Abstract:
Comparing the centrality of gangs and changing structure in attack behavior, this study examines the effects of civil gang injunctions (CGIs) on violence involving 23 gangs (seven Bloods and 16 Crips) operating in Southern California. We mapped violence networks by linking defendants and victims named in 272 court cases prosecuted in the City of Los Angeles (1997-2015), involving at least one conviction for a violent crime and a defendant tried as an adult. The results show that a small number of gangs are centrally located in a dynamic web of non-reciprocated conflict that exhibited complex hierarchical structures. These results raise four implications for combating gang violence.

Abstract:
To date, there has been a paucity of comparative, qualitative research exploring the nuances of women’s gang involvement beyond the United States. In this article, we seek to address this gap by drawing upon qualitative interviews with small samples of self-nominated female gang members in Los Angeles, California (United States) and Glasgow, Scotland (United Kingdom). The emerging insights indicated that two key models of entry into the “social field” of the gang emerged in the data: a deficit model entry linked to drugs and debt and a credit model of entry where women were considered to bring social skill, expertise, and agency into the gang. Implications in terms of testable hypotheses for future research as well as for future practice are outlined.

Abstract:
How can people who lack access to effective government institutions establish property rights and facilitate exchange? The illegal narcotics trade in Los Angeles has flourished despite its inability to rely on state-based formal institutions of governance. An alternative system of governance has emerged from an unexpected source—behind bars. The Mexican Mafia prison gang can extort drug dealers on the street because they wield substantial control over inmates in the county jail system and because drug dealers anticipate future incarceration. The gang's ability to extract resources creates incentives for them to provide governance institutions that mitigate market failures among Hispanic drug-dealing street gangs, including enforcing deals, protecting property rights, and adjudicating disputes. Evidence collected from federal indictments and other legal documents related to the Mexican Mafia prison gang and numerous street gangs supports this claim.

Abstract:
This research extends the homicide literature by using latent class analysis methods to examine the neighborhood structural and demographic characteristics of different categories of homicides in the Hollenbeck Community Policing Area of the Los Angeles Police Department (LAPD). The Hollenbeck area itself is a 15 square-mile region with approximately 187,000 residents, the majority of whom are Latino (84 percent). Hollenbeck also has a protracted history of intergenerational Latinx gangs with local neighborhood residents viewing them as a fundamental social problem. Hollenbeck has over 30 active street gangs, each claiming a geographically defined territory, many of which have remained stable during the study period. Over twenty years (1990–2012) of homicide data collected from Hollenbeck’s Homicide Division are utilized to create an empirically rigorous typology of homicide incidents and to test whether or not gang homicides are sufficiently distinct in nature to be a unique category in the latent class analysis.

Abstract:
Fear and gangs were two of the most important factors driving crime policy in the 1990s. Policy makers and the media blamed gangs for much of the violence occurring across the nation and for public fear. This article examines fear of crime and gangs in Orange County, California, as measured by a randomized survey of 1,223 respondents conducted in 1995 by The Orange County Register newspaper. The authors find that the factors predicting fear of crime and fear of gangs are different. In addition, they find that concern about subcultural diversity is a strong predictor of both types of fear.

Le, Moigne Yohann. "Concentration spatiale et relations interraciales : analyse géopolitique des rivalités criminelles et politiques entre Afro-Américains et Latinos dans la ville de Compton (Californie)." Thesis, Paris 8, 2014. http://www.theses.fr/2014PA080026/document.

Full text
Abstract:
The aim of this dissertation is to provide a geopolitical analysis of the consequences engendered by the massive Hispanic immigration wave that has hit the Los Angeles region from the 1980s onward. We will specifically focus on the impact of the increasing spatial concentration of Latinos in Compton (a poor city traditionally considered as a black enclave) on the highly mediatized deterioration of interracial relations between blacks and Latinos in two specific areas : gangs and local politics. In the first part, we will detail the socio-Demographic changes that have affected Compton over the decades. We will analyze the two ethnic successions that the city went through as well as the specific socio-Economic contexts in which they occurred. This will lead us to introduce the issues at stake and the consequences of the increasing spatial concentration of Hispanic immigrants on race relations at the local level. The second part deals with the consequences of this immigration wave on the relations between black and Latinos gangs. We will describe the shift in the local balance of power and we will assess the racial dimension of this rise in interracial tensions. Lastly, in a third part, we will analyze the paradoxical lack of political representation that characterizes Compton Latinos, in spite of an overwhelming numerical superiority. We will detail the causes of such an absence of political incorporation and evaluate its impact on interracial relations

Abstract:
According to the 2011 National Gang Threat Assessment created by the Federal Bureau of Investigation, there are more than 33,000 gangs in the United States, cited as being responsible for nearly 48% of the violent crime in the country. Using information drawn from gang-related court cases, this study examines the nature of inter- and intra-gang violence occurring between January 1, 2002-December 31, 2011. An innovative application of network analysis will be used to hone in on rivalries, the existence of possible hierarchy, and the relational and structural characteristics of Blood and Crip gangs in Los Angeles County. Results show that the majority of gang-on-gang violence originates and targets individuals in the city of Los Angeles. Furthermore, more than two-thirds of the violence committed at the hands of Blood and Crip gangs is upon individuals that are not affiliated with a gang. Strategies are offered on how to improve the effectiveness of existing community-based policing or hot-spot policing in areas known to have violent gang-related incidents (Los Angeles City). Furthermore, the implementation of programs designed to assist and deter the formation and proliferation of gangs will result in less gang violence and therefore more time to be spent on creating law enforcement strategies aimed at quelling the more troublesome gang rivalries.

Abstract:
This Thesis is a proposal for a prototypical hillside housing community in Los Angeles, California. As a prototype it is responsible for setting an architectural precedent. In this effort, the Thesis continues with focus on issues of construction methodology, urban planning, and land use relationships concerning the present city. Being clear and uncomplicated is the driving force of this architectural process. On the horizon is the 21st Century. Architecture has become increasingly convoluted rather than enlightened. Here, I have focused my attentions on developing a technologically based, material-driven, compassionate solution to answer the issue of housing on the hillsides of Los Angeles. I have realized a clear system of building using uncomplicated technology and material. However, as demonstrated, this system of building provides only an envelope for space definition. It becomes the architectural precedent, a canvas, through which the inhabitant can define his existence. Enlightened limitations.

The purpose of this study is to encourage further study and attention to girls that are at high risk of becoming members of a gang. The more that can be learned about this group the more can be done to implement appropriate policies and programs to effectively target and assist this population. This study is based on an existing data set that profiled the needs and characteristics of girls that were incarcerated May 1996 at a California Youth Authority facility in Ventura, now called The Division of Juvenile Justice.

Cook, Elizabeth Ann. "A Determinant of Child Sex Trafficking in Los Angeles County, California." ScholarWorks, 2017. https://scholarworks.waldenu.edu/dissertations/3758.

Full text
Abstract:
In Los Angeles County, California, approximately 2,245 victims of child sex trafficking were identified between 1997 and 2012. Several authors believed that poverty was linked to child sex trafficking because it increased the vulnerability of victims. The purpose of this nonexperimental, correlational study was to explore the question of how poverty was related to child sex trafficking in Los Angeles County, California. Intersectionality from the third wave of feminist theory was used as the theoretical underpinning of this study. Using data from the United States Census Bureau and the Federal Bureau of Investigation, information was collected on 97 counties in the southwestern portion of the United States that had a minimum population of 100,000 people and at least 1 arrest of a minor for prostitution between the years of 1997 and 2012. Analysis of the nonnormal data through a Friedman test indicated that differences in the medians existed in the levels of the child sex trafficking variable, but follow up tests did not reveal the sources of the differences. Kendall's W test results indicated a lack of concordance, and Spearman's correlation did not indicate that a monotonic relationship existed between the variables when tested by year, except for 1998. These results failed to provide the evidence needed to reject the null hypothesis. The relationship between poverty and child sex trafficking at the county level could not be measured by income and through a portion of the victim population. Differing measurements of poverty, varying levels of analysis, and diverse applications of intersectionality may yield different results. Ultimately, this study was a first step, rather than a final step, in creating positive social change through increased knowledge and more effective policies against sex trafficking.

Abstract:
As our American cities struggle with the problems of growth and development, the human initiated disasters of crime and violence threaten the very existence of the urban core ofmost large cities. Los Angeles dominates the American crime scene with its gangs and drug dealers, where violent crime will strike one in every three Angelenos in their lifetime. The city is a leading example of environmental disintegration preceding rampant crime. In fact, environmental decay, drug use and crime continue to rise apparently in collaboration with each other. Additionally, the social service organizations are overwhelmed by the influx of immigrants, teenage pregnancy, and AIDS.
