Abstract:
According to the author of the paper, the head of state is not a position, not a title, not any state body, but the function of the President of the Republic of Belarus, along with the function of the guarantor of the Constitution, human and civil rights and freedoms. The function of the head of state is unchanged and is due to his position in the system of state authorities. This function manifests the nature and essence of the institution of the presidency, which cannot be reduced to specific actions or practices, therefore, it is implemented through the exercise of powers in various organizational forms. In this regard, the concept of “president”, unlike “head of state”, is not static, but dynamic, since the list of rights and duties of the President of the Republic of Belarus is open.Powers are unambiguous, substantive rights and duties of the President, legitimized from the functions and expressed in various organizational forms of his activities. At the same time, the characteristics of the President’s powers can only show the external side of his activities. The powers of the President, in contrast to the functions, are a variable value. The President through representative, legitimation, arbitration, control, rulemaking, personnel, integration, symbolist and ceremonial state powers carries out the function of the head of state.The function of the head of state is the superiority and precedence of the President over all state officials. In accordance with it, the idea of the Republic of Belarus is personified. This function allows the President of the Republic of Belarus to be the main public representative and act on behalf of the Belarusian state both within it and in international relations. This is the result of the state obtaining the status of a legitimate state, the continuity and interaction of state authorities, mediation between them. The constitutional function of the head of state makes it necessary for the President to have instruments of power-state bodies operating within this function.

Using Pro/E powerful entity modeling functions and ANSYS finite element analysis of the powerful function, both integration, to spoke type large head sheave work state are analyzed, and establish the mechanical model of the finite element. Through the finite element calculation, carry the strength analysis and research to head sheave in the different conditions. The calculation results show that head sheave works in alternating stress, it is concluded that head sheave of deformation and stress distribution laws. To design and develop spoke type large head sheave provides the basis.

In this article, we present the current state of the art in binaural audio with the focus on head-related transfer functions (HRTFs) and valuation methods of virtual acoustics with descriptive attributes. This combination provides a methodology, which delivers the basis for research studies in virtual reality (VR) on individual and non-individual head-related transfer functions. Based on the largely explored localization perception of static audio signals, this review offers an overview of the directional hearing during head and sound source movement and multimodality in audiovisual virtual environments. Perceptual quality characteristics provide evaluation methods from which future HRTF VR experiments and virtual environments studies on binaural acoustics could benefit.

Abstract:
The article discusses the problem of specifics of professional activities of heads of state power in modern conditions and the role of subjective psychological factors in the success of its implementation. It is noted that along with the function of "normative control", the head of power must take independent management decisions in conditions of increased social responsibility. This can give rise to intrapersonal conflict, moral and intellectual overload of the politician, which affect the effectiveness of its activities. When the hierarchical status of the manager increases, its power, freedom to exercise power, and therefore personal responsibility for making managerial decisions increase too. In this regard, the importance of subjective factors when exercising power functions of the head is increasing. The concepts “power” and “management” are analysed in the article, the characterisation of the subject exercising power is given in comparison with the “manager”, the psychological concepts of power and the compensatory nature of the need for power are highlighted. The author draws attention to the variety of studies of power motivation, the presence of various approaches to the analysis of power motives, the possibility of highlighting the instrumental and value, personality-oriented and socio-oriented components of power motivation. The importance of the existence of socially-oriented motives in the structure of motivation of heads of government bodies is emphasised, as well as the need to form a system of prosocial value orientations, which can determine the qualitative specificity and effectiveness of heads' activities. The importance of improving the personnel selection system for positions of heads of state power, taking into account value-motivating factors, is discussed.

The subject. The article investigates historical legal, theoretical-methodological and constitutional-legal problems of the formation and functioning of the institute of the head of state.The purpose of the study is to show how the constitutional functions of the head of state concretize his powers.The study is based on the use of methods of analysis and synthesis, historical legal, formal legal, comparative legal methods, scientific abstraction.The main scientific results. The authors summarize that the historical and legal analysis shows the key role of the head of state in the mechanism of ensuring state unity and law and order. Reality testifies the fact that the role of the President of the Russian Federation creates sufficient constitutional and legal grounds and conditions for the consolidated work of all state authorities, including law enforcement agencies, in the direction of ensuring the unity of state power and constitutional law and order. The indicated directions are in many ways identical, organically interrelated and interdependent, systematically define the main lines of activity of the head of state, contributing to the improvement of the constitutional and legal mechanism for ensuring the rule of law in general. Firstly, the Constitution of the Russian Federation contains only the basic powers of the President of the Russian Federation, which are substantially expanded by the legislator and presidential decrees. Secondly, the President has so-called “hidden”, discretionary powers that are not directly enshrined in the Constitution of the Russian Federation, implicit in it and stem from the sense of presidential functions that manifest themselves in unforeseen extraordinary circumstances. Thus, the constitutional design of a strong presidential power allows the President of the Russian Federation to ensure the unity of the executive power and the exercise of the powers of the federal government throughout the territory of Russia (pt. 4 of Art. 78 of the Constitution of the Russian Federation). Such presidential power is carried out through the issuance of its decrees and orders, the adoption of operational and administrative decisions.Conclusions. The authors noted that the effectiveness of the work of the head of state is especially evident in the state unity and the constitutional and legal mechanism for ensuring the rule of law, which is developed in the constitutional doctrine.

The article is sanctified to realization of criminal law analysis of individual issues, in particular: the concept of an official as a subject of a crime; categories (types) of officials; legislative definition of government representatives, interpretation of organizational and administrative and administrative and economic functions (responsibilities); definition of the content of the concept of “subordination”, etc. as circumstances subject to further proof.In the article the argued elucidations are given in relation to that, or there were deputies of Head of Administration of President of Ukraine in a period from 22.07.2014 for by 11.05.2019 official persons in understanding a century 18, century 364 or century 367 the Criminal code of Ukraine. Administration of President of Ukraine is an auxiliary, constantly operating body that is created by President of Ukraine on the basis of the article of a 106 Constitution of Ukraine. Thus, Administration does not make decision, obligatory for other subjects, does not carry out state imperious administrative functions, and it is not had to jurisdiction that spreads to certain territory, but thus is not a public organ in understanding of Law of Ukraine «About prevention of corruption». In according to the position of the Supreme Court, the Deputy Head of the Administration of the President of Ukraine is not an official of a state body. The position of the Deputy Head of the Administration of the President of Ukraine also does not belong to any of the categories of civil service positions defined by Article 6 of the Law of Ukraine «On Civil Service». The foregoing allows us to conclude that the Deputy Heads of the Presidential Administration of Ukraine in the period from 07.22.2014 to 05.11.2019 were employees of a permanent subsidiary body formed by the President of Ukraine with consultative and advisory functions. And they also did not perform organizational and administrative or administrative functions, and therefore were not officials in the understanding of Articles 18, 364, 367 of the Criminal Code of Ukraine. Madrasah principals must continue to improve their competence in order to carry out their duties and functions both academically and managerially in madrasas through regular and continuous professional development activities. In this research method using descriptive qualitative research methods, the purpose of this study is to determine the extent to which school principals in the Madrasah environment of the Jakarta area office with critical analysis because there are still many assumptions about the community that madrasas are often considered. Educational institutions whose quality is below other public schools. Therefore, madrasas still cannot be used as the main choice in learning.

Abstract:
The article is devoted to the study of the essential features of the head of the public service in a state body as a subject of public service legal relations. It is found that depending on the nature of the powers that determine the role and degree of participation of public servants in the exercise of public power functions, there will be a different range of rights and responsibilities of managers, specialists, executors. Given the great diversity of public servants, the scope of their powers affects the content of the legal status of a public servant, but not the fact of his belonging to the public service. It is established that the head of the public service in a state body has: a) the general status of a citizen of Ukraine; b) sectoral status within the framework of official law – the status of a public servant; c) a special status within the framework of official law, which is mediated by the nature of the powers granted – the status of the head of the public service in a state body. The substantive features which characterize a public servant who has acquired a special legal status of the head of the public service in a state body are singled out: 1) he is assigned to public servants; 2) he holds the highest position of public service in a state body; 3) he is obliged to perform a special type of duties that are an element of authority: a) in matters of public service and b) organization of work of other employees in this body. Attention is paid to the fact that each head of the public service in a state body is an official authorized to perform organizational and administrative functions, but not every official is the head of the public service in a state body. A possible algorithm for finding a higher position in a state body is identified: a) if there are positions in a state body that fall into different categories, the highest position in a state body will be held by the public servant who replaces a category “A” or “B” (in the absence of positions classified in category “A”); b) if there are positions in a state body that are assigned to one category, the highest position will be held by the public servant whose position is assigned to the highest subcategory.

When a person with a head injury arrives at the hospital, doctors and nurses first check life signs: cardiac work, blood pressure and breathing. For those who do not breathe satisfactorily, a extractor fan may be required. Doctors immediately assess the patient's state of mind and memory. They also test the brain's basic functions by checking the size of the pupils and their response to light, assessing reactions to sensations such as heat and stab of the needle, and testing the ability to move their arms or legs. Computed tomography or magnetic resonance imaging is required to evaluate possible brain injury. Traumatic brain injury occurs when an external mechanical force causes brain dysfunction. Brain trauma is usually the result of a violent hit to the head. An object that pierces the skull, such as a bullet, can also cause brain trauma. Mild trauma can be caused by temporary brain cell dysfunction. More serious brain trauma can lead to bruising, torn tissue, bleeding and other physical injuries to the brain, which can result in long-term complications or even death. Head injuries are the cause of disability and death of people under the age of 50, more than any other type of neurological impairment. Nearly half of people with severe head injuries die. The brain can be damaged even when the skull is not pierced.

The article highlights the essential features of leadership and management of the state secretary of the Ministry in Ukraine. The state secretary of the ministry as head of the civil service in a state institution holds a leading position. At the same time, under the current legislation, its main functions by position are management functions. The requirements for professional competence on this position are the same as the requirements for the top manager. There is a need for a clearer delineation of professional competence of the state secretary of the Ministry, including leadership skills. The development of leadership in top management, just as the state secretary of the ministry, does not deny the need for knowledge and management skills (due to the specifics of that position), but reinforces them, transforms into leadership skills in an evolutionary way.

Abstract. Soil hydraulic properties are often derived indirectly, i.e. computed from easily available soil properties with pedotransfer functions (PTFs), when those are needed for catchment, regional or continental scale applications. When predicted soil hydraulic parameters are used for the modelling of the state and flux of water in soils, uncertainty of the computed values can provide more detailed information when drawing conclusions. The aim of this study was to update the previously published European PTFs (Tóth et al., 2015, euptf v1.4.0) by providing prediction uncertainty calculation built into the transfer functions. The new set of algorithms was derived for point predictions of soil water content at saturation (0 cm matric potential head), field capacity (both −100 and −330 cm matric potential head), wilting point (−15 000 cm matric potential head), plant available water, and saturated hydraulic conductivity, as well as the Mualem–van Genuchten model parameters of the moisture retention and hydraulic conductivity curve. The minimum set of input properties for the prediction is soil depth and sand, silt and clay content. The effect of including additional information like soil organic carbon content, bulk density, calcium carbonate content, pH and cation exchange capacity were extensively analysed. The PTFs were derived adopting the random forest method. The advantage of the new PTFs is that they (i) provide information about prediction uncertainty, (ii) are significantly more accurate than the euptfv1, (iii) can be applied for more predictor variable combinations than the euptfv1, 32 instead of 5, and (iv) are now also derived for the prediction of water content at −100 cm matric potential head and plant available water content. A practical guidance on how to use the derived PTFs is provided.

AbstractDeficits in self-awareness are commonly seen after Traumatic Brain Injury (TBI) and adversely affect rehabilitative efforts, independence and quality of life (Ponsford, 2004). Awareness models predict that executive and implicit functions are important cognitive components of awareness though the putative relationship between implicit and awareness processes has not been subject to empirical investigation (Crosson et al., 1989; Ownsworth, Clare, & Morris, 2006; Toglia & Kirk, 2000). Severity of injury, also thought to be a crucial determinant of awareness outcome post-insult, is under-explored in awareness studies (Sherer, Boake, Levin, Silver, Ringholz, & Walter, 1998). The present study measured the contribution of injury severity, IQ, mood state, executive and implicit functions to awareness in head-injured patients assigned to moderate/severe head-injured groups using several awareness, executive, and implicit measures. Severe injuries resulted in greater impairments across most awareness, executive and implicit measures compared with moderate injuries, although deficits were still seen in the moderate group. Hierarchical regression results showed that severity of injury, IQ, mood state, executive and implicit functions made significant unique contributions to selective aspects of awareness. Future models of awareness should account for both implicit and executive contributions to awareness and the possibility that both are vulnerable to disruption after neuropathology. Purpose: To investigate the induction pattern of various heat shock protein (HSP) in the optic nerve head after thermal stress using transpupillary thermotherapy and to determine the dose-response relationship of thermal stress on the induction of various HSP.Methods: The 810-nm diode laser with 50-μm spot size was aimed to the center of optic nerve head of right eye of Norway brown rats. First, the various exposure powers (100, 120, 140 mW) were used with the same exposure duration, 60 seconds, to investigate power dosing effect. Second, the various exposure durations (1, 2, 3, and 5 minutes) were applied under constant 100 mW laser power to investigate time dosing effect. Left eyes were served as controls. To quantify HSP expression, enucleation was performed at 24 hours after transpupillary thermotherapy. HSP 27 and αB-crystallin inductions in optic nerve head were examined with Western blot.Results: All type of HSP was observed in normal state. After thermal injury, the expression of HSP 27 were increased, and the αB-crystallin were decreased.Conclusions: Induction pattern of each HSP in the optic nerve head were different after thermal injury. Some HSPs were induced or exhausted. Further research is needed on the characteristic functions and induction conditions of each HSP.

The large number of different membrane lipids with various structural modifications and properties and the characteristic lipid composition of different types of membranes suggest that different lipids have specific functions in the membrane. Many of the varying properties of lipids with different polar head groups and in different ionization states can be attributed to the presence of interactive or repulsive forces between the head groups in the bilayer. The interactive forces are hydrogen bonds between hydrogen bond donating groups such as —P—OH, —OH, and —NH3+ and hydrogen bond accepting groups such as —P—O− and —COO−. These interactions increase the lipid phase transition temperature and can account for the tendency of certain lipids to go into the hexagonal phase and the dependence of this tendency on the pH and ionization state of the lipid. The presence or absence of these interactions can also affect the penetration of hydrophobic substances into the bilayer, including hydrophobic residues of membrane proteins. Evidence for this suggestion has been gathered from studies of the myelin basic protein, a water-soluble protein with a number of hydrophobic residues. In this way the lipid composition can affect the conformation and activity of membrane proteins. Since hydrogen-bonding interactions depend on the ionization state of the lipid, they can be altered by changes in the environment which affect the pK of the ionizable groups. The formation of the hexagonal phase or inverted micelles, the conformation and activity of membrane proteins, and other functions mediated by lipids could thus be regulated in this way.

The study is focused on the protection of state secrets in the State Penitentiary Service of Ukraine (SPS). The subject matter of scientific work is the features of state experts on secret issues, whose activities play a key role in classifying information as a state secret. The paper is aimed at analyzing the impact of numerous reforms of the SPS system on the composition and characteristics of the relevant state experts.
 During the research, the author has carried out the analysis of laws and bylaws, where special attention was paid to the List of officials entrusted with the functions of state experts on secret issues, and the Code of Information Constituting State Secrets. The research emphasizes that the relevance of the analysis is related not only to the already implemented changes in the system of the State Penitentiary Service of Ukraine, but also to the expectation of no less important reforms that significantly affect the structure, subordination and forms of activity of SPS agencies.
 As a result of the conducted analysis the author has provided characteristics to the features of quantitative and qualitative structure of the state experts which were caused by structural changes of SPS agencies. The peculiarities of the activity of state experts of SPS are characterized, such important requirements to their qualification as the corresponding experience and deep possession of the maintenance and essence of daily needs of SPS system are allocated.
 The obtained results substantiate the expediency of expanding the composition of state experts on secret issues in the field related to SPS of Ukraine.
 Based on the findings of the study, the author has offered the position of the Head of the Department for the Execution of Criminal Punishments to be included in the List of officials entrusted to perform the functions of state experts on secret issues.

The sea spray production was parameterized in terms of 5 log-normal modes and the Reynolds number instead of the more commonly used wind speed, thereby encapsulating important influences of wave height and history, friction velocity and viscosity. This formulation accounts for the different flux relationships associated with rising and waning wind speeds since these are included in the Reynolds number. Furthermore, the Reynolds number incorporates the kinematic viscosity of water, thus the SSSF inherently includes a sea surface temperature dependence. The temperature dependence of the resulting SSSF is similar to that of other in-situ derived source functions and results in lower production fluxes for cold waters and enhanced fluxes from warm waters as compared with SSSF formulations that do not include temperature effects.

Finite automata and finite state transducers belong to the bases of (theoretical) computer science with many applications. On the other hand, DNA computing and related bio-inspired paradigms are relatively new fields of computing. Watson–Crick automata are in the intersection of the above fields. These finite automata have two reading heads as they read the upper and lower strands of the input DNA molecule, respectively. In 5′ → 3′ Watson–Crick automata the two reading heads move in the same biochemical direction, that is, from the 5′ end of the strand to the direction of the 3′ end. However, in the double-stranded DNA, the DNA strands are directed in opposite way to each other, therefore 5′ → 3′ Watson–Crick automata read the input from the two extremes. In sensing 5′ → 3′ automata the automata sense if the two heads are at the same position, moreover, the computing process is finished at that time. Based on this class of automata, we define WK transducers such that, at each transition, exactly one input letter is being processed, and exactly one output letter is written on a normal output tape. Some special cases are defined and analyzed, e.g., when only one of the reading heads is being used and when the transducer has only one state. We also show that the minimal transducer is uniquely defined if the transducer is deterministic and it has marked output, i.e., the output letter written in a step identifies the reading head that is used in that transition. We have also used the functions ‘processing order’ and ‘reading heads’ to analyze these transducers.

Crossing, or goal crossing, has proven useful in various selection scenarios, including pen, mouse, touch, and virtual reality (VR). However, crossing has not been exploited for freehand selection using augmented reality head-mounted displays (AR HMDs). Using the HoloLens, we explore freehand crossing for selection and compare it to the state-of-the-art “gaze and commit” (head gaze) method. We report on three studies investigating freehand crossing in multiple use cases. The first study shows that crossing outperforms head gaze in selection scenarios of varying target arrangements. The second explores crossing, head gaze, and hand pointing in radial menu and dynamic interface scenarios. The third explores crossing as a function carrier for a variety of basic interaction functions in a drawing application. This work builds on existing knowledge on the goal-crossing paradigm by demonstrating its potential as a useful interaction method in 3D AR HMD interfaces.

The gain of the vertical angular vestibuloocular reflex (aVOR) was adaptively altered by visual-vestibular mismatch during rotation about an interaural axis, using steps of velocity in three head orientations: upright, left-side down, and right-side down. Gains were decreased by rotating the animal and visual surround in the same direction and increased by visual and surround rotation in opposite directions. Gains were adapted in one head position (single-state adaptation) or decreased with one side down and increased with the other side down (dual-state adaptation). Animals were tested in darkness using sinusoidal rotation at 0.5 Hz about an interaural axis that was tilted from horizontal to vertical. They were also sinusoidally oscillated from 0.5 to 4 Hz about a spatial vertical axis in static tilt positions from yaw to pitch. After both single- and dual-state adaptation, gain changes were maximal when the monkeys were in the position in which the gain had been adapted, and the gain changes progressively declined as the head was tilted away from that position. We call this gravity-specific aVOR gain adaptation. The spatial distribution of the specific aVOR gain changes could be represented by a cosine function that was superimposed on a bias level, which we called gravity-independent gain adaptation. Maximal gravity-specific gain changes were produced by 2–4 h of adaptation for both single- and dual-state adaptations, and changes in gain were similar at all test frequencies. When adapted while upright, the magnitude and distribution of the gravity-specific adaptation was comparable to that when animals were adapted in side-down positions. Single-state adaptation also produced gain changes that were independent of head position re gravity particularly in association with gain reduction. There was no bias after dual-state adaptation. With this difference, fits to data obtained by altering the gain in separate sessions predicted the modulations in gain obtained from dual-state adaptations. These data show that the vertical aVOR gain changes dependent on head position with regard to gravity are continuous functions of head tilt, whose spatial phase depends on the position in which the gain was adapted. From their different characteristics, it is likely that gravity-specific and gravity-independent adaptive changes in gain are produced by separate neural processes. These data demonstrate that head orientation to gravity plays an important role in both orienting and tuning the gain of the vertical aVOR.

In preparing this article the author has set out to substantiate the thesis about the multifaceted phenomenon of the President of Ukraine as a phenomenon of state and legal reality, which necessarily requires enrichment of the content of the same concept. The analysis of scientists’ judgments revealing the content of the concept under study, gives grounds to conclude that the President of Ukraine is a complex socio-legal phenomenon, and therefore a comprehensive picture of this phenomenon can be obtained only as a result of its multifaceted consideration: - from the point of view of the theory of the mechanism of the state, the President of Ukraine is an important element of the state apparatus - a single, elected, supreme body of the state, which has general competence. This aspect is somewhat contradictory regarding that state bodies are usually established as legal entities that cannot be said about the head of the Ukrainian state; - in terms of a certain constitutional and legal status he/she is the head of the state and acts on its behalf. A significant clarification of this judgment is the thesis about the President of Ukraine as a legal form of the head of state, who is elected by the people and receives power for a fixed term by delegation. As for the recognition of his/her highest official, we consider the relevant judgment to some extent conditional and evaluative, because in the national legal doctrine and current legislation the issue of the hierarchical system of officials in Ukraine is not yet developed; - from the point of view of ontology (of his/her being, existence) the President of Ukraine is an individual who has reached at least 35 years of age. A significant shortcoming of the current legislation is a rather limited, in our opinion, set of requirements for a candidate for this elected position, and in the future, in case of winning the election, describe the current head of state. The legislator did not envisage as a condition for the emergence of constitutional and legal relations, within which a citizen of Ukraine can be elected President of Ukraine, or the fact of higher education (in epistemological terms, the President of Ukraine must be an active subject of knowledge, because it is cognitive capabilities provide him/her to gain higher education; it should be noted that the President is both an object of knowledge of the social sciences, most of which study the impact of this institution on various social processes and are designed to increase its effectiveness in a constantly changing environment. At the same time some them (history, history of the state and law) explore his/her personality, achievements, personal role in society, neither he/she has significant experience of professional activity, nor the recognition of a high level of his/her competence as a professional in general, nor he/she has high moral qualities; - in terms of the system of constitutional law the President of Ukraine is a constitutional and legal institution, the rules of which determine: 1) the place and role of the head of state in the state mechanism and its relationship with other state bodies; 2) the procedure for substituting this position; 3) functions and powers of the head of state; 4) his/her responsibility for treason or other crime; - in terms of doctrine and practice of public administration, the head of state is one of the most im-portant elements of the modern system of public administration. He/she converges large volumes of infor-mation flows from other elements of this system. Analysis of information, development of management decisions and control over their implementation - these are the main President’s functions in this system; - in terms of the attitude to this constitutional and legal institution and the personality of the head of state by society and government institutions, the President of Ukraine is an honorary title protected by law and retained for his/her life, unless the President of Ukraine was removed from office by impeachment.

Bow Street Magistrate, ex parte Pinochet,1 the initial impression of the decision in Reg. v. Bow Street Magistrate, ex parte Pinochet (No. 3)2 was of a solid majority support for the position that Pinochet was not entitled to immunity in the United Kingdom in respect of the criminal acts he is alleged to have committed. Even as Lord Browne-Wilkinson attempted to explain the intricacies of the decision, the matter of immunity appeared settled and of secondary consideration to the “new” requirement of double criminality which alone, it seemed, had resulted in the considerable reduction in the list of crimes for which Pinochet could be extradited to Spain. Closer examination of the reasoning of their Lordships, however, quickly dispels that impression and reveals a range of opinions across a wide spectrum. What agreement there was between their Lordships on the matter of Pinochet's immunity from jurisdiction is diverse and often contradictory. In particular, the Lordships who formed the majority were equally divided on the question as to whether Pinochet was acting within his official capacity when carrying out the acts of which he is accused. Given that immunity rationae materiae appears to be available only in respect of official acts, it is difficult to see how the six could have agreed on the fact that Pinochet was not entitled to such immunity. Indeed, given the fact that Lord Goff (dissenting) was of the opinion that the alleged acts were performed in the course of Pinochet's functions as head of state, there was in fact a majority in favour of the prima facie existence of immunity rationae materiae.

The main legal forms of control and supervision over the preservation and effective use of state property by participants in economic relations, which are considered as one of the elements of the legal regime of state property, are studied. According to the results of the study, the following main legal forms of control and supervision over the preservation and effective use of state property by participants in economic relations are identified: a) control by authorized bodies over compliance with the contract concluded with the head of the state enterprise; head of the preservation and effective use of state property; b) control by the State Property Fund of Ukraine over the use of leased integral property complexes of state enterprises and leased state property; c) accounting and financial reporting of business entities, as well as control and supervision over their condition and reliability; d) audit of financial statements; e) state financial audit; f) internal control and internal audit in the budget process. It is noted that the current legislation does not make a clear distinction between the functions of control and supervision, especially in cases where it concerns the powers of authorized public authorities, which in accordance with Part 2 of Art. 19 of the Constitution of Ukraine are obliged to act only on the basis, within the powers and in the manner prescribed by the Constitution and laws of Ukraine.

In the General Election and Regional Head Election Law, the Election Supervisory Board (Bawaslu) has the authority supervisory to each Election stages, it is the center for law enforcement activities of the Election (Sentra Gakkumdu) to criminal acts and carrying out the judicial functions for investigating, examining, and decided on administrative disputes of General Election and Regional Head Election. With the Bawaslu’s authority then placed as a super-body institution in the ranks of the Election Management Body, due to its essential role in building a clean and credible electoral system, it also has potential for abuse of power within it. In Law no. 48 of 2009 concerning Judicial Power has defined state institutions that have the authority to administrate judicial functions. These are the Supreme Court and Judicial Bodies that under its lines of general court, Religious Courts, Military Courts, Administrative Court (PTUN) and the Constitutional Court. The research method is normative juridical, that focuses on the analysis of the laws and regulations on General Election, Regional Head Elections and the Law on Judicial Power. The analytical tool is descriptive analysis, by describing the main issues, an analysis is carried out that was supported by case-approach related to the research. The study concludes that Bawaslu in carrying out judicial functions in its position as a semi-judicial institution has not a hierarchical relationship to the Supreme Court (MA) and the Constitutional Court (MK); however, what does exist is functional relationship.

AbstractThe frontoparietal control network, anatomically and functionally interposed between the dorsal attention network and default mode network, underpins executive control functions. Individuals with attention-deficit/hyperactivity disorder (ADHD) commonly exhibit deficits in executive functions, which are mainly mediated by the frontoparietal control network. Involvement of the frontoparietal control network based on the anterior prefrontal cortex in neurobiological mechanisms of ADHD has yet to be tested. We used resting-state functional MRI and seed-based correlation analyses to investigate functional connectivity of the frontoparietal control network in a sample of 25 children with ADHD (7–14 years; mean 9.94±1.77 years; 20 males), and 25 age-, sex-, and performance IQ-matched typically developing (TD) children. All participants had limited in-scanner head motion. Spearman’s rank correlations were used to test the associations between altered patterns of functional connectivity with clinical symptoms and executive functions, measured by the Conners’ Continuous Performance Test and Spatial Span in the Cambridge Neuropsychological Test Automated Battery. Compared with TD children, children with ADHD demonstrated weaker connectivity between the right anterior prefrontal cortex (PFC) and the right ventrolateral PFC, and between the left anterior PFC and the right inferior parietal lobule. Furthermore, this aberrant connectivity of the frontoparietal control network in ADHD was associated with symptoms of impulsivity and opposition-defiance, as well as impaired response inhibition and attentional control. The findings support potential integration of the disconnection model and the executive dysfunction model for ADHD. The instrumental principles of constructing a compact measuring head of a scanning probe microscope are discussed. To minimize the overall dimensions, a piezo package is used, which makes it possible to implement in one unit both the functions of the actuating element of the SPM tracking system and the functions of the module for approaching the probe to the sample. A control scheme for a piezo-inertial linear step mover is presented, and histograms of the step size distribution are measured. Diagrams of compact SPM heads operating in tunneling and semi-contact power modes using self-sensing probe sensors are presented. To increase the size of the survey SPM images, scanning over several overlapping areas was implemented with further stitching of the SPM images in a single frame. The algorithm for stitching SPM images is discussed. The deviations in the directions of the stage and probe movements, arising during the new scanning frame selection, are being corrected within the framework of the SPM image stitching algorithm. The results of capturing SPM images using a compact SPM head and stitching SPM images by means of elaborated algorithms are presented.

Abstract:
This study examines the concept of regional autonomy in Islamic constitutional law about how is the concept of regional autonomy in Islamic State Constitutional Law and how is the autonomy of regional heads in the perspective of Islamic constitutional law. This research is a qualitative research library (Library Research). The data of this study were obtained through the Islamic law/Fiqh research method with a historical approach. After the data has been collected, it is then processed by studying, researching, studying and understanding the concept of regional autonomy in Islamic Constitutional Law referring to the Al-Quran and Hadith and related articels. This study found the following results: (1) The concept of regional autonomy in Islamic constitutional law is practiced in three types of regional government, namely al-imarah al-khashah, al-imarah al-ammah, al-imarah al-istila. (2) The autonomy of the regional head's power in the perspective of fiqh siyasah dusturiyah or Islamic constitutional law is in accordance with the conditions and authority granted by a Khalifah. The Khalifah as head of state gives authority to al-Amir (Head of Region) in the functions of: collecting taxes in the region, managing regional administration and providing services to the people in the region, maintaining security in the region, attracting kharaj and collecting zakat, upholding and disseminating Islam in the region. area, as well as being a prayer priest.

Among the numerous problems frequently discussed by Islamic jurists is the separation of Muhammad's functions between as a Prophet or Apostle and as the head of a state. Sunnah as a reflection of the former must be carried out as it is, while the sunnah that represents the latter should be seen through adjusting the context to particular places and times. In general, the former is much related to the issues of ritual practices (Ibadah / God worshiping) which are regarded static or fixed in nature; probability of changes and development does not seem to appear in this domain although diversity does exist. Contrawise, a study on Muhammad's function as the head of state will experience progressive changes because it involves changes of variables such as time, place, circumstance, motivation, and tradition. However, due to the nature of bidimensionality of Islamic law, Muhammad's gait as the head of state is inseparable from the textual content of revelation which is rigid in nature; such particular content will stay unchanged across space and time. This content is called "value" (e.g. Syamsul Anwar), or maqāṣid al-syarī`ah (al-Ghazali, al-Syāṭibī, al-Ṭūfī, Ibnu Asyūr) or — ratio legis (Fazlur Rahman). Purpose. To analyze cataract surgery performed in the Khabarovsk branch of the S. Fyodorov Eye Microsurgery Federal State Institution (Khabarovsk branch). Material and methods. The work of the Khabarovsk branch on the treatment of patients with cataracts in 2018–2020 was analyzed on the basis of annual statistical reports submitted to the Head Organization and the Analytical Center of the Ministry of Health of the Khabarovsk krai. Results. Cataract surgery account for more than 30% of the total volume of surgeries performed in 2018–2020. The largest (up to 63%) share of the number of cataract surgery in the structure of the subjects of the Far Eastern Federal District falls on the Khabarovsk krai. To correct aphakia, the Khabarovsk branch currently uses large arsenal of intraocular lenses, which allows satisfying the ever-increasing demands of patients for obtaining high visual functions after surgery. Conclusion. The Khabarovsk branch has all the modern technologies for the surgical treatment of senile cataracts and satisfying the increasing demands of patients for obtaining high visual functions in the postoperative period and is the leader in cataract surgery in the Far Eastern Federal District. Metaphorically set in a border town, the darkly lit, libidinous urban topography of Orson Welles’ classic late film noir, Touch of Evil (1958), harbours primal fears and partially clads criminal activities, underscoring the fact that in the 1950s miscegenation was still illegal in a number of US states. This article juxtaposes Charlton Heston‘s leading role in two interracial romances, Touch of Evil and Diamond Head (1963), which takes place in the new border state of Hawaii. The historical foregrounding of the Civil Rights movement in the United States during the 1950s and ‘60s with respect to the interracial romances growing popularity is discussed, and the relevance of recent genetic research into the appeal of difference and the way it functions within a ‘primal drama’.

Purpose: study neuropsychological features of patients with leukoaraiosis (LA), quantify the volume of nuclear magnetic resonance in the head by stereoscopy method and discuss its clinical significance. Method: divide into LA group and the contrast group according to MRI in the head. Quantify volume of nuclear magnetic resonance in the head in the LA group by stereoscopy method and analyze it by mini-mental state examination (MMSE), activities of daily life (ADL) and dangerous factors. Result: MSE grade of LA patients decreases obviously, indicating that LA patients have obstacles in general cognitive function. MMSE grade and ADL grade are in negative correlation. Different grades of LA are in positive correlation with its volume. Hypertension in the LA group stands at the first place and hyperlipidemia the second place. Conclusion: 1LA is closely related to hypertension. 2LA is closely related to declination of cognitive function and mainly influences cognitive functions such as memory, attention, computing ability and visual space etc; and LA is related to declination of activity ability in daily life. 3 Different grades of LA are in positive correlation with the volume and volume of LA is in positive correlation with cognitive obstacles and declining degree of activity ability of patients in daily life. 4 the relevance ratio of LA can be raised by MRI.Leukoaraiosis (LA) [1] is a group of clinical syndromes described by iconography caused by diverse pathogenesis. LA often causes declination of cognitive functions and is often regarded as an earlier sign for cerebral lesion since it mainly damages subcortex functions [2]. Stereoscopy method can calculate volume, length and superficial area of specific objects and regions [3].

Transcranial direct current stimulation (tDCS) can noninvasively induce brain plasticity, and it is potentially useful to treat patients affected by neurological conditions. However, little is known about tDCS effects on resting-state brain networks, which are largely involved in brain physiological functions and in diseases. In this randomized, sham-controlled, double-blind study on healthy subjects, we have assessed the effect of bilateral tDCS applied over the sensorimotor cortices on brain and network activity using a whole-head magnetoencephalography system. Bilateral tDCS, with the cathode (−) centered over C4 and the anode (+) centered over C3, reshapes brain networks in a nonfocal fashion. Compared to sham stimulation, tDCS reduces left frontal alpha, beta, and gamma power and increases global connectivity, especially in delta, alpha, beta, and gamma frequencies. The increase of connectivity is consistent across bands and widespread. These results shed new light on the effects of tDCS and may be of help in personalizing treatments in neurological disorders.

Furthermore there are three types of Khilafat; general, individual and national Caliphate. Islam provides very clear instructions for the selection of a caliph. Head of Islamic state should be a Muslim. According to Sharia, firm belief on the oneness of Allah and finality of Prophethood in the Prophecy of Hazrat Muhammad (PBUH) are basic conditions for being a Caliph in an Islamic state. In this political system Allah is the only sovereign of the state. It is the duty of all Muslims to obey Allah, his apostle and ruler of the time. All the matters of the state are discussed in Majlas e Shura. Ruler of the state is answerable before his subjects and Allah almighty. In Islam, politics and religion are not different departments. This article deals with the functions and feature of the Islamic state.

Many authors use the metaphor of an accordion to describe the enlargement of the constitutional functions of the Italian head of state: because of the weakness of the political parties the president is able to ‘open and play the accordion’ according to his own interpretation of his institutional powers. While useful, this metaphor does not take into account the structural changes that have occurred over the last 30 years, as well as the informal powers that recent presidents have resorted to, which were the most important factors in the metamorphosis of the presidential figure. Structural changes include the end of the Cold War, the collapse of the First Republic and the mediatisation and personalisation of politics and party structure. Informal powers include those of ‘esternazione’ (a term that roughly means ‘to render public personal statements without previous consultation with the cabinet’) and of moral suasion. By analysing the development of these two powers, this article aims to describe the changing role of the head of state during the Second Republic. It also defines a typology of presidential moral suasion, which is proposed as a useful tool to analyse presidential style and strategy in influencing law-making. The analysis of the innovative use of communicative powers by the last two presidents, Ciampi and Napolitano, shows how the transformation of the Italian presidency can probably be considered permanent.

This review explores the alternative functions of mitochondria inside the cell. In a general picture of mitochondrial functioning, the importance and uniqueness of these intrinsic functions make them irreplaceable by other intracellular compartments. Among these are, participation in apoptosis and cellular proliferation, regulation of the cellular redox state and level of second messengers, heme and steroid syntheses, production and transmission of a transmembrane potential, detoxication and heat production. In most of the listed functions, reactive oxygen species modulate a number of non-destructive cellular activities. Some of the mitochondrial functions are reviewed in detail.

The mitochondrial import receptor Tom70 (translocase of the mitochondrial outer membrane 70) interacts with chaperone–preprotein complexes through two domains: one that binds Hsp70 (heat-shock protein 70)/Hsc70 (heat-shock cognate 70) and Hsp90, and a second that binds preproteins. The oligomeric state of Tom70 has been controversial, with evidence for both monomeric and homodimeric forms. In the present paper, we report that the functional state of human Tom70 appears to be a monomer with mechanistic implications for its function in mitochondrial protein import. Based on analytical ultracentrifugation, cross-linking, size-exclusion chromatography and multi-angle light scattering, we found that the soluble cytosolic fragment of human Tom70 exists in equilibrium between monomer and dimer. A point mutation introduced at the predicted dimer interface increased the percentage of monomeric Tom70. Although chaperone docking to the mutant was the same as to the wild-type, the mutant was significantly more active in preprotein targeting. Cross-linking also demonstrated that the mutant formed stronger contacts with preprotein. However, cross-linking of full-length wild-type Tom70 on the mitochondrial membrane showed little evidence of homodimers. These results indicate that the Tom70 monomers are the functional form of the receptor, whereas the homodimers appear to be a minor population, and may represent an inactive state.

Excluded in this definition are employees of state-owned enterprises, the army, teachers, the judiciary and the police who, together with civil servants, collectively constitute the public sector. It is the civil service, and not the public sector, which will be the focus of this paper. Civil Service arrangements have emerged as important mediating institutions which interface between the state and its citizens. Traditionally these were monolithic, centralised, powerful structures with immense power over the management of the affairs of a nation, and often not very responsive to the changing needs of governance and public management.

Although virtual audio displays are capable of realistically simulating relatively distant sound sources, they are not yet able to accurately reproduce the spatial auditory cues that occur when sound sources are located near the listener's head. Researchers have long recognized that the binaural difference cues that dominate auditory localization are independent of distance beyond 1 m but change systematically with distance when the source approaches with in 1 m of the listener's head. Recent research has shown that listeners are able to use these binaural cues to determine the distances of nearby sound sources. However, technical challenges in the collection and processing of near-field head-related transfer functions (HRTFs) have thus far prevented the construction of a fully functional near-field audio display. This paper summarizes the current state of research in the localization of nearby sound sources and outlines the technical challenges involved in the creation of a near-field virtual audio display. The potential applications of near-field displays in immersive virtual environments and multimodal interfaces are also discussed.

The steady enhancement of driver assistance systems and the automation of driving functions are in need of advanced driver monitoring functionalities. To evaluate the driver state, several parameters must be acquired. A basic parameter is the position of the driver, which can be useful for comfort automation or medical applications. Acquiring the position through cameras can be used to provide multiple information at once. When using infrared cameras, not only the position information but also the thermal information is available. Head tracking in the infrared domain is still a challenging task. The low resolution of affordable sensors makes it especially difficult to achieve high robustness due the lack of detailed images. In this paper, we present a novel approach for robust head tracking based on template matching and optical flow. The method has been tested on various sets of subjects containing different head shapes. The evaluation does not only include the original sensor size, but also downscaled images to simulate low resolution sensors. A comparison with the ground truth is performed for X- and Y-coordinate separately for each downscaled resolution.
