Abstract:
Sustainable management of water resources is imperative in the Western Balkan (WB) region, due to the seasonal, spatial and quality distribution of these resources. This paper analyzed water consumption and associated relationships between the economic sectors in Macedonia in 2005, based on input–output (IO) analysis. Using an environmentally extended IO framework, water consumption was investigated by developing several indicators. Disaggregation of the agriculture sector into 11 sub-sectors, combined with backward and forward linkage analysis, allowed us to identify rice, fruits, grapes and wine, other crop and cattle production as key water-consuming sub-sectors. The developed indicators revealed a high proportion of direct water consumption in agriculture and some other non-agricultural sectors such as mining and quarrying, other mining and quarrying products, food products and beverages as well as electrical machinery, which imposed significant pressure on natural water resources in Macedonia. Therefore, changes in production technology and specializations in Macedonia toward less water-intensive options are needed to ease the pressure on natural water resources. Extending the existing water pricing policy to capture economic, social and environmental aspects should also be considered. Moreover, the development and construction of water accounts and the disaggregation procedure have valuable implications for the WB countries. Applications elsewhere following this Macedonian example can provide a meaningful understanding of the role of water and interdependencies at regional level and increase awareness of the water resource availability at trans-boundary scale.

Abstract:
The European Union (EU) is one of the world’s most important policy promoters for gender equality. This article examines the benefits and limitations of EU gender equality policy making in two Western Balkan countries, Croatia and FYR Macedonia. Besides analyzing specific gender policy developments that can be attributed to the EU, particular focus is put on the women’s movement activists’ perceptions of the impact that accession may have on women and gender equality. The study demonstrates that while the Croatian and Macedonian EU accession processes have been beneficial to the introduction of new gender legislation and institutional mechanisms for the advancement of gender equality, the EU gender strategy has also shown serious limitations. Among these—and perhaps the most fundamental—is the strong contrast between stated goals and their actual implementation. I argue that unless profound institutional changes as well as changes in political culture take place in Croatia and Macedonia, the poor compliance with EU gender equality norms and policies will be hard to overcome.

Abstract:
This study analyzed direct and indirect relationships in water consumption by Macedonian economic sectors using virtual water in an input–output framework. Macedonia was found to be characterized by intensive water consumption, with some sectors having a significant virtual water content in their products. Virtual water multipliers were used to analyze the trade balance and determine whether national commercial trade strategies are in line with Heckscher–Ohlin (HO) theory. It was found that Macedonia trade strategies in terms of virtual water were generally in line with HO theory. However, as a consequence of significant exports and high virtual water content in vegetables, fruit, grapes and sheep and goat products within the agriculture sector and in food and basic metal products in the manufacturing sector, the region was a net exporter of virtual water, losing about 124 million m3 of water at 2005 level or 18% of total water consumption. Reducing exports of the most water-intensive products with significant net positive exports would result in substantial water savings of 42% of total water consumption. The results presented here can help policy makers in promoting production specializations that are more environmentally sustainable or in redesigning existing water pricing policies at national level to encourage rational use of water.

This paper analyses the agricultural and rural capital factor markets in the three European Union (EU) candidate countries: Turkey, Croatia and the Former Yugoslav Republic (FYR) of Macedonia. Agricultural and rural capital markets share similarities with the general capital market developments, but agricultural and rural capital markets are facing specific credit constraints related to agricultural assets and rural fixed asset specificities, which constrain their mortgages and collateral use. Credit constraints form a limited access to the investment credits necessary for the restructuring of small-scale individual farms. Government transfers are used to differing extents in the different candidate countries, but generally they tend to increase over time. Remittances and donor funds have also played an important role in the agricultural and rural economy investments.

Abstract:
My thesis is concerned with the social changes a group of young female engineers experience in The Republic of Macedonia during the break-up of Yugoslavia. From my studies, I infer that this group of informants is representative of those most affected by their country's changes: they represent the young, urban educated elite that is influenced most directly by the political changes of independent Macedonia. The work has two major aims. First, it provides a detailed ethnography of the search by my informants to understand and define the new circumstances of The Republic of Macedonia. I conclude that the Fall of Yugoslavia and Macedonia's 'forced' independence created a vacuum of meaning for its population. The second objective of this work is to examine critically a group of young female engineers and to contrast other works written about Macedonia and the Balkan region which primarily emphasised continuity and tradition. With their aim of recognition by Europe, Macedonia tries to establish itself as a European country. Consumerism and body culture emphasise this. However, some Macedonians seek to retain aspects of the recent socialist past. Macedonia, during my research, was still governed by a democratically elected socialist party that adhered to socialist values. In their search for what Macedonia could be, the past, the world of the grandparents' generation and the village and the differences between the Albanian and Slavic populations gain new importance. This search is introducing some previous members of the elite, female engineers of Yugoslavia, to a new idea of what Macedonia could be, while incorporating elements of a modem, global society with Macedonia's socialist and pre-socialist peasant past. This group of informants shows that Macedonia is in the midst of creating a new, and rather different, identity for itself which incorporates socialist ideology, a peasant past and a modern European dream.

Nowadays, the spirits industry does not only consist of alcoholic beverages; but it is part of many cultures, creates a certain image, and provides additional incomes for the economy in the form of taxes and excises, as well as job creation. The main aim for writing this paper on this topic was to analyze the Macedonian spirits market and to suggest a marketing strategy through making parallel comparisons between specifics in different spirits markets in the world and the spirits industry in Macedonia. Depuis les premières fouilles de la nécropole tumulaire de Vergina dans les années 1950, nos connaissances sur les pratiques funéraires de l’âge du Fer en Macédoine se sont profondément renouvelées. Si le tertre funéraire collectif demeure un trait caractéristique du nord de la Grèce, les nombreuses découvertes faites depuis une trentaine d’années témoignent en réalité d’une richesse et d’une grande diversité de rituels et de types de tombes dans cette vaste région située entre les Balkans et l’Egée. A partir d’un corpus de nécropoles datées entre le XIe et le VIIe siècle avant notre ère, situées entre le versant oriental du Pinde et la région de Drama, nous proposons un état de la question des modes funéraires en nous interrogeant sur cette diversité particulièrement remarquable en Macédoine. Ce travail nous permet d’établir une carte funéraire complexe, constituée de plusieurs régions aux pratiques spécifiques, qu’on peut comparer avec le mobilier abordé sous l’angle des thématiques et des idéologies funéraires dont la logique spatiale est différente
Since the first excavations in the burial mounds cemetery in Vergina during the 1950s, the new discoveries and different works led in Macedonia have yielded important new data, updating our vision of the burial customs during the Iron Age. The burial mounds, characteristic of northern Greece are not anymore the only known type of cemetery. The data analysis depicts a rich and eclectic representation of the burial practices in this vast area between the Balkans and the Aegean Sea. Based on a catalogue of cemeteries dated from the 11th to the 7th century B. C., located between the eastern slopes of the Pindus range and the region of Drama, we propose a survey of burial customs and question this diversity which is particularly striking in Macedonia. As a result, we propose a complex funerary map of several regions with their own features that can be compared with the funerary ideologies and beliefs reflected in the burial gifts, whose distribution pattern are different

Abstract:
The study outlined here is an investigation of mining and smelting evidence across eastern Macedonia in northern Greece particularly through the Byzantine (AD 324-1453) and Ottoman (AD 1453-1912) periods. Diverse evidence for mineral exploration and metallurgical extraction in the ancient and medieval past exists throughout this region bounded by the Strymon and Nestos river valleys. Through an integrated approach to survey, site characterization and scientific analysis of metallurgical debris it has been intended to approach issues of interrelatedness between subsistence and production sectors, and address questions relating to Byzantine economy and technological complexity. Documentary evidence from antiquity, late Byzantine Mount Athos charters and Ottoman cadastral registers refer to local, large-scale iron production in the region. Although at present there exists no clear understanding of the chronology for the various production sites, surveys and analytical studies carried out elsewhere have been proven enlightening towards that end. Further, the actual practices represented at these sites remains to be established. Although the mainstay of the metallurgical traditions seems to be iron metallurgy, analyses of slag from sites across Macedonia, particularly high arsenic concentrations, and the occurrence of speiss among the debris, suggested that precious metal extraction could have been an important but peripheral activity. This coupled with documentary evidence allows for the potential of eastern Macedonia to be a minor but significant source of precious metals in the Byzantine world. The current study focuses on the survey and sampling of four smelting sites in the region and scientific analysis by various instrumental techniques undertaken in view to characterizing the metallurgical processes represented in each case. The production sites are characterized by spatial and scalar variation reflecting distinct modes of organizing labour and fluctuations in specialization, intensity and time-length of operations. Analytical data provide an overview of the technical parameters which in turn represent human capacities and choices deeply rooted in social and cultural information. Eventually the dynamics of practice and technical choices for organizing seasonal smelting ventures are being perceived as identity forging incidents among the medieval rural communities of the region.

Abstract:
The International Energy Agency’s Global Status Report 2017 estimates that existing buildings must undergo deep energy renovations, which reduce the energy intensity of buildings by 50% - 70% in order to achieve the “Beyond 2°C” scenario [1]. Many buildings in Bitola, The Republic of North Macedonia, will need considerable upgrades to meet these goals. Among them, health care facilities and education centers have the greatest potential, with energy savings that could reach 35 to 40% [2]. PHI Clinical Hospital Bitola is the largest health care facility in the southwestern region of North Macedonia with a capacity of 500 beds, providing care to almost 300.000 patients annually. It has a heating system based on heavy fuel oil, and an inefficient distribution system which has not been upgraded since the 1970s. There is no centralized ventilation or cooling systems, making it necessary to open and close windows in order to regulate the indoor temperature and generate natural ventilation. This study aims to replace the use of heavy fuel oil (HFO), reduce building related GHG emissions, and increase the primary renewable energy fraction of PHI Clinical Hospital Bitola, by investigating a replacement energy system using heat pumps and solar energy. Special consideration is given to increasing the level of comfort of patients and improving the safety of the indoor environment. Space conditioning, domestic hot water, and electricity demands for three critical buildings are considered in Polysun over a 1-year period. The costs and benefits of technologies including air and ground source heat pumps, solar photovoltaics, and ice thermal energy storage are analyzed. It is determined which of these technologies can be implemented in an energy and cost-efficient manner in the Republic of North Macedonia, thus contributing to the reduction of building related greenhouse gas emissions and other pollutants that contribute to poor air quality. Ground source heat pumps perform superior to air source heat pumps, however, the total life cycle costs of ground source heat pump systems are much higher than air source heat pump systems, making the marginal gains in the technical performance not worth the investment in a borehole field. When using ice thermal energy storage within the cooling and domestic hot water systems the benefits of improved heat pump performance and reduced electricity consumption are not observed. The configuration of thermal storage tested here uses the domestic hot water system to withdraw heat from the thermal storage tank, creating ice, which is then used to decrease the need for cooling using the chiller. However, the cooling load is much larger than the hot water demand, and so any ice generated in the tank is depleted within the first few days of cooling. Many other configurations and control strategies for thermal storage exist which could be the subject of further research. When selecting a renewable energy system that could replace the current HFO boiler in the hospital, the results of this study suggest that an air source heat pump system with solar PV is the recommended solution. For buildings 1 and 2, the final results achieved a primary renewable energy fraction of 62%, a GHG emissions savings of 840 tons of CO2eq equating to a 26% reduction, coming at a capital cost of nearly 2,7 million €, and reducing annual energy expenses by 47%. For building 4 the final system delivers a primary renewable energy fraction of 64%, GHG emissions savings of 109 tons CO2eq or 17%, while costing 0,67 million € in capital expenses and lowering annual energy expenses by 50%.

Många byggnader i Bitola (Republiken av nora Makedonien), kommer att behöva betydande uppgraderingar för att uppfylla dessa mål. Bland dem har hälsovårdsanläggningar och utbildningscenter den största potentialen, med energi besparingar där dessa kan uppnå 35% till 40% [2]. PHI Kliniskt Sjukhus Bitola är den största sjukvårdsanläggningen i den sydvästra regionen av Nora Makedonien med en kapacitet på 500 sängplatser, som ger vård till nästan 300.000 patienter årligen. Det nuvarande värmesystemet är baserat på tung eldningsolja och ett ineffektivt distributionssystem som inte har uppdaterats sedan 1970-talet. Det finns inga centraliserade ventilations- och kylsystem, vilket gör det nödvändigt att öppna och stänga fönster för att reglera inomhustemperaturen och generera naturlig ventilation. Denna studie syftar till att ersätta användningen av tung eldningsolja, minska byggnadsrelaterade växthusutsläpp och öka den primära förnyelsebara energifraktionen av Kliniskt Sjukhus Bitola. Genom att undersöksöka ett ersättande energisystem med värmepumpar och solenergi. Särskild hänsyn tas till öka patienternas komfort och förbättra säkerheten i inomhusmiljön. Värme och kyla, varmvatten och el-krav för tre kritiska byggnader betraktas i Polysun under en 1- års period. Kostnaderna och fördelarna med tekniken inklusive luft och markvärmepumpar, solceller och termisk energilagring analyseras. Det fastställs vilken av dessa tekniker som kan implementeras på ett energi- och kostnadseffektivt sätt i Republiken av nora Makedonien, vilket bidrar till att minska byggnadsrelaterade växthusgasutsläpp och andra föroreningar som kan bidra till dålig luftkvalitet. Markvärmepumpar har högre prestanda än luftvärmepumpar, men de totala livscykelkostnaderna för ett markvärmepumpsystem är mycket högre än för ett luftvärmepumpsystem. Vilket gör den marginella vinsterna för den tekniska prestandan inte värda investeringen av ett borrhåls fält. Vid användning av is som termisk energilagring och kylning och varmvattensanläggningar, tog ingen hänsyn till fördelarna med en förbättrad värmepumps prestanda och minskad elförbrukning. Konfigurationen av termisk lagring som testas här använder det inhemska varmvattensystemet för att ta bort värme från den termiska lagringstanken, vilket skapar is som sedan används för att minska behovet av nedkylning av byggnaden. Kylbelastningen är emellertid mycket större än varmvattenbehovet. Vilket betyder att all is som genereras i tanken används upp efter några dagar av kylning. Många andra konfigurationer och styrstrategier för termisk lagring finns och kan vara till ändamål för framtida forskning. När val av ett förnybart energisystem görs som ska kunna ersätta den nuvarande tung eldningsolja pannan på sjukhuset antyder resultatet av denna studie att ett värmepumpsystem med luftkälla och sol-PV är den rekommenderade lösningen. För byggnad 1 och 2 uppnådde det slutliga resultatet en primär förnyelsebar energifraktion på 62%, vilket skulle innebära en besparing av växthusgasutsläpp med 840 ton CO2 ekvivalenter. Vilket motsvarar en minskning med 26%, med en kapitalkostnad på nästan 2,7 miljoner €. Samt minskade årliga energikostnader med 47%. För byggnad 4 levererar det slutliga systemet en primär förnybar energifraktion på 64%, med en -5- besparing av växthusutsläpp på 109 ton CO2 ekvivalenter eller 17%. Medan det kostar 0,67 miljoner € i kapitalutgifter och sänker den årliga energikostnaden med 50%.

Abstract:
Program sustainability is a major issue for nongovernmental organizations. Sustainability depends on the ability of an organization to maintain its capacity, which can be severely hindered by high rates of personnel turnover. This is especially true for turnover in nonprofit organizations that offer volunteer-led programs and are consequently heavily reliant upon those individuals to carry out their missions. Creating a strong institutional memory for both tacit and explicit knowledge and properly managing volunteers are two critical elements in creating the capacity needed to maintain a high-quality program. This thesis analyzes the case of a youth center in Macedonia that is dependent upon its volunteers to function and is afflicted by sustainability and discontinuity issues in its programs due to a regular rapid turnover of its volunteers. The center promotes youth development through informal education of its participants, primarily high school youth. Interviews, participant observation and document analysis provided insight into the program sustainability issues present at the youth center. I present a series of scenarios that highlight the issues of volunteer management and institutional memory loss concerning volunteer turnover that I discovered in my analysis. I conclude by calling for better preservation of institutional memory, more targeted recruitment and training that emphasizes creating routines and establishing volunteer expectations to enable improved program sustainability.

Abstract:
This volume presents the experience of developing a new undergraduate curriculum on "Environmental and Resources Engineering" at the Ss. Cyril and Methodius University of Skopje in FYR Macedonia, in the framework of the TEMPUS CD_JEP_19028_2004 DEREC – Development of Environmental and Resources Engineering Curriculum (2005-2008). This publication describes the methodology, instruments and processes employed in the curriculum development. It is divided into two main parts. The first part describes the European Consortium approach (including papers from all representatives of Consortium Member institutions in the European Union and the external project experts). The second part describes the approach adopted by the various faculty representatives of the Ss. Cyril and Methodius University in Skopje and the South East European University of Tetovo, in FYR Macedonia. This book is designed to serve as an updated, coherent and concrete set of instruments for the achievement of similar project objectives.

Abstract:
This study aim to identify the affecting factors about business cycles synchronization between Turkey and its trade partner, Macedonia. For a better understanding of the subject, we give the theoretical and empirical literatures. Countries are faced with crises and recessions because of often fluctuations in the economy. Dynamic structure of economic fluctuations should be analyzed for the combat the crises and recessions. It must be analyzed the relationship between business cycles fluctuations and economic variables with sophisticated econometric methods. Analyzing the business cycles synchronization is important for the sake of stability and determining the prudential policies. We used Panel Generalized Methods of Moments to analyze the business cycles synchronization between Turkey and its trade partner, Macedonia via STATA. Identifying the determinants of business cycles synchronizations between Turkey and Macedonian economies provide the effective economic policies in these countries. Effective economic policy increase the trade volume between Turkey and Macedonia. If we identify the business cycles synchronization correctly, policy makers take an advantage for interventions on economy. After the analyzed, we conclude that there is a business cycles synchronization between Turkey and Macedonia.

Abstract:
An initial assessment of the impact of COVID-19 on the North Macedonian labour market is widely anticipated that will be severe, pushing thousands of people into unemployment, underemployment and working poverty. This paper aims to assess the impact of the COVID-19 outbreak on labour market by analysing the most affected sectors and government measured aimed to prevent job losses. Many small and medium businesses have already closed their operations or decreased the number of employees. The most affected industries due to the outbreak of the COVID-19 are the tourism industry and export-oriented industries, including the textile sector. To mitigate the consequences of COVID-19 the Government of North Macedonia has adopted measures for support of the firms which aim to keep jobs, maintain social stability, and help the citizens affected by the crisis. Specific local labour market characteristics should be considered when specifying eligibility criteria and undertaking crisis response measures.

The concept of "leniency" in competition law, or better known as the "leniency programme", has proven to be an extremely important instrument in fighting unfair competition. In the Republic of Northern Macedonia (hereinafter RNM), this concept of suppressing or reducing unfair competition, more or less, exists solely as a law conception. Nowadays, when the EU discusses the impact of the global crisis and the Coronavirus pandemic on the level of utilization of ”leniency programme", this concept is still unknown or not a well-known concept for business sector in RNM. The main focus of this article is “leniency programme” in RNM. The key questions that we aim to answer here, are: whether and to what extent this instrument is predicted in Macedonian competition law? Is it predicted only as a law category, or it has practical implications too? Although this research refers to RNM, we strongly believe that a thorough study of “leniency” requires exploration of European conception of “leniency” too. For that purpose, we use relevant EU legislation, as well as practice. Thus, our main goal is to consider the position of RNM towards “leniency” and bring into relation to the Macedonian competition law. We base our hypothetical framework on the assumption that the applicability of “leniency programme” in RNM is at the lowest level. Furthermore, that the undertakings are not interested in applying “leniency”. This situation is partly due to the lack of information, the complexity of the application procedure, as well as other factors that are related not only to the attitude of the executive of undertakings, but more to the general economic circumstances, economic development, the market size of goods and services, etc. Using the analytical-descriptive method, the comparative method, and the method of analysis and synthesis, we’ll elaborate the situation in RNM regarding this issue, and we will present our views considering the questions: whether certain measures should be taken regarding „leniency program“, and what should be done to boost the use of this program in the Macedonian business sector.

Abstract:
The purpose of this paper is to analyze the four realms of experience economy model (education, entertainment, escapism, and esthetic) and to examine their impact on wine tourists’ arousal, memory and loyalty. The experience economy has recently emerged as a relevant framework for understanding the consumers’ experience across different industries. Wineries are facing new challenges where tourists are in search for exciting, unique, and memorable experiences. Consequently, wine institutions should strive to create desirable experiential environment as an essential source of differentiation and competitive advantage on the market. Data were collected from online surveys completed by 158 wine tourists in Macedonia. This study employed multiple regression analyses to test the developed hypotheses. The obtained results indicate that there is a significant and positive relationship among education and esthetics as experience dimensions and arousal and memory, separately. The others two experience dimensions are not significantly related neither to arousal, nor to memory. The results also indicate that loyalty is significantly and positively determined by entertainment and negatively influenced by escapism. The obtained results suggest that Macedonian wineries should emphasis the educational and esthetic aspects in their tourist offers in order to improve tourists’ arousal and memory. Understanding the concept of experience economy within the wine industry will lead to contemporary applications for all the involved parties.

Balkans can be defined as a region which had been under different cultures’ and civilizations’ reign, and experienced different nations, religions and cultures. It is likely possible to see the effects of these multicultural and multinational structure on international politics and economy. In that sense, Macedonia is inevitably placed in an important point for Balkan and Ottoman history, and even for international politics. It is very possible to see Turkish influence on Macedonia, which -ruled by Ottoman for 542 years- has gained its independence, as a result of disintegration of Yugoslavia in 1991.When we take a look at condensing political and economic relations between Macedonia and Turkey, the effect of shared cultural and historical heritage on regional and wide economic development and cooperation can be seen with no huge effort. From that point of view, Ottoman Empire’s historical, sociological and cultural effect on sustainable and improvable economic relations are a topic of discussion. If we focus on the changing balance in Europe, resulted by disintegration of Yugoslavia, and developing approaches towards Macedonia, Turkey’s relations with Greece and other regional countries become very important, which are still being operated in terms of development and sustaining. In this study, Turkey’s attitude in recognition of Macedonia, and structure of Turkic population in Macedonia will be inspected and from Macedonia perspective, international politics and economic cooperation will be examined with historical, political and cultural emphasis.
