Abstract:
Noise is one of the most common adverse environmental factors. Military bases and airports and the areas surrounding them are affected by acoustic impact. The problem of military noise is researched in this article. Since 2004 Šiauliai Airport has been the site of NATO forces’ base in the Baltic States for the protection of the region's airspace. Military aircraft are used for the mission. The Kairiai military grounds on the Curonian Lagoon is the only site in Lithuania where all kinds of military forces may arrange their training. Measurement of the level of noise caused by Šiauliai Airport in residential and public areas of the surrounding areas and by the Kairiai military grounds was carried out using a Nor121 digital sound analyser. It was found that the maximum noise level (Lmax) in the surroundings of Šiauliai Airport sometimes exceeds the permissible maximum noise level specified in HN 33:2007. Exceeding of Lmax on aircraft flights was short (up to 5 minutes). The calculated level of noise Lden and Lnight at all points of measurement within the territories surrounding Šiauliai Airport does not exceed the limit values and causes no damage to the health of the population in Šiauliai. The noise generated by shooting at Kairiai military grounds causes no damage to the health of residents. Santrauka Vienas iš plačiausiai paplitusių kenksmingų aplinkos veiksnių yra triukšmas. Akustinį poveikį patiria karinių poligonų ir aerodromų aplinka. Šiame straipsnyje nagrinėjama karinio triukšmo problema. Nuo 2004 m. Šiaulių oro uostas tapo Baltijos šalių NATO pajėgų dislokacijos vieta, iš kurios vykdoma Baltijos šalių oro apsauga. Šiai apsaugai atlikti naudojami kariniai lėktuvai. Prie Kuršių marių įsikūręs Kairių poligonas yra vienintelis Lietuvoje, kuriame gali treniruotis visų rūšių karinės pajėgos. Šiaulių oro uosto triukšmo matavimai aplinkinių teritorijų gyvenamojoje ir viešosios paskirties aplinkoje bei Kairių poligone atlikti skaitmeniniu garso analizatoriumi Nr. 121. Nustatyta, kad maksimalus triukšmo lygis (L max) Šiaulių oro uosto aplinkoje kartais viršija leistinąjį maksimalų triukšmo lygį pagal HN 33:2007. L max viršijimai, siejami su orlaivių skrydžiais, buvo trumpalaikiai (iki 5 min.). Apskaičiuoti dienos, vakaro, nakties triukšmo lygis L dvn ir nakties triukšmo rodiklis L nakties neviršija ribinių triukšmo dydžių, Šiaulių miesto gyventojų sveikatai grėsmės nekelia. Kairių poligone šaudymo pratybų keliamas triukšmas gyventojų sveikatai grėsmės nekelia.

This paper presents a conception of an airborne control system that can increase the safety of a general aviation aircraft. Sample threats appear on board the general aviation airplane discussed in the paper. The system monitors some events and flight parameters in the cockpit and can take some actions protecting the plane against threats if recognised as necessary. The paper presents sample actions fly‐by‐wire control systems can take to protect a plane against some threats on board. The system can modify a pilot's controls to correct flight and if it is not enough the system can disengage the pilot to autonomously fly the plane to the nearest safe airport Santrauka Straipsnyje pateikta valdymo iš oro sistemos koncepcija, kuri gali padidinti bendrosios aviacijos orlaiviu sauguma bei aptartos pavyzdines gresmes bendrosios aviacijos orlaiviuose. Aprašoma sistema stebi lakūno kabinoje rodomus ivairius skrydžio parametrus ir, kilus bet kokiai gresmei orlaivio saugumui, gali ji apsaugoti. Darbe pateikiami ir kompiuterizuoto elektrodistancinio valdymo sistemos pavyzdžiai, kurie taip pat gali apsaugoti orlaivi nuo jam kylančiu gresmiu. Ši sistema gali modifikuoti piloto valdyma taip, kad būtu pakoreguotas skrydis, o jei ir to neužtenka – sistema pajegi ir autonominiam skrydžiui, kuomet orlaivis yra nukreipiamas i artimiausia ir saugiausia oro uosta be piloto pagalbos.

Abstract:
The paper outlines the operation principles, technical characteristics and the field test results of the innovative Ka-band radar for airport surface monitoring. Advantages and disadvantages of operation in the Ka-band with respect to a shorter one, i.e. The W-band, are discussed. It is shown that in the Ka-band the coherent operation mode can be realized. This mode enables one not only to essentially reduce the radiation power to the level provided by the available semiconductor devices, but also to perform moving target detection on interference created by reflections from surface objects and rain as well as to perform automatic classification of targets according to their radial velocity of movement. Main performance specifications, principle of operation, and design of the innovative antenna developed for the radar are described in detail. The results of the field tests confirm the predicted radar operation characteristics. The radars of the proposed type can be used as radar-sensors for systems of airport surface monitoring. Santrauka Straipsnyje aprašyti naujo koherentinio radaro darbo principai, techninės charakteristikos ir lauko bandymų skrydžių lauko apžvalgai 8 mm diapazonu rezultatai, palygintos 8 mm sistemų ir jų trumpabangių analogų charakteristikos. Parodyta, kaip galima taikyti koherentinį režimą. Toks darbo režimas leidžia ne tik sumažinti išspinduliuojamą radaro energiją iki šiuolaikine puslaidininkių įranga sukuriamo lygio. Koherentinis režimas leidžia atlikti judančių objektų doplerinę selekciją stiprių atspindžių nuo stacionarių objektų ir kritulių sąlygomis. Tai leidžia klasifikuoti tikslus pagal greičio požymius. Aprašomi pagrindiniai parametrai, veikimo principai, šiam radarui sukurtos antenos sandara. Lauko bandymų rezultatai rodo, kad sistema sutampa su pasirinktais parametrais. Pasiūlytas radaras gali būti naudojamas skrydžių lauko apžvalgos sistemose.

Since global interdependencies are a feature of urbanisation, Kwame Anthony Appiah's pleading for an education in 'cosmopolitan citizenship' is forward-looking. Given increasing mobility, handling different urban rhythms is as important as dealing with different languages. Actors explore how airports, supermarkets and cemeteries react to gait, respiration and heartbeat and how people adopt or impose rhythms. Such investigations might appear superficial from an academic perspective, but they bear resemblance to ethnographic fieldwork.We (an actor and an anthropologist) refer to the shift from participant observation to collaboration proposed by George Marcus, and conjointly explore rhythmic aspects of urbanisation, which are difficult for scholars to grasp. Our aim is to expand anthropological concepts, methods and forms of representation. In reference to Paul Stoller, we consider acting methods a 'sensuous scholarship' and argue that rhythm allows us to explore preverbal aspects of feelings of belonging or alienation in the urban space.

There is strong demand for real-time suspicious tracking across multiple cameras in intelligent video surveillance for public areas, such as universities, airports and factories. Most criminal events show that the nature of suspicious behavior are carried out by un-known people who try to hide themselves as much as possible. Previous learning-based studies collected a large volume data set to train a learning model to detect humans across multiple cameras but failed to recognize newcomers. There are also several feature-based studies aimed to identify humans within-camera tracking. It would be very difficult for those methods to get necessary feature information in multi-camera scenarios and scenes. It is the purpose of this study to design and implement a suspicious tracking mechanism across multiple cameras based on correlation filters, called suspicious tracking across multiple cameras based on correlation filters (STAM-CCF). By leveraging the geographical information of cameras and YOLO object detection framework, STAM-CCF adjusts human identification and prevents errors caused by information loss in case of object occlusion and overlapping for within-camera tracking cases. STAM-CCF also introduces a camera correlation model and a two-stage gait recognition strategy to deal with problems of re-identification across multiple cameras. Experimental results show that the proposed method performs well with highly acceptable accuracy. The evidences also show that the proposed STAM-CCF method can continuously recognize suspicious behavior within-camera tracking and re-identify it successfully across multiple cameras.

Abstract:
Cities, due to the presence of ports and airports and the high diversity of trees in streets, parks, and gardens, may play an important role for the introduction of invasive forest pests. We hypothesize that areas of urban forest facilitate the establishment of non-native forest pests. Based on scientific literature and a pan-European database on non-native species feeding on woody plants, we analysed where the first detections occurred in European countries. We collected site data for 137 first detections in Europe and 508 first European country-specific records. We also estimated the percentage of tree cover and suitable habitat (green areas with trees) in buffers around detection points. The large majority of first records (89% for first record in Europe and 88% for first records in a European country) were found in cities or suburban areas. Only 7% of the cases were in forests far from cities. The probability of occurrence decreased sharply with distance from the city. The probability to be detected in urban areas was higher for sap feeders, gall makers, and seed or fruit feeders (&gt;90%) than for bark and wood borers (81%). Detection sites in cities were highly diverse, including public parks, street trees, university campus, arboreta, zoos, and botanical gardens. The average proportion of suitable habitat was less than 10% in urban areas where the species were detected. Further, more than 72% of the cases occurred in sites with less than 20% of tree cover. Hotspots of first detection were identified along the coastal regions of the Mediterranean and Atlantic, and near industrial areas of central Europe. We conclude that urban trees are main facilitators for the establishment of non-native forest pests, and that cities should thus be intensely surveyed. Moreover, as urban areas are highly populated, the involvement of citizens is highly recommended.

Abstract:
Ambient noise harms a number of citizens in Europe. The major sources of environmental noise are that generated by cars in streets, parking lots, railway lines and airports as well as noise from local sources (fans, transformers). According to the methodology for noise measurement, engine testing has been carried out. The conducted analysis has been focused on engine capacity and the distance between vehicles and equipment. Equivalent, maximum and minimum sound levels at different frequencies have been measured accepting that errors may range up to 2 %. Maximum sound level has been reached using the engine of 2000 cm3 petrol capacity. At a half-meter distance, the equivalent sound level reaches 89 dB(A), whereas the noise level decreases moving away from the car. The obtained results of tested cars disclose that according to engine capacity, the majority of the investigated cars are technically faulty and therefore significantly exceed noise levels. Santrauka Straipsnyje nagrinėjamas lengvųjų automobilių variklių skleidžiamas triukšmas bei jo poveikis aplinkai. Pateikiama triukšmo matavimo metodika ir eksperimentinis variklio sukelto triukšmo tyrimas. Ištirti penki automobiliai su skirtingais darbinio tūrio skirtingais atstumais varikliais: 1400 cm3 benzininis, 1500 cm3 dyzelinis, 1800 cm3 benzininis, 2000 cm3 benzininis ir 2500 cm3 dyzelinis. Variklio keliamo triukšmo tyrimas buvo atliktas, esant 1000 sūk./min., taip pat įvertinta, kurie automobiliai viršija leistinus triukšmo lygius. Buvo atlikti tyrimai esant 3000 sūk./min. (benzininiams varikliams) ir 3500 sūk./min. (dyzeliniams varikliams). Išmatuoti ekvivalentinis, maksimalus bei minimalus garso lygiai, taip pat garso lygiai, esant skirtingiems dažniams. Priimame prielaidą, kad paklaida gali svyruoti iki 2 %. Didžiausias garso lygis pasiektas 2000 cm3 benzininio variklio. Pusės metro atstumu ekvivalentinis garso lygis siekia 89 dB(A). Tolstant nuo automobilio, triukšmo lygis mažėja. Remiantis gautais rezultatais, galima daryti išvadą, kad vertinant pagal variklių darbinį tūrį daugelis tirtųjų automobilių yra techniškai netvarkingi ir stipriai viršija triukšmo lygius.

Environmental law was essentially nonexistent in 1969, and it was a major goal of EDF to establish, enhance, develop, and use this new strategy for solving environmental problems, not just involving DDT but other issues as well. It wasn’t long after incorporation before EDF was getting much publicity because of its actions, leading to numerous requests for advice and assistance in connection with a variety of environmental problems, along with invitations to become involved in an assortment of issues. Whatever it was or wasn’t, EDF certainly was not all talk and no action. There was clearly plenty of action, which attracted plenty of attention. Conservationists were tired of losing by being reasonable, compromising, and timid. Earth Day was about to arrive, and it was time for action. We also were learning that being a “fund” caused a few problems of its own. Some thought it might be a source of funds for them. A few wondered if we were some sort of mutual fund, so Bob Smolker suggested we sell shares in our fund, which would “pay” negative dividends. His Mystique Committee had many original ideas. For the Long Island trustees and small staff, there was little risk in becoming involved in new cases. We had little money to spend or lose, we had an apparently good idea to pursue for environmental protection, and if somebody sent plane fare, we were on our way. So it was with Clancy Gordon of Missoula, Montana. In fact, he came to us only a few months after EDF’s incorporation. It was “Leap Day,” February 29, 1968, when about 100 women of Missoula gathered at the gates of the Hoerner-Waldorf pulp mill west of town to protest Missoula’s “stinky air.” Sometimes the air was so smoggy that planes could not land, and cars turned on their lights in mid-day. “GASP” read one of the picketer’s signs, “Gals Against Smoke and Pollution.” Other signs said “Phew!,” “Bad Sky Country,” “Our Air Stinks,” “How High is the Big Sky,” “Where’s the Airport?,” and “O, Say Can You See.”

Abstract:
Vista Research, Inc., has developed an innovative technology for the detection of small leaks in underground pipelines that are part of the aviation fueling systems found at commercial airports and military airfields. These include hydrant fuel distribution lines, which are typically 10 in. or more in diameter and up to several miles long, as well as the smaller fuel-farm pipelines associated with aboveground or bulk underground storage tanks that supply fuel to the hydrant lines. The fuel farm lines are typically 8 to 10 in. in diameter and are generally less than 1,000 ft long. On the hydrant lines, the new technology is implemented as a computer-controlled system called the Fully Automatic Line Tester, or FALT. On the underground lines associated with fuel-farm tanks, it is implemented as a system called the MAnual Line Tester (MALT). The MALTplus is a MALT that is equipped an electronic data acquisition system. The MALT, MALTplus and FALT can be used as portable systems and transported from line to line for quarterly, semi-annual or annual tightness testing, or they can be permanently installed for periodic monitoring on a daily, weekly or monthly basis. A tightness test can be completed in approximately 2 h, and a test for monitoring purposes in approximately 1 h. They are attached to the line at a single location by means of a valve; any location along the line is suitable. No additional instrumentation or sensors have to be installed. These systems make a direct measurement, at the operating pressure of the line, of the rate of change in liquid volume that is due to a leak. The MALT, MALTplus and FALT achieve high performance because they compensate for thermal expansion and contraction of the product as part of the test protocol. To achieve a similar level of performance with conventional pressure or volumetric leak detection systems would require a pre-test waiting period of 24 to 48 h after the cessation of normal operations to allow the thermal changes to subside. The FALT was demonstrated at the Miami International Airport, on a 1.86-mile-long underground hydrant line containing 45,750 gal of Jet-A fuel. Testing was conducted between midnight and 5:00 A.M. each day, after fueling operations had been terminated for the night. During each of two demonstration tests conducted, personnel simulated a leak in the line by withdrawing a small, measured volume of fuel. Agreement between the amount withdrawn and the rate of flow measured by the FALT was within 0.07 gal/h during the first test and within 0.31 gal/h during the second. The MALT and the MALTplus were demonstrated at the Naval Air Station (NAS) North Island, Coronado, as part of the Naval Environmental Leadership Program (NELP). Over a three-day period, nine leak detection tests were conducted on a 650-ft, 8-in.-diameter underground line containing 1,700 gal of diesel marine fuel. During three of the tests, leaks of 0.08, 0.13, and 0.16 gal/h, respectively, were induced. Measurements of volume rate made by the MALT and MALTplus were in excellent agreement with the actual status of the line; for all nine tests, the one standard deviation uncertainty in the test results was 0.012 gal/h. The results of the demonstration indicated that the MALT and MALTplus could detect leaks as small as 0.1 gal/h accurately and reliably.
