Abstract:
This paper examines the labor market effect of the retornados who immigrated to Portugal from Angola and Mozambique in the mid-1970s following Portugal's loss of its African colonies. The retornados increased the Portuguese labor force by roughly 10% in just three years. Two analyses suggest contrasting conclusions. First, comparisons of Portugal with Spain and France indicate that any adverse effect of the retornados was quantitatively swamped by the Europe-wide downturn in labor market conditions in the 1970s. Second, comparisons between districts within Portugal indicate that the retornados may have had a strong adverse effect on Portuguese wages, suggesting that immigration may be considerably more harmful than previous case studies have concluded. The authors, however, regard the results of the within-Portugal analysis as less reliable than those of the comparison across countries.

Abstract In 1865 John Charles Robinson travelled to Portugal in the service of the South Kensington Museum and plunged into the art market with the intention of acquiring works for that institution’s collections that were representative of Portuguese artistic production. This article provides a broad and contextualized approach to this connoisseur’s experience on the Portuguese market, framing it within a hitherto undervalued phenomenon: the persistent presence of English agents in this system. An original identification of all the works acquired in Portugal by Robinson and of all those so-far neglected dealers involved in such transactions allows us to assess the real extent and impact of such mission. We shall also show that the acquisitions made were decisive not only for diversifying the museum’s collections but also for art historiography, both being inseparable from the invention of the term Indo-Portuguese.

Abstract:
This article analyses the relationship between Portugal and Czechoslovakia between 1968 and 1989, with a specific focus on the influence of the Carnation Revolution. This analysis includes the Portuguese communist migration to Czechoslovakia, the contact between the Portuguese and Czechoslovak communists during Portugal's transition process, a diplomatic incident in 1982 and the specific conditions within the Portuguese student community at Czech and Slovak universities. The article also explores the fact that Czechoslovak communists, despite hopes that southern Europe might ‘go socialist’, did in fact very little to support communist forces in Portugal after the collapse of the Caetano regime. Likewise, the post-dictatorial governments in Portugal did little to help Eastern European dissidence. Instead, political players in both countries saw each other much more in terms of economic advantage and realpolitik.

Os flavivírus são vírus pertencentes à família Flaviviridae, género Flavivirus. Estes formam um grande grupo caraterizado pela sua ampla distribuição e diversidade genética. Os flavivírus são, na sua maioria, transmitidos por artrópodes vectores incluíndo agentes patogénicos para humanos e animais que podem potencialmente provocar grandes epidemias e causar elevadas taxas de mortalidade e morbidade. Nos últimos anos, tem-se registado uma grande expansão a nível da distribuição geográfica dos flavivirus e diversidade dos seus hospedeiros. O vírus do Nilo Ocidental tem sido continuamente detectado em toda a Europa recentemente, e também isolado de mosquitos colhidos no Sul de Portugal, onde já foram registados casos humanos e animais. O principal objectivo deste trabalho é o rastreio de flavivírus em mosquitos colhidos em duas regiões do Sul de Portugal, onde os mesmos foram anteriormente detectados. As colheitas de mosquitos foram realizadas em 24 locais em zonas húmidas nos districtos de Faro e Setúbal, através de armadilhas luminosas tipo CDC com CO2 e aspiradores mecânicos manuais para colheita de mosquitos em repouso em abrigos de animais. Os mosquitos colhidos foram agrupados por lotes contendo aproximadamente 50 espécimens cada, e rastreados para a presença de flavivírus por heminested RT-PCR, direccionado à amplificação de um pequeno fragmento do gene NS5 usando oligonucleótidos degenerados específicos para flavivírus. Entre Abril e Outubro de 2009 e 2010 foram colhidos no total 36273 mosquitos pertencentes às seguintes espécies: Anopheles algeriensis, An.atroparvus, Aedes berlandi, Ae.caspius, Ae.detritus, Coquillettidia richiardii, Culex laticinctus, Cx.pipiens, Cx.theileri, Cx.univittatus, Culiseta annulata, Cs.longiareolata, Cs.subochrea, e Uranotaenia unguiculata. As espécies mais abundantes foram Ae.caspius, Cx.theileri e Cx.pipiens, respectivamente. Contudo, as densidades de mosquitos foram variáveis de acordo com o método de colheita e área de amostragem. As densidades de mosquitos colhidos em 2010 foram quatro vezes superior às registadas no ano anterior. No total foram analisados 745 lotes dos quais 31% testaram positivos para a presença de sequências de flavivirus. As espécies que apresentaram taxas de positividade mais elevadas foram: An.algeriensis com uma Taxa Mínima de Infecção (TMI) de 56/1000 no Algarve em 2009, Cs.annulata TMI =22/1000 no Algarve em 2010, Cx.theileri e Cx.pipiens em Setúbal em 2010, TMI =20/1000. An. atroparvus, Ae. caspius, Ae. detritus e Cx. univittatus também produziram lotes positives. No geral, a positividade foi maior no Algarve. Análise das sequências virais obtidas revelou homologia das nossas sequências virais com sequências de referência de flavivírus específicos de mosquitos depositadas em bases de dados de acesso livre. A análise filogenética reflectiu a variabilidade genética dos flavivírus e revelou a relação genética das nossas sequências com as de outros flavivírus, especialmente os específicos de insectos. Tendo em consideração os anteriores isolamentos do vírus do Nilo Ocidental, o aumento acentuado nas densidades de mosquitos, o aumento de temperaturas que se tem vindo a registar, os casos recentes de transmissão de flavivírus por toda a Europa e o padrão desconhecido e imprevisível dos surtos destes vírus, os programas contínuos de vigilância epidemiológica têm-se revelado uma ferramenta indispensável para a Saúde Pública.<br>Flaviviruses are viruses belonging to the Flaviviridae family, genus Flavivirus. They comprise a large group of widely spread and genetically diverse arthropod-borne viruses including human and animal pathogens that can potentially cause large-scale epidemics and high mortality and morbidity. In the past few years, flaviviruses have largely expanded their geographical distribution and host range. West Nile virus has been continuously detected throughout Europe lately and has been isolated from mosquitoes in Southern Portugal, where human and animal cases have been reported. The main aim of this work was to search for flaviviruses in mosquitoes collected from two areas in Southern Portugal where West Nile virus and other flaviviruses have previously been detected. Mosquito surveys were carried out in 24 locations in the wetlands of the Faro and Setúbal districts, by CDC-CO2 light-traps and indoors resting collections. Pools containing approximately 50 mosquitoes were screened for flaviviruses by heminested RT-PCR, directed at the amplification of a small fragment of the viral NS5 gene, using degenerated flavivirus-specific primers. A total of 36273 mosquitoes were collected during 2009 and 2010 from April through October, from the following species: Anopheles algeriensis, An.atroparvus, Aedes berlandi, Ae. caspius, Ae. detritus, Coquillettidia richiardii, Culex laticinctus, Cx. pipiens, Cx. theileri, Cx. univittatus, Culiseta annulata, Cs. longiareolata, Cs. subochrea, and Uranotaenia unguiculata. Most abundant species were Ae. caspius Cx. theileri and Cx. pipiens, respectively. However, mosquito densities varied according to collection method and sampling area. A fourfold increase in mosquito density was registered in 2010 compared to 2009. A total of 745 pools were analysed of which 31% tested positive for flaviviral sequences. The species with higher positivity rates were An. algeriensis with Minimum infection rate (MIR) of 56/1000 in the Algarve 2009, Cs. annulata MIR =22/1000 in the Algarve 2010, Cx.theileri and Cx.pipiens in Setúbal 2010, MIR =20/1000. An. atroparvus, Ae. caspius, Ae. detritus and Cx. univittatus also yielded positive pools. Overall, positivity was higher in the Algarve. Viral sequences obtained from positive pools showed homology with insect-specific flavivirus (ISF) sequences deposited in free access public databases. Phylogenetic analysis reflected the genetic variability of flaviviruses and revealed the relatedness of our sequences with other known flaviviruses, especially the insect-specific. In view of previous WNV isolations and assessing from the four-fold increase in mosquito density, the increasing temperatures, the recent cases throughout Europe and the unknown and unpredictable pattern of flaviviruses outbreaks, continuous epidemiological surveillance programmes are quickly becoming indispensable tools for Public Health.

Mestrado em Finanças<br>Face à actual situação económica e de desemprego vivida em Portugal é crucial entender se ser desempregado aumenta a intenção de criar uma empresa e se existe uma relação entre o capital humano dos desempregados empreendedores e o desempenho das suas empresas. As medidas utilizadas para avaliar o desempenho destas empresas são: A taxa de crescimento da dimensão da empresa e a sua sobrevivência no mercado. Este estudo é particularmente relevante em Portugal uma vez que o governo oferece incentivos para os indivíduos desempregados se tornarem empreendedores: Estes têm a possibilidade de receber antecipadamente o montante acumulado de todo o seu subsídio de desemprego para investir na nova empresa e têm acesso junto dos bancos a taxas de juros mais baixas para financiarem as novas firmas. Os resultados sugerem que a perda de emprego aumenta em 1% a probabilidade de criar uma nova empresa e que o capital humano destes fundadores tem um impacto positivo no desempenho destas novas empresas. Adicionalmente os nossos resultados sugerem que a faixa etária dos fundadores que cria mais oportunidades de emprego é a que inclui as idades entre 20 e 29 anos de idade.<br>Given the disastrous unemployment situation lived in Portugal, it is crucial to understand if dismissal events increase the entrepreneurial intent and whether there is a link between the human capital of the dismissed entrepreneurs and their firms' performance. The measures we use to evaluate the firms' performance are: the 0employment growth rate and the firm survival. Our research is particularly relevant in Portugal, where the Portuguese government provides incentives to unemployed individuals so that they can become entrepreneurs. They have the chance to receive upfront all the unemployment benefit to invest in a new venture and the banks give them access to lower interest rates. In the literature, there are many criticisms about this kind of entrepreneurship (called "necessity entrepreneurship") and about the measures promoted by the governments to push unemployed individuals to entrepreneurship. Previous literature suggests that this type of entrepreneurship does not contribute to economic growth. Our results suggest that dismissal events increase 1% the probability to establish a new firm and that the human capital of these founders positively affect firms' performance. We also conclude that the founders' age makes a difference: between the age group of 20 to 29 years their firms create more employment opportunities.<br>info:eu-repo/semantics/publishedVersion

Mestrado em Economia Monetária e Financeira<br>Um sistema bancário sólido é de importância fundamental para o bom funcionamento de uma economia, pois estabelece uma ponte entre credores e devedores. A estabilidade financeira, particularmente a estabilidade bancária, tem vindo a ganhar maior foco tanto por parte de autoridades de supervisão como académicos devido à sua relação com a economia real. Esta dissertação pretende utilizar uma ferramenta, o índice de estabilidade bancária agregada (ABSI), para avaliar a estabilidade bancária e seus determinantes em Portugal. Para tal, em primeiro lugar, é construído um índice que reflicta a estabilidade bancária durante o período 2010-2019. Em segundo lugar, com recurso a técnicas de séries temporais, é feita uma análise do impacto dos indicadores macroprudenciais para o sistema bancário português. Os resultados sugerem uma melhoria da estabilidade desde 2017 e, em consonância com a literatura empírica, apontam importantes indicadores macroeconômicos como o taxa de crescimento do índice de preços ao consumidor (% ΔCPI) e indicadores financeiros, como a taxa do multiplicador do segundo dinheiro (M2) em relação ao indicador de produto do produto interno bruto (PIB).<br>A solid banking system is of key importance for the well-functioning of an economy, as it establishes a bridge between lenders and borrowers. Financial stability, particularly, banking stability,has been gaining a greater focus from supervisory authorities and academics due to its interconnectedness with the real economy. This dissertation aims to use a tool, the aggregate banking stability index (ABSI), to assess banking stability and its determinants in Portugal. In order to do so, firstly, an index reflecting banking stability during the 2010-2019 period is constructed. Secondly, with recourse to time series techniques,an analysis is made on the impact of macroprudential indicators, for the Portuguese banking system.Findingssuggest for an improvement of the stability since 2017 and, in line with the empirical literature,point significant macroeconomic such as the growth rate of the consumer price index (%916;CPI)and financial such as theratio of the secondmoney multiplier (M2) to gross domestic product (GDP) early warning indicators.<br>info:eu-repo/semantics/publishedVersion

Almada, una ciudad situada en la margen sur del río Tajo delante de Lisboa, en Portugal, tiene un nuevo metro en superficie funcionando desde 2009. Este medio de transporte, resultado de un consorcio público-privado, se hizo realidad debido al esfuerzo conjunto del Ayuntamiento de Almada y del Área Metropolitana de Lisboa (LMA) con el objectivo de mejorar la mobilidad de los ciudadanos dentro del LMA. El anteproyecto del MST (Metro Transportes do Sul) fue aprobado por el gobierno portugués con el compromiso de la inversión pública. Pero, los números de utilización previstos se demonstraron irreales, y los bajos ingresos del MST junto a la crisis económica afrontada por Portugal durante los años de 2008-2014 comprometieron el proyecto. Después de ocho años en funcionamiento, el número de usuarios del servicio representa solo 45% de la estimación inicial y la construcción de la segunda y tercera fases están suspendidas. Basándonos en los datos reunidos por el Ayuntamiento de Almada y por el MST, realizamos un cuestionario entre los usuarios del MST con el fin de entender las causas por detrás de la tasa reducida de uso. Descubrimos que el MST recibió feedback limitado de parte de los usuarios en la fase del proyecto y que no integró procesos de Diseño de Servicios (DS). El DS evolucionó de otras áreas del diseño y ganó relevancia como un proceso reflexivo e innovador centrado en el usuario, aplicado a servicios públicos y privados, en particular en el sector de los transportes. El analisis de los datos nos permitió sacar conclusiones acerca del impacto real de la línea del tranvía en la vida de los ciudadanos residentes en Almada y, según los resultados de la investigación, veremos que el servicio no cumple ni con las expectativas de calidad ni con los requisitos de seguridad y confort que fueron la causa primera de las reclamaciones. La revisión de la literatura acerca del diseño de servicios y la presentación de proyectos de transporte relevantes que emplearon herramientas de diseño sirvieron de base para un cuestionario enviado a diseñadores de servicios, permitiéndoles llegar a conclusiones en lo que respecta la influencia en los bajos ingresos del servicio. Paralelamente, las conclusiones del cuestionario señalan tres retos principales para el diseño de servicios relativas al uso excesivo de tecnología; el uso de herramientas y procesos de DS desconectados de sus propósitos; y la necesidad de compromiso político del diseñador, como forma de crear impacto positivo en las comunidades.<br>Almada, a city in the south margin of river Tagus facing Lisbon, in Portugal, has a new light rail service that operates since September 2008. This transport, result of a public/private consortium, was built from the efforts of Almada’s City Hall and Lisbon Metropolitan Area (LMA) with the aim of improving people’s mobility inside LMA. Metro Sul do Tejo (MST) pre-project study was approved by the Portuguese Government with the commitment to involve public investment. But, usage numbers proved to be unrealistic, and MST’s low revenues aligned with the economic crisis that Portugal faced during the years of 2008-2014, compromised the project. After eight years in operation the number of service users represents only 45 percent of original estimate and the construction of second and third phases is suspended. Based on data gathered by the City Hall and MST we carried out a survey among MST’s users to understand the causes behind such low usage rate. We found that MST had limited users’ feedback in the project phase, and did not integrate processes of Service Design (SD). SD evolved from other areas of design and gained importance as a reflexive and innovative user-centred process, applied to public and private services, namely in the transportation sector. Data analysis allow us to inflect conclusions about the real impact of the tram line in the life of Almada’s residents, and according to the survey findings, we will see that the service does not fulfil quality expectations nor safety and comfort requirements which were the biggest cause of complaints. Literature reviewed about service design and a showcase of relevant transport projects which applied design tools, based a questionnaire submitted to service designers, that allow us to reach conclusions about what influenced the low revenues of the service. At the same time, conclusions from the designers survey point out three main challenges for service design that concern a) the overuse of technology; b) the use of SD tools and processes displaced from their purposes; and c) the necessity of designer’s political engagement, as a way of creating positive impact in communities.

Doutoramento em Biologia<br>Espécies de Aeromonas encontram-se distribuídas por diferentes habitats, estando especialmente relacionadas com ambientes aquáticos. O seu papel em complicações na saúde humana e animal é reconhecido. De facto, não só pelo seu potencial de virulência, mas também pelos determinantes genéticos de resistência a antibióticos que possam conter, estes organismos constituem uma preocupação na medicina humana e veterinária. Assim, é essencial o estudo da diversidade de espécies de Aeromonas bem como explorar as suas características fenotípicas e genéticas que podem conduzir a impactos negativos. A água constitui um importante veículo de transmissão de microrganismos e espécies de Aeromonas estão amplamente distribuídas em águas tratadas e não tratadas. Em Portugal é ainda comum o consumo de águas não tratadas cuja qualidade, na maioria das vezes, não é sujeita a monitorização, como acontece por exemplo, em explorações agrícolas de gestão familiar. Neste estudo, investigou-se a presença de Aeromonas em águas não tratadas para consumo. Estabeleceu-se também uma linha horizontal de colheitas de diferentes amostras de origem agrícola com o intuito de avaliar a possibilidade de a água ser uma das vias de contaminação de culturas agrícolas e animais por espécies de Aeromonas. Obtiveram-se 483 isolados que foram discriminados por RAPD-PCR. 169 estirpes distintas foram identificadas ao nível da espécie por análise filogenética baseada no gene gyrB. Verificou-se uma frequente ocorrência bem como uma diversidade considerável de espécies de Aeromonas. Em alguns casos, as relações genotípicas entre isolados de diferentes amostras eram muito próximas. Adicionalmente, a maioria das amostras continha diferentes espécies e estirpes distintas da mesma espécie. A. media e A. hydrophila foram as espécies mais ocorrentes. Um grupo de isolados apresentou variantes moleculares de gyrB diferente das conhecidas até agora, o que indica que poderão constituir espécies não descritas. O perfil de susceptibilidade da colecção de Aeromonas a diferentes antibióticos foi estabelecido, constituindo um perfil típico do género, com algumas excepções. Estirpes multirresistentes foram encontradas. A presença de genes tet e bla foi investigada por estudos de PCR, hibridação e, em alguns casos, de sequenciação. Como era esperado, cphA/imiS foi o mais detectado. A detecção de integrões fez-se por PCR e hibridação e a sua caracterização foi feita por sequenciação de DNA; a sua ocorrência foi reduzida. A maioria das estirpes sintetizou enzimas extracelulares com actividade lipolítica e proteolítica que potencialmente contribuem para virulência. A análise por PCR e hibridação permitiram a detecção de vários determinantes genéticos que codificam moléculas possivelmente envolvidas em processos patogénicos. Diversas espécies de Aeromonas apresentando características relacionadas com resistência a antibióticos e potencialmente de virulência estão frequentemente presentes em produtos para consumo humano e animal em Portugal. ABSTRACT: Aeromonas spp. are present in a wide range of ecological niches, being mainly related to aquatic environments. Their role in human and animal health complications is recognised. In fact, not only for their putative virulence but also for the antibiotic resistance genetic determinants Aeromonas may harbour, these organisms constitute an issue of concern in human and veterinary medicine. Thus, it is essential to get knowledge on Aeromonas sp. diversity and on their genotypic and phenotypic characteristics that may lead to negative impacts. Water constitutes a good contamination route for microorganisms and Aeromonas are widespread in untreated and treated waters from different sources. In Portugal there is still an extensive use of untreated water which is not regularly monitored for quality. This is often the case in family smallholding farms. In this study untreated drinking and mineral waters were assessed for their content in Aeromonas spp. Furthermore, a sampling scheme was designed to investigate the occurrence and diversity of Aeromonas sp. in different agricultural correlated sources and to assess the possibility of water being the transmission vehicle between those sources. 483 isolates were obtained and discriminated by RAPD-PCR. Identification at the species level for 169 distinct strains was done by gyrB based phylogenetic analysis. Results demonstrated the frequent occurrence and considerable diversity of Aeromonas spp. In some cases, genotypic close relations were found between isolates from different sources. Also, most samples contained different species and distinct strains of the same species. A. media and A. hydrophila were the most occurring. A group of isolates displayed gyrB gene sequences distinct from the previously known, indicating that they may constitute representatives of non-described species. The antibiotic susceptibility profile of the aeromonads collection was established and constituted a typical profile of the genus, although few exceptions. Multiresistance patterns were found. The presence of tet and bla genes was investigated by PCR, hybridisation and, in some cases, sequencing analysis. As expected, cphA/imiS was the most detected. Integrons were screened by PCR and hybridisation and characterised by DNA sequencing; low occurrence was recorded. The bulk of strains was able to produce extracellular enzymes with lipolytic and proteolytic activities, which may contribute to virulence. PCR and hybridisation surveys allowed the detection of distinct genetic determinants coding for molecules putatively involved in pathogenic processes. Diverse Aeromonas sp. presenting distinct antibiotic resistance features and putative virulence traits are frequently present in many sources for human and animal consumption in Portugal.

Mestrado em Biologia Aplicada - ramo Biologia Marinha<br>Gorgonians are sessile cnidarians with a three-dimensional and complex structure that plays a relevant ecological role in coastal ecosystems, providing physical habitat, refuge and food sources for other small organisms. Despite their relevance as foundation species, very few studies have addressed the ecological patterns of hosts (gorgonians) and their attendant fauna. The present study aims to analyse the temporal variability of the epifaunal assemblages associated with two of the most abundant gorgonian species from southern Portugal, Eunicella gazella and Leptogorgia lusitanica. As gorgonian populations comprise colonies of different sizes, ecological patterns of attendant assemblages were also analysed with regards to colony size (3 size classes). Replicate samples were collected in July and November 2010, March, June and August 2011 in Pedra da Greta (Algarve, Portugal). The results suggest that the gorgonian host exert a significant effect on the composition and structure of the attendant epifaunal assemblages, although most taxa were common to both hosts. Time, more than size, was found to be a main driver of the ecological patterns of these assemblages, where amphipods, molluscs and polychaetes were the more abundant and richest groups. The temporal patterns were characterized by high densities and diversity in the attendant epifaunal assemblages during spring-summer, followed by a high mortality or emigration of rare and occasional taxa, leading to a sharp decrease in the values of biodiversity and abundance indicators. During the autumnwinter period, the assemblages were mainly dominated by the resident taxa (i.e. taxa present in all sampling dates). After the peak of phytoplankton observed during this period and as the seawater temperature increased, the spring recolonization contributed to the re-establishing of rich and abundant assemblages that persisted during the summer. Therefore, temporal variability must be taken into account for the design of future biodiversity assessment studies, as different patterns may be observed depending on the sampling time.<br>As gorgónias são organismos sésseis que devido à sua estrutura complexa e tridimensional desempenham um papel ecológico importante nos ecossistemas costeiros, proporcionando substrato físico, local de refúgio e fonte de alimento a outros organismos. No entanto, apesar da sua importância como espécies estruturantes, poucos estudos têm tido em consideração os padrões ecológicos, tanto das gorgónias como da sua fauna associada. Este estudo tem como principal objectivo analisar os padrões temporais da fauna epibentónica de duas das gorgónias mais abundantes do sul de Portugal, Eunicella gazella e Leptogorgia lusitanica. Devido à diferença no tamanho das colónias de gorgónias presentes, os padrões ecológicos da sua fauna associada foram analisados considerando 3 classes de tamanho. Tendo como objectivo averiguar flutuações temporais, as amostras foram recolhidas em Julho e Novembro de 2010, Março, Junho e Agosto de 2011 na Pedra da Greta (Algarve). Os resultados observados, indicam que o organismo hospedeiro exerce um efeito importante na composição e estrutura da comunidade associada, ainda que a maioria dos taxa seja comum às duas gorgónias. Não obstante, com maior influência que o tamanho da colónia, a variabilidade temporal, foi considerada o principal contribuinte para a explicação dos padrões ecológicos observados na fauna associada, na qual anfípodes, moluscos e poliquetas foram os grupos mais ricos e comuns. Os padrões temporais foram caracterizados por uma elevada densidade e diversidade da epifauna no período Primavera-Verão, seguida de uma elevada mortalidade ou emigração de taxa raros ou ocasionais, resultando num decréscimo dos valores das variáveis biológicas. Durante o período Outono-Inverno, a comunidade foi maioritariamente dominada por taxa residentes (ou seja, taxa presentes em todos os períodos de amostragem). Após o aumento da abundância de fitoplâncton observado neste período e à medida que a temperatura da água aumenta, a recolonização durante a Primavera contribui para o restabelecimento da comunidade rica e abundante do Verão. Assim, a variabilidade temporal é um factor a ter em conta na elaboração de estudos de biodiversidade, visto ser provável a ocorrência de diferenças significativas durante o período de amostragem.

Abstract The Portuguese DNA database was established in 2008 and is one of the smallest DNA databases in the EU. Portugal has one of the most restrictive regulatory frameworks in the EU in relation to the criteria for the entry and deletion of DNA profiles. The country started connecting with the Prüm system’s genetic data exchange in 2015. In terms of bordering practices, Portugal serves as an example of latent rebordering dynamics. This is because the requirements of the EU regulations regarding Prüm have been fully implemented in Portugal in terms of techno-scientific and operational infrastructures, yet Portugal simultaneously severely restricts access to biometric data. This situation derives from particularities of Portugal’s national policy regulations on data protection and its judicial traditions as well as regulations on ethical oversight.

DIPLANOAGAP: Distribution of Plastics in the North Atlantic Garbage Patch Ponta Delgada (Portugal) – Malaga (Spain) 17.08. – 12.09.2019 The expedition POS 536 is part of a multi-disciplinary research initiative of GEOMAR investigating the origin, transport and fate of plastic debris from estuaries to the oceanic garbage patches. The main focus will be on the vertical transfer of plastic debris from the surface and near-surface waters to the deep sea and on the processes that mediate this transport. The obtained data will help to develop quantitative models that provide information about the level of plastic pollution in the different compartments of the open ocean (surface, water column, seafloor). Furthermore, the effects of plastic debris on marine organisms in the open ocean will be assessed. The cruise will provide data about the: (1) abundance of plastic debris with a minimum size of 100 μm as well as the composition of polymer types in the water column at different depths from the sea surface to the seafloor including the sediment, (2) abundance and composition of plastic debris in organic aggregates (“marine snow”), (3) in pelagic and benthic organisms (invertebrates and fish) and in fecal pellets, (4) abundance and the identity of biofoulers (bacteria, protozoans and metazoans) on the surface of plastic debris from different water depths, (5) identification of chemical compounds (“additives”) in the plastic debris and in water samples.

This report outlines in detail the situation of rural youths Neither in Employment, nor in Edu-cation or Training (NEET) aged between 15 and 34 years old, over the last decade (2009-2019) in Portugal. To do this, the report portrays indicators of: youth population; youth em-ployment and unemployment; education; and, NEETs distribution. The characterisation of all indicators adopts the degree of urbanisation as a central criterion, thereby enabling propor-tional comparisons between rural areas, towns and suburbs, cities and the whole country. These analyses are further divided into age subgroups and, where possible, into sex groups for greater detail.The statistical procedures adopted across the different selected dimensions involve: des-criptive longitudinal analysis; using graphical displays (e.g., overlay line charts); and, the calculation of proportional absolute and relative changes between 2009 and 2013, 2013 and 2019, and finally 2009 and 2019. These time ranges were chosen to capture the in-dicators evolution before and after the economic crisis which hit European countries. All data was extracted from Eurostat public datasets.The analyses show that between 2009 and 2019 the rural youth population aged 15 to 24 years has been increasing in Portugal. Although the youth unemployment rate is higher in cities, rural areas faced more difficulties in overcoming the effects of the crisis, particularly among young adults aged over 25 years. In the field of education, however, there was an absolute and relative reduction in the proportion of young people with lower qualifications compared with young people in early school leavers in rural areas between 2009-2019, even though it still remains well above the 10% target defined by the Europe 2020 strategy. Finally, the proportion of NEETs in Portugal is higher in rural areas, in all age groups with available data, compared to cities and towns and suburbs, thereby revealing territorial in-equalities in access to employment and education opportunities.
