AbstractThe article provides an overview of gay identity politics today. It begins with an introduction to the historical trajectory of the post-1945 period, and then turns to the challenges posed by queer politics and theory to gay identity politics. The related issue of the globalization of being gay is then considered, in terms of the universalizing of identity politics. Finally, the ramifications for gay identity politics of the political and legal recognition of same-sex relationships are discussed, leading to the obvious final question: whether being gay will continue to have a political

Abstract:
The literature on tax administration and compliance in developing countries has been blooming recently, primarily driven by the availability of administrative data and by the increased urgency of revenue mobilisation in the context of multiple global crises. Yet, one key aspect of tax administration has received little attention in this literature so far: its interpersonal nature. In the practical reality of taxpaying processes, the experience of taxpayers is largely shaped by their interactions with the people who implement tax rules and laws: tax officials. This paper starts filling this gap

Abstract:
Digital financial services like mobile money are increasingly prevalent in developing countries as an alternative to traditional financial services. For many governments, they have become critical components of domestic revenue mobilisation, tax administration modernisation, and broader tax reform. However, making tax administration more efficient and maximising voluntary compliance is a very difficult task. The existing literature on the relationship between mobile money and tax performance in developing countries is limited, although it does show the potential of mobile money to improve tax

Santoro, Fabrizio. Visual Nudges: How Deterrence and Equity Shape Tax Compliance Attitudes and Behaviour in Rwanda. Institute of Development Studies, 2022. http://dx.doi.org/10.19088/ictd.2022.011.

Abstract:
The empirical evidence on the drivers of compliance is expanding quickly, but there is less evidence from low-income countries. Mass-media communication channels are a cheap option that budget-constrained revenue administrations can use to communicate with taxpayers. However, very little is known about the effectiveness of such tools in improving compliance. This paper starts to address this gap by testing the impact of two short animated videos on tax matters – one focusing on deterrence and the other on equity – that were used in a survey experiment. Using a unique dataset of survey and admi

Indiana’s House Enrolled Act (HEA) 1190-2021 was implemented in January 2022 to address concerns regarding the overweight (OW) loading behavior of the freight transportation industry and OW permitting. The Act required the Indiana Department of Transportation (INDOT) to adopt emergency rules and a fee structure for the interim period. At the start of the interim period (which is still ongoing at the time of this writing), the permit fee was increased from 7 cents/Equivalent Single Axle Load (ESAL)-mile to 25 cents/ESAL-mile. Abstract:
This document studies the economic effect of windfall gains by examining a Peruvian natural experiment. The Camisea Fund for Socioeconomic Development (FOCAM) is an inter-governmental fiscal transfer scheme that allocates natural gas royalties generated by the Camisea Gas Project to eligible subnational governments. We exploit the rules governing FOCAM allocation to identify the effect of the transfers on municipal accounts, local infrastructure, and economic development. Using a newly constructed district- level dataset for the years 2005 and 2012, we find evidence of positive impacts on muni
