The study of the problems of linguistic territorial variation is associated with an understanding of the historical and geographical causes and conditions of the existence of the same language in various regions of the planet. The French language is not homogeneous not only on the territory of different countries, but also within one country, for example, Canada. Residents of the French-speaking province of Québec speak and write in the French-Québec version, in Ontario - in French-Ontario, in Manitoba - French-Manitoba, etc. The province of Saskatchewan, formed in 1905, has a minor community

When Georges Forest challenged the validity of Manitoba’s Official Language Act in 1976, he opened up the larger issue of the status of the province’s English-only legislation. This left open the fate of legislation enacted over the preceding ninety years in breach of the obligation to legislate in both French and English. In fall 2021, semi-structured interviews were conducted virtually with 40 K-12 teachers of French as a minority language in Manitoba and Nova Scotia. While the pandemic has undoubtedly been challenging for language and literacy teachers, many have also developed adaptations and strategies.

The Manitoba School Question is representative of a larger problem of possible tyranny by the majority. Mob rule is often less recognized when seemingly legitimized by legislative action. When legislation is enacted which removes Constitutional rights, and there is no violent opposition, are assumed to be accepted by all. These areas include, among others, students' learning challenges, behavioural challenges, and difficulties with the French language.
