multimodal transportation and its legal uncertainty.

Abstract:
In September 2008, a consignment of pirated batteries, which were marked with Panasonic’s trademark, were retained by Swedish Customs. Panasonic sent a warning letter to the freight forwarding company, Tavatur, demanding it to destroy the batteries through the simplified procedure in (EC) No 1383/2003. However, since Sweden has not implemented the simplified procedure, Tavatur was unable to destroy the batteries without a court order from Sweden. Panasonic therefore sued Tavatur, the legal dispute being what liability freight forwarders have for pirated goods. Due to technical developments within different modes of transport, freight forwarders’ role has changed over the last few decades, from simple duties where the freight forwarder held an intermediary position, to a more independent role in which they now have to be legally classified as either a carrier or an agent. Unfortunately, legal development within multimodal transport has failed to keep pace with the speed of technical development. Bills of Lading, for example, have historically been working as receipts, but due to modern packing techniques, they have lost the normal evidence function they once had. Although there are some international regulations concerning freight forwarding services, they do not extend beyond the countries in which such conditions are used. When a dispute occurs between transport operators, which follow different regulations, the liability of the freight forwarders is unclear. Therefore, freight forwarders are in the need of harmonised legislation, especially concerning their liability for trademark infringements. Nonetheless, there are ways in which freight forwarder can avoid these disputes with right-holders, namely; by protecting themselves with legal cost insurance and via establish their liability through the use of contracts. However, Sweden and other Member States, which have not implemented the simplified procedure, should reconsider an implementation of it.

Companies face competition that comes at them from different directions in the current environment of globalization, deregulation and the push for greater mass customization of products, which still can be differentiated from other products and services. A large number of companies have outsourced a large percentage of their non-core activities in order to concentrate on their core competencies with transportation of their goods being one of the aspects that they have outsourced. Companies are faced with shorter lead times, inaccurate forecasts, unexpected delays in production and need to seek out alternative transportation modes in order to get their goods to market on time. Transportation by air ends up being the best choice to handle requirements of time sensitivity and the transportation of high value goods. The purpose of this thesis was to investigate how the air freight supply chain and network that is in place in the Jönkoping region is constructed; in addition to seeking out information in regards to the type of air freight goods being transported into and out of the region; along with the buying behavior and promotion strategies utilized in the promotion of air freight within the region of Jonkoping. The conclusions from this thesis show that there are a number of key actors (integrators and freight forwarders) involved in the air freight network within the Jönköping region. A number of them indicated that the actors they mainly interacted with, in terms of activity links and resource ties, were limited to the airports that were outside of the Jönköping region. There were a few of the actors in terms of integrators that did interact with the Jönköping airport in a capacity that was greater than other actors. In terms of the type of air freight goods that were transported into and out of the region spare parts made up a major portion of the goods transported, followed by clothing and textiles, and other mechanical industry products. The promotion of air freight mostly performed by integrators to their customers is done in terms of emphasizing reliability, punctuality, regularity and security to their customers.

Truck platooning as one emerging technology in the area of road freight transport promises to improve efficiency and safety and requires different stakeholders (e.g. road operators, freight forwarders, truck manufacturers, etc.) to adapt their business models. In this chapter, key aspects when developing a truck platooning business model from a road operator’s perspective will be summarised based on related work and interviews/workshops conducted in the Connecting Austria project. Furthermore, the relevance of ongoing trend monitoring to continuously adapting business models is discussed in this chapter and applied for logistics and automated driving within the Connection Austria consortium.

Abstract:
Freight forwarding plays a crucial role in facilitating global trade and logistics. However, as the freight forwarding market is extremely fragmented, freight forwarders often face the issue of not being able to fill the available shipping capacity. This recurrent issue motivates the creation of various freight forwarding networks that aim at exchanging capacities and demands so that the resource utilization of individual freight forwarders can be maximized. In this paper, we focus on how to design such a collaborative network based on collaborative game theory, with the Shapley value representing a fair scheme for profit sharing. Noting that the exact computation of Shapley values is intractable for large-scale real-world scenarios, we incorporate the observation that collaboration among two forwarders is only possible if their service routes and demands overlap. This leads to a new class of collaborative games called the Locally Collaborative Games (LCGs), where agents can only collaborate with their neighbors. We propose an efficient approach to compute Shapley values for LCGs, and numerically demonstrate that our approach significantly outperforms the state-of-the-art approach for a wide variety of network structures.

Abstract – An Urban Consolidation Center (UCC) is a logistics solution aimed at reducing negative environmental and traffic effects of freight transportation in cities. This is mainly achieved by the consolidation of loads across customers. Despite having potential benefits, UCCs have not been widely implemented in practice. To realize the theoretical potential of UCCs in practice, a UCC has to attract customers. Crucial for the success of a UCC is a good fit between its services and the requirements of its market. Therefore, this paper addresses how UCCs can be evaluated from the perspective of its direct customers, i.e., freight forwarders and carriers. The Value Proposition Canvas, an established tool for business modeling, is adopted as a framework. The presented framework can be applied in a practical setting and provides the basis for an estimation of a UCC’s actual benefits. The freight-forwarding market is at a tipping point because of the pandemic which dictates a new narrative in business with the changes companies have gone through in all sec­tors. Covid-19 initiated freight-forwarding, logisticians and customs officers to re-assess their strategy and realization of supply chains in line with new technology and digitalization. Intro­ducing digital solutions will be the focus of every part of the supply chain as it will increase the quality of their services and so secure an adequate level of competitiveness in the market. Digital trends surpass traditional business with ease in hopes of clearing existing logistical bottlenecks. Automation of business services, various applications and platforms offers value to all partici­pants in logistical achievements by decreasing cost. One benefit is the personalization of logisti­cal and freight-forwarding services through the creation and processing of data. This work con­siders how customs officers and forwarders tackle digital transformation. Digital transforma­tion in the freight-forwarding branch occurs on three levels. The first level is the new digital strat­egy of the FIATA freight-forwarding association for creating individual electronic documents. The second level encompasses different initiatives (IATA One Record, FEDeRATED, FENIKS, or IPC­SA NoTN) to further connect existing systems, allowing supply chain participants to exchange information and still maintain control over their information. The third level represents the dig­italization of the freight-forwarding companies themselves by introducing new software solu­tions. Customs systems advance at their own pace towards digitalization. Accessible, safe, inte­grated, interoperable electronic customs systems have eased electronic customs formalities to ease logistics in the supply chain when moving goods into/out of the EU. Compatible IT customs systems are built following international standards in terms of data sets which allows interac­tion with customs systems between countries.

INTRODUCTION Cambodia’s exports of goods and services outpaced the country’s economic growth and outperformed global export growth over the past years. Exports of goods and services increased dramatically during the past years, from about US$4.2 billion in 2009 to US$14.7 billion in 2019 (O’Neill, 2021). The solid export growth resulted in improved livelihoods for Cambodian households. Trade is a medium for productivity led growth in a small economy like Cambodia. It gives companies access to wider markets and boosts foreign direct investment. But the COVID-19 pandemic had badly affected the freight forwarding services in Cambodia, and particularly logistics firms, which are involved in the movement, storage, and flow of goods, have been directly affected by the global pandemic. For Cambodia, there was no remarkable gains in freight transport in the early 2020. According to the Cambodia Freight Forwarders Association (CFFA), COVID-19 pandemic has seriously hurt Cambodian logistic providers, with 10-15 percent will soon be bankrupt (VietnamPlus, 2020). As stated by the president of CFFA, “the dramatic decrease in buying orders led the traffic of goods and product exports to drop about 70-80 percent. In addition, more than 100 logistics firms have been struggling to survive due to the financial hardship, with an estimated 60 percent fall in revenue” (VietnamPlus, 2020). Logistics companies connect firms to markets by providing many different services, including transportation, freight forwarding, warehousing and inventory management. They play an important role in global manufacturing, which is complex and multilocational. For example, Apple inc. uses the components from more than 200 supplicrs from many different countries (Ross, 2020). ‘L’oday’s global value chain requires uninterrupted flow of goods between and within the countries. These can be achieved by firms outsourcing their logistics functions to third-party logistics service providers.
