Abstract:
Section I of the monograph is devoted to an urgent problem - forecasting the durability of port reinforced concrete structures, the destruction of which is associated with corrosion of steel reinforcement caused by chloride aggression and carbonation of concrete. The analysis of models for calculating the service life of structures and experimental data is carried out, the life cycles for the main degradation processes in concrete and reinforcement, the periods of initiation and propagation of corrosion are considered, the influence of environmental factors (temperature, humidity) and the quality of concrete (In/C, cement consumption, diffusion coefficient) on the kinetics of chloride penetration and the movement of the carbonation front is taken into account. Probabilistic models of basic variables are considered, the limiting states of port reinforced concrete structures for the durability of reinforced concrete structures based on the reliability coefficient for service life are formulated. Sections II and III describe modern methods of restoration and restoration of reinforced concrete port structures subjected to corrosion destruction using nanofibrobeton. The concept of multilevel reinforcement has been implemented. Methods of experimental fracture mechanics were used to evaluate the joint work of exploited concrete and reinforcement nanofibre concrete. It is intended for scientific and engineering staff of universities, research and design organizations.

Abstract:
This book addresses the role of media, particularly periodicals, in the American women’s suffrage movement, and in public understandings of the campaign for a Constitutional amendment enfranchising women. Chapters deal with the rhetoric of pro- and antisuffrage activists as covered in the mainstream regional and national press; several chapters deal with suffragists’ own periodicals, as well as with other non-mainstream periodicals, including the black press and socialist and radical periodicals. These new studies offer fresh perspectives on relatively familiar suffrage narratives while exploring lesser-known aspects of the roles of journalism, publicity, visual communication, and external alliances with organizations and individuals. Taken collectively, the chapters clarify intersections of suffrage ideas with other social and political movements as well as differences by geography and culture. The essays are marked by attention to the movement’s long-term implications; to contemporary concepts such as social movement and countermovement strategies, status conflict, and the public sphere; and by sensitivity to race, class, and regional politics. As the historiography offered here makes clear, these issues were largely ignored in the first wave of suffrage research.

This chapter introduces ARC’s principle of being participatory based. This principle requires the active, open participation of front-line staff, middle managers, and top administrators in decisions about practices and policies that affect the well-being of clients served by their organization. It counters the conflicting priority of prescribing change in a top-down manner without the benefit of the experience of those closest to service provision. The chapter explains how participatory-based organizations impact staff discretion, motivation, learning, and engagement with clients and reviews the empirical evidence that supports participatory-based approaches. This evidence includes research in social cognition and neuroscience. Case examples illustrate the positive impact of participatory approaches on service provider and client outcomes, outlining their influence through norms and expectations as well as underlying beliefs and assumptions.

Marketization in this book is conceptualized in terms of the features of transactions that produce competition between providers. The organization of competition between providers is an important feature of policymaking because it affects the way that public policy is articulated in front-line public services. This chapter distinguishes among three transaction modes under which marketization proceeds along very different lines: grants (which are prior to marketization), purchasing (which is the subject of public procurement law), and vouchers (which rely on customer choice of clients). The chapter then analyzes these in terms of four features of the transaction that determine the intensity of competition between providers: the price mechanism, openness, prescription, and frequency.

This chapter illustrates what Navigation by Judgment is and some of its basic costs and benefits relative to Navigation from the Top. Navigation by Judgment is an organizational strategy in which front-line employees are able to meaningfully guide their organization’s work based upon their judgments. Key to Navigation by Judgment is that this judgment guides not merely the application of policy but also substantive strategic direction. This chapter introduces the basic trade-off between principal control and agent initiative as well as the parallel tension between Navigation by Judgment and top-down controls. It also differentiates Navigation by Judgment from autonomy and discretion.
