Abstract:
The proposed study is an attempt to understand the linkage between the satisfaction level of the front-end employees and satisfaction level of the patients and attendants visiting the hospital for their IPD treatment. The study was executed in a three hundred bedded multispecialty hospital in Ludhiana. The study is highly significant as front administration plays a pivotal role in soothing the journey of the patients and leaves an indelible mark right from the registration counter to the admission, during their treatment and discharge. An integrated questionnaire was used in conducting the study. During the field plan of twenty days, hundred IPD patients were interviewed with simple random method. The next facet of study, twenty five front administration employees ranging from front office attendant, front office nurses and technicians were interviewed. The current study results revealed no significant relationship of satisfaction level of front end administration staff with satisfaction level of patients.

Abstract:
Purpose: Internal communication in municipal offices is an important factor that affects the quality of the services provided by this organisation. The article uses factor analysis to identify the quality factors of internal communication between front-office and back-office staff and, on this basis, identifies problems in this communication and also proposes improvement measures. Design/methodology/approach: The paper identifies latent factors of the quality of internal communication between front-office and back-office employees of a selected municipal office. The identified factors were used to assess the level of internal communication quality between front-office and back-office employees. Findings: Based on factor analysis, latent factors of the quality of internal communication between front-office and back-office employees were identified and, on this basis, the level of quality of internal communication between the surveyed municipal office employees was assessed and problems in this communication were identified. Research limitations/implications: The main limitation of the article is that it is based on one case of an organisation. Future research will need to be conducted in more organisations to find out whether the same result can be achieved. Practical implications: The research conducted identified three latent factors of the quality of internal communication between front-office and back-office staff in one municipal office. These factors include: cooperation between front-office and back-office staff, assurance and responsiveness. The identified factors were used to assess the level of quality of internal communication between front-office and back-office staff. The worst-rated factor is collaboration between the employees surveyed (2.26), better assurance (3.67), while responsiveness is the best (3.97). Originality/value: To date, the level of quality of internal communication between front-office and back-office employees has not been assessed in municipal offices. It is difficult to find research results in the system that are effective and effectively ensure the effectiveness of communication between front-office and back-office employees. Abstract:
The study of the life path and activities of the Great Patriotic War participants remains an extremely important area of research. Unfortunately, the names of the generals and officers of the quartermaster service who organized reliable rear support for the combat activities of the fronts in the most important operations of the Great Patriotic War are known to a narrow circle of specialists, but little known to the general public. The article examines the main milestones in the military service of rear generals and officers of the Voronezh Front during the preparation and conduct of the Battle of Kursk. The first part of the article contains information about the biographies of Vladimir N. Vlasov, Chief of Rear Services of the Voronezh Front, Vasily V. Vasiliev, Chief of Staff of the Rear Administration of the Voronezh Front, Konstantin I. Izotov and Nikolay A. Zhuk, heads of two departments of the Rear Administration Headquarters. The article also outlines the evolution of the status of quartermaster service officers in Russian armed forces in the first half of the 20th century.

Abstract:
This article aims to explore the story of the front-line implementation of US welfare reform through analyzing the experiences of front-line workers with a grounded theory approach. There were deep concerns about the working poor and unelaborated programs for economic independence, which were attributable to the legislation’s thrust to work-first and a skill mismatch, without taking the quality of jobs into account. Welfare roll reduction resulted in taking a generous approach to welfare clients on the front lines. Although discretion resulted in the operation of more local initiatives on the front lines, it was not a substantial response to the demands of the real lives of clients. This article argues that the quality and sustainability of work is critical, prior to an emphasis on work-first. Front-line implementation must shift to increasing employers’ willingness to create incentives for skill-building and to giving clients some motivation to work. Points for practitioners A gap between policymaking and nonlinear policy implementation on the front lines is inevitable as local demands vary. Particularly, perspectives of front-line implementers are useful in reflecting various local demands and adjusting the different interests of clients in the process of refining welfare reform in lieu of federal policymakers. Although the discretion of front-line implementers is critical, less attention has been paid to how they put welfare reform into practice and what they learned. Qualitative exploration of such issues thus provides field-based evidence to improve its implementation to help the clients, which has rarely been examined in the literature.

Scholars and political actors generally believe that presidents enjoy a period of sanguine rapport with the press gallery during a honeymoon of about two months at the beginning of each new administration. The honeymoon is characterized by a minimum of hostile questions by reporters and relatively gentle media treatment of the new president. However, this content analysis of front-page headlines in the New York Times during the first 100 days of the Eisenhower, Kennedy, Nixon, Carter, Reagan, and Clinton administrations suggests that all honeymoons are not equal.

Purpose – The purpose of this paper is to provide a sociological analysis of everyday interaction on the physical front line of the Norwegian welfare state. Design/methodology/approach – The data are from a short-term ethnographic study in the reception/waiting rooms of three local welfare offices. These are important sites for access to benefits and services. The focus is on the situational and interactional aspects: how do people behave and interact with fellow visitors as well as with front line staff in this institutional context? For the analysis, Goffman’s conceptual framework on behaviour in public places is combined with concepts from a theory of access to welfare benefits. Findings – The analysis shows how people fill these spaces with different activities, and how they are characterized by a particular type of welfare “officialdom”, boundary work and the handling of welfare stigma. Everyday interaction on the front line gives insights into the tensions in an all-in-one welfare bureaucracy and into the implementation of digitalization. The paper concludes that “old” and “new” tensions are expressed and managed at the front line, and suggests that more attention be paid to the new barriers that are developing. Originality/value – The study contributes an ethnographic approach to a seldom studied part of welfare administration. The waiting rooms in the Norwegian welfare organization are actualized as a social arena influenced by new trends in public administration: one-stop shops, a new heterogeneity, activation policies and digitalization processes.

It is surprising to note how the debate on public administration reform in central and Eastern Europe seems to be about repeating the same story over and over again. In front of a mixed picture of success and failure, it is important to note the difference between the development of local government structures and the stagnation level of the central administrations. The European Commission stresses the importance to develop a stable, professional and accountable administration, and most central and east European States have adopted administrative reform strategies. Such reforms are taking place in an environment where there are more «failure factors» than «success factors», that prevent a successful implementation, and thereby seemed condemned to failure, but not if long term strategies were to be developed.

Purpose – The purpose of this paper is to analyse everyday reasoning in public administration. This is done by focusing on front line tax inspectors’ decisions about tax evasion. Design/methodology/approach – The paper presents ethnography of bureaucracy and field audits. The material stems from fieldwork conducted in the Central Customs and Tax Administration. Findings – The paper shows that the tax inspectors reason about tax evasion in a casuistic manner. They pay attention to similar cases and to particular circumstances of the individual cases. In deciding on tax evasion, the inspectors do not just administer the laws; they also enact a policy of fair-mindedness. Doing this they are constrained by time and man-powers, but also enabled by various organizational devices. Research limitations/implications – The tax inspectors that the author followed were carefully chosen and acted in accordance with procedures. The ethnography should be understood in relation to this set-up. Originality/value – The originality of the paper is that it shows that ethnography can open the territory of everyday reasoning in public administration. Also, it shows the discretionary room that any front line tax inspector navigates in. This is significant as revenue collection often is described as formal and dominated by a legal steering in which rules are univocal.

The article examines the memory of the Great Patriotic War in letters, memoirs and literary sources of front-line soldiers and workers of the rear of Kabardino-Balkaria. The state of historiography and sources of the studied problem is analyzed, its relevance is substantiated.
 The experience of party political and propaganda work of the Main Political Administration of the Workers 'and Peasants' Red Army and local party and Soviet bodies for educating the Red Army and home front workers in the spirit of Soviet patriotism, national unity, hatred of the German occupiers and belief in victory will be summarized.
 The letters and addresses of front-line soldiers to relatives and friends, home front workers, and local party and Soviet authorities were identified and investigated.
 The letters and appeals of relatives and friends, home front workers, and local party and Soviet government bodies to front-line soldiers are examined.
 The reflection of war in the literary sources of the front-line soldiers, which are dedicated to the people of the front and rear, is considered.
 The analysis of the problem under study showed that the tasks of rallying and mobilizing all forces to achieve victory were characteristic of the consciousness of front-line soldiers and rear in an extreme situation.

Abstract:
The article examines the administrative and legal status of public administration bodies of a military-civil character, which were created in Ukraine with the beginning of the armed aggression of the russian federation in 2014 and with the full-scale invasion on February 24, 2022. These bodies are now military administrations and military-civil administrations.
 Bodies of public administration of a military-civil character are defined as temporary state bodies with elements of a military management organization formed by the Decree of the President of Ukraine as a temporary forced measure to ensure the safety and normalization of the life of the population in the specified territory of Ukraine: in the area of repelling armed aggression of the russian federation, near-front and rear zones. Emphasis is placed on the uniqueness of this institution, which is a complex administrative structure that combines both, administrative and law enforcement functions.
 The concept of administrative-legal status of public administration bodies of a military-civil character is formulated and defined as a legal position in the system of social-legal relations in the field of public administration, which is determined by enshrining tasks, functions, competence, subjects of responsibilities, guarantees of activity and responsibility in the norms of administrative law.
 It is emphasized that the functioning of public administration bodies of a military-civil character remains relevant in the process of deoccupation of already liberated territories, and will remain so for some time after liberation and in the process of reintegration of all temporarily occupied territories of our state. The functioning of such bodies requires improvement and further development of the regulatory and legal framework, the formation of relevant institutions, a special personnel policy, the introduction of new forms and methods of management, etc. These practical measures should be carried out with the use of a strong scientific basis involving scientists in various fields including administrative and legal science in research.

Purpose – The purpose of this paper is to investigate the face-to-face citizen service encounter in public administrations’ front offices, and present a novel qualification approach to empower service personnel on-the-job, and thereby deepen the knowledge on the role of information and communication technology for advancing governmental reforms. Design/methodology/approach – The presented study follows a design science research methodology, conducted in collaboration with the public administration of a major German city. Data were collected using multiple quantitative and qualitative methods, including questionnaires, semi-structured interviews and video analysis. Findings – A novel on-the-job qualification approach for empowering public employees in their job-related skills, building on the concept of affordances, is developed. Thereto, six design principles for equipping artifacts with counseling affordances are presented. Evaluations in real-world environments provide first evidence that “learning with counseling affordances” constitutes an effective qualification measure to initiate experiential learning on-the-job, helping employees in the resource-restricted work environment of public front offices to obtain the skills to provide superior advisory services. Research limitations/implications – The “learning with counseling affordances” approach was developed in collaboration with an individual major German city and the paper provides first evidence of its effectiveness and suitability. Hence, the study’s insights should be approved by further research to strengthen generalizability. Originality/value – The paper highlights the previously neglected aspects of employee’s skills and qualification for promoting governmental transformation. By highlighting the beneficial relationship between affordances and on-the-job learning, the paper provides novel insights on the role of information and communication technology to promote governmental transformation.

Abstract:
The paper summarises and analyses the development of the public administration system in Ethiopia under three different regimes. The research mainly follows the traditional legal and administrative history approach methodology, focusing on the most significant historical, political, and legislative events (e.g. adoptions of constitutions) of the given eras, drawing attention to the main problems and reviewing them critically. Under Emperor Haile Selassie (1930–1974), Ethiopia was a centralised unitary state in the form of a feudal authoritarian monarchy. During the Derg regime (1974–1991), it remained a centralised unitary state, but with the concept of socialism, the military junta concentrated the power in their hands. The different government and administrative systems are characterized by weak and strong political, economic, and social achievements. Among these is a lack of good governance, human rights violations, weak institutional capacities, low citizen participation, and an (in)appropriate public administration system. These brought the nationality question to the forefront. The Ethiopian People’s Revolutionary Democratic Front (EPRDF, 1991–2019) established a decentralised federation, whereby parliamentary democracy guarantees a separation of powers with checks and balances and acknowledges the rights and self-determination of different ethnicities. In 2019 the EPRDF was dissolved and transformed into the Prosperity Party (PP). The reform forced the resignation of the Tigray People’s Liberation Front (TPLF), the ruling party in the Tigray Region, and as a result, the EPRDF split into PP and TPLF. Meanwhile, public administration transformed from a monarchial administrative system into a weak public administration with poorly functioning state agencies; finally, the present system works under western influences. To mitigate these problems, institutional reforms, effective and efficient use of modern technologies, and inter-institutional cooperation play essential roles in improving the public administration system.

The US Food and Drug Administration is considering an update of a front-of-pack voluntary “healthy” designation that received little use or attention by the food industry. Effective communication to consumers is crucial in promoting healthy diet and lifestyle patterns. In the current food landscape, it is difficult for consumers to determine what foods are healthy. Furthermore, the healthy definition should fit the current science based on the Dietary Guidelines for Americans. We present an argument for required front-of-pack labeling, rooted squarely in the Dietary Guidelines.

In the long-term development of Malaysia and China, the economic relationship is one of the most important bilateral relations between the two countries. Since Malaysia and China formally established diplomatic relations in 1974, under the leadership of the National Front, Malaysia has adopted specific economic policies towards China in different development periods, and the specific economic policies have also shown different characteristics in different development periods. Until Malaysia’s 2018 domestic election, Malaysia-China economic relations ushered in a new period of development. Therefore, this article takes the timeline from 1974 to 2018 to analyze the development and changes in Malaysia-China economic relations during this period and what methods and means Malaysia adopted to establish and develop economic relations with China under the leadership of the National Front in order to promote the positive development of its own economy.

Ai sensi degli articoli 3 bis L. n. 241/1990 e 5 bis, 12 e 41 d.lgs. n. 82/2005, le amministrazioni hanno infatti l’obbligo di ricorrere a strumenti tecnologici nello svolgimento delle attività sia di front-office che di back-office, allo scopo di migliorare l’efficienza, ridurre le tempistiche e, di conseguenza, generare risparmi economici, in ossequio ai principi di buon andamento, economicità ed efficacia. The article examines the value of time in administrative action, defined by the Adunanza Plenaria of the Consiglio di Stato as an asset of life having the dignity of a compensable interest. After a brief reconstruction of the elements that characterise the liability of the public administration for damage caused by delay, we turn our attention to the relationship between time and the digitalisation of the public administration. Pursuant to articles 3 bis L. n. 241/1990 and 5 bis, 12 and 41 d.lgs. n. 82/2005, administrations are obliged to resort to technological tools in the performance of both front-office and back-office activities, in order to improve efficiency, reduce time and, consequently, generate economic savings, in deference to the principles of good performance, economy and effectiveness.

A Variable Dynamic Testbed Vehicle is presently being built for the National Highway Traffic Safety Administration. It will have four-wheel steering, front and rear active antiroll bar systems, four adjustable dampers, and other active controls. Using these active devices, we can alter the vehicle’s understeer coefficient, front/rear load transfer distribution in high-g lateral maneuvers, and roll mode frequency and damping. This study investigates how these active systems could be controlled to alter the vehicle rollover tendencies. In particular, we study how an increased front antiroll bar stiffness, in conjunction with an increased front damper rate and out-of-phase rear steering could improve vehicle rollover resistance and enhance vehicle safety. Similar but “reverse” algorithms could be used to artificially degrade the rollover resistance of a vehicle. Rollover-related accidents could then be studied using such a vehicle. Results obtained could also provide guidelines for the safe operation of the variable dynamic vehicle in limit lateral maneuvers.

Background: Morphine represents the front line therapy for the clinical management of acute and chronic pain but has a number of side effects. So, to minimize the side effect of this tradition analgesic, this study is aimed to explore that combination of morphine and a-tocopherol (?T) are better analgesic as well as anti-inflammatory effect than that of morphine alone.Objective: to assess the effects of combination of morphine with a-tocopherol against nociceptive and inflammatory pain.Methods: This prospective experimental study was conducted in the Department of Physiology, Bangabandhu Sheikh Mujib Medical University (BSMMU), Shahbag, Dhaka from January 2013 to December 2013. For this purpose, 15 male Long Evans rats were studied. On the basis of vitamin and drug administrations, the rats were divided into three (3) groups (5 rats in each). Control group received normal saline, one experimental group received morphine sulphate (MS) at a dose of 3 mg/kg body weight and another experimental group received combination of DS with ?T at a dose of 3 mg/kg body weight and 500 mg/kg body weight, respectively. All the groups received single dose and equal volume (1 ml) through intraperitoneal route 1 hour before the test. Just one hour after administrations, they were subjected to acetic acid induced writhing test . The data were statistically analyzed by ANOVA followed by Bonferroni Post Hoc test.Results: combined administration of MS and ?T significantly lowered (p 0.05) the variables for visceral nociceptive pain and inflammatory pain than individual administration of MS. Conclusion: from this study it may be concluded that combined administration of morphine sulphate and a-tocopherol were more effective in lowering the nociceptive and inflammatory pain than individual administration of morphine.Anwer Khan Modern Medical College Journal Vol. 7, No. 2: Jul 2016, P 20-24

A great deal of research has examined how and why individuals vote in the United States. Yet, due to increased accusations of fraudulent electoral practices, more research is needed to explore the role of street-level bureaucrats or front-line actors in the administration of elections. The purpose of this research is to examine a different perspective of electoral processes – public perceptions of county level election administration. We conducted a telephone survey of 605 randomly selected registered voters from Missoula County, Montana to develop an index documenting public confidence in elections administration. The results provide strong support for the important role county level election administrators’ play in shaping and strengthening the future of electoral processes for their communities and states more broadly.

AbstractWe conducted a vignette experiment involving 470 Norwegian front-line workers to investigate whether their decisions to sanction non-compliance of activation requirements varied with the ethnicity of the welfare claimant. This is the first vignette experiment on ethnic discrimination in the administration of activation programmes in Europe. The study shows that front-line workers did not sanction claimants with a North African name more often than claimants with a native Norwegian name. However, among front-line workers who had experience with the relevant activation programme, a male claimant with a North African name was sanctioned less often than a male claimant with a native Norwegian name. Thus, we find some degree of reverse discrimination on the part of experienced front-line workers. This finding is contrary to a similar US vignette experiment that detected discrimination (not reverse discrimination) with regard to claimants with an ethnic minority name. The most likely explanation for the difference concerns the different institutional-cultural contexts within which Norwegian and US social policy programmes operate.

Background The mode of drug administration, blood sampling schedule, and sampling site affect the pharmacokinetic model derived. The present study tested the hypothesis that three-compartment pharmacokinetic model parameters derived from arterial drug concentrations obtained after rapid intravenous administration can be used to design a target-controlled drug infusion (TCI) that deviates minimally from the target. Methods Arterial thiopental concentration data obtained from the moment of injection in a previous study of five dogs were used. Three three-compartment models were constructed, one based on early concentrations classically obtained at 1, 2, and 3 min; another using all concentrations obtained beginning with the thiopental recirculation peak; and the last with the initial distribution volume (VC) fixed to the sum of VC and the nondistributive volume of the recirculatory model from the earlier study. Using these models, TCIs were designed that would maintain 20 mug/ml thiopental concentrations in VC for 60 min if simulated with the models used in their design. Drug concentrations resulting from these TCIs were then simulated using recirculatory model kinetics, and prediction errors were evaluated. Results Models with VCs estimated from intermittent or frequent early blood concentrations overestimated not only VC but also the volume and clearance of the rapidly equilibrating tissues, and their TCIs significantly overshot the target. With VC fixed to recirculatory model parameters, drug distribution was described in a manner consistent with that of the recirculatory model, and the TCI deviated minimally from the target. A similar three-compartment model was derived from data obtained from a simulation of a 2-min infusion using recirculatory kinetic parameters. Conclusions Because three-compartment models based on drug concentration histories obtained after rapid intravenous administration do not characterize VC accurately, TCIs based on them produce concentrations exceeding the target. A model capable of producing TCIs deviating minimally from the target can be derived from data obtained during and after a brief drug infusion.

The phenomenon that occurs in the Front Group 019-020 SDN 04 Payakumbuh is that scouting education has not been implemented optimally in the 2013 curriculum, and the difficulty of achieving front group achievements let alone maintaining the achievements that have been achieved. There are no programs that are planned and implemented on an ongoing basis in the context of coaching and empowering existing resources in the front group. The low achievement of students and institutions in the front group affects success, the achievements in question are SKU, SKK and achievements in competitions. Students are coached by certain coaches only, from male and female units, not all educators, while scouting education must be taught which of course all teachers must play a role. The effort taken to overcome this problem is the Gonjong Limo Collaboration. Namely mutual cooperation movement to advance the achievements and achievements together of both students and group coaches in the Front Gugus 019-020 SDN 04 Payakumbuh, with the following programs: (1) Gonjong Ciek Program; administration and management. (2) Gonjong Duo Program; activities (3) Gonjong Tigo Program; process (4) Gonjong Ampek Program; best practice. (5) Gonjong Limo Program. The benefits of these programs are to maximize the implementation of scouting education in the 2013 curriculum and can have a positive and significant impact on the front group 019-020 SD N 04 Payakumbuh in the form of good achievements at the regional and national levels, excellence, and models for other front gigs.

In the paper, the author's team conducted a scientific study of the issues of determining the list of local bodies of public administration and their administrative and legal status. As a result of the conducted scientific research, the authors came to the conclusion that local public administration bodies can include such bodies as: local state administrations as local bodies of executive power, territorial bodies of central bodies of executive power, bodies of local self-government, regardless of whether they perform delegated powers of the executive power or not, other subjects, if they are delegated the powers of the executive power or local self-government, bodies of public administration of a military-civilian nature (military administrations). The authors of the paper reduced the administrative-legal status of these bodies to several features: their exercise of state or local public power, granted to them by the Constitution of Ukraine and the laws of Ukraine, through the delegation of powers or through the exercise of powers determined by the legislation on the legal regime of martial law; extension of public power to a certain administrative-territorial unit or territorial community and concerns issues that can be resolved within the relevant region (community); dualism in subordination – the absence of subordination of state public authorities to local public authorities, the presence of subordination relations in the systems of local executive authorities, territorial executive authorities and local self-government bodies; special administrative and legal regulation of each of the systems of local bodies of public administration. Public administration bodies of a military-civilian nature are characterized by: temporary nature; the presence of elements of a military organization; creation and liquidation by the President of Ukraine; the main task is to ensure the safety and normalization of the life of the population in the area of repelling armed aggression of the Russian Federation, front-line and rear areas; multi-vector subordination.

The proposed study is an attempt to understand the linkage between the satisfaction level of the front-end employees and satisfaction level of the patients and attendants visiting the hospital for their IPD treatment. The study was executed in a three hundred bedded multispecialty hospital in Ludhiana. The study is highly significant as front administration plays a pivotal role in soothing the journey of the patients and leaves an indelible mark right from the registration counter to the admission, during their treatment and discharge. An integrated questionnaire was used in conducting the study. During the field plan of twenty days, hundred IPD patients were interviewed with simple random method. The next facet of study, twenty five front administration employees ranging from front office attendant, front office nurses and technicians were interviewed. The current study results revealed no significant relationship of satisfaction level of front end administration staff with satisfaction level of patients.

This exploratory study investigates the impact of emotional labor on election workers in this atmosphere.
