Abstract ‘Pedal to the Metal’ describes how a cascade of positive tipping points can decarbonize steel production, chemical manufacture and activities that cannot be electrified, like long-haul shipping and aviation. These sectors together comprise around 15% of current global greenhouse gas emissions. Green hydrogen is the key solution, made by splitting water through electrolysis using renewable power. From it, green ammonia and other chemicals and fuels can be synthesized. The story starts on the world’s first ammonia powered ship with iron mining billionaire Andrew Forrest, who is intent on tipping change. Green hydrogen production needs to scale up a hundred-fold in under a decade and this will greatly reduce its price. But a three-way challenge exists to create supply, demand and infrastructure. Demand already exists in the chemical industry where policy mandates for green ammonia in fertilizer can bring its price down to become competitive as a shipping fuel. Ships will also be transporting green hydrogen from where it is cheapest to make in sunny parts of the tropics, to places like Japan, South Korea and parts of Europe, where electricity demand exceeds potential renewable energy supply. Increasing use in the chemical, shipping, and power sectors will help bring the price of green hydrogen down to where it is competitive for steelmaking. Green steel can be made through direct reduction of iron coupled to a renewably powered electric arc furnace. This coupling of the green hydrogen economy provides ‘super-leverage points’ where deliberate interventions can trigger a cascade of positive tipping points.

It reviews the challenges of applying AM-PC potentials. Then, a holistic approach for supporting PC design is introduced with integrated modules of part filtering and fusion of parts. Advanced technologies such as sub-45nm CMOS and 3D integration are known to have more accelerated and increased number of reliability failure mechanisms. Classical reliability assessment methodology, which assumes ad-hoc failure criteria and worst-case for all influencing dynamic aspects, is no longer viable in these technologies. In this paper, the authors advocate that managing temperature and reliability at run-time is necessary to overcome this reliability-wall without incurring significant cost penalty. Nonlinear nature of modern systems, however, makes the run-time control very challenging. The authors suggest that full cost-consciousness requires a truly proactive controller that can efficiently manage system slack with future in perspective. This paper introduces the concept of “gas-pedal,” which enhances the effectiveness of the proactive controller in minimizing the cost without sacrificing the hard guarantees required by the constraints. Reliability-aware dynamic energy management of a processor running AVC motion compensation task is used as a motivational case study to illustrate the proposed concepts.

We developed a Virtual Reality Driving Simulator in order to safely evaluate and improve the driving ability of the handicapped. The Virtual Environment consists of 18 sections (e.g. a speed limited road, a strait road, a curved road, a left turn course, etc) and each section is linked naturally. For the interface of our driving simulator, an actual car was adapted for realism and then connected to a computer. We also equipped it with hand control driving devices especially adapted for the handicapped. A beam projector was used so that the subjects could see the virtual scene on a large screen which was set in front of them. The subjects selected for this trial were 10 normal drivers with valid driving licenses and 15 patients with thoracicor lumber cord injuries who had prior driving experience. For evaluation, 5 driving skills were measured including average speed, steering stability, centerline violations, traffic signal violations, and driving time in various road conditions such as strait and curved roads. The normal subjects manipulated the gas pedal and the brake with their feet while the patients manipulated a hand control with their hands. After they finished driving the whole course, the participants answered the questions such as &amp;ldquo;How realistic did the Virtual Reality Driving Simulator seeme to you?&amp;rdquo; and &amp;ldquo;How much was your fear reduced&amp;rdquo;. The five driving skills measured between the two groups (normal vs. handicapped) did not show any significant differences (p &amp;gt; 0.05). And in the three kinds of road conditions (a speed limited road and roads with a sharp curve and left-hand turn), the average speed of the handicapped group was 45.6 Km, less than 61.2 Km (p&amp;lt;0.05) of the normal group. In all, 11 patients (73%) reported that their fear of driving was reduced. Furthermore, their average score on the degree of realism question was 51.5%.

Este trabajo analiza los fundamentos antropológicos y sociológicos de la teoría del Derecho Penal del Enemigo y su funcioalidad en el sistema social. Se utiliza el método descriptivo-teórico. Dentro de nuestro análisis del Derecho Penal del Enemigo, entenderemos éste como la manifestación del Derecho que se caracteriza por una rebaja de las barreras de afectación de las garantías fundamentales, adelantamiento de las barreras de punibilidad, entre otras características que dan vida a esta polémica forma de entender el ejercicio de la fuerza estatal (Ríos 2012). Concluimos que el Derecho Penal, enfocado a aquellos individuos que no se adecuaron al modo de vida en sociedad conforme al ordenamiento normativo vigente, ni al respeto a las expectativas sociales institucionalizadas por el sistema social para lo convivencia, no es la panacea para solucionar los numerosos problemas e inconvenientes sociales actuales. Pudiéndose entender el tratamiento diferenciado como mera contribución teórico-conceptual que informe a la intervención estatal en el terreno punitivo, y que ésta sea proporcional a las expectativas legítimas de la comunidad y al desempeño del sistema social.

It is difficult enough to establish a convincing rationale (or set of justifications) for State punishment in principle. It is even more difficult to apply that rationale to actual sentencing systems, not merely in respect of the range of available sentences and the practices of courts at the sentencing stage but also in relation to the practices of ‘penal agents’ (e.g. prison officials, probation officers) in carrying out the sentences imposed by courts. El presente trabajo analiza las vulneraciones a las garantías penales y procesales en la aplicación de las prisiones preventivas a mujeres gestantes o en lactancia, con el objetivo de analizar la prisión preventiva y las medidas alternativas para mujeres gestantes o en lactancia del Distrito Judicial del Santa – Ancash, 2023. Para ello, se desarrolló un estudio de tipo básico, con enfoque cualitativo y hermenéutico de alcance descriptivo, donde para responder las interrogantes planteadas se tuvo que aplicar como técnica la entrevista a la muestra de estudio conformada por dos fiscales, 2 defensores públicos y 2 abogados litigantes. Los resultados arrojaron que las prisiones preventivas aplicadas a mujeres gestantes o en lactancia vulneran sus derechos y garantías penales y procesales, y tiene una repercusión negativa para su salud y bienestar. Se encontraron diversas posibilidades alternas a la prisión preventiva que son viables y respetan los derechos en la mujer y los niños en estos contextos. En conclusión, esta investigación evidencia la necesidad de adoptar medidas alternativas en las prisiones preventivas para mujeres gestantes y en lactancia, garantizando el respeto a sus derechos y garantías penales y procesales en el sistema penal.

This paper presents a study on the measurements the reaction time of a car drivers and how this reaction time is influenced by the road lighting. Three different road lighting settings (two with constant output but different light levels and one modulated) were tested in the city area of the car test track AstaZero.
