Abstract:

Only a few years ago rights of sexual minorities in Poland caused not only national controversies over what democracy means, but also gained international attention, visible in demonstrations in front of embassies in Berlin and London, wide media coverage, and protest letters to the Polish prime minister by the Helsinki Foundation of Human Rights as well as Amnesty International and the International Lesbian and Gay Association (ILGA). Several Polish politicians were repeatedly cautioned for their extreme conservative stance on homosexual issues and homophobic remarks as well as criticized for the prohibitions of the so-calledMarsz Równości(Equality March), the Polish version of the Christopher Street Day (usually known as Gay Pride Parade) as being against the standards of democracy and human rights. Finally, and in particular as a reaction to the various remarks of Polish politicians, a resolution against homophobia was submitted to the European Parliament in January 2006 and passed in June 2006. Despite the resolution, the then Polish minister of education, Roman Giertych (League of Polish Families, or LPR), caused another great stir at the European Union (EU) conference of ministers of education in Heidelberg, Germany, on March 1, 2007, when he stated that brochures on sexuality education published by the Council of Europe that contained information on homosexuality and homosexual relations were to be prohibited in Polish schools. In the same speech, he rebuked societies that allowed abortion on social grounds and called abortion a “legal crime” and a “new form of barbarism.”

Abstract:

Friedrich Nietzsche (1844–1900) was born in the village of Röcken, in Prussian Saxony, the son and grandson of Lutheran ministers. He studied theology and classical philosophy at the University of Bonn, but in 1865 he gave up theology and went to Leipzig. Then he discovered the composer Richard Wagner and the philosophers Schopenhauer and F. A. Lange (author of History of Materialism and Critique of its Present Significance, 1866). He won a prize for an essay on Diogenes Laertius, the biographer of ancient Greek philosophers, and was appointed associate professor of classical philology at Basel, when he was only twenty-four. He became a full professor the following year. His principle writings between then and 1879, when illness made him resign from the university, were The Birth of Tragedy (1872) and Human, All Too Human (1878). After his resignation his principal writings were Daybreak (1881), The Gay Science (1882), Thus Spoke Zarathustra (Parts 1 and 2 published 1883, Part 3 published 1884, Part 4 issued privately 1885, published 1892), Beyond Good and Evil (1886), On the Genealogy of Morals (1887), The Wagner Case (1888) and Twilight of the Idols (1888). Nietzsche became insane in January 1889, and vegetated until his death in 1900. His madness was probably tertiary syphilis, which he may have contracted while ministering to sick soldiers in 1870 as a medical orderly in the Franco-Prussian war.

Abstract:

Virtually all Chinese historians, past and present, have viewed the Duke of Zhou as a paragon of the virtuous minister. However, in traditional Chinese sources concerning the Duke of Zhou there is also a distinct negative undercurrent, several texts recording that the Duke “resided in the east” in contexts implying that he went into a sort of exile. Given this ambivalence in the history and traditions regarding the Duke of Zhou, the author examines two chapters of the Book of Documents: the “Shao gao” or “Announcement of the Duke of Shao” and the “Jun Shi” or “Lord Shi.” He posits that these two chapters represent two sides of a debate over political theory and governance. The “Jun Shi,” a speech by the Duke of Zhou to the Duke of Shao, expounds a political theory that privileges ministers over kings. The “Shao gao,” on the other hand, is an address by the Duke of Shao to the Duke of Zhou in which the Duke of Shao resolutely supports the king's prerogative to rule as the “eldest son” of Heaven.This debate between the Duke of Zhou and the Duke of Shao was but the first instance of a tension that would continue to occupy statesmen and political theorists throughout Chinese history: between the power of the king or emperor and that of his ministers. While, in later times, neither side was ever able long to maintain supremacy in this debate, in the early Western Zhou the Duke of Shao almost certainly prevailed; shortly after the Duke of Shao made the address contained in the “Shao gao,” the Duke of Zhou first relinquished power to King Cheng and then, somewhat later, went into exile or retreat, never again to play a central role in Western Zhou government.

Abstract:

Abstract This qualitative study is aimed at elucidating conceptual metaphors associated with renewable energy sources (further referred to as ‘renewables’) in Ukrainian prime ministers’ (PMs) political discourse. The material derives from a corpus of Ukrainian PMs’ political texts on renewables in Ukraine within the timeframe 2005-2014. The corpus is examined for the presence of conceptual metaphors pertaining to the topic of renewables. Data analysis indicates that from 2005 to 2013 conceptual metaphors involving renewables are embedded in the issues of Ukraine’s adherence to the Kyoto Protocol, the EU directives on renewables, the monetary value of renewables and the role of renewables in Ukraine’s energy security, thus instantiating the conceptual metaphors Renewables as Ukraine’s European Choice, Renewables as a Path to the EU, Renewables as Money and Renewables as Independence respectively. However, the novel metaphor Renewables as Survival is identified in PM Yatsenjuk’s political discourse in 2014. This metaphor is embedded in the context of another conceptual metaphor, Gas as a Weapon, which is present in political discourse involving Russian natural gas export to third countries. Data analysis indicates that the conceptual metaphors Renewables as Survival and Renewables as Independence are in a polyphonic relationship of synergy and contrast with Gas as a Weapon.

The Caspian Sea region is a place of competing energy interests and a focus of the world power centers' energy policies. In June 2006 in Wien, the Energy Ministers of Austria, Hungary, Romania, Bulgaria, Turkey and the European Commissioner for Energy agreed in principle to set up the project of the Transcaspian gas pipeline "Nabucco" construction. This article presents the analysis of the project development perspective, and the stance on it of different parties concerned.

L’industrie chimique française est une industrie qui apparait alanguie au début du siècle et distancée par l’Allemagne. Elle connait cependant une croissance, plus lente, et un certain nombre de transformations notamment au point de vue de la recherche. Elle croît à l’ombre d’un système d’ententes généralisée et du dur labeur des ouvriers. Quand la guerre éclate en 1914, elle est mal préparée et doit effectuer une transformation rapide. Sa montée en puissance se fait grâce à un effort d’outillage et un développement du travail intensif où les travailleurs coloniaux paie un cher prix. Les approvisionnements anglais et américains sont essentiels pour sa production. La guerre terminée l’industrie chimique française doit se reconvertir. Elle pense, avec l’aide des pouvoirs publics, le faire grâce au Traité de Versailles. Cependant la crise de 1920-1921 montre les fragilités de cette industrie. Le retour à la croissance entre 1922 et 1929 s’accompagne à partir de 1925 d’une concurrence accrue de la part de l’Allemagne qui a rationnalisé ses structures. La croissance se fait principalement sur le marché national. En fin de période, la recherche scientifique commence à s’organiser au sein des entreprises. Toutefois la transformation capitalistique c’est imparfaitement faite. Le secteur reste dispersé et continue d’employer une forte main d’œuvre immigrée, seule capable d’accepter les tâches les plus dures
The French Chemical industry appears in the beginning of the century as a backward industry compared with the german one. Indeed there is a slow growth and a a certain number of progress, in research for instance. The Chemical Industry is structured by a general system of cartels and harsh labour. At the outbreak of the War, the French Chemical industry is ill prepared and has to shift rapidly. It’s improvment is made through the basic development of traditionnal factories and an intensification of work due to colonial workforce for the most. At the end of the war, the chemical industry as to convert to civil markets. The 1920-1921 crisis shows the fragility of this industry. When the economic growth is back in 1922-29 the German chemical is more competitive thane ever having rationalized its structures. Thus the inner market is developped. At the end of the period, scientific research is rising. Nevertheless the capitalistic transformation is far for being made. Abstract:

At the 2007 General Synod of the Dutch Reformed Church a compromise resolution was accepted regarding homosexual members. This resolution, inter alia, requires of gay ministers to remain celibate as a prerequisite to be legitimated. This research is a qualitative inquiry to evaluate the impact which this resolution has on the lives of gay ministers and gay candidate ministers. Narrative and postfoundational perspectives were obtained by interviewing six gay ministers and/or candidate ministers as coresearchers, and also by engaging in dialogue with inter-disciplinary experts from Sociology, Psychology and Law. This research traced the history of the Resolution, while the patriarchal and heteronormative discourses underlying the formulation were discussed. These discourses still sustain the Resolution. Interwoven in the Resolution are contradictions and double standards based on prejudice, leading to discrimination against gay ministers and gay candidate ministers. A literature study on prejudice and discrimination revealed many of the negative impacts these have on people on the margins of society. A literature review on gay marriages suggested that gay unions and gay marriages were known from pre-modern times. With the changing of the socio-political climates since pre-modern times till today, attitudes towards gay unions/marriages seemed to havethat the Bible does not categorically say anything about committed, monogamous gay unions or gay marriages. The focus of this research was to determine the impacts of the Resolution on gay ministers and gay candidate ministers. From their stories certain themes revealing the impacts were co-constructed by the co-researchers and the researcher. According to a negotiated meaning-making process a fragile and incomplete understanding of the gay ministers’ and gay candidate ministers’ immense suffering due to their experience of rejection and humiliation by the DRC was formulated. This reiterated the Shame of being gay. In terms of the discrimination levelled against gay ministers, it could, according to the Constitution of South Africa, be regarded as fair. This research suggested that the fairness of the discrimination should be revisited. changed. A study of the biblical texts led to the tentative and incomplete understanding

This research is based on Gao Gong (1512-1578) as the theme of study,which is concerning to investigate Gao’s political performance in the middle period of Ming Dynasty. According to the behavior of Gao Gong, we can analyse the changes of interpersonal relationships and power while Gao Gong taking charge of the premier. Base on the history of Gao Gong participating in the national major issue and political trouble, we can understand the political operation and influence of Gao Gong in the middle period of Ming Dynasty. With full confidence from the emperor Mouzong, Gao Gong began to exclude dissidents. In the internal strives among powerful ministers. However, as prime minister, Gao Gong was more and more arrogant and was caught in political struggles. He was gradually edged out by ministers. Despite depending on Gao Gong’s suggestions and planning and adopting his opinions. However, Gao Gong still had some political performances that were realized in three aspects: governance and finance, education and identifying outstanding talents, military affairs and national policy, that had added the fuel to the Long-qing political situation. Because of his successive decision,the political situation in the Ming Dynasty got steadily. So Yang Tinghe was a very important person indeed who influenced the development in middle and later periods of Ming Dynasty. Gao Gong improved the standing of the premier. Besides the political environment, his own ability and speciality improved the power of cabinet than ever. So, common people should offer an rational evaluation of Yang Tinghe in history, instead of examing in a critical way. Keywords: Gao Gong, prime minister, Long-qing.

Abstract:

AbstractThe chapter describes a policy of the State of Israel with the aim to cope with construction and demolition waste (CDW) through recycling, to be further used as green products. It is aimed at supporting the national economy and the recovery of the open public spaces that became places for illegal landfills, impacting the natural environment. Two major tools are used to achieve these aims: the first is the circular economy (CE), instrumentally led by the Ministry of Economy, and the second is the regulatory framework led by the Ministry of Environmental Protection. Both have the capacities to cope with, and support, the national economy and the environment. We argue that the way to achieve the full integration between the circular economy and the legal framework has still a wide gap, although big changes and advancements have been made towards reaching a comprehensive policy. Both Ministries are aware that it is a long process to achieve real changes after many years of environmental neglect due mainly to conflictual politics, economic interests, lack of budget and other government priorities. The means to achieve that goal include the use of the circular economy principles for recycling CDW into green and reusable products, on the one hand, and empowering the responsibility and accountability of local municipalities through regulation, on the other.

Abstract:

AbstractThe use of biomass and biofuels, such as wood, charcoal, petroleum, kerosene, and gas, is becoming competitive based on the level of development of each nation. However, charcoal production (CP) and marketing now tends to be a major business among many households in both rural and urban communities with no consideration of its effects on climate change adaptation. While the research question considers the various definition of climate change adaptation, and the importance of charcoal production in Nigeria, the manuscript speaks mainly of the problems of charcoal production, the lack of planning to address these problems, and the lack of planning to move the communities away from this practice and out of poverty. It addresses the impacts of charcoal production on agriculture, such as lack or loss of labor and destruction of arable lands. The paper discusses the effect of charcoal production on health. Also, the environmental problems of CP are highlighted in the manuscript. The policy frameworks on forestry by the Federal Ministry of Environment 2006 with its flaws will be included. Remedy such as the establishment of a Land Use Planning Agency (LUPAG) and panacea for greening the charcoal value chain issues will be discussed. Lastly, attention is given to the agricultural adaptation strategies to climate change which are capable of reducing charcoal production, such as mixed cropping.

Also, the environmental problems of CP are highlighted in the manuscript. The policy frameworks on forestry by the Federal Ministry of Environment 2006 with its flaws will be included. Remedy such as the establishment of a Land Use Planning Agency (LUPAG) and panacea for greening the charcoal value chain issues will be discussed. Lastly, attention is given to the agricultural adaptation strategies to climate change which are capable of reducing charcoal production, such as mixed cropping.

Nadzor nad delom policije je ključnega pomena pri zagotavljanju zakonitosti, strokovnosti in legitimnosti policijskega dela. Zanimalo nas je, kako so sistemsko urejeni mehanizmi nadzora nad delom policije v Republiki Hrvaški. Ugotovili smo, da poleg neposrednega notranjega nadzora na vseh organizacijskih ravneh (izvajajo ga načelniki policijskih postaj, načelniki policijskih uprav, generalni direktor policije in minister za notranje zadeve) nadzor nad delom policije izvajata še Služba za notranji nadzor v okviru Kabineta ministra za notranje zadeve in Oddelek za nadzor, izboljšanje in razvoj policije v okviru Kabineta generalnega direktorja policije. Hrvaška z delovanjem omenjenih organov učinkovito zagotavlja strokovni nadzor nad delom policije, status dejanske neodvisnosti v očeh javnosti pa bi ti mehanizmi pridobili le, če omenjeni organi ne bi delovali v ustroju Ministrstva za notranje zadeve. Institucionalna neodvisnost je zagotovljena z različnimi oblikami zunanjega nadzora, ki ga izvajajo Komisija za pritožbe, parlament, Varuh človekovih pravic in nekatere druge neodvisne organizacije.

In the 1980s and 1990s, gay religious leaders and communities faced a challenge that stretched their physical, emotional, spiritual, and theological resources past their limits. The emergence of AIDS forced them to address the familiar challenges of integrating sexuality and faith in a new—life or death—context. It would prove a critical testing ground for whether and how the radical experiment of explicitly gay religiosity could sustain people and communities “in trouble.” This chapter tells the story of how one gay-identified congregation, Metropolitan Community Church in San Francisco, and its pastor drew on a combination of liberation theology, LGBT literature, and what David Halperin calls a “queer sensibility” to forge gay religious life in a time of both immense possibility and immense suffering and loss. It does so by looking at one moment in the church’s life—the sermon given by the congregation’s minister on Christmas Eve of 1989—and using it as a lens to examine how liberation theology and LGBT literature were brought to bear on this particular moment in the AIDS crisis in order to make gay Christianity a usable tradition in a time of crisis and change.

Abstract The regulation of Occupational Safety and Health (OSH) in Nigeria, which is currently seeing some progress in the formal sector, has been short of impressive in the informal sector of the economy. Con- sidering it is the role of every government to ensure that all sectors of the economy operate in a manner that guarantees and ensures the safety and well-being of its citizens, Article 4 of International Labour Organization (ILO) Convention No. 155- Occupational Safety and Health Convention was ratified by the Government of the Federal Republic of Nigeria (FRN) in 1994, which led to the development of a coherent National Policy on Occupational Safety and Health in 2006. This, inter alia, failed to address the informal sector; hence the Revised National Policy on OSH 2020 was introduced by the Govern- ment, through the office of the Honorable Minister of the Federal Ministry of Labour and Employment, as a framework for bridging the existing gap. In a bid to ensure the success of the Policy document, the Department of Occupational Safety and Health of the Federal Ministry of Labour and Employment was designated the Competent Authority by the Government. This paper takes a look at the stakeholders in the informal sector of the economy, focusing on the south- south part of Nigeria, and identifies some of the challenges hampering the effective implementation of Occupational Safety and Health systems needed for the promotion of safety and health at workplaces. It concludes by providing a practical tool that can be a guide for the policy users, especially in the in- formal sector of the Nigerian economy, in alignment with the second of the three determinants of the future of energy, as captured in the theme for NAICE 2021: "The Future of energy – a trilogy of de- terminants; Climate Change, Public Health, and the Global Oil Market".

Existing solar thermal power plants are based on steam turbine cycles. While their process temperature is limited, solar gas turbine (GT) systems provide the opportunity to utilize solar heat at a much higher temperature. Therefore there is potential to improve the efficiency of future solar thermal power plants. Solar based heat input to substitute fuel requires specific GT features. Currently the portfolio of available GTs with these features is restricted. Only small capacity research plants are in service or in planning. Process layout and technology studies for high solar share GT systems have been carried out and have already been reported by the authors. While these investigations are based on a commercial 10MW class GT, this paper addresses the parameterization of high solar share GT systems and is not restricted to any type of commercial GT. Three configurations of solar hybrid GT cycles are analyzed. Besides recuperated and simple GT with bottoming Organic Rankine Cycle (ORC), a conventional combined cycle is considered. The study addresses the GT parameterization. Therefore parametric process models are used for simulation. Maximum electrical efficiency and associated optimum compressor pressure ratio πC are derived at design conditions. The pressure losses of the additional solar components of solar hybrid GTs have a different adversely effect on the investigated systems. Further aspects like high ambient temperature, availability of water and influence of compressor pressure level on component design are discussed as well. The present study is part of the R&D project Hybrid High Solar Share Gas Turbine Systems (HYGATE) which is funded by the German Ministry for the Environment, Nature and Nuclear Safety and the Ministry of Economics and Technology.

Natural gas is abundant and is cleaner than petroleum. Therefore, demand for natural gas is expected to grow significantly. However, the means of transporting natural gas is presently limited to pipelines and LNG tankers, thereby making its wider use unlikely. There are substantial numbers of known gas reservoirs that are difficult to develop utilizing current transportation means because of constraints such as the scale of gas fields, water depth, distance to shore, and distance from markets. A new, economical, reliable development technique or transportation means is required for developing such gas reservoirs. Ministry of Economy, Trade and Industry (METI), Japan National Oil Corporation (JNOC) and private corporations have jointly investigated the Natural Gas Liquefaction Floating Production, Storage and Offloading (NGL-FPSOs) units to effectively develop gas reservoirs by converting the gas into NGL. This paper presents the background on NGL-FPSO development and findings on its application.

The Royal Navy (RN) and the Royal Netherlands Navy (RNLN) use the Rolls Royce Tyne RN 1C Gas Turbine as their cruise propulsion engine, achieving some 150,000 running hours per year. Each installed Tyne engine achieves approximately 1800 running hours per year with a large proportion at high powers. This paper describes the experience of usage, the maintenance and technical control of these engines in recent years. and gives examples of actions taken and the results achieved. The conclusions give an assessment of the general performance of the RN/RNLN team and the likely way ahead.

Abstract:

The aim of a project supported by the Minister of Science and Technology is the development of a process for gas cleaning at temperatures above 1573K. The simultaneous removal of particles and alkalis should be possible with this process. This hot gas cleaning ought to be integrated into an advanced combined cycle based on a pressurized slag tap furnace. The research concerning the development of a venturi scrubber with molten slag have been done at the Institute of Ferrous Metallurgy of the Technical University of Aachen. Studies concerning the chemical and physical properties of slags are necessary to realize such a system for hot gas cleaning. This research must be followed by research concerning the influence of physical properties of slags such as viscosity or surface tension on the atomization of liquids. Furthermore, studies are necessary concerning the precipitation efficiency of a venturi scrubber with a liquid which has the same physical properties as slag. This paper presents thermochemical calculations with regard to the absorption of gaseous alkalis by molten slag. Furthermore, it contains the investigations concerning the influence of alkali oxides on the viscosity of moltén slag.

The Ceramic Gas Turbine (CGT) has great advantages in terms of energy efficiency, environmental protection, and fuel-diversification. In Japan, R&D on the 300 kW CGT has been carried out as one of the national projects entitled “New Sunshine Program”, which are promoted by the New Sunshine Project Promotion Headquarters, Agency of Industrial Science and Technology (AIST), Ministry of International Trade and Industry (MITI). R&D on the CGT has progressed faithfully and now the operation of prototype CGTs (Turbine Inlet Temperature (TIT) of 1200 °C) is focused. In the paper, the overall status of the R&D activities on the 300 kW CGT will be reviewed with the test results to-date, problems awaiting solution, and perspective for the prototype and pilot CGTs.

Combined cooling heating and power (CCHP) systems based on natural gas is widely applied abroad, which have resulted in increasing domestic attention to distributed energy systems (DES). In order to reduce heat loss of exhaust-gas and recover condensation heat of it, an innovative system is advanced by Tsinghua, which can recover exhaust-gas condensation heat utilizing an exhaust-gas-driven absorption heat pump (AHP). In 2007, Tsinghua bears a research task from National Ministry of Science and Technology, that is, ‘Integration and Demonstration study of high-efficiency natural gas CCHP technique’. As a part, a natural gas CCHP system based on AHP has been set up at the Tsinghua University energy-saving building, in Beijing, China, and a lot of research has been made. As another part, a combined cooling heating and power (CCHP) project based on the gas-powered internal combustion engine (ICE) (electricity volume MW) is built in Beijing Southern Station. This paper mainly analyzes and introduces the running condition of this demonstration project.

With the aim of achieving higher efficiency, lower pollutant emissions, and multi-fuel capability for small to medium-sized gas turbine engines for use in co-generation systems, a ceramic gas turbine (CGT) research and development program is being promoted by the Japanese Ministry of International Trade and Industry (MITI) as a part of its “New Sunshine Project”. Kawasaki Heavy Industries (KHI) is participating in this program and developing a regenerative two-shaft CGT (CGT302). In 1993, KHI conducted the first test run of an engine with full ceramic components. At present, the CGT302 achieves 28.8% thermal efficiency at a turbine inlet temperature (TIT) of 1117°C under ISO standard conditions and an actual TIT of 1250°C has been confirmed at the rated speed of the basic CGT. This paper consists of the current state of development of the CGT302 and how ceramic components are applied.

Forest and wildland fires are a natural part of ecosystems worldwide, but large fires in particular can cause societal, economic and ecological disruption. Fires are an important source of greenhouse gases and black carbon that can further amplify and accelerate climate change. In recent years, large forest fires in Sweden demonstrate that the issue should also be considered in other parts of Fennoscandia. This final report of the project “Forest fires in Fennoscandia under changing climate and forest cover (IBA ForestFires)” funded by the Ministry for Foreign Affairs of Finland, synthesises current knowledge of the occurrence, monitoring, modelling and suppression of forest fires in Fennoscandia. The report also focuses on elaborating the role of forest fires as a source of black carbon (BC) emissions over the Arctic and discussing the importance of international collaboration in tackling forest fires. The report explains the factors regulating fire ignition, spread and intensity in Fennoscandian conditions. It highlights that the climate in Fennoscandia is characterised by large inter-annual variability, which is reflected in forest fire risk. Here, the majority of forest fires are caused by human activities such as careless handling of fire and ignitions related to forest harvesting. In addition to weather and climate, fuel characteristics in forests influence fire ignition, intensity and spread. In the report, long-term fire statistics are presented for Finland, Sweden and the Republic of Karelia. The statistics indicate that the amount of annually burnt forest has decreased in Fennoscandia. However, with the exception of recent large fires in Sweden, during the past 25 years the annually burnt area and number of fires have been fairly stable, which is mainly due to effective fire mitigation. Land surface models were used to investigate how climate change and forest management can influence forest fires in the future. The simulations were conducted using different regional climate models and greenhouse gas emission scenarios. Simulations, extending to 2100, indicate that forest fire risk is likely to increase over the coming decades. The report also highlights that globally, forest fires are a significant source of BC in the Arctic, having adverse health effects and further amplifying climate warming. However, simulations made using an atmospheric dispersion model indicate that the impact of forest fires in Fennoscandia on the environment and air quality is relatively minor and highly seasonal. Efficient forest fire mitigation requires the development of forest fire detection tools including satellites and drones, high spatial resolution modelling of fire risk and fire spreading that account for detailed terrain and weather information. Moreover, increasing the general preparedness and operational efficiency of firefighting is highly important. Forest fires are a large challenge requiring multidisciplinary research and close cooperation between the various administrative operators, e.g. rescue services, weather services, forest organisations and forest owners is required at both the national and international level.
