Abstract:
Indonesia is a country with highest number of smokers in the world with high mortality. The dangers of smoking not only threaten active smokers but also passive smokers. Policies are necessary to protect and reduce its adverse effects of smoking. At the regional level in 2018, the Malang City Government passed a Regional Regulation that regulates Non-Smoking Areas (KTR). The realization and efforts to implement this regional regulation are the objectives of the research. Qualitative method is used, the focus of research is to determine the four indicators popularized by George Edward III. Determination of informants determined by purposive sampling. Primary data was obtained through in-depth interviews, observations, and related document studies. The data analysis technique uses an interactive model according to Miles, Huberman & Saldana. Regional Regulation Number 2 of 2018 in Malang City in its implementation has not run effectively, yet the harmonization of this Regional Regulation with the Mayor's Regulation is the main obstacle. The development of smoking area facilities has not been maximized and the socialization of this regional regulation is still limited to policy implementers.

Abstract:
The purpose of this research is to describe the implementation of a traditional market revitalization program in Jember Regency. The research method uses a qualitative descriptive approach. The object of research is the Head of Infrastructure Facilities, staff working at the Ministry of Industry and Trade, and Assistant Treasurer as manager of the Mangli Market in Jember Regency. Data collection through interviews, observation, and documentation. Based on the research finding, George Edward III's theory is not fully able to describe the phenomenon in the field. George Edward III only explained that the success of the policy implementation process was determined by 4 variables namely communication, resources, disposition and bureaucratic structure. The phenomenon in the field shows that the variable resources consist of budgetary resources, human resources and infrastructure resources. These three resources are not discussed in George Edward III's theory. Therefore the theory of George Edward III had limitations as an analytical tool.

Abstract:
This research raises the phenomenon of Land and Building Tax Collection in Rural and Urban Areas in Medan Tembung District. In this study, researchers used implementation theory by applying the George C Edward III model implementation. This theory uses 4 variables, namely communication, resources, disposition and bureaucratic structure. If one of these variables is not met, obstacles will be found that cause the PBB-P2 collection process in Medan Tembung District to be ineffective. This study uses a qualitative approach with data observation techniques, interviews, and documentation. Meanwhile, data analysis techniques use data reduction, data presentation, and data collection. The results showed that the implementation of PBB-P2 collection policy in Medan was not yet effective because it did not fulfill all the factors and variables determined by George C. Edward III. Policy implementers are only able to fulfill 1 factor, namely the variable of bureaucratic structure consisting of SOPs and fragmentation only so that it has an impact on the results of realization that have not increased and have actually decreased over the last 3 years. Another obstacle is the low level of public awareness and the unfulfilled variable implementation of the George C Edward III model, such as in the communication factor, there is transmission, clarity, disposition and resources which have not been properly resolved by policy implementers.

Penelitian ini tujuannya guna menilai seberapa jauh implementasi kebijakan pengelolaan lingkungan hidup sesuai dengan tujuan yang diharapkan dalam upaya pemberdayaan sumberdaya di hutan mangrove dengan teori milik George Edward III. Metode yang dilakukan pada penelitian ini adalah deskriptif kualitatif yang menerapkan teknik wawancara, observasi lapangan, dan studi dokumentasi sebagai metode perolehan data. Setelah data terkumpul, dilakukan analisis dengan tahapan pengumpulan data, reduksi data, penyajian data, dan penyimpulan data. Hasil penelitian ini seperti penyesuaian implementasi pengelolaan ligkungan hidup dalam upaya pemberdayaan sumberdaya di hutan mangrove dengan teori George Edward III dan efektif dilakukan maka kebijakan dapat berjalan baik.

This study aims to determine the implementation of the Electronic Identity Card (e-KTP) policy in the Population and Civil Registry Office of Padangsidimpuan City. In this study using the George C Edward III implementation model that is considered very appropriate and has detailed variables. This study uses a qualitative approach to data collection techniques through observation, interviews, and documentation. Data analysis techniques using data reduction, data presentation, and drawing conclusions. The results of this study indicate, the implementation of the Electronic Identity Card (e-KTP) policy has been running since 2015. However, there are still some problems encountered. Of the 4 variables in the George C Edward III implementation model namely communication, resources, disposition and bureaucrat structure. The results showed that the Disduk Capil Kota Padang Sidempuan only fulfilled 2 variables. The 2 variables are fulfilled namely disposition and bureaucrat structure. While two more variables that are not fulfilled are communication and resources.

Because the practical implementation of the policy requires the existence of several related components so as to make it directed. Fenomena anak terlantar atau anak yang tidak memiliki orang tua menjadi permasalahan yang cukup kompleks di berbagai negara khususnya Negara Indonesia. Permasalahan tersebut memerlukan adanya penanganan yang baik dalam menangani permasalahan tersebut. Pemerintah melalui Peraturan Pemerintah Nomor 54 Tahun 2007 Tentang Pengangkatan anak yang merupakan salah satu solusi dalam masalah anak terlantar supaya anak mendapat hak dalam kesejahteraan anak. Penelitian ini bertujuan untuk mengetahui bagaimana berjalannya proses pengangkatan anak dalam mengatasi masalah anak terlantar di Jawa Timur. Penelitian ini menggunakan teori implementasi kebijakan publik menurut George C. Edward III dan menggunakan metode penelitian deskriptif dengan pendekatan kualitatif menurut Creswell. Pengumpulan informasi dan data dalam penelitian ini menggunakan Teknik wawancara. Hasil penelitian menunjukkan komunikasi berjalan dengan baik dan berkesinambungan, disposisi yang dilaksanakan sesuai fungsi dan tanggung jawabnya, sumber daya yang jelas dimanfaatkan sebagaimana mustinya, serta struktur birokrasi sudah tepat. Berdasarkan teori implementasi yang dikemukakan oleh Edward III, bahwa proses pengangkatan anak atau Adopsi dapat berjalan dan berhasil apabila secara keseluruhan faktor tersebut terlaksana.

Abstract The original fortifications at Windsor date from the time of William the Conqueror, and he is appropriately the earliest English monarch mentioned in Pope’s poem. As well as providing a defensive stronghold on the western side of London, the site had the advantage of lying close to a royal hunting forest which the Saxon monarchs had created. The castle itself underwent periodic refurbishment in the middle ages, but it was not until the reign of Edward III that massive construction took place to alter the character of the fortress. A century later, under Edward IV, the royal chapel of St George was erected in the Lower Ward.

Abstract England in the thirteenth and fourteenth centuries was in many ways a cosmopolitan country. Under Henry III many of the leading Wgures in the realm were not English in origin; not only were there the court favourites from Savoy and Poitou, but the king’s main opponent, Simon de Montfort, was a Frenchman. There were many prominent foreigners in the English Church, including Boniface of Savoy, archbishop of Canterbury, Peter des Roches, bishop of Winchester, and Peter of Aigueblanche, bishop of Hereford. Westminster abbey owed its inspiration in architectural terms to France. Edward I relied greatly upon the Savoyard Otto de Grandson; GeoVrey de Geneville was another important supporter of the king. Edward’s great castles in Wales owed much to the influence of the Savoyards, and above all Master James of St George.

Part III marks a shift in the exchange between the two families as Lady Beaumont begins to write independently to Wordsworth on a regular basis. A major focus of her letters to Wordsworth of 1814 and 1815 is the sale and reception of The Excursion. Another major concern around this time is the production of the frontispiece engravings (from paintings by Sir George) to Wordsworth’s Poems and The White Doe of Rylstone (1815). This section also contains details of paintings by Washington Allston, as well as insights into Edward Nash and William Westall, and Beaumont’s assessment of Haydon’s Christ’s Entry into Jerusalem. Beaumont gives detailed appraisals of the actors Edmund Kean, Eliza O’Neill, and John Philip Kemble. In addition, letters in Part III contain two eye-witness descriptions of the battlefield of Waterloo.

The best initial approach to these matters is to be found in John Palmer’s opening chapter for the symposium edited by him and published in 1981. It informs the presentation offered here, which seeks to provide a necessarily concise introduction to the manuscript tradition of Book I in advance of a close reading of several key episodes in Froissart’s Rome Manuscript account of the reign of Edward III. It should be stated from the outset that, although I have myself written elsewhere1 about this manuscript tradition, the hypotheses presented by Palmer appear to me to represent the most judicious approach so far to the issues raised; they are, moreover, given cautious endorsement in the 1981 symposium by Richard Barber and P. E. Russell, as well as by George Diller—whose careful study of Book I will also be referred to below, in conjunction with references to his edition of the Rome manuscript. Readers wishing to enjoy the labyrinthine delights afforded by the various manuscripts of Book I are invited to consult these works and their scholarly apparatus (which must of course include Shears’s monograph of 1930, and the introductions to the editions prepared by Siméon Luce and Kervyn de Lettenhove for, respectively, the Société de l’Histoire de France, and the Academie royale de Belgique).

Abstract The personality and policies of Richard II, and the long-term significance of his reign, were matters of debate and controversy among suspicious and worried contemporaries, and they have remained matters of debate and controversy ever since. Judgements by those who had known him personally, or who had lived under his rule, that he was a tyrant or a foolish king, have echoed long. The theme that he was, with Edward II and Henry VI, one of a trinity of notably crass and unsuccessful rulers, has had a long currency. His rule, arguably, exemplified m governance, whose features were the stuff of bad dreams for the subjects of the later medieval English monarchy. A locus classicus for the indictment of this scarifying trinity is the manifesto against Edward IV ‘s government put out in 1469 by George duke of Clarence, George Neville, archbishop of York, and the earl of Warwick.1 Edward ‘s rule was compared in this manifesto to theirs, which had led ‘to their destruction and the great hurt and impoverishment of this land ‘. The three kings had estranged the great lords of their blood from their secret council, and relied on the advice of those who had no respect for the lords ‘ interests and those of the realm in general, but who impoverished the Crown for their own enrichment, encouraged the imposition of unjust taxes and forfeitures, and generated disorder and crime through their practice of maintenance.

The American Helicopter Museum and Education Center opened to the public at the Brandywine Airport on October 18, 1996. This milestone was the realization of a vision adopted at a luncheon meeting hosted by the Philadelphia Chapter of the American Helicopter Society on July 30, 1993. Chapter leaders had previously brainstormed potential ideas for commemorating the upcoming 50th Anniversary of the American Helicopter Society in 1994, but recognized the need to engage a broader constituency to do something significant. With the goal of establishing a 50th Anniversary Committee, a luncheon was scheduled at Boeing Helicopters in Ridley Park, PA. Participants included the author, several Chapter officers and an invitation list that included Philadelphia area rotary-wing business leaders, industry pioneers and influencers. Attendees at that first meeting included Lee Douglas, Frank Duke, Vincent Genovese, Euan Hooper, Warren Jacobs, Wes Moore, Ren Pierpoint, John Schneider, George Townson, Edward B. Wilford III and Peter Wright, Sr. After debating multiple options for the commemoration, the idea of a museum was embraced when Peter Wright, then President of Keystone Helicopters, offered to donate several vintage helicopters if a museum was established. Two weeks later, the nascent 50th Anniversary Committee met again with a mission to: “Lay the foundation for a permanent rotary-wing restoration, conservation and exhibition facility in the Delaware Valley.” Referencing the documented minutes of the aforementioned meeting and that of subsequent meetings of the 50th Anniversary Committee, other documents and the recollections of the author, this paper will trace the formative years of the museum from July 1993 to October 1996. It will address the many challenges of founding an aviation museum including incorporation, location identification, building the collection and creating the exhibits and programs. It will recall the people involved and their significant contributions. This paper is particularly compelling to publish this year, recognizing the 25th anniversary of the American Helicopter Museum and Education Center on 18 October 2021.

ABSTRACT Background: In school environments, the No Smoking Area Policy is based on protecting young people who are currently studying at school from exposure to harmful cigarette smoke. It is expected to indirectly reduce student smoking rates. This study aimed to describe the implementation of the No Smoking Area policy at High School 2 Nganjuk, East Java and to identify the factors influencing the policy implementation. Subjects and Methods: This was a qualitative study carried out at High School 2 Nganjuk, East Java. The study subjects were included the principal, student deputy principals, counseling guidance teachers, homeroom teachers, employees, and students of High School 2 Nganjuk. Data were collected using observation, interviews, and documentation. The source triangulation technique used the technique of checking the validity of the data. This study used an interactive model of data analysis technique, which is based on the theory of George C. Edward III, consisted of communication, resources, dispositions, and bureaucratic structures. Results: In High School 2 Nganjuk, the No Smoking Area Policy has not been implemented optimally, particularly on the resource factor. For example, some teachers and staff still smoking in schools. This was not in accordance with the provisions in the No Smoking Area Policy. As the budget for funds from School Operational Assistance (BOS) was integrated with the School Environment Introduction Period (MPLS/MOS as well as the Adiwiyata program, there was no special budget for the implementation of the No Smoking Area policy. There was still not enough amount of billboards about no smoking area. The communication factor was the supporting factor. The policy for the No Smoking Area is always communicated to school residents. The disposition factors was the policy implementers’ engagement. The bureaucratic factor were structure and the presence of SOP in policy implementation. Conclusion: The enforcement of the policy of the No Smoking Area in High School 2 Nganjuk has not been maximized, so all factors, both contact factors, resource factors, disposal factors, and bureaucratic factors, need to be assisted.
