ABSTRACT INTRODUCTION Ethics support services for hospital clinicians have become increasingly common globally but not as yet in New Zealand. However, an initiative to change this is gathering momentum. Its slogan ‘Clinical ethics is everyone’s business’ indicates that the aim is to encompass all of health care, not just the hospital sector. General Practitioners (GPs) deal with ethical issues on a daily basis. These issues are often quite different from ethical issues in hospitals. To make future ethics support relevant for primary care, local GPs were interviewed to find out how they might envisage ethics support services that could be useful to them. METHODS A focus group interview with six GPs and semi-structured individual interviews with three GPs were conducted. Questions included how they made decisions on ethical issues at present, what they perceived as obstacles to ethical reflection and decision-making, and what support might be helpful. FINDINGS Three areas of ethics support were considered potentially useful: Formal ethics education during GP training, access to an ethicist for assistance with analysing an ethical issue, and professional guidance with structured ethics conversations in peer groups. CONCLUSION The complex nature of general practice requires GPs to be well educated and supported for handling ethical issues. The findings from this study could serve as input to the development of ethics support services. KEYWORDS General practice; primary care; ethics; support; education

In contemporary corporations, managers have to embrace artificial intelligence and to focus on ecologization processes. Modern researchers pay significant attention to various aspects of corporate ethics, including those linked to the two noted challenges (AI ethics and eco-ethics). However, in most cases they are considered separately, whereas the relative behavior norms are actually connected. A new phenomenon can be labeled as AI-eco-ethics. The objective of the present investigation is the analytical reviewing of the conjugation of the ethical basis of artificial intelligence implementation and ecologization in corporate governance. The hypothesis is that previous studies characterize this conjugation sufficiently well. The analytical procedure includes finding articles from international journals dealing with AI-eco-ethics in the bibliographical database "Scopus" and systematizing the ideas from those articles by means of their attribution to common topics. The results indicate the diversity of the previous studies of AI-eco-ethics. The topics are the general questions of AI-eco-ethics, artificial intelligence as a new opportunity for eco-ethics development, the factor of sustainability in AI-eco-ethics, corporate interests in AI-eco-ethics and artificial intelligence as a challenge to eco-ethics. The polarity between the researchers' opinions is expressed sharply, and many of them doubt the positive influences of artificial intelligence on corporate eco-ethics. Reference to the ethic codes of the largest world's corporations implies very limited reflection of AI-ethic norms in them. However, when present, these norms co-occur with eco-ethical prescriptions. The results of the analytical review reveal prospects for the conceptualizing of AI-eco-ethics, which is of theoretical importance. From the practical point of view, the results emphasize the necessity of improving the quality and widening the breadth of managerial education, and also the development of inter-organizational cooperation and communication. The undertaken investigation clearly observes the conjugation of the ethical basis of artificial intelligence implementation and ecologization in corporate governance, although the chosen hypothesis is confirmed only in part.

Recent decades reveal increasing academic and practitioner interest in improving corporations social and ethical reputations. Efforts to promote ethics usually focus on the implementation of explicit, formal mechanisms, aimed at transmitting ethical and moral content and reflecting an interest in behavioural ethics. Although the efficacy of these mechanisms has been demonstrated, such efforts may fail if ethics does not exist in reality in the normal procedures and operations of the firm and in the treatment employees perceive from their employers. Organizational justice is an antecedent of ethical behaviour, though most research depicting this link has centred exclusively on assessing (un)ethical behaviours directed toward the organization. Other insights, however, might suggest a relationship between organizational justice perceptions and general ethical behaviour; therefore, this study conducts an empirical examination of survey data from 436 Spanish banking employees to discern their perceptions of organizational justice by top management and whether these perceptions are related to general ethical/unethical behaviours. Findings, finally, reveal that such perceptions have positive effects on workforce general ethics. That is, actions and efforts by top management that signal organizational justice can help promote ethics among a wider workforce. These findings have substantial practical implications, as well as insights for further research.

Purpose Moral aspects of food are gaining increased attention from scholars due to growing complexity of the food system. The foodservice system is a complex arrangement of stakeholders, yet has not benefited from similar scholarly attention on the moral facets. This gap is of significance given that the foodservice system has increased in importance with the larger proportion of food consumed in foodservice environments. This paper aims to focus on the foodservice system with the goal of applying moral perspectives associated with the theoretical discussion on the principles of food ethics. Design/methodology/approach Food ethics is described within the theoretical framework of three principles, namely, autonomy, justice and well-being. These ethical principles are reviewed in context of the foodservice system comprised of food distribution (supply chains), preparation (foodservice establishments) and consumption (consumer demand). The review also includes international perspectives on foodservice system ethics to assess relativism (versus universalism) of moral issues. Findings As the foodservice system increases in complexity, greater discussion is needed on the ethics of this system. This study observes that ignoring ethical principles can negatively impact the ability of consumers, businesses and communities to make informed choices, and on their well-being. Alternatively, a focus on understanding the role of food ethics can provide an anchor for research, practice and policy development to strengthen the foodservice system. While these moral principles are universal truths, they will require relative introspection globally, based on local experiences. Originality/value This paper presents a moral principle-based description of food ethics that incorporates the various components of the expanding foodservice system.

“Business Ethics and Postmodernism: A Response” considers the contribution of Ronald Green, David Schmidt, Clarence Walton, Ron Duska, and Richard Neilsen to a special issue of Business Ethics Quarterly entitled “Business Ethics and Postmodernism.” This essay poses a fundamental question: to what extent can a position which characterizes itself as postmodern be ethical? The paper argues on philosophical grounds that the debate between modernity and postmodernity is a debate over the very possibility of an ethic. The paper concludes that although Jacque Derrida has made the most convincing argument for an ethic within postmodernity, it remains skeptical because such an argument simply presupposes assumptions which owe their origin to modernity.

This article reviews practitioners’ evaluations of in-hospital ethics seminars. A qualitative study included 11 innovative in-hospital ethics seminars, preceded and followed by interviews with most participants. The settings were obstetric, neonatal and haematology units in a teaching hospital and a district general hospital in England. Fifty-six health service staff in obstetric, neonatal, haematology, and related community and management services participated; 12 attended two seminars, giving a total of 68 attendances and 59 follow-up evaluation interviews. The 11 seminars facilitated by an ethicist addressed the key local concerns of staff about the social and ethical consequences of advances in genetics and their impact on professional policies and practice. Seminar agendas were drawn from prior interviews with 70 staff members. During evaluation interviews, participants commented on general aspects that they had enjoyed, how the sessions could be improved, timing, the mix of participants, the quality of the facilitation, whether sessions should be more challenging, after-effects of sessions, and interest in attending seminars and contacting the ethicist in future. Participants valued the increased interprofessional understanding and coherent discussion of many pressing issues that addressed important though seldom discussed ethical questions. The seminars worked well in the different hospitals and specialties.

ENGLISH ABSTRACT: This study is concerned with the possibility and characterisation of poststructural ethics and the ethics of general theories. It contains a review of selected readings on Modernity and provides a "snapshot" of an ethical system that is essentially rule based and privileges rationality. Some of the problems with such a system, such as inflexibility, tolerance based on superiority and force and the privileging of male gender is explored. It proceeds by perusing some literature on postmodernity as an open ethical system in which values are free floating and lists of rules are constantly produced and disregarded in a dizzying ethical free for all in which "anything goes". No value is considered more worthwhile than personal survival. As a starting point for reading Modernity and postmodernity together, Levinas introduces a radical perspective on ethics that can be read as a condemnation of postmodern morality. He relates an ethics in which the survival of the "other" is more important than the survival of the self. However, he does not ground the metaphysics of such a privilege in rationality or knowledge and hence does not turn it into an ethical rule, but rather, subtly shifts the responsibility for the other person to an ultimate responsibility for the Other as God. This radical responsibility is rejected by deconstruction which does not reject either postmodernity or Modernity but is an attempt to think through the limits of rule-orientated rationality, free-play and mystical metaphysics to produce an ethical awareness that has a sensitivity for the complexity of context. Through the notion of "writing", the peculiarities it displays and the objections it attracts, Derrida seeks to establish a uniquely ethical writing that is both a stable manifestation of ethics and a dynamic engagement with those subject to it. With these readings in the background the thesis attempts to provide a framework for poststructural ethics. It is an ethics based in the notion of friendship but does not ground itself in any guarantees. It re-evaluates rationality in terms of a sublime struggle for meaning and truth. This sublime struggle offers a unique perspective on political debates that strive towards responsible development for multicultural societies and also on a sociological approach to law and the ability to dispense justice without undue prejudice. The main contention of the thesis is that although poststructuralism does not suppose a grounding metaphysics in either rationality or responsibility towards God it cannot be satisfied with the self-indulgent nihilism of an "anything goes" postmodernism. Thus, it depends on the notion of a "complex system" that "self-organises" and produces limits through spontaneous connections. Through the working of deconstruction complex systems can take on a more human manifestation as friendships flourish and decay through the interaction of faces.

Abstract:
Writings about Buddhist ethics and Mahayana Buddhist ethics in particular cannot escape two basic problems. The first problem is that the often-misunderstood soteriological aim of Mahayana, achieving Nirvana, conflicts with the tradition's normative ethics because Nirvana is posited as transcending worldly conventions. The second problem is that Mahayana Buddhist emptiness ontology seems to destroy the idea of ethical action by revealing the fallacy of acting from the standpoint of an individual self. For these reasons, it has been said that Mahayana ethics is impossible. By utilizing the Zen Buddhist philosophy of Nishitani Keiji's Religion and Nothingness, I will demonstrate that these two problems are misinterpretations of basic Mahayana tenets and that when Mahayana soteriology and ontology are properly understood, they do not conflict with the tradition's normative ethics. Furthermore, I will use Nishitani's interpretation of the Bodhisattva to show that there is ethics without an ethical agent.
Les écrits sur l'éthique bouddhiste en général et l'éthique bouddhiste mahayana en particulier font face à deux problèmes élémentaires. Le premier problème est que l'interprétation usuelle du but sotériologique mahayana, soit d'atteindre le nirvana, entre en conflit avec l'éthique normative traditionnelle, puisque le Nirvana propose une acception transcendant les conventions mondiales. Le second problème est que l'ontologie du vide bouddhiste mahayana semble détruire l'idée même d'une action éthique lorsqu'elle révèle le sophisme de l'action à partir du point de vue de l'individu. Ces deux problèmes affirmer qu'il n'existe pas d'éthique Mahayana. En nous appuyant sur la philosophie bouddhiste zen de Nishitani Keiji dans Religion and Nothingness, nous démontrerons que les deux problèmes découlent en fait d'interprétations erronées, et que si la sotériologie et l'ontologie mahayana sont interprétées adéquatement, elles ne s'opposent aucunement à l'éthique normative traditionnelle. De plus, nous utiliserons l'interprétation du concept de bodhisattva de Nishitani pour révéler qu'il peut y avoir éthique sans agent moral.

Abstract:
The aim of this thesis is to examine the concept of virtue ethics in Stanley Hauerwas's understanding of virtue and delineate how that contributes to his ethical reasoning and his comprehension of medical ethics. The first chapter focuses on the shift that occurred in moral theory under the stance of the Enlightenment that eroded the traditional idea of morality as the formation of the self, allowing space for new concepts that dismissed the importance of the agent in the ethical task of seeking the good. In the second chapter, the three main ideas (character, vision, and narrative) that make up Hauerwas' ethical theory are examined with a particular attention to the importance of agency in moral life. The third chapter describes how Hauerwas' medical ethics, informed by his moral theory based on character, vision, and narrative, is relevant to medical ethics. Hauerwas argues that because medicine is a form of human activity with internal goods and standards of excellence intrinsic to its practice, it requires taking into account the notion of agency in the healing relationship. Finally, in the last chapter the specific religious discourse of Hauerwas' ethics is discussed in relation to secular medical ethics. In other words, this thesis raises the question of whether the reduction of medical ethics to a set of principles, as it is mostly the case today, represents a suitable picture of the reality of moral life in medicine.

In order to work toward right relationships among humanity and all other things, what is required is an ethical theory that concerns itself with interests that include but are not limited to the human. James M. Gustafson's theocentric ethics, which centres value on God, can accomplish this in the religious sphere. Gustafson's ethical theory also has the potential to work within nontheistic secularism as a way of construing all things as interrelated and interdependent. Underlying Gustafson's theology and value theory is a commonsense ontology, which appreciates evidences from the sciences, affective orientation, and resembles certain webs of beliefs held by many outside religious communities. In order to illustrate the transition to secular Gustafsonian ethical theory, functional surrogates of theology found in secular philosophy, and particularly in the work of Mary Midgley, are identified. Gustafson's ethical theory is used to identify certain obligations and restrictions with regard to environmental ethics.

Abstract:
Natural disasters are social disruptions triggered by physical events. Every year, hundreds of natural disasters occur and tens of thousands of people are killed as a result. I maintain that everyone would want to be provided with assistance in the aftermath a natural disaster. If a national government is not providing post disaster assistance, then we expect that some other institution has the responsibility to provide it. Unfortunately, that is not the case currently. Therefore, in this thesis I argue that in some situations the international community is required to intervene on behalf of those affected by the disaster caused by a natural hazard. Natural disaster intervention is a moral requirement: because the international community has a duty to provide the goods we are entitled to as per the human right to welfare, even in natural disaster scenarios. After making my argument as to why a natural disaster intervention policy should be developed I explain the basic principles of such a policy by applying the Just War criteria to natural disaster scenarios in which a national government is unable or unwilling to provide assistance to its people.

Abstract:
In this thesis, I discuss the ethics of civilian protection in armed conflict from the perspective of applied ethics. Specifically, I attempt to explore a way to supplement the limitations of just war theory in civilian protection by providing a fundamental case for civilian protection, by way of considering insights gleaned from David Hume’s conception of justice, and from the perspective of professional military ethics. Moreover, I will further defend my argument for the protection of civilians in armed conflict by demonstrating the immorality of torture. In Chapter 1, I discuss the status of civilians by examining legal and ethical concepts. In Chapter 2, I critically discuss the scope and limitations of just war theory in civilian protection. In Chapter 3, I analyse how civilian protection was considered and how civilians were harmed in the Israeli–Palestinian conflict. In Chapter 4, I critically examine civilian protection as part of just conduct in armed conflict by referring to Hume’s conception of justice. In Chapter 5, I examine civilian protection from the perspective of military ethics. In Chapter 6, I make a case against the moral justifiability of torturing civilians in order to illustrate how civilians should be protected in an extreme situation.

This thesis examines the little-known phenomenological ethical theory of Max Scheler, discussed in his Formalism in Ethics and Non-Formal Ethics of Values and The Nature of Sympathy, also bringing in various other complementary philosophers. It argues that Scheler’s theory, when supplemented with complementary ideas, is superior to those offered by contemporary analytic intuitionism and other meta-ethical theories. It argues that a theory of pluralist emotive intuitionism provides a better description of both our experience of ethical value and the logical requirements for the ethical knowledge presumed by that experience. This thesis places Scheler’s theory in the context of ethical intuitionism up until the present. It considers why intuitionism has been generally rejected, looking at outstanding philosophical questions facing ethical intuitionism and previous attempted answers, and discussing current theories of analytic ethical intuitionism and their flaws. It explains the significant elements of Scheler’s ethical theory and how it can be understood in its phenomenological context. To demonstrate how Scheler’s material intuitionism is better than current theories of rationalist intuitionism, and other meta-ethical alternatives, this thesis looks at two main groups of issues. Firstly, the epistemological issues raised by Scheler’s theory and how it offers a possible solution to the problem of ethical knowledge, along with a brief consideration of ontological issues. Secondly, normative issues raised by Scheler’s theory: major issues on normative judgement raised but not answered by Scheler’s theory and, following this, a chapter dedicated to Scheler’s theory of ‘persons’, particularly with reference to Emmanuel Levinas. It concludes that an adapted Scheleran theory of ethical intuitionism can be superior to contemporary theories. It explains how the fundamental features of ethical experience may be epistemologically and phenomenologically justified based on objective values. It provides better responses to standard problems raised against intuitionism while also providing a natural explanation for a wider range of moral phenomena than standard meta-ethical alternatives. This demonstrates its superior explanatory power and provides strong arguments for its value as an over-arching meta-ethical theory.

Particularism challenges the accepted idea of normative moral theory that morality can be reduced to a finite set of fundamental principles; it sees morality as quite capable of getting on without such principles. This thesis is concerned with asking what, if any, changes would be required in the practice of medical ethics if this is correct. It is proposed that current guidelines for professional clinicians and medical scientists constitute a “fleshed out” normative system which provides pro tanto rules for ethical practice. To investigate the implications of this in a particularist world, the idea of thin and thick moral concepts is extended to cover moral principles so that generalist professional guidance is seen as constituted of thick principles. This guidance aims to provide the required confidence for the doctor-patient relationship and in particular for the trust required between doctor and patient. Examples of the development of protocols for early phase clinical trials in cancer, and of resource allocation in a resource limited system are used to investigate the difference in decision making, and thus in the decisions themselves, between generalist and particularist professionals. In a generalist world trust is placed in the systems of trustworthiness (practice guidelines etc) and thus in the developers of such systems; in a particularist world moral decisions are made by the clinician and so trust is placed much more directly in that clinician. The implications of this analysis are that under particularism medical ethical training (initial and continuing) would focus more on the development of moral character of the various professionals and less of following guidelines. The complexity of modern medicine implies that such guidelines would still be required, but they would no longer represent pro tanto duties, but rather ceteris paribus advice.

Ethical reflection can be of use to any actor in the academic and research world, involving different responsibilities: scientific integrity, general or disciplinary – questions relating to ethics committees, research ethics, or even broader responsibilities relating to the uses and possible impacts of the work undertaken. This last type of concern has been taken into account under the vague notion of responsible research and innovation (RRI), which includes ethics at all levels, and therefore scientific integrity, but also participation and open science. However, it is not easy to combine ethics, participation and openness. This perspective thus proposes a renewal of the reflection on the categories of responsibility and integrity in Research and Innovation (R&I), as well as on the conditions of possibility of ethical participation, in regard to the publics involved, the operating modes and the purposes targeted and included in its operationalization.

In a progressively materialistic and relativistic society, professional engineering ethics has become an increasingly important safeguard, but remains neglected in most formal engineering education. In response, at our university ethics content has been implemented and measured in both an undergraduate and graduate engineering course as a trial for further implementation across the university. In a senior-level seminar course, instructional emphasis was placed upon ethics in general, and engineering case studies readings reinforced with written responses were used to more effectively impart discipline specific knowledge. Other written activities such as current event articles and term papers with ethical content were implemented to promote higher level cognitive reasoning skills Students were surveyed at the end of the course and submitted work analyzed using a rubric to assess learning. On senior exit surveys, program graduates identified a 17.1 increase from 2009 to 2011 in their ability to understand professional, ethical and social responsibilities-this timeline was concurrent with the sited changes in the seminar course. For the graduates, emphasis was placed upon ethics with regards to research. An online series of training modules that meets the NSF minimum content as expressed by the COMPETES Act was used in the graduate course to supplement instructor lectures. In the case of the graduate learning experience, a pre and post training survey was conducted to determine changes in knowledge and understanding as a result of ethical training. On a pre-survey, forty-eight percent of the graduate students demonstrated a lack of understanding with regards to ethical issues relating to authorship. Fifty-two percent of graduate students pretested also incorrectly responded that a conflict of interest was always an issue of academic misconduct. These misconceptions were minimized by the end of the online training. Additionally, embedding profession ethics content into a senior-level seminar course has contributed significantly to satisfying our ABET learning outcomes and program objectives, while the graduate-level training has begun a fundamental change in the ethical culture of our graduate student researchers.

Abstract The term "ethics" as a set of rules is used in the professional world as well as in professional societies to establish what is acceptable or not, in terms of ethical professional behavior. This paper explores how the practices and codification of practices related to professional practice have evolved in the Oil and Gas sector, with emphasis on professional societies. The analysis was performed summarizing the history of ethics in general, as applicable to the Oil and Gas sector. Then, research was conducted on how the several important corporations in the upstream or downstream of oil and gas initiated and evolved their own ethical codes. We also explored how the academic world has engaged in issuing Codes of Ethics that govern the behavior of both students and faculty members at the institutional and department level. A special emphasis was placed in the investigation of the evolution of the Code of Ethics of the main professional societies and organizations related to the Oil and Gas Sector, centered on SPE, and including AAPG (the American Association of Petroleum Geologists), SEG (the Societu of Exploration Geophsyicists), EAGE (the European Association of Geoscientists and Engineers) and other relevant ones. The conclusions point to a realization that the ethical codes analyzed evolved, following societal changes, in relation to under-represented groups in terms of gender, race, nationality, age, religion and ethnicity, as well as in relation to the expansion of the industry to more and new geographical areas. Currently, almost all organizations and professional societies have a Code of Ethics that profiles their main values and sets a frame for what is or not appropriate in advancing their activities. The Code of Ethics were gradually expanded, spelling out further specific rules, often called "Statements" like "Sexual Harassment," "Bribery" and "Human Rights" statements, aiming to address a variety of specific issues. The Code of Ethics, along the specific self-disclosure statements, are the ethical framework of organizations in Oil and Gas for guiding employees and stakeholders towards: –Alignment with Corporate and/or Academic Values.–Clarification of the Value Proposition for employees and/or prospective students.–Response to societal trends like "MeToo," "BlackLivesMatter," and others.–Rejection of modern issues affecting some industrial segments like Modern Work Slavery.–Enhancement of the corporate prestige and rankings in ESG (environmental, Society and Governance) grounding disclosures useful for investment decisions Our paper is a contribution to share information and raise our collective awareness in the profession about what is the current practice in Oil and Gas regarding Codes of Ethics of Corporations and Professional Societies, how they have evolved, and what are the current and future challenges and opportunities, to expand solid and useful ethics frameworks in the context of the present rapid social transformation.

In the new ethics, the fundamental principles of two historically established systems - individualism and conciliarism (collectivism) are considered in the form of complement, not contradictory. We are only talking about their ratio and the degree of demand. At the same time, the state and society, and not “personal law”, are of decisive importance.

The article analyzes the media discourse around the figure of Oriana Fallachi and her journalistic work during 2017-2020. The actual media image of the figure of Fallachi is highlighted, examples of positive and negative statements are given. It is substantiated why her journalism should be researched in various ways, taking into account other aspects of her work that are not related to Islamophobia. The subject of the study is critical texts in modern foreign media dedicated to the author’s work. The objective of the study is to outline the media discourse around the figure of Oriana Fallaci and her journalism during 2017-2020. The methodology. The following methods have been used in the process of scientific research: historical, comparative, systems analysis, content synthesis, and others. The main results. In total, we have analyzed eight materials in foreign publications, published over the past 3 years, as well as the two most famous biographies of Oriana Fallaci. Some of the most recent reviewed texts have been published in the last few months, reflecting the interest in the author’s journalism, her writing, and reporting. Therefore, we see the need for further tracking and analysis of this body of texts. Conclusions. Critics of Fallaci express polar views that are not all negative. Authors re­commend quite cautiously her texts for reading, emphasizing their positive aspects. Both Fallaci’s biographies are also not entirely complementary: some aspects of her work are glorified, others are condemned. We managed to find general tendencies in the criticism of Oriana Fallaci’s journalism. These include accusations of xenophobia and Islamophobia, uncompromisingness, lack of political correctness, and moral value. The authors emphasize, at the same time, the openness and directness that bribe the reader, patriotism and honesty, strength of spirit and firmness of position. Significance of the research. The analysis of the latest criticism reveals what kind of media image Fallachi’s figure has today, and gives the possibility to research it for demonization and one-sided coverage. This is important not only for thorough research of the author’s work but also for understanding how the modern world perceives journalism, which is contrary to the generally accepted principles of political correctness, journalistic ethics, and humanity.

Leave no one behind is the central, transformative promise of the Sustainable Development Goals (SDGs), aimed at reaching the poorest and combating discrimination and (multiple and intersecting) inequalities that undermine people’s human rights. The importance of leaving no one behind is vital in contexts of recurrent shocks, climate and humanitarian crises, protracted conflict, and forced displacement that cause disruption, deprivation, and a lack of access to basic needs. Crises often exacerbate existing inequalities and vulnerabilities for socially excluded and marginalised people, including women and girls, children and youth, older people, people with disabilities, ethnic and religious minorities, and sexual and gender minorities. Social assistance, in the form of government provided or humanitarian assistance, seeks to alleviate crisis impacts. The structures, systems, and barriers that exclude some people generally can also exclude them from social assistance in crises. Such exclusion, both before and during a crisis, can increase deprivation, reduce resilience to shocks, and exacerbate protection risks by increasing people’s vulnerability to exploitation and abuse. Crises, consequently, can disproportionately impact marginalised people. A lack of inclusive social assistance programming thus undermines rights, ethics, and effectiveness in crises – as explored in this summary briefing of the three BASIC Research working papers on inclusion.

The quality of political inclusion of ethnic minorities1 in the Eastern Neighbourhood remains a significant challenge, despite institutions in place to promote the rights of national minorities and various programming designed to foster inclusion. This rapid review surveys donor, academic and NGO literature in this field. Literature on addressing the political exclusion of ethnic minorities is limited, with discussion of donor interventions even more sparse. The report thus draws on government initiatives; and on recommendations based on the country situation and international experience, which are not necessarily based on specific programming. There was greater information on Georgia and Moldova, than on Armenia (reflected in the sub-section country titles). In addition, there is limited discussion of programming to address the political exclusion of internally displaced persons (IDPs) and refugees in the region. As such the report relies in part on general research and guidance on IDPs and refugees from a global perspective, including discussion of a few examples of initiatives outside of the Eastern Neighbourhood.
