Full textThe strengthened interest for the Arctic region, due to the consequences of climate change, coincides with the emergence of Greenland on the Arctic and international scenes. At the intersection of American and European interests in the region, Greenland, a self-ruled territory four times the size of France and inhabited by about 57,000 persons, forms part of a specific debate which is of an evolutionary nature and goes beyond the regional context. Stronger autonomy within the Kingdom of Denmark is bringing Greenland closer to possible independence, generating growing interest amongst the international community. Greenland, due to its huge icecap, its natural resources, particularly an enormous potential in Rare Earth Elements, and a location at the centre of the Arctic, new frontier of international relations, assumes a strategic dimension. The territory appears as a key issue for developments in the Arctic region and for global challenges such as adaptation to climate change and energy security in the context of an economy expected to become lowcarbon. Greenland’s state-building, between the desire for independence soon and a pragmatic approach, appears as a central issue to define the role of Greenland in the Arctic. Particularly given the territory’s strategic resources, Greenland’s state-building process may become a major security issue if it goes too fast. In case of economic difficulties, assistance to a Greenlandic state from a state willing to position or strengthen its presence in the region may have consequences for developments in the Arctic and global energy security

Full textThe aim of this geopolitics research is to analyze the particular sociopolitical situation of the Canadian Arctic using the representations it generates at different scales. The increasing interest in the Arctic zone, associated with a warming climate, makes us think back certain strategies, especially the regulation of maritime spaces. There is already a conflict between the United States and Canada in how the Arctic water is perceived, including the Northwest Passage, in terms of statute: international strait versus Canadian inland waters. In this context, Canada – which, over the past years, is continually claiming sovereignty over those Arctic waters – must also guarantee a safe navigation; otherwise it will lose credibility if any maritime problem occurs. Thus, my analysis focuses on navigation in Arctic waters. First, I give information about this navigation in a tangible way. Second, I broaden the study to what are the stakes and the consequences on the Arctic territory and its development. From a management perspective, stakeholders interact with the territory according to the perceptions and the representations they have of it and, vice versa, the territory is built by the means of these generated representations. However, the enhancement of the Arctic territory under the influence of navigation expansion shows rather exogenous development and the mark of extremely diversified representations. Finally, we will enquire into the context of structuring formation by means of a historical approach before discussing risks and vulnerabilities of navigation.

Full textDuring the first decade of the XXIth century, the Arctic has received growing attention from scholars, policymakers and multinational corporations. Climate change as well as renewed political and economical interests from coastal and non-coastal States had repositioned this region as a prospective theater in the Great powers chessboard. Since 2001, the Russian Federation has taken several international and domestic actions to guarantee its national interest in what it considers as the Russian Arctic, a space that comprises about 22 600 kilometers of national coastline with the Arctic Ocean. But climate change, historical socio-economic developments and strategic imperatives have conditioned this engagement.The Murmansk and Arkhangelsk oblasts plays nowadays a leading role in the implementation of a cross-domain Russian strategy for the Arctic region. This dissertation will then assess the central challenges of Russian National Security and Strategy in the Occidental Arctic taking in consideration recent changes in the Russian Federation political and economical model, the emerging role of private and foreign actors and the specificity of Arctic and sub-Arctic regions.The first part of this dissertation will try to underline the past/current strategic and economical relevance of the Occidental Arctic for the Russian Federation. A historical approach will allow us to better understand the current role of Murmansk and Arkhangelsk oblasts while we will appreciate its socio-economic potential thanks to the analysis of demographic, industrial and commercial developments of these regions. Finally, a study on defense and energy industries adaptation to international markets will be conducted as well as a regional risk-assessment concerning climate change and industrial pollution.In a second part, our main objective is to demonstrate the strategic and economical importance of the Murmansk and Arkhangelsk oblasts for the Russian Arctic policy. This will lead us to analyse core issues in the Occidental Arctic for state and industry actors. The methodology applied to identify the main trends in these issues is a combination of the French school of geopolitics with relevant theories of international relations (Waltz, Keohane, Putnam). Graham Allison’s conceptual models and his approach on national interests will be applied in the analysis
