The opinions issued by the U.S. Supreme Court in Daubert v. Merrell Dow Pharmaceuticals Inc., General Electric Co. v. Robert K. Joiner, Kumho Tire Co. Ltd. v. Carmichael, and Weisgram v. Marley changed the ground rules for whether a survey is admissible as evidence into a trial. This article provides a history of the criteria used to determine the admissibility of expert reports before Daubert and summarizes Daubert and the three other relevant opinions. It provides examples of how the Daubert criteria are being applied in cases involving survey research and provides recommendations for conducting surveys that are likely to survive a Daubert challenge.

The cellulose based pressboards from four well-known suppliers in China, which areChangzhou HuaDian Insulation Material Co., Ltd (HD), TaiZhou XinYuan Electrical EquipmentCo., Ltd (XY), Hunan GuangXin Electrical Technology (GX) and ShangHai YaZhong TradeDevelopment Co., Ltd (YZ) were analyzed and compared. The guarantee value of Figeholm’spressboard was taken as a reference. Mechanical results show that most pressboards have excellenttensile, compressive and flexural properties except for YZ pressboards. The ply adhesion was alsostudied by simple loading method to verify the bonding effect and only XY pressboard show nosliding. Electrical results show that all pressboards have a similar electrical strength while HD andXY pressboards show relatively lower dissipation factor value. Based on the mechanical andelectrical performance, XY pressboards are considered to be better as compared to others andcompetitive to Figeholm’s products.

By analyzing the relevant patent data, the technological competitiveness of enterprises can be objectively evaluated, and the research and development priorities and the technological advantages and disadvantages of each enterprise in the same field can be compared and analyzed. It is considered to be helpful in judging the patent strategy, innovation ability, and the innovation level of enterprises, which is of great practical significance. Based on the field of the ship-integrated power system as an example, considering the Derwent patent holder code, draw the integrated technical strength of ships in the field of the distribution power system; using the ideas of the Boston matrix to measure the field has the competitive advantage of enterprises; by using the social network analysis method for each enterprise, the core technology of mining, based on the S curve of the technology life cycle, analyzes the enterprise concentration each time in order to predict the future trend of development. It can be found that China Shipbuilding Industry Corporation has the largest number of patents, followed by Fuji Electric Co. Ltd, International General Electric, Daewoo shipbuilding ocean engineering Co. Ltd and so on. Considering the patent quantity and the patent quality, the dominant and productive enterprises in this field can be distinguished. The ship-integrated power system and its related core technologies have been rapidly growing at present. The related technology patents will increase rapidly in the next few years, and more and more enterprises will participate in this field.

This study presents a risk management of the electric energy consumption in Nakhonratchasima industrial, case study in Thai Sanguan Cassava Starch Co.,Ltd. by AS/NZS 4360:2004 risk management standard. The objective of this study is to reduce the risk of electric energy consumption. Based on the risk inspection, the impact analysis of electric energy consumption is applied to manage an occasion risk. The analyzed risks are consumption risks and device risks. The consumption risks are load factor, the ratio of electric energy consumption to production unit and power consumption of each unbalance phase. The device risks are an efficiency of machinery and equipment, water pump usages, lighting system and air condition system. The results show that the use of machinery and equipment is the highest risk. Load factor, the ratio of electric energy consumption to production unit and water pump usages are ranged in medium risk level, while each phase of electric energy consumption, lighting system and air condition system are in low risk level. As a priority result, machine maintenance is an initial management to decrease the electric energy consumption. For reducing the electric energy demand, work schedule has been rearranged to enlarge the load factor. Operator controlling will reduce the ratio of electric energy consumption to production unit. The inverter, which is used to control motor in water pump usages, also reduce the risk of electric energy consumption. Finally, the low impact factor from lighting and air condition system are neglected.

The 70-year-old Frye standards of “general acceptance” were replaced by the Supreme Court's 1993 Daubert criteria of the scientific method, which established the standards for admissibility of evidence in Federal Court. The four Daubert criteria were: 1- Hypothesis testing, 2- Estimates of error rates, 3- Peer reviewed publication and 4- General acceptance ( Daubert v. Merrell Dow Pharmaceuticals, 61 U.S.L.W 4805 (U.S. June 29, 1993)). The present paper starts with the Daubert four factors and then matches them, step by step, to the scientific peer reviewed literature of quantitative EEG (QEEG) in relation to different clinical evaluations. This process shows how the peer reviewed science of the Digital EEG and the Quantitative EEG (QEEG) meet all of the Daubert standards of scientific knowledge. Furthermore, the science and technical aspects of QEEG in measuring the effects of neurological and psychiatric dysfunction also match the recent Supreme Court standards of “technical” and “other specialized” knowledge ( General Electric Co v. Joiner, 1997; Kumho Tire Company, Ltd. v. Carmichael, 1999). Finally, it is shown that QEEG scientific knowledge and QEEG “technical” and “other specialized” knowledge meet the trilogy standards of the Supreme Court rulings in support of QEEG's admissibility as a clinically valid method in the evaluation of the nature and extent of neurological and psychiatric disorders.

Abstract:
We review contributions made towards the elucidation of CO and O 2 binding geometries in respiratory proteins. Nuclear magnetic resonance, infrared spectroscopy, Mössbauer spectroscopy, X-ray crystallography and quantum chemistry have all been used to investigate the Fe –ligand interactions. Early experimental results showed linear correlations between 17 O chemical shifts and the infrared stretching frequency (νCO) of the CO ligand in carbonmonoxyheme proteins and between the 17 O chemical shift and the 13CO shift. These correlations led to early theoretical investigations of the vibrational frequency of carbon monoxide and of the 13 C and 17 O NMR chemical shifts in the presence of uniform and non-uniform electric fields. Early success in modeling these spectroscopic observables then led to the use of computational methods, in conjunction with experiment, to evaluate ligand-binding geometries in heme proteins. Density functional theory results are described which predict 57 Fe chemical shifts and Mössbauer electric field gradient tensors, 17 O NMR isotropic chemical shifts, chemical shift tensors and nuclear quadrupole coupling constants (e2qQ/h) as well as 13 C isotropic chemical shifts and chemical shift tensors in organometallic clusters, heme model metalloporphyrins and in metalloproteins. A principal result is that CO in most heme proteins has an essentially linear and untilted geometry (τ = 4 °, β = 7 °) which is in extremely good agreement with a recently published X-ray synchrotron structure. CO / O 2 discrimination is thus attributable to polar interactions with the distal histidine residue, rather than major Fe–C–O geometric distortions.

Current energy policy-driven targets have led to increasing deployment of renewable energy sources in electrical grids. However, due to the limited flexibility of current power systems, the rapidly growing number of installations of renewable energy systems has resulted in rising levels of generation curtailments. This paper probes the benefits of simultaneously coordinating aggregated hydro-reservoir storage with residential demand response (DR) for mitigating both load and generation curtailments in highly renewable generation power systems. DR services are provided by electric water heaters, thermal storages, electric vehicles, and heating, ventilation and air-conditioning (HVAC) loads. Accordingly, an optimization model is presented to minimize the mismatch between demand and supply in the Finnish power system. The model considers proportions of base-load generation comprising nuclear, and combined heat and power (CHP) plants (both CHP-city and CHP-industry), as well as future penetration scenarios of solar and wind power that are constructed, reflecting the present generation structure in Finland. The findings show that DR coordinated with hydropower is an efficient curtailment mitigation tool given the uncertainty in renewable generation. A comprehensive sensitivity analysis is also carried out to depict how higher penetration can reduce carbon emissions from electricity co-generation in the near future.

ABSTRACTWe have investigated the electrical properties of a ZnO microwire grown by carbo-thermal evaporation, a ZnO thin film grown by pulsed-laser deposition on an a-plane sapphire, and a hydrothermally grown Zn-face ZnO single crystal (Tokyo Denpa Co. Ltd.). The samples were investigated by means of current-voltage measurements, capacitance-voltage measurements, and deep-level transient spectroscopy.The defects T2 [1,2] and E3 [1,3,4] were identified in all three sample types. Additionally, in the single crystal and thin film samples E64 [5] and E4 [1] were detected. These findings support the common opinion that T2 is an intrinsic defect since it is found in all the samples investigated and thus its occurrence is not related to any growth technique.

This paper proposes educational simulation environment for the model-based development (MBD) of hydraulic systems. In recent years, customer requirements for different products have become more diversified and increasingly complicated. Thus, companies must respond to such demands promptly. Many companies are beginning to adopt an MBD as a solution to this problem because such an approach can reduce the development time and cost. However, most engineers in such companies lack experience with an MBD. Therefore, establishing a training environment that can allow them to learn the MBD process experientially within a short timeframe is an effective approach. Moreover, because hydraulic systems are mainly used in construction machines, this study focuses on educational materials for hydraulic systems through an MBD educational program jointly developed between Hiroshima University and Kobelco Construction Machinery Co., Ltd.

Calcium is an essential element for just about all cellular processes, and yet abnormally high levels of cellular calcium can cause cell death. The processes that control cellular levels of this metal ion are thus of critical importance to both normal and pathophysiological conditions. Essential in the regulation of intracellular calcium levels are the calcium channels associated with cell membranes, for instance, with the plasma and sarcoplasmic reticulum membranes of muscle cells. In recent years, there has been a tremendous increase in our knowledge of the structure and function of these channels. However, we also now realize that the term "calcium channels" is used to refer to a rather heterogeneous population of entities. In some instances, notably receptor-operated calcium channels, we have only indirect evidence for their existence, whereas with the voltage-dependent channels, considerable information is now available on their comparative physiology, pharmacology, and biochemistry. The main objective of the Symposium presented in Calgary during the 1989 CFBS meeting was to bring together experts in the area of the calcium channels associated with both smooth and striated muscle function so that they could present the current state of knowledge in this area.Dr. David Triggle, from the State University of New York in Buffalo, reviewed the importance of calcium and calcium channels in cellular function and highlighted the pharmacology of calcium channel antagonists particularly with respect to their effects on the L-type calcium channels associated with smooth muscle. Dr. Sidney Fleischer from Vanderbilt University, Nashville, Tennessee, focused on his work associated with the isolation and characterization of the calcium release channel – ryanodine receptor of the sarcoplasmic reticulum from striated muscle. Dr. Fleischer has referred interested readers to his recent review in the 1989 issue of the Annual Reviews of Biophysics and Biophysical Chemistry (18: 333–364). Dr. Balwant Tuana from the University of Ottawa presented an update complemented by original data from his laboratory in the Department of Pharmacology on the current state of knowledge of the structure of the L-type calcium channel associated with both skeletal and cardiac muscle. The last two speakers, Dr. Wayne Giles and Dr. Hamid Akbarali, both from the Department of Medical Physiology at the University of Calgary, completed the program by presenting a review of data concerning the electrical physiological properties of calcium-activated channels in cardiac and smooth muscle. The interplay between the ion exchange capacity, water content and concentration dependences of conductivity, diffusion permeability, and counterion transport numbers (counterion permselectivity) of CJMA-3, CJMA-6 and CJMA-7 (Hefei Chemjoy Polymer Materials Co. Ltd., China) anion-exchange membranes (AEMs) is analyzed using the application of the microheterogeneous model to experimental data. The structure–properties relationship for these membranes is examined when they are bathed by NaCl and Na2SO4 solutions. These results are compared with the characteristics of the well-studied homogenous Neosepta AMX (ASTOM Corporation, Japan) and heterogeneous AMH-PES (Mega a.s., Czech Republic) anion-exchange membranes. It is found that the CJMA-6 membrane has the highest counterion permselectivity (chlorides, sulfates) among the CJMAED series membranes, very close to that of the AMX membrane. The CJMA-3 membrane has the transport characteristics close to the AMH-PES membrane. The CJMA-7 membrane has the lowest exchange capacity and the highest volume fraction of the intergel spaces filled with an equilibrium electroneutral solution. These properties predetermine the lowest counterion transport number in CJMA-7 among other investigated AEMs, which nevertheless does not fall below 0.87 even in 1.0 eq L−1 solutions of NaCl or Na2SO4. One of the reasons for the decrease in the permselectivity of CJMAED membranes is the extended macropores, which are localized at the ion-exchange material/reinforcing cloth boundaries. In relatively concentrated solutions, the electric current prefers to pass through these well-conductive but nonselective macropores rather than the highly selective but low-conductive elements of the gel phase. It is shown that the counterion permselectivity of the CJMA-7 membrane can be significantly improved by coating its surface with a dense homogeneous ion-exchange film.

Computed tomography (CT) is commonly associated with relatively high patient doses. In order to keep the patient doses from the CT examinations on the acceptable level it is necessary to apply the principle of optimization. An essential part of optimization is the achievement of the compromise between the patient dose reduction and the maintenance of the image quality that provides accurate diagnostic information. The aim of the study was to determine the relations between the patient doses, CT image quality and the parameters of the tube current modulation program (Auto mA, CareDose and DoseRight) for the examination of the chest. The study was performed on the three most common modern tomographs in Russia: Ingenuity Core 128, Philips; Optima 64, General Electric; Definition AS, Siemens. The anthropomorphic phantom Lungman (Kyoto Kagaku CO., LTD) was used in the study. In order to assess the tube current modulation for the range of tube voltage (80–120 kV), the reference mA∙s (ref. mAs), Noise Index (NI) and Dose Right Index (DRI) were changed for the CareDose (Siemens), Auto mA (GE) and RightDose (Philips), respectively. Estimation of the effective dose was performed using the method from Methodical guidance 2.6.1.2944-11 (MU 2.6.1.2944-11). In order to evaluate the image quality, the noise of a CT image in the mediastinum was selected as the most homogenous for chest region. It was estimated, that for the GE units with Auto mA, the noise of CT image had a liner relationship with NI; the patient dose decreased with the increase of NI. For the Siemens units with CareDose, the noise of CT image decreased with the ref.mAs for the range of tube voltage (80–120 kV); the patient dose was directly proportional to the ref.mAs and increased with the tube voltage. For the Philips units with DoseRight, the noise of CT image decreased with the DRI for the range of tube voltage (80–120 kV); the patient dose was directly proportional to the DRI and had no dependence on the tube voltage. The tube current modulations are proprietary for each manufacturer; it is necessary to consider them for the protocol development. The obtained dependences could be useful for optimization of CT protocols.

Abstract Background GB004 is a small molecule that stabilizes hypoxia inducible factor (HIF-1α), a key transcription factor involved in the cellular responses at the intersection of hypoxia and inflammation. GB004 induction of HIF-1a target genes improves barrier integrity and reduces barrier permeability in rodent models of colitis. Here we investigated gene expression and secretion of soluble factors elicited by GB004 treatment on immune cells and epithelial cells, human monolayer assays and immune co-culture studies to further explore its protective mechanism. Methods In the BioMAP human co-culture assay, cells were treated with GB004 one hour prior to stimulation and incubated for 24–168 hours. Biomarkers, cell viability and proliferation were assessed. Repligut human stem-cell-derived monolayer platforms were used to assess GB004 effects under unstimulated or TNFa stimulation conditions. Barrier integrity was assessed by Transepithelial Endothelial Electric Resistance (TEER), HIF-1a target genes were assessed in cell lysates, and tight junction formation and epithelial monolayer viability were investigated by immunofluorescence staining. Results GB004 demonstrated activity in 11 of 12 systems in the BioMAP human co-culture assay, which covers a range of disease-relevant immune and non-immune mechanisms under stimulation conditions. Collectively, GB004 treatment led to changes in biomarkers associated with inflammation (sTNFa, IL-8, MCP-1, CXCL11), immunomodulation (sIL-17F, sIL-17A), and tissue remodeling (collagen I, collagen IV). GB004 treatment also reduced the proliferative activity in the in vitro lymphocyte assay systems. In the human Repligut intestinal epithelium assay, GB004 significantly reduced cell death and improved barrier integrity in response to pro-inflammatory cytokines. The protective role of GB004 on barrier integrity was further supported by immunostaining experiments demonstrating that GB004 treatment protected epithelial cells from TNFa-induced cell apoptosis, improving both epithelial cell number and tight junction protein ZO-1 staining. Conclusion GB004 modulates key anti-inflammatory and immunomodulatory activities in human co-culture systems. Furthermore, GB004 demonstrates protective effects on human derived monolayer cultures by reducing cell death, promoting tight junction formation, and improving barrier integrity. Targeting both barrier function and local colonic inflammation represents a multi-faceted approach to treatment of inflammatory bowel disease. Enhancing of boiling heat transfer by combining the electrohydrodynamic (EHD) effect and surface wettability has been shown to remove the high heat fluxes from electrical devices such as laser diodes, light emitting diodes, and central processing units. However, this phenomenon is not well understood. Our previous studies on the critical heat flux (CHF) of pool boiling have shown that CHF greatly increases with the application of an electric field and that the wall temperature can be decreased to a level with the safe operation of the electrical devices by using a low contact angle with the boiling surface. To verify the earlier prediction model, CHF enhancement by changing the contact angle with the boiling surface and by the application of an electric field was investigated. A fluorinated dielectric liquid (Asahi Glass Co. Ltd, Tokyo, Japan, AE-3000) was selected as the working fluid. To allow the contact angle between the boiling surface and the dielectric liquid to be changed, several different materials (Cu, Cr, NiB, Sn) and a surface coated with a mixture of 1.5 and 5 μm diamond particles were used as boiling surfaces. The CHFs at different contact angles were 20.5–26.9 W/cm2, corresponding to 95–125% of that for a polished Cu surface (21.5 W/cm2). Upon application of a −5 kV/mm electric field to the microstructured surface (the mixture of 1.5 μm and 5 μm diamond particles), a CHF of 99 W/cm2 at a superheat of 33.5 K was obtained. Based on this experimental evidence, we normalized the CHF and contact angle using our previously developed hydrodynamic instability model and semi-empirical model derived from the interfacial area density close to the boiling surface. This procedure allowed us to develop a general model that predicted CHF well, including the CHF for the de-ionized (DI) water.

AbstractThe phenomenon that a ferroelectrics crystal carries out intrinsic polarization by the temperature change generally is known. The Ozone gas generation was investigated due to a strong electric field of this crystal under atmospheric pressure . When we added a rapid temperature change to the crystal, the charge non–equilibrium occurs around the crystal. Oxygen is influenced due to the non-equilibrium in charge and ozone is considered to be generated. Therefore, we used the high electric field induced due to the polarization of a ferroelectrics crystal in order to produce the ozone under atmospheric pressure.As a result, we were able to produce ozone of the density of 400ppb in a oxygen gas flow of 1.5 liters per minute using this simple system: The crystals (Yamaju Co. Ltd. and Sumitomo metal mining Co. Ltd.) are used in thickness of 3, 5, 7, 10, 20, and 30 mm with a diameter of 4 inches, respectively. They are poled crystals.Experiments on the maximum temperature (300 degree), the temperature gradient (100 degree/10 minite), and substrate materials(Cu and Al), the thickness of the crystal, and z face etc. were carried out during the temperature of LiTaO3 single crystal from 20C to about 300C. It is found that the amount of the ozone production increases rapidly, when the maximum temperature of LiTaO3 single crystal is raised and have a relation with the thickness of the crystal. However, the amount of the ozone production doesn't closely related with the X-ray generation that we use the crystal for.In the present study, when the thickness of the crystal became large, polarization voltage became high, but generated efficiency of ozone was not necessarily proportional to thickness.

Abstract Background As a neglected cross-species parasitic disease transmitted between canines and livestock, echinococcosis remains a global public health concern with a heavy disease burden. In China, especially in the epidemic pastoral communities on the Qinghai-Tibet Plateau, the harsh climate, low socio-economic status, poor overall hygiene, and remote and insufficient access to all owned dogs exacerbate the difficulty in implementing the ambitious control programme for echinococcosis. We aimed to design and implement a remote management system (RMS) based on internet of things (IoT) for control and surveillance of echinococcosis by combining deworming devices to realise long-distance smart deworming control, smooth statistical analysis and result display. New methods and tools are urgently needed to increase the deworming coverage and frequency, promote real-time scientific surveillance, and prevent transmission of echinococcosis in remoted transmission areas. Methods From 2016 to 2019, we had cooperated and developed the smart collar and smart feeder with the Central Research Institute of Shanghai Electric Group Co., Ltd. (Shanghai, China) and Shenzhen Jizhi Future Technology Co., Ltd. (Shenzhen, China). From September 2019 to March 2020, We had proposed the RMS based on IoT as a novel tool to control smart deworming devices to deliver efficient praziquantel (PZQ) baits to dogs regularly and automatically and also as a smart digital management platform to monitor, analyse, and display the epidemic trends of echinococcosis dynamically, in real time in Hezuo City, Gannan Tibetan Autonomous Prefecture, Gansu Province, China. Starting from January 2018, The RMS has been maintained and upgraded by Shanghai Yier Information Technology Co., Ltd (Shanghai, China). The database was based on MySQL tools and the Chi-square test was used to probe the difference and changes of variables in different groups. Results The smart collars are fully capable of anti-collision, waterproof, and cold-proof performance, and the battery’s energy is sufficient, the anti-collision rate, water-proof rate, cold-proof rate and voltage normal rate is 99.6% (521/523), 100.0% (523/523), 100.0% (523/523) and 100.0% (523/523), respectively. The RMS can accurately analyse the monitoring data and parameters including positive rates of canine faeces, and the prevalence of echinococcosis in the general population livestock, and children. The data of dogs deworming and surveillance for echinococcosis is able to be controlled using RMS and has expanded gradually in townships to the whole Hezuo region. The automatic delivering PZQ rate, collar positioning rate, deliver PZQ reminding rate, and fault report rate is 91.1% (1914/2102), 92.1% (13 580/14 745), 92.1% (1936/2102) and 84.7% (1287/1519), respectively. After using the RMS from 2019, the missing rate of monitoring data decreased from 32.1% (9/28) to 0 (0/16). A total of 48 administrators (3, 3, 8, 11, 23 at the provincial, municipal, county, township, village levels, respectively) participated in the questionnaire survey, with 93.8% of its overall satisfaction rate. Conclusions The existing difficulties and challenges in the way of prevention and control for echinococcosis can partially be resolved using the innovative, IoT-based technologies and tools. The proposed RMS advance the upgrade of existing manual prevention and control models for echinococcosis, especially in the current ongoing COVID-19 pandemic, as social distance and community blockade continue.
