Abstract:
<em><span>The Committee for State Debt Affairs (PUPN), which is in the center of the capital city of the State, is a committee to streamline the implementation of authority and duties. An institution called the State Receivables Affairs Agency was renamed the State Debt and Auction Agency which has now changed the Directorate General State Accounts Receivable and Auction which is then the Directorate General of State Assets, this Agency is directly under and is responsible to the Minister of Finance for operations in the city and regency areas. The Office of State Receivables and Auction Management is formed (hereinafter referred to as KPKNL) the name is the State Wealth and Auction Office (hereinafter referred to as KPKNL). Confiscated Auction of the State Receivables Affairs Committee is an auction carried out on confiscated goods of the State Receivables Affairs Committee which is a debt guarantee at state banks. if given by a government bank to a debtor when faced with a problem the debtor cannot repay his credit payment based on a agreed credit agreement, the bank has taken measures so that the debtor can pay off his credit payments, so in the case of non-performing loans as state accounts uncollectible. This research is a sociological juridical, namely the approach taken to applicable legal norms is related to the facts in the field. That since the issuance of the Decision of the Constitutional Court Number 77 / PUU-IX / 2011 concerning the testing of Law Number 49 Prp Year 1960 concerning the Committee on State Receivables with the State Constitution of the Republic of Indonesia in 1945 resulted in the decision that the Bank's State Owned Enterprise Receivables are not Other State Receivables so that the settlement of Receivables is no longer delegated to the Committee of State Receivables Affairs but the settlement of the Receivables can be settled through the mechanism of each banking company using the principles of a sound banking company. Based on the results of this study, suggestions are suggested. Further study in the State Financial Law relating directly to the State Debt Affairs Committee Execution concerning the delegation of authority previously carried out by the State Debt Affairs Committee under the Minister of Finance was then carried out through the mechanism of each banking company because this is directly related to the accountability of State finances.</span></em>

Objective: Updating the status of the European standardisation for medical elastic compression stockings, including custom-made stockings (class 030606, EN29999), knitted from threads made of natural fibres or synthetic fibres and elastic threads. Design: Review of the literature. Setting: Department of Dermatology at the University Hospital of Maastricht (The Netherlands). Methods: Systematic review of the European regulations within the European Committee for Standardisation (CEN), by a special committee researching non-active medical devices (CEN/TC205). A special working group was set up for medical elastic compression stockings (CEN/TC205/WG2) and for anti-embolism stockings (CEN/TC205/WG2/P1) linked to the scientific background and literature on medical elastic compression stockings. Results: CEN/TC205 formalised a European prestandard (prEN12718) for medical elastic compression stockings. The pre-standard describes five compression classes, instructions for measurement, instructions for residual pressure and instructions for knitting. Still lacking is a good instrument for the comparison of laboratory measurements and a durability test. The problem of the elasticity coefficient is neglected in the standard. Conclusions: Normalisation of non-active medical devices is an important quality instrument. The medical profession should give attention to adequate compression classes, a good understanding of the elasticity coefficient and the durability of stockings.

A commentary on Patrick Messerlin's article "Agricultural Trade Liberalization." Yoichi Suzuki joined the Japanese Foreign Ministry in 1975, after having studied international public law at Hitotsubashi University, Tokyo. He also studied at and graduated from the Ecole Nationale d’Administration, Paris. He has wide experience dealing with international trade matters. He served in such posts as Director of APEC affairs, Director in charge of the bilateral economic relationship between Japan and the European Union, as well as Director of WTO affairs at the Foreign Ministry. He was Minister and Deputy Permanent Representative of Japan to the WTO from 1997 to 2002 in Geneva. Subsequently he served as Deputy Director General of the Economic Affairs Bureau of the Japanese Foreign Ministry from 2002 to September 2005 in charge of WTO as well as bilateral FTA negotiations. He chaired the regular sessions of the WTO Agricultural Committee in 2000 and 2001. He is currently Vice Chair of the OECD Trade Committee. He also has experience with commodity issues having chaired the International Natural Rubber Council in 1989 and the International Tropical Timber Council in 1991. Suzuki was appointed Consul-General of Japan in Boston in September 2005.

The article, using an informal document analysis method, analyzes the review of the Committee of the State Duma of the Russian Federation on information policy, information technology and communications "Express analysis of fakes on the topic of rallies on January 23" [1] Internal Affairs of the Russian Federation, among the TOP 10 fake news on the TikTok video hosting platform during the rallies on January 23, 2021, and their impact on the image of the Ministry of Internal Affairs of Russia in society. As an object of research, we identified the review "Express analysis of fakes on the topic of rallies on January 23", prepared by the Committee of the State Duma of the Russian Federation on information policy, information technology and communications, according to which the highest concentration of fake news was revealed on the TikTok video hosting platform on the topic of rallies on January 23, 2021. The research material is a sample of the TOP 10 publications on the TikTok video hosting site containing fake information on the topic of the rallies on January 23, 2021. The units under study are publications that discredit the internal affairs bodies of the Russian Federation. According to the results of the study, it can be assumed that one of the main reasons for discrediting employees of the internal affairs bodies during the rallies on January 23, 2021 is the general compromise of the internal affairs bodies of the Russian Federation, carried out by subjects of the media space pursuing all sorts of personal motives: self-promotion, profit making by increasing the rating in media space, as well as the broadcast of general dissatisfaction with the state policy of the Russian Federation, which significantly affects the formation of the image of the Ministry of Internal Affairs of Russia.

Abstract:
The role of Protestantism in the German Democratic Republic (the GDR) has been strongly disputed since the ‘turn’ and reunification of 1989/90. Many of the disagreements derive from different interpretations of the relationship between State, Church and Society in the GDR. This paper first describes the state institutions which formulated and executed church policies for the Communist Party of the GDR (the SED), and then surveys relations between Church and State, offering an explanation for actions and motivations on both sides. The thesis advanced is that the decisive phase of the transformation of a ‘bourgeois’ Church into a ‘Church within socialism’ took place between 1958 and 1978, and that the preceding and subsequent periods merely had the character of ‘past history’ and ‘epilogue’.A variety of institutions influenced Church–State policies in the GDR. First, at government level, there was until 1957 a department for ecclesiastical affairs controlled by the deputy prime minister ; after that date, there was an official secretary for church affairs, answerable to the chairman of the government (Ministerrat). At party level in the SED, there was a working group for church affairs which was part of the secretariat of the SED's central committee, answerable to the first secretary or the secretary-general of the central committee. The central committee office included a member with specific responsibility for church affairs, generally the second in line after the party chairman. In the Ministry for State Security (MfS), those involved were the head of the so-called ‘main department for social superstructure’, together with a representative of the minister or the minister himself, and the heads of administration in individual ‘Lands’ or districts.

Canadian lawyers and all those interested in international affairs will be pleased to know that the Sixth Committee of the General Assembly concluded on November 15, 1990 its deliberations on the report of the working group on the United Nations Decade of International Law (“the Vukas Report”) under the chairmanship of Professor Budislav Vukas of Yugoslavia (“the Vukas Committee”). The Vukas Report sets out the proposed program of activities for the first period of the Decade, being the period 1990-92, and represents another important step towards the implementation of Resolution 44/23 of November 17, 1989, and the fulfilment of the aspirations connected with that resolution for strengthening the international legal order. The Report was well received by the delegations of states to the Sixth Committee and on November 19, 1990, the General Assembly adopted by consensus the program of activities set out in the Report, the Decade thus achieving more tangible form.

Chinese Vice-President Hu Jintao, Jiang Zemin's heir apparent, has risen to the elite levels of Chinese politics through skill and a diverse network of political patrons. Hu's political career spans four decades, and he has been associated with China's top leaders, including Song Ping, Hu Yaobang, Deng Xiaoping and Jiang Zemin. Though marked early as a liberal by his ties to Hu Yaobang, Hu Jintao's conservative credentials were fashioned during the imposition of martial law in Tibet in 1989. Those actions endeared him to the Beijing leadership following the 4 June Tiananmen Square crackdown, and his career accelerated in the 1990s. Young, cautious and talented, Hu catapulted to the Politburo Standing Committee, the vice-presidency and the Central Military Commission. Despite recent media attention, Hu's positions on economic and foreign policy issues remain poorly defined. As the 16th Party Congress approaches, Hu is likely to be preparing to become General Secretary of the Communist Party and a force in world affairs.

This article assesses the new monetary policy regime introduced in the UK in 1997. It discusses the original remit given to the Bank of England, how it has been interpreted by the Bank and the conduct of monetary policy by the Monetary Policy Committee (MPC) subsequently. The article draws heavily on my experience as Specialist Adviser to the House of Lords Select Committee on Economic Affairs over this whole period. I conclude that the MPC has been very successful in fulfilling its remit, but that a puzzle remains at the heart of the policy over whether the way inflation targeting has worked in practice is consistent with how it is said to work in theory.

For those outside the Westminster circle, the political machinery behind national politics remains an impenetrable mystery. There is much chicanery surrounding the decision-making process, which often has an impact on policy. You can ask, for example, how evidence is used and whether it is really taken into account. One more minor mystery for many has been the decision to remove me as Chair of the Science and Technology committee. And so, at the request of the Executive Editor of this publication and at the risk of sounding egotistical or, as one reader of the journal Science and Public Affairs indirectly put it, a ‘whinger’, I will attempt to unravel the mysteries that were at work when the chairmanships of the committees were decided, and by so doing, examine the tenuous relationship between politics and science.

Abstract:
The goal of this study is to identify the problems in the existing system of criminological prevention of extremist crimes committed using information and telecommunication networks, and to work out ideas for its improvement. The authors use general and special research methods, primarily, sociological ones. They have studied 184 criminal cases of extremist crimes committed using information and telecommunication networks tried in courts in the cities of Irkutsk, Moscow, Penza, in Kursk, Moscow, Murmansk, Samara and Chelyabinsk Regions and in the Republic of Bashkortostan in 2010–2017. The have also analyzed the published decisions of the Supreme Court of the Russian Federation and surveyed 158 employees of the internal affairs bodies, 42 judges, 80 employees of the Investigation Committee of the Russian Federation, as well as 46 faculty members from Moscow, Moscow Region and the Republic of Bashkortostan. The authors have analyzed statistical data for 2010–2017 gathered by the Chief Information and Analytics Center of the Ministry of Internal Affairs of Russia and the Court Department of the Supreme Court of the Russian Federation. The article takes into account novels of criminal legislation regarding the use of information and telecommunication networks for committing extremist crimes introduced in 2013–2017, the clauses of the Federal Law «On the Basics of the System of Preventing Crimes in the Russian Federation» of 2016. The authors also pay attention to the Strategy of State National Policy of the Russian Federation until 2025, the Counter-Extremism Strategy of the Russian Federation until 2025, the Doctrine of Information Security of 2016, the Strategy of Developing Information Society in the Russian Federation in 2017–2030, and the new Clarifications of the Plenary Session of the Supreme Court of the Russian Federation. A complex research of the problems of counteracting extremist crimes committed with the use of information and telecommunication networks allowed the authors to formulate suggestions on improving the system of criminological prevention of these criminal acts.

As Britain prepares to leave the EU immigration policy has come to the top of the policy agenda. The Brexit vote was seen as a vote against free movement and new policies are aimed at introducing more restrictive controls. The report by the Migration Advisory Committee (MAC) in September 2018 recommended little new provision for low-skilled migration post-Brexit (MAC, 2018). This was then adopted by the Home Office in its Immigration White Paper, published in November 2018 (Home Affairs Committee, 2018). The White Paper explicitly references public concerns that migrant labour reduces opportunities for British workers and undermines their pay and conditions. Yet employers have argued that they need to be able to continue to recruit lower, as well as highly skilled labour because the supply of British workers is insufficient. The paper explores the likely impact of proposed restrictions on immigration post-Brexit, using data from NIESR studies of employers and of the general public. It combines an assessment of what is needed to meet the needs of employers, the economy and to address public concerns, finding that there is more consensus than there is often considered to be.

In July 1987, the private papers of Éamon de Valera relating to the drafting of the Irish constitution of 1937 were opened to the public for the first time. The purpose of this paper is to examine, in the light of this material, which is held in the Francisan House of Studies, Killiney, County Dublin, and of documents now available in the Irish Jesuit Archives, the contribution of a number of Jesuit priests to the drafting of this constitution.On 24 May 1934, Éamon de Valera, president of the executive council, set up a committee of four civil servants to examine the Irish Free State constitution of 1922. Its membership consisted of Stephen Roche, secretary of the department of justice (committee chairman), Michael McDunphy, assistant secretary of the department of the president (committee secretary), Philip O’Donoghue, assistant to the attorney general, and John Hearne, legal adviser in the department of external affairs who, with de Valera, was to prove to be the principal architect of the 1937 constitution. It is clear from the minutes of this committee that its members were initially under the impression that what de Valera was seeking was a wholly new constitution. Thus, at its second meeting it was ‘agreed that the report of the committee should take the form of an entirely new constitution’. It soon became clear, however, ‘as a result of pronouncements by the president and of conversations which individual members of the committee had with him’, that what he really wanted was not a new constitution but ‘a selection within the framework of the present constitution of those articles which should be regarded as fundamental’ and ‘a recommendation as to how these should be rendered immune from alteration by ordinary legislation’.

Constitutional reform was on the agenda again at the Annual General Meeting in Canberra, as it will be for the next several AGMs I think, as there is clear recognition from the membership that the Society is facing change. The roles of the Divisional chairs and State chairs and the nature of the general meeting were discussed in the light of overall structure. The Council is the principal decision-making body but because the Council only meets twice-yearly, interactions inside the Executive form the operational and strategic engine of ASM. The current Executive includes the incumbent President, with either the incoming (President-Elect) or outgoing (Immediate Past President), the Vice-President Scientific Affairs, Vice-President Corporate Affairs and Vice-President Communications. The Chair roles have long been tasked with national leadership but without a role in Executive they have been preoccupied almost exclusively with the national meeting and speak only at the National Scientific Advisory Committee, which has an enormous operational role managing the bulk of the scientific awards and meetings. The recent move of the Division Chairs into Council as invitees over the last year or two has worked well and the increased involvement of State Chairs similarly. We will be now ratifying these arrangements by seeking formal endorsement at an extraordinary general meeting of the membership to bring the Constitution into line with these arrangements.

Over the past decade, multiple clinical reports have demonstrated that the use of propofol sedation for gastrointestinal endoscopy by gastroenterologists and trained endoscopy nurses is safe and effective in appropriately selected patients. Proposed benefits of propofol sedation include rapid onset of action, improved patient comfort and rapid clearance, as well as prompt recovery and discharge from the endoscopy unit. As a result of medical evidence, a number of international professional societies have endorsed the use of propofol in gastrointestinal endoscopy. In Canada, no formal guidelines currently exist. In the present article, the Clinical Affairs Committee of the Canadian Association of Gastroenterology presents a position statement, incorporating updated information on the use of propofol sedation for endoscopy in adult patients.
