Abstract:
Innovations in digital payment technologies and digital currencies suggest that extending access to central bank money (CBM) to firms and individuals is now feasible. This paper focuses on a recent related debate regarding alternative organizational models for the payment system and their implications for the banking industry. One of the main conclusions is that extended access to CBM will likely create a centrifuge force in the financial system that might result in the unbundling of the banking functions.

Abstract:
The effects of capital requirements on risk-taking and welfare are studied in a stochastic overlapping generations model of endogenous growth with banking, limited liability, and government guarantees. Capital producers face a choice between a safe technology and a risky (but socially inefficient) technology, and bank risk-taking is endogenous. Setting the capital adequacy ratio above a structural threshold can eliminate the equilibrium with risky loans (and thus inefficient risk-taking), but numerical simulations show that this may entail a welfare loss. In addition, the optimal ratio may be

Abstract:
Using a sample of 32 developed and developing countries we analyze the empirical characteristics of Sudden Stops in capital flows and the relevance of balance-sheet effects in the likelihood of their occurrence. We find that large real exchange rate (RER) fluctuations accompanied by Sudden Stops are basically an emerging market (EM) phenomenon. Sudden Stops seem to come in bunches, grouping together countries that are different in many respects. However, countries are similar in that they remain vulnerable to large RER fluctuations. This may be the case because countries are forced to make lar

Abstract:
The title of this article is the title of a speech delivered in the wake of the Global Financial Crisis of 2008 by former European Central Bank President Jean-Claude Trichet. Although his call was made 14 years ago, it seems as relevant today as it was then. To see why, we need to look at the nature of markets and banking. From a realistic point of view, markets are about matching, while banking is about mismatching. The inherent incompatibility between the two explains, to a large extent, why market economies are repeatedly plagued with financial crises and credit crunches. Markets are places

Multi-Cloud resiliency means avoiding or mitigating an adverse event's impact and being ready for unexpected outcomes. Achieving Multi-Cloud resiliency requires different approaches than those that are used within a single cloud, no-cloud environments, or even hybrid cloud environments. Finding a path to federate Multi-Cloud architectures is a growing concern for many organizations. In May 2022, the Linux Foundation and the CNCF hosted the first-ever Chief Technology Officer (CTO) Summit about Multi-Cloud resiliency, and how to achieve it. The Summit included 21 participants from six business

Abstract:
Electricity serves as a vital input to modern economies. Many critical infrastructures such as transportation, telecommunications, banking, and others depend on continuous electricity supply to perform their functions. However, as modern economies continue to move towards digitalization and the adoption of technologies, part of the population still deals with electricity supply interruptions, which greatly hinders productivity. In this study, we analyzed the monthly interruption reports of electric cooperatives submitted to the National Electrification Administration to uncover some interestin

This evaluation examines IDB's management of credit risk of Non-Sovereign Guaranteed Operations. Although the IDB is not subject to the Principles for the Management of Credit Risk issued by the Basel Committee for Banking Supervision, these principles have been used as guidelines for this assessment. It can be concluded that the IDB largely complies with Basel's credit risk management principles. To further develop what is already a solid foundation for its credit risk management system, it is recommended that the IDB adopts a comprehensive Credit Risk Framework that clearly defines its risk

Abstract:
Chile's housing policy is widely regarded as a success. For almost a decade, new construction has been above the level required to provide houses for new families and replace obsolete structures. This raises hopes that within the next decade all families in Chile will occupy dwellings that comply with minimum quality and service standards. This is no small accomplishment for a country just entering the middle ground in the development scale. Moreover, the private sector is taking an increasingly active role in housing production and financing. This too is a significant achievement considering

Contrary to common expectations, 65-90% of the audience of open science platforms comes from non-academics. New research has shown that the open science movement has largely expanded the social, economic and cultural scope of scientific research. Regular users include students, non-academic professionals or private citizens. Private and public structures extensively rely on open research to create new innovations and better document existing practices or products.
