Abstract:
For the first time, development of freight forwarding, as an economic activity in Serbia, is analysed in this paper. At the beginning, a brief literature review on the origin and evolution of freight forwarding is given, as well as the research motivation and goal. Currently, there is any study that systematically deals with the historical development of the freight forwarding in Serbia. The development of freight forwarding in the period before the Second World War is almost entirely unknown. The main goal of presented research is to highlight a long tradition of the freight forwarding in Serbia and significance of its exploring. An analysis of archival material available in the archives and libraries of the Republic of Serbia revealed that the first freight forwarding firms, engaged in some of the basic modern freight forwarding operations (custom brokerage, transport organization, storage of customs goods, etc.), were mentioned at the end of the XVIII century. Socio-political, economic, and other historical circumstances directly affected the characteristics of freight forwarding businesses and companies. The paper briefly describes the development of freight forwarding over the time through a description of the basic characteristics of freight forwarding companies (size, types of business, geographical distribution, and others) within the distinct periods from the XVIII to the XXI century.

Abstract:
The article defines the essence of freight forwarding services, considers the features of the provision and development of freight forwarding services in global supply chains. The modern regulatory framework regulating the organization of freight forwarding services in global supply chains is outlined. A forecast analysis of the volumes of the global logistics market from 2024 to 2033 is carried out, which indicates a gradual growth in the volumes of the logistics market. The third largest logistics market in the world is the European market, in which Ukrainian freight forwarding companies actively operate. A comparative analysis of the development of large and small logistics freight forwarding companies in Ukraine is carried out. It is determined that the biggest trend in the development of freight forwarding services is the digitalization and automation of logistics processes. A conceptual model for the development of freight forwarding services in global supply chains is proposed. The prospects for the development of freight forwarding services in global supply chains are determined. It is emphasized that the transformation of freight forwarding services is actively influenced by modern general trends of digitalization, sustainable development and greening, which in turn will ensure sustainable supply chains.

Abstract:
Problem: The issue of efficiency in the delivery of goods in international transportation is particularly relevant given the high level of competition among intermediary organizations in the freight forwarding services market. Each business entity offers a different range of services to customers, which vary in terms of cost, duration, and service quality. To establish reliable partnerships, it is advisable to agree on cooperation conditions between the client and the service provider that align with the strategic goals of both organizations. Goal: The objective of this study is to develop a simulation model of the activities of a freight forwarding company in organizing multimodal cargo transportation, as well as to create a methodology for clients to select a freight forwarding company that best meets their needs. Methodology: The evaluation of the performance indicators of freight forwarding companies that provide services to clients under various commercial conditions is carried out based on a simulation model developed in the GPSS software environment. This approach allows for the identification of deviations in the generalized efficiency indicators of freight forwarding companies, taking into account customer requirements regarding cooperation terms and delivery routes. Results: The application of modern software solutions in the activities of production and trade enterprises enables a comparative analysis of the effectiveness of cooperation with various foreign economic entities and facilitates managerial decision-making regarding the servicing of individual orders or the establishment of long-term partnerships. A key advantage of the proposed model is its ability to assess both qualitative and quantitative indicators of freight forwarding companies’ performance, considering the individual requirements of the client. Originality: The proposed simulation model for selecting a freight forwarding company to meet customer needs in organizing multimodal cargo transportation allows for a justified choice of an intermediary organization, considering the commercial cooperation terms, service quality, and efficiency indicators. Practical Value: The practical significance of this study lies in the fact that the proposed simulation model can be applied for planning the operations of a freight forwarding company when servicing clients who require cargo delivery via various multimodal routes. This is achieved through formalizing the time characteristics of operations performed at each service stage and evaluating the quality of service provided by company personnel. Additionally, clients can use this software solution to select an intermediary organization based on previous interaction experience and transportation route considerations.

Abstract:
The purpose of the paper is to plan the activities of freight forwarding enterprises when organizing cooperation with customs-logistics infrastructure objects to meet customer needs. The efficiency indicators of cargo customs complexes, customs warehouses, and temporary storage warehouses were analyzed. The process of selecting customs-logistics infrastructure objects with varying levels of organizational, technical, and technological support was investigated. The proposed development will enable specialists of freight forwarding enterprises to form recommendations for cooperation with customs-logistics infrastructure objects in accordance with individual customer needs. Methodology. The determination of technical and operational performance indicators of customs-logistics infrastructure objects was implemented based on a simulation model developed in the GPSS software environment. This approach allows for the identification of deviations of generalized performance indicators of infrastructure objects from benchmark levels, which are formed taking into account customer requirements. Findings. To ensure a high level of competitiveness of the freight forwarding enterprise, it is necessary to use modern software systems capable of implementing management decisions regarding the formation of partnerships with customs-logistics infrastructure objects. Based on the assessment of technical and operational performance indicators of cargo customs complexes, customs warehouses, and temporary storage warehouses, and considering the main requirements of service customers, it becomes possible to select the most efficient business entity for cooperation. A significant advantage of the proposed development is the ability to perform a comparative analysis of the efficiency indicators of all studied enterprises in relation to the benchmark infrastructure object. Originality. The proposed simulation model for selecting customs-logistics infrastructure objects will allow specialists of freight forwarding enterprises to make a choice of intermediary organizations based on a comparative analysis of the technical and operational performance of the studied objects. Practical value. The practical significance of this work lies in the fact that the proposed model enables the selection of the customs-logistics infrastructure object that most effectively meets the individual needs of the customer. This will make it possible to plan the work of the freight forwarding enterprise based on the implementation of organizational and management measures that will positively impact the internal processes of the organization and contribute to forming its competitive advantages in the market of freight forwarding services. This implementation will reduce the duration of freight forwarding and customs-logistics services and minimize commercial risks at all stages of foreign trade operations by establishing cooperation with the most efficient intermediary organizations.

Topicality. The need of introducing new strategies and services to the activities of freight forwarding companies in order to increase their own competitiveness and maintain their positions in the market in due to the growing number of logistics service providers such as NVOCC (Non-Vessel Operating Common Carrier) the services of traditional freight forwarders and their functional differences become unclear.Aim and tasks. The systematization of diversification`s types of the activities made by freight forwarding companies as a strategic direction of increasing competitiveness in the market of relevant services, determination of diversification strategy`s types and relevant areas of activity made by freight forwarding companies, development of an algorithm for implementing the diversification`s strategy of freight forwarding companies, formation of a management decisions’ list that should accompany the process of diversification freight forwarding companies.Materials and Methods. This scientific research was conducted in accordance with the logic and methodology of system analysis, the theory of transport processes and systems, as well as with the application of operations research methods. The theoretical basis of the study was the works of leading experts in strategic management, diversification of the activities of enterprises and the work of freight forwarding companies. The morphological method was used to substantiate the development directions of transport and forwarding services. Methods of analysis and synthesis were used to structure the process of development of freight forwarding services and to structure the process of development of a transport and forwarding company.Research results. Today freight forwarding companies are the first among all integrators of various transport services, which form certain delivery systems both for single shipments and for long-term transport services of regular deliveries, therefore the need of implementing a diversification strategy in the activities of enterprises is increasing so that the integration processes pass in a fully satisfactory manner. Since freight forwarding companies simply do not provide additional services to the transportation process, but are organizers and coordinators of cargo delivery, the main task of the freight forwarder is to free the cargo owner from solving issues related to cargo transportation. That is why there is a dependency between the range of services that freight forwarding companies can offer and the client's problems that these services can cause. Of course, it is more convenient and profitable for the client to transfer all types of cargo-related work to one company, which will completely take over the organization and implementation of the process without the involvement of third companies. In order for the implemented diversification strategy to bring only competitive advantages and positive consequences to the freight forwarding company, it is necessary to study and analyze the market, the behaviour of competitors, consumers and suppliers when developing a strategy and planning new areas of activity. It is no less important to distinguish the directions the diversification strategy in order for better understanding what goals should be aimed. Only with proper analysis, development of the goals and plans, understanding trends and taking into account possible risks, it is possible to accept the proper and desired results of the implementation of the diversification strategy of freight forwarding companies.Conclusion. Due to the fact that freight forwarding companies today are organizers and coordinators of freight transportation, they need to diversify their activities and range of services to fully satisfy the needs of consumers, which consist in acquiring a complete package of services that could free the cargo owner from solving any kind of issues, related to the transportation of goods. In order for the implemented diversification strategy to bring only competitive advantages and positive consequences to the freight forwarding company, it is necessary to study and analyze the market, the behaviour of competitors, consumers and suppliers when developing a strategy and planning new areas of activity.

Abstract:
The purpose of the paper is to improve the activities of a transport and forwarding enterprise in the delivery of goods by road transport in international traffic. The process of interaction between freight forwarders and service customers, taking into account their individual characteristics as business entities and service requirements was researched. The proposed development will allow managers of transport and forwarding enterprises to plan workforce provision, considering the duration of service for different customer categories. Methods. The determination of the duration and reliability of transport and forwarding services to customers in organizing international transportation was carried out based on a simulation model developed in the GPSS software environment. Results. The performance indicators of transport and forwarding enterprises depend on the efficiency of work organization by specialists within the enterprise, their interaction with customers, and involved intermediary organizations. The staff size of freight forwarders should be planned by the enterprise management, taking into account the flow of orders for service. Considering the main stages of transport and forwarding service to customers and the duration of their execution, the developed simulation model allows determining the following indicators: average service time, average queue waiting time, average queue length, the share of orders serviced without waiting in line, probability of service refusal, service reliability, load coefficient of freight forwarders, average number of occupied freight forwarders, enterprise throughput, and the number of freight forwarders needed for staffing the enterprise. Scientific novelty. The developed simulation model of a transport and forwarding enterprise's operation allows planning the work of a business entity based on the implementation of organizational and managerial measures to increase its competitiveness. Unlike the existing ones, the proposed model allows to study the structure of the flow of orders and the range of cargoes that arrive for service, which will ensure the possibility of planning the staffing of forwarders; to distribute the functional responsibilities of forwarders and forecast the duration of certain types of work. Practical significance. The practical significance of the paper lies in the fact that the proposed model allows evaluating the performance indicators of a transport and forwarding enterprise in organizing the export and import of goods for various customer categories. Based on the simulation results, the enterprise owner will be able to form workforce provision based on customer needs for service duration and reliability. In addition, a systematic approach to the organization of business processes will ensure significant competitive advantages of the enterprise in the market of transport and forwarding services.

Abstract The continuous flow of movement of goods on the world market forces manufacturers to turn to intermediaries who are able to organize cargo transportation services. At the moment, the most common intermediary is a freight forwarder. This article defines the understanding of the term freight forwarder, its role in the supply chain, as well as the risks associated with transportation. This article analyses the part of forwarding contract which deals with a limitation of the forwarder’s liability. The limitation of the forwarder’s liability allows predicting the amount of compensation to the cargo owner in case of damage or loss of goods. In addition to the previously conducted analysis of the freight forwarder’s liability in the selected countries of the European Union, an analysis of the responsibility of freight forwarders in the selected CIS countries was carried out. Among other things, it was determined which national regulations regulate freight forwarding activities in these countries. The limitations of the liability of freight forwarders proposed by the conditions of the expedition of the national Associations of logistics and forwarding, compiled on the basis of the standard rules of the FIATA organization, are also considered.

The paper examines the role of international globalization, transport processes and transport and forwarding activities in the development, implementation and implementation of sales contracts at the national and international level, in the evolution of trade and other counterparty relations in business. The main core of the article is the substantiation of the essence and role of TEK in the development and formation of market mechanisms, the economic system, trade relations and the transport system in general, creating favorable conditions for the implementation of activities in other sectors of the economy, developing the infrastructure of the country's economic sectors. Within the framework of the study, the main reasons and prerequisites for the emergence of transport and forwarding companies are determined, the influence of TEK on the efficiency of logistics processes on the international market is outlined.The main factors for the separation of transport and forwarding activity into a separate type of business activity are determined and the ways of choosing effective logistics chains, taking into account the cost, material and technical and time components, are proposed. The economic feasibility of using such specialized logistics structures as transport-forwarding companies and logistics providers is substantiated.The article outlines the main features of transport and forwarding services, defines their structure and pays attention to business processes in transport and forwarding activities. Factors of motivation and involvement of participants in the transport process and the role of the freight forwarder-intermediary were determined. The scientifically-based classification of costs provides the formation of relevant information about the size, structure and content of the organization’s costs. The need to classify freight forwarding costs is due to the requirements of searching for reserves to minimize the costs of selling products (services). Increasing the cost-effectiveness is the most important management task. The classification of freight forwarding costs makes it possible to identify unproductive expenses in their structure and develop a system of management measures to minimize them, which will lead to an increase in profit and profitability. The existing methodological approaches to the management accounting of freight forwarding costs do not allow us to form a single scientifically based classification of these costs, to identify reserves for their reduction in the future. In this regard, the purpose of the article is to study the theoretical foundations of the classification of freight forwarding costs as an object of management accounting, identify the main problematic issues of cost classification and make proposals for its improvement. The theoretical and methodological basis of the study was the publications of Russian and foreign specialists in the field of management accounting organization. The main research methods used in writing the work were the method of theoretical system analysis and the monographic (descriptive) method.

Individualization of service is the most reasonable way to implement a customeroriented approach in freight forwarding services in conditions of intense competition. The article considers the structure and content of the main mathematical methods for assessing consumer loyalty. The necessity of developing an indicator of service individualization and its systematic use in the practice of organizations` activities for the growth of competitiveness is actualized. The conditions of application of the service individualization method in practice are studied. The systematic use of this indicator will allow an organization in the field of freight forwarding services to form partnerships with customers, increase their satisfaction and loyalty, and ensure a sustainable nature of interaction with customers in the long term. In this regard, the assessment of client performance indicators is the basis for the development of an organization’s strategy.

Enterprise Resource Planning and Customer Relationship Management are two essential concepts in the global supply chain. These aspects are considered to be the backbone of organizational success as they ensure that the upstream and downstream members of the chain are working effectively to deliver services that meet the standards and the customer’s requirements. Customer satisfaction in the freight forwarding industry, especially for the Case company is the priority. Integration of new systems in the centralized repository so that the information sharing is facilitated, and decision making is strengthened. Vendor selection, implementation of the new system, and customer satisfaction are the essential parts of this study. As there is significant competition in the industry, there are increasing challenges in boundless trading. Several researchers have conducted a study on this aspect to evaluate the critical success factors driving ERP system successfully. In this study, the researchers aimed to analyse the importance of implementing a CRM system in an ERP system of the Case company and evaluate how it positively influenced the organization.The researchers in this study used a triangulation approach and made use of both primary and secondary data in the study. For primary data, there were several detailed interviews conducted while the secondary data was collected through the comprehensive literature review. The results showed that there had all the research participants emphasized massively on the importance of customer relationship and implementation of a new system in the organization. There were specific challenges that were faced by the organization, especially concerning the employee resistance to change and the increase in the costs of the organization. However, the benefits outweigh the costs, and it is suggested to continuously improve the system for the sake of enhanced the organization’s performance.

In the time for everyone to seize every minute, the freight forwarder has become the most important and indispensable part of the global logistics chain. And the most important two key factors are financial and human resource management, which are the elements for success. However, the industry is facing a high staff turnover, the first reason is because of the characteristics of the industry, the second is the problem of management system. This research will base on the status of human resource in the ocean freight forwarder, and analyze the related elements of person-organization fit under system dynamics model and quality method. The model includes three loops: “turnover rate, job pressure and p-o fit,” “positive working attitude, organizational behavior control and p-o fit,” and “organizational behavior control, accountability and p-o fit.” According to the pattern drawn on available factors, I expect to reduce staff turnover rate, continuing enterprise recruit and high personnel costs because of the change in management methods, and enhance the competitiveness and sustainability of the shipping industry. According to results of research, the most related factors effect “staff-organization fit” is staff personal trait, but the variables that enterprise can control only organization behavior control and performance responsibility. A better way to upgrade overall effectiveness, manager should use both ways to reduce the feeling of pressure of staff and help staff to find the way to adjust the pressure. However, manager must cautiously use both variables to avoid conflict of outcome of variables mentioned above. In the end, I offer outcome and suggestions, and except to have enssential contribution for the future of transportation industry.

Odessa National Economics University. – Odessa, 2018 The theoretical bases of transport-forwarding operations of foreign trade transportations, especially their essence, significance and features in the modern world are considered in the work. In addition, the methodology for assessing the efficiency of an enterprise in this sphere is being studied. An in-depth analysis of the transport and forwarding services of foreign economic operations was made using the example of the freight forwarding company LLC “OLENICH GROUP LLC”. The main features of this enterprise in the market are revealed, the analysis of the organization of cargo transportation by mixed modes of transport is carried out, and also the analysis of the financial and economic state of the enterprise is carried out. In this work was suggested a number of basic directions for improving transport and forwarding activities, and, as a result, the development of strategies to reduce the costs of organization of the enterprise in this industry.

碩士<br>國立臺灣海洋大學<br>航運管理學系<br>101<br>The major purpose of this study is to investigate the impact of human resource management (HRM) actions on organizational commitment. By questionnaire survey, the opinions were collected from those employees working in maritime freight forwarding industry in Taiwan. The main issues are: (1) What are the main opinions on HRM measures for workers in freight forwarding industry? (2) What are the main opinions on organizational commitment from workers? (3) What is the connection of HRM programs and organizational commitment? This study discovers the following main results: (1) Regarding HRM programs, freight forwarders’ workers are happy with the “educational training” and “job specification and design”; but they are not satisfied with the “salary structure” and “relationship between employers and workers”; (2) Regarding the organizational commitment, workers express their “high willingness to work hard”, but “unwilling to stay on current job” and “low organizational recognition”. That means workers are unwilling to work on current company because they consider the current organization is not fit for them; (3) Employees are unwilling to stay on current job because they are not satisfied with the “salary structure” and “relationship between employers and workers”; (4) By conducting a regression analysis, the research finds out that factors of educational training, labor relationship, job specification and design and performance management will cause positive influence on the organizational commitment factor- willingness to work hard.
