Abstract:
SYNOPSIS: This paper responds to the call in Dichev (2008) for rekindling the public discussion of normative accounting theories and analyses. Our goal is to enable and encourage members of the accounting academy to participate productively in dialogs with policy makers and to bring normative theory and analysis into their classrooms to help prepare students for more productive careers as practitioners or educators. Toward that end, we begin by explaining our position on the functional role for normativism. Next we offer up five guidelines to be applied in constructing and analyzing normative accounting theories. The guidelines are then used to frame a discussion of our version of the normative asset/liability theory of income measurement and financial position, especially its advantage of basing accounting measures on observed empirical data without relying on assumptions, predictions, and allocations. This theory is similar to and yet distinct from the one described in the Financial Accounting Standards Board’s Conceptual Framework and is quite different from the “balance sheet approach” criticized by Dichev. In the final section of the paper we use the guidelines to address several points in Dichev’s article and to suggest ways his analysis could be improved.

Abstract:
The substantiation of an adaptive planting system for the natural frame of Voronezh is presented. A forest-park green belt has been identified, the components of which make up a single natural ecological system. It is indicated that the oak forests of the urban district of Voronezh occupy an area of 4500 hectares. Using the indicators of the normal head water level, average width, average depth, length of the coastline, regulation coefficient, the morphometric characteristics and standard head water levels of the Voronezh reservoir were determined. On the basis of functional zoning in the Voronezh reservoir, three zones are identified and their characteristics are given. It was identified that the forest cover of the Central Chernozem region is 9 %, which is lower than the normative indicators of forest cover for creating the natural frame in Voronezh. It is shown that the scientific objects of the Educational and Experimental Forestry Enterprise of the Voronezh State Forestry University (VGLTU) for the creation of forest cultures of the main forest-forming species in the Central Chernozem Region confirm the concept of creating adaptive landscaping systems for the natural frame of the city of Voronezh. 140 species in the genus of birch have been identified, which can be used for adaptive landscaping systems in the area under consideration. The stated description of the Great Voronezh Ecological Trail (BVET) along the entire route, characterized by the presence of unique natural landscape, botanical, geological, garden and park objects. An upward trend in the indicator of recreation of adaptive landscaping systems from 31,904.3 hectares was recorded up to 32421.2 hectares in 2020. It is noted that the climatic and natural conditions of this territory are favorable for growing an expanded range of tree species and shrubs, primarily the main forest-forming species.

Abstract:
This study offers a model for the construction of cognitive scenarios based on a systemic approach, and on the identification, tracking and projection of qualitative trends. The model is part of the exploratory strategy of a flexible knowledge-bases decision support system, designed by the author himself to handle unstructured environments. The concept of cognitive scenarios is based on qualitative trends and provides an effective and functional frame of reference for decision makers who need to project complex situations over long periods of time and in which many factors affect the behavior of the results. It is concluded that cognitive scenarios generate a series of intuitive behavioral patterns able to support strategies that, in general, are not able to be managed by conventional descriptive or normative models. In addition, cognitive scenarios provide a stronger support to develop strategic policies for decision makers.

This work wants to analyze, from the theoretical-conceptual architectural frame of the General Theory of Social Systems (TGSS), and problematize the relationships and the logical articulations between the system of politics, economics and law to observe what have been the hetero-descriptions of the democratic state in the periphery of modern society (1).The processes of functional differentiation characterizing the institutionalization of structures and expectations –normative, cognitive– in the evolutionary becoming of the State-nation, in Latin America, stabilized the logic of the patrimonial political centralism, so that the history of innumerable legal-political and economic reforms have been used rather to perpetuate the status quo than to change something (2). It's interesting to observe, for this reason, the developing of many forms of coordination and social development to achieve the desired modernity in the continent, from the presidential caudillism, Cepalian developmentalism (1950), military praetorianism (1970), till the forms of economical laissez faire (1990). These models have basically revolved around the valorization of the clientelistic political regime as a central space for the construction of democracy and the market (3). In this context, cognitive and normative expectations (law) have not managed to generate lasting political accommodations that facilitate sociopolitical evolution, where corporations, families and clientelistic caudillism continue to prevail, except the institutionalized expectations (4). The question then is not how ‘democracy should be’, but how is this possible in this periphery of modernity.

Abstract:
Introduction: Facial normalcy, as measured with 2-dimensional or 3-dimensional photographs, has been documented in the healthy pediatric population. However, static images convey far from a complete representation of an individual’s daily interactions with peers. Craniofacial surgery induces changes to soft or osseous tissues and thereby affects dynamic facial expression. To-date, there has not been rigorous, dynamic quantification of normal facial expression. In this study, we used 4-dimensional (4D) imaging to assess the facial expression of healthy children to provide a normative reference point for craniofacial surgeons. Methods: A total of 36 healthy pediatric volunteers underwent 4D video recordings while performing a maximal voluntary smile. A face template containing 884 landmarks was registered and tracked throughout the videos using Dimensional Imaging software. Participants were divided into 2 smile groups: open-lip smile and closed-lip smile. Kinematic analysis of smiles was calculated for every landmark from its position in the resting frame to its terminal displacement. Results: Composite smiles and Euclidean distance maps were generated displaying areas of greatest displacement near the oral commissures. There was significant difference between closed-lip and open-lip groups in regions of eyes and cheeks. In addition, the open-lip smile group demonstrated significantly greater displacement in the oral commissure on the left side compared to the right ( P < .05); whereas, in the closed-lip group, the eyes and cheeks moved significantly more on the right side. Conclusion: This study presents an innovative method that can be used to evaluate facial expressions to help craniofacial surgeons restore functional movement in patients with facial anomalies.

The issue of local government reform is high on the agenda in many developed democracies. The discussion is often framed in narrow terms, focusing on functional efficiency. In this article, we construct a normative argument for local government that values local government because it fulfills morally desirable purposes in itself, regardless of its functional efficiency. The argument is that the same foundational value – individual autonomy – constitutes the normative underpinning of both democracy and the right to local self-government. The implication is that if we value democracy, we must defend a strong and constitutionally protected local government.

The institutional architecture of the European Union is based on two fundamentally competing ideas: supranational rule and national sovereignty. These two underlying ideas are not reconcilable and work at different levels in the background of the policy debate. While on the normative level public sentiments remain strongly linked to the idea of state autonomy, on the cognitive level the paradigm of a functional necessity to cooperate is decisive for actual policy making. Only in some policy domains, such as the single market program, have policy-makers attempted to re-couple normative and cognitive ideas. In contrast to this, the central argument is that policy-makers mostly adhere to an alternative strategy: the systematic decoupling of normative and cognitive ideas. Focusing on public administration, it is shown how deft policy instrumentation allows actors to realize program ideas that satisfy demands for increased supranational governance. At the same time, however, these instruments are in dissonance with how policies are framed against the background of public sentiments that assume domestic bureaucratic independence.

Precision cerebrovascular health or individualized long-term preservation of the brain and associated blood vessels, is predicated on understanding, diagnosing, and tailoring therapies for people at risk of ischemic injury associated with stroke and vascular dementia. The associated imaging patterns are sculpted by the protective effect of the collaterome, the innate compensatory ability of the brain and vasculature to offset hypoperfusion when antegrade or normal arterial inflow pathways are compromised. Theranostics or rational and synchronous use of diagnostic studies in tandem with specific therapies to optimally guide patient outcomes in ischemic brain disorders may capitalize on the pivotal role of the collaterome. Understanding the functional impact of the collaterome across populations of individuals would advance translational science on the brain, while questions with immediate clinical implications may be prioritized. Big data and systematic analyses are necessary to develop normative standards, multimodal imaging atlases, and delineation of specific patterns to guide clinical management. Large-scale, systematic imaging analyses of the collaterome provide a platform for translational work on cerebral collateral circulation and hemodynamics and a theranostic framework with direct clinical implications. This article frames incipient research objectives to guide precision stroke medicine in coming years, building upon the collaterome concept in brain health.

This article investigates discourses on inheritance law and legal development in France, Germany, and the United States since the revolutions of the late eighteenth century. I argue that in each of the three countries a different set of normative and functional issues relating to the bequest of property has dominated and expressed itself in nationally specific discursive fields. The respective “repertoires of evaluation“ were formed in the late eighteenth and early nineteenth centuries and show a surprisingly stable pattern that can be recognized even in today's debates on the issue. This I refer to as the longue durée of inheritance law. The distinct discursive fields exercise a dominant influence over the perception of problems associated with the transfer of property mortis causa and the strategies deemed feasible to solve them. Moreover, I argue that the different cultural frames matter for the institutional development of inheritance law. My aim is to contribute to institutional theory through investigation of a socially and economically important realm of legal regulation that has received little attention in recent sociological scholarship. The analysis is carried out within a multidimensional theoretical framework that acknowledges the influence of culture and ideas, but also considers changing socioeconomic conditions, as well as actor interests.

Ondřej Dadejík, Ph.D. Abstract: The present dissertation thesis focuses on the problem of theoretical reflection of conceptual art in Anglo American aesthetic discourse in the second half of 20th and the beginning of 21st centuries. It is based on the claim of many conceptual artists and also some theoreticians, which emerged in the nineteen- fifties, that the conceptual art or tendencies have nothing in common with aesthetics or aesthetic theory. This work shows that this presumed discord draws on reduced understanding of what is the aesthetics and, at the same time, this understanding itself is based on the dualistic paradigm, which presents one of the most fundamental frames for our approach to reality. In the context of analysis of selected texts of Anglo American aesthetics, eight particular distinctions of dualism will be defined, which to a great extent contributed to the rejection of aesthetics by conceptual artists, and on the other hand to bad recognition of conceptual art by the aesthetic theory. The concluding chapter offers a restatement of why the transnational politics of emergency, rather than a benign process of functional adaptation, is something one should wish to see restrained. It explains how emergency rule reinforces an enduring problem of EU political culture: the tendency to cast events as sui generis episodes, each detached from a larger historical and normative frame. With their emphasis on exceptional measures of last resort, the agents of emergency rule assert the extraordinary nature of the situation they face, and govern it in ways that reinforce its uniqueness. Theirs is a politics grounded in the particularity of the moment—a politics of the avowedly singular. By contrast, the critical scrutiny of power and the identification with its demands depend on the recognition of what is not particular to the moment—on moving beyond the politics of singularities.

Abstract:
Assisted motor therapies play a critical role in enhancing the functional musculoskeletal recovery and neurological rehabilitation. Our focus here is to assist the performance of repetitive motor-therapy of the human lower limbs — in both the sagittal and frontal planes. Hence, in this paper, we develop a lightweight, reconfigurable hybrid (articulated-multibody and cable) based robotic rehabilitative device as a surrogate for a human physiotherapists and analyze feasibility and performance. A hybrid cable-actuated articulated multibody system is formed when multiple cables are attached from a ground-frame to various locations on the lower limbs. The combined system now features multiple holonomic cable-loop-closure constraints acting on a tree-structured multibody system. Hence the paper initially focuses on developing the Newton-Euler dynamic equilibrium equations of the cable-driven lower limbs to develop a symbolic analysis framework. The desired motion for the proposed rehabilitative exercise are prescribed based upon normative subjects motion patterns. Trajectory-tracking within this system is realized by a position-based impedance controller in task-space and a feedback-linearized PD controllers in joint-space. Careful coordination of the multiple cable-motors are now necessary in order to achieve the co-robotic control of the overall system, avoiding development of internal stresses and ensuring continued satisfaction of the unilateral cable-tension constraints throughout the workspace. This is now evaluated via a simulation case-study and development of a physical testbed is underway.
