The maritime industry is constantly evolving and striving for increased innovation. The past years have been exceptionally interesting. Major trends like globalisation and containerisation have reshaped the industry and continue to do it. These changes can be illustrated by the strategic alliances between ship-owners trying today to reshuffle the circulatory and port maps. Thus, in his constant search optimization, maritime transport requires continuous infrastructures’ adaptation. Due to an increasingly competitive environment, major seaports tend also to build up new strategies in order to become more attractive. It represents a system of spatial and temporal interactions and the territorial implications of supply chains and transportation are not negligible. In this respect, the paper proposes to analyse a singular location: the Seine Axis. This axis is concentrating on its territory the French first port complex and the fourth in Europe. This area combines a maritime interface structured around the ports of the River Seine estuary and a metropolitan interface which supplies a market of more than 11 million inhabitants in the Ile-de-France region. The communication aims to qualify the port system of the Valley of the Seine in order to analyze how it adapts to recent, rapid and numerous changes of the contemporary maritime world. The paper will address the attractiveness and efficiency of ports in a globalized economy, a highly competitive European context. The article is based on ports’ statistics utilizations and likewise on in-depth bibliographical research. The paper will also integrate some results from the CIRMAR platform which is using the Automatic Identification System (AIS) for the analysis of maritime traffic.

Abstract:
This report describes the outbreak of chikungunya virus (CHIKV) in Sint Maarten, a constituent country of Kingdom of the Netherlands comprising the southern part of the Caribbean island of Saint Martin, from 22 December 2013 (first reported case) through 5 December 2014. The outbreak was first reported by the French overseas collectivity of Saint-Martin in the northern part of the island—the first site in the Americas to report autochthonous transmission of CHIKV. By 5 December 2014, Sint Maarten had reported a total of 658 cases—an overall attack rate of 1.76%. Actual prevalence may have been higher, as some cases may have been misdiagnosed as dengue. Fever and arthralgia affected 71% and 69% of reported cases respectively. Of the 390 laboratory-confirmed cases, 61% were female and the majority were 20–59 years old (mean: 42; range: 4–92). The spread of CHIKV to Sint Maarten was inevitable given the ease of movement of people, and the vector, island-wide. Continuing their history of collaboration, the French and Dutch parts of the island coordinated efforts for prevention and control of the disease. These included a formal agreement to exchange epidemiological information on a regular basis and provide alerts in a timely manner; collaboration among personnel through joint island-wide planning of mosquito control activities, especially along borders; notification of all island visitors, upon their arrival at airports and seaports, of preventative measures to avoid being bitten by mosquitoes; dissemination of educational materials to the public; and island-wide public awareness campaigns, particularly in densely populated areas, for both residents and visitors. The information provided in this report could help increase understanding of the epidemiological characteristics of CHIKV and guide other countries dealing with vector-borne epidemics.

Abstract:
La recherche vise à appréhender la perception de la notion de performance par les acteurs composants les Réseaux Territorialisés d’Organisations (RTO), non pilotés par une firme leader, mais comportant des instances de gouvernance stratégique. Malgré une littérature abondante portant sur les RTO, les recherches portant sur la perception de leur performance sont encore émergentes. Soutenue par un cadre interprétatif visant à clarifier ce que peut recouvrir le concept de performance dans un RTO, la recherche, mobilisant la théorie des représentations sociales, explore au moyen de la méthodologie des cartes cognitives les perceptions d’acteurs hétérogènes composant les RTO portuaires français. 36 entretiens ont été menés auprès des acteurs des Grands Ports Maritimes français. Les résultats montrent principalement qu’il existe des représentations partagées assez limitées du point de vue des métas-critères et déterminants de performance, avec toutefois l’existence de logiques communes, déclinées en paradigmes et classes de représentations. Les résultats montrent également la focalisation fréquente des perceptions sur un très faible nombre d’acteurs clés de la chaîne servicielle. L’étude conclut sur les perspectives pour le contrôle de gestion dans ces RTO
The research aims to understand the perception of the performance concept by cluster actors. We focus on clusters which are not controlled by a leading firm, but include strategic governance institutions. Despite a vast literature on clusters, researches on the perception of their performance are still emerging. Supported by an interpretative framework to clarify what can cover the concept of performance in a cluster, this research, mobilizing social representation theory, explores the perception of heterogeneous actors composing French seaports, using the methodology of cognitive maps. 36 interviews were conducted with participants of the main French Seaports. The results show that the shared representations are fairly limited in terms of meta-criterias and performance determinants, but identifies common logics, paradigms and representations classes. The results also show that there is a frequent focalisation of the perceptions on very few keys actors involved in the service chain. The study concludes on the management control perspectives in these clusters

During World War II, seaports Brest, Lorient and Saint-Nazaire were heavily destroyed because of their strategic location on the Atlantic coastline. Those historical events could be considered as new opportunities for the seaports to realise new thoughts and ambitious architectural projects in order to improve the functionality of the urban organism. In these days, a new occasion has come. Military and industrial areas, which were always thoroughly separated from the town centres, have been now releasing from their original activity. There are huge free building sites in the middle of the cities, waiting for the urban architects.

L'espace portuaire industriel et logistique français est largement héritier de la période des Trente Glorieuses. Celle-ci a vu naître les zones industrialo-portuaires, initiées, gérées, exploitées par l'État au travers d'établissements dédiés, les ports autonomes. Ce système est déstabilisé par la globalisation de l'industrie maritime et la libéralisation du secteur portuaire, entamées dans les années 1980. Ces deux tendances participent à la diffusion à l'échelle mondiale du modèle de gestion dit landlord port, selon lequel l'exploitation portuaire est confiée à des opérateurs privés. Les entités publiques gestionnaires de ports (ou autorités portuaires) voient quant à elles leur champ d'action recentré autour de l'aménagement et de la gestion de leur domaine. En France, la réforme portuaire de 2008 sanctionne cette transition; les grands ports maritimes se substituent aux ports autonomes. Cette thèse appréhende les effets de ces mutations sur la production et la gestion de l'espace portuaire, saisies à partir des pratiques des autorités portuaires des grands ports français. Tout en restant placées sous le contrôle de l'État, celles-ci voient leur autonomie et leurs compétences s'élargir. Il en découle un déploiement spatial et une diversification de leurs interventions, traditionnellement centrées sur la construction et l’entretien des infrastructures portuaires. La trajectoire de l'aménagement portuaire fait écho à celle d'autres espaces infrastructurels (ferroviaires, aéroportuaires). Elle met en lumière les continuités et les ruptures qui marquent l'action de l'État au cours des dernières décennies dans l'aménagement du territoire
Legacies from the Glorious Thirty still contribute to shape French industrial and logistic port spaces to a large extent, from morphological, economic and institutional point of views. During this period, maritime industrial development areas have been created. There were managed and operated by the state, through dedicated public bodies named ports autonomes. The globalization of the maritime industry and the liberalization of the port sector which started during the 1980s have unsettled this system. These two tendencies have led to the adoption of the "landlord port" management model by main ports worldwide. In this model, port operation is conducted by private enterprises while public port management entities (or port authorities) focus on planning, developing and managing land in the port area. In France, this transition occurred with the port reform of 2008, through which ports autonomes became grands ports maritimes. This PhD research aims at understanding the effects of these changes on port land planning, development and management, through the analysis of the practices of the port authorities of French main seaports. The latter are still under the control of the state, but their autonomy and their competencies have been enlarged. While they traditionally focus on the construction and the maintaining of port infrastructures, their interventions tend to spread in space and to diversify. The trajectory of port space management and development echoes that of other infrastructural spaces (rail or airport spaces). This work contributes to shed light on the continuities and ruptures of state intervention in territorial planning and development in the last decades

Abstract:
Recently, seaports have paid much attention to container transportation by rail to evacuate huge container flow received by sea. In this line, Le Havre seaport, as the first French port in terms of containers’ traffic, plans to put into service a rail-road terminal near the Paris region. The main purpose of this new inland terminal is to restrict the intensive use of roads on the Le Havre-Paris corridor and achieve a better massification share of hinterland transportation. Containers are routed by train between Le Havre and this terminal and the last/first mile remains done by trucks. This paper aims to propose a decision support tool based on simulation for the layout design problem of this new terminal. This tool is tested using a set of scenarios and the obtained results are then discussed.
