Abstract:
This paper presents a novel methodology for steering a cooperative transportation system comprising two car-like mobile robots coupled together via a carrier. The system is a three-input seven-variable drift-free nonholonomic mechanical system. The three control inputs are the moving velocity of the first mobile robot and the steering angular velocities of the two mobile robots. The seven variables are the positions of the first mobile robot along the x- and y-axes, its steering angle, its orientation, the orientation of the carrier, the steering angle of the second mobile robot, and its orientation. We first convert the system into two-chain, single-generator chained form, based on differential geometry. We secondly present a control method of the system with polynomial inputs derived in chained form. Validity of the conversion and the control method is verified by computer simulations performed on driving this cooperative transportation system into a garage. Cities have a large supply of garages that could be converted into affordable housing in single-family neighborhoods, but minimum parking requirements prevent converting most of these garages into apartments. We examine how cities can relax off-street parking requirements for houses with converted garages. In Residential Parking Permit Districts, cities can limit the number of on-street parking permits allowed at any address with a second unit. This policy can remove on-street parking congestion as a reason for neighbors to oppose garage conversions, double the potential number of housing units in single-family neighborhoods, and increase the supply of safe, affordable housing.

Abstract:
The conversion of waste obtained from agricultural processes into biocompatible materials (biomaterials) used in medical surgery is a strategy that will add more value in waste utilization. This strategy has successfully turned the rather untransformed wastes into high value products. Eggshell is an agricultural waste largely considered as useless and is discarded mostly because it contributes to pollution. This waste has potential for producing hydroxyapatite, a major component found in bone and teeth. Hydroxyapatite is an excellent material used in bone repair and tissue regeneration. The use of eggshell to generate hydroxyapatite will reduce the pollution effect of the waste and the subsequent conversion of the waste into a highly valuable product. In this paper, we reviewed the utilization of this agricultural waste (eggshell) in producing hydroxyapatite. The process of transforming eggshell into hydroxyapatite and nanohydroxyapatite is an environmentally friendly process. Eggshell based hydroxyapatite and nanohydroxyapatite stand as good chance of reducing the cost of treatment in bone repair or replacement with little impact on the environment.

Abstract:
The Dranco process has been developed for the conversion of solid organic wastes, specifically the organic fraction of municipal solid waste (MSW), to energy and a humus-like final product, called Humotex. The Dranco process can be compared to landfill gas production, accelerated by a factor 1000. A Dranco installation with a digester of 808 m3 treating 10,500 tons of source separated waste per year will be constructed in 1991 at Brecht, Belgium. A description of the plant is elaborated. A demonstration plant of 56 m3 has been in operation for several years in Gent, Belgium using mixed garbage as a feedstock. The operating temperature in the digester is 55°C and the total solids concentration is ca. 32%. The mean gas production rate is 3.33 Nm3 CH4/m3reactor.day. The volumetric loading is 17.3 kg COD/m3reactor.day and the COD reduction is 55%. The gas production process is finalized in 3 weeks. The final product is dewatered and further stabilized in a 10 day aerobic post-treatment. The Humotex is free of pathogens. Low concentrations of heavy metals can only be obtained through separate collection of garbage. The Dranco process then also focusses on the digestion of source separated waste such as vegetable, fruit, garden and non-recyclable paper waste.

Abstract:
Suitability of Irrigation Water Quality for Rice in Mambal Irrigation Area. Mambal irrigation area is located in southern region of Bali, close by urban area. It consists of 42 Subak which covered 4.820 ha. However, the total area that still exists today is only 2.978 ha, and it is considered potential in increasing rice production and supplying rice in order to support food self-sufficiency in Bali. The increase of population is considered as the factor of wetland conversion because, the growth of population leads to variety of purposes such as shelter (housing), tourism/hotel, accommodation, business/home industry, livestock, public facilities, etc. Therefore, the activities done on the wetland conversion area automatically changed. That activity on conversion area consequences in both liquid or solid waste, and it is often discharged into rivers or irrigation channels. Consequently, it may cause irrigation water pollution. Poor quality of irrigation water can endangering rice plant growth and reduce the production, which means blocking or inhibiting food self-sufficiency. This study is considered as field and laboratory research. There are some field activities done, namely observation of the pollution sources and types of pollutants, as well as waste disposal mechanisms and technologies used to tackle pollution. In order to determine the quality of irrigation water, the water samples taken in the primary channel (1 water sample), secondary channel (1 water sample), tertiary channel (1 water sample), and field area (3 samples of water). All water samples are analyzed at the Analytical Laboratory of Udayana University. The results of the study are the sources of pollution come from channel natural environments, public facilities, housing and household waste. It was found that there are some types of waste, namely natural garbage, artificial garbage, liquid or solid waste in small amount. The mechanism of waste disposal is done conventionally and there is no application of technology of waste disposal. The outcome of the study is irrigation water quality for rice is still suitable for irrigation.

Intensional polymorphism, the ability to dispatch to different routines based on types at run time, enables a variety of advanced implementation techniques for polymorphic languages, including tag-free garbage collection, unboxed function arguments, polymorphic marshalling and attened data structures. To date, languages that support intensional polymorphism have required a type-passing (as opposed to type-erasure) interpretation where types are constructed and passed to polymorphic functions at run time. Unfortunately, type-passing suffers from a number of drawbacks: it requires duplication of run-time constructs at the term and type levels, it prevents abstraction, and it severely complicates polymorphic closure conversion. We present a type-theoretic framework that supports intensional polymorphism, but avoids many of the disadvantages of type passing. In our approach, run-time type information is represented by ordinary terms. This avoids the duplication problem, allows us to recover abstraction, and avoids complications with closure conversion. In addition, our type system provides another improvement in expressiveness; it allows unknown types to be refined in place, thereby avoiding certain beta-expansions required by other frameworks.

An increasing number of population in Serang has resulted in the diversion of vegetated land function to be built area, thus reducing total area of green open space (RTH) of the city. Impact of the land conversion increase will occur on the increasing area of land cover. Land cover thus reduced the vegetation ability to absorb CO2, so that the CO2 generated from activities in the city, such as from energy consumption, livestock and landfill waste cannot be absorbed optimally. The purpose of this study were: 1) to analyze the amount of CO2 emissions from energy use, livestock and garbage activities in 2016-2026; 2) to analyze the CO2 absorption by green space area; 3) to analyze RTH Needs of 2016-2026 to absorb CO2. gas emission. This study was conducted in May 2016 to September 2016. The method used in this research was IPCC calculation for the calculation of emissions from garbage, livestock, and electrical energy. Based on the results of the study showed that in 2016 the Serang city need of green space area was 9844.79 hectares to absorb CO2 gas emissions by 511,051.61 and in 2026 green space area needs of Serang city to absorb CO2 emissions by 18.168 tons was a total area of 1,058,468.16, 76 hectares.

North Belopa located in Luwu regency, South Sulawesi, Indonesia has a mangrove forest area. This study aims to analyze the factors that causes the reduction of mangrove ecosystem in North Belopa. This mangrove forest has undergone extensive changes. In some areas, there are additional mangrove forests however in other areas, there is a reduction. This change is caused by either the physical or anthropogenic factors. The physical factors consist of climate, rainfall, air temperature, humidity, wind, wave and current. Meanwhile, the anthropogenic factors are the conversion of mangrove forests into ponds and garbage disposal. This anthropogenic factor leads to more reduction and dominant than physical factors. As a result, the area of mangrove forest in North Belopa experienced large transformation.

Greening waste presents considerable reuse potential owing to its simple organic composition. For greening waste, being simply regarded as ordinary garbage cannot adapt to the requirements of sustainable and harmless development. Resource reusing process is an inevitable trend. Utilization of urban landscape greening waste is of great significance for improving the ecological environment in urban and rural areas, building a harmonious city, increasing employment, and enhancing economic efficiency. This will be a far-reaching impact on China's economic and social sustainable development. In this work, eight typical landscape plants were selected as raw materials using the batch reactor. The concept of stepwise hydrothermal conversion and a real model with xylose, cellulose acetate (CA), and aromatic aldehyde as the target products were thereby constructed. In the third step of the stepwise conversion, the effect of reaction temperature and time in the oxidative degradation of cellulose acetate solid residues in NaOH solution to produce aromatic aldehyde was investigated. The optimum conditions were obtained as 175 ℃ and 90 min. The yield of aromatic aldehydes in all 16 branches and leaves of cellulose acetate all reached about 20% under the optimal conditions.

This paper is the result of a research project that set out to document a group of adolescent musicians in a rural Australian secondary school as they wrote and performed their own music. The processes they developed are reflective of a cooperative approach to group composition where upwards of 21 students composed and ‘jammed’ their way through a weekly rehearsal. There appeared to be strong links not only to the theoretical field of cooperative learning, but also to the ‘garage’ rock band model of peer-led composition and group processing. The participants completed a six-month programme of interviews, questionnaire and narrative writing tasks, as well as participating in the video recording of their weekly rehearsal. This paper focuses on two of the senior members, Sarah and Matt, and their reflections on the process of songwriting as a group and the significance of the relationships between the student members and the staff. The participants identified a middle ground occupied by ‘Jungle Express’, the name the students gave to themselves, between their mainstream school environment and their peer groups. This paper identifies the significance of using a cooperative approach with adolescent musicians and the high level of personal investment in, and identification with, the musical product that emerges.

To test whether hyperthermophilic treatment promotes polylactide (PLA) dissolution and methane conversion under anaerobic digestion conditions, a single thermophilic control reactor (55 °C) and a two-phase system consisting of a hyperthermophilic reactor (80 °C) and a thermophilic reactor (55 °C) were continuously fed with a mixture of PLA and artificial kitchen garbage. In Runs 1 and 2, the PLA dissolution ratios in the two-phase system were 79.2 ± 6.5% and 85.2 ± 7.0%, respectively, higher than those of the control. Batch experimental results indicated that hyperthermophilic treatment could promote PLA dissolution to a greater degree as compared with single thermophilic treatment and that ammonia addition also had a promotional effect on PLA dissolution. In the two-phase system, after hyperthermophilic treatment, dissolved PLA was converted to methane gas under the subsequent thermophilic condition.

The objective of this study was to evaluate the performances and microbial diversities for development of the effective hyperthermophilic digester system that consists of a hyperthermophilic reactor and hyperthermophilic or thermophilic reactor in series. Lab-scale reactors were operated continuously fed with artificial kitchen garbage. The effect of temperature on the acidification step was firstly investigated. Results indicated that 20.8% of COD solubilization was achieved at 70°C, with 12.6% at 80°C. The average protein solubilization reached 31% at 80°C. Methane conversion efficiency following the acidification was around 85% on average at 55°C, but decreased with increasing temperature and methane gas was not produced over 73°C. As well, bacteria affiliated with the methanogens dominated the population below 65°C, while those affiliated with acidogens were predominant over 73°C. These results indicated that the hyperthermophilic process has considerable benefits to treat wastewater or waste containing high concentration of protein.

Purpose: This study aimed to increase the knowledge and ability of Koperasi Melati Jaya's waste management. Waste management capabilities can reduce the volume of waste to the landfill. Method: The program began the dissemination of commitment to waste management to contribute to SDGs achievement, assistance in manufacturing verticulture, hydroponics, eco-bricks, garden architects, and utilizing waste. Evaluation was carried out to improve the waste management program. Results: Through this program, more than 70% of the cooperative's members manage waste using the 7R principle. Knowledge, attitudes, and abilities in recycling waste into hydroponics, verticulture, and eco-bricks have increased. The conversion of waste into valuable products indirectly contributes to reducing the volume of waste from TPA Bakung. The income of cooperative members and the fact that fresh vegetables in the city of Bandar Lampung have increased. Conclusions: The consistency program can bring Sukamenanti Baru close to zero waste so that it becomes a livable village. Indirectly, it supports the achievement of SDGs in Bandar Lampung City. At this site, several thousand urban poor (catadores) collect recyclables for a living outside relations of wage labor. The lived experience of “woven time” on the dump, which combines labor with other activities of the everyday, has fashioned what these workers call “a different rhythm of life.” Diverging from other temporalities of neoliberal capitalism, such as “ruptured time,” woven time emerges as an important dimension of a life well lived, as conceived by catadores. Attention to the micro-temporalities of wageless work reveals how precarious forms of labor in contemporary capitalism constitute processes of subject making that both parallel and diverge from the transition to wage labor that Thompson describes in his social history of capitalism.

This article explores a number of issues surrounding entanglements of media and plastics, including the formation of vast oceanic plastic garbage patches, the treatment of highly toxic electronics waste, the usage of thermal papers that disrupt the human endocrine system, and the formation of technical fossils whose lack of biodegradability forms one strand of evidence within discourses of the Anthropocene. The material politics of plastics places into conversation temporal scales ranging from geological rhythms, which are measured in millions of years, to the hyperconsumption of 24/7 global capitalism, asking pertinent questions about how we conceptualize contemporary ethical and biopolitical issues surrounding humans and other living systems.

The continued development of industry and agriculture along with unutilized of industrial and agricultural wastes properly, the waste will only be garbage which can be an interference to environment. Is required to have waste treatment technologies that are effective, efficient and environmentally friendly to utilize the waste into renewable energy sources. The way of handling this waste is to use gasification technology. Gasification is a method of thermochemical conversion of solid fuels into the syngas gas fuel in the gasifier container by supplying a gasification agent such as steam, air and others. The purpose of this research is to determine the effect of air flow rate and the time of gasification process for tobacco leaf stalks waste againts to the composition and the components of syngas. This research is conducted using a gasifier with a capacity of 2.5 kg. The research procedures are drying, crushing, sizing, gasification process, and analysis of gas compositions. The result of this research has proven that tobacco leaf stalks waste has potential to be renewable energy sources which can produce syngas using gasification process. The concentration of syngas (CO, H2 and CH4) which is the highest obtained at variation of Q = 3 m3 / h in minutes 30 with syngas concentration of 2.27% vol CH4, CO gas amounted to 7.17% vol and H2 gas amounted to 5.79 % vol.

Abstract:
This work presents the concept of a Reversible Solid Oxide Cell (ReSOC) system localized in an urban residential district. The system is operated as a polygeneration plant that acts as interface between the electricity grid and the local micro-grid of the district. The ReSOC plant produces hydrogen via electrolysis during periods of low electricity demand (i.e., low-priced electricity). Hydrogen is used for multiple city needs: public mobility (H2 bus fleet), electricity production delivered to the micro-grid during peak-demand hours, and heat (accumulated in a storage) provided to the local district heating (DH) network. An additional option analyzed is the use of part of the H2 to produce DME using CO2 captured from biogas obtained from municipal solid wastes. The DME is used for fueling a fleet of trucks for the garbage collection in the residential district. A traditional CO2 removal process based on liquid MEA thermally integrated with the ReSOC system is studied. A time-resolved model interfaces the steady-state operating points with the thermal storage and the loads (electrical, H2 buses, DME trucks, heat), implementing constraints of thermal and H2 self-sufficiency on the system. Neglecting the DME option, the average daily roundtrip electric efficiency is about 38%, while the annual efficiency, which includes H2 mobility and thermal energy to DH, reaches 68%. When the DME option is considered, the thermal demand for CO2 removal and conversion process reduces the heat availability for DH, while the need for additional H2 for DME synthesis increases the electricity consumption for water electrolysis: both these phenomena imply a reduction of system efficiency (-9%) proportional to DME demand.

Abstract:
The article presents the results of studies of the heavy metals transformation from the raw plant materials (dry leaf, lawn grass, vegetable wastes) in the process of composting using the Californian worm. It is known that in cities during the growing season, a large number of fallen leaves is accumulated. It is a valuable raw material for fuel production; it is an excellent thermal insulator, it is considered to be a good mulch and can be recycled. We have developed a humus technology based on vegetable waste (fallen leaves) with the help of a Californian worm. Before composting, the concentration of heavy metals (lead, cadmium, copper and zinc) was determined in foliage collected from the streets of Vinnitsa. Analyzes showed that the background of these metals in plant waste did not exceed the maximum permissible norms. It has been experimentally proved that composting involves the conversion of heavy metals from fallen leaves to the body of the Californian worm and removing them as insoluble components in the lower compass. In addition, it has been experimentally established that during the composting period various heavy metals showed uneven migration and transformation in a soluble form. The most active was adsorption and removal of zinc compost. It was found that humic water-soluble compounds convert more than 78% of the total zinc that was contained in the composted substrate. The least mobile compound was lead. However, even such a metal, as lead, during 150 days of composting by the California worm, turned into 40% soluble form and migrated to the lower layers of humic liquids. Thus, the processing of vegetable waste from cities (fallen leaves, lawn grass, garbage disposal, etc.) by composting using growing worms will not only solve the social problem of utilization, but will also contribute to increasing environmental safety and economic efficiency. The problem of efficient management of municipal solid waste (MSW) flows remains one of the most urgent environmental and socio-economic problems of the Ukrainian regions. Ineffective MSW management leads to a significant negative impact on the abiogenic and biogenic components of the environment, as well as on the Ukrainian regions' citizens' state of health. Each individual region has its specific situation that should be taken into consideration for the development and implementation of regional plans for MSW management. Usually most of these regional plans are limited by such factors as determination of the volume of generated MSW, inventory of landfills, calculation of the required number of containers and technical means, justified expediency of MSW sorting stations placement, new MSW landfills construction etc. However, little attention is paid to introduction of innovative approaches for development of an effective MSW management system. There is no systematic approach to solving the MSW-related problem and all efforts aim at eliminating the consequences, rather than changing the ultimate cause. The aim of the research is to assess the prerequisites for the formation and implementation of a MSW management plan in Odesa Region from a systematic approach perspective. The methodological basis of the research includes analysis of the existing regulatory and legislative framework in the area of regional MSW management. The work is based on the relevant published data, materials of the Draft Regional Waste Management Plan in Odesa Region by 2030, as well as the results of our own research activities. The regional MSW management plan can be implemented at the following main areas: introduction of a MSW management system in big cities (separation of easily-decomposed organic fraction and hazardous waste, creation of recycling centre and stations etc.); landfill activities (construction of waste sorting plant, construction of biochemical processing/composting facilities, biogas production); development of logistics services (transition to small garbage trucks: separate vehicles for individual MSW components or vehicles with separate sections without waste precompaction); training of qualified personnel, educational work with great masses of population. Consideration of these prerequisites during the formation and implementation of a MSW management plan in Odesa Region will help to increase the environmental safety of the population, reduce the negative impact on the environment through improvement and modernization of the existing MSW management system and achievement of the final "zero waste" condition after conversion of the maximum waste amount into liquid secondary raw materials, alternative energy source and environmentally friendly organic mineral fertilizer. The implementation of the conceptual and theoretical foundations for formation of an optimized MSW management system will contribute to the achievement of the goals of sustainable development set by Odesa Region.

ADSORPTION OF CO FROM WASTE COMBUSTION USING MODIFIED SORBENT IN A FIXED BED REACTOR. Gases produced by garbage burning consist of dangerous gases such as CO, SO2 and other gases. Technology for reducing dangerous gases from incinerator outlet can be done by using a dry or wet process. The dry process is more economical process because of simple process, easy maintenance and no liquid waste as product. However, the weakness of the dry process is low absorption conversion and low gas removal efficiency. One way to overcome these problems is to use sorbent which has high reactivity. An inexpensive sorbent that commonly used is Ca(OH)2. The aim of this research was to increase the reactivity of Ca(OH)2 sorbent by using diatomaceous earth and compost as a source of silica and biosorbent, respectively. Diatomaceous earth contains CaO, SiO2 and Al2O3 and compost contains bacteria as a biosorbent that can convert CO to CO2 and CH4. The reaction between SiO2 and Ca(OH)2 would form calcium silicate hydrate (CaO.SiO2.2H2O) that has a high porosity and reactivity. The results showed that the reactivity of Ca(OH)2 sorbent increased by addition of diatomaceous earth and compost. The results also showed that the sorption of CO gas increases with increasing of height of sorbent bed and temperature. The highest CO gas sorption was obtained at temperature of 150oC and sorbent bed height of 6 cm using the modified sorbent with Ca(OH)2/DE/compost ratio of 3:1:1. Gas hasil pembakaran sampah terdiri dari gas-gas yang berbahaya seperti CO, SO2 dan lain sebagainya. Teknologi penghilangan gas-gas tersebut dapat dilakukan dengan menggunakan proses kering maupun proses basah. Penghilangan dengan proses kering lebih ekonomis karena sederhana, mudah pemeliharaan dan tidak menghasilkan limbah cair. Namun demikian, kelemahan proses kering adalah konversi absorpsi rendah dan efisiensi penyisihan gas relatif kecil. Salah satu cara mengatasi masalah tersebut di atas adalah dengan menggunakan sorbent yang mempunyai reaktifitas yang tinggi. Sorbent yang umum digunakan dan murah adalah Ca(OH)2. Penelitian ini bertujuan untuk meningkatkan reaktifitas sorbent Ca(OH)2 dengan menggunakan tanah diatomeae sebagai sumber silika dan kompos sebagai sumber biosorbent. Tanah diatomea umumnya mengandung CaO, SiO2 dan Al2O3. Reaksi antara SiO2 dengan Ca(OH)2 membentuk kalsium silicate hidrat (CaO.SiO2.2H2O) yang mempunyai porositas dan reaktifitas yang tinggi. Kompos mengandung bakteri sebagai biosorbent yang dapat mengubah gas CO menjadi CO2 dan CH4. Hasil penelitian menunjukkan bahwa reaktifitas sorbent Ca(OH)2 meningkat dengan penambahan DE dan kompos. Hasil penelitian juga menunjukkan bahwa penjerapan gas CO meningkat dengan meningkatnya tinggi unggun sorbent dan temperatur. Penjerapan gas CO tertinggi diperoleh pada penggunaan modifikasi sorbent Ca(OH)2/DE/kompos (3:1:1), temperatur 150oC dan tinggi unggun sorbent 6 cm dari variabel yang dilakukan.

This research aims to make an inventory of the potential and strategies for developing tourism in Ende Regency as a tourist attraction, so that policies can be used to develop this attraction in a sustainable manner. This research was conducted in Ende district. Data collection in this study was carried out using the following techniques: 1)) Direct interviews with respondents by visiting respondents based on a questionnaire (list of questions) that had been prepared previously. 2) Observation, which is a collection of data by direct observation in the field to test and complete other data. 3) Documentation, namely obtaining data and information that has been recorded in various documents about various things needed in research that can be obtained from related agencies, such as the Tourism Office, TNK, Inns, Home Stay, Regional Libraries. The problems in this study were analyzed descriptively qualitatively, IFAS analysis (Internal Factors Analysis Summary) and EFAS (External Factors Analysis Summary) and SWOT analysis (Strength Weakneses Opportunities Threat) analysis to design development strategies. From the research results, it was found that the internal conditions in the form of strength factors in each tourism area in Ende Regency were beautiful natural panoramas, unique community cultures, historical relics, unique social life, beautiful forests with fresh air. Internal conditions are in the form of weakness factors, including: lack of facilities and infrastructure to support tourism activities, lack of promotion of tourism potentials in each area, lack of human resources in the tourism sector, lack of air, sea and air transportation accessibility and the road to tourism potentials is still narrow, there is a lack of local community involvement in tourism activities in their place. The results of the IFAS matrix analysis found that the internal condition of tourism potential in Ende district was in a moderate position, with a total score of 2.33. External conditions in the form of opportunity factors in each area include: The existence of the mission of Ende district 2014-2019, the proximity of tourism potential in areas other than Kelimutu to the tourist attraction of Kelimutu National Park, strategic location and in the middle route of Ende Regency and Flores Island, advances in information technology and transportation, a trend towards world tourism towards natural tourism (Back to Nature), the growth of the global economy. External conditions in the form of threat factors are the threat of global warming, the circulation of drugs, HIV, the threat of population growth due to migrants resulting in land conversion, cultural change (commodification) and environmental pollution in the form of garbage. The results of the EFAS matrix analysis show the position of the external environment. The tourism potential of Ende Regency as a tourist attraction is in a moderate position, with a total score of 2.44. The general strategy used in developing tourism potential in each area is a strategy of maintaining and maintaining. This position states that the tourism potential in each tourism area has an average moderate and competitive attractiveness position. Alternative strategies for developing tourism potential, including: tourism product development strategies in each region, infrastructure and facilities development strategies, tourism product marketing strategies, institutional development strategies and human resource enhancement in tourism, and sustainable tourism development strategies.

Automation presumably frees cognitive resources because drivers do not have to control the vehicle. Those resources may be reallocated to processing visual information relevant to driving, such as optic flow, which is relevant for judgments of time-to-collision (TTC). On the other hand, drivers may not use cognitive resources freed during automation to process information relevant to the driving task and improve performance. Drivers may choose to allocate cognitive resources freed during automation to non-driving, secondary tasks (Merat, Jamson, Lai, & Carsten, 2012; Rudin-Brown & Parker, 2004). Therefore, automated driving may lead to performance decrements, particularly when drivers need to resume manual control of the vehicle (Strand, Nilsson, Karlsson, & Nilsson, 2014). The current study compared TTC judgments between automated and manual driving, using a prediction-motion (PM) task which presumably relies on cognitive resources (Tresilian, 1995). We included a braking task to determine whether we could replicate prior reports that drivers brake later during automated driving compared to manual driving (Rudin-Brown & Parker, 2004; de Winter, Happee, Martens & Stanton, 2014). Including PM and braking tasks let us determine whether automation affected only responses (i.e., brake reaction time) or also affected visual perception (i.e., TTC estimation). We hypothesized that automation would affect perceptual judgments rather than solely responses. We expected TTC judgments to be more accurate during automated driving compared to manual driving. We also expected that adding a secondary task that demands cognitive resources would be more detrimental to TTC judgments during automation because the driver would place more cognitive resources on the secondary task during automation than when manually controlling the vehicle. With a driving simulator, participants completed eight drives using manual or automated driving. During half of the drives, participants completed a secondary task, the twenty questions task (TQT), in addition to driving. The TQT is presumably similar to a cell phone conversation because it uses a “question and answer” format (Horrey, Lesch, & Garabet, 2009; Merat et al., 2012, p. 765). At the end of each drive, a critical incident occurred. A vehicle directly in front of the participant’s vehicle decelerated at a rate faster than the automation was capable of braking. Therefore, the automation did not respond to this vehicle’s deceleration. In the braking task, participants used the brake pedal to avoid collision with the lead vehicle. In the PM task, the lead vehicle decelerated for between 0.24 and 3.04 s and then the screen went black. Participants pressed a button to indicate when they thought their vehicle would have hit the lead vehicle if the vehicles’ motions continued in the same manner after the screen went black. Results suggest that automation can affect perceptual judgments in addition to driving responses (e.g., braking). TTC judgments were more accurate, and brake reaction time was faster, during automated driving than manual driving. This occurred even while performing a cognitively-demanding secondary task, suggesting that participants used resources freed by automation to process visual information relevant to TTC judgments rather than complete non-driving tasks. To realize this safety benefit, it is important to design automated systems so that freed cognitive resources are assigned to information relevant to the driving task and not to non-driving tasks.

Perubahan tata guna lahan mengacu kepada RTRW kota pekanbaru, kapasitas saluran drinase dihitung menggunakan persamaan manning, dan selanjutnya di analisa apakah saluran tersebut masih mampu menampung debit rencana 10 tahun mendatang dengan perubahan tata guna lahan yang ada. Dari hasil analisa debit rencana 10 tahun mendatang adalah 2,74 m3/detik dengan debit saluran (Qs) sebesar = 0,97 m3/detik untuk saluran tanah dan 2,34 m3/detik untuk saluran permanen, maka dapat disimpulkan bahwa saluran eksisting drainase Jalan Arifin Ahmad pada ruas antara Jalan Rambutan dengan Jalan Puas Kota Pekanbaru tidak aman. Adapun dimensi saluran drainase rencana 10 tahun mendatang adalah lebar dasar saluran (B) = 3,5 m, tinggi permukaan air (h) = 1,75 m, tinggi jagaan air (w) = 0,25 m, dan tinggi saluran (H) = 2 m. Faktor-faktor penyebab terjadinya genangan air pada salah satu ruas Jalan Arifin Ahmad tepatnya pada ruas antara Jalan Rambutan dengan Jalan Paus Ujung adalah tidak mengalirnya air dari badan jalan ke saluran drainase akibat kurang berfungsinya tali air sebagai tempat mengalirnya air hujan dari badan jalan ke saluran drainase, banyaknya sampah dan lumpur yang menyebabkan penyumbatan aliran air pada saluran drainase. Adapun faktor utama nya adalah debit rencana aliran lebih besar dari pada debit saluran eksisting, dimana debit rencana aliran (Qr) = 2,32 m3/detik, debit saluran tanah eksisitng (Qs) = 0,97 m3/detik, dan debit saluran permanen eksisting (Qs) = 2,34 m3/detik. The change of land function from green area to residential area or offices resulted in disturbance of soil absorption so that runoff becomes bigger.The purpose of this research is to know the ability of drainage channel Arifin Ahmad Road in accommodating flow discharge with the effect of land use change in 10 years that will come and know the cause of the water flooding on one of Arifin Ahmad Road segment right on the road between Jalan Rambutan with Jalan Pope Edge. In this research is calculated the frequency of rainfall using the type of Log-Pearson III distribution test. Rainfall intensity is calculated using rational methods. The plan debit (Qr) is based on the amount of rainfall (Qh), gross discharge (Qk) and debit of mail (QKiriman). Land use change refers to RTRW kotabaru, drainage channel capacity is calculated using the manning equation, and then analyzed whether the channel is still able to accommodate the discharge of the next 10 years plan with changes in existing land use.From the results of the next 10 years plan debit analysis is 2.74 m3 / second with the channel discharge (Qs) of 0.97 m3 / sec for the ground channel and 2.34 m3 / sec for the permanent channel, it can be concluded that the drainage existing channel Arifin Ahmad Road on the segment between Jalan Rambutan and Jalan Puas Pekanbaru is not safe. The dimensions of the drainage channel of the plan for the next 10 years are the bottom width of the channel (B) = 3.5 m, the water level (h) = 1.75 m, the water velocity (w) = 0.25 m, and the channel height (H ) = 2 m. The factors causing water puddle on one of Arifin Ahmad Road segment precisely on the road between Rambutan Street and Ujung Pope Road is not the flow of water from the road to the drainage channel due to the lack of functioning of the water line as a place of rain water flow from the road to the drainage channel , the amount of garbage and mud that causes blockage of water flow in the drainage channel. The main factor is the flow of the flow plan is greater than the existing channel discharge, where the flow of the flow plan (Qr) = 2.32 m3 / sec, the discharge of the exisiting ground channel (Qs) = 0.97 m3 / sec, and the permanent channel discharge Existing (Qs) = 2.34 m3 / sec.

Abstract:
Bricks are widely considered as one of the longest-lasting and strongest building material. Recently it is also used as aesthetic items that are commonly used on gardens and garages. On the other hand, cow manure has given a decent amount of attention in the recent times due to the various applications that may be utilized for the society. This research is a microcontroller-based machine which focuses on cow manure to garage tile conversion to provide an alternative process in the creation of said tiles. It is an applied research designed to utilize electronic and mechanical processes to manipulate the given input to a specific end product. The device’s design starts with two receptacles which are connected to separate grinder, which then inputted materials will be weighted onto a load cell. This in turn will pass through a mixer, which also accepts fluid input from three separate fluid reservoirs filled with differently colored fluids. The mixture then finally comes to a chosen designated molder. The entire process will be controlled by the user through LCD screen to display user options. After the process the device will output a designed and colored garage tile. This device was developed in the hopes of finding an alternative material other than clay and soil from making garden tiles and also in automating and further improving the time for manufacture. The speed of mixing and molding cow manure as well as the compressive strength of the produced tiles were considered and passed under the set standard. The evaluation results based on functionality, reliability, usability, efficiency and maintainability of the Automated Cow Manure Tiles Maker was 3.48 which signify a neutral acceptance of the respondents.

Abstract: The twentieth century ended with the widespread conversion of cultural artefacts into digital information. Less attention has been granted to the ways in which cultural artefacts accumulate in the form of "things"-tangible books, recordings, and other objects whose economic value has often withered. This article examines the question of cultural waste and looks at those commercial and social institutions (such as the flea market and garage sale) which have evolved in order to keep old cultural commodities circulating. The recycling of old musical styles within contemporary practice is examined as one means of retrieving and revalorizing cultural waste. En revanche, on a porté moins d'attention à l'accumulation de ces artefacts sous forme de «choses»-livres, enregistrements et autres objets matériaux dont la valeur marchande a fortement diminué dans bien des cas. Cet article examine la question de détritus culturels, et jette un regard sur les institutions commerciales et sociales (telles que le marché aux puces et la vente de garage) qui ont évolué afin de garder les vieux biens culturels en circulation. Abstract:
Historians of Modern Architecture have cultivated the image of the architect as a temperamental genius, unconcerned by issues of politeness or pragmatics—a reading reinforced in cultural representations of Modern Architects, such as Howard Roark, the protagonist in Ayn Rand’s 1943 novel The Fountainhead (a character widely believed to be based on the architect Frank Lloyd Wright). The perception of the Modern Architect as an artistic hero or genius has also influenced the reception of their work. Despite their indisputable place within the architectural canon, many important works of Modern Architecture were contested on pragmatic grounds, such as cost, brief and particularly concerning issues of suitability and effectiveness in relation to climate and weather. A number of famed cases resulted in legal action between clients and architects, and in many more examples historians have critically framed these accounts to highlight alternate issues and agendas. “Complaints about the weather,” in relation to architecture, inevitably raise issues regarding a work’s “success,” particularly in view of the tensions between artistry and functionality inherent in the discipline of architecture. While in more recent decades these ideas have been framed around ideas of sustainability—particularly in relation to contemporary buildings—more traditionally they have been engaged through discussions of an architect’s ethical responsibility to deliver a habitable building that meets the client’s needs. This paper suggests these complaints often raise a broader range of issues and are used to highlight tensions inherent in the discipline. In the history of Modern Architecture, these complaints are often framed through gender studies, ethics and, more recently, artistic asceticism. Accounts of complaints and disputes are often invoked in the social construction (or deconstruction) of artistic genius – whether in a positive or negative light. Through its discussion of a number of famed examples, this paper will discuss the framing of climate in relation to the figure of the Modern Architect and the reception of the architectural “masterpiece.” Dear Monsieur Le Corbusier … In June 1930 Mme Savoye, the patron of the famed Villa Savoye on the outskirts of Paris, wrote to her architect, Le Corbusier, stating: “it is still raining in our garage” (Sbriglio 144)—a persistent theme in their correspondence. This letter followed another sent in March after discovering leaks in the garage and several bedrooms following a visit during inclement weather. While sent prior to the building’s completion, she also noted that rainfall on the bathroom skylight “makes a terrible noise […] which prevents us from sleeping in bad weather” (Sbriglio 142). Claiming to have warned Le Corbusier about the concern, the contractor refused to accept responsibility, prompting some rather fiery correspondence between the two. This problem, compounded by issues with the heating system, resulted in the house feeling, as Sbriglio notes, “cold and damp” and subject to “substantial heat loss due to the large glazing”—a cause for particular concern given the health problems of the clients’ only child, Roger Savoye, that saw him spend time in a French Sanatorium (Sbriglio 145). While the cause of Roger’s illness is not clear, at least one writer (albeit with a noticeable lack of footnotes or supporting evidence) has linked this directly to the villa (de Botton 65). Mme Savoye’s complaints about dampness, humidity, condensation and leaking in her home persisted in subsequent years, prompting Benton to summarise in 1987, “every autumn […] there were cries of distress from the Savoye family with the first rains” (Villas 204). These also extended to discussion of the heating system, which while proving insufficient was also causing flooding (Benton, "Villa" 93). In 1935 Savoye again wrote to Le Corbusier, wearily stating: It is raining in the hall, it’s raining on the ramp and the wall of the garage is absolutely soaked [….] it’s still raining in my bathroom, which floods in bad weather, as the water comes in through the skylight. The gardener’s walls are also wet through. (Sbriglio 146-7) Savoye’s understandable vexation with waterproofing problems in her home continued to escalate. With a mixture of gratitude and frustration, a letter sent two years later stated: “After innumerable demands you have finally accepted that this house which you built in 1929 in uninhabitable…. Please render it inhabitable immediately. I sincerely hope that I will not have to take recourse to legal action” (Sbriglio 147). Paradoxically, Le Corbusier was interested in the potential of architecture and urban planning to facilitate health and well-being, as well as the effects that climate may play in this. Early twentieth century medical thought advocated heliotherary (therapeutic exposure to sunlight) for a diverse range of medical conditions, ranging from rickets to tuberculosis. Similarly the health benefits of climate, such as the dryness of mountain air, had been recognised for much longer, and had led to burgeoning industries associated with health, travel and climate. The dangers of damp environments had also long been medically recognised. Le Corbusier’s awareness of the health benefits of sunshine led to the inclusion of a solarium in the villa that afforded both framed and unframed views of the surrounding countryside, such as those that were advocated in the seventeenth century as an antidote to melancholy (Burton 65-66). Both Benton and Sbriglio present Mme Savoye’s complaints as part of their comprehensive histories of an important and influential work of Modern Architecture. Each reproduce excerpts from archival letters that are not widely translated or accessible, and Benton’s 1984 essay is the source other authors generally cite in discussing these matters. In contrast, for example, Murphy’s 2002 account of the villa’s conversion from “house” to “historical monument” cites the same letters (via Benton) as part of a broader argument that highlights the “undomestic” or “unhomely” nature of the work by cataloguing such accounts of the client’s experience of discomfort while residing in the space – thus revisiting a number of common criticisms of Modern Architecture. Le Corbusier’s reputation for designing buildings that responded poorly to climate is often referenced in popular accounts of his work. For example, a 1935 article published in Time states: Though the great expanses of glass that he favors may occasionally turn his rooms into hothouses, his flat roofs may leak and his plans may be wasteful of space, it was Architect Le Corbusier who in 1923 put the entire philosophy of modern architecture into a single sentence: “A house is a machine to live in.” Reference to these issues are usually made rather minimally in academic accounts of his work, and few would agree with this article’s assertion that Le Corbusier’s influence as a phrasemaker would rival the impact of his architecture. In contrast, such issues, in relation to other architects, are often invoked more rhetorically as part of a variety of historical agendas, particularly in constructing feminist histories of architecture. While Corbusier and his work have often been the source of intellectual contention from feminist scholars—for example in regard to authorial disputes and fractious relationships with the likes of Eileen Gray or Charlotte Perriand – discussion of the functional failures in the Villa Savoye are rarely addressed from this perspective. Rather, feminist scholars have focussed their attention on a number of other projects, most notably the case of the Farnsworth House, another canonical work of Modernism. Dear Herr Mies van der Rohe … Mies van der Rohe’s Farnsworth House, completed in 1951 in Plano Illinois, was commissioned as a country weekend residence by an unmarried female doctor, a brief credited with freeing the architect from many of the usual pragmatic requirements of a permanent city residence. In response Mies designed a rectilinear steel and glass pavilion, which hovered (to avoid the flood levels) above the landscape, sheltered by maple trees, in close proximity to the Fox River. The refined architectural detail, elegant formal properties, and poetic relationship with the surrounding landscape – whether in its autumnal splendour or covered in a thick blanket of snow – captivated architects seeing it become, like the Villa Savoye, one of the most revered architectural works of the twentieth century. Prior to construction a model was exhibited in the Museum of Modern Art in New York and, upon completion the building became a pilgrimage site for architects and admirers. The exhibition of the design later fuelled debate about whether Dr Farnsworth constituted a patron or a client (Friedman 134); a distinction generating very different expectations for the responsibilities of the architect, particularly regarding the production of a habitable home that met the client’s brief versus producing a design of architectural merit. The house was intended as a frame for viewing and contemplating nature, thus seeing nature and climate aligned with the transcendental qualities of the design. Following a visit during construction, Farnsworth described the building’s relationship to the elements, writing: “the two horizontal planes of the unfinished building, floating over the meadows, were unearthly beautiful under a sun which glowed like a wild rose” (5). Similarly, in 1951, Arthur Drexler described the building as “a quantity of air caught between a floor and a roof” (Vandenberg 6). Seven years later the architect himself asserted that nature “gained a more profound significance” when viewed from within the house (Friedman 139). While the transparency of the house was “forgiven” by its isolated location and the lack of visibility from neighbouring properties, the issues a glass and steel box might pose for the thermal comfort of its occupant are not difficult to imagine. Following the house’s completion, Farnsworth fitted windows with insect screens and blinds (although Mies intended for curtains to be installed) that clumsily undermined the refined and minimalistic architectural details. Controversy surrounding the house was, in part, the result of its bold new architectural language. However, it was also due to the architect-client relationship, which turned acrimonious in a very public manner. A dispute between Mies and Farnsworth regarding unpaid fees was fought both in the courtroom and the media, becoming a forum for broader debate as various journals (for example, House Beautiful), publicly took sides. The professional female client versus the male architect and the framing of their dispute by historians and the media has seen this project become a seminal case-study in feminist architectural histories, such as Friedman’s Women and the Making of the Modern House of 1998. Beyond the conflict and speculation about the individuals involved, at the core of these discussions were the inadequacies of the project in relation to comfort and climate. For example, Farnsworth describes in her journal finding the house awash with several inches of water, leading to a court session being convened on the rooftop in order to properly ascertain the defects (14). Written retrospectively, after their relationship soured, Farnsworth’s journal delights in recounting any errors or misjudgements made by Mies during construction. For example, she described testing the fireplace to find “the house was sealed so hermetically that the attempt of a flame to go up the chimney caused an interior negative pressure” (2). Further, her growing disenchantment was reflected in bleak descriptions aligning the building with the weather. Describing her first night camping in her home, she wrote: “the expanses of the glass walls and the sills were covered with ice. The silent meadows outside white with old and hardened snow reflected the bleak [light] bulb within, as if the glass house itself were an unshaded bulb of uncalculated watts lighting the winter plains” (9). In an April 1953 article in House Beautiful, Elizabeth Gordon publicly sided with Farnsworth as part of a broader campaign against the International Style. She condemned the home, and its ‘type’ as “unlivable”, writing: “You burn up in the summer and freeze in the winter, because nothing must interfere with the ‘pure’ form of their rectangles” (250). Gordon included the lack of “overhanging roofs to shade you from the sun” among a catalogue of “human qualities” she believed architects sacrificed for the expression of composition—a list that also included possessions, children, pets and adequate kitchen facilities (250). In 1998 excerpts from this article were reproduced by Friedman, in her seminal work of feminist architectural history, and were central in her discussion of the way that debates surrounding this house were framed through notions of gender. Responding to this conflict, and its media coverage, in 1960 Peter Blake wrote: All great houses by great architects tend to be somewhat impractical; many of Corbu’s and Wright’s house clients find that they are living in too expensive and too inefficient buildings. Yet many of these clients would never exchange their houses for the most workable piece of mediocrity. (88) Far from complaining about the weather, the writings of its second owner, Peter Palumbo, poetically meditate the building’s relationship to the seasons and the elements. In his foreword to a 2003 monograph, he wrote: life inside the house is very much a balance with nature, and an extension of nature. A change in the season or an alteration of the landscape creates a marked change in the mood inside the house. With an electric storm of Wagnerian proportions illuminating the night sky and shaking the foundations of the house to their very core, it is possible to remain quite dry! When, with the melting snows of spring, the Fox River becomes a roaring torrent that bursts its banks, the house assumes a character of a house-boat, the water level sometimes rising perilously close to the front door. On such occasions, the approach to the house is by canoe, which is tied to the steps of the upper terrace. (Vandenberg 5) Palumbo purchased the house from Farnsworth and commissioned Mies’s grandson to restore it to its original condition, removing the blinds and insect screens, and installing an air-conditioning system. The critical positioning of Palumbo has been quite different from that of Farnsworth. His restoration and writings on the project have in some ways seen him positioned as the “real” architectural patron. Furthermore, his willingness to tolerate some discomfort in his inhabitation has seen him in some ways prefigure the type of resident that will be next be discussed in reference to recent owners of Wright properties. Dear Mr Wright … Accounts of weatherproofing problems in buildings designed by Frank Lloyd Wright have become the basis of mythology in the architectural discipline. For example, in 1936 Herbert Johnson and J. Vernon Steinle visited Wright’s Richard Lloyd Jones house in Oklahoma. As Jonathan Lipman wrote, “Steinle’s most prominent recollection of the house was that there were scores of tubs and canning jars in the house catching water leaking through the roof” (45). While Lipman notes the irony that both the house and office Wright designed for Johnson would suffer the same problem, it is the anecdotal accounts of the former that have perhaps attracted the most interest. An oft-recounted story tells of Johnson telephoning Wright, during a dinner party, with regard to water dripping from the ceiling into his guest-of-honour’s soup; the complaint was reportedly rebuffed unsympathetically by Wright who suggested the lady should move her chair (Farr 272). Wright himself addressed his reputation for designing buildings that leaked in his Autobiography. In reference to La Miniatura in Pasadena, of 1923, he contextualised difficulties with the local climate, which he suggested was prone to causing leaks, writing: “The sun bakes the roof for eleven months, two weeks and five days, shrinking it to a shrivel. Then giving the roof no warning whatever to get back to normal if it could, the clouds burst. Unsuspecting roof surfaces are deluged by a three inch downpour.” He continued, stating: I knew all this. And I know there are more leaking roofs in Southern California than in all the rest of the world put together. I knew that the citizens come to look upon water thus in a singularly ungrateful mood. I knew that water is all that enables them to have their being there, but let any of it through on them from above, unexpectedly, in their houses and they go mad. It is a kind of phobia. I knew all this and I have taken seriously precautions in the details of this little house to avoid such scenes as a result of negligible roofs. This is the truth. (250) Wright was quick to attribute blame—directed squarely at the builder. Never one for quiet diplomacy, he complained that the “builder had lied to [him] about the flashing under and within the coping walls” (250) and he was ignorant of the incident because the client had not informed him of the leak. He suggested the client’s silence was undoubtedly due to her “not wishing to hurt [his] feelings”. Although given earlier statements it might be speculated that she did not wish to be accused of pandering to a phobia of leaks. Wright was dismissive of the client’s inconvenience, suggesting she would be able to continue as normal until the next rains the following year and claiming he “fixed the house” once he “found out about it” (250). Implicit in this justification was the idea that it was not unreasonable to expect the client to bear a few days of “discomfort” each year in tolerance of the local climate. In true Wright style, discussions of these problems in his autobiography were self-constructive concessions. While Wright refused to take responsibility for climate-related issues in La Minatura, he was more forthcoming in appreciating the triumphs of his Imperial Hotel in Japan—one of the only buildings in the vicinity to survive the 1923 earthquake. In a chapter of his autobiography titled “Building against Doomsday (Why the Great Earthquake did not destroy the Imperial Hotel),” Wright reproduced a telegram sent by Okura Impeho stating: “Hotel stands undamaged as monument of your genius hundreds of homeless provided perfectly maintained service. Congratulations” (222). Far from unconcerned by nature or climate, Wright’s works celebrated and often went to great effort to accommodate the poetic qualities of these. In reference to his own home, Taliesin, Wright wrote: I wanted a home where icicles by invitation might beautify the eaves. So there were no gutters. And when the snow piled deep on the roofs […] icicles came to hang staccato from the eaves. Prismatic crystal pendants sometimes six feet long, glittered between the landscape and the eyes inside. Taliesin in winter was a frosted palace roofed and walled with snow, hung with iridescent fringes. (173) This description was, in part, included as a demonstration of his “superior” understanding and appreciation of nature and its poetic possibilities; an understanding not always mirrored by his clients. Discussing the Lloyd Lewis House in Libertyville, Illinois of 1939, Wright described his endeavours to keep the house comfortable (and avoid flooding) in Spring, Autumn and Summer months which, he conceded, left the house more vulnerable to winter conditions. Utilising an underfloor heating system, which he argued created a more healthful natural climate rather than an “artificial condition,” he conceded this may feel inadequate upon first entering the space (495). Following the client’s complaints that this system and the fireplace were insufficient, particularly in comparison with the temperature levels he was accustomed to in his workplace (at The Daily News), Wright playfully wrote: I thought of various ways of keeping the writer warm, I thought of wiring him to an electric pad inside his vest, allowing lots of lead wire so he could get around. But he waved the idea aside with contempt. […] Then I suggested we appeal to Secretary Knox to turn down the heat at the daily news […] so he could become acclimated. (497) Due to the client’s disinclination to bear this discomfort or use any such alternate schemes, Wright reluctantly refit the house with double-glazing (at the clients expense). In such cases, discussion of leaks or thermal discomfort were not always negative, but were cited rhetorically implying that perfunctory building techniques were not yet advanced enough to meet the architect’s expectations, or that their creative abilities were suppressed by conservative or difficult clients. Thus discussions of building failures have often been invoked in the social construction of the “architect-genius.” Interestingly accounts of the permeability of Wright’s buildings are more often included in biographical rather that architectural writings. In recent years, these accounts of weatherproofing problems have transformed from accusing letters or statements implying failure to a “badge of honour” among occupants who endure discomfort for the sake of art. This changing perspective is usually more pronounced in second generation owners, like Peter Palumbo (who has also owned Corbusier and Wright designed homes), who are either more aware of the potential problems in owning such a house or are more tolerant given an understanding of the historical worth of these projects. This is nowhere more evident than in a profile published in the real estate section of the New York Times. Rather than concealing these issues to preserve the resale value of the property, weatherproofing problems are presented as an endearing quirk. The new owners of Wright’s Prefab No. 1 of 1959, on Staten Island declared they initially did not have enough pots to place under the fifty separate leaks in their home, but in December 2005 proudly boasted they were ‘down to only one leak’ (Bernstein, "Living"). Similarly, in 2003 the resident of a Long Island Wright-designed property, optimistically claimed that while his children often complained their bedrooms were uncomfortably cold, this encouraged the family to spend more time in the warmer communal spaces (Bernstein, "In a House"). This client, more than simply optimistic, (perhaps unwittingly) implies an awareness of the importance of “the hearth” in Wright’s architecture. In such cases complaints about the weather are re-framed. The leaking roof is no longer representative of gender or power relationships between the client and the uncompromising artistic genius. Rather, it actually empowers the inhabitant who rises above their circumstances for the sake of art, invoking a kind of artistic asceticism. While “enlightened” clients of famed architects may be willing to suffer the effects of climate in the interiors of their homes, their neighbours are less tolerant as suggested in a more recent example. Complaints about the alteration of the micro-climate surrounding Frank Gehry’s Walt Disney Concert Hall in Los Angeles prompted the sandblasting of part of the exterior cladding to reduce glare. In 2004, USA Today reported that reflections from the stainless steel cladding were responsible for raising the temperature in neighbouring buildings by more than 9° Celsius, forcing neighbours to close their blinds and operate their air-conditioners. There were also fears that the glare might inadvertently cause traffic problems. Further, one report found that average ground temperatures adjacent to the building peaked at approximately 58° Celsius (Schiler and Valmont). Unlike the Modernist examples, this more recent project has not yet been framed in aid of a critical agenda, and has seemingly been reported simply for being “newsworthy.” Benign Conversation Discussion of the suitability of Modern Architecture in relation to climate has proven a perennial topic of conversation, invoked in the course of recurring debates and criticisms. The fascination with accounts of climate-related problems—particularly in discussing the work of the great Modernist Architects like Le Corbusier, Mies van der Rohe and Frank Lloyd Wright—is in part due to a certain Schadenfreude in debunking the esteem and authority of a canonical figure. This is particularly the case with one, such as Wright, who was characterised by significant self-confidence and an acerbic wit often applied at the expense of others. Yet these accounts have been invoked as much in the construction of the figure of the architect as a creative genius as they have been in the deconstruction of this figure—as well as the historical construction of the client and the historians involved. In view of the growing awareness of the threats and realities of climate change, complaints about the weather are destined to adopt a new significance and be invoked in support of a different range of agendas. While it may be somewhat anachronistic to interpret the designs of Frank Lloyd Wright or Mies van der Rohe in terms of current discussions about sustainability in architecture, these topics are often broached when restoring, renovating or adapting the designs of such architects for new or contemporary usage. In contrast, the climatic problems caused by Gehry’s concert hall are destined to be framed according to a different set of values—such as the relationship of his work to the time, or perhaps in relation to contemporary technology. While discussion of the weather is, in the conversational arts, credited as benign topic, this is rarely the case in architectural history. References Benton, Tim. Abstract:
It hardly needs saying that the act of creating a digital historical database involves the process of converting information from one format (paper) to another (digital). This conversion process is ultimately the essence of creating the resource, and those embarking on the endeavor need to think very hard about exactly what it is they are about to do. Talking to others who have gone through similar processes in related disciplines, reading appropriate literature, and evaluating and using a range of database technologies are possible initial starting points. The much-used maxim ‘Garbage In – Garbage Out’ is, unsurprisingly, appropriate here as the decisions taken and methodology employed in this critical stage of the resource's development, define the future value and usefulness of the resource. Bad judgements and fudged decisions at the design stage are almost always amplified in the final product which, at best, can make the database extremely problematic to use and, at worst, completely worthless.

Kertas kerja ini membincangkan kajian literatur mengenai proses awal yang perlu dititikberatkan dalam pembangunan suatu GIS (Geographical Information System). Dalam pembangunan sistem maklumat geografi (GIS), proses penukaran data (data conversion) merupakan proses awal yang perlu dilalui untuk mencapai kepada tahap pangkalan data geografi yang bermutu tinggi. Proses ini juga biasanya merupakan sebahagian terbesar daripada keseluruhan projek GIS dan secara tidak langsung kos untuk proses tersebut juga adalah yang paling tinggi iaitu dalam lingkungan 60%. Dari segi terminologi pula, terdapat dua aspek proses penukaran dan di dalam kertas kerja ini salah satu aspek yang akan dibincangkan iaitu dari segi persediaan awal berkaitan dengan spesifikasi projek penukaran, spesifikasi data dan spesifikasi pentadbiran harus dilaksanakan sebelum proses penukaran (conversion) dapat dijalankan dengan lancar. Setiap sistem AM/FM pula, memerlukan kepada satu dasar tanah yang tepat, terkini dan selaras dengan tempat data fasiliti dirujuk secara geografik. Dengan lain perkataan, tanpa dasar tanah, sesuatu sistem pemetaan tidak boleh dikatakan sebagai satu GIS. Beberapa teknik perolehan dasar tanah dibincangkan dengan serba ringkas untuk membolehkan perhatian ditumpukan kepada masalah penyediaan dan pembersihan data fasiliti yang akan dirujuk terhadap dasar tanah ini kelak. In the development of a GIS, data conversion is the initial process that one has to undergoe in order to achieve a geographic of high quality. This process often constitutes to more than half of the total of a GIS project and indirectly the cost for this process is usually around 60%. In terms of terminology there are two aspects of data conversion in a GIS namely, conversion of analogue/manual geographic data to digital form which involves manual sources such as paper maps, drawings, digital form etc. and conversion from one GIS system to another GIS system of different format. In this paper only the first aspect will be discussed in depth regarding early preparations to be considered in the data conversion and this pertains to project specifications, data specification and administrative specifications. Every GIS requires a current, uniformly accurate landbase to which the facilities data can be geographically referenced. In other words, a computerised mapping system is nota a true GIS if it is not referenced to land base. Techniques on land base acquisition is disscussed in brief to allow the author to express in detail problems concerning the importance of data preparation and purification before the final conversion takes place. Data preparation and purification is viable so as not to input 'garbage' and 'output' garbage as well. Quality control on data to be converted should also be taken into consideration. Abstract:
The principle of lost opportunity from optimal foraging theory, coupled with recent information about fluxes in the deep sea, allows prediction of feeding behaviours potentially specific to deep-sea deposit feeders. One possible strategy, thus far documented only indirectly, is to ‘ squirrel ’ away rich food from the seasonal or episodic pulses that recently have been shown to fuel meiofaunal growth. Echiurans and sipunculids show morphological and faecal handling patterns consonant with this suggestion. Where it is prevalent, this foraging strategy can have profound effects on stratigraphy. Autocoprophagy is another expected behaviour across a wider taxonomic spectrum, but one that is especially difficult to document. The principle of lost opportunity also predicts highly selective ingestion, not necessarily accomplished by the assessment of individual particles but possibly through pit building in areas where fluids move near-bed material. Under many depositions regimes, small but abundant feeding depressions may be the primary sites where deposition occurs. Conversely, digestive utilization of heterogeneous refractory substrates like humic acids seems as unlikely as an effective municipal waste recycling system that starts with mixed garbage. High gut: body volume ratios in deep-sea deposit feeders, rather than representing an adaptation to use this heterogeneous and refractory end of the food spectrum, instead may allow (through greater residence time of ingested material) greater conversion and absorption of the labile fraction of sediments as it becomes scarcer. Intense natural selection for particle selection ability in fact is one possible reason for the prevalence of meiofauna in the deep sea, and for the diminutive size of macrofaunal taxa there. This selective pressure probably imposes a very restrictive bottleneck on the initial developmental stages of deposit feeders.

“This table breeds idleness!” read the text of a handwritten message placed prominently on the table I shared with 5 of my friends many years ago in secondary school. Ours was one of several tables positioned to the side of the main teaching area of the classroom where we would gather on arrival, decant our bags to tables, gossip with our ‘group’ and then begin our school day. It was also a space where we could sit or study quietly between classes and during free periods. The note about our idleness was left only on ‘our’ table. Recognising the handwriting of our classroom teacher, Sister Celestine, we greeted her note with restrained laughter and a sense of teenage pride. Her reprimand was stern, but she had also acknowledged our specialness. We were seen as we might have wanted to be seen, recalcitrant, not too hardworking, slightly roguish, and a bit improper.That note, and its words, stayed with me for a long time. There was something wonderfully urgent about this call to reflexivity; and something pleasantly disturbing about the panicky tone of its message. It seemed a peculiar expression of both crisis and care. ‘Idleness’ was a word we rarely encountered. In fact, it seemed such an old fashioned utterance, belonging more to a past era of our nun and the vernacular of her time. What was it that moved this nun to construe our mischief and our youthful conviviality as idleness? We considered ourselves spirited and boisterous, certainly not inert, as the word seemed to imply. This was curious, but it was the word ‘breeds’ that captured me more. What precisely is the generative or reproductive power of the conjunction of our bodies and this table? The concern was clearly not just about our idleness, but also about the breeding power of this table.Idleness here speaks to us of what happens when proper things are not happening. When the table and our bodies converge in this space of idleness we are in the terrain of waste: wasting time (that could be spent on studying), wasting potential (that could advance our life prospects), wasting space (that could be used productively). The breeding of idleness is a judgement about how we are occupying this time and space. The table is a wasted space, and in turn it produces us as a waste of space. It is regulated by a circular logic. We are wasting time, which is wasting space; this in turn produces us as the wasters of that space. The space of the table might be used more purposefully, but not while it is breeding us. The nun’s note to us might have read, “You are a waste of space because you are wasting time.” Time is thus spatialised. The ‘table of idleness’ has returned to me in recent times as a partial metaphor for the paradigm of urban renewal. Contemporary urban renewal and regeneration programs in places like the UK, Europe, North America and Australia are inspired to use space more productively, and to design and develop urban space in ways that enable the production of vibrant, clean, safer places where cultural diversity might be experienced as cosmopolitan chic. Tethering modern urban design to property development and the trend to ‘lifestyle’ based local economies, urban renewal is a strategy sweeping most postindustrial economies. Suburbs ripe for these renewal, regeneration or revitalisation projects are identified in part through the presence of dormant, derelict spaces, in other words, wasted spaces from bygone eras. Typically these suburbs show the signs of neglect associated with economic change. They have become dormant as large-scale deindustrialisation and the development of large shopping malls away from urban centres sees people exiting the suburbs to work and shop. Street life diminishes and local businesses struggle or close, leaving landscapes of decaying infrastructure and urban decline. Urban renewal apprehends such idle spaces as wasted opportunities that can be designed and developed into a usefulness that provides lifestyles of comfort, vitality and urban safety. But these wasted spaces also produce shadow wastes. Much like our table of indolence and time wasting, these spaces are considered breeding grounds, not just for a sense of urban dullness and decay but, more worryingly, for generating urban sloth and danger. They become the breeding grounds for what is now commonly referred to as ‘antisocial behaviour’ or ‘urban incivility’. That is, those who ‘unproductively’ and ‘dangerously’ occupy particular urban public spaces. In the inner western Melbourne suburb of Footscray, which is currently undergoing renewal, these bodies are identified as the unruly public drinkers and drug users, black African men who have created a street café culture, and people with mental health difficulties who occupy the streets and who at times display anomalous bodily comportment and atypical civil demeanours. Many of these people are poor and sometimes engage in unconventional modalities of conviviality. A contemporary urban version of the idle schoolgirls in many ways, they sit at tables, on footpaths, in stairwells, on seats, in parks and often linger around railways stations. They are the unproductive, idle, culturally defunct bodies of the present day. It is useful to hold these bodies in mind when considering the waste products, and waste producers, of present time In the discourse of urban renewal, Footscray is depicted as a once thriving regional hub that has been ‘in decline’ since the 1980s. Decline here is code for the loss of industry and retail business alongside rising levels of poverty, cultural diversity, and public crime (predominantly drug related and property crime). A suburb in the grip of uneven gentrifying change, its dominant image of danger and diversity still sabotages its ‘lifestyle potential’. It remains a wasted space.The nexus of urban renewal and wasted space reveals a double obligation of renewal programs. The need to remove the waste, to ‘clean up’ the debris and decay of a bygone industrial and suburban era and to ‘clean out’ its progeny, the bodies borne of, and now further wasting, this wasted space. In this sense idle space as waste entails a bio-politics that produces particular bodies as a ‘waste of space’. Urban Dictionary defines waste of space thus: 1. A person devoid of any redeeming characteristics; 2. Someone who consumes valuable resources without contributing anything to society. A bum. A drain on the economy. 3. A person or occasionally an object which nobody is fond of. In fact, most people hate this person/thing and find it completely useless. 4. Completely useless people. 5. Waste of room, usually on computer hard drives, that could be used for better things. It is therefore worth considering the conceptual and historical trajectory of the link between waste and idleness as a prelude to considering in more detail some of the anxieties associated with the disorderly urban effects of idle bodies in wasted spaces. Waste as Improper UseAt its most elemental, waste is a judgment. Waste as profligate or excess consumption, or as leftover material, or as something that has deteriorated through neglect or lack of effort, is a moral reckoning. Judgments about waste signal a moral economy far more than they do a fiscal one. In his book On Garbage, John Scanlan notes that ‘waste’ in its old and middle English modes referred to a land or an environment that was unsuitable to human habitation. This reference was gradually replaced by the corresponding terms ‘wilderness’ or ‘desert’, thus marking the beginning of waste as reprimand. Bringing together modern and pre-modern language usage, Scanlan suggests that waste at its most general refers to an imbalance (22). Whether it is rubbish, junk, clutter or other extravagance excess, and squander, waste is too much, but also too little in the sense of ‘not making the best use of something’ (time, resources, opportunities). Pared right down waste refers to the proper use of something. Scanlan again: “‘waste’ carries force because of the way in which it symbolises an idea of improper use, and therefore operates within a more or less moral economy of the right, the good, the proper, their opposites and all values in between” (22 my emphasis). In the contemporary urban domain this might refer to the overuse of vast tracts of land exhausted or wrecked by industry, the abandonment or underutilisation of shops and commons, or the improper and uncivil use of the space that lingers. Scanlan traces this idea of waste as improper use back to the relation between self and natural space that inheres in seventeenth century English political philosophy. Referring to the work of John Locke in particular, waste is conceived as the original condition of the chaos of nature. For Locke selfhood became linked to freedom from this chaos and entailed the virtue, indeed the necessity, of human labour and intervention to ward off the potential ruin that nature may inflict. Locke outlines a philosophical and ethical basis for claims to property over land and natural resources such that “claims to property ownership rest on an idea of the proper use of land which entails the appropriation (through the use of one’s labour) of its previously unused potential” (Scanlan 24). Hence, “Land that is left wholly to nature, that hath no improvement of pasturage, tillage, or planting, is called, as indeed it is, waste; and we shall see the benefit of it amount to little more than nothing.” (Locke quoted in Scanlan 24). This Lockean understanding of waste has come to be associated with his theories of property rights, but, as Scanlan points out, it was also driven by the idea that any benefits derived from property were “dependent on a duty to a higher power” (26).Nature is construed as useless and chaotic (waste) in the absence of human intervention. Property and ‘land use’ were not just about use by humans, but use for humans in order to defend them against the unruliness of nature and the disorder and ruin it might issue. The danger of going to rack and ruin through the disorder of untamed waste is crucial to this understanding. To neglect nature through idleness or lack of intervention is to invite ruin. Idleness thus breeds waste. There is a link here between land and character, for doing nothing or not doing things properly corresponds with improper character. Scanlan advances that waste can best be understood here as an indeterminacy signaling the need for form and discipline. He notes that Montaigne in his essay On Idleness compares wasted land with the idle mind, which when undisciplined allows wildness of character and purpose. Reminiscent of schoolgirls at their table of idleness, the defunct bodies of urban life are seen to be without purpose or goal and to be wasteful of life itself. As a consequence they are deemed to be inviting havoc and all its destructive tendencies. This fear of the indeterminacy of waste, says Scanlan, portends the social and cultural links between “waste, imperfection, disorder and ruin” (25). While concepts of properness and proper use have multiple histories, it is not difficult to see how these seventeenth century Enlightenment associations of proper use and rights to property underpinned the period of new imperialism of the nineteenth century. We might say then that waste features prominently in the imperialist imaginary. Codes of properness, as in the proper use of things, are time and place specific, hence interrogating the meanings of ‘proper use’ entails a prior enquiry into the framing of time. It is linear time, that is, time as progress which frames imperial and colonial history. Progress is movement away from scarcity, disorder and deficiency towards enlightened reason, discipline and mastery. However, this notion of progress, which is central to ideologies of both Enlightenment and imperialism, is always dependent on a shadow other: backwardness. Anne McClintock emphasises a corresponding need to always travel backwards in time in order to apprehend the colonised spaces and people as existing in an eternally prior time, as obsolete historical subjects. According to McClintock, imperialist discourse relies on two principal tropes: panoptical time and anachronistic space. She explains that the eighteenth century historians and empiricists required “a visual paradigm […] to display evolutionary progress as a measurable spectacle.” Progress is fundamentally a visually driven process and narrative. Panoptical time is depicted as “the image of global history consumed—at a glance—in a single spectacle from the point of privileged invisibility” (37). Marginal groups are placed outside of history in the sense that they can be seen by the bourgeoisie, who itself remains unseen. In this spectacle of progress, history appears static and fixed, but this is countered through the invention of the trope of anachronistic space. This space denies the agency of the archaic subjects that exist outside and therefore threaten history as progress. McClintock explains: “the agency of women, the colonised and the industrial working class are disavowed and projected onto anachronistic space: prehistoric, atavistic and irrational, inherently out of place in the historical time of modernity” (40). If imperial panoptical time produces inferior subjects who are “hemmed in” (Fanon 29) by anterior time and anachronistic space, contemporary urban renewal projects prompt questions about their time, the time of now. How might we conceptualise the time/space of now, and are these regulatory technologies of panoptical time and anachronistic space at work in the time/space of now? In what way is urban renewal a contemporary “measurable spectacle of progress” in an age of postindustrial neoliberalism?Urban Space, Proper Use and Idle BodiesIn a recent article on sexual politics and torture, Judith Butler argues that the ways in which debates of this nature are framed “are already imbued with the problem of time, of progress in particular, and in certain notions of what it means to unfold a future of freedom in time” (1). Butler reminds us that hegemonic conceptions of progress endure, and continue to define themselves over and against a pre-modern temporality produced for self-legitimation. This narrative of progressive modernity continues to spatialise time. For her it is the framing of modernity as sexual freedom that apprehends others as outmoded and stuck in anachronistic space. The time of now in the urban setting is the time of neoliberal modernity, a time that is also driven by spectacle. The vision of freedom through lifestyle consumption similarly identifies others who are outside this time and who threaten it. Neoliberalism as the ideology of a radically free market that institutes economic deregulation, tariff reduction, public financial support for business and its shareholders, and the reduced role of government in areas of welfare and social expenditure, the effects of which are discernable at the urban scale. For Neil Brenner and Nik Theodore, “actually existing neoliberalism” is witnessed in what they call the “creative destruction” that inheres in the urbanisation of neoliberalism. In this materialisation of neoliberal time, modernity and progress continue to be driven visually. Thus this neoliberal/urban nexus depends on further sub-units of time, nominated by Brenner and Theodore as moments of (visual) “destruction and creation.” A series of examples of such creative destruction are offered by Brenner and Theodore and include the destruction of rights through the creation policing and social exclusion agendas. They argue that the mechanism of “re-regulating urban civility” entails moments of destroying notions of the liberal city in which all inhabitants are entitled to social services and political rights, and moments of creating zero tolerance policing, new forms of social surveillance and new policies to prevent social exclusion. The destructive moment of “re-representing the city” recasts the postwar image of the working class through visions of urban disorder, dangerous classes of people and of economic decline, involves the creative moment of entrepreneurial discourses about the need for revitalisation, renewal and reinvestment in urban areas (372). The ‘proper use’ of neoliberal urban space depends on the dynamic of destruction/creation through a new consumer-driven urban entrepreneurialism. Urban renewal as proper neoliberal usage is a re-ordering of space to make it fit for purpose. Proper use here follows the Lockean impulse of human intervention through planning, design and redevelopment, is now apprehended not as service to God, but capitulation to the dictates of the neoliberal agendas implemented by the combined forces of the state and capital. The moral economy of waste is at work in the moral economy of urban renewal, As Sharon Zukin elaborates: “the look and feel of cities reflect decisions about what and who should be visible and what should not, concepts of order and disorder, and on uses of aesthetic power” (7). At the crux of waste, and of urban renewal, is an anxiety about visibility, therefore the persistently visible presence of waste as idleness, has become an acute focus of contemporary urban governance and police ‘law and order’ campaigns. Modernity and progress must materialise as an urban aesthetic that is purposeful and vibrant, not idle and wasteful.The indeterminacy of waste thus becomes determined by its attribution as ‘garbage’ to be disposed of, banished, evicted, cast out. Waste converted to garbage is made into an object disconnected from the process of its production. Garbage is a noun rather than a verb, and as such, it conceals process. Creative destruction is again at play; waste is destroyed (as process) and garbage (as object) is produced. In the suburbs this conversion from process to object is narrated through the objectifying language of anti social behavior and incivility. I recently attended Maribyrnong council meeting (Maribyrnong being the local government authority for Footscray), where a discussion about cleaning up the central activity district quickly became a discussion about “those antisocial people.” This was not the terminology of council officers, but of a number of ratepayers. This anxiety about the image of the area is reflected also in the minutes of a further council meeting where differences between the stigmatised image of Footscray was compared with the changing images of other inner municipalities: “The visibility of these antisocial behaviours and the associated negative impact has significantly diminished in these [other] areas due to the gentrification of the inner-city, and the associated revitalisation of street activities. [Our municipality] is on the cusp of a similar transformation. In the meantime the social issues … continue to remain more visible” (71). These bodies are the garbage to be removed from the urban landscape so it might be made anew.The bodies at the imaginative centre of this cleansing impulse are those bodies that one might see as the waste products of neoliberalism. Loic Wacquant suggests that today’s urban policies focus on “making the dangerous and dirty classes invisible.” This, he argues is “leading to a cleansing of the urban environment and the streets from the physical and human detritus wrought by economic deregulation and welfare retrenchment” (198). Consequently, waste in urban renewal both conceals and reveals the shadow side of contemporary cultural politics. Public policy is increasingly concerned with the detritus, yet the failed and wasted bodies that litter the streets and stations, these bodies and their predicaments, as with other garbage objects, are steadfastly disconnected from the policies and processes that produced and continue to ‘breed’ them. The moral economy of urban renewal targets a cluster of wastes—idle bodies, wasted time, and improper uses of space—all fused in an endless reproduction of uselessness. This coalescence of wastes and wasters forms the spectacle of contemporary urban decay and failure. Neoliberal urban renewal begins to mimic Locke’s taming of nature, making it useful as a defense against ruin and disorder. The uncultivated bodies of urban waste are contemporary versions of Lockean wildness. Being of such poor character they have no right to occupy the property in which they idle. Through the panoptical time of neoliberalism they are cast as remarkable spectacles of failure, out of place in this time and space. They are wasting time, and are themselves a waste of space. This article investigates the possibilities for understanding waste as a resource, with a particular focus on understanding food waste as a food resource. It considers the popular yeast spread Vegemite within this frame. The spread’s origins in waste product, and how it has achieved and sustained its status as a popular symbol of Australia despite half a century of Australian gastro-multiculturalism and a marked public resistance to other recycling and reuse of food products, have not yet been a focus of study. The process of producing Vegemite from waste would seem to align with contemporary moves towards recycling food waste, and ensuring environmental sustainability and food security, yet even during times of austerity and environmental concern this has not provided the company with a viable marketing strategy. Instead, advertising copywriting and a recurrent cycle of product memorialisation have created a superbrand through focusing on Vegemite’s nutrient and nostalgic value.John Scanlan notes that producing waste is a core feature of modern life, and what we dispose of as surplus to our requirements—whether this comprises material objects or more abstract products such as knowledge—reveals much about our society. In observing this, Scanlan asks us to consider the quite radical idea that waste is central to everything of significance to us: the “possibility that the surprising core of all we value results from (and creates even more) garbage (both the material and the metaphorical)” (9). Others have noted the ambivalent relationship we have with the waste we produce. C. T. Anderson notes that we are both creator and agent of its disposal. It is our ambivalence towards waste, coupled with its ubiquity, that allows waste materials to be described so variously: negatively as garbage, trash and rubbish, or more positively as by-products, leftovers, offcuts, trimmings, and recycled.This ambivalence is also crucial to understanding the affectionate relationship the Australian public have with Vegemite, a relationship that appears to exist in spite of the product’s unpalatable origins in waste. A study of Vegemite reveals that consumers can be comfortable with waste, even to the point of eating recycled waste, as long as that fact remains hidden and unmentioned. In Vegemite’s case not only has the product’s connection to waste been rendered invisible, it has been largely kept out of sight despite considerable media and other attention focusing on the product. Recycling Food Waste into Food ProductRecent work such as Elizabeth Royte’s Garbage Land and Tristram Stuart’s Waste make waste uncomfortably visible, outlining how much waste, and food waste in particular, the Western world generates and how profligately this is disposed of. Their aim is clear: a call to less extravagant and more sustainable practices. The relatively recent interest in reducing our food waste has, of course, introduced more complexity into a simple linear movement from the creation of a food product, to its acquisition or purchase, and then to its consumption and/or its disposal. Moreover, the recycling, reuse and repurposing of what has previously been discarded as waste is reconfiguring the whole idea of what waste is, as well as what value it has. The initiatives that seem to offer the most promise are those that reconfigure the way waste is understood. However, it is not only the process of transforming waste from an abject nuisance into a valued product that is central here. It is also necessary to reconfigure people’s acculturated perceptions of, and reactions to waste. Food waste is generated during all stages of the food cycle: while the raw materials are being grown; while these are being processed; when the resulting food products are being sold; when they are prepared in the home or other kitchen; and when they are only partly consumed. Until recently, the food industry in the West almost universally produced large volumes of solid and liquid waste that not only posed problems of disposal and pollution for the companies involved, but also represented a reckless squandering of total food resources in terms of both nutrient content and valuable biomass for society at large. While this is currently changing, albeit slowly, the by-products of food processing were, and often are, dumped (Stuart). In best-case scenarios, various gardening, farming and industrial processes gather household and commercial food waste for use as animal feed or as components in fertilisers (Delgado et al; Wang et al). This might, on the surface, appear a responsible application of waste, yet the reality is that such food waste often includes perfectly good fruit and vegetables that are not quite the required size, shape or colour, meat trimmings and products (such as offal) that are completely edible but extraneous to processing need, and other high grade product that does not meet certain specifications—such as the mountains of bread crusts sandwich producers discard (Hickman), or food that is still edible but past its ‘sell by date.’ In the last few years, however, mounting public awareness over the issues of world hunger, resource conservation, and the environmental and economic costs associated with food waste has accelerated efforts to make sustainable use of available food supplies and to more efficiently recycle, recover and utilise such needlessly wasted food product. This has fed into and led to multiple new policies, instances of research into, and resultant methods for waste handling and treatment (Laufenberg et al). Most straightforwardly, this involves the use or sale of offcuts, trimmings and unwanted ingredients that are “often of prime quality and are only rejected from the production line as a result of standardisation requirements or retailer specification” from one process for use in another, in such processed foods as soups, baby food or fast food products (Henningsson et al. 505). At a higher level, such recycling seeks to reclaim any reusable substances of significant food value from what could otherwise be thought of as a non-usable waste product. Enacting this is largely dependent on two elements: an available technology and being able to obtain a price or other value for the resultant product that makes the process worthwhile for the recycler to engage in it (Laufenberg et al). An example of the latter is the use of dehydrated restaurant food waste as a feedstuff for finishing pigs, a reuse process with added value for all involved as this process produces both a nutritious food substance as well as a viable way of disposing of restaurant waste (Myer et al). In Japan, laws regarding food waste recycling, which are separate from those governing other organic waste, are ensuring that at least some of food waste is being converted into animal feed, especially for the pigs who are destined for human tables (Stuart). Other recycling/reuse is more complex and involves more lateral thinking, with the by-products from some food processing able to be utilised, for instance, in the production of dyes, toiletries and cosmetics (Henningsson et al), although many argue for the privileging of food production in the recycling of foodstuffs.Brewing is one such process that has been in the reuse spotlight recently as large companies seek to minimise their waste product so as to be able to market their processes as sustainable. In 2009, for example, the giant Foster’s Group (with over 150 brands of beer, wine, spirits and ciders) proudly claimed that it recycled or reused some 91.23% of 171,000 tonnes of operational waste, with only 8.77% of this going to landfill (Foster’s Group). The treatment and recycling of the massive amounts of water used for brewing, rinsing and cooling purposes (Braeken et al.; Fillaudeaua et al.) is of significant interest, and is leading to research into areas as diverse as the development microbial fuel cells—where added bacteria consume the water-soluble brewing wastes, thereby cleaning the water as well as releasing chemical energy that is then converted into electricity (Lagan)—to using nutrient-rich wastewater as the carbon source for creating bioplastics (Yu et al.).In order for the waste-recycling-reuse loop to be closed in the best way for securing food supplies, any new product salvaged and created from food waste has to be both usable, and used, as food (Stuart)—and preferably as a food source for people to consume. There is, however, considerable consumer resistance to such reuse. Resistance to reusing recycled water in Australia has been documented by the CSIRO, which identified negative consumer perception as one of the two primary impediments to water reuse, the other being the fundamental economics of the process (MacDonald & Dyack). This consumer aversion operates even in times of severe water shortages, and despite proof of the cleanliness and safety of the resulting treated water. There was higher consumer acceptance levels for using stormwater rather than recycled water, despite the treated stormwater being shown to have higher concentrations of contaminants (MacDonald & Dyack). This reveals the extent of public resistance to the potential consumption of recycled waste product when it is labelled as such, even when this consumption appears to benefit that public. Vegemite: From Waste Product to Australian IconIn this context, the savoury yeast spread Vegemite provides an example of how food processing waste can be repurposed into a new food product that can gain a high level of consumer acceptability. It has been able to retain this status despite half a century of Australian gastronomic multiculturalism and the wide embrace of a much broader range of foodstuffs. Indeed, Vegemite is so ubiquitous in Australian foodways that it is recognised as an international superbrand, a standing it has been able to maintain despite most consumers from outside Australasia finding it unpalatable (Rozin & Siegal). However, Vegemite’s long product history is one in which its origin as recycled waste has been omitted, or at the very least, consistently marginalised.Vegemite’s history as a consumer product is narrated in a number of accounts, including one on the Kraft website, where the apocryphal and actual blend. What all these narratives agree on is that in the early 1920s Fred Walker—of Fred Walker and Company, Melbourne, canners of meat for export and Australian manufacturers of Bonox branded beef stock beverage—asked his company chemist to emulate Marmite yeast extract (Farrer). The imitation product was based, as was Marmite, on the residue from spent brewer’s yeast. This waste was initially sourced from Melbourne-based Carlton & United Breweries, and flavoured with vegetables, spices and salt (Creswell & Trenoweth). Today, the yeast left after Foster Group’s Australian commercial beer making processes is collected, put through a sieve to remove hop resins, washed to remove any bitterness, then mixed with warm water. The yeast dies from the lack of nutrients in this environment, and enzymes then break down the yeast proteins with the effect that vitamins and minerals are released into the resulting solution. Using centrifugal force, the yeast cell walls are removed, leaving behind a nutrient-rich brown liquid, which is then concentrated into a dark, thick paste using a vacuum process. This is seasoned with significant amounts of salt—although less today than before—and flavoured with vegetable extracts (Richardson).Given its popularity—Vegemite was found in 2009 to be the third most popular brand in Australia (Brand Asset Consulting)—it is unsurprising to find that the product has a significant history as an object of study in popular culture (Fiske et al; White), as a marker of national identity (Ivory; Renne; Rozin & Siegal; Richardson; Harper & White) and as an iconic Australian food, brand and product (Cozzolino; Luck; Khamis; Symons). Jars, packaging and product advertising are collected by Australian institutions such as Sydney’s Powerhouse Museum and the National Museum of Australia in Canberra, and are regularly included in permanent and travelling exhibitions profiling Australian brands and investigating how a sense of national identity is expressed through identification with these brands. All of this significant study largely focuses on how, when and by whom the product has been taken up, and how it has been consumed, rather than its links to waste, and what this circumstance could add to current thinking about recycling of food waste into other food products.It is worth noting that Vegemite was not an initial success in the Australian marketplace, but this does not seem due to an adverse public perception to waste. Indeed, when it was first produced it was in imitation of an already popular product well-known to be made from brewery by-products, hence this origin was not an issue. It was also introduced during a time when consumer relationships to waste were quite unlike today, and thrifty re-use of was a common feature of household behaviour. Despite a national competition mounted to name the product (Richardson), Marmite continued to attract more purchasers after Vegemite’s launch in 1923, so much so that in 1928, in an attempt to differentiate itself from Marmite, Vegemite was renamed “Parwill—the all Australian product” (punning on the idea that “Ma-might” but “Pa-will”) (White 16). When this campaign was unsuccessful, the original, consumer-suggested name was reinstated, but sales still lagged behind its UK-owned prototype. It was only after remaining in production for more than a decade, and after two successful marketing campaigns in the second half of the 1930s that the Vegemite brand gained some market traction. The first of these was in 1935 and 1936, when a free jar of Vegemite was offered with every sale of an item from the relatively extensive Kraft-Walker product list (after Walker’s company merged with Kraft) (White). The second was an attention-grabbing contest held in 1937, which invited consumers to compose Vegemite-inspired limericks. However, it was not the nature of the product itself or even the task set by the competition which captured mass attention, but the prize of a desirable, exotic and valuable imported Pontiac car (Richardson 61; Superbrands).Since that time, multinational media company, J Walter Thompson (now rebranded as JWT) has continued to manage Vegemite’s marketing. JWT’s marketing has never looked to Vegemite’s status as a thrifty recycler of waste as a viable marketing strategy, even in periods of austerity (such as the Depression years and the Second World War) or in more recent times of environmental concern. Instead, advertising copywriting and a recurrent cycle of cultural/media memorialisation have created a superbrand by focusing on two factors: its nutrient value and, as the brand became more established, its status as national icon. Throughout the regular noting and celebration of anniversaries of its initial invention and launch, with various commemorative events and products marking each of these product ‘birthdays,’ Vegemite’s status as recycled waste product has never been more than mentioned. Even when its 60th anniversary was marked in 1983 with the laying of a permanent plaque in Kerferd Road, South Melbourne, opposite Walker’s original factory, there was only the most passing reference to how, and from what, the product manufactured at the site was made. This remained the case when the site itself was prioritised for heritage listing almost twenty years later in 2001 (City of Port Phillip).Shying away from the reality of this successful example of recycling food waste into food was still the case in 1990, when Kraft Foods held a nationwide public campaign to recover past styles of Vegemite containers and packaging, and then donated their collection to Powerhouse Museum. The Powerhouse then held an exhibition of the receptacles and the historical promotional material in 1991, tracing the development of the product’s presentation (Powerhouse Museum), an occasion that dovetailed with other nostalgic commemorative activities around the product’s 70th birthday. Although the production process was noted in the exhibition, it is noteworthy that the possibilities for recycling a number of the styles of jars, as either containers with reusable lids or as drinking glasses, were given considerably more notice than the product’s origins as a recycled product. By this time, it seems, Vegemite had become so incorporated into Australian popular memory as a product in its own right, and with such a rich nostalgic history, that its origins were no longer of any significant interest or relevance.This disregard continued in the commemorative volume, The Vegemite Cookbook. With some ninety recipes and recipe ideas, the collection contains an almost unimaginably wide range of ways to use Vegemite as an ingredient. There are recipes on how to make the definitive Vegemite toast soldiers and Vegemite crumpets, as well as adaptations of foreign cuisines including pastas and risottos, stroganoffs, tacos, chilli con carne, frijole dip, marinated beef “souvlaki style,” “Indian-style” chicken wings, curries, Asian stir-fries, Indonesian gado-gado and a number of Chinese inspired dishes. Although the cookbook includes a timeline of product history illustrated with images from the major advertising campaigns that runs across 30 pages of the book, this timeline history emphasises the technological achievement of Vegemite’s creation, as opposed to the matter from which it orginated: “In a Spartan room in Albert Park Melbourne, 20 year-old food technologist Cyril P. Callister employed by Fred Walker, conducted initial experiments with yeast. His workplace was neither kitchen nor laboratory. … It was not long before this rather ordinary room yielded an extra-ordinary substance” (2). The Big Vegemite Party Book, described on its cover as “a great book for the Vegemite fan … with lots of old advertisements from magazines and newspapers,” is even more openly nostalgic, but similarly includes very little regarding Vegemite’s obviously potentially unpalatable genesis in waste.Such commemorations have continued into the new century, each one becoming more self-referential and more obviously a marketing strategy. In 2003, Vegemite celebrated its 80th birthday with the launch of the “Spread the Smile” campaign, seeking to record the childhood reminisces of adults who loved Vegemite. After this, the commemorative anniversaries broke free from even the date of its original invention and launch, and began to celebrate other major dates in the product’s life. In this way, Kraft made major news headlines when it announced that it was trying to locate the children who featured in the 1954 “Happy little Vegemites” campaign as part of the company’s celebrations of the 50th anniversary of the television advertisement. In October 2006, these once child actors joined a number of past and current Kraft employees to celebrate the supposed production of the one-billionth jar of Vegemite (Rood, "Vegemite Spreads" & "Vegemite Toasts") but, once again, little about the actual production process was discussed. In 2007, the then iconic marching band image was resituated into a contemporary setting—presumably to mobilise both the original messages (nutritious wholesomeness in an Australian domestic context) as well as its heritage appeal. Despite the real interest at this time in recycling and waste reduction, the silence over Vegemite’s status as recycled, repurposed food waste product continued.Concluding Remarks: Towards Considering Waste as a ResourceIn most parts of the Western world, including Australia, food waste is formally (in policy) and informally (by consumers) classified, disposed of, or otherwise treated alongside garden waste and other organic materials. Disposal by individuals, industry or local governments includes a range of options, from dumping to composting or breaking down in anaerobic digestion systems into materials for fertiliser, with food waste given no special status or priority. Despite current concerns regarding the security of food supplies in the West and decades of recognising that there are sections of all societies where people do not have enough to eat, it seems that recycling food waste into food that people can consume remains one of the last and least palatable solutions to these problems. This brief study of Vegemite has attempted to show how, despite the growing interest in recycling and sustainability, the focus in both the marketing of, and public interest in, this iconic and popular product appears to remain rooted in Vegemite’s nutrient and nostalgic value and its status as a brand, and firmly away from any suggestion of innovative and prudent reuse of waste product. That this is so for an already popular product suggests that any initiatives that wish to move in this direction must first reconfigure not only the way waste itself is seen—as a valuable product to be used, rather than as a troublesome nuisance to be disposed of—but also our own understandings of, and reactions to, waste itself.Acknowledgements Many thanks to the reviewers for their perceptive, useful, and generous comments on this article. It seemed like a really good way to build a sense of community.Dannette Lank, Little Free Library steward, Whitefish Bay, Wisconsin, 2013 (Rumage)Against a backdrop of stagnant literacy rates and enduring perceptions of urban decay and the decline of communities in cities (NCES, “Average Literacy”; NCES, “Average Prose”; Putnam 25; Skogan 8), legions of Little Free Libraries (LFLs) have sprung up across the United States between 2009 and the present. LFLs are small, often homemade structures housing books and other physical media for passersby to choose a book to take or leave a book to share with others. People have installed the structures in front of homes, schools, libraries, churches, fire and police stations, community gardens, and in public parks. There are currently 50,000 LFLs around the world, most of which are in the continental United States (Aldrich, “Big”). LFLs encompass building in multiple senses of the term; LFLs are literally tiny buildings to house books and people use the structures for building neighbourhood social capital. The organisation behind the movement cites “building community” as one of its three core missions (Little Free Library). Rowan Moore, theorising humans’ reasons for building, argues desire and emotion are central (16). The LFL movement provides evidence for this claim: stewards erect LFLs based on hope for increased literacy and a desire to build community through their altruistic actions. This article investigates how LFLs build urban community and explores barriers to the endeavour, specifically municipal building and right of way ordinances used in attempts to eradicate the structures. It also examines local responses to these municipal actions and potential challenges to traditional public libraries brought about by LFLs, primarily the decrease of visits to public libraries and the use of LFLs to argue for defunding of publicly provided library services. The work argues that LFLs build community in some places but may threaten other community services. This article employs qualitative content analysis of 261 stewards’ comments about their registered LFLs on the organisation’s website drawn from the two largest cities in a Midwestern state and an interview with an LFL steward in a village in the same state to analyse how LFLs build community. The two cities, located in the state where the LFL movement began, provide a cross section of innovators, early adopters, and late adopters of the book exchanges, determined by their registered charter numbers. Press coverage and municipal documents from six cities across the US gathered through a snowball sample provide data about municipal challenges to LFLs. Blog posts penned by practising librarians furnish some opinions about the movement. This research, while not a representative sample, identifies common themes and issues around LFLs and provides a basis for future research.The act of building and curating an LFL is a representation of shared beliefs about literacy, community, and altruism. Establishing an LFL is an act of civic participation. As Nico Carpentier notes, while some civic participation is macro, carried out at the level of the nation, other participation is micro, conducted in “the spheres of school, family, workplace, church, and community” (17). Ruth H. Landman investigates voluntary activities in the city, including community gardening, and community bakeries, and argues that the people associated with these projects find themselves in a “denser web of relations” than previously (2). Gretchen M. Herrmann argues that neighbourhood garage sales, although fleeting events, build an enduring sense of community amongst participants (189). Ray Oldenburg contends that people create associational webs in what he calls “great good places”; third spaces separate from home and work (20-21). Little Free Libraries and Community BuildingEmotion plays a central role in the decision to become an LFL steward, the person who establishes and maintains the LFL. People recount their desire to build a sense of community and share their love of reading with neighbours (Charter 4684; Charter 8212; Charter 9437; Charter 9705; Charter 16561). One steward in the study reported, “I love books and I want to be able to help foster that love in our neighbourhood as well” (Charter 4369). Image credit: Nadine Kozak.Relationships and emotional ties are central to some people’s decisions to have an LFL. The LFL website catalogues many instances of memorial LFLs, tributes to librarians, teachers, and avid readers. Indeed, the first Little Free Library, built by Todd Bol in 2009, was a tribute to his late mother, a teacher who loved reading (“Our History”). In the two city study area, ten LFLs are memorials, allowing bereaved families to pass on a loved one’s penchant for sharing books and reading (Charter 1235; Charter 1309; Charter 4604; Charter 6219; Charter 6542; Charter 6954; Charter 10326; Charter 16734; Charter 24481; Charter 30369). In some cases, urban neighbours come together to build, erect, and stock LFLs. One steward wrote: “Those of us who live in this friendly neighborhood collaborated to design[,] build and paint a bungalow themed library” to match the houses in the neighbourhood (Charter 2532). Another noted: “Our neighbor across the street is a skilled woodworker, and offered to build the library for us if we would install it in our yard and maintain it. What a deal!” (Charter 18677). Community organisations also install and maintain LFLs, including 21 in the study population (e.g. Charter 31822; Charter 27155).Stewards report increased communication with neighbours due to their LFLs. A steward noted: “We celebrated the library’s launch on a Saturday morning with neighbors of all ages. We love sitting on our front porch and catching up with the people who stop to check out the books” (Charter 9673). Another exclaimed:within 24 hours, before I had time to paint it, my Little Free Library took on a life of its own. All of a sudden there were lots of books in it and people stopping by. I wondered where these books came from as I had not put any in there. Little kids in the neighborhood are all excited about it and I have met neighbors that I had never seen before. This is going to be fun! (Charter 15981)LFLs build community through social interaction and collaboration. This occurs when neighbours come together to build, install, and fill the structures. The structures also open avenues for conversation between neighbours who had no connection previously. Like Herrmann’s neighbourhood garage sales, LFLs create and maintain social ties between neighbours and link them by the books they share. Additionally, when neighbours gather and communicate at the LFL structure, they create a transitory third space for “informal public life”, where people can casually interact at a nearby location (Oldenburg 14, 288).Building Barriers, Creating CommunityThe erection of an LFL in an urban neighbourhood is not, however, always a welcome sight. The news analysis found that LFLs most often come to the attention of municipal authorities via citizen complaints, which lead to investigations and enforcement of ordinances. In Kansas, a neighbour called an LFL an “eyesore” and an “illegal detached structure” (Tapper). In Wisconsin, well-meaning future stewards contacted their village authorities to ask about rules, inadvertently setting off a six-month ban on LFLs (Stingl; Rumage). Resulting from complaints and inquiries, municipalities regulated, and in one case banned, LFLs, thus building barriers to citizens’ desires to foster community and share books with neighbours.Municipal governments use two major areas of established code to remove or prohibit LFLs: ordinances banning unapproved structures in residents’ yards and those concerned with obstructions to right of ways when stewards locate the LFLs between the public sidewalk and street.In the first instance, municipal ordinances prohibit either front yard or detached structures. Controversies over these ordinances and LFLs erupted in Whitefish Bay, Wisconsin, in 2012; Leawood, Kansas, in 2014; Shreveport, Louisiana, in 2015; and Dallas, Texas, in 2015. The Village of Whitefish Bay banned LFLs due to an ordinance prohibiting “front yard structures,” including mailboxes (Sanburn; Stingl). In Leawood, the city council argued that an LFL, owned by a nine-year-old boy, violated an ordinance that forbade the construction of any detached structures without city council permission. In Shreveport, the stewards of an LFL received a cease and desist letter from city council for having an “accessory structure” in the front yard (LaCasse; Burris) and Dallas officials knocked on a steward’s front door, informing her of a similar breach (Kellogg).In the second instance, some urban municipalities argued that LFLs are obstructions that block right of ways. In Lincoln, Nebraska, the public works director noted that the city “uses the area between the sidewalk and the street for snow storage in the winter, light poles, mailboxes, things like that.” The director continued: “And I imagine these little libraries are meant to congregate people like a water cooler, but we don’t want people hanging around near the road by the curb” (Heady). Both Lincoln in 2014 and Los Angeles (LA), California, in 2015, cited LFLs for obstructions. In Lincoln, the city notified the Southminster United Methodist Church that their LFL, located between the public sidewalk and street, violated a municipal ordinance (Sanburn). In LA, the Bureau of Street Services notified actor Peter Cook that his LFL, situated in the right of way, was an “obstruction” that Cook had to remove or the city would levy a fine (Moss). The city agreed at a hearing to consider a “revocable permit” for Cook’s LFL, but later denied its issuance (Condes).Stewards who found themselves in violation of municipal ordinances were able to harness emotion and build outrage over limits to individuals’ ability to erect LFLs. In Kansas, the stewards created a Facebook page, Spencer’s Little Free Library, which received over 31,000 likes and messages of support. One comment left on the page reads: “The public outcry will force those lame city officials to change their minds about it. Leave it to the stupid government to rain on everybody’s parade” (“Good”). Children’s author Daniel Handler sent a letter to the nine-year-old steward, writing as Lemony Snicket, “fighting against librarians is immoral and useless in the face of brave and noble readers such as yourself” (Spencer’s). Indeed, the young steward gave a successful speech to city hall arguing that the body should allow the structures because “‘lots of people in the neighborhood used the library and the books were always changing. I think it’s good for Leawood’” (Bauman). Other local LFL supporters also attended council and spoke in favour of the structures (Harper). In LA, Cook’s neighbours started a petition that gathered over 100 signatures, where people left comments including, “No to bullies!” (Lopez). Additionally, neighbours gathered to discuss the issue (Dana). In Shreveport, neighbours left stacks of books in their front yards, without a structure housing them due to the code banning accessory structures. One noted, “I’m basically telling the [Metropolitan Planning Commission] to go sod off” (Friedersdorf; Moss). LFL proponents reacted with frustration and anger at the perceived over-reach of the government toward harmless LFLs. In addition to the actions of neighbours and supporters, the national and local press commented on the municipal constraints. The LFL movement has benefitted from a significant amount of positive press in its formative years, a press willing to publicise and criticise municipal actions to thwart LFL development. Stewards’ struggles against municipal bureaucracies building barriers to LFLs makes prime fodder for the news media. Herbert J. Gans argues an enduring value in American news is “the preservation of the freedom of the individual against the encroachments of nation and society” (50). The juxtaposition of well-meaning LFL stewards against municipal councils and committees provided a compelling opportunity to illustrate this value.National media outlets, including Time (Sanburn), Christian Science Monitor (LaCasse), and The Atlantic, drew attention to the issue. Writing in The Atlantic, Conor Friedersdorf critically noted:I wish I was writing this to merely extol this trend [of community building via LFLs]. Alas, a subset of Americans are determined to regulate every last aspect of community life. Due to selection bias, they are overrepresented among local politicians and bureaucrats. And so they have power, despite their small-mindedness, inflexibility, and lack of common sense so extreme that they’ve taken to cracking down on Little Free Libraries, of all things. (Friedersdorf, n.p.)Other columnists mirrored this sentiment. Writing in the LA Times, one commentator sarcastically wrote that city officials were “cracking down on one of the country’s biggest problems: small community libraries where residents share books” (Schaub). Journalists argued this was government overreach on non-issues rather than tackling larger community problems, such as income inequality, homelessness, and aging infrastructure (Solomon; Schaub). The protests and negative press coverage led to, in the case of the municipalities with front yard and detached structure ordinances, détente between stewards and councils as the latter passed amendments permitting and regulating LFLs. Whitefish Bay, Leawood, and Shreveport amended ordinances to allow for LFLs, but also to regulate them (Everson; Topil; Siegel). Ordinances about LFLs restricted their number on city blocks, placement on private property, size and height, as well as required registration with the municipality in some cases. Lincoln officials allowed the church to relocate the LFL from the right of way to church property and waived the $500 fine for the obstruction violation (Sanburn). In addition to the amendments, the protests also led to civic participation and community building including presentations to city council, a petition, and symbolic acts of defiance. Through this protest, neighbours create communities—networks of people working toward a common goal. This aspect of community building around LFLs was unintentional but it brought people together nevertheless.Building a Challenge to Traditional Libraries?LFL marketing and communication staff member Margaret Aldrich suggests in The Little Free Library Book that LFLs are successful because they are “gratifyingly doable” projects that can be accomplished by an individual (16). It is this ease of building, erecting, and maintaining LFLs that builds concern as their proliferation could challenge aspects of library service, such as public funding and patron visits. Some professional librarians are in favour of the LFLs and are stewards themselves (Charter 121; Charter 2608; Charter 9702; Charter 41074; Rumage). Others envision great opportunities for collaboration between traditional libraries and LFLs, including the library publicising LFLs and encouraging their construction as well as using LFLs to serve areas without, or far from, a public library (Svehla; Shumaker). While lauding efforts to build community, some professional librarians question the nomenclature used by the movement. They argue the phrase Little Free Libraries is inaccurate as libraries are much more than random collections of books. Instead, critics contend, the LFL structures are closer to book swaps and exchanges than actual libraries, which offer a range of services such as Internet access, digital materials, community meeting spaces, and workshops and programming on a variety of topics (American Library Association; Annoyed Librarian). One university reference and instruction librarian worries about “the general public’s perception and lumping together of little free libraries and actual ‘real’ public libraries” (Hardenbrook). By way of illustration, he imagines someone asking, “‘why do we need our tax money to go to something that can be done for FREE?’” (Hardenbrook). Librarians holding this perspective fear the movement might add to a trend of neoliberalism, limiting or ending public funding for libraries, as politicians believe that the localised, individual solutions can replace publicly funded library services. This is a trend toward what James Ferguson calls “responsibilized” citizens, those “deployed to produce governmentalized results that do not depend on direct state intervention” (172). In other countries, this shift has already begun. In the United Kingdom (UK), governments are devolving formerly public services onto community groups and volunteers. Lindsay Findlay-King, Geoff Nichols, Deborah Forbes, and Gordon Macfadyen trace the impacts of the 2012 Localism Act in the UK, which caused “sport and library asset transfers” (12) to community and volunteer groups who were then responsible for service provision and, potentially, facility maintenance as well. Rather than being in charge of a “doable” LFL, community groups and volunteers become the operators of much larger facilities. Recent efforts in the US to privatise library services as governments attempt to cut budgets and streamline services (Streitfeld) ground this fear. Another potential unintended consequence of the LFLs is decreasing visits to public libraries, which could provide officials seeking to defund them with evidence that they are no longer relevant or necessary. One LFL steward and avid reader remarked that she had not used her local public library since 2014 because “I was using the Little Free Libraries” (Steward). Academics and librarians must conduct more research to determine what impact, if any, LFLs are having on visits to traditional public libraries. ConclusionLittle Free Libraries across the United States, and increasingly in other countries, have generated discussion, promoted collaboration between neighbours, and led to sharing. In other words, they have built communities. This was the intended consequence of the LFL movement. There, however, has also been unplanned community building in response to municipal threats to the structures due to right of way, safety, and planning ordinances. The more threatening concern is not the municipal ordinances used to block LFL development, but rather the trend of privatisation of publicly provided services. While people are celebrating the community built by the LFLs, caution must be exercised lest central institutions of the public and community, traditional public libraries, be lost.
