The need to change the public relations of libra-ries and librarians with a view to improving the realization of the tasks they face. Showing the public relations tools which may serve to change the image of librarians and libraries with particular emphasis on social media. This article is a review article, highlighting selected research on the librarian’s stereo-type and suggesting actions that change the image of librarians and libraries.

Purpose – The purpose of this paper is to describe the availability of discovery functions on mobile devices at academic research libraries in order to determine if research libraries are providing the mobile services that students believe that they need for academic success. Design/methodology/approach – The researcher surveyed 53 academic library mobile apps and mobile web sites at Carnegie rated RU/VH universities to determine the number and variety of discovery functions available. Findings – All of the libraries had some level of research functions available, but there was a discrepancy between those that offered a full range of services and those that offered a minimal level. Research limitations/implications – Due to the transitory nature of the electronic universe, the data offered represents the state of academic library research services in a single moment in time and is subject to change. Practical implications – The research provides other libraries with a description of what comprises an adequate suite of essential services and a way to evaluate their own library’s offerings. Originality/value – This is the first study to evaluate and quantify the level of services provided by libraries at Carnegie Foundation RU/VH institutions.

Objective – To identify and examine the factors of library publishing services that facilitate scholarly communication. Design – Analysis of library publishing service programs. Setting – North American research libraries. Subjects – Eight research libraries selected from the signatories for the Compact for Open-Access Publishing Equity (COPE) Cornell University Library’s Center for Innovative Publishing; Dartmouth College Library’s Digital Publishing Program and Scholars Portal Project; MIT Libraries’ Office of Scholarly Publishing and Licensing; Columbia University Libraries’ Center for Digital Research and Scholarship; University of Michigan Library’s Scholarly Publishing Office; Duke University Library’s Office of Scholarly Communications; University of Calgary Libraries and Cultural Resources’ Centre for Scholarly Communication; and Simon Fraser University Library’s Scholarly Publishing. Methods – The authors used Roosendaal and Geurt’s (1997) four functions of scholarly communication to analyze and categorize library publishing services provided by libraries included in the study. The four functions of scholarly communication include registration, certification, awareness, and archiving. Main Results – Analysis of the registration functions provided by library publishing services in this study revealed three types of facilitating factors: intellectual property, licensing, and publishing. These include services such as repositories for digital scholarly work and research, ISBN/ISSN registration, and digital publishing. Analysis of archiving functions demonstrated that most programs in the study focus on repository-related services in support of digital content preservation of papers, datasets, technical reports, etc. Analysis of certification functions provided by these services exposed a focus on expert review and research support. These include services like professional assessment of information sources, consultation on appropriate literature and information-seeking tools, and writing or copyright advisory services. Analysis of awareness function showed search aids and knowledge-sharing platforms to be the main facilitating factors. These include services like metadata application, schema, and standards or scholarly portals enabling knowledge-sharing among scholars. Conclusion – This study identified several services offered by these library publishing programs which can be categorized as facilitators under Roosendaal and Geurt’s (1997) four functions of scholarly communication. The majority of the libraries in the study treated library publishing services as part of broader scholarly communication units or initiatives. Digital publishing (registration function) was offered by all programs analyzed in the study, while traditional peer-review services (certification function) were not. Widely adopted among programs in the study were the use of social networking tools (awareness function) and self-publishing (archiving function). The authors recommend developing services that facilitate peer review and assert the need to provide a knowledge-sharing mechanism within the academic community that facilitates the scholarly communication process.

While it is essential that national library functions and services are carried out, within the English-speaking Caribbean these functions can be provided by extending the role of the country's main public library. A questionnaire was administered in 1994 to 14 public libraries and one national library in the region to ascertain if public libraries performed any national library functions and if so to assess how effectively, with a view to formulating proposals as to how best this dual role could be achieved. The survey, in which 13 libraries participated, revealed that a majority of the libraries did in fact act as de facto national libraries, performing many of the functions of traditional national libraries, though there were major deficiencies (e.g. only seven had legal deposit, and only four produced national bibliographies). A structure for a dual-function Public/National Library is proposed, with three functional divisions (Public Library Services, Technical Services, and National Heritage) and a powerful National Library Services Board.

Abstract:
The author examines the problem of transformation of libraries as a social institution; changing functions in the circumstances of society informatization; chances for library’s keeping its social mission when changing functionality; social and ethical aspects of changes in libraries. Positive and negative aspects of such events as Biblionight and similar, are highlighted. The author argues that the digital epoch could not wipe out the book culture but it has transformed it and provided new opportunities for development. She also focuses on training librarians and current problems of the profession. The quality of education must be measured by actual competences of the alumni rather than the set of continuously changing standards and newly invented competences. To fill the gap between theory and practice, internships in the best libraries, master classes delivered by library experts, their enrollment in teaching library disciplines, introduction to technological novelties at the universities’ libraries will help. She also argues that, instead of spontaneous optimization, the libraries need a structured strategy of development while preserving all the best experience.

Purpose – The purpose of this paper is to investigate the applications of social media in digital libraries and identify related problems. Design/methodology/approach – A total of ten institutions were selected from the following cultural institution types – public libraries, academic libraries, museums, government, and international organisations – to represent a variety of digital libraries developed or sponsored by different types of organisations. The social media applications were examined with regard to the following aspects: types of social media, placement of social media, updating social media, types of interactions, and types of functions. Findings – This study presents the types of social media applications in the selected digital libraries and further characterises their placements, update frequency, types of interactions between digital librarians and users, as well as various types of roles they played. In the process of analysis the authors also identified problems related to lack of standards, creating two-way communication channels, and the lack of education functions. Research limitations/implications – Further research needs to expand the selection of institutions and digital libraries to have more representative sampling, in particular institutions that are outside North America and Europe. It is also important to perform in-depth content analysis of social media to identify patterns and functions that social media perform. Moreover the authors will compare specific social media tools, such as Twitter, Facebook, etc., across institutions. In order to explore fully the reason why certain social media tools are implemented in digital libraries, it is important to survey or interview digital librarians of digital libraries in different types of cultural institutions. In addition users can be interviewed to solicit their perspectives about their usage of social media in digital libraries. Originality/value – This study not only examines the current status and problems of social media application in digital libraries but also offers suggestions on making good use of social media to connect users and digital libraries.

Theoretical reflections and the on-going discussion about the scope of library science provide a background for a presentation of practical solutions applied in the work of libraries. The author presents library science concepts as well as authors of important publications contributing to the development of the discipline, practical librarian tasks and academic training of librarians. In addition, she analyses librarianship achievements with regard to characteristic, statutory tasks and functions of libraries as well as typology, showing their significance to librarianship practice in Poland and to the quality of academic training of librarians. There is also a brief description of the profile of the librarianship curriculum at the leading university-level institutions providing education to librarians.

Polish librarianship in the stalinist period (1948-1956) had to face new challenges. In the changed political and social reality, both the role of a librarian and the functions performed by public and scientific libraries had to be redefined. The profile of vocational education also changed. From the various materials (papers, guidelines of the party and departmental authorities, reports, protocols of the Polish Librarians and Archivists Union) published in professional journals of the time – „Przegląd Biblioteczny”, „Bibliotekarz” and „Poradnik Bibliotekarza” – it appears that librarians had to focus on the ideological aspect of their work, educating the reader in the socialist spirit.

La conception des bibliothèques d’évaluation de fonctions est un activité complexe qui requiert beaucoup de soin et d’application, particulièrement lorsque l’on vise des niveaux élevés de fiabilité et de performances. En pratique et de manière habituelle, on ne peut se livrer à ce travail sans disposer d’outils qui guident le concepteur dans le dédale d’un espace de solutions étendu et complexe mais qui lui garantissent également la correction et la quasi-optimalité de sa production. Dans l’état actuel de l’art, il nous faut encore plutôt raisonner en termes de « boite à outils » d’où le concepteur doit tirer et combiner des mécanismes de base, au mieux de ses objectifs, plutôt qu’imaginer que l’on dispose d’un dispositif à même de résoudre automatiquement tous les problèmes.Le présent travail s’attache à la conception et la réalisation de tels outils dans deux domaines:∙ la consolidation du test d’arrondi de Ziv utilisé, jusqu’à présent de manière plus ou moins empirique, dans l’implantation des approximations de fonction ;∙ le développement d’une implantation de l’algorithme SLZ dans le but de résoudre le « Dilemme du fabricant de table » dans le cas de fonctions ayant pour opérandes et pour résultat approché des nombres flottants en quadruple précision (format Binary64 selon la norme IEEE-754)
The design of function evaluation libraries is a complex task that requires a great care and dedication, especially when one wants to satisfy high standards of reliability and performance. In actual practice, it cannot be correctly performed, as a routine operation, without tools that not only help the designer to find his way in a complex and extended solution space but also to guarantee that his solutions are correct and (almost) optimal. As of the present state of the art, one has to think in terms of “toolbox” from which he can smartly mix-and-match the utensils that fit better his goals rather than expect to have at hand a solve-all automatic device.The work presented here is dedicated to the design and implementation of such tools in two realms:∙ the consolidation of Ziv’s rounding test that is used, in a more or less empirical way, for the implementation of functions approximation;∙ the development of an implementation of the SLZ-algorithm in order to solve the Table Maker Dilemma for the function with quad-precision floating point (IEEE-754 Binary128 format) arguments and images

Abstract:
This dissertation is devoted to efficient automated logic synthesis of reversible circuits using various gate types and initial specifications. These Reversible circuits are of interest to several modern technologies, including Nanotechnology, Quantum computing, Quantum Dot Cellular Automata, Optical computing and low power adiabatic CMOS, but so far the most important practical application of reversible circuits is in quantum computing. Logic synthesis methodologies for reversible circuits are very different than those for classical CMOS or other technologies. The focus of this dissertation is on synthesis of reversible (permutative) binary circuits. It is not related to general unitary circuits that are used in quantum computing and which exhibit quantum mechanical phenomena such as superposition and entanglement. The interest in this dissertation is only in logic synthesis aspects and not in physical (technological) design aspects of reversible circuits. Permutative quantum circuits are important because they include the class of oracles and blocks that are parts of oracles, such as comparators or arithmetic blocks, counters of ones, etc. Every practical quantum algorithm, such as the Grover Algorithm, has many permutative circuits. These circuits are also used in Shor Algorithm (integer factorization), simulation of quantum systems, communication and many other quantum algorithms. Designing permutative circuits is therefore the major engineering task that must be solved to practically realize a quantum algorithm. The dissertation presents the theory that leads to MP (Multi-Path) algorithm, which is currently the top minimizer of reversible circuits with no ancilla bits. Comparison of MP with other 2 leading software tools is done. This software allows to minimize functions of more variables and with smaller quantum cost that other CAD tools. Other software developed in this dissertation allows to synthesize reversible circuits for functions with "don't cares" in their initial specifications. Theory to realize functions from relational representations is also given. Our yet other software tool allows to synthesize reversible circuits for new types of reversible logic, for which no algorithm was ever created, using the so-called "pseudo-reversible" gates called Y-switches.

Bibliotecas digitais tornaram-se uma importante fonte de informação para comunidades científicas. Entretanto, por coletar dados de diferentes fontes, surge o problema de informações ambíguas ou duplicadas de nomes de autores. Métodos tradicionais de desambiguação de nomes utilizam informação sintática de atributos. Todavia, recentemente o uso de redes de relacionamentos, que traz informação semântica, tem sido estudado em desambiguação de dados. Em desambiguação de nomes de autores, relações de co-autoria podem ser usadas para criar uma rede social, que pode ser utilizada para melhorar métodos de desambiguação de nomes de autores. Esta dissertação apresenta um estudo do impacto de adicionar análise de redes sociais a métodos de desambiguação de nomes de autores baseados em informação sintática de atributos. Nós apresentamos uma abordagem de aprendizagem de máquina baseada em Programação Genética e a utilizamos para avaliar o impacto de adicionar análise de redes sociais a desambiguação de nomes de autores. Através de experimentos usando subconjuntos de bibliotecas digitais reais, nós demonstramos que o uso de análise de redes sociais melhora de forma significativa a qualidade dos resultados. Adicionalmente, nós demonstramos que as funções de casamento criadas por nossa abordagem baseada em Programação Genética são capazes de competir com métodos do estado da arte.
Digital libraries have become an important source of information for scientific communities. However, by gathering data from different sources, the problem of duplicate and ambiguous information about author names arises. Traditional methods of name disambiguation use syntactic attribute information. However, recently the use of relationship networks, which provides semantic information, has been studied in data disambiguation. In author name disambiguation, the co-authorship relations can be used to create a social network, which can be used to improve author name disambiguation methods. This dissertation presents a study of the impact of adding social network analysis to author name disambiguation methods based on syntactic attribute information. We present a machine learning approach based on Genetic Programming and use it to evaluate the impact of social network analysis in author name disambiguation. Through experiments using subsets of real digital libraries, we show that the use of social network analysis significantly improves the quality of results. Also, we demonstrate that match functions created by our Genetic Programming approach are able to compete with state-of-the-art methods.

Darbo tikslas – išsiaiškinti mokslinių bibliotekų vietą bei vaidmenį Lietuvos informacinėje infrastruktūroje. Pagrindiniai darbo uždaviniai: išsiaiškinti informacinės visuomenės, valstybės informacijos infrastruktūros sąvokas, surasti jų apibrėžimus; apžvelgti ir išanalizuoti valstybės ir visuomenės raidos veiksnius, turinčius įtakos šiandienos mokslinių bibliotekų egzistavimui informacinės visuomenės kontekste; apibrėžti, kas yra mokslinė biblioteka bei surasti jos vietą Lietuvos bibliotekų sistemoje; atlikti Delphi metodu pagrįstą ekspertų apklausą. Jos tikslas – atsižvelgiant į informacinės visuomenės plėtrą, įvertinti mokslinių bibliotekų vaidmenį Lietuvos informacijos infrastruktūroje, sužinoti svarbiausias mokslinių bibliotekų veiklos sritis ir galimybes aktyviau prisidėti prie šiandienos iššūkių. Rengiant darbą, naudoti literatūros bei teisinių ir strateginių dokumentų analizės, aprašomasis, Delphi ekspertų apklausos bei duomenų apdorojimo metodai. The purpose of the thesis is to ascertain the position and role of scientific libraries in the information infrastructure of Lithuania. The following tasks were raised, seeking to achieve the fixed goal, i.e. to clarify the notions “the information society” and “the state information infrastructure”, to find their definitions; to review and analyze the factors of evolution of the state and society, which influence the current existence of scientific libraries in the context of the information society; to define what is meant under “the scientific library”; to clarify and define the system of libraries in Lithuania, to fix the position of scientific libraries in it; to carry out interrogation of the experts, substantiated by the Delphi method. Its purpose is to evaluate the role of scientific libraries in the information infrastructure of Lithuania, with taking into consideration expansion of the information society; to find out the most important spheres of activity of scientific libraries and their possibilities to join the contemporary challenges more actively. The object of the thesis is a scientific library of Lithuania, being more oriented towards the present and future situation. Abstract:
This paper explores the goals and functions of the public libraries in Sweden. This is regarding their materials, what groups they are focusing on and what their purpose is in the society. The paper focus on the four interviews that I have conducted which also are what this study is based upon. I have used the model of Andersson & Skot Hansen (1994) to analyze the material and the results that I have found. This in order to determine what functions the public library has that I have chosen as an example for this study. It displays what functions the chosen library has in its community and the goals of the public libraries. The result shows that the libraries strive to spread culture, literature and information to all groups in the society and to support all forms of education. The paper also reveals that the library that I have chosen has many functions in its community as public libraries often has.

Abstract:
Glutathione transferases (GSTs) are good candidates for investigations of enzyme evolution, due to their broad substrate specificities and structural homology. The primary role of GSTs is to act as phase II detoxifying enzymes protecting the cell from toxic compounds of both endo- and exogenous origins. The detoxification is conducted via conjugation with glutathione (GSH), which facilitates their removal from the body. The work presented in this thesis has supported a theory for enzyme evolution when the multiple pathway to novel functions can been seen to involve a “generalist” state from which “specialist” states with a new activities can evolve. The generalist has broader specificity and lower activity than the specialist. The term quasi-species is used for a group or cluster of enzyme variants with similar functional properties, and this entity has been suggested as the fittest group for further evolution. This is based on studies of the evolution of new GST variants in two generation. Three diverging clusters or quasi-species, with diverging substrate selectivity, were identified from a GST M1/M2 library, by using directed evolution (family DNA shuffling), multiple substrate screening and multivariate statistics as tools. One of the clusters was M1-like and the other was M2-like, both functionally and structurally. The third quasi-species diverged orthogonally from the parent-like distributions. Its functional character can be referred to as a “generalist” as it had lower activities with most of the substrates assayed except for epoxy-3-(4-nitrophenoxy)-propane (EPNP) and p-nitrophenyl acetate (pNPA). Another round of family DNA shuffling was made with selected variants from the “generalist” quasi-species. From the second generation three quasi-species emerged with diverging functions and sequences. The major cluster contained enzyme variants that represented a direct propagation of the generalists. Diverging from the generalists was a cluster with high specificity with isothiocyanates (ITCs). Increased ITC specificity and decreased epoxide specificity was observed among the novel variants (specialists). The change in functional properties was attributed to a Tyr116His substitution in the active site. These results demonstrate the usefulness of multivariate analysis in the quest for novel enzyme quasi-species in a multi-substrate space, and how minimal changes in the active site can generate distinctive functional properties. An application of our method could be identification of enzyme quasi-species that have lost their sensitivity with alternative inhibitors.

Migration from the traditional to web-based library paradigm is usually accompanied by remodelling of many library core activities particularly those associated with user-centred services. In this capacity of the web-based service paradigm, many academic libraries have established networked environments within which many virtual-user communities are forming and growing. Understanding the virtual user's needs in these communities has become the first priority of networked libraries for designing, running and managing effective virtual reference services to meet the increasing expectations of the invisible users. To achieve this, the networked libraries strive to improve their quality of service by applying a wide range of such quality management approaches as quality function deployment (QFD) and LIBQUAL™. QFD initially stresses on driving continuous improvement of the user-oriented services towards end-user satisfaction. The paper attempts to incorporate the QFD to be integrated strategically in designing and managing e-information provision within networked library service environment. The UAE University Library is used as a case study, where the evidence-based librarianship (EBL) approach has been employed in three studies to identify user needs and acceptance of e-services. Based on these studies, the paper presents a model aimed at streamlining e-services for virtual users in ICT-rich learning environments.

Even though the concept development phase in product development is arguably the most important phase in mechanical and mechatronics design, the available computer-based support for this stage is marginal. This paper presents a new computational model-based method to improve the early phases of mechatronic product design and to facilitate the application from early designs to detailed designs. The paper focuses on model-based Function-Behavior-Structure (FBS) libraries in SysML to support both the manual and computational generation of standard and innovative concepts. In this paper, an approach to re-usable functional models in SysML is presented. The method uses an operator-flow formulation of functions, based on the NIST functional basis, and is validated against a model of an electric car. The generated functional models are validated with respect to the consistency of the flows and tested by associating the functional model directly to the target product component structure. The results of the research are a new modeling approach for function and component libraries in SysML, an associated workflow for modeling of mechatronic systems, and the necessary extensions of the NIST functional basis. The modeling approach provides means for formal functional decomposition followed by an allocation of the functions to structural components that form the target structure.

Abstract:
To support the development and analysis of engineering designs at the embodiment stage, designers work iteratively with representations of those designs as they consider the function and form of their constituent parts. Detailed descriptions of “what a machine does” usually include flows of forces and active principles within the technical system, and their localization within parts and across the interfaces between them. This means that a representation should assist a designer in considering form and function at the same time and at different levels of abstraction. This paper describes a design modelling approach that enables designers to break down a system architecture into its subsystems and parts, while assigning functions and flows to parts and the interfaces between them. In turn, this may reveal further requirements to fulfil functions in order to complete the design. The approach is implemented in a software tool which provides a uniform, computable language allowing the user to describe functions and flows as they are iteratively discovered, created and embodied. A database of parts allows the user to search for existing design solutions. The approach is illustrated through an example: modelling the complex mechanisms within a humanoid robot.

This paper presents an Academic Literacy course designed for first year students in our department. The course is based on a set of relevant reading materials and covers knowledge levels and classification systems, logical and physical library organization principles, physical and virtual search for publications, bibliographic citations and referencing methods and purposes. The paper describes two, out-of-class, activities related to the academic and public libraries in the information age. The first activity, the “Book Hunt”, organizes the students’ conceptions of the variety of functions being served and the impact of information technology on retrieving academic publications. Students’ response to a reflective assignment dealing with concepts and impressions is described. The second activity “Visiting a public library”, involves interviewing the librarian and writing a report on the structure and functions of the library. The paper discusses features of students’ reports and indicates the contribution of the activities to the students’ academic world view.

Libraries in Indonesia are starting to compete in developing digital libraries. College, public, and regional libraries have started to develop digital libraries. The development of digital libraries is based on the consideration of providing opportunities for greater access to collections owned by libraries and adjusting the format of library services with the characteristics of users who are familiar with information technology products. Seeing the importance of digital libraries, BPAD DIY began to develop a digital library under the name I-Jogja. I-Jogja is a digital library portal developed in the Android and iOs operating systems. I-Jogja was developed using the iLibrary software created by PT. Woolu Maya script. I–Jogja offers a new concept in digital library management, where to access public collections, people do not need to download but borrow collections from the digital library portal. This digital collection lending concept is known as e-lending. Through research, the researcher aims to describe the management of I-Jogja as a new concept of digital library management. Research that researchers conducted using qualitative research methods. From this research, it is found that the text-based I-Jogja collection, to access I-Jogja must be registered in the application, functions as a means of fostering reading interest, policies related to membership and access patterns, is able to be a means of fostering reading interest, able to run on the operating system Android and iOS.
