Abstract:
<em><span>The Committee for State Debt Affairs (PUPN), which is in the center of the capital city of the State, is a committee to streamline the implementation of authority and duties. An institution called the State Receivables Affairs Agency was renamed the State Debt and Auction Agency which has now changed the Directorate General State Accounts Receivable and Auction which is then the Directorate General of State Assets, this Agency is directly under and is responsible to the Minister of Finance for operations in the city and regency areas. The Office of State Receivables and Auction Management is formed (hereinafter referred to as KPKNL) the name is the State Wealth and Auction Office (hereinafter referred to as KPKNL). Confiscated Auction of the State Receivables Affairs Committee is an auction carried out on confiscated goods of the State Receivables Affairs Committee which is a debt guarantee at state banks. if given by a government bank to a debtor when faced with a problem the debtor cannot repay his credit payment based on a agreed credit agreement, the bank has taken measures so that the debtor can pay off his credit payments, so in the case of non-performing loans as state accounts uncollectible. This research is a sociological juridical, namely the approach taken to applicable legal norms is related to the facts in the field. That since the issuance of the Decision of the Constitutional Court Number 77 / PUU-IX / 2011 concerning the testing of Law Number 49 Prp Year 1960 concerning the Committee on State Receivables with the State Constitution of the Republic of Indonesia in 1945 resulted in the decision that the Bank's State Owned Enterprise Receivables are not Other State Receivables so that the settlement of Receivables is no longer delegated to the Committee of State Receivables Affairs but the settlement of the Receivables can be settled through the mechanism of each banking company using the principles of a sound banking company. Based on the results of this study, suggestions are suggested. Further study in the State Financial Law relating directly to the State Debt Affairs Committee Execution concerning the delegation of authority previously carried out by the State Debt Affairs Committee under the Minister of Finance was then carried out through the mechanism of each banking company because this is directly related to the accountability of State finances.</span></em>

Abstract:
This thesis focuses on a transformational but disregarded period in New Zealand’s twentieth century history, the era from the arrival of the Marines in 1942 to the arrival of Rock Around the Clock in 1956. It examines one of the chief agents in this metamorphosis: the impact of American culture. During this era the crucial conduits of that culture were movies, music and comics. The aims of my thesis are threefold: to explore how New Zealanders responded to this cultural trinity, determine the key features of their reactions and assess their significance. The perceived modernity and alterity of Hollywood movies, musical genres such as swing, and the content and presentation of American comics and ‘pulps’, became the sources of heated debate during the midcentury. Many New Zealanders admired what they perceived as the exuberance, variety and style of such American media. They also applauded the willingness of the cultural triptych to appropriate visual, textual and musical forms and styles without respect for the traditional classifications of cultural merit. Such perceived standards were based on the privileged judgements of cultural arbiters drawn from members of New Zealand’s educational and civic elites. Key figures within these elites insisted that American culture was ‘low’, inferior and commodified, threatening the dominance of a sacrosanct, traditional ‘high’culture. Many of them also maintained that these American cultural imports endangered both the traditionally British nature of our cultural heritage, and New Zealand’s distinctively ‘British’ identity. Many of these complaints enfolded deeper objections to American movies, music and literary forms exemplified by comics and pulps. Significant intellectual and civic figures portrayed these cultural modes as pernicious and malignant, because they were allegedly the product of malignant African-American, Jewish and capitalist sources, which threatened to poison the cultural and social values of New Zealanders, especially the young. In order to justify such attitudes, these influential cultural guardians portrayed the general public as an essentially immature, susceptible, unthinking and puritanical mass. Accordingly, this public, supposedly ignorant of the dangers posed by American culture, required the intervention and protection of members of this elite. Responses to these potent expressions of American culture provide focal points which both illuminate and reflect wider social, political and ideological controversies within midcentury New Zealand. Not only were these reactions part of a process of comprehension and negotiation of new aesthetic styles and media modes. They also represent an arena of public and intellectual contention whose significance has been neglected or under-valued. New Zealanders’ attitudes towards the new cinematic, literary and musical elements of American culture occurred within a rich and revealing socio-political and ideological context. When we comment on that culture we reveal significant features of our own national and cultural selves.

The aim of the study investigates the significance of Auditor General in the control of public funds in local government with specific reference to Mopani District Municipality in order to make recommendations that can assist in improving the control of public funds. The research identifies and assesses weaknesses in how Mopani District Municipality has been controlling its public funds by analyzing the Auditor General reports for the past three financial years and its implications to service delivery. The research further assesses the role played by Auditor General in influencing the internal financial control of the municipality and in auditing the performance of the municipality since in other municipalities money is paid to contractors for services not rendered. The study provides academic input into public administration, specifically in the area of improving service delivery performance, control and financial performance management in municipalities. The study could contribute to the establishment of effective ways of monitoring the control of public funds by municipalities.

Abstract:
This chapter explores the poignant and disturbing fate of Henryk Erlich and Wiktor Alter at the hands of the Narodni Komitet Vnutriennykh Diel (National Committee for Internal Affairs: the Soviet secret police, NKVD). Erlich had been one of the most important representatives of the General Jewish Workers Union of Poland, known as the Polish Bund. He was also a member of the Central Committee of the Bund, editor-in-chief of the Folkstsaytung, and, with Wiktor Alter, a delegate of the Bund to the Executive Committee of the Socialist International since 1930. He was arrested on October 6, 1939, and charged with anti-Soviet and counter-revolutionary activities. The chapter then looks at Erlich's history of the Bund, which, because of the circumstances of its creation, is unique.

Abstract:
This paper provides an overview of the current status of radioactive waste management in the UK from the point of view of Nirex, the organisation responsible for providing safe, environmentally sound and publicly acceptable options for the long-term management of radioactive materials. Essentially, it argues that: • the waste exists and must be dealt with in an ethical manner; • legitimacy is the key to public acceptance of any attempt to solve the waste issue; and • credible options and a new political will allow, and indeed, compel this generation to deal with it. In doing this, the paper takes account of a number of recent announcements and ongoing developments in the UK nuclear industry, in particular: • the recent announcement that Nirex is to be made independent of industry; • the Department of Environment, Food and Rural Affairs and Devolved Administrations’ Managing Radioactive Waste Safely consultation exercise; • the creation of the Committee on Radioactive Waste Management to oversee the consultation; • the creation of the Nuclear Decommissioning Authority to manage the civil nuclear site clean-up programme; • proposals for improved regulation of Intermediate Level Waste conditioning and packaging; and • proposals by the European Commission for a new radioactive waste Directive. These institutional and policy changes amount to an evolution of the back-end of the fuel cycle that represents the most radical transformation in the UK nuclear industry for many years. In a large part, this is a transformation made necessary by past failures in trying to impose a solution on the general public. Therefore, in order for these changes to result in a successful long-term radioactive waste management programme, it is necessary to pay as much attention to political and social concerns as scientific and technical ones. Primarily it is crucial that all parties involved act in an open and transparent manner so that the decisions made achieve a high degree of legitimacy and thus public acceptance. Crucially too, the problem must be framed in the correct term — that the waste exists irrespective of the future of nuclear power and that this is an issue that must be addressed now. Thus there is a legitimacy of purpose and scope in moving forward that addresses the ethical imperative of this generation dealing with the waste. Put together with the action the government is taking to create the necessary institutional framework, Nirex believes that for the first time in a generation the UK has the building blocks in place to find a publicly acceptable, long-term solution for radioactive waste.
