Abstract:
The field of social work is currently wrestling with a number of divergent theories and concepts as it seeks to discover ways of thinking about social issues, client worlds, and best practices. Yet many of those eclectically gathered theories are not aligned logically or philosophically. This has led to a disjointed, ad hoc, and disunited theoretical basis within the field that has, arguably, weakened its collective effectiveness, reputation, and impact. Erich Fromm (1900-1980), a German-born psychoanalyst and philosopher, offers a number of theoretical ideas, stances, and directions that may improve social work’s theoretical underpinnings and perhaps even provide some foundational elements useful for the creation of a unified theory of human functioning in the world. This article explores Fromm’s body of work with the intention of applying a selection of his ideas to social work theory, policy, and practice. Remedies to resolve the bifurcation of psyche-based and society-based theories are discussed. Following this is a presentation of Fromm’s concept of “social character” as well as implications for social work practice.

Abstract:
There exists a German-Jewish cultural discourse from the early 20th century that stands in dynamic tension between spiritual and material, sacred and secular, beyond the usual static dichotomies. Several key Jewish thinkers have sought to recover spiritual meaning, in direct interaction with the profane. Under different ways they developed a process of simultaneous secularization and sacralization, in a sort of “dialectic” combination of both. The first common characteristic of these authors is their deep attachment to the German romantic culture, with its ambivalence towards modernity, and its desperate attempt at re-enchanting the world through a return to past spiritual forms. This article will demonstrate these relationships through the work of young Eric Fromm.

Abstract:
The article explores contemporary historiography of the history of Königsberg University (Albertina), which had existed in East Prussia since 1544 until 1944. Over the course of four centuries there was an official narrative on the history of the university as a stronghold of German culture in the east of the country. After World War II the university history was mainly investigated by German historians, but after the end of the Cold War the interest in this topic increased not only in Germany, but also in other countries. The researchers are primarily focused on two periods – the early modern one (mid-16th – 17th centuries) and the end of the 19th – the first half of the 20th century. A considerable number of topics on the history of Königsberg University, which earlier were taboo or ignored for other reasons, have become a subject of academic interest in recent decades. Discussions arose about the degree of responsibility of university intellectuals for the Nazis’ crimes. New biographies of historians such as Hans Rothfels or Werner Conze force a reader to form a more realistic image of Albertina in the 1930s. The material ofthe university history makes it possible to reconsider the contradictory relations between the German state and Jewish communities as well as to expand understanding of the circumstances of the Jews’ persecution at the beginning of the National Socialistera. The analysis of contemporary historiography shows that, with all its achievements, it retains some stereotypes dating back to the traditional narrative, primarily a lack of attention to the role of women in the university history and the importance of the university as an institution strengtheninga gender order. The paper introduces a number of examples of women scholars that are not fully represented in the history of the university (Frieda Fromm-Reichmann, Sophie Brutzer, Elise Jenny Baumgartel). Moreover, the article gives a brief description of Russian historiography. Taking into account the development trends of contemporary historiography, the author considers the prospects of the research devoted to Königsberg University history.

This paper analyses economic power, state power and ideological power in the age of Donald Trump with the help of critical theory. It applies the critical theory approaches of thinkers such as Franz Neumann, Theodor W. Adorno and Erich Fromm. It analyses changes of US capitalism that have together with political anxiety and demagoguery brought about the rise of Donald Trump. This article draws attention to the importance of state theory for understanding Trump and the changes of politics that his rule may bring about. It is in this context important to see the complexity of the state, including the dynamic relationship between the state and the economy, the state and citizens, intra-state relations, inter-state relations, semiotic representations of and by the state, and ideology. Trumpism and its potential impacts are theorised along these dimensions. The ideology of Trump (Trumpology) has played an important role not just in his business and brand strategies, but also in his political rise. The (pseudo-)critical mainstream media have helped making Trump and Trumpology by providing platforms for populist spectacles that sell as news and attract audiences. By Trump making news in the media, the media make Trump. An empirical analysis of Trump’s rhetoric and the elimination discourses in his NBC show The Apprentice underpins the analysis of Trumpology. The combination of Trump’s actual power and Trump as spectacle, showman and brand makes his government’s concrete policies fairly unpredictable. Abstract:
Abstract This essay explores the psychoanalytic sanitarium (Therapeutikum) directed by Frieda Fromm-Reichmann and Erich Fromm in Heidelberg from 1924 to 1928. The Therapeutikum aimed to combine adherence to Jewish ritual with psychoanalytic practice and radical politics for a group of German Jews who were rethinking their Orthodox backgrounds in light of new intellectual and political currents and modern sensibilities. Visitors to the sanitarium included many leading German-Jewish thinkers, and Heidelberg’s proximity to Frankfurt placed the Therapeutikum in the orbit of the Institute for Social Research and near a major hub in the renaissance of Jewish learning then occurring. At the centre of the article is a discussion of essays by Fromm-Reichmann and Fromm that subjected Jewish ritual (kashrut and shabbat) to psychoanalytic investigation. Appearing in Imago in 1927, the articles marked the two writers’ public break with Orthodox Judaism. This essay argues that the Imago articles marked a crucial moment in the political, intellectual, and religious history of German Jewry. Even if the Fromms’ synthesis of Freudianism, radical politics, and Judaism was conceptually shaky, their sanitarium illustrates the centrality of psychoanalysis—as a sensibility, a hermeneutic and above all a way of creating social and communal bonds—to a generation of German Jews navigating the challenges of German and Jewish modernity.

Abstract:
Summary: German belongs to those languages that allow a free permutation of subject, direct object and indirect object in verb final sentences. Five linear precedence (LP) principles have been postulated to describe preference patterns for the different word orders ( Uszkoreit, 1986 ). The present study tested if these rules are valid for meaningful German sentences only or also hold for pseudo-word sentences, i.e., if they are independent of semantic language aspects. Twelve students saw sentences in six different but legal word orders and in one illegal word order, either with normal German words or pronounceable pseudo-words. They had to answer a question focussing on the thematic role of one or more complements. In addition, they rated the acceptability of a subset of sentences in all experimental conditions. The canonical word order was processed fastest and processing times increased the more LP-principles were violated, both for normal and pseudo-word sentences. Moreover, acceptability ratings decreased monotonously with an increasing deviation of the sentences from its canonical word order, again irrespective of the stimulus material. The ungrammatical permutation received the lowest acceptability ruting. These results imply that the LP-principles describe syntactical preferences independent of meaning, at least in isolated sentences.

In this study the effect of phonotactic constraints concerning word-initial consonant clusters in children with delayed phonological acquisition was explored. Twelve German-speaking children took part (mean age 5;1). The spontaneous speech of all children was characterized by the regular appearance of the error patterns fronting, e.g., Kuh (cow) → /tu:/, or stopping, e.g., Schaf (sheep) → /ta:f/, which were inappropriate for their chronological age. The children were asked to produce words (picture naming task, word repetition task) with initial consonant clusters, in which the application of the error patterns would violate phonotactic sequence constraints. For instance, if fronting would apply in /kl-/, e.g., Kleid (dress), it would be realized as the phontactically illegal consonant cluster /tl-/. The results indicate that phonotactic constraints affect word production in children with delayed phonological developments. Surprisingly, we found that children with fronting produced the critical consonants correctly significantly more often in word-initial consonant clusters than in words in which they appeared as singleton onsets. In addition, the results provide evidence for a similar developmental trajectory of acquisition in children with typical development and in children with delayed phonological acquisition. Abstract:
Recent research has shown that the early lexical representations children establish in their second year of life already seem to be phonologically detailed enough to allow differentiation from very similar forms. In contrast to these findings children with specific language impairment show problems in discriminating phonologically similar word forms up to school age. In our study we investigated the question whether there would be differences in the processing of phonological details in normally developing and in children with low language performance in the second year of life. This was done by a retrospective study in which in the processing of phonological details was tested by a preferential looking experiment when the children were 19 months old. At the age of 30 months children were tested with a standardized German test of language comprehension and production (SETK2). The preferential looking data at 19 months revealed an opposite reaction pattern for the two groups: while the children scoring normally in the SETK2 increase their fixations of a pictured object only when it was named with the correct word, children with later low language performance did so only when presented with a phonologically slightly deviant mispronunciation. We suggest that this pattern does not point to a specific deficit in processing phonological information in these children but might be related to an instability of early phonological representations, and/or a generalized problem of information processing as compared to typically developing children.

Abstract:
This thesis studies word order variations in Swiss-German sentences that contain infinitival complements. Such sentences exhibit interesting word order. Verbs can be in different orders and the objects selected by these verbs can be in different positions relative to them. The aim of this thesis is to give a general account of these word order facts based solely on structural properties of the complements in the underlying structure. In particular, it is claimed that Swiss-German verbs that take infinitival complements do not all select the same type of complements. Some verbs (like modals, perception verbs and causatives) select VPs, others (like raising verbs) select IPs and others (like control verbs) select IPs or CPs. Mechanisms such as extraposition, verb raising and proliticization then apply to different structures in order for the sentence to satisfy T-linking. Extraposition applies to IPs and CPs, verb raising to IPs and VPs and procliticization to verbs that are sister to VPs.

This paper is a case study of the German Navy. The analysis centers on the role of naval institutions within state and society, the interplay between naval strategy and statecraft, and the factors affecting civil-military relations. The progression from first a young empire driven by Weltpolitik and navalism, to ultimately a compact and multilaterally focused naval institution operating within alliance collective security systems, demonstrates the limits and potentials of naval strategy under widely disparate statecraft. Unlike the long-established maritime democracies, such as Britain, France, or the United States, Germanys naval experience is rife with discontinuities and in many ways can be viewed as infant in its contemporary form. To the professional naval officer serving in a democracy, the failures and successes of the various iterations of the German Navy provide myriad universal, timeless lessons that can be applied toward the effective conduct of ones duties. More then a handy reference of narrowly focused operational naval tales, this paper offers the aspiring naval officer an understanding of the imponderable aspects of navies: The importance of melding strategic purpose with long range construction planning, the role of tradition in fostering a healthy naval cadre, or the importance of respecting geostrategic and economic realities.

Abstract:
Born in 1938 in Poland, I epxperienced wartime Berlin and post-war Stalinism. My first job, at sixteen, was with the East Berlin States Opera and the Bertold Brecht's Berliner Ensemble. The play writes Betrtold Brecht and Buechner had the strongest influence on me. Brecht's play 'Mutter Courage and her children' and Georg Buechner's 'Woyzech' encapsulated the harsh realities of post-war Europe, and confirmed my desire for social justice and reform. Yet, the main influence on my work comes from my own life experience. My life in Australia has become a kind of exile-a deprivation of the origin of my culture and my cradle. After nearly forty years in Australia I feel a little displaced. Yet I left Europe voluntarily to escape from the very culture and history I now miss. I am experiencing a common dilemma of migration. I belong neither here nor there-a kind of dislocation. There exists a twilight zone in the in-between time-a discontinuity of my Berliner development. Artists such as Kaethe Kollwitz, John Heartfield, George Grosz, Otto Dix, and Max Beckman influenced my teenage years. Later, Joseph Beuys, Anselm Kiefer and Georg Baselitz. I work with found objects, such as toys crafted by human hand. I am giving them a new meaning, a new being. They are meditations on the conflict of war, where women and children are the primary victims of political fragmentation. My sculptures evoke memories of a childhood stolen. They take on a menacing character reminding the viewer of the effects war has on humanity. But Art is the reflector and searcher; it is our way to enlightenment. Joseph Beuys introduced the concept of an expanded notion of art ("der erweiterte Kunstbegriff???) to surpass the boundaries of modernism with in art, science, spirituality, humanism and economics. He drew attention to the potential of human creativity. Art, against all odds, is poetry to life.

Word Sense Disambiguation (WSD), i.e., the task of assigning senses to words in context, has seen a surge of interest with the advent of neural models and a considerable increase in performance up to 80% F1 in English. However, when considering other languages, the availability of training data is limited, which hampers scaling WSD to many languages. To address this issue, we put forward MultiMirror, a sense projection approach for multilingual WSD based on a novel neural discriminative model for word alignment: given as input a pair of parallel sentences, our model -- trained with a low number of instances -- is capable of jointly aligning, at the same time, all source and target tokens with each other, surpassing its competitors across several language combinations. We demonstrate that projecting senses from English by leveraging the alignments produced by our model leads a simple mBERT-powered classifier to achieve a new state of the art on established WSD datasets in French, German, Italian, Spanish and Japanese. We release our software and all our datasets at https://github.com/SapienzaNLP/multimirror.

German higher education institutions attract students from all over the word for degree mobility, especially after the Bologna reform has led to an increase in internationally-oriented, English-taught study programmes. With such programmes, universities serve the politically intended purpose of attracting highly qualified talent in the form of international graduates that might potentially stay for the German job market. But for the transition from studies to the work market to be successful, it is essential for international students to acquire social capital in the form of contacts to people from the host country. This paper firstly presents results of a study on the situation of students who come to study in international engineering programmes at the Ruhr-Universität Bochum in Germany, focusing on the unsatisfactory contact situation of international and German students revealed in the study. Secondly, measures of the project ELLI2 – Excellent Teaching and Learning in Engineering Sciences – are introduced that aim at improving this situation, fascilitating contact between German and international engineering students. The set-up of a tandem-programme is presented, as well as participation structure and evaluation results of the first two runs of this programm in 2017/18. In addition, an international student council network will be introduced.

Abstract:
Neural Machine Translation (NMT) generates target words sequentially in the way of predicting the next word conditioned on the context words. At training time, it predicts with the ground truth words as context while at inference it has to generate the entire sequence from scratch. This discrepancy of the fed context leads to error accumulation among the translation. Furthermore, word-level training requires strict matching between the generated sequence and the ground truth sequence which leads to overcorrection over different but reasonable translations. In this paper, we address these issues by sampling context words not only from the ground truth sequence but also from the predicted sequence during training. Experimental results on NIST Chinese->English and WMT2014 English->German translation tasks demonstrate that our method can achieve significant improvements on multiple data sets compared to strong baselines.

This paper gives an overview of a model that predicts articulation ease for German phonological words on the basis of error data from patients with apraxia of speech (AOS). AOS is introduced as a clinical model of higher order motor processes for articulation. Word production accuracy in AOS is considered as a window into the structure of articulation plans as acquired through speech motor learning in childhood. The NLG model of apraxia of speech is explained. Applications in speech development and adult speech are outlined.

Although attention-based Neural Machine Translation (NMT) has achieved remarkable progress in recent years, it still suffers from issues of repeating and dropping translations. To alleviate these issues, we propose a novel key-value memory-augmented attention model for NMT, called KVMEMATT. Specifically, we maintain a timely updated keymemory to keep track of attention history and a fixed value-memory to store the representation of source sentence throughout the whole translation process. Via nontrivial transformations and iterative interactions between the two memories, the decoder focuses on more appropriate source word(s) for predicting the next target word at each decoding step, therefore can improve the adequacy of translations. Experimental results on Chinese)English and WMT17 German,English translation tasks demonstrate the superiority of the proposed model.

Abstract:
System combination is an important technique for combining the hypotheses of different machine translation systems to improve translation performance. Although early statistical approaches to system combination have been proven effective in analyzing the consensus between hypotheses, they suffer from the error propagation problem due to the use of pipelines. While this problem has been alleviated by end-to-end training of multi-source sequence-to-sequence models recently, these neural models do not explicitly analyze the relations between hypotheses and fail to capture their agreement because the attention to a word in a hypothesis is calculated independently, ignoring the fact that the word might occur in multiple hypotheses. In this work, we propose an approach to modeling voting for system combination in machine translation. The basic idea is to enable words in hypotheses from different systems to vote on words that are representative and should get involved in the generation process. This can be done by quantifying the influence of each voter and its preference for each candidate. Our approach combines the advantages of statistical and neural methods since it can not only analyze the relations between hypotheses but also allow for end-to-end training. Experiments show that our approach is capable of better taking advantage of the consensus between hypotheses and achieves significant improvements over state-of-the-art baselines on Chinese-English and English-German machine translation tasks.

The revised German Atomic Act together with the Agreement between the German Government and the German Utilities of June 11, 2001 form new boundary conditions that considerably influence spent fuel strategies by stipulation of lifetime limitations to nuclear power plants and termination of reprocessing. The contractually agreed return of reprocessing residues comprises some 156 casks containing vitrified highly active waste, the so-called HAW or glass canisters, coming form irradiated nuclear fuel assemblies to be shipped from COGEMA, France and BNFL, UK to Germany presumably until 2011. Several hundred casks with compacted residues and other waste will follow. The transports are scheduled presumably beyond 2020. The central interim storage facilities in Ahaus and Gorleben, formerly intended to accumulate up to 8,000 t of heavy metal (HM) of spent fuel from German nuclear power plants, offer sufficient capacity to receive the totality of residues to be returned from reprocessing abroad. GNB has developed, tested, licensed, fabricated, loaded, transported and stored a large number of casks for spent fuel and is one of the world leaders for delivering spent fuel and high level waste casks. Long-term intermediate storage of spent fuel is carried out under dry conditions using these casks that are licensed for transport as well as for storage. Standardized high performance casks such as the types CASTOR® HAW 20/28 CG, CASTOR® V/19 and CASTOR® V/52 meet the needs of most nuclear power plants in Germany. Up to now GNS has co-ordinated the loading and transport of 27 casks loaded with 28 canisters each from COGEMA back to Germany for storage in Gorleben for up to 40 years. In all but one case the cask type CASTOR® HAW 20/28 CG has been used.

Professor M. Zhytaryuk’s review is about a book scientific novelty – a monograph by Professor M. Tymoshyk «Ukrainian journalism in the diaspora: Great Britain. Monograph. K.: Our culture and science, 2020. 500 p. – il., Them. pok., resume English, German, Polish.». Well-known scientist and journalism critic, Professor M. S. Tymoshyk, wrote a thorough work, which, in terms of content, is a combination of a monograph, a textbook and a scientific essay. This book can be useful for both students and practicing journalists or anyone interested in the history of the Ukrainian diaspora, Ukrainian journalism and Ukrainian culture. The author dedicated his work to Stepan Yarmus from Winnipeg, Canada – archpriest, journalist, editor, professor. As the epigraph to the book were taken the words of Ivan Bagryany: «Our press, born under the sword of Damocles of repatriation», not only survived and survived to this day, but also showed a brilliant ability to grow and develop. It was shown that beggars that had come to the West without money at heart can and know how to act so organized. It was also an example of how a modern «enbolshevist» and «denationalized» by the occupier man person is capable of a combined mass action».

In the article investigational three magazines which went out after Second World war in Germany and Austria in the environment of the Ukrainian emigrants, is «Theater» (edition of association of artists of the Ukrainian stage), «Student flag» (a magazine of the Ukrainian academic young people is in Austria), «Young friends» (a plastoviy magazine is for senior children and youth). The thematic structure of magazines, which is inferior the association of different on age, is considered, by vital experience and professional orientation of people in the conditions of the forced emigration, paid regard to graphic registration of magazines, which, without regard to absence of the proper publisher-polydiene bases, marked structuralness and expressiveness. A repertoire of periodicals of Ukrainian migration is in the American, English and French areas of occupation of Germany and Austria after Second world war, which consists of 200 names, strikes the tipologichnoy vseokhopnistyu and testifies to the high intellectual level of the moved persons, desire of yaknaynovishe, to realize the considerable potential in new terms with hope on transference of the purchased experience to Ukraine. On ruins of Europe for two-three years the network of the press, which could be proud of the European state is separately taken, is created. Different was a period of their appearance: from odnogo-dvokh there are to a few hundred numbers, that it is related to intensive migration of Ukrainians to the USA, Canada, countries of South America, Australia. But indisputable is a fact of forming of conceptions of newspapers and magazines, which it follows to study, doslidzhuvati and adjust them to present Ukrainian realities. In this article considered Journalistic and editorial activity of Volodymyr Lenika (14.06.1922–02.11.2005) – one of the leading figures of Ukrainian emigration in Germany. First outlined basic landmarks of his life and creation. Journalistic and editorial activity of Volodymyr Lenik was during to forty years out of Ukraine. In the conditions of emigration politically zaangazhovani Ukrainians counted on temporality of the stay abroad and prepared to transference of the created charts and instituciy on native lands. It was or by not main part of conception of liberation revolution of elaborate OUN under the direction of Stepan Banderi, and successfully incarnated in post-war years. Volodymyr Lenik, executing responsible commissions Organization, proved on a few directions of activity, which were organically combined with his journalistic and editorial work. As an editor he was promotorom of creation and realization of models of magazines «Avangard», «Krylati», «Znannia», «Freie Presse Korespondenz», newspapers «Shliakh peremogy». As a journalist Volodymyr Lenik left ponderable work, considerable part of which entered in two-volume edition «Ukrainians on strange land, or reporting, from long journeys». Subject of him newspaper-magazine publications directed on illumination of school, youth, student, cultural, scientific problems, organization and activity of emigrant structures, political fight of emigration, to dethronement of the antiukrainskikh Moscow diversions and provocations. Such variety of problematic of works of V. Lenika was directed in the river-bed of retaining of revolutionary temperament in the environment of diaspore, to bringing in of it to activity in public and political life. Problematic of him is systematized publicism and journalistic appearances, which was inferior realization of a few important tasks, namely to the fight for Ukrainian independence in new terms, cherishing and maintainance of national identity, counteraction hostile soviet propaganda. On an example headed Volodymyr Lenikom a magazine «Knowledge» some aspects are exposed him editorial trade.

Abstract:
This rapid literature review explains the stages of an election cycle, and how donors provide support to electoral cycles. It draws mainly on policy guidance websites and papers due to the questions of this review and the level of analysis taken (global-level, donor-level). It focuses on publications from the last five years, and/or current/forthcoming donor strategies. The electoral cycle and its stages are well-established policy concepts for which there is widespread acceptance and use. Donor support to electoral cycles (through electoral assistance and electoral observation) is extremely widespread, and the dominant donors in this area are the multilateral organisations like the United Nations (UN) and the European Union (EU), and also the United States (US). While almost all bilateral donors also carry out some work in this area, “almost all major electoral support programmes are provided jointly with international partners” (DFID, 2014, p.5). Bilateral donors may provide broader support to democratic governance initiatives, which may not be framed as electoral assistance, but may contribute to the wider enabling environment. All of the donors reviewed in this query emphasise that their programmes are designed according to the local context and needs, and thus, beyond the big actors - EU, UN and US, there is little overarching information on what the donors do in this area. While there is a significant literature base in the broad area of electoral support, it tends to be focussed at the country, programme, or thematic, level, rather than at the global, or donor, level taken by this paper. There was a peak in global-level publications on this subject around 2006, the year the electoral cycle model was published by the European Commission, International Institute for Democracy and Electoral Assistance (International IDEA), and United Nations Development Programme (UNDP). This review concludes by providing examples of the electoral assistance work carried out by five donors (UN, EU, US, UK and Germany).
