Abstract:
Gauteng, Province of South Africa is experiencing a decreasing number of registered and practising debt counsellors. This paper investigates and assesses the challenges that debt counsellors in Gauteng experiences. Fifteen debt counsellors from three municipalities of Gauteng were interviewed. Data was analysed using ATLAS ti. The paper concluded that though debt counsellors are complying with the regulations in rendering debt counselling service, they still had challenges regarding backlogs in debt review. The paper recommends that debt counsellors should be adequately trained and should restructure their rehabilitation methods on the one hand and the National Credit Regulator should monitor debt counsellors’ practices and assist them with their queries on the other hand.

Abstract:
The sprawled nature of major South African cities can be attributed to a variety of reasons. The 1994 (post-apartheid) political shift, however, prompted cities and regions to plan for more equitable and accessible cities. Together with its three metropolitan municipalities, the Gauteng Province proved to be a pioneer in adopting an urban growth management approach (the Gauteng Urban Edge). Against the backdrop of a Provincial Spatial Development Framework, a Provincial Urban Edge was delineated within which local authorities were awarded the opportunity to refine a custom-made growth management strategy. In the absence of clear provincial direction, these strategies achieved various levels of success. This paper explores the urban growth management movement, its approaches and its expressions as witnessed in the case of Gauteng.

Abstract:
The Gauteng Department of Education (GDE), a basic education department, is responsible for the management and administration of public educational institutions in the largest province in South Africa. The provision of learning and teaching support materials (LTSMs), including textbooks, is one of its core strategic obligations. GDE has introduced an information and communication technology (ICT) project through which schools are provided with LTSM in electronic format (e-LTSM). The first phase entailed the provision of smart-boards, laptops and tablets to grade 12 teachers and learners. This article addresses the research question on the envisaged advantages and disadvantages of electronic textbooks. A mixed method approach was utilised where 356 schools were selected to be given questionnaires and 35 schools would be interviewed. The theoretical framework applied was the technology acceptance model (TAM), with the focus on the perceived usefulness variable. The data analysis shows that the majority of schools regard the use of electronic textbooks as useful.

Abstract:
This comparative, cross-sectional, quantitative and ex-post-facto designed study used secondary and correlated data to compare the likelihood of passing matric between learners from Gauteng and Western Cape provinces, even after adjusting for subject-type. This study attempted to assess the relation between school resources input, subject offered, learner’s gender and learners’ academic achievements. The data used in this study were supplied by the Umalusi Council. The dataset contained 145783 matric learners (65245 [44.75%] males and 80538 [55.25%] females) who wrote the matric examinations in Gauteng and Western Cape provinces in November 2009. The unadjusted model indicated that learners in Western Cape were significantly 1.193 more likely to pass matric than learners in Gauteng province (p < 0.001, OR = 1.193, 95%CI: 1.164 - 1.223). The adjusted model results indicated that learners in the Western Cape province were 1.5122 more likely to pass matric when compared to learners in Gauteng province (p < 0.001, OR = 1.512, 95%CI: 1.471 - 1.555). These results indicate that the odds of passing matric, after adjusting for science subjects, increased in favour of learners in the Western Cape Province. It can be concluded that the Western Cape Province provides more enabling conditions to ensure matriculants’ superior performance. It is suggested the strategies to improve the quality of mathematics and science educators need to be implemented, especially in Gauteng province. Also, the policy that advocates for the differentiation approach should be adopted, as opposed to the current policy that advocates for a more general, rigid approach that does not recognise the inherent differences in the provinces.

ENGLISH ABSTRACT: The development corridor concept has been regarded as an important development instrument in spatial planning and geography for many decades. Expanding literature on the theme indicates that development centres or nodes play an important role in the establishment of such corridors. Flows of goods and information between such centres are key in creating conditions that are potentially favourable for further urban development along the communication axes connecting such centres. Combined, the various nodes form a unique flexible exchange environment allowing for dynamic synergies of interactive growth that can achieve scope economies aided by fast and reliable corridors of transport and communication infrastructure. In the South African development sphere, there is strong belief that functional relationships between nodes can play a decisive role in the establishment of development corridors. This research showed that the degree to which economic activities are concentrated in the greater Gauteng region; the resulting current or emerging multinodal structural composition; and the flows of economic activities between the various nodes result in the creation of developing corridors that channel and focus economic growth between networks of cities. This confirms the importance of corridors as spatial and economic development instruments. The research concluded that corridor development in Gauteng still favours monocentrism. Johannesburg and Pretoria feature as the most dominant nodes, exerting great forces of attraction on the distribution of development and economic growth in the region. The research also suggests a degree of polycentrism whereby economic growth is channelled between networks of cities, however development potential is most favourable in areas in close proximity to primary centres and tends to be functionality driven.
AFRIKAANSE OPSOMMING: Die ontwikkelende korridor-konsep is oor baie dekades heen as ‘n belangrike instrument in ruimtelike en geografiese beplanning beskou. Uitgebreide literatuur dui aan dat nodusse ‘n belangrike rol in die vasstelling van korridors speel. Die vloei van goedere en inligting tussen nodusse is uiters belangrik in die samestelling van toestande wat gunstig is vir ontwikkeling rondom kommunikasie-asse wat nodusse verbind. Die kombinasie van nodusse vorm ‘n unieke vloeibare omgewing waarin medewerkende interaksie die omvang van ekonomiese groei bepaal en word ondersteun deur vinnige, betroubare vervoer- en kommunikasie-infrastruktuur. In die Suid Afrikaanse ontwikkelingskonsep, word sterk geglo dat funksionele verhoudings tussen nodusse ‘n belangrike rol kan speel in die vasstelling van korridors. Die navorsing toon dat die wyse waarop ekonomiese aktiwiteite binne die Gauteng-streek versprei is; die huidige of opkommende samestelling van meervoudige nodusse; en die vloei van ekonomiese aktiwiteite tussen nodusse die skepping van korridors wat ekonomiese groei tussen netwerke van stede kanaliseer tot gevolg het. Abstract:
Companies have been faced with the decision of whether or not to comply with e-tolling since its inception in 2013. Media coverage on e-tolling has reflected many negative opinions, though these are mostly from private citizens. Despite the dismissal of legal challenges against e-tolling s implementation, collections of e-tolls remain well short of SANRAL s budgeted figures. Responsible decision makers within companies ultimately make the compliance decisions. This research aimed to investigate business compliance to e-tolling. Relevant academic literature was reviewed in order to form a basis for exploration of this topic. The constructs identified from the literature were fairness of the e-tolling system, the efficiency of public spending with respect to the construction of the upgraded freeways, the financial impact that e-tolling is having on companies and whether companies are complying with e-tolling. Quantitative research was conducted on the responses received from surveys sent to members of the RFA. The findings reveal that e-tolling is perceived to be an unfair system. E-tolling was having a negative impact on company finances yet, companies displayed an overwhelming compliance toward e-tolling. The findings also revealed that much of the literature relevant to individuals was not applicable to companies.

Abstract:
Venture capital as a source of finance and non-financial services has gained popularity among start-up and existing businesses worldwide in recent years. Venture capital has been synonymous with high technology start-ups in the United States and of late has emerged as a recognizable source of finance in South Africa. South Africa has a healthy VC industry and growing number of SMEs. The SMEs in the country however have a challenge when it comes to accessing financial resources for starting businesses and for expansion purposes despite the existence of VC companies. It would have been the popular belief that the emergence of VC companies in the country would have increased the alternatives to the financing sources for SMEs but this seems to not have been the case. The VC companies are still not popular among the small business sector and their services are still not accessible as well. The aim of the study was to explore the state of venture capital market in South Africa and find out how it can accelerate entrepreneurial development. The researcher selected VC companies who are associated to the South Africa Venture Capital and Private Equity Association (SAVCA) and SMEs based Johannesburg area to take part in the study. The target sample was 70 venture capital firms and 200 SMEs from the Johannesburg area. The response rate from the VC companies was 53% and it was 67% from SMEs. The results obtained from the study indicated that there was a need for VC companies to impart more information concerning their services to SMEs. The SMEs generally did not have much knowledge of venture capital, how and where ton access it hence the low accessibility of this finance source to South African SMEs. The empirical study revealed that only 17% of SMEs in the study had knowledge of VC financing and only 6% of the SMEs had approached VC companies in the past. It was also discovered that 85% of the VC companies believed that the conveyance of information relating to their services contributed to the challenges SMEs faced in accessing VC sector. Of the SMEs taking part in the study 45% strongly believed that the development of the VC sector will drive SME growth and survival in South Africa.

Abstract:
This study aimed to determine the status of additive manufacturing within the Gauteng province of South Africa and identify factors that are motivating or prohibiting its uptake. The existing problem is that the South African manufacturing sector has experienced poor growth resulting in a contribution of 12 percent of GDP for the year 2014 (down from 19% in 1993). The comparatively poor performance of the manufacturing sector indicates its potential fragility and that some sort of intervention may be required. Experts are anticipating the global impact of additive manufacturing to be $550 billion by 2025 and as such, this could provide a solution. However, there is little information available about the adoption of additive manufacturing within South Africa. A concurrent procedure mixed-method design intent on converging cross-sectional data was applied throughout this research. This enabled a comprehensive analysis of the possible constructs that affected the diffusion of additive manufacturing. A random-cluster sampling technique was applied which made use of a survey to sample reality. The current state was evaluated based current theories of diffusion of innovation. It was evident that diffusion of additive manufacturing is occurring within the sample cluster however, a significant shortage of accurate information and knowledge is influencing the rate of diffusion. The research also found advertising to affect respondent s view of machine cost, opinion over machine brand and machine capability however, no dominant technology was found in the within the cluster. Information obtained from the survey was compiled with existing data to produce a Bass Model for the adoption of additive manufacturing machines within South Africa. The model predicts that the market will reach its full potential by 2040 with a peak in annual grow in 2023. The report concludes with a model incorporates existing theoretical frameworks and factors that are motivating or prohibiting the adoption of additive manufacturing.

Abstract:
This study is intended to unpack the current and potential future commuter transport requirements in Kagiso Township within the context of transport planning and the ongoing transformation of the transport sector in South Africa. In order to meet the above challenges, it was felt that an investigation of the socio-economic profile of transport users in Kagiso Township was required, which would be indicative of potential needs and requirements in terms of current and future travel infrastructure. This study is significant, as it considers the impact of socio-economic factors and transport interactions by fully examining the impact of accessibility, urban development patterns, local mobility and planning. Mogale City’s Kagiso Township was selected for in-depth study because it has seen one of the highest urbanization rates in Gauteng Province, with people from all over Gauteng relocating to this suburb, either buying relatively moderately priced housing via mortgaging or, alternatively, trying to gain access to government low-cost housing. The study investigates the connection between socio-economic characteristics of a local population (inter alia, age, gender, household size, and vehicles per household, employment status and income) and their transport requirements (travel demand forecasting), within an urban transport context. Socio-economic characteristics of a population are important in transport demand forecasting because there is a general belief in transport planning that the predisposition to travel and trip generation vary with the characteristics of the traveller. A travel demand forecasting model by Bussière and Rice (1999) is used for the purposes of simulating existing and future travel patterns. The forecasted household mobility and needs of commuters in Kagiso Township are compared with current municipal plans to see whether such plans are realistic and can address existing needs. The evaluation of the current municipal plans is included to test the responsiveness of public policy and practice towards the needs of the affected local community. This evaluation extracted information on whether the relevant municipality has identified the problems and issues affecting the local community of Kagiso Township. In addition, it assessed whether the municipality has identified possible solutions to these problems and issues and whether it has prioritised any projects to improve transportation in Kagiso Township.

ENGLISH ABSTRACT: Mega projects have fascinated human beings for as long as history can remember. The urge to build something bigger and better than has ever been done before has always been a driving force behind the human race’s relentless pursuit of technological advancement. It is in this vein that mega projects have evolved over time, as methods of construction improved, so did the scale on which people could attempt new projects. The Channel Tunnel between England and France, the Hoover Dam in America and the Millau Viaduct in the French countryside are some of the biggest examples of infrastructure projects in the world and these are all unequivocally, mega projects. Costing at least $ 250 million and incorporating major technological challenges, mega projects continue to inspire and motivate artists and engineers alike. This thesis seeks to expand people’s understanding of the analysis of these mega projects. Mega project analysis is a field that has struggled to differentiate itself ordinary project analysis. The Gauteng Freeway Improvement Project (GFIP) and the associated e-tolling mega project will be analysed in this thesis. The framework for analysis will be provided by the work of Flyvbjerg, Bruzelius and Rothengatter (2003), who seek to analyse mega project success or failure based on three key indicators of economic sustainability, environmental concerns and the effect of public support. This thesis will use the indicators of economic sustainability and the effect of public support to determine whether the Gauteng Freeway Improvement Project (GFIP) can be viewed as a failed mega project or not. After an in-depth study of the data and material available, this descriptive and explanatory study shows that the GFIP and associated e-tolling mega project is indeed a failed mega project. This is because it has failed the analysis in both categories of economic sustainability and the effect of public support.

Die neiging van die mens om iets groter en beter te maak as wat al ooit gemaak was het nog altyd baie dryfkrag verskaf vir die mens se strewe na tegnologiese verbetering. Dit is met hierdie idee in gedagte dat megaprojekte met tyd verander het, soos wat boumetodes verbeter het, so ook het die grootte van projekte verander wat mense kon aanpak. Die Channel Tonnel tussen Engeland en Frankryk, die Hoover Dam in Amerika en die Millau Brug in die Franse platteland is voorbeelde van die grootste infrastruktuur projekte ter wêreld en hierdie is al drie, sonder enige twyfel, megaprojekte. Teen ‘n koste van ten minste $ 250 miljoen en met grootskaalse tegnologiese uitdaging, hou megaprojekte aan om vir beide kunstenaars en ingenieurs te motiveer en uit te daag. Hierdie tesis poog om mense se kennis van die analise van megaprojekte te verbreed. Fewer than 8% of schools in South Africa have functioning libraries. There is no national policy for school libraries which compels School Governing Bodies and principals to have a library in their schools. This qualitative study, based on grounded theory, investigated ten primary schools in Gauteng that had libraries, or were in the process of setting up a library with the intention of providing a rich description of the issues and challenges facing these schools. The schools were chosen on the basis of location (Soweto and Johannesburg), and the school fees that were paid in a continuum from low/no fee paying schools to the fee paying ex Model-C schools. The resourcing of the school library, the operation of the school library and the role of the library were examined. The findings highlight the lack of a national policy, of school library posts, the theft of computers as a result of the lack of security, as well as the lack of understanding by teachers of the role the library in teaching and learning. Furthermore, there appears to be a disjuncture between the trends evident in the international literature on school libraries and what is actually happening in the primary school libraries in my study. Most significantly low/no fee paying schools with libraries were the exception and those that did have libraries were as a result of the enthusiasm and efforts of one or two individuals with the backing of the principal. Ex-Model C schools had the advantage in terms of the provision and staffing of school libraries as they had the funds to support them and, in some cases, a school librarian, provided that the principal supported the idea of a school library. In all the schools, the belief in the importance of the library regarding reading and literacy was the main motivating factor in establishing or maintaining the school library. A growing public awareness of the value of school libraries was an encouraging trend that emerged from my study.

When considering their dropout, many described experiences of being a misfit, or feeling uncomfortable with discourse practices in which they were expected to engage. Some had logistical difficulties in attending, such as transport or small children, but even greater than these was the fact that they had been disappointed. These learners believe the "literacy myth" that literacy, as a set of skills one can acquire, will result in significant improvements in one's life. They also equate literacy with education, and although they experience none of the benefits that are supposed to accrue to the literate, they continue to say that they believe in its power. However, in practice, attendance at adult centres is relatively poor in comparison with numbers of potential students, those termed "illiterate." It may be deduced that adult "illiterates" regard literacy as some kind of "saviour", a panacea for all ills. Abstract:
As countries across the globe pursue economic development, the improvement of individual and societal well-being has increasingly become an overarching goal. In the global South, in particular, high levels of poverty, inequality and deteriorating social fabrics remain significant challenges. Programmes and projects for addressing these challenges have had some, but limited, impact. This occasional paper analyses well-being in Gauteng province from a capability perspective, using a standard ‘capability approach’ consistent with Amartya Sen’s first conceptualisation, which was then operationalised by Martha Nussbaum. Earlier research on poverty and inequality in the Gauteng City-Region was mainly based on objective characteristics of well-being such as income, employment, housing and schooling. Using data from the Gauteng City-Region Observatory’s Quality of Life Survey IV for 2015/16, our capability approach provides a more holistic view of well-being by focusing on both objective and subjective aspects simultaneously. The results confirm the well-known heterogeneity in human conditions among South African demographic groups, namely that capability achievements vary across race, age, gender, income level and location. However, we observe broader (in both subjective and objective dimensions) levels of deprivation that are otherwise masked in the earlier studies. In light of these findings, the paper recommends that policies are directly targeted towards improving those capability indicators where historically disadvantaged and vulnerable groups show marked deprivation. In addition, given the spatial heterogeneities in capability achievements, we recommend localised interventions in capabilities that are lagging in certain areas of the province.
