Full textThe development of scientific research, related with TIC, has given rise to the knowledge society, which is ours. As well as raw materials, intellectual capital is a source of development and innovation, provided its organization through avoiding dispersal mechanisms to favour the emergence of a collective intelligence. The author of this study, on the basis of the results inquest, wanted to measure the level of the knowledge integration in the development strategy of the agricultural sector in Algeria. The results presented highlight that the partitioning between the different actors producers of knowledge and/or information do not sub serves the mutualisation and synergy. In this context, the observatory of agricultural research in Algeria, under development, takes all its place; aiming to converge on a single platform, the main sources of information and knowledge sector

Full textIt is important to know and quantify diffuse pollution, and especially to help farmers to adopt best management practices. In order to control river pollution, a model simulating the fate of pollutants and identifying the best management practices can be of a great help, especially for small rural watersheds, which are increasingly polluted but rarely or not monitored. The model in this study, which begins to be used in Quebec, is the Soil and Water Assessment Tool (SWAT), a highly parameterized model. Calibration of models at the watershed scale is challenging because of the possible uncertainties that may exist in the form of process simplification, processes not accounted for by the model, and processes in the watershed that are unknown to the modeller. The challenge is even greater in the case of a daily evaluation of model performance on small agricultural watersheds with limited data. With SWAT, only few case studies have been conducted on small agricultural watersheds with limited data. The time step in water quality modelling is usually monthly or annual and good fits are rarely obtained using a daily time step, given the scarcity of data. However, a daily time step better represents the dynamics of pollutants in the river especially for the fast reacting small watersheds and provides more realistic simulation results. So, to improve daily performance in modelling water quality in small agricultural basins with limited data with a highly parameterized model, our objective is twofold: 1) to propose a methodology to obtain better daily performance in modelling flow (Q), Suspended Solids (SS) and total phosphorus (TP) in small watersheds with little data and 2) to apply the methodology to a case study for a small agricultural catchment with limited data. The proposed modelling methodology is based on the evaluation of the two calibration approaches with SWAT, single-objective and multi-objective, and the resolution of the problems encountered (misrepresented biomass, absence of water in the drains, too high surface runoff, unbalanced internal model components and a loss of performance of predicting flows). Although the daily model performance in terms of suspended solids and total P is still not optimal, it has been improved thanks to the new methodology. The results showed that (i) the model performance depends not only on the choice of calibration approach, but essentially on the selection of influential parameters; (ii) the multi-objective calibration estimating all parameters related to all measured variables at once is the best approach to model Q, TSS and TP; (iii) changing weights does not improve model performance; (iv) with a single-objective optimization, an excellent water quality modelling performance may hide a loss of performance of predicting flows and unbalanced internal model components; and (v) manual adjustments after calibration of some parameters and modifications of some software routines can greatly enhance performance in water quality. After application of the new methodology on the study area, the watershed Ruisseau du Portage, 21.41 km2, Quebec, Canada, best management practices for the purpose of reduction of TP were simulated with SWAT (fertilizer application, tillage, crop conversion).

Full textThis work mainly deals with the spin crossover phenomenon in cobalt (II} molecular chemistry. The synthesis of a series of five and six coordinated complexes, with Schiff bases as equatorial ligands and various apical ones, are reported. The temperature dependances of magnetic susceptibilities and EPR spectra are used to study the influence of the environment on the metal ion spin state. The behaviours observed are interpreted on the basie of simple models. Evidence is provided for thermally induced s = 1/2 - s -= 3/2 spin crossavers. In other respects, a correlation can be established between the geometry and spin state of these complexes and their ability to activate molecular oxygen. In order to specify the spin-crossover mechanism, structural and thermodynamic techniques are used: the ingle-crystal X-ray structure of one of the compounds is reported; the mean variation of metal-ligand diatances upon transition is evaluated by X-ray absorption spectroscopy; enthalpy and heat capacity changes, measured by t ose, are compared with the values calculated on the basis of a phenomenological model. A new means of detecting the crossover, by using its effect r. N he EPR spectrum of a Cu (II)doping ion, is described in the case of an iron(II)complex

Full textThis study is at the crossroad of the economic and administrative history of the district area. The transition from gaz to electrical energy is illustrated with the case of the city of Nevers and the substitution of stream engines, very common at the time, in industrial sites like the steelworks of Imphy. The growing demand for motion power never creates an attractive market for two electrical companies, continental Edison and Schneider and cie. Faced with technical imperatives and a high cost of electrifying the countryside, the state relies on the association of local territorial authorities which turns out to be the ideal structure and give birth to an entire electrical distribution and people responsible for environment system whose chief technical officer ends up being the conductor of the rural environment system whose chief technical officer ends up being the conductor of the rural electrification. The development of the local authorities and at the lack of interest from the council responsible for the district area, which has no obligation to take part in the process, is reluctant to play a part in a rational electrification of the Nievre which is judged too expansive and does not answer the necessities of the rural population. Thus, no overall plan is decided. This passive attitude would be regretted later

Full textNova Itapecerica is a rural locality of recent settlement, situated on the Litoral Norte of Bahia whose hamlets are widely determined by the arrivals of four main groups. These hamlets are divided between their traditions and a modernity that is fast approaching. Despite the extension of eucalyptus plantations on one hand, and the pressures that tourism development on the other hand exerts on resources, the families maintain a privileged relation with the nature which surrounds them, especially the palm tree piaçava. They maintain and develop know-how in the use of this one while practicing forms of horticulture. From the oral history, this thesis traces the constitution of this rural locality with the arrival of several waves of migrants, a history marked by numerous and violent conflicts. The development of the analyzes brings to light the variability of the relations between conflicts and sociability of cooperation. We explore how the techniques and the different local know-how implemented in the management of the environment play a significant role in the complex feelings of territoriality, belonging, cooperation and exclusion of these families
