Abstract:
Over the past 30 years the transportation of goods has developed beyond recognition. The transportation infrastructure is sophisticated and relatively efficient and it is not unusual for goods to be shipped by more than one mode of transportation. Unfortunately, private law has not kept pace with these infrastructure changes. Therefore, a different liability regime applies to every unimodal type of transportation. Though, each unimodal regime is usually based on similar principles they are sufficiently different, from each other, to create a great deal of uncertainty when trying to assess the liability of the participants, in the transportation venture. Such uncertainly is highlighted, for example, when the exact time of the loss or damage cannot be ascertained---which liability regime is applicable?
An individual who engages a forwarder will not be particularly concerned with the above and generally assumes that by dealing with a forwarder, the forwarder will be liable for any loss or delay. Unfortunately, this is not always the case and depending on the terms upon which the forwarder contracts i.e. as agent, principal, carrier etc., and the application of any mandatory liability regime the forwarder may limit or escape liability altogether. Thereby leaving the customer without an effective remedy.
In this thesis we have examined the common law evolution of the freight forwarder from their traditional role as agents to their modern sophisticated role, as a "one stop shop," which more closely resembles that of principal. With particular emphasis on how forwarders' have coped with the advent of multimodal transportation and its legal uncertainty.

Abstract:
In September 2008, a consignment of pirated batteries, which were marked with Panasonic’s trademark, were retained by Swedish Customs. Panasonic sent a warning letter to the freight forwarding company, Tavatur, demanding it to destroy the batteries through the simplified procedure in (EC) No 1383/2003. However, since Sweden has not implemented the simplified procedure, Tavatur was unable to destroy the batteries without a court order from Sweden. Panasonic therefore sued Tavatur, the legal dispute being what liability freight forwarders have for pirated goods. Due to technical developments within different modes of transport, freight forwarders’ role has changed over the last few decades, from simple duties where the freight forwarder held an intermediary position, to a more independent role in which they now have to be legally classified as either a carrier or an agent. Unfortunately, legal development within multimodal transport has failed to keep pace with the speed of technical development. Bills of Lading, for example, have historically been working as receipts, but due to modern packing techniques, they have lost the normal evidence function they once had. Although there are some international regulations concerning freight forwarding services, they do not extend beyond the countries in which such conditions are used. When a dispute occurs between transport operators, which follow different regulations, the liability of the freight forwarders is unclear. Therefore, freight forwarders are in the need of harmonised legislation, especially concerning their liability for trademark infringements. Nonetheless, there are ways in which freight forwarder can avoid these disputes with right-holders, namely; by protecting themselves with legal cost insurance and via establish their liability through the use of contracts. However, Sweden and other Member States, which have not implemented the simplified procedure, should reconsider an implementation of it.

Abstract:
Companies face competition that comes at them from different directions in the current environment of globalization, deregulation and the push for greater mass customization of products, which still can be differentiated from other products and services. A large number of companies have outsourced a large percentage of their non-core activities in order to concentrate on their core competencies with transportation of their goods being one of the aspects that they have outsourced. Companies are faced with shorter lead times, inaccurate forecasts, unexpected delays in production and need to seek out alternative transportation modes in order to get their goods to market on time. Transportation by air ends up being the best choice to handle requirements of time sensitivity and the transportation of high value goods. The purpose of this thesis was to investigate how the air freight supply chain and network that is in place in the Jönkoping region is constructed; in addition to seeking out information in regards to the type of air freight goods being transported into and out of the region; along with the buying behavior and promotion strategies utilized in the promotion of air freight within the region of Jonkoping. The conclusions from this thesis show that there are a number of key actors (integrators and freight forwarders) involved in the air freight network within the Jönköping region. A number of them indicated that the actors they mainly interacted with, in terms of activity links and resource ties, were limited to the airports that were outside of the Jönköping region. There were a few of the actors in terms of integrators that did interact with the Jönköping airport in a capacity that was greater than other actors. In terms of the type of air freight goods that were transported into and out of the region spare parts made up a major portion of the goods transported, followed by clothing and textiles, and other mechanical industry products. The promotion of air freight mostly performed by integrators to their customers is done in terms of emphasizing reliability, punctuality, regularity and security to their customers.

Abstract A small island with 35980 sqare kilometers, Taiwan, population 23 millions. According to Taiwan Bureau of Foreign Trade record, in 2014 total numbers of exporters and importers are 118,175, and 86.5% are small and medium enterprises. Meantwhile the registered members to International Ocean Freight Forwarders and Logistics Association, Taiwan are over 600; members to Taipei Airfreight Forwarders and Logistics Association of Taiwan are appx 1000. Competition is severe for so many freight forwarders to fight for the nomiations from island-wide exporters and importers This research approaches Taiwan by using Analytic Hierarchy Process (AHP). Firstly through literature review to select criterias for choosing international freight forwarders, and devide them into different truss. Then design first questionnaire and submit to domestic freight forwarder industry、governmental institutions and academe, all the experts in different domains. Collect and analyze the answered questionnaires to determine all selection criterias in each truss. Second questionnaire was designed for Analytic Hierarchy Process (AHP) with objects to exporters and importers who use more than one freight forwarder. The result shows the most valuable truss to exporters and importers are price. In the 2nd layer the most valuable criterian is competitive price. The result is served to those international freight forwarders in Taiwan for direction in management development and long term business sustainable practice.

如今許多商品都採用航空運輸。據預測,未來20年中世界航空貨運量將至少翻番。類似旅行中介,空運貨代是航空公司和貨主的中間人。貨代處理了超過80的國際航空貨運量,並以及時、安全、經濟的方式代表貨主管理整個運輸過程。
本論文包括關於空運貨代的三項研究:第一項研究(第一章)中,空運貨代的資源規劃和收入管理被結合起來。在資源規劃方面,我們考慮從航空公司、合作夥伴、以及分包商,分別購買多少艙位。在收入管理方面,我們考慮兩個細分市場,即固定客戶和臨時客戶,並決定接受或拒絶請求的準則。首先,我們考慮固定客戶先於臨時客戶到達的模式,並考察資源規劃決策和收入管理決策之間的關係。然後,我們考慮固定客戶和臨時客戶可以以任何順序到達的模式,同樣,我們考察資源規劃與收入管理決策的互動,並比較兩個到達模式的結果。

Nowadays, a wide range of goods are shipped by air, especially those of high value-to-weight ratio. It is forecasted that world air cargo traffic will more than double over the next 20 years. Analogous to travel agents, airfreight forwarders are intermediaries between airlines and shippers, handling more than 80% of international airfreight volume. On behalf of shippers, forwarders manage the entire shipping process in a timely, safe, and cost-effective manner.
The thesis consists of three studies in airfreight forwarding: In the first study (Chapter One), we integrate an airfreight forwarder’s resource planning and revenue management. On resource planning, we consider the problem of determining the amount of cargo space to acquire from airlines, partners, and subcontracting agents. On revenue management, we consider two market segments, namely regular customers and adhoc customers, and determine the criterion based on which a present request is accepted or rejected. We first consider a customer arrival pattern where regular customers arrive before ad hoc customers. The relationship between resource planning decisions and revenue management decisions are examined. We then consider an arrival pattern where regular and ad hoc customers may arrive in any order. Similarly, the interactive effects of resource planning and revenue management decisions are investigated and the results of the two arrival patterns are compared.
In the second study (Chapter Two), we develop a heuristic algorithm for an airfreight forwarder’s shipment bidding and logistics planning problem. The algorithm generates an optimal bidding strategy in a logistics planning environment. It consists of two stages; the first stage enumerates possible bidding decisions utilizing a portfolio tree and addresses logistics assignments during the bidding window, while the second stage addresses subsequent logistics assignments. The logistics assignments at both stages are determined by neighborhood search within a Tabu environment. Strategies are also proposed to streamline the algorithm. Computational experiments show that it is an effective one. The algorithm is motivated by the problem described in the paper “An Airfreight Forwarder’s Shipment Bidding and Logistics Planning by Leung et al. (2013). In fact, it is used to solve a two-stage stochastic program formulated in the paper. Although the algorithm is only in Section 4 of the paper, to put it in a good context, the entire paper is included in this chapter with permissions from the authors.
In the third study (Chapter Three), we consider an airfreight forwarder’s shipment bidding and revenue management problem. Online bidding of shipments is a common practice at many web-based logistics platforms. In the bidding environment, the forwarder’s revenue management is quite challenging and must be based on a portfolio concept. The problem is further complicated by logistics planning considerations. In this study, we first formulate a basic model without considering logistics planning aspects. Analytical results are derived on the optimal shipment portfolio and the optimal bid prices. We then extend the basic model to incorporate logistics planning decisions. Managerial insights are explored by studying a numerical example.

This paper examines the issue of job satisfaction within a freight forwarding company. The widespread dissatisfaction coupled with high staff turnover has necessitated a study of this nature. Due to the broad nature of this topic, this study focused specifically on company factors with the intention of determining which of these factors, if at all, were primarily responsible for the dissatisfaction that was prevalent. Company factors, upon which the study was based, were identified to try to assist management understand the full extent of the dissatisfaction. The intention was to identify the specific company factors that were contributing to the dissatisfaction in order to help curb the high level of staff turnover within the company. The study was conducted as staff were leaving at an alarming rate without the necessary steps being taken to address the problem. The methodology that was used was to send out a questionnaire to a broad section of the staff where the company factors were outlined and staff had to rate their level of satisfaction. The results that were obtained outlined which of these company factors contributed to the dissatisfaction that was prevalent. It zoned in on the important issues that needed to be addressed as opposed to addressing issues that were not as important. There were some distinct patterns that were found in the data. None of the factors investigated scored ratings of 4 or 5 (satisfied or highly satisfied) and the results showed a general dissatisfaction within the company. This research is an invaluable source of information not only to this company, but to other freight forwarding companies to prepare them for similar problems that they may encounter within their companies. It is envisaged that companies who take heed of the findings will not experience high levels of dissatisfaction as well as high staff turnover but they would retain their personnel especially their skilled workforce.

With the increasing demand of integrated logistics services, ocean freight forwarders have played an important role in providing logistics service to shippers in today’s competitive shipping Industry. Specifically, the manpower of ocean freight forwarding industry needs to be more specialized and have the characteristics of resistance to pressure, efficiency, and effectiveness to provide an expanding range of international logistics services. The employee turnover is accordingly relative high comparing to other industries and has become one of critical issues in operation. In particular, the high employee turnover results in the additional costs on human resource management and interrupts the logistics operations. Thus, it is imperative for ocean freight forwarders to reduce the employee turnover rate. This study, accordingly, aims to investigate the factors influencing the employee turnover in ocean freight forwarding industry based on risk management approach. This study through questionnaire to identify risk factors, and risk management method was performed to evaluate the frequency of employee turnover and its impact on an organization in this study. This study indicate that better choice of jobs, health considerations, and lower pay were perceived by respondents as the most agreement reasons influencing employee turnover. Moreover, results also show that raises range , unfair reward system, and high work pressure were the most import risk factors impacting the stability of an organization. The findings therefore may provide suggestions to top managers for formulating their human resource management strategies to improve employee turnover.

Conventionally, freight forwarders make use of one consolidation and one break-bulk procedure to transport less-than-container-load cargoes. However, in order to have better customer service, their may offers various procedures, for example, multiple consolidations in the way of carrying cargoes to their destinations. Corresponding to these various procedures, freight forwarders need have a more flexible operation network. This paper makes an attempt to describe what kind of operation networks needed if freight forwarders offer various consolidations/break-bulk procedures. Furthermore, if freight forwarders transport less-than-container-load cargoes with a flexible operation network, their will face the load planning problem, simultaneously to decide what routes the cargoes should be transported and what kinds of containers should be choose to load these cargoes. This paper makes use of the multicommodity network flow problem to develop an optimization model for this load planning problem. This model is evaluated by a test case. The computation results seem promising. However, a real-world case should be tested in the future research.

The competition among ocean carriers has increased recently due to the rapid growth of international trade. The ocean carriers provide transport services to producers or forwarders that serve as intermediaries between the carriers and owners of cargo. The role of the freight forwarding industry has become more and more important because the number of international companies utilizing the services of freight forwarders has increased in recent years. Therefore, understanding forwarders’ choice of ocean carriers can provide valuable insights for ocean carriers on service design and improvements. This research collected data by mailing questionnaire to freight forwarders that provide services between Taiwan and U.S. The modeling framework consists of two stages. The first stage employs the exploratory factor analysis to extract the underlying latent factors representing service quality of ocean carriers; the second stage incorporates underlying factors to estimate the multinomial logit model. The result of the exploratory factor analysis identifies three latent service quality factors including speed/reliability, safety and empathy service, and service convenience. The estimation results of the multinomial logit model indicate that transit time, frequency, record of cargo delay, freight rate, and two service quality factors (service convenience and speed/reliability) are significant factors to influence the ocean carriers choice.

This study employs the Analytic Hierarchy Process (AHP) method to determine the importance of various logistics capabilities for ocean freight forwarders. A three-level hierarchical structure with 16 logistics capability attributes is proposed and tested. Sourcing the results from an AHP survey in Taiwan indicates that supply chain integration is the most critical logistics capability dimension by ocean freight forwarders, followed by logistics service quality, risk management, and marketing and customer relationship management. Overall, the results indicated that the five most important logistics capability attributes for ocean freight forwarders were cooperation among supply chain partner, professional logistics personnel and good service attitude, establishment of global agency networks, establishment of standard logistics operating procedures, and quick customer response.

The purpose of this research is to discuss the service operations of ocean freight forwarders. Based on the perceptions of both customer and service providers on the services of ocean freight forwarders, the customer’s service requirements were first investigated and validated with a Fuzzy AHP model. The service operations of ocean freight forwarders were then examined from their organizational structure, operational process and standard operation procedures (SOP). Finally, the Quality Function Deployment (QFD) was employed to translate the service requirements into the service operations of ocean freight forwarders, by which the IPA (Importance-performance analysis) was then used to make policies for improving the service operations. As an empirical study, a famous ocean freight forwarder in Taiwan was investigated to validate the research model. The results could provide practical information for ocean freight forwarders to make policies for improving their service operations.

With rapid changes of development in regional economic and international trade in these years, variation of supply chain structure and products as well as the concept of international combined transportation and whole supply chain service have become the primary trend in global freight forwarder industry. In this highly competitive market, freight forwarders are looking for strategies to enhance their competitiveness. Therefore, efficiency measurement and improvement have become important issues concerned by practitioners and researchers. In this study, two input variables (number of employees, operating expense) and two output variables (ocean freight TEUs, air freight metric tons) are used as variables and several DEA models: CCR, BCC, Scale Efficiency and Malmquist Productivity Index, are applied to evaluate the efficiency of top 10 global freight forwarders. The results show that the relatively efficient DMUs remain unchanged during 2011 to 2013 according to the scores obtained from CCR model except for Panalpina is 2011. The efficient DMUs are identical in three years according to the results based on BCC model and only Nippon Express and Yusen Logistics are relatively inefficient in these years. In addition, the scale efficiency analysis shows that the relatively efficient DMUs are roughly the same over 2011 to 2013. There are five DMUs are relatively efficient in each year except for Panalpina in 2011. Finally, Malmquist productivity index (MPI) is applied to measure intertemporal efficiency and productivity in the evaluation periods.

However, sometime we can hear that corporations have a great loss because of employees’ dishonesty. Employees’ dishonesty is a risk in personnel management and it may not be compensated for the losses. The aim of this paper is applying risk identification and risk measurement to investigate the employees’ dishonest behavior, and explore the employee performance bond how to applying for ocean freight forwarders. The results of this study showed that six employees’ dishonest behavior are sorted out four risk groups: (1) Competition behavior is belong to extreme risk; (2) Malicious business practices and receivable accounts before leaving the company lost cause are belong to high risk; (3) Because duties behavior implicated company suffered request for compensation is belong to moderate risk; (4) Occupation of the company's assets and commission and unauthorized leave or early termination of the employment contract is belong to low risk. Applying multiple regression equation to establish the relations about risk management capabilities of company, respondents’ perceived risk, respondents’ socio-economic factors on desire of insure. The study shows company’s risk management has no significant effect on desire of insure. The risk perceived has significant positive effect on desire of insure. The gender, how long ago company established, and total number of employees have significant positive effect on desire of insure. Finally, this paper suggests some risk management strategies to ocean freight forwarders and insurance industry.

Ocean freight Forwarder services are continuous services which exist in the long-term interaction relations between customer and the shipping contract industry. In Taiwan, Forwarder committed to marketing activities, which show that customer relationship management is considered one of the most important management strategies in this area, besides, loss of customers should pay more attention to this issue. This research aims for risk and management strategy of customers loss in ocean freight forwarder industry. This research is divided into two stages. For the first stage, factors of customers loss will be measured which are recognized by risk segments in ocean freight forwarder industry. The survey research is used Likert-type five-point Scale to approach summat rating scale with statistical analysis. 201 questionnaires will be returned to analyze between ocean freight forwarder and customers. The results of survey show 3 key risk factors. Respectively, “P1 freight fee changes resulted in loss”, “P2 without better discount offers resulted in loss” and ”B1 Inflexible time of freight bill paid up resulted in loss”. For the second stage, the survey research will be divided into 3 dimensions and 9 risk management strategies using Analytic Hierarchy Process(AHP) to analyze.The research undertook a confirmatory factors analysis to analyze the responses to ascertain how “ Sales activity”, “Operation(OP)” and “Business Operation” positively affect risk management improvement. Generally speaking, the 3 main solving strategies in sequence will “ Strengthen market sensitivity and responded ability for sales personnel”, “Strengthen to deal with abnormal status of goods processing and the ability of cargo tracking” and “Customization service” Related findings and reference shall be provided to maritime transport industry for managing customer loss of risk factors.

The purpose of this study is to investigate the associations between role and turnover intention. This work introduces the concepts of role perception, role expectation, and role conflict as ascendants of employee turnover intention. The leader-member exchange variable is adopted as contingent variable, i.e., as the leader-member exchange differs, the association between role and leave intention will also change. The employees of forwarder are invited to join this research. This study sampled 300 questionnaires and 228 copies are returned valid, which yield to 75% effective sample rate. Major findings are as following: 1. Role conflict relates positively with turnover intention. 2. Leader-member exchange situation will moderate the relationship between role and turnover intention, i.e. A good leader-member exchange situation will lower the positive association between role conflict and turnover intention. 3. Based on research findings, some suggestions for HR practice in forwarder are proposed and the implication of this research is highlighted.

Abstract The Air Freight Forwarding Company deals with the business of international service. Therefore, the international Air Freight Forwarding Company, should not only establish regional market competition ability, but also build a complete and global service network by establishing overseas branch office, Merger or Acquisition, Joint Venture and Non-equity Alliance, etc, under the consideration of cost, business risk, local market, management and all external and internal circumstance. In recent years, many integrated of global logistics have expanded their business territory by merging others. They use the strategy of merging the logistics industries vertically and horizontally to enhance the service quality, and to become the worldwide integrated logistic service provider. On the contrary, facing the foreign different conditions and limited resources, small and medium Taiwan Air Freight Forwarding Companies should evaluate how to buildup their own global service network. From the viewpoint of Air Freight Forwarding Company, this study starts from establishing overseas cooperation model, based on the criteria of cost and effectiveness analysis, and then applies the Methods of Multiple Criteria Decision Making (MCDM) to evaluate 5 alternatives and 8 different scenarios. The top managers of the Air Freight Forwarding Companies are selected to answer the questions through in depth interview. Finally, this study has concluded that the different selection of overseas cooperation model was possibly caused by different external environments, company internal conditions and decision makers behavior.

Abstract Container transport has already become the main way of cargo transportation, in addition to full container load (FCL) transportation, less than container load (LCL) also takes a considerably important part. LCL cargo needs to be consolidated into container for fulfilling further sea or rail transportation. Since the process of cargo consolidation is pretty complicated, therefore, we develop a hierarchy structure which contains two layers to classify the risks of cargo consolidation operation. The process of consolidation operation of freight forwarders is studied as an example, and strategies which can reduce corresponding risks are proposed. The importance of the strategies is compared by a questionnaire survey. The result shows that “reducing the securing cargo stage level” is the most important strategy and secondly is “reducing stuffing risk level” and “reducing freight forwarder’s stowage planning risk”.

Recently, more and more producers pay attentions to customers. By maintaining the good relationship between producers and customers, producers can get more profits and be more competitive. Therefore, Customer Relationship Management (CRM) is necessary for producers. The air cargo market faces a short saturation because of the low growth rate of annual global air cargo total tonnage. When airlines do not expect an optimistic air cargo market in the near future, they tend to allocate more resources to maintain existing customers rather than to develop new markets. It is more and more essential for airlines to understand their customers’ preferences toward air cargo services and post-purchasing behavior. This paper aims to investigate Taiwanese air cargo forwarders’ preferences and post-purchasing behavior. By sending questionnaires to the air cargo forwarders, We gather the opinions about the importance and satisfaction of the service items, as well as the possibility of the post-behavior behavior items. All items have been mentioned above are based on SERVQUAL conceptual model proposed by PZB and some literatures of post-purchasing behavior. A total of 952 air cargo forwarders sent the survey, and received 75 valid questionnaires. Through descriptive statistics, importance-performance analysis and ordered probit model, this paper explores air cargo forwarders’ preferences and post-purchasing behavior. In consequence, there are some findings showed below. The post-purchasing behaviors which benefit airlines are easily affected by satisfaction of having up-to-date equipment. Furthermore, air cargo forwarders tend to choose lower-fare airlines for shipping. As a result, this paper provides two recommendations to airlines for enhancing competitiveness: 1.Improve cargo staffs’ initiative. 2.Offer lower fare or discounts.

Ocean freight forwarders play important roles in the development of shipping and international trading industries of Taiwan. With the advancing of the information technology, ocean freight forwarders have been becoming maritime logistics service providers. They are not only as good partners with small and medium enterprises which relying on consolidation services but also with international technology companies which contracting supply chain solutions. Besides, according to UCP600, the International Chamber of Commerce (ICC) has allowed that a set of Bill of Ladings which issued by a freight forwarder would be acceptable for Letter of Credit. It means that the status of freight forwarders in international trading is almost equal to shipping companies’. Furthermore, the definition of “carrier” in the Hamburg Rules and the Rotterdam Rules has no more required being a ship owner or charterer, so it is not impossible for freight forwarders to qualify as a “carrier” according to above Rules. However, concerning the cargo liability of ocean freight forwarders in the Civil Law of Taiwan, the court must judge its legal status as a freight forwarder or, as a freight forwarder who undertakes a carrier’s rights and duties assumed by the Civil Law §664 first. And it would be a decisive decision for the liability of a freight forwarder. There are similar situations of freight forwarders’ dual legal roles in English law, Anglo-American law, and China law, but their judging criteria are more flexible than the Civil Law §664. Thus, the criteria for deciding the legal roles of freight forwarders is the core of this study. In addition, it is common that ocean freight forwarders who undertake the carriers’ liabilities nowadays. But the cargo liabilities of such ocean freight forwarders are not stated in the Civil Law or the Maritime Law, it almost totally relies on the court’s explanation of the Civil Law §663. Therefore, this study would try to draw the practice situation and make it more clear through analyzing legal cases. Also, the study would review the influence of Maritime Law Amendment on the liability of ocean freight forwarders. Motivation and Objectives: With the rapid growth of global trade and increasing attention being paid to supply chain security, implementation of Authorized Economic Operator (AEO) has emerged as a solution for businesses to reduce risks, enjoy a faster customs clearance procedure, strengthen supply chain partnerships, and build a favorable relation with the government. Despite these benefits of being an AEO, the ratio of AEOs among Taiwan’s freight forwarders is very low. This study explores factors affecting implementation of AEO among freight forwarders and further ranks these factors by importance. This study aims to gain an insight into the key factors affecting Taiwanese freight forwarders’ decision to become an AEO. Method: This study employs the rational adaptation perspective to explore factors central to AEO implementation among freight forwarders in Taiwan. The weight of each factor is determined through a Fuzzy Analytic Hierarchy Process (FAHP) analysis of expert opinions. The key factors are identified using the VIKOR method. Results: Each factor has a certain influence on AEO implementation, but the influences of dominant partner pressure, regulatory pressure, and favorable transactional climate are particularly greater. Freight forwarders in Taiwan consider their relationships with other organizations and compliance with regulations governing the shared environment as highly important. In the present, security and efficiency in freight forwarding (i.e. risk reduction and perceived benefits) are not their primary concerns in the decision over AEO implementation. Contribution: Results can be a reference for both freight forwarders and the government. They provide them with clear guidance for more efficient implementation and more effective promotion of AEO.

Under the situation of increasing numbers of freight forwarders and related competitiveness in recent years, formulating different strategies to exhibit their services and stabilized resources of the goods is an important issue for container shipping companies. The purpose of this paper, stands in the viewpoint of freight forwarder, is to understand how container shipping companies enhance and create different services in order to gain customer loyalty, customer retention rates and profits, then long term cooperation may reached. This problem involves the strategies and impacts of shipping company in many aspects; therefore, Multiple Attribute Decision Making (MADM) could apply in this problem. Besides using brainstorming to find related impact factors, related literatures are also reviewed to understand how widely the evaluation criteria involved. This study develops expert questionnaires to investigate the perception of experts for relative importance of criteria and the performance of shipping companies. For the reason of response consistency and convenience of experts, Consistent Fuzzy Preference Relation (CFPR) is applied to identify the relative importance of factors and VIKOR (VlseKriterijumska Optimizacija I Kompromisno Resenje) is combined to find the position of shipping company in the consideration of freight forwarders. The result of this research includes not only the subjective weights of key factors identified by the experts and shipping companies ranks, but also the objective weights identified by Entropy to ensure the factors that shipping company should promote in the market share.

In the trend of globalization, the volume of export and import is continuously growing year by year; therefore, the cargo advance filing rules of export and import are now implemented in Customs of many countries, which will definitely be the new worldwide tendency gradually and also bring an obvious impact on the freight forwarders. In order to enhance the work efficiency in the interrelated trade system with more maturing standards of preventing and ensuring the cargo transportation safety, the integration of electronic documents exchange system is the priority we have to deeply consider to improve and streamline the current operation to conform SOP (standard operating procedure) for intensifying the work efficiency.   This research is based on Qualitative Research, which mainly aims at the operators who are involved in the operation of cargo advanced filing rules for the export and import cases with thorough interview. The purpose of the research is not only to confer on the practical benefit analysis related to the integration of electronic operation system, but also to lead to the relevant suggestions and improvements in this electronic system for more efficacy, which may also be a referral of usage for other freight forwarders in the future as our expectation.   For the conclusion of the research, it shows that the operators of freight forwarders approve on the electronic integration system positively. Moreover, in the practical experiences, it also leads to several advantages of great effects on work efficiency, such as the procedure simplification, oversight decrease/prevention, and improvement of human resources waste. In addition to the above methods suggested, the more we expect to do in the future is to integrate the professional knowledge management system in this field to not only enhance the operators’ sense and proficiency, but also combine the pragmatic skills to be the aid to promote the important effects in the work as our expectation emphasized in this research.

The study focuses on the relationship between the ability of the Sea/Air Service providers and the effectiveness of its performance via Correlation Analysis. Surveys were conducted to the sea/air service providers in Taiwan, the target population in this study, and 108 effective samples were collected. After factor analysis, my study further breaks down the capabilities of the sea/air service providers into two factors: client management and resource management. Performance effectiveness was then also broken into operation effectiveness and logistic effectiveness. Through Correlation analysis, I concluded that relationships exist between client’s management ability and its operation effectiveness, and between resource management and logistic effectiveness. The results of my study are used to make recommendations relating corporate management.

Salesmen with ocean freight forwarder are key persons to face their clients while salesmen usually exchange frequently. Services provided by the salesmen represent the quality of services of Freight Forwarders. Ocean freight forwarders are the middlemen of shipping services and also cooperative rivals. Ship owning companies depended heavily on freight forwarders. In this way, freight forwarders are to face their clients that the salesmen have great contribution to maintaining customer service relationship while it is also not unusual that a client shift to other freight forwarders with their salesman. The study is to explore if it is true that clients followed salesmen and how an ocean freight forwarder prevent the loss of clients due to the quitting of salesmen and provide them with recommendations.

The development of service recovery has a fundamental impact on the structures and processes of business systems. The service quality effects customers’ satisfaction and customers’ loyalty. When customers are unsatisfied or the service qualities are not meeting the customers’ requirements, the issues of service failure and service recovery are emerged. Due to the fact that the service failures occur frequently in the service system, it is worthy to concentrate the issue of service recovery. Hence, the main purpose of this paper aims to investigate the quality improvement of service recovery for ocean freight forwarders in Taiwan. At first, preliminary twenty-four attributes of service quality and fourteen strategies of service recovery are conducted by literature review with combination of experts’ opinions. Secondly, an evaluation framework integrating three approaches – threshold and importance analysis (TIA), importance-performance analysis (IPA), and fuzzy quality function deployment (FQFD) – and with combination of three-stage questionnaires are developed. Finally, an empirical analysis for the evaluation is performed to demonstrate the computational process of three methods adopted by this thesis. The empirically results show that (1) eighteen attributes of service qualities and twelve strategies of service recovery are valued by shippers via TIA approach; (2) ten attributes of service quality are positioned on the ‘concentrate here’ in quadrant 2 and ‘low priority’ in quadrant 3 by using the IPA approach; and (3) applying the FQFD approach to prioritize the top three strategies of service recovery are strength of staff training, quick response, and the development of standard operational procedure (SOP), respectively. In addition, to acquire the voice of customers, the ten attributes of service quality are suggested to improve. Furthermore, the service recovery strategies are suggested to be paid more attention by the ocean freight forwarders in Taiwan.

When shipments of dangerous goods (hazardous chemical substances) that could endanger public safety or the environment, such as flammable liquids, corrosive material and explosive etc... are not properly packaged and labeled for air transport, they can pose significant threats because there is little room for error when something goes wrong in flight. To better understand the risks posed by improper ("undeclared" or mishandling) air shipments, this research is to review regulations related to evaluate the transport perception to Shippers and Freight Forwarders of Dangerous Goods in Air Transportation. The risk management in shipping chain, a structural equation modeling approach was used to test the effects of the levels of executive’s support, organizational formalization and information system on the performance of pure risk management. The results indicated that shippers or forwarders generally perceived the importance of risk management, the degree of executive’s support, operation staffs’ precise training in Dangerous Good shipment handling, and information system was found positively related to the performance of pure risk management. Some implications for theory and practice are briefly discussed in this study.

This thesis identifies the list of ocean freight business successful factors and evaluates the importance of these factors in order to provide reference for ocean freight forwarders to strengthen their operational competitiveness. There are total 29 operational success factors classified into five categories which are derived from the literature review and results from the Stage I executive survey and interviews. With these factors, survey questionnaire was developed and then distributed to ocean freight forwarder, exporters and importers and brokers. Analytical Hierarchy Process (AHP) is the tool used for research analysis. The research results show that participants rated staff professionalism is the most important factor whereas transportation expense is the least. As for the general comparison, participants are most concerned about the document correctness, least about the brand name of Ocean Freight Forwarder.

Abstract:
In the first study, we formulate the passenger and cargo allocation problem as a variant of the price-dependent multi-item newsvendor model with capacity constraints. The effects of baggage weight, pricing, and costing on the number of passengers and amount of cargo carried are studied. Based on the model and the existing practice of carriers, we develop several illustrative cases and fend that to maximize profit, large aircraft may need to reduce their baggage limits significantly from the current policy.
In the second study, we propose the dynamic partnership concept, which assures a feasible partnership in an online logistics community. After identifying the platform requirements, a preliminary knowledge framework which describes the collaborative knowledge and new knowledge managing approaches is suggested.
In the third study, we provide a two-phase framework for an airfreight forwarder's resource planning. In each timed phase, an optimization model first determines the aggregates and a simulation model then examines the disaggregated situations evaluating whether the aggregate estimates are viable under disaggregation and uncertainties. Here, a set of measurements are established to evaluate the performance of a resource plan. For the inadequate plans, areas of possible improvements are identified for revision.
Three studies in air cargo logistics are conducted respectively, covering the following three areas: carrier's passenger and cargo management, logistics service provider's partnership strategy, and an airfreight forwarder's resource planning.

The Kaohsiung export and Nantze export processing zone were founded from 1966 on. Lots of assembly parts were imported and lots of products made were exported to abroad. It starts the business and keeps booming of air cargo forwarder in the Kaohsiung area. But after the traditional manufacture industries move out from Taiwan and globalization of product processing, the items export by air cargo from Taiwan tend to the electronic goods that are light, thin, short and small. The quantities of export air cargo drop. In the mean time magnetic attraction from the northern Taiwan that the air cargo market scale is larger than Kaohsiung leads the competition get worse. The air cargo forwarders in the Kaohsiung area need to change to get survival. Thus this study bases on the point of view of forwarders in the Kaohsiung Area and refers to related reference document to find the factors of choosing the export airport for their freight by means of operation observation physically and the questionnaire. The results indicate the most five important determinants for forwarders in the Kaohsiung area are spot rate, space, consolidation, irregularity solved and time of flight departure/arrival. And four construct factors by factor analysis are service of airlines, way of forwarding consideration, policy and strategy for sales reason, and cost plus space. The result of ANOVA and cluster analysis could be the reference for airlines sales, either for government to build a subsidiary airport.

Recently, for improving competition, many air freight forwarders begin to develop Door to Door services. However, this development results in the operation process of air freight forwarders becoming more and more complicated. Thus, how to keep service quality is an important problem that managers should consider. The purpose of this research is to discuss the improvement of service quality of air freight forwarders. Based on the customer perceptions and the gaps of the perceptions between customers and service providers on the service attributes of air freight forwarders, the customer requirements will be first investigated and validated with a Fuzzy AHP. The technique constructs of service quality for service providers are then examined from the standard operation procedures (SOP) of air freight forwarders. At last, the Quality Function Deployment (QFD) is employed to transfer the customer demands into the technique constructs of air freight forwarders to make policies for improving the service quality. As an empirical study, the air freight forwarders in Taiwan are investigated to validate the research model. The results could provide practical information for air freight forwarders to make policies for improving their service operations. This study explores systematically the relationships between inner resources and customer service values of ocean freight forwarders. In terms of Quality Function Deployment techniques, the main concept focuses on reasonably allocating inner resources of ocean freight forwarder to improve customer service values. Data was collected and analyzed using the methods of factor analysis. Five factors are obtained: convenience of service and information, stability of service, service ability, service perception and value-added. Based on top three factos and by using the approach of Quality Function Deployment, ocean freight forwarder’s demand of service value would be transferred to technical requirement of service quality. Finally, the house of quality is used to construct the priority of inner resources for enhancing the service value of ocean freight service. The main results of this study reveal the following five items are most vital inner resources to improve customer service value: (1) personal recruits, (2) in-service training, (3) cargo tracking system on web, (4)motivation mechanism and (5)diversified multiple provide logistics service

In today’s well-developed trade activities, relationship between companies becomes more and more interdependently and closely. The supply chain systems are always composed of numerous members and complex connections across borders. After the threat of terrorist attacks in the USA on September 11, 2001, the supply chain security becomes an important issue over the world. Because of that, the USA advocacy of developing a lot of international cargo supply chain security relevant norms, such as CSI, C-TPAT, Megaports Initiative, ISPS Code, and ISO 28000. In addition, the USA and world customs organization (WCO) working together to leverage trade network between countries, customs and companies, initiate a new certificate system (AEO) in order to build up a more stringent and secure supply chain environment to ensure both safety and efficiency. This study aims at evaluating the possible effects of introducing AEO system into ocean freight forwarding industry and to sort out the key factors that may drive this industry willing to become an AEO. According to empirical data, the key factors of introducing AEO into freight forwarders can be organized into five parts, namely: business requirements, compliance with regulations, ensuring cargo safety, acquiring government’s subsidy, and facilities investment. This study also discovers the following results: (1) the most important consideration of introducing AEO system is “ensuring cargo safety”, and among the most important practical benefits is "customers to be assured by our service for the delivery of goods"; (2) regarding to working years, junior officers are more agreeable to accept the company incorporating AEO system; (3) regarding to job position, junior officers are better able to detect the difference after introducing AEO system; (4) as for year of company history, longer established companies are more able to feel the impact of AEO system; (5) regarding the company's total number of employees, small and medium enterprises are more able to acknowledge AEO system.

Sea freight forwarders face a keen competition and complicated market, but they are not necessarily inspect the available resources at hand. This study discusses the relationship between consignment acceptance of sea freight forwarders and slot allocation from carriers, expecting to verify those factors and put the results in practical use. Previous studies only focus on how shippers choose carriers, and how carriers’ slot allocation affect shippers’ decisions, but few studies discusses the critical role of sea freight forwarders between shippers and carriers. Namely, we hardly find the studies focusing on how shippers choose forwarders, and how carriers’ slot allocation affects forwarders’ decisions. Hence, this study collects sufficient data from experienced forwarders, using centroid of grey interval and fuzzy cognitive maps, concluding the key factors among forwarders with different operational scale. This study indicates that (1) the top three factors to forwarders’ acceptance are “shippers’ credibility record”, “dangerous cargo or not”, and “the possibility of cargo damage”. (2) the top three factor to choosing carriers are “professional knowledge of carriers’ sales”, “speed to solve problems and complaints”, and “ocean freight”. (3) when choosing shippers, forwarders with operation volume 500 teus and below focuses on “shippers’ credibility record”; forwarders with 501-1000 teus focuses on “slot sufficiency”; forwarders with 1001-1500 teus focuses on “shippers’ credibility record”; forwarders with 1001 teus and above focuses on “dangerous cargo or not”. (4) when choosing carriers, forwarders with operation volume 500 teus and below focuses on “ocean freight”; forwarders with 501-1000 teus focuses on “reliability of shipping schedule”; forwarders with 1001-1500 teus focuses on “ocean freight”; forwarders with 1001 teus and above focuses on “professional knowledge of carriers’ sales”. Corporare social responsibility (CSR) is becoming an important global trend that is applicable to modern organizations in the world. CSR practices differ among countries and among industries. The research was conducted by targeting ocean freight forwarders and shippers who have used freight forwarders’ services in Vietnam to explore the key practices of CSR in Vietnam ocean freight forwarding industry. The Analytical Hierarchical Process (AHP) methodology is employed to assess and weigh 15 sub-criteria that are covered by three dimensions: environment performance, social rating, and corporate governance rating. Using the snowball sampling technique, 32 responses are received from employees of the abovementioned companies. Consequently, the result indicates that among three evaluation dimensions, environment dimension is perceived to have the highest degree of importance and among 15 sub-criteia, protection of labor, pollution prevention, and clean energy and materials are the top three criteria that were perceived to have the highest degree of importance when a freight forwarder wants to fulfill its CSR. The study is important for managers in finding the effective approaches before they deploy CSR implemtation in their company, it also could be a guidance for future reseaches in related industry in Vietnam or in the same industry in other countries if they want to effectively implement their CSR.

Many Taiwanese freight forwarders are not large, and lack of competition, so in order to grasp future opportunities, they can enhance their constitution through horizontal mergers and acquisitions strategy. At this time, evaluation and selection of M&;A freight forwarders targets are very important. In this study, we used fuzzy Delphi method with AHP to find the strategies considerations as freight forwarders implementing horizontal mergers and acquisitions, and the importance of these considerations. The results show that when freight forwarders performing peers M&;A strategy, the selection factors ranked from high to low are cost perspective, customer perspective, internal process perspective, learning and growth perspective. The sub-criteria of the overall weight sorted from high to low are transportation costs, fulfillment of customer commitments, warehousing costs, meeting customer needs, transportation and distribution capabilities, organizational learning, staff expertise and information systems capabilities. The primary core operations of traditional logistics and freight forwarders are transportation and distribution, and warehousing. But with the development of consumer awareness and network technology, freight forwarders not only have the basic distribution capability and warehousing function, but also must provide good service quality and information systems to meet customer needs. Logistics and freight forwarders can not only help companies by providing fast and efficient delivery services, but also reduce the gap of space and distance between the customer and the enterprises. Therefore, the freight and forwarders’ economic role can not be ignored. Logistics and freight forwarding industry should continue to improve their competitive advantage, and create new value for themselves, so that the overall performance of the enterprise will grow, and serve more customers. Due to the development of containerization, the transit time has been substantially shortened. Cargo often arrive in the destination port before the bill of lading does. To improve this problem, shipping companies develop Documentation EDI, which is able to increase the efficiency of document handling process with freight forwarders. This research uses the extended Technology-Organization-Environment framework to identify the critical factors influencing the adoption of Documentation EDI for freight forwarders from technology characteristic, organization characteristic, environment characteristic and innovation characteristic and propose thirteen hypotheses. The empirical study was conducted on freight forwarders in Taiwan. Totally 150 questionnaires were delivered, and validly replied by 78, the return rate was 52%. The hypothesis were tested by discriminant analysis, the results show that firm size, top manager support, trading partner influence, compatibility and complexity are significant in distinguishing enterprises as adopters and non-adopters of Documentation EDI. Conclusions and suggestions are discussed based on these results.

Therefore, how seeks the risk management achievements the weight target, the effective implementation risk management system, then the establishment enterprise manages the competitive advantage, guarantees continues forever the management, is being solid is the ocean freight forwarders an important topic which shipping industry must to face. This study aims to explore risk management capability, risk management performance and performance in Taiwan’s ocean freight forwarders. Based on the factor analysis, four risk management capability dimensions are identified: risk management organizational formalization, knowledge management and emploees training. Three performance dimensions are identified: risk management performance, fincal performance and customer performance. Finally, through the regression analysis yielded the conclusions highlighted as follows: Ⅰ. Risk management organizational formalization、knowledge management brings up a significant impact on risk management performance. Ⅱ. Knowledge management brings up a significant impact on fincal performance. Ⅲ. Emploees training brings up a significant impact on customer performance. The results may be referred to as an approach to augment the strategic management in technical terms of benefit segment.

According to the study reports published by the Ministry of Transportation and Communications, on average, 99% of annual foreign trade is dependent on sea carriage in Taiwan. The ocean freight forwarders play an important role in the developmental vigor of Taiwan’s economic. Faced high substitute service, especially in the situation of rising competition and rising liability risk complexity, in order to enhance the competitive advantage and ability to maintain sustainable development, the prevention of threats and reduce the risk of occurrence, finding an algorithm for the import and export risk evaluation of ocean freight forwarders is an important issue. The main purpose of this research is to develop a fuzzy multi-criteria decision making (FMCDM) algorithm and to survey an empirical study of evaluating import and export risk for ocean freight forwarders in Taiwan. The results of the study reveal: 1.Through FAHP analysis, the most important key risk factors in the import and export operation of freight forwarders is cooperation risk, followed by transportation and warehousing operational risk. 2.Through FAHP analysis, the first three key risk factors in the import and export operation of freight forwarders are “unfamiliar foreign customs regulations and operating procedures”, “insufficient capacity warehousing operations” and “demolition cabinets and inadequate loading capacity”. 3.The main contribution of this research is to develop a import and export risk for evaluating ocean freight forwarders.

Despite a great deal of research already conducted on the competitiveness of liner operators, existing studies have mainly focused on liner operator competitiveness from the perspective of shippers, and only limited research has been conducted from the perspective of freight forwarders. Freight forwarders not only represent 85% of shippers in dealing directly with liner operators, they also have valuable insights into the commercial operations of shipping lines. In this study, the views and perspectives of freight forwarders have been analysed so as to investigate the competitiveness of ocean container carriers. A mixed model method was applied to analyse data collected from 103 valid responses of Ghanaian freight forwarders, and the results from exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) reveal six factors which influenced freight forwarder decisions in selecting liner operators. Schedule reliability was found to be the most influential factor, followed by documentation accuracy, service quality, freight rate, quick handling and environment concerns. The results of qualitative data analysis, based on the open-ended survey questions, also show that Ghanaian freight forwarder perceptions of customer service were also a significant factor contributing to liner operator competitiveness. Based on the study results, implications for liner shipping companies have also been drawn. For example, to improve their competitiveness, liner shipping companies need to focus on factors influential to their customers, especially freight forwarders’ decision to select liner operators as identified by the study. Their marketing strategies need to cover important emerging issues such as environmental awareness, sustainable development and corporate social responsibilities in addition to traditional, well known marketing elements such as service quality and customer satisfaction. This study has contributed in a number of ways to the literature on liner shipping competitiveness. First, it applied both exploratory factor analysis and confirmatory factor analysis to evaluate the effect of various factors on shipping lines’ competitiveness that have not been previously considered by similar studies. Second, the study has found that the views and perceptions of freight forwarders towards liner operators can offer valuable insights into the competitiveness of shipping lines. Third, it is the first study conducted on Ghanaian shipping and its freight forwarding sector. Therefore, the results can be a good reference for countries with similar social and economic conditions. The methodology developed by the study can also be replicated to other countries and sectors (air, land, rail and inland waters) to evaluate the competitiveness of their transport service providers.

“Logistics Outsourcing” is an inevitable tendency for international logistic service providers (LSPs). Taiwan’s domestic LSPs have difficulties to hold an adequate amount of a market share in this huge logistics outsourcing market due to the high competition against other domestic LSPs and some world-class giants. These Taiwan’s LSPs each has a very small market share which result in bare profit margin. Therefore, “Strategic Alliance” is one of the important solutions for some LSPs to extend their scale and provide one-stop shopping service to their customers such that they can compete against other top companies. Air freight forwarders in order to provide door-to-door service to their customers, they become the information hubs in the supply chain of air freight. This research used expert interview methodology to coalesce 11 domestic air freight forwarders’ opinions. By Fuzzy Integral method, we analyze the actions and reasons for their present situations of strategic alliance. We found that most of them have highly desire to cooperate with other participants except domestic forwarders. The major incentive for them to cooperate is to set up the “complementary” relationship with others.

Due to the fact Taiwan is surrounded by seas, its transportation and trade activities are highly relied on ocean and air transportation. Of which, air transportation holds the advantages of rapid and non-terrain restricted characteristics, thus playing a crucial role in the development of this country’s export-oriented economy. Meanwhile, Mainland China has become our largest trading partner, export market and the second largest import source and trade surplus party. The influence over our overall economic development goes without saying. How our air freight forwarders take the opportunity of recently opened cross-strait direct flights, expand the territory of enterprise business, seek ways to a continuously development are the concerns of those related business groups. This study explores documents and collects general criteria for the evaluation of the strategic alliance models between the air freight forwarders in Taiwan and Mainland China. The criteria were then sifted out from experts' group decisions through Fuzzy Delphi Method (FDM). By using the Fuzzy Analytic Hierarchy Process (FAHP), the weightings were calculated, and the final conclusions for the strategic alliance model selection made. According to this study, among all the criteria, “enterprise culture” has the highest appreciation, while “joint venture” is regarded as the best model for cross-strait strategic alliance between each air freight forwarders. As our country’s air freight forwarders are mainly small and medium enterprises, forming alliances with Mainland China counterparts through means of joint venture will be the best strategy to enter and conquer Mainland China market.
