Abstract:
The article considers the method of factor cluster analysis which allows automatically retrain the onboard recognition system of an unmanned aerial system. The task of informational synthesis of an on-board system for identifying frames is solved within the information-extreme intellectual technology of data analysis, based on maxi- mizing the informational ability of the system during machine learning. Based on the functional approach to modeling cognitive processes inherent to humans during forming and making classification decisions, it was proposed a categorical model in the form of a direct graph. According to this model, the algorithmic support of the information extreme factor cluster analysis is developed. It allows automatically retrain the system when expanding the alphabet of recognition classes. According to this algorithm, the on-board recognition system preliminarily carries out the information-extremal machine learning of recognition classes of relatively low power. When new classes appear, their unclassified structured recognition attribute vectors form additional learning matrixes. After reaching a representational volume, additional learning matrix joins the input learning matrix and the on-board recognition system is retrained. Forming additional learning matrixes of new recognition classes is carried out by the agglomerative algorithm of cluster analysis of unclassified vectors by k-means clustering. As a criterion of optimizing machine-learning parameters, we used the modified Kullback criterion which is a functional of the exact characteristics of classification solutions. To increase the functional efficiency of factor cluster analysis, it is proposed to increase the depth of machine learning by optimizing the parameters of image processing frames.

Abstract:
The pedagogical experiment is described in the article, the purpose of which is the formation of the future teachers’ civil position in the extracurricular activities of the pedagogical college, the empirical results of the experiment are presented, the conclusions and recommendations for the implementation of relevant activities in other higher education establishments are outlined. The purpose of the experiment described in this article is to check the content-functional model of forming the future teachers’ civil position in the extracurricular activity of the pedagogical college, provided with certain pedagogical conditions (teachers’ awareness and students’ need to increase their own level of formation of civil position, the direction of the content of extracurricular activities on formation of future teachers’ active civil position, students’ involvement into the environment creation, favorable to the process of formation future teachers’ civil position). In accordance with the structure of the future teachers’ civil position, the criteria with the components for its formation are identified: motivational-valuable, knowledge-informational, activity-behavioral. The motivational-valuable criterion of the formation of the future teachers’ civil position enables the establishment of the formation level of future teachers’ valuable orientations and professional qualities and their availability of cognitive interest to the state problems. The knowledge-informational criterion points at the formation level of knowledge which provides functional civil education, psychological, pedagogical and methodological knowledge, which are necessary for the formation of this personality quality. Activity-behavioral criterion makes it possible to assess the future teachers’ aspiration for the manifestation of social activity and their ability to occupy and defend an active civil position, to determine the formation level of skills in implementing measures promoting the development of civil society. Thus, the conducted research proves the justification of organizational-pedagogical conditions and formation model of the future teachers’ civil position in the extracurricular activity of the pedagogical college.

Abstract:
Software restructuring is recognized as a promising method to improve logical structure and understandability of a software system which is composed of modules with loosely-coupled elements. In this paper, we present methods of restructuring an ill-structured module at the software maintenance phase. The methods identify modules performing multiple functions and restructure such modules. For identifying the multi-function modules, the notion of the tightly-coupled module that performs a single specific function is formalized. This method utilizes information on data and control dependence, and applies program slicing to carry out the task of extracting the tightly-coupled modules from the multi-function module. The identified multi-function module is restructured into a number of functional strength modules or an informational strength module. The module strength is used as a criterion to decide how to restructure. The proposed methods can be readily automated and incorporated in a software tool.

Abstract:
The research increases the recognition reliability of ground natural and infrastructural objects by use of an autonomous onboard unmanned aerial vehicle (UAV). An information-extreme machine learning method of an autonomous onboard recognition system with the optimization of RGB components of a digital image of ground objects is proposed. The method is developed within the framework of the functional approach to modeling cognitive processes of natural intelligence at the formation and acceptance of classification decisions. This approach, in contrast to the known methods of data mining, including neuro-like structures, provides the recognition system with the properties of adaptability to arbitrary initial conditions of image formation and flexibility in retraining the system. The idea of the proposed method is to maximize the information capacity of the recognition system in the machine learning process. As a criterion for optimizing machine learning parameters, a modified Kullback information measure was used, this informational criterion is the functionality of exact characteristics. As optimization parameters, the geometric parameters of hyperspherical containers of recognition classes and control tolerances for recognition signs were considered, which played the role of input data quantization levels when transforming the input Euclidean training matrix into a working binary training matrix using admissible transformations of a working training matrix the offered machine learning method allows to adapt the input mathematical description of recognition system to the maximum full probability of the correct classification decision acceptance. To increase the depth of information-extreme machine learning, optimization was conducted according to the information criterion of the weight coefficients of the RGB components of the brightness spectrum of ground object images. The results of physical modeling on the example the recognition of terrestrial natural and infrastructural objects confirm the increase in functional efficiency of information-extreme machine learning of on-board system at optimum in information understanding weight coefficients of RGB-components of terrestrial objects image brightness.

Abstract:
The article provides a multidimensional analysis of the post-truth phenomenon from the historical aspect, as well as an instrumental means of achieving an informational-communicational goal; a way of positioning in relation to significant aspects of socio-political reality; and a political technology aims at ensuring competitive advantages, etc. Post-truth is conceived in the form of a specific information and communication product of the postmodern era, which arose in response to certain megatrends including criterion relativism, devaluation of meanings and values, and the simulation imperative of socio-political life activity. Priority research efforts are focused on the meaningful demarcation of the post-truth regarding truth and lies, since this subject field determines the prospects for the conceptual expression of post-truth. The narrative form of representation is essential for the instrumental and functional effectiveness of post-truth. Not polemics and discourse with their requirement of convincing semantic reliefs and hierarchies, but the narrative as a certain order of words and storytelling, not burdened by the requirements of convincing argumentation, provides the most comfortable conditions for the expansion of post-truth in the informational and communicational environment. An important feature is a striking difference between reality and its portrayal by post-truth instruments. An analysis of the challenges and threats of post-truth, which requires a priority response from the professional community and the public consciousness in general – shows that the avalanche-like use of post-truth tools in the informational environment leads to the increase of a disinformation level aimed at creating and spreading false perceptions of reality to serve political interests and needs. It is the post-truth toolkit that is a specific experimental platform for double standards, bias, prejudice, manipulation, and propaganda. The devolution of truth into post-truth objectively and naturally leads to symmetrical degradation and involution of politics into politicking, which is never guided by public interests, but always only by its own, de facto parasitizing on the opportunities and powers it has gained.

Abstract:
Purpose: The purpose of this study was to develop and test the validity and reliability of the Korean version of the Perinatal Infant Care Social Support (K-PICSS) for postpartum mothers. Methods: This study used a cross-sectional design. The K-PICSS was developed through forward-backward translation. Online survey data were collected from 284 Korean mothers with infants 1-2 months of age. The K-PICSS consists of functional and structural domains. The functional domain of social support contains 19 items that measure the infant care practices of postpartum mothers. Exploratory factor analysis (EFA) and known-group comparison were used to verify the construct validity of the K-PICSS. Social support and postpartum depression were also measured to test criterion validity. Psychometric testing was not applicable to the structural social support domain. Results: The average age of mothers was 32.76±3.34 years, and they had been married for 38.45±29.48 months. Construct validity was supported by the results of EFA, which confirmed a three-factor structure of the scale (informational support, supporting presence, and practical support). Significant correlations of the K-PICSS with social support (r=.71, p<.001) and depression (r=–.40, p<.001) were found. The K-PICSS showed reliable internal consistency, with Cronbach’s α values of .90 overall and .82–.83 in the three subscales. The vast majority of respondents reported that their husband or their parents were their main sources of support for infant care. Conclusion: This study demonstrates that the K-PICSS has satisfactory construct validity and reliability to measure infant care social support in Korea.

The article considers the application of the system approach for constructing informational support for the life cycle of the production of medicinal products. The principal difficulties of creating a single informational system of the entire life cycle are considered in this article. A brief analysis of the information and computer support of individual links in the life cycle is given. Particular attention is paid to the use of a systematic approach to the creation of information support for the pharmaceutical development of medicines. The principle of QbD - “Quality planned for development” - was taken as a basis. For the implementation the QbD principle on the basis of the system approach, it is proposed to use the Shewhart-Deming iteration cycle to create an information support for a sustainable search for the optimal version (the program) of the conducted studies. The possibility of combining the PDCA cycle and the methodology of the system approach is shown. On its basis, system-theoretic multiple models of nformation support for pharmaceutical development in the graphic-analytical nomination were constructed. The method of applying the criterial approach for the formation of global and local criteria for managing research and the construction of system management models in the Melentiev’s brackets nomination are presented. The information modeling of the stage of pharmaceutical development has been carried out. Functional models have been constructed in the IDEF0 nomination.

Abstract:
The article reveals the functional role of accounting and analytical support in the management of economic entities, the place of this management toolkit in the general information system of the enterprise. At enterprises of any industry, the practical implementation of management processes (making management decisions) relies on information grouped and systematized in a certain way, the basis of which in Ukrainian practice traditionally consists of data from accounting and analytical systems combined into a single accounting and analytical model. The main functional purpose of the accounting and analytical system is noted, which consists in presenting complete information (synthesized in it by its subsystems) in a form suitable for making effective management decisions. The content and informational parameters of this management toolkit and its compliance with modern management needs have been studied. The problem of the traditional Ukrainian practice of the system of accounting and analytical support is noted, which consists in its excessive emphasis on completed (past) financial and economic processes and the absence of instrumental means for displaying information that is not expressed by financial indicators. The significance of the development of the system of accounting and analytical support is argued and the necessity of introducing an informational and analytical system adaptive to economic conditions at domestic enterprises is substantiated. The formulated aspects of improvement (adaptation) of the concept of accounting and analytical support are based on the actual dependence of the processes of stabilization of the functioning of domestic enterprises on foreign investments (prerequisites for the post-war reconstruction of the national economy). It is substantiated that the expected changes in the economic environment will require the adoption of decisions adequate to the situation, as well as the demonstration of the effectiveness of one's activities according to the criteria accepted in the world space, which are established on the basis of a wide array of information flows. In conditions of significant changes in the economy, this system requires the selection of a basic (key) criterion adequate to these changes as a management guideline. The expediency of creating this type of system, which will inform users about the real economic value of the enterprise and its changes, has been proven. It was determined that the well-known indicator of the weighted average cost of capital may be the most suitable for the stabilization of Ukrainian enterprises.

Abstract:
The article clarifies the essence of the implementation of the criterial approach to explaining the process of formation of legal competence of future junior bachelors in the field of human sciences of HEIs from two perspectives: structural and methodological. It has been summarized that in the conditions of development of education and informational society, the legal competence of future junior bachelors in the field of human sciences of HEIs cannot be effectively formed without any prior determination of its structure. Legal competence is understood as “an integral quality of a student’s personality, characterized by several features”. These features are the unity of their legal efficiency at the theoretical level and mastering the set of key legal competences; practical readiness and ability to implement professional activities in the modern legal and regulatory field; ability to handle with professional relationships, establish and defend professional rights; self-development and self-improvement of their legal culture and development of legal culture of the society. From the structural perspective, the implementation of the criterial approach to explaining the process of formation of legal competence of future junior bachelors in the field of human sciences of HEIs is reflected in concrete definition of the components of the studied phenomenon. It has been established the key structural elements of the legal competence of future junior bachelors in the field of human sciences of HEIs, which are the following: content components (axiological (value and semantic), epistemological (content and legal), praxeological (functional and activity), reflexive and estimative) as a set of life values, values of professional activity, knowledge and skills to organize this activity in the legal field, reflexive abilities as well as a set of legal competences as generalized ways of action that ensure the productive performance of professional activities. It is determined that the criterial approach to explaining the process of formation of legal competence of future junior bachelors in the field of Human Sciences is the most constructive, because it promotes the connection between education and work more effectively.

To achieve the goal, it was necessary to solve the following tasks: formalize the formulation of the task of information synthesis, capable of learning a functional diagnosis system, which operates in the cluster-analysis mode of diagnostic signs; to propose a categorical model and, on its basis, to develop an algorithm for information-extreme cluster analysis of diagnostic signs in the process of information-extreme machine learning of a functional diagnostic system; carry out fuzzification of input fuzzy data by optimizing the geometric parameters of hyperspherical containers of recognition classes that characterize the possible technical conditions of the diagnostic object; to develop an algorithm and implement it on the example of information synthesis of the functional diagnostics system of a multi-rope mine hoisting machine. The object of the study is the processes of information synthesis of a functional diagnostic system capable of learning, integrated into the automated control system of a multi-rope mine hoisting machine. The subject of the study is categorical models, an information-extremal machine learning algorithm of a functional diagnostic system that operates in the cluster analysis model of diagnostic signs and constructs decision rules. The research methods are based on the ideas and methods of information-extreme intellectual data analysis technology, a theoretical-informational approach to assessing the functional effectiveness of machine learning and on the geometric approach of pattern recognition theory. As a result, the following results were obtained: a categorical model was proposed, and on its basis, an algorithm for information-extremal machine learning of the functional diagnostics system for a multi-rope mine hoist was developed and implemented, which allows you to automatically generate an input classified fuzzy training matrix, which significantly reduces time and material costs when creating incoming mathematical description. The obtained result was achieved by cluster analysis of structured vectors of diagnostic signs obtained from archival data for three recognition classes using the k-means procedure. As a criterion for optimizing machine learning parameters, we considered a modified Kullback measure in the form of a functional on the exact characteristics of diagnostic solutions and distance criteria for the proximity of recognition classes. Based on the optimal geometric parameters of the containers of recognition classes obtained during machine learning, decisive rules were constructed that allowed us to classify the vectors of diagnostic features of recognition classes with a rather high total probability of making the correct diagnostic decisions. Conclusions. The scientific novelty of the results obtained consists in the development of a new method for the information synthesis of the functional diagnostics system of a multi-rope mine hoisting machine, which operates in the cluster analysis model, which made it possible to automatically form an input classified fuzzy training matrix with its subsequent dephasification in the process of information-extreme machine learning system.

Abstract:
The structure of safety assessment indicators for sea and inland water transport vehicles is formed in the article. Each component of the structure includes from two to five components. The groups of evaluation criteria are justified: functional, economic, social, environmental and informational. It is established that as the main criteria for the safety of water vehicles, it is advisable to consider the values of concentrations of hazardous substances (environmental safety), the noise level on ships (environmental safety), the level of accidents and injuries on the ship (functional safety), the level of damage from accidents and incidents on the ship (functional safety) and the level of risk as an integral safety criterion. The reasons for the occurrence of technical emergencies are shown, which are associated with shortcomings in the organization of the work of ship crews, low qualification of personnel, with erroneous actions of the coastal management services, maintenance and ship repair. It is argued that in order to obtain quantitative indicators of the safety of a water transport system, it is necessary to develop safety models for its elements taking into account various situations and to determine the probabilistic characteristics of particular events (accidents and incidents) included in the safety models.

Abstract:
Background. Predicting the effectiveness of rehabilitation in patients with diabetic polyneuropathy (DPN) and type 2 diabetes mellitus is of great importance in modern clinical practice. Given the prevalence of diabetes and its complications, including DPN, the development of predictive models will allow for personalized treatment approaches, optimization of rehabilitation programs, and improvement in the quality of life for patients. Integrating state-of-the-art data analysis methods and molecular-biological approaches into predictive models will contribute to the development of innovative rehabilitation strategies and improve treatment outcomes in this important patient population. The purpose of the study was to propose a multifactorial regression mathematical model for predicting the effectiveness of diabetic polyneuropathy rehabilitation. Materials and methods. Ninety-five patients with type 2 diabetes and DPN were examined to construct a predictive model of rehabilitation effectiveness using multiple regression analysis. The quality of the model was evaluated using the Nagelkerke criterion (R2). Results. The analysis revealed several significant associations between various factors and the effectiveness of rehabilitation in DPN patients. Specifically, an increase in age was associated with a predicted decrease in rehabilitation effectiveness by 0.103. Moreover, each increase in the duration of diabetes mellitus was associated with an expected decrease in rehabilitation effectiveness, ranging from 1.341 to 3.732 depending on the duration range. Similarly, changes in tobacco smoking, employment status, body mass index, glycated hemoglobin levels, mobility, self-care, usual activities, pain/discomfort, anxiety/depression, sensory sensitivities, DN4 scores, and lipid profile were all significantly associated with variations in rehabilitation effectiveness. The regression model demonstrated high explanatory power, with an observed correlation coefficient (rxy) of 0.997, indicating a strong functional relationship. Furthermore, the model was statistically significant (p < 0.001), suggesting that the identified predictors collectively explain 99.5 % of the observed variance in rehabilitation effectiveness. These findings underscore the importance of considering multiple factors when predicting rehabilitation outcomes in DPN patients and highlight the potential utility of the developed model in clinical practice. Conclusions. The proposed mathematical model for predicting the effectiveness of rehabilitation in type 2 diabetes patients with DPN demonstrates high acceptability, quality, and effectiveness. The application of this model, considering 99.5 % of DPN factors, will enhance the accuracy and timeliness of rehabilitation, improve treatment outcomes, facilitate regular monitoring of patients at high risk of complications, promote the development of informational leaflets and adapted programs for DPN prevention in type 2 diabetes patients, and facilitate the creation of relevant medical calculators and informational systems.

Abstract:
The article deals with self-employment as a new form of labor relations. It is noted that self-employment is a fairly broad concept that does not have a relevant assessment both in the existing legal acts and in the public consciousness. The present situation reduces the effectiveness of the state policy towards citizens who have decided to engage in their own activities, and does not allow society to understand the importance of the institution of self-employment for socio-economic development of the country. The authors prove that formation of self-employment is an objective process resulting from changes in the model of modern economy. For example, we observe growth in the share of services in GDP, increasing mobility of the labor market, large-scale introduction of innovation and digital technologies, new incentives and motives for labor, strengthening requirements to the level of competences of employees, the necessity to optimize production costs. The attention is mainly paid to the analysis of Russian labor market of self-employed. It is noted that despite the positive dynamics of indicators, the level of legal self-employment in our country is extremely low. It does not meet the requirements of national economy and the parameters adopted in developed countries. In order to promote entrepreneurial activities, reduce unemployment and informal employment, it is necessary to strengthen the state control. This will increase business activity and provide favorable atmosphere for the economic development. These measures should be aimed at establishing legal status of self-employed people, based on a multi-functional criterion, and at solving tactical and strategic tasks as well. The first group provides a complex of administrative, property, informational, financial support for the self-employed. The other provides the formation of a new economic environment in the country, which will foster interest in self-employment on a legal basis.

Abstract:
Abstract For a teacher to be professionally successful, they should possess relevant competencies. A history and legal studies teacher’s competency as an integrated entity has not been the subject of scientific researches yet. The paper aims to analyze legal documents as well as scientific literature, generalize and systematize the approaches to understanding the essence and structure of teacher’s professional competency. It is considered as a set of specific competencies; a component of teacher’s competency; one of its two main competencies. These approaches do not contribute to understanding teacher’s competency as a holistic integrated formation; competencies, which are singled out along with teacher’s professional competency and should be considered as its organic components. The structure of teacher’s competency based on the positions of functional approach is described as a set of components, namely, knowledge of psychology and pedagogy, abilities, skills, emotions, internal motivation, attitudes, moral and ethical values, experience; gnostic, constructive, organizational, communicative, analytical, creative, predictive, projective, informational, pedagogical skills, etc. The teacher’s competency is denoted by different terms. Its essence is fully revealed by the term “professional and pedagogical competency”, which allows describing teacher’s competency as a holistic personal entity belonging to a particular professional teacher, comprehensively characterizing it and serves as a means of achieving pedagogical goals and solving pedagogical tasks, a criterion for a professional teacher’s development. Despite certain differences in understanding the essence and the vision of teacher’s competency structure, almost all researchers of this problem agree on the fact that the factors of developing a highly competent teacher are high-quality pedagogical education, professional training and lifelong professional development. Rather perspective are further studies on specification of the volume and the content of knowledge, skills and abilities, the values of history and legal studies teachers as components of their competency, as well as experimental confirmation of relevant theoretical positions.

The risks of avalanche-like growth of information pressure and the challenges of this trend against modern society have been interpreted. The causal relationships of post-truth as a communicative trend of modernity have been analyzed. Specific features of linguistic resources that shape the environment of ontological and instrumental prerequisites for the emergence of post-truth and the further formation of the functional expansionism of this phenomenon have been identified. The need to form a conventionally agreed content array that represents the essential features of post-truth and expresses its subject field has been substantiated. The need to prioritize raising the level of communicative culture as a necessary prerequisite for avoiding abuses in the field of communicative exchange and manupulations by mass consciousness due to parasitism on linguistic and communicative resources has been conceptualized. Abstract:
The aim of the work is to increase the accuracy of functional diagnostics of a mine hoist by using the method of information-extreme machine teaching with a hierarchical data structure. The tasks set forth in the work were to develop a categorical model; to carry out synthesis based on its hierarchical machine teaching algorithm for a functional diagnosis system; and to optimize the system of acceptance tolerance. Functional diagnostics necessitates the analysis of a large number of diagnostic features and recognition classes that characterize not only possible malfunctions, but also intermediate technical conditions of nodes and assemblies of a complex machine. The proposed algorithm is developed in the framework of the so-called information-extreme intellectual data analysis technology based on maximizing the information ability of the system in the process of machine teaching. The main idea of the proposed method is to adapt the input mathematical description of the functional diagnostics system to the maximum reliability of diagnostic solutions in the process of machine teaching. The implementation of the proposed method of the information-extremal machine teaching is carried out by the example of functional diagnostics of a multi-rope mine hoist. The most significant result is the increase in the reliability of diagnostic solutions when using the hierarchical machine teaching algorithm of the functional diagnostics system as compared with the linear classifier. In addition, the crucial rules based on the optimal geometrical parameters of hyperspherical containers of recognition classes make it possible to take highly reliable diagnostic decisions in real time.

Abstract:
Context. The urgent task of increasing the functional efficiency of machine learning of decision support system (DSS) for assessing compliance with content modern requirements of the educational disciplines of the graduation department based on the results of the employer survey has been solved.
Objective. Increasing the functional efficiency of machine learning of DSS for assessing compliance with modern requirements of the educational disciplines content of the first (bachelor’s) level specialty educational and professional program based on machine learning and pattern recognition.
Method. The method of machine learning of DSS is proposed for adapting the educational content of the graduation department to the labor market requirements. The idea of the method is to maximize the information capacity of the DSS in the machine learning process, which allows in the monitoring mode to guarantee a high full probability of making the correct classification decisions. The method was developed as part of a functional approach to modeling cognitive processes of natural intelligence, which makes it possible to provide DSS with flexibility when retraining the system due to increasing the power of the recognition classes alphabet. The method is based on the principle of maximizing the amount of information in the machine learning process. The modified Kullback information measure, which is a functional of the accuracy characteristics of classification solutions, is considered as a criterion for optimizing machine learning parameters. According to the proposed functional category model, an information-extreme machine learning algorithm was developed based on the hierarchical data structure in the form of a binary decursive tree. The use of such a data structure allows you to automatically divide a large number of recognition classes into pairs of nearest neighbors, for which optimization of machine learning parameters is carried out according to a linear algorithm of the required depth. The geometric parameters of hyperspherical containers of recognition classes were considered as optimization parameters, which were restored in the radial basis of the binary space of Hamming features in the machine learning process. At the same time, the input traning matrix was transformed into a working binary training matrix, which was changed in the machine learning process through admissible transformations in order to adapt the input information description of the DSS to the maximum reliability of classification decisions.
Results. The informational, algorithmic, and software of the DSS was developed to assess the educational content quality based on the machine analysis results of respondents’ answers. Within the framework of the geometric approach, based on the informationextreme machine learning results, highly reliable decisive rules, practically invariant to the multidimensionality of the recognition features space, were constructed based on the hierarchical data structure in the form of a binary decursive tree. The influence of machine learning parameters on the functional effectiveness of machine learning of the DSS was studied on the evaluation example of the educational content of the educational and professional bachelor’s program of the specialty 122 Computer Science.
Conclusions. The computer modeling results confirm the high functional efficiency of the proposed method of informationextreme hierarchical machine learning and can be recommended for practical use in institutions of higher education to assess compliance with modern requirements of the educational content of graduation departments.

Abstract:
Background. A feature of the development of translation studies at the beginning of the 21st century is the creative combination of science of translation, the expansion of its informational potential, and the improvement of the practical stage of training the translators. The issues of the theory and practice of translation studies, which operate at the intersection of several humanitarian disciplines, have long been the focus of attention for many researchers studying the processes of translation and interpretation. However, it is difficult for the new generations of translators to find quickly their way in a huge array of theoretical and practical information because they lack a well-developed strategy for translating a text and the necessary level of translation skills.
The purpose. The purpose of our work is to analyze the general informational platform of translation studies in order to focus the attention of a novice-translator on the great possibilities of the science of translation and to expand the creative potential of a translator at the preparatory stage of his practical work.
Methods. To achieve the purpose, there have been used the general scientific methods and techniques based on the analysis and synthesis of existing publications on translation, as well as the explication method, which includes the elements of comparison and generalization in the examples of language material.
Results. The task of a translator is to accurately convey the sense of the original text by means of the other language, preserving its stylistic and expressive features. If the criterion for accuracy in translation is the identity of information presented in two foreign languages, then a translation, that conveys this information by equivalent tools, can be considered complete. Thus, a translation must convey the meaning of the source text and its form.
A dictionary cannot foresee the variety of contextual meanings realized in a speech, just as it cannot cover the variety of combinatorics of words. Therefore, the theory of translation can only establish the functional correspondences that take into account the dependence of the transmission of certain meaning categories in the interaction of various factors. This principle is actual for contextual meanings and even for the implementation of various lexical transformations.
The criterion of adequacy can be the correspondence to the reality described in the original text, therefore the equivalence of the translation means is determined either by identity or by the maximal approximation to the effective impact of the original text. An analysis of any translation performed at a high level of translator’s skill shows that the basis for establishing the equivalence of linguistic means can be determined only at the functional level.
Equivalents are a kind of catalysts in the translation process. Equivalents are characterized by constancy and relative independence from the situation in which the field of speech is processed in accordance with the standards of the target language. If a traditional equivalent correspondence has been established between two languages, the translator is practically deprived of the possibility of choice.
Appeal to reality within the framework of the situational method of translation helps to clarify not only the content of the original text, but also the process of translation, the implementation of which is facilitated by the creation of the target text. Thus, the reality, reflected in the total content of the source text, serves as the extra-linguistic basis of translation. The situational nature of translation has significant explanatory power.
Discussion. Art and skills of translation are a flexible category that grows simultaneously with practical activity. The translator constantly has to decide which elements of the original text can be sacrificed in order to fully reproduce different, more communicatively significant parts of it. The lexical and grammatical difficulties in translation are present in all texts, and the translator needs to train in overcoming these difficulties. Consequently, in the translation process a great deal depends on the individual abilities of the translator, his knowledge of issues, languages and areas of specialization. As a result, the requirements for accuracy in translation are strengthened and the importance of translation equivalence increases significantly; the attention is focused on the relative commonality of content, meaning, semantics, translation style and the original text even if their identity is absent.

Abstract:
Students’ adjustment to higher education process depends largely on the body’s individual features. The student’s physiological and psychological status, as well as the initial motivational setting attitudes are the determining factors. Given this backcloth, the search for ways to improve the health, while aiming at enhancing future qualified specialists’ working and adjustment capacity, appears to be an issue of utmost importance.Material and methods. A longitudinal study involving university students of different years was carried out, through which anthropometric data were evaluated for the same students in their 1st year and then – in their 2nd year of training; the concentration of testosterone and cortisol in saliva, thyroid-stimulating hormone and triiodothyronine in blood serum was measured by ELISA; also, psychophysiological values were estimated through unified questionnaires.Results. The results showed that over the course of education, the students had their hemoglobin concentration, average hemoglobin content in erythrocytes, and leukocyte number decreased. Notable was a significant increase in 3rd year students’ thyroid-stimulating hormone content and a decrease of triiodothyronine and testosterone. A test relying on the Buss – Durkee Hostility Inventory helped to detect an increase in the aggression and suspicion criterion indicators among senior students if matched versus similar values obtained for their freshmen-counterparts.Conclusions. The research outcomes expand the informational and the methodological base required to evaluate an average student’s functional status from the standpoint of a systematic approach and the theory of the norm. Besides, such data will offer an insight into the main mechanisms behind stressinducing, just like stress-limiting, adjustment strategies. This study of the morphofunctional status indicators allows – while within the annual health monitoring approach – identifying the regulatory and the adjustment capacities in students, both at the time they are enrolled as freshmen and further, thus helping predict the potential risk of maladjustment, which, in turn, may serve a useful tool in taking preventive measures, the final goal being to maintain students’ health through their higher education training period.

The vibration control of a slewing flexible structure by collocated and noncollocated feedback is presented in this paper. A stability criterion derived from the root locus method in frequency domain is applied to predict the closed-loop system stability of the distributed parameter model whose analytical transfer functions are formulated. It is shown that the control law design requires neither distributed state sensing/estimation nor functional feedback gain; moreover, the spillover problem associated with discrete parameter model can be prevented. Implementation of the noncollocated feedback in a slewing beam experiment validates that the control law is effective in pointing accuracy while suppressing the tip vibration.

Abstract:
The article considers the problem of information synthesis for capable of learning control system of prosthetic hand with non-invasive biosignal readout system. Machine learning was carried out within the framework of information-extreme intellectual technology of data analysis, which is based on maximizing the information capacity of the control system in the process of its learning. The article presents a formalized statement of the problem of information synthesis for capable of learning control system of prosthetic hand. A categorical model of machine learning is proposed in the form of a directed graph in which the edge is characterized by the mapping operator of the corresponding set to the other. According to the categorical model, the process of machine learning is considered as a consistent optimization of learning parameters that influence the functional efficiency of the control system. The geometric parameters of the hyperspherical containers of recognition classes and control tolerances on the recognition signs are optimized as learning parameters. The algorithm of machine learning is presented in the form of a two-cycle procedure. The internal cycle of the procedure calculates the geometric parameters of the containers of the recognition classes according to the information criterion, and the outer loop determines the optimal control tolerances for the recognition signs by the maximum value of the criterion. The modified Kulbak information measure was considered as a criterion for optimizing the training parameters. This optimization of control tolerances initially carried out in a parallel procedure when all signs of recognition are changing at every step of training time. Then determined by parallel optimization quasi-optimal control tolerances are used as starting points for their consistent optimization. This approach allows to ensure high reliability and efficiency of machine learning. The hyperspherical deciding rules are constructed as a result of the information-extreme machine learning of control system of prosthetic with non-invasive biosignal readout system and are practically insensitive to the multidimensionality of the space of recognition attributes unlike artificial neural networks. An example of the implementation of the proposed algorithm of machine learning for the recognition of three functional states of prosthesis hand is given.

Abstract:
The article analyzes the place and role of changing the knowledge paradigm in the self-deployment of industrial civilization in accordance with the life cycle of the industrial education system; the content of education determines, as it turns out, all other parameters of the teaching and educational process, because it is a product of the development of fundamental science on the one hand, and on the other – determines the state of scientific and technological process on the basis of which there is a revolutionary change in the means of production, which entails a change in the so-called technological structures and poses the problem of compliance of the workforce functional means of production; on the basis of these changes, the global and regional communities have steadily risen along the axis of the evolutionary development of the social world, leaving behind artifacts of culture of one or another historical age on the shelves of the planetary archive; it is argued that two methodological conditions must be used to analyze the dynamics of knowledge change: to apply the civilizational approach and the paradigm of the life cycle of social systems, since this phenomenon has a long-lasting dimension in space and time; it is emphasized that knowledge is the basic and system-forming element of self-deployment of civilization and therefore it can be used (according to Foucault) as a methodological criterion for assessing the quality of life of civilization; the meaning of educational content at each stage of industrial civilization life is distinguished: natural knowledge prevailed at the stage of its origin; at the stage of growth – technical knowledge that corresponded to the essence of civilization itself; at the stage of maturity – scientific knowledge turned into ideologues of social development, which led to the emergence of technocratism and "drove" the planetary community into a dead end; at the stage of decline – technological knowledge led to the loss of mainstream guide of social development and began the catastrophic destruction of the social organism of the planet, which entails a change in the type of civilizational development; the solution is seen in the rise of the planetary community into the space of informational civilization, the transition of education to mastering methodological knowledge corresponds to it.

Abstract:
the article analyzes the place and role of changing the knowledge paradigm in the self-deployment of industrial civilization in accordance with the life cycle of the industrial education system; the content of education determines, as it turns out, all other parameters of the teaching and educational process, because it is a product of the development of fundamental science on the one hand, and on the other – determines the state of scientific and technological process on the basis of which there is a revolutionary change in the means of production, which entails a change in the so-called technological structures and poses the problem of compliance of the workforce functional means of production; on the basis of these changes, the global and regional communities have steadily risen along the axis of the evolutionary development of the social world, leaving behind artifacts of culture of one or another historical age on the shelves of the planetary archive; it is argued that two methodological conditions must be used to analyze the dynamics of knowledge change: to apply the civilizational approach and the paradigm of the life cycle of social systems, since this phenomenon has a long-lasting dimension in space and time; it is emphasized that knowledge is the basic and system-forming element of self-deployment of civilization and therefore it can be used (according to Foucault) as a methodological criterion for assessing the quality of life of civilization; the meaning of educational content at each stage of industrial civilization life is distinguished: natural knowledge prevailed at the stage of its origin; at the stage of growth – technical knowledge that corresponded to the essence of civilization itself; at the stage of maturity – scientific knowledge turned into ideologues of social development, which led to the emergence of technocratism and "drove" the planetary community into a dead end; at the stage of decline – technological knowledge led to the loss of mainstream guide of social development and began the catastrophic destruction of the social organism of the planet, which entails a change in the type of civilizational development; the solution is seen in the rise of the planetary community into the space of informational civilization, the transition of education to mastering methodological knowledge corresponds to it.

Abstract:
Semantic web service compositions must be aligned with requirements from the target users in terms of quality requirements. Given a set of quality requirements, one can choose to either find the optimal composition or a “good enough” composition, which satisfies these requirements. Since optimizing compositions of semantic services under quality constraints is known to be NP-hard, it is unsuitable for realistic problems within large search spaces. The authors address the issue by using the “good enough” approach, selecting the first composition that passes their quality threshold. Firstly, this paper defines quality constraints within an innovative and extensible model designed to balance semantic fit (or functional quality) with quality of service (QoS) metrics. The semantic fit criterion evaluates the quality of semantic links between the semantic descriptions of Web services parameters, while QoS focuses on non-functional criteria of services. User quality requirements are met by selecting a valid composition. To allow the use of this model with a large number of candidate services as foreseen by the strategic EC-funded project SOA4All the authors formulate the selection problem as a Constraint Satisfaction Problem and test the use of a stochastic search method.

Abstract:
The accumulation of data on project management processes and standard solutions has made relevant research related to the use of knowledge engineering methods for a multi-criteria search for options that set optimal settings for project environment parameters. Purpose: Development of a method for searching and visualizing groups of projects that can be evaluated based on the concept of dominance and interpreted in terms of project variables and performance indicators. Methods: The enrichment of the sample while maintaining an implicit link between the project variables and performance indicators is carried out using a predictive neural network model. A set of genetic algorithms is used to detect the Pareto front in the multidimensional criterion space. The ontology of projects is determined after clustering options in the solution space and transforming the cluster structure into the criterion space. Automation of the search in the multidimensional space of the Pareto front greatest curvature zone, which determines the equilibrium design solutions, their visualization and interpretation are carried out using a tree map. Results: A tree map is constructed at any dimension of the criterion space and has a structure that has a topological correspondence with projections of shared cluster images from a multidimensional space onto a plane. For various types of transformations and correlations between performance indicators and project variables, it is shown that the areas of the Pareto front greatest curvature are determined either by the contents of the whole cluster or by part of the variants representing the "best" cluster. If an undivided rectangle of a cluster is adjacent to the upper right corner of a tree map, then its representatives in the criterion space are well separated from the rest of the clusters and, when maximizing performance indicators, are closest to the ideal point. All representatives of such a cluster are effective solutions. If the winning cluster contains dominant options inside the decision tree, then the ”best" cluster is represented by the remaining options that set the optimal settings for the project variables. Practical relevance: The proposed methods of searching and visualizing groups of projects can be used when choosing the conditions of resource and organizational and economic modeling of the project environment, ensuring the optimization of risks, cost, functional, and time criteria.

Abstract:
The problem of identifying the parameters of a linear object in the presence of non-Gaussian noise is considered. The identification algorithm is a gradient procedure for maximizing the functional, which is a correntropy. This functionality allows you to get estimates that have robust properties. In contrast to the commonly used Gaussian kernels, the centers of which are at zero and effective for distributions with zero mean, the paper considers a modification of the criterion suitable for distributions with nonzero mean. The modification is to use correntropy with a variable center The use of Gaussian kernels with a variable center will allow us to estimate unknown parameters under Gaussian and non-Gaussian noises with zero and non-zero mean distributions and provide an opportunity to develop new technologies for data analysis and processing. It is important to develop a robust identification algorithm based on correntropy with variable center. Their properties in the identification of stationary and non-stationary objects are the subject of research. The goal is to develop a robust identification algorithm that maximizes the criterion of correntropy with a variable center using center configuration procedures and kernel width and to study its convergence in stationary and non-stationary cases under non-Gaussian noise. Expressions for steady-state value of the estimation error are obtained, which depend on the type of noise distribution and the degree of non-stationarity of the estimated parameters The following tasks are solved: to investigate the convergence of the algorithm and determine the conditions for the stability of the established identification process. Methods of estimation theory (identification) and probability theory are used. The following results were obtained: 1) the developed algorithm provides robust estimates in the presence of noises having a distribution with zero and non-zero mean; 2) its convergence was studied in stationary and non-stationary cases under conditions of Gaussian and non-Gaussian noise; 3) simulation of the algorithm was carried out. 1) the developed algorithm consists in the development of a robust identification algorithm that maximizes the criterion of correntropy with a variable center; 2) its convergence in stationary and non-stationary cases in the conditions of Gaussian and non-Gaussian noises is investigated; 3) simulation of the algorithm is performed. Conclusions: The results of the current study will improve existing data processing technologies based on robust estimates and accelerate the development of new computing programs in real time.

This paper describes the approaches to analysis in order to optimize the construction facilities (buildings and complexes) information models management. Two criteria have been proposed and discussed for the model quality evaluation: model informational saturation criterion and model topicality criterion. Practical application of the first criterion enables to define the optimal plan of information model filling. Herewith, the optimization is carried out through the maximum volume of useful information. The criterion is used at all stages of the model life cycle during the course of the model data updating. The second criterion allows to evaluate the need in the model data update. Being a vector (in the space of the modelling object significant values) of deviation of the model data from the model object data, the criterion represents the need to initiate the model data updating procedure using the predefined rules

Abstract:
In article problems of the theory of functions of a modern Municipal Law are considered. The basic essential and meaningful, objective and subjective, internal and external aspects of modern Municipal Law. It is noted that among the basic tasks that are currently faced domestic science Municipal Law, is the formation of a coherent and comprehensive knowledge of the system of municipal law of Ukraine, its legal aspects and patterns of development and operation of its norms and institutions. A holistic conception of the Municipal Law of Ukraine in the unity of its static and functional, material and procedural elements are important theoretical and methodological basis for the development and improvement of the system of national municipalism, current municipal legislation and municipal law-making and law enforcement activities.
However, if the theory of problematic issues of Municipal Law as in law, its genesis, sources, norms and institutions are reflected in the works of Ukrainian researchers, the problem functions of this area of law remains almost unexplored. Understanding the nature and content of the functions of Municipal Law makes it possible to understand the importance of this area of law to regulate social relations and answer questions about the role of Municipal Law in society and the state.
It is proven that the legal features and qualifications of the functions of municipal law find their logical continuation in each independent group of these functions, which can be distinguished according to the appropriate division criteria. These criteria, which are the basis for the classification of functions of municipal law, should include: a) objects of influence of municipal law. According to this criterion, it is necessary to distinguish such objective functions of municipal law, from among the main ones, such as political function, economic function, social function, ideological function and corresponding external functions of municipal law; b) ways and means of influence of municipal law on relevant social relations. Such functions should include regulatory, establishing, protective, control, integrative (system-forming), law-making, lawenforcing, informational, axiological and a number of other functions of municipal law; c) conditions of influence of municipal law on relevant social relations. Such functions should include temporal (permanent and temporary) and territorial (national and local).
These criteria are the main criteria for the classification of functions of municipal law and do not exclude the possibility of identifying other criteria that would make it possible to improve their classification.

Abstract:
The purpose of this research is to determine the effective way of implementation of the control algorithm, as an important functional part of information and control computer systems. The search criterion is the minimum of internal hardware FPGA resources required for the control unit implementation. This criterion allows miniaturization of dimensions, improves reliability by reducing the number of interconnections inside the chip, and ensures the possibility of a compact arrangement of various system components, which is especially important when using the “system-on-chip” design technology. The control unit holds a prominent place in the digital information and control systems. A comparative analysis of two control unit models represented as a finite state machine with either hard or programmable logic was proposed. Advantages and disadvantages of both models were determined according to the peculiarities of the information and control system algorithms, and, it was proved that the FSM model with a programmable logic matched these peculiarities in a greater degree. The purpose of this study was achieved due to the application of the proposed method for the implementation of the FSM with the programmable logic using the embedded memory of the FPGA and ProASIC chips. The main result was a substantial decrease in the LUT number used. The experimental results were obtained applying the chips of the world's top manufacturers - Xilinx, Altera/Intel, Microsemi. The studies were carried out based on the onboard computing complex control algorithm.

Abstract:
Aircraft structures are designed to mainly consist of integral elements which have been produced by welding or riveting of component parts in technologies utilized earlier in the production process. Parts such as ribs, longitudinals, girders, frames, coverages of fuselage and wings can all be categorized as integral elements. These parts are assembled into larger assemblies after milling. The main aim of the utilized treatments, besides ensuring the functional criterion, is obtaining the best ratio of strength to construction weight. Using high milling speeds enables economical manufacturing of integral components by reducing machining time, but it also improves the quality of the machined surface. It is caused by the fact that cutting forces are significantly lower for high cutting speeds than for standard machining techniques.

Abstract:
The purpose of the article is to identify and analyse the specifics of the development of social dances in the modern space; identify features and characterise the prospects of new sports and competitive context of social dancing. The research methodology is based on the principle of a holistic and systematic approach to the study of social dances. The analytical method is applied (to determine scientific approaches); a method of artistic-stylistic and art criticism analysis (to identify and justify the development trends of the social dance of the twentieth century); system-functional method (to promote the structuring of social dances’ championships as phenomena of modern sociocultural space). Scientific novelty. For the first time in Ukrainian Art Studies, the development of the sports and competitive context of social dances of the twentieth century has been investigated; features of the dance technique and dance vocabulary of social dances are analysed: Argentine Tango, Bachata, Merengue, Salsa, West Coast Swing, Jitterbug, Discofox, as well as the Caribbean Show, Latin Show and Caribbean Dances – dance programs approved by the International Dance Organization for European and World Championships at the present stage; the specific differences of non-competitive and competitive social dance in the sociocultural space of the 21st century are revealed. Conclusions. The study identified that at the present stage in the context of the development of the sports and competitive direction of social dances, their characteristic features are being transformed (the value of the visual component of the dance is enhanced, the technique of social dances performing is standardised) as well as the functions are (educational, aesthetic, and visual functions are getting dominant but communicative, informational, emotional, social, recreational, psychotherapeutic). Modern social dances represent the flexibility of the combination of the art of dance (standard quality) and skills (program preparation): art involves creativity, spontaneity and self-expression, and skills promote the creation of an aesthetic, artistic aspect, but without personal creativity and self-expression accent.

Abstract:
One of the challenges in structural control is to apply successfully the control law derived from a discrete, reduced-order model to the engineering system of much higher order. Spillover associated with discrete system modeling has been known to lead to closed loop system instability. This paper presents a frequency domain stability criterion for the high/low-authority controller design of flexible beam systems in distributed parameter model. It is shown that the poles of a slewing beam system can be categorized in two groups: one from those of a cantilever beam and the other from those of a high-authority control slewing beam. Stability analysis can thus be conducted in each group independently. Application of piezoelectric actuator is shown to be effective in the vibration control of a slewing beam system. Neither distributed sensing/estimation nor functional gain calculation is required. Furthermore, the spillover problem can be prevented.

Abstract:
The traditional CT image segmentation algorithm is easy to ignore image contour initialization, which leads to the problem of long time consuming and low accuracy. A superpixel mesh CT image improved segmentation algorithm using active contour was proposed. CT image superpixel gridding was carried out first; secondly, on the basis of gridding, the region growth criterion was improved by superpixel processing, the region growth graph was established, the image edge salient graph was calculated based on the growth graph, and the target edge was obtained as the initial contour; finally, the Mumford-Shah model in the active contour model was improved; the energy functional was constructed based on the improved model and transformed into the symbol distance function. The results show that the proposed algorithm takes less time to mesh superpixels, the accuracy of image edge calculation is high, the correct classification coefficient is as high as 0.9, and the accuracy of CT image segmentation is always higher than 90%, which has superiority.

Abstract:
Abstract Background. Racial disparities in prostate cancer (PC) survivorship persist despite clinical advancements. Chronic stress may contribute to these disparities, with allostatic load (AL) considered a measure of such stress. Associations between AL and survivorship outcomes such as quality of life (QoL) are documented, yet less is known about factors influencing these relationships. Social connections (SC) (e.g., social networks, social support) are associated with improved QoL in survivors, yet which aspects of SC and which pathways linking SC to QoL remain unclear. Additionally, little is known about the SC of African American PC survivors (AAPCS) and how these relate to QOL, stress, and AL. This study explores the relationship between SC, stress (perceived and AL) and QOL in in 48 AAPCS enrolled in Men Moving Forward, a randomized trial to improve body composition through lifestyle change. Methods. At baseline, participants completed surveys including: the Cohen Social Network Index assessing 3 aspects of social networks: network size (# of ties with regular contact), diversity (# of roles with regular contact) and embeddedness (# of domains with 4 or more regular contacts); Patient-Reported Outcomes Measurement Information System (PROMIS) measures of social support (companionship, emotional and informational support); the perceived stress scale, and PROMIS measures of physical function, anxiety, depression, fatigue, sleep disturbance, social function, and pain intensity. The latter were used to generate summative physical (PQOL) and mental (MQOL) health standardized T-scores (U.S. population mean=50, SD=10). AL scores used 15 criterion reflecting neuroendocrine, cardiovascular, immune, and metabolic systems. Each criterion was assigned a score of 0 or 1: 1 if in the high-risk range based on clinical guidelines. An index score was generated by summing high-risk indicators. Pearson correlations were used to explore the relationship between aspects of SC and QOL and SC and stress variables. Results. The average AL score was 5.8 (SD ± 2.3) of a maximum 15. No significant correlations were found between any SC domains and AL. However, negative associations were identified between network size (r=-.313, p=0.030), emotional support (r=-.319, p = 0.027), companionship (r=-.313, p=0.030) and perceived stress. A positive association was found between loneliness and perceived stress (r=.521, p<0.000). MQOL was positively related to network size (r=.364, p=0.011), emotional support (r=.366, p=0.011), and companionship (r=.288, p=0.047). Loneliness was negatively associated with MQOL (r=-.626, p<0.000) and PQOL (r=-.407, p=0.006). Conclusions. These findings suggest SC has a positive impact on survivorship in AAPCS, and that structural and functional aspects of SC may be involved. Currently, limited resources are available for PC survivors, and even fewer are tailored for AAPCS. Future efforts to improve survivorship for AAPCS should consider assessing social networks and access to social support when initiating survivorship care. Citation Format: Iwalola A. Abstract:
Given recent events, training during quarantine can only take place remotely. To ensure quality training, communication must be seamless. To do this, the network must function smoothly. The solution to this problem is functionally stable networks that allow uninterrupted transmission of information due to redundancy. An important issue is the definition of redundancy. To solve this problem, the article considers the method of synthesis of the structure of the distance learning system. The method of synthesis of network structure used for providing distance learning by the criterion of maximum functional stability on the basis of the introduction of correcting communication lines is offered. With this method, you can develop tools for self-recovery of distributed software, taking into account the characteristics of disparate computer resources through the use of redundancy. This will allow you to develop functionally stable software systems, significantly reduce the recovery time of such systems after or in the event of possible failures. To increase the efficiency of the developed method, the mathematical model of the hyper network based on two hypergraphs was improved, which allows taking into account different requirements for the quality of the network.
