Can humanitarian assistance reduce violence after civilians have been harmed? Crossnational studies are pessimistic, drawing a connection between humanitarian aid and increased civil war violence, lethality, and duration. To date, however, we have few subnational studies of wartime aid and subsequent violence. Abstract:
AbstractCritical Infrastructures (CIs) face numerous cyber-physical threats that can affect citizens’ lives and habits, increase their feeling of insecurity, and influence the seamless services provision. During such incidents, but also in general for the security of CIs several internal and external stakeholders are involved, having different needs and requirements, trying to cooperate, respond and recover. Although CIs security management process is well analyzed in the literature there is a need to set a common ground among different CIs, thus reducing administration/coordination overhead and rendering the decision making and crisis management process more efficient. In this direction, this paper considers three different CIs (airport facilities, gas infrastructures, and hospitals); presents the current and emerging physical and cyber security related regulations and standards, operations, organisational and technical measure and; finally, through the discussion on gaps and best practices identified, proposes a global, cyber-physical security management and joint coordination approach. The proposed approach recommends among others that the adoption of a Holistic Security Operation Centre (HSOC) in each CI and a National Coordination Centre (NCC), supervising them, which will facilitate the communication and cooperation between the different CI operators and stakeholders, in case of an incident, that may have cascading effects to interconnected Infrastructures. The findings presented and the conclusions drawn are linked with three EU funded research projects (SATIE, SecureGas and SAFECARE), that aim to improve physical and cyber security of CIs in a seamless and cost-effective way.

Abstract:
The current research provides a mapping of the most important instigators and victims of racism abuse in football. Based on the literature review findings, it is observed that in sports, there exists an upward trend of racism incidents among different stakeholders on a daily basis, from the administrative workforce and distinct policy makers to athletes and fans. In order to investigate this trend, data was collected through the implementation of a specific project, called “BRISWA,” which is an EU-funded project that deals with the problem of racism in football and in sports in general (funded by the Erasmus+ Programme - Sport Collaborative Partnership). The survey was conducted in the field of football in six countries, Italy, Greece, Romania, Serbia, Hungary, and Bulgaria. The survey took place from August 2017 to January 2018. Our sample included people of all ages (n = 672). Data was analyzed through a combination of exploratory factor analysis and multi-criteria decision analysis. We have modeled the two distinct constructs, by running principal component analysis and then on the ranked data followed the results of the multi-criteria decision aid analysis with the Promethee software. A thorough discussion and conclusions are given for the improvement of regulations at a European level, to tackle the incidents of racism abuse in the sphere of football.

Although the motivating role of feedback and progress indicators is understood in formal learning, their role in supporting incidental mobile learning is less well understood. In this paper we argue that well-designed feedback and progress indicators (FPIs) offer guidance and structure that may encourage mobile app users to move from fragmented learning episodes towards a longer term, reflective learning journey. Drawing from relevant literature we consider how FPIs can be used in the EU-funded MASELTOV project which explores how a suite of smartphone apps can support recent immigrants to Europe to become integrated in their new cities. These apps allow learning episodes to be part of daily activities and interactions. The authors discuss what kinds of FPIs should be provided and introduce the SCAMP model which emphasises five types of FPIs- Social, Cognitive, Affective, Motivational and Progress. Finally, the authors provide examples of FPIs that will be used in the MASELTOV project.

The BJP’s 2014 election manifesto outlined the socio-economic elevation of Dalits as a priority by focusing on education and entrepreneurship, strengthening the prevention of atrocities against Scheduled Castes and bridging the human development divide between Scheduled Castes and others. This chapter empirically illustrates the low allocation of funds for many sectors including education, welfare schemes like Special Component Plan for Scheduled Castes (SCP) and the high number of incidents of violence against Dalits in BJP ruled states. As a result, Dalits are largely discontent and insecure, which reflects in voluntary uprisings and protests against policies of the incumbent government. At the political level, Dalit parties are joining hands with secular forces like the Bahujan Samaj Party’s understanding with Samajwadi Party in Uttar Pradesh.

Abstract: Each year in India, 75,000 women succumb to breast cancer. For every two women newly diagnosed, one dies. The disease is rising in young women, is presenting at advanced stage, and a higher incidence of triple-negative breast cancer is observed. India currently spends only 1.2% of its gross domestic product on publicly funded health care. There are few efforts directed to empowering people to realize early detection of breast cancer. Breast cancer care is merely a lottery in which some receive excellent care while most do not. South Asia’s first free-standing comprehensive Breast Health Centre was established in Hyderabad in 2007. There is a need for a paradigm shift in the management of breast cancer in India.

Students experiencing an online educational community for the first time experience adjustment in the role of learner. Findings from a study of adjustment to online learning from the instructor’s point of view validate five main areas of adjustment identified in previous research: technology, instructor role, modes of interaction, self-identity and course design. Using a confirmatory research model, instructors from two open and distance institutions were interviewed. Data confirmed that instructors also perceive adjustment in the five areas of online experience identified by students. In addition, student adjustment in these five areas can be understood in light of core dimensions of learner role requirements in an online community of inquiry (Garrison, Anderson, and Archer, 2000). Instructor comments provide understanding of the experience of online learners, including the challenges, interventions and resolutions that present themselves as unique incidents. Recommendations for the support and facilitation of adjustment are made. Funding for this research was received from the Athabasca University Mission Critical Research Fund.

Abstract:
Nausea and vomiting can be defined, respectively, as the urge to or the actual act of expelling undigested food from the stomach. It is thought to be an evolutionary defence mechanism to protect against toxic insult (drugs or microbes) and over- eating, while it can also be triggered during pregnancy, or by unpleasant sights or smells. In some instances, it may be the symptom of a more severe underlying pathology. Severity of nausea and vomiting varies considerably between individuals exposed to the same stimulus and symptoms can be highly detrimental to patient quality of life affecting not only their nutritional intake, but also mood and well- being. Although nausea itself is a subjective term, vomiting is a pathophysiological reflex triggered by the vomiting centre located in the medulla. The vomiting centre receives signals from a number of afferent inputs, i.e. the chemoreceptor trigger zone (CTZ), vestibular nucleus, abdominal and cardiac vagal afferents, and cerebral cortex (Table 6.1). It may also be activated by hormonal triggers, which accounts for hyperemesis in pregnancy, and the increased incidence of nausea and vomiting associated with the female gender. As the vomiting centre is located close to centres responsible for salivation and breathing, vomiting is often associated with hypersalivation and hyperventilation. The CTZ is highly vascularized and located at the floor of the fourth ventricle, just outside the blood– brain barrier and, therefore, is itself directly sensitive to chemical stimuli. Afferent inputs activate the vomiting centre through several known neurotransmitter pathways; dopamine (D2), serotonin (5- HT3, 5- HT4), acetylcholine (ACh), and substance P (neurokinin 1; NK1). Each of which provides a potential pharmacological target in the management of nausea and vomiting, once the cause has been established. Efferent pathways from the vomiting centre induce autonomic changes, including vasoconstriction, pallor, tachycardia, salivation, sweating, and relaxation of the lower oesophagus and fundus of the stomach. In vomiting, oesophageal relaxation leads to contraction of the pyloric sphincter, thereby emptying the contents of the jejunum, duodenum, and pyloric stomach into the relaxed fundus. Coordination of muscle contraction occurs within the diaphragm and abdomen, and retrograde contractions from the intestine then expel the contents of the fundus.

Abstract:
This chapter presents an approach that can be used to assist in border patrol and security management. On August 12, 2005, New Mexico governor Bill Richardson announced a state of emergency in four counties along the New Mexico-Mexico border in response to the booming smuggling of drugs and illegal immigrants, kidnapping, murder, and destruction of property and livestock (CNN, 2005). Three days later, Arizona governor Janet Napolitano issued a similar declaration (Media, 2005). Both states immediately released emergency funds to help patrol their borders by hiring additional law enforcement officers and paying them overtime. In addition to building fences along the US-Mexico border (Media, 2006) and drawing attention to the political issues involved, such as immigration law, these two announcements indicate the urgency and importance of planning and implementing an effective border patrol. The border patrol, an important component of the nation’s security system, requires daily, around the clock operation and is frequently overt while illegal border-crossings and other criminal events are covert. When an illegal crossing is discovered, a decision must be made immediately whether to track the illegal crossers, to continue patrolling the rest of the assigned areas, or to attempt to do both together. This decision is based largely on whether the unit of border agents itself, or the border patrol station to which it belongs, has an adequate number of guards at the time of the incident. With sufficient forces, both pursuing and patrolling can be handled immediately. Otherwise, a dilemma arises as either the assigned area of the border is left unguarded (i.e., out of control) if the choice is to track the illegal crossers only, or if the decision is to continue patrolling without interruption the team neglects its duty. The border counties mentioned in the two announcements have expressed a desire to expand the number of patrol agents on the border in addition to needing different detection devices. For example, one proposal from Arizona Senator Jon Kyl in a bill is to authorize 10,000 new Border Patrol agents (Carroll & Gonzalez, 2005). On May 15, 2006, President George W. Bush announced sending 6,000 National Guard troops to help secure the southern border (CNN, 2006).

Utilizando a IEEE Std 1584-2018
