Abstract:
The outbreak of further hostilities between Chad and Libya in August 1987 was occasioned by a dispute concerning sovereignty over the so-called Aouzou Strip in northern Chad. The extent of Libyan involvement in Chad is motivated to a large degree by this territorial claim. This dispute must be distinguished from Libya's wider ambitions for Arab unity or its involvement in Chad's civil war, although it would appear true to say that Libya was thereby seeking to consolidate its hold on the Aouzou Strip. Documentary evidence exists to support the contention that a genuine territorial claim exists. In addition, it is interesting to note that, while Libya appeared to have resigned itself to the victory of President Habre's forces in the civil war and the defeat and expulsion of its forces from the rest of Chad in the early part of 1987, the capture of Aouzou by Habre's forces in August 1987 resulted in an ongoing military response brought to a tentative conclusion in September 1987 by the OAU. Colonel Gadafi has been reported as saying that, if Chad ceded the Aouzou Strip, he would regard the war as over and would never again interfere in Chad's internal affairs. Moreover, Colonel Gadafi's support for the rival factions in Chad has wavered according to their position on the question of the Aouzou Strip. The purpose of this short article is to analyse Libya's territorial claim to the disputed territory.

La participación de la mujer libia en la Revolución de 2011 fue sin duda manifestación de si mismas como agentes de cambio. Sin embargo, una vez terminada la Revolución libia, su situación entró en crisis hasta encontrarse en las condiciones precarias actuales. A diferencia del régimen gadafista, en donde la mujer libia alcanzó proezas muy sustanciales, su condición en el período post gadafi ha observado un retroceso de enorme envergadura, materializado en la nula agencia y poca -e incluso inexistente- voz política en los asuntos nacionales. Además, la inestabilidad provocada por las tensiones entre las facciones existentes en Libia y aunado a ello, con el restallido del conflicto en 2014, la posición de la mujer se ha deteriorado crecidamente. El presente artículo tiene como objetivo comparar la situación de la mujer libia entre ambos períodos, de modo que se busca subrayar las implicaciones que el conflicto ha tenido para con la mujer y su situación en el nuevo Estado de Libia.

Abstract:
This study investigates the neoliberal democratic reforms in post-Gaddafi era and its implications for political stability in Libya. Specifically, the study examined the contradictions of the ruling class project of democratization in Libya and their implications for political instability in the post-Gaddafi era. The study found that the democratic project as propagated by the ruling class in post-Gaddafi’s Libya is an intrinsic feature of modernization, a transition from authoritarian to more open political systems, a process linking economic reform and political liberalization perceived as not expressing an organic unity, but separate and either consecutively or concurrently linked. By viewing political instability as an inevitable pendulum of the cyclical transition from authoritarian to more democratic system, neoliberal democracy in post-Gaddafi’s Libya legitimizes authoritarianism in so far as it promotes modernization and liberal system of free market economy. The implication of the study is that the adoption of a new economic system, as well as western-style political institutions in post-Gaddafi Libya, relegating the consultation and active participation of the Libyan people undermined the democratic project. The exclusion of Libyans in the democratization process ultimately gave rise to political instability in post-revolution Libya. We therefore, recommended a referendum as a preferred option for Libyans to decide economic and political organization of Libya.

La defensa de la igualdad de derechos de la persona humana, mujer=varón, varón=mujer, negro=blanco, hétero u homo sexual ha marcado el camino irreversible en el mundo occidental; no, en el resto del mundo. Las Nuevas Tecnologías e Internet “han lanzado en tropel la migración a la conquista del becerro de oro con patas de hojalata”. (De la Cruz N. 202). In the concept of the internal conflict, Michael Brown explained there are political factors, economic, social, cultural and structural contribute to conflict within a country. The fourth order assist researchers in analyzing the causes of the coup against Moammar Gaddafi in Libya. During the 42-year reign of Moammar Gaddaf, the Libyan people have political issues such as curbs on political activity, political institutional discrimination, exclusive state ideology, significant internal political groups and the role of the political elite that interfere with the freedom of the people. Then economic issues such as economic discrimination, unemployment, and corruption in the Gaddafi’s family that give rise to high social inequalities. Coupled with the structural and socio-cultural factors such as discrimination against minorities, gender, and state institutions are not effective as inhibitors of the country's development. Gaddafi uses his own thoughts in undergoing government, by creating the Green Book rules as guidelines for political, economic, and social. Began when the Arab Spring swept Tunisian and Egyptian people who successfully staged a coup against their leader, there arises a sense of longing for the same freedom. Then triggered by the arrest of human rights campaigner who conducted the country's security forces in February 2011 and the blocking of internet sites in the emergence of large demonstrations - demanding the release of their scale and the overthrow of Moammar Gaddafi in the Libyan leadership.

In February 2011,2 an uprising began in Benghazi in eastern Libya against the long-established Gaddafi3 Government. After initial military success by the rebels in the east, the government responded forcefully. In the light of threats made by the government to the lives of people in Benghazi, the Security Council authorized ‘any necessary measures’ to protect civilian lives in Libya and to enforce a no-fly zone over Libya's air space.4 Acting on this authorization, NATO forces intervened to enforce the no-fly zone and to protect civilians. The resolution precluded the occupation of Libya, so the NATO action was confined to aerial and some naval bombardment of regime targets in Libya. The combined effects of operations by the irregular forces of the rebels and the bombing by NATO eventually led to the defeat of Government forces and the death of President Gaddafi on 20 October 2011. However, the overthrow of the regime was principally the work of groups in the west and south-west, not formally associated with the original insurrection in the east. This note is not concerned with matters of legality of the use of force or the way in which the campaign was conducted by any of the participants.5 It deals with the diplomatic aspects of the development of relations between the United Kingdom, the Gaddafi Government of Libya and the ‘National Transitional Council’ (NTC). It raises some speculation about the implications in domestic law of the way British policy was conducted.

Sehubungan dengan itu tulisan ini akan membahas objek gadai lainnya yaitu mengenai gadai pohon, dalam rangka menambah wawasan dibidang hukum adat khususnya mengenai masalah gadai. Gadai pohon masih sangat terbatas bahasanya dalam khasanah literatur hukum adat. Salah satu sebabnya bahwa keberadaan gadai pohon tidak banyak terdapat di masyarakat Indonesia. Dari penelitian penulis dapat di asumsikan babwa selama tingkat homogenitas penduduk desa cukup tinggi serta pola mata pencaharian relatif bertahan, maka ada kemungkinan institusi gadai pohon keberadaannya dapat bertahan.

Abstract:
Relationships between Libya and Italy, both during and post Colonel Gaddafi’s rule, have witnessed many developments and changes, with the Italian colonialism of Libya from 1911 to 1942/1943 playing an important role in shaping those relationships. Thus, this thesis seeks to examine the roles of Public Relations (PR) and Public Diplomacy (PD) in building the Libyan-Italian relations. In order to explore those roles, the Grunig and Hunt’s (1984) Four PR Models, and the two International Models, have been applied. Furthermore, Relationship Management has been applied as a general theory of PR. For the purpose of this study, twenty Libyan and Italian diplomats, including Prime Ministers, Foreign Ministers and Ambassadors, were interviewed. Significant attention has been paid to the process of selecting the sample, where the method of purposive sampling has been selected as the most appropriate qualitative method for this study. Moreover, the thematic analysis technique has been applied in order to identify patterns and meaningful themes about the phenomenon under investigation. The results of this study reveal that PR and PD, as important communication tools, have played a significant role in building the Libyan-Italian relations. Furthermore, it has been made clear that the Libyan and Italian diplomats, had been aware of practising the original four models and the two international models. This study has also found evidence suggesting that these models could be applied to the field of PD. Furthermore, the two-way symmetrical model, the cultural interpreter model and the personal influence model are the most suitable models in building relationships between governments as they are considered to be the bridges that connect PR with PD in terms of theory and practice. Findings of this research have also shown that there are convergences between both fields, especially concerning their roles in building relationships; however, a difference between the fields does also exist.

Den 15 februari 2011 kom den arabiska våren till Libyen. Det började likt de andra upproren i Tunisien och Egypten, men tog en helt annan vändning när våldet från regimsidan eskalerade och konflikten benämndes snart inbördeskrig. Det ledde till en internationell militär intervention där Sverige deltog med flygstridskrafter. Konflikten fick mycket uppmärksamhet och stort utrymme i svensk massmedia under de inledande två månaderna. Antagligen var frågan om läget i Libyen och svensk insats något som många upplevde som viktig och intressant, och hade en åsikt om. Massmedia är en viktig faktor till vad allmänheten har åsikter om, och en grund till opinionsbildning. Syftet med den här uppsatsen är att analysera hur tre svenska dagstidningar beskriver och diskuterar konflikten och insatsen i Libyen, samt den politiska debatten som fördes om dem. En del av slutsatserna är: Dagspressens beskrivningar bedöms ha haft stor potential att påverka allmänheten till att se Libyen som en prioriterad fråga, med en tydlig bild av konflikten som en kamp mellan gott och ont. Budskapet i stort är att oppositionen står för något gott, civilbefolkningen är utsatt och i behov av akut stöd, Gaddafi är ond, begår övergrepp på oskyldiga och bör störtas. Tidningarnas inställning till militär insats och svenskt deltagande är samstämmigt positiv, men det förs inte någon tydlig argumentation för saken. Debatt och oenigheter är snarare kopplat till större politiska frågor som NATO-medlemskap. Tidningarnas politiska inriktning skiner igenom när kritik riktas åt motsatt håll, och de ”egna” får beröm.

A partir de la segunda mitad del siglo XX, Libia se convierte en El Dorado de miles de africanos del sur del Sáhara, atraídos por oportunidades de trabajo y una retórica panafricana del líder libio, Muammar Gadafi. Son movilidades intraafricanas, protagonizadas mayoritariamente por hombres jóvenes procedentes de distintos países de África negra, también de Níger, territorio vecino y fronterizo al país magrebí, que materializan el proverbio hausa Libya Kaman Turaï, “Libia como Europa”, es decir, la posibilidad de satisfacer necesidades económicas y sociales en Libia como podrían hacerlo en el viejo continente. El conflicto civil de 2011 y la caída de Gadafi suponen un punto de inflexión de estos movimientos históricos y circulares transaharianos, herederos de las antiguas rutas caravaneras. Entorno a 300.000 ciudadanos nigerinos regresan a Níger de manera apresurada y precaria, tras ser perseguidos y acusados como cómplices y “mercenarios” del Guía libio. Mediante una etnografía en Niamey, capital de Níger, esta tesis intenta profundizar en las condiciones de vida de un colectivo que debe asumir el fracaso de su proyecto migratorio y reformular su nuevo rol social y familiar, reconfigurando su representación colectiva en el medio comunitario urbano. A través de métodos clásicos como la observación participante y las conversaciones informales en la fada, principal espacio de sociabilidad masculina en el país, el estudio se focaliza en las distintas etapas migratorias, desde el trayecto del desierto a la estancia en Libia, así como el retorno forzado y las perspectivas de futuro. El trabajo analiza las redes transnacionales y/o translocales “por abajo” que contribuyen a fomentar estas movilidades y enfatiza las consecuencias del retorno en el espacio social de Niamey. Cómo se reintegran los retornados en su sociedad de origen? Cuál es su rol social tras la vuelta? Están listos para retomar el camino o bien prefieren quedarse en Níger? La monografía ambiciona responder algunas de estas preguntas, revelando un fenómeno particular, original y reciente, caracterizado por prácticas sociales ligadas al medio urbano africano y relacionadas tanto a concepciones étnicas como nuevas formas “cosmopolitas”. En definitiva, la tesis quiere contribuir a un análisis holístico de la movilidad, asumiendo las dinámicas subjetivas y comunitarias que provocan y tensionan los proyectos migratorios, y poniendo el acento en las personas protagonistas de los desplazamientos, más allá de lógicas cuantitativas, las más extendidas en ámbito de las migraciones. En este sentido, el trabajo también quiere contribuir a reivindicar el movimiento como lo que en realidad es: un derecho, reconocido en los protocolos internacionales y regionales, además inherente y posibilitador de la historia de la humanidad hasta nuestros días.<br>During decades, Libya became El Dorado for thousands of Africans coming from south of the Sahara, attracted by work opportunities and panafrican rhetoric of Libyan Guide, Muammar Gaddafi. In these intra-african mobilities we find citizens from Niger, adjacent territory that shares border to Maghrebi country. They experience the hausa proverb Libya Kaman Turaï, “Libya like Europe”, the possibility of satisfying economic and social needs in Libya as they could do it in the Old Continent. Libya’s war in 2011 mean a turning point of these historical and circular trans-saharian fluxes, heirs of ancient caravan routes. Around 300.000 Nigeriens returned home in vulnerable conditions, after being persecuted as accomplishes of Gaddafi’s regime. By an ethnography in Niamey, capital of Niger, this thesis explores the life conditions of this group, who must accept the failure of their migration project and reformulate its social and familiar role, reconfiguring its representation in the urban communitarian location. By classical methods as participant observation and informal conversations in the fada, the main space of male sociability in the country, the study focuses on the different phases of the migration process, from the journey through the desert until the stay in Libya, as well as the forced return. The work analyses the transnational and translocal networks “from below”, which promote these mobilities, and emphasises the consequences of the return to Niamey’s social space. How return people are living in their society of origin? Are they ready to take the route again or would they rather stay in Niger? This monograph wants to assess some of these questions, revealing a particular, original and recent phenomenon, defined by social practices linked to the urban African environment and connected to both ethnic conceptions as well as new ways of “cosmopolitism”.

Abstract:
This study will try an hypothesis built on Machiavellis principles of power and examine the position of Machiavellis importance in the world of today. The hypothesis contains principles of Machiavellis thoughts on power and is ment to be used as an analytical tool to understand the downfall of totalitarian leaders. The hypothesis gains strength from this study due to the fact that it could explain the fall of Colonel Gaddafi and may even have predicted the downfall of Muammar Gaddafi based on the violation of several of the principles that built up the hypothesis. The hypothesis however, needs more testing to be able to be accepted as a generalization. The importance of Machiavelli and his school of thought is strengthened by the fact that the principles shown in the hypothesis are viable and the fact that Machiavelli still contributes to discussion on modern principles of power. Through the glasses that are the hypothesis we get a clear picture that tells us why Colonel Gaddafi got overthrown; He simply pushed the people to far.

Abstract:
The 2011 military intervention in Libya relied solely on air and naval assets and is considered a great success. In some contexts the intervention is even seen as a model for future military interventions, despite some studies highlighting circumstances that makes the conflict in Libya unique. This thesis analyses the underlying dynamics that might be able to explain the NATO-coalition’s success in Libya. More specifically this thesis investigates whether the domestic legitimacy of the Gaddafi regime might have affected the Libyan armed forces’ ability to withstand aerial denial. This in turn, may have made the regime vulnerable to coercion. Using a case study-approach and a qualitative method, the purpose of this thesis is to give military decision-makers further basis for decision-making in terms of when a similar concept might be effective in the future.  Conclusions drawn from the analysis show that the Libyan armed forces might have been a weakened organisation even before the conflict began, due to elements relating to domestic legitimacy. Further conclusions show that despite the intervention being a coercive failure, the use of aerial denial might have enabled the rebel victory on the ground.

O objetivo deste estudo é analisar como a caracterização das personagens Zenófila, Heliodora e Misco, presentes nos epigramas de Meleagro de Gadara (séc. I a.C) serviu de base em diversas instâncias para o restante dos poemas do autor, atuando, portanto, no processo criativo e editorial do poeta. Parte deste estudo também é a tradução integral dos epigramas de Meleagro em português.<br>The aim of this study is to analyze how the characterization of Zenophila, Heliodora and Myiscus, present in the epigrams of Meleager of Gadara (I b.C.), functioned as the bases, in various ways, for the rest of the authors poems, acting, therefore, in the creation and editorial process followed by the poet. A complete translation of Meleagers epigrams in Portuguese is also provided.

Abstract:
The study was conducted at the vicinity of the rural town of Doka in an area of about 55 x 40 km2. The aim of the study was to map and model the influences of the introduction of mechanized rain-fed agriculture and its rapid expansion on the natural vegetation in the southern Gadarif Region. To achieve these objectives the study utilized a series of techniques. Beside the intensive use of remote sensing imagery, interviews with key informants and farmers as well as detailed field surveys were carried out. Multi-temporal analyses of remote sensing imagery showed that during the seventies the average natural vegetation clearing rate increased most rapidly and then began to slow down. Farmers are aware that land degradation, in various forms, is taking place on their cultivated agricultural land. This is based on their perception and the interpretation of indicators such as weed infestation, reduced soil fertility and soil compaction. Continuous cropping, mono-cropping, rainfall shortage and the use of inferior seeds were the main reasons of land degradation indicated by the farmers. Abandonment of agricultural land to restore soil fertility is a common practice among farmers in the Gadarif Region. The study proved that the subsequent natural regeneration of plant species and the vegetation development on abandoned agricultural land are subject to the previous cultivation period and the duration of the fallow. The current regeneration capacity of the abandoned land may not be sufficient to reach full restoration of the previous vegetation climax except for some pockets which received more regenerative resources. Field surveys in conjunction with remotely sensed and topographic data have the potential to explain the restoration and rehabilitation patterns of degraded/abandoned agricultural land to a good extent. The findings of the study seem to be representative not only for the whole Gadarif Region or other areas in Sudan, but also for other regions in the Sahel Zone with similar problems and environmental and social conditions. One of the most practical conservation approaches is to let farmers play an active role in managing their abandoned land. Such management aims to allow for a certain level of use and benefits while maintaining the natural vegetation development on theses area in order to achieve maximal restoration. Although the study investigated the vegetation development in abandoned mechanized rainfed agricultural land, a full understanding of the path-way needs surveys that include more types of abandoned land and investigation of the effects of other local environmental factors (e.g. fire, grazing, distance from forests etc.) for more than one season.

Le traité Péri Parrhêsias (PHerc. 1471) de Philodème de Gadara représente une source majeure pour la compréhension de la parrhêsia épicurienne. Malgré l’état fort dégradé du papyrus, cependant contrebalancé par les ébauches d’éditions transmises par Henry, l’éditeur actuel, et par les résultats de la recherche bibliologique effectuée par White, une interprétation thématique du manuel Péri Parrhêsias, Sur la franchise, a été rendue possible, de telle sorte qu’elle peut désormais servir de fondement pour examiner la place de la parrhêsia dans les Actes des apôtres. En comparant la manière dont Luc utilise la parrhêsia avec celle de Philodème, il apparaît que la première s’appuie sur la seconde, tous les thèmes philodémiens étant présents dans quasiment toutes les péricopes lucaniennes. Néanmoins, Luc adapte la parrhêsia à son propre projet narratif, tout en lui donnant un rôle stratégique pour décrire l’expansion de l’évangile jusqu’aux extrémités de la terre<br>The Peri Parrhêsias treatise (PHerc. 1471) of Philodemus of Gadara represents a major source for the comprehension of Epicurean parrhêsia. In spite of the extremely deteriorated condition of the papyrus, nevertheless compensated by the draft editions transmitted by the current editor, Henry, and by the results of the bibliological research effectuated by White, a thematic interpretation of the manuel Peri Parrhêsias, On frankness, has been made possible, in such a way as to provide henceforth a basis to examine the role of parrhêsia in the Acts of the Apostles. When comparing the manner in which Luke employs parrhêsia with that of Philodemus, it is apparent that the first relies on the latter, all of the Philodemus themes being present in practically all of the Lucan pericopae. However, Luke adapts the parrhêsia to his own narrative project, all while giving it a strategic role in describing the expansion of the Gospel unto the end

Abstract:
Energy production from salinity gradients is one of the developing renewable energy sources, and has significant potential for satisfying electrical demands. Urmia Lake is the second hyper-saline lake in the world and there is a significant salinity gradient between the lake’s water and the waters of those rivers that flow into the lake. A methodology for determining the feasibility for electrical production using Salinity Gradient Power (SGP) is developed for two different types of systems using this location as an example. Reverse Electrodialysis (RED) and Pressure Retarded Osmosis (PRO), The Gadar Chay River is one of thirteen rivers that run into Urmia Lake; it supports about 10% of the lake’s water. In this study, important parameters such as river discharge and the salinity content of river and lake’s waters for several years were investigated. The theoretical and technical potential of salinity gradient energy was also determined. These calculations indicate that 206.08 MW of electrical power could be produced at this location when the river flow is approximately 29.82 m3/s and they illustrates the potential for salinity gradient energy extraction between Urmia Lake and The Gadar Chay River.
