Full textThe study of the works of the parliamentary inquiry into the acts of the government of national defense, intersecting with political memories, proves that despite the defeat and the monarchist vote on the 8th February 1871, this "republican moment" is not a simple interpolated clause between the second empire and the moral order. It sets the foundations of the third republic. Indeed, the power was firmly established both at once and with trial and error due to the surprise of September 4th, to the ideological divisions of a ruling team that was the prisoner of models, to the existence of a bicephalous power (Paris and Tours, then Bordeaux) that rapidly provoked clashes, to the inexperience and improvisation in the settlement of the new wheels of state. These problems hindered the management of war : difficulties to organize and finance the army, to make civilians and soldiers work together, and to achieve an effective diplomacy. They also incited a serious clash between the Paris ministers who, supported by Thiers, wanted to legitimize the republic by elections, and Gambetta who instead wished to find it by victory. Defeated on the 8th of February, the republicans are three times more numerous in the national assembly than in the legilative corps. This exercise of power enabled them to attempt to convert the population which proved to be more successful in midis and in warring countries than in the west and the massif central. This endeavor supported by a full grown ideology was characterized by the defense of liberties, an effective educational policy, the purification of the imperial justice, and a well-organized propaganda. Ultimately the apparant failure became a decisive victory. The electoral body evolved in favor of a republic that the national defense officials equiped with many of its members. These five difficult months were both a test for opportunitism and a event that modified the balance of power within the republican world

Full textThe term opportunist has lost its original meaning. It is used, wrongly, to designate all non-radical republicans of the last three decades of the 19th century and to qualify a political wave of social conservatism. In reality, during the 1870s and the beginning of the 1880s the opportunists formed a restricted and clearly identifiable political group which elaborated a most reformist project and undertook the structuring of the Republican party. Gambetta and his close friends, who had fought the empire, and then led an extremist war against Prussia, imposed themselves little by little from July 1871 on at the head of the Republican movement. They eclipsed the old-school republicans whose utopic and revolutionary programs they denounced and maintained a pragmatic, reformist and governmental line while proclaiming their fidelity to the principles of 1789 and their desire to transform society progressively. To avoid repeating previous errors they tried to discipline the Republican party. Their newspapers, the "République francaise" and the "Petite République française" together with the parliamentary group, the "Union républicaine" were decisive arms to to coordinate the work of the election committees and the republican associations. The opportunists allowed the republic to be established but were also the butt of a double republican opposition coming from the radicals and the moderates. The former accused them of having betrayed the ideals of their youth and of being opportunists while the latter feared their duplicity. United together, they barred their road to power. After Gambetta's death, his friends became reconciled with Ferry and together with all the moderates made up a vast and little-structured group

Full textFrance was instrumental to the development, success and continual regeneration of Carlyle's work. It provided him with heroes and a field of creative practice. France occurs more frequently in his letters and works than Germany, a country to which he is more traditionally linked. By no means a francophobe, Carlyle was enthusiastic about the 1848 French revolution, and, unlike his predecessors, did not portray the 1789 insurgents as dangerous brutes. In a departure from his habitual hero-worship, he offered a balanced view of the revolution as a collective phenomenon, insisting on its inevitability and justifying the actions of the insurgents. France, which he saw as a model European state, gradually became a symbol of his values. Contemporary French events undermined this vision and triggered his disapprobation. Carlyle's lack of popularity in France is due to this later apparent francophobia, to unfavourable political circumstances and to his tendency to evade classification

Full textAlliances for security and communism as leverage are two policies which are major tool of Franco-Pakistan foreign policies during the cold war to achieve their national objectives. United States was the principal actor around which the whole set of policy formation based. French and Pakistani real or perceived security threats led them to adopt reactive foreign policies – either against America or against India. This threat perception when crossed a certain extent – turned into nuclear nationalism in both countries – although in different decades. Being a great power of the past, French adaptation of those policies which can be expected from an under developed state like Pakistan- conclude two things: the declining position of France in international decisions making hierarchy and the struggle of survival diminished the political status of states while formulating the policies. The bond which strengthens the relationship between the states is not only the mutuality of interest but also the adoption of same policies under certain constraints. The warmness which develop between France and Pakistan during 1960s and later – has proved that there is great possibility exist which help both states to move forward. If they can formulate same policies without consultation, they would expand this commonalty of approach in other areas of interest

Full textOur inquiry begins by shedding light on a contradiction within the flourishing state of Sino-French exchanges: on one hand, the many exchanges between the two cultures and the increasing importance of French, which are accompanied by the positive representations of France in China; on the other hand, the difficulty for the Chinese to integrate in France, whichcauses a less than positive image. Our doctoral research project focuses on the impact of China's social representations on the image of France among the Chinese. To do this, our study follows a qualitative approach, is based upon preliminary questionnaires and interviews with Chinese of varied profiles. This study has led us to analyze historical and social factors in China, which interfere with the representations of France among the Chinese, and which are a determining factor in theirchoice of France. It appears that some Chinese intermediaries convey embellished images of France; nonetheless, these images are simplified and static. Furthermore, in the process of choosing France among Chinese respondents, pragmatic motivations dominate. Moreover, there is a contradictory situation in the teaching and learning of French in China, which may explain the difference between the France of dreams and the France of everyday life. At the same time, a inferiority complex on the Sino-western relationship appears through our analysis. It boils down to a contradictory vision that encompasses a desire and a rejection of the West

Full textThe notion of territory lies within an environmental and anthropic context that evolves both in time and space. In that case, it constitutes a tool to apprehend the evolutions and continuations of socio-environmental interactions. The nature and establishment of the activities practised by men are conditioned by different factors (natural setting, cultural aspect, economy, technical ability, demography). However, their study amid an insular space with pronounced particularities facilitate the understanding of these dynamics from a long-lasting chronological scale and a multiscalar spatial study. An inventory of the paleoenvironmental data, stemming from archaeological, paleontological or environmental works has been made. The interpretation of the results leads to propose some restitutions of territories from settlements that provided information concerning the fauna and/or flora. The field works carried out have also brought new data to this research. The synthesis of this study presents the state of our knowledge about the ecological insular evolution and endeavours to define the part of the anthropic impact and to assess the influence of the environmental constraints on the development of our societies. Eventually, we also try to determine to which extent the forms of the landscape, the composition of the vegetation and of the present fauna reveal traces of ancient anthropisation

Full textClimate and tectonic factors are the main ones that control the lacustrine sedimentation. Climatic variations are marked in the sedimentation by different vegetal and fauna associations, and different lithologies. Tectonic variations control the structuration of the basin, and influence the stromatolites repartition. The marls and limestones display deposition cycles, due to periodic climatic changes, like alternations of more or less humid periods. Associated stromatolites present various shapes, made of vegetal and fauna associations, and depending on their growth environment. The detail of their internal structure reveals the recording of chemical variations of the water, happening during the climatic changes. The calculations made on their speed of growth indicate that this one is fast and discontinuous. Stromatolites associations in the lacustrine environment can form plurimetrical built complexes, which record the evolution of the subsidence through time

Full textThe limousin mountain is a land of heath which in a few years has been turned into a booming forest area thanks to vast spaces of land given up by agriculture. The deciduous forest which is small is of mediocre quality. On the other end, the evergreen forest is taking advantage of the latest technology. It includes more and more highly productive conifers. The author has tried to study the consequences of this new source of wealth. New jobs related to the forest have been created, from planting to building cutting machines. The output of wood is higher and higher and has become a great asset to the industrialization of the small towns located around the mountain. Ussel is the home of two important triturating mills. Activities strongly tend to concentrate on a few locations so that the interior of the mountain may be turned into a no man's land. In the last part, the writer puts the stress on the connections between the forest and the other activities and he proposes to adjust the development of the area on forestry of high quality
