This personal account describes aspects of closure, siege, and daily life witnessed in the Gaza Strip from May to July 2009, with emphasis on the impact of the blockade in the wake of Operation Cast Lead. As an international worker made to grapple with increasingly complicated Israeli bureaucracy, but ““allowed”” access into Gaza for purposes of humanitarian aid, the author describes her impressions of the current Gazan situation as an instance of isolation whose plight is increasingly hidden from the gaze of the outside world.

Abstract:
This project addresses the contemporary and competing non-state governmentalities in the Gaza Strip through an analysis of the 1948-1967 period. During this period the American Friends Service Committee (AFSC), the United Nations Relief and Works Agency (UNRWA), and the Young Men's Christian Association (YMCA) constructed early notions of non-state 'governance' and quasi-citizenship in Gaza. The majority of this research focuses on these organizations in the 1948-1967 period, however, there is a case study that addresses the way in which these competing models of non-sovereign administration impacted the approaches used since 2007 by Hamas. The distinct histories and experiences of administration under each organization has created competing notions of what components constitute an assembled notion of citizenship in Gaza. Specifically, the bureaucratic categorization preferred by UNRWA conflicts with Hamas' focus on individualized service based on the tradition of shura (consultation) and youth training, in particular. Several approaches to governance in Gaza are common to the three major faith-based organizations discussed here (the AFSC, the YMCA, and the Hamas). Notably, these organizations create sacred spaces and processes as a mechanism of governance, allowing them to exert control over the population. In particular, the manner in which two distinct international organizations – UNRWA and Hamas – came to operate parallel state structures in the Gaza Strip, and the way that these two organizations imbue citizenship like rights and responsibilities on the populations that they serve is of particular interest. In this way governance in the Gaza Strip has completed a circuit: from the faith-based Friends to the faith-based Hamas, with UNRWA as the constant secular parallel authority. Through an examination of organizational archives, memoirs, and interviews this project links these events, arguing that the institutional records of these organizations provide an illuminating path to better understand the situation of governance in Gaza today.

La construction d´un port maritime à Gaza - que prévoient les accords israélo-palestiniens de 1993/1994- constitue la seule option stratégique envisageable pour intégrer le commerce de marchandises palestinien à la région et au reste du monde. Ce port permettrait d´améliorer la compétitivité des exportations et d´accroître durablement les flux commerciaux. Cependant la poursuite du conflit et l´instabilité politique ont provoqué une succession de retards dans sa construction et c´est pourquoi ici, dans notre thèse on va se penche sur la gestion juridique du futur port de Gaza. Cette thèse regroupe les données fondamentales de la gestion portuaire palestinienne. Il analyse les bases des différents régimes portuaires dans le monde, économiquement, financièrement et juridiquement, compare les types de gestion, il expose en détail le choix de l’autorité portuaire palestinienne et son système d’organisation interne, sa future structure tarifaire, enfin le mode de financement
The Gaza seaport is one of the Palestinian strategic projects at all levels including political, economical and social. The Palestinian National Authority (PNA) aims to provide an independent access to the outside world, especially the PNA is subservient totally to Israel, in regard of import and export. The construction of the Seaport has been initiated to strengthen the Palestinian economy and increase the rate of employment Palestine. In order to revive the demotic economy, mainly the private sector. The movement of goods would overcome the Israeli severe restrictions. Moreover this would give confidence to the private sector in the field of development, open the doors for investment in various industries and create new job opportunities. As the choice of the owner is the suitable choice, PNA decided to adopt this choice to manage the Seaport. Through its management the PNA transfers the Seaport operations to private companies. Therefore, the owner’s choice allows to carry out specific operations on the Seaport so as the law and regulations which organize the Seaport operations will be subdued to the PNA control. This pattern saves the appropriate climates for competence among the private companies in various activities which are carried out in the Seaport as shipping works and equipment ownership. Moreover, the pattern will facilitate the outflow of the private investments and foreign capitals to the area. Owing to long –term contracts the private companies are contracted regarding the infrastructure ( land area). On the other hand, the private ship companies save and maintain its buildings as offices, storehouses, containers-shipping stations and workshops…. Etc. They will also fix their equipment as cranes, shipping equipments, contact strips and others on the arrival station after the concerned company performs its main activities. The private companies bear the responsibility of employing and recruiting work power, while other companies will be responsible of the entire activities relevant to sea boats and shipping , besides depositing the goods in storehouses, anchoring and sailing of boats, dragging fees and shipping agencies …etc. The construction of a maritime port in Gaza, planned by the 1993-1994 Oslo agreements - constitutes theunique strategic option in order to integrate the palestinaian goods trade to the region and the other countries. This port enables the improvement of exportation competition and to increase the commercial flow continuously. But the continuation of the conflict and the political instability provoked successions of delay in its construction, that is why in this research, we will proceed to the question legal direction of the Gaza future port. This research regroupes the fundamental datas for the palestinian port direction. It analyses the different port regimes basis in the world, economically, financially and legally, it compares the types of direction, exposes in details the choice of the port authority, its inner organization system, its price future structure and finally the finance mode

Chorikios de Gaza imagine que un rhéteur d'une ville en état de siège, grâce à ses capacités oratoires, convainc les ennemis de lever le siège de manière à éviter à ses concitoyens une guerre longue et violente. En échange, il demande à la ville le prix qu’on doit accorder à "celui qui a conclu avec succès une guerre". Un soldat s’oppose "parce que la loi accorde des prix aux gagnants avec des armes, et non pas à ceux qui convainquent avec des mots". La déclamation est un hommage à la puissance évocatrice et persuasive du logos et marque le triomphe de la puissance de la raison sur la raison de la force. La thèse propose : une introduction à Chorikios, à son oeuvre, aux thèmes récurrents de ses déclamations (en référence aussi au thème du gheras dans la tradition rhétorique et déclamatoire), et à son contexte de référence ; la traduction de la déclamation ; le commentaire linguistique et stylistique et, au même temps, historique et littéraire. La thèse contextualise l’oeuvre de Chorikios dans la Gaza du VIe siècle après Jésus Christ et le rôle, entre le Ve et le VIe siècle apr. J-.C., de l’école de Gaza, dans la transition de la tradition classique au Christianisme et dans la rencontre de la culture païenne avec la culture chrétienne. In the Rhetor (op. XLII F./R.) Choricius of Gaza imagines that a rhetor of a city under siege, with his oratorical skills, is able to convince the enemy to raise the siege, avoiding in this way a long and violent war to his fellow citizens. He demands from the city the prize which it is up to “the one who successfully put through a war”. A soldier opposes “because the law dispenses prizes to the winner with weapons, not to those who convinces with words”. The declamation is a tribute to the evocative and persuasive power of the logos. It marks the triumph of the power of reason upon the reason of force. The thesis proposes: an introduction about Choricius, his work and the recurrent themes of his declamations (also in order to the theme of gheras in the rhetorical tradition and declamatory) and its frame of reference; the translation of declamation; the linguistic and stylistic commentary and, at the same time, historical and literary commentary. This commentary is to clarify the author's text and the influence on Choricius of tradition and his originality in relation to this tradition. The thesis contextualizes the Choricius' work in the Gaza on the fifth and sixth century A.D. and the role of the Gaza School in the transition from the classical tradition to Christianity. The analysis and commentary of Rhetor focuses mainly on analysis of “loci communes”; structure of declamation; dialexeis; dialexis 24 and its location "problematic" in Choriciu’s corpus

Le travail de thèse a pour objectif l'élaboration d'un modèle de prévision pour l'utilisation des sols dans des villes à haute densité de population et qui sont confrontées à des problèmes majeurs d'environnement. L'approche utilisée est fondée sur un modèle intégré qui prend en compte la nature du sol, les facteurs d'environnement et les facteurs socio-économiques. Les facteurs déterminants sont identifiés en utilisant les réseaux de neurones artificiels (ANN ou RNA) et une approche statistique. Des données socio-économiques, environnementales, institutionnelles et d'occupation du sol de la ville de Gaza ont été utilisées pour analyser les pratiques d'utilisation des sols dans cette ville. Cette analyse montre que l'utilisation des sols est influencée par la démographie, les conditions environnementales et la politique et la politique d'aménagement. La confrontation de cette analyse aux avis d'experts a débouché sur des recommandations pour l'élaboration d'un modèle prévisionnel pour l'utilisation des sols à Gaza et pour l'étude des différents scénarions d'évolution de cette ville.

Mêlant des approches historiques, socio-anthropologiques et artistiques, la thèse entend apporter un éclairage inédit sur la situation contemporaine de la Palestine et les modalités de l’occupation, à travers l’analyse de ses mondes de l’art contemporain depuis les années 1990 qui ont vu un développement sans précédent de son infrastructure. Dans un contexte de fragmentation politique et territoriale toujours plus accrue, une nouvelle génération d’artistes a émergé qui parvient progressivement à transgresser les contraintes à l’œuvre sur le terrain, pour accéder par leurs pratiques artistiques et les visions du monde qui en découlent, aux scènes de l’art contemporain international. À travers une étude ethnographique multisituée, la thèse a pour objectif de retracer la fabrique de cet art contemporain, en se concentrant sur l’étude des artistes plasticiens des Territoires palestiniens occupés. Il s’agit d’observer leurs pratiques quotidiennes, les facteurs qui les entravent tout comme les nouvelles fenêtres d’opportunités et circulations induites par le marché de l’art globalisé. En partant des trajectoires individuelles de ces créateurs en mouvement, la recherche s’interroge sur les formes de rupture ou de continuités engendrées par la mondialisation que ce soit dans leurs modalités d’engagement (artistique et politique) ou dans leur rapport au nationalisme et ce, afin de repenser les rapports entre art et politique
Combining historical, socio-anthropological and artistic approaches, the thesis aims to shed new light on the contemporary situation of Palestine and the modes of Occupation, through the analysis of its worlds of contemporary art since the 1990s which have seen an unprecedented development of its infrastructure. In a context of growing political and territorial fragmentation, a new generation of artists has emerged which gradually succeeds in transgressing the constraints at work on the ground, to access through their artistic practices and the resulting worldviews, to the scenes of international contemporary art.Through a multilocated ethnographic study, the thesis aims to retrace the fabrication of this contemporary art, focusing on the study of plastic artists from the Occupied Palestinian Territories. It is a question of observing their daily practices, the factors that hinder them as well as the new windows of opportunities and circulations induced by the globalized art market. Starting from the individual paths of these moving creators, the research questions the forms of rupture or continuities engendered by globalization whether in their modes of engagement (artistic and political) or in their relationship towards nationalism, in order to rethink the relationship between art and politics

Since then, the organization was in a continues hit-run conflict against the Israeli Defence Forces (IDF). The conflict is very resistant to any sort of resolution, and Hamas and Israel engage frequently in what it seems an endless cycle of resentment and violence. Despite numerous mediations by global and regional powers, this conflict appears to be further away than ever. This particular conflict can’t be addressed according to the common negotiation theories that based on rationality and hard politics, which seems not that functional. Instead, a model based on the game theory approach is presented in this study to explain this phenomenon. In this work, some facts about Israel - Hamas regional concerns are explained. Moreover, the study analyses the reasons behind Hamas enforcing calm in Gaza, even though Hamas considers Israel as its arch enemy. The presented model shows that whenever Israel and Hamas reach an agreement, both sides can collaborate in maintaining a state of calm. Moreover, results show that the proposed model is applicable to analyse a conflict in terms of actions, duration and terms of settlement. Many countries in the Western Balkans are conflicted about what diplomatic stance to take on the Gaza war, primarily whether they should support Israel or Palestine or remain neutral since their decision-making will have to balance their domestic public, as well as their ties with Israel, Muslim countries and, most importantly, the US and the EU. The vote taken on October 26 in the UN General Assembly (hereinafter: UNGA) on the resolution that called for a truce between Israel and Hamas with a strong emphasis on humanitarian factors demonstrated how conflicted the Western Balkan countries were on the current conflict in Gaza.

In the Gaza Strip, 80% of the population receives humanitarian assistance. The level of need is overwhelming, and the political and socio-economic context has crippled the traditional social protection system. Efforts to build a stronger social protection system are under way, and cash interventions are on the rise. This report explores the humanitarian cash assistance landscape in the Gaza Strip and how it interacts with social protection. It sets out a vision for a social protection architecture that supports coherence, protection, accountability and the building of resilient systems, and achieves complementarity between actors and programmes. The report also provides recommendations on how the implementation of programmes can be improved.
