Abstract:
The authors of the article, participants in the discussion “Georgia’s Communication Regime: Development Trends,” presented their views on social processes in modern Georgia. It is substantiated that the spiritual ties between Georgians and Russians are based on Orthodoxy and the mutual assistance that Russians and Georgians have provided to each other for centuries. The historical and cultural origins of Russian-Georgian relations are examined. The common historical past contributed to the interpenetration of cultures and traditions. However, under the influence of Western ideologies, a large part of modern Georgian youth has formed a different worldview. The authors of the article propose how to overcome the ideological gap through the implementation of cultural projects. Promising areas of cooperation between Russia and Georgia are considered in the absence of diplomatic relations and the anti-Russian position of the Georgian authorities. Youth communications and cooperation in the economy (primarily in agriculture) are also promising. The following risks of cooperation are considered: the unresolved issue of South Ossetia and Abkhazia, fluctuations of the political elites of Georgia, the chaotic nature of the Georgian economy, the role of anti-Russian position of Russians in Georgia, insufficient work with Georgian society on the Russian side and the need to activate the potential of the Georgian diaspora in Russia.The article was prepared based on the materials of the international round table “Georgia’s Communication Regime: Development Trends” (conducted by the National Research Institute for the Communications Development in December 2023).

Abstract:
The article deals with the economic ties between Georgia and four countries neighbouring the Caucasus region: Russia, Turkey, Iran, and Kazakhstan. The authors focus their attention on regional analysis and, for comparison, give figures on Georgia's relations with three global players: the USA, the EU, and the PRC. The authors postulate at least three challenges to Russia’s interests in Georgia. First, both Georgian establishment and society regard integration with the EU and NATO as main goal of the state, which in case of NATO evidently contradicts Russian national interests. Second, from the economic point of view, the USA is no longer a financial driver of Georgian reforms. The EU, main trade partner of Georgia for the past 15 years, has replaced it. The CIS surpasses the EU in commodity turnover with Georgia, however it is in fact an amorphous organization that formally combines its member-states and lacks for common economic policy, unlike the European Union that acts as an integration association. Third, Chinese investment in Georgian infrastructure within the "New Silk Way" project serves as a ponderable alternative to Russian financial flow. For a comprehensive analysis of the situation the authors used some figures concerning commodity trade, FDI, cross-border financial flows, tourism, and transport development. Major pipeline branches, including the planned projects, are taken into account as well. The findings are based on the results of desk research, and on empirical data obtained through meetings with Georgian government officials.

Abstract:
The topic of Georgia's inclusion in the Russian Empire is especially relevant, since the relationship between two historical neighbors today it is tense and it is necessary to especially carefully study the historical vicissitudes in order to realize the prospect of their future development. The article concerns the civil code of Russia and Georgia, the adaptation of the Georgian code of laws and the Code of King Vakhtang with all-Russian legislation.
 The authors consider a large period and cover the relationship between Russia and Georgia during the reign of Peter the First, Catherine the Second, Paul the First, Alexander the First and Alexander the Second. The authors analyze the process of systematization of the all-Russian legislation of 1826-1832 and the adoption of the Civil Code, which prompted local and central administrations to unify private and general imperial law. The authors investigate the use of Georgian civil law in private law relations in the Caucasus in the 19th century.

Abstract:
The authors study the sociological grounds of Georgia's foreign policy based on the long-term researches conducted by American and Georgian NGOs, yet applying a critical approach to the provided data and figures. Despite the aggressive rhetoric of Georgian politicians towards Russia and apparent social consensus as regards EU and NATO integration, the article concludes that Russia has not completely "lost" Georgia. The results of the sociological surveys show that up to one third of the population of Georgia are ready to consider Russia as main partner of their country, and this figure depends to a certain extent on the Georgian authorities' policy. In addition, the potential of the Eurasian integration of Georgia is not equal to zero, and it is supported by around one fifth of the population. In the authors' view, Georgia may appreciate help with solving its domestic economic problems far more than being called "a beacon of democracy" or "a truly European state". Although according to the results of the most surveys Russia takes the first place in the list of the threats to Georgia, exceeding even the figures for the banned "Islamic State", around one third of the population of Georgia consistently consider Russian threat exaggerated. Together with those who do not regard Russia as a threat at all, these citizens of Georgia almost equal the number of people who believe that "Russia poses a threat to Georgia". Even if Russia does not change its position on the recognition of Abkhazia and South Ossetia, and the West remains the goalpost of Georgia's foreign policy, the ties between the people, cultures, and economies of the two countries will not be severed. However, negligence towards the potential of developing the bilateral relations with no efforts taken on a mutual basis may significantly weaken the ties between Russia and Georgia by undermining the chances of strengthening them.

Abstract:
The article is focused on post-Soviet Georgian-Russian relations as reflected in Georgian fiction and essays, as well as on gender-related problems in literary texts created after the 2008 Russian-Georgian war. Keeping in mind that in the pre-Soviet period, Georgian literature was the main space for anti-colonial discourse, it seems logical that at the time of national protests against Russia following the 2008 events, Georgian literature of the Colonial Period was concentrating on topical issues, as a way of preparing the nation for a new reality, and fulfilling its mission of cultural reorientation. I apply post-colonial theory to conduct an analysis of the cultural turn occurring in post-Soviet Georgia, by examining a number of mental, political, and social problems, as well as ethnic conflicts within the country, as reflected in Georgian fiction and non-fiction. The post-Soviet/post-colonial goals and challenges for Georgian literature, as shown in the study, are related to several significant issues: rethinking the experience of Russian domination in the country; establishing a new understanding of Georgian national identity; rethinking Soviet stereotypes; detaching from the mentality of the subaltern; detaching from the status of postcolonial/post-Soviet nation, and establishing itself as a fully functioning society. This article discusses the present milieu which is highlighted by a clear division in the national psyche into pre-war (before 2008) and post-war (after 2008) social and political tendencies. My aim is to show how literary reflection on this conflict can contribute to the understanding of the social and political situation. Abstract:
In the minds of Estonians Abkhazia is associated mainly with Estonians living there. When the Georgian-Abkhazian war broke out in August 1992, the Estonian state evacuated about 170 Estonians and their families from Abkhazia in the autumn of the same year. The reception of the war itself in the Estonian media was low and related to the situation of Estonians there, but the motives and direct causes of the war and the development of war events were also examined. One Baltic News Service journalist observed the evacuation of Estonians and wrote about the events of the war on the spot, but most of the authors operated in Estonia and used various sources. In today’s context, it may seem surprising to what extent materials from Russian information channels were used, but at that time it was understandable: Russia covered events in its border countries more actively than Western agencies. Materials translated directly from Russian newspapers were also published in the Estonian press. The choice of sources also influenced the framing in which the events of that time were mediated. The coverage of the war in the Estonian media has undergone significant developments over the decades. The articles published during the war presented the events in a neutral way, rather sympathizing with the Abkhazians than the aggressor. While in the first half of the war the fighters of the Confederation of Mountain People of the Caucasus were presented as allies of the Abkhazians, the articles published at the end of the war sometimes included Russians, although the contribution of the Russians was not explained. However, even at the end of the war, the coverage remained largely neutral, conveying the views of both Georgians and Abkhazians. From the middle of 1994, the reception of the war began to change, which was related to Georgia’s international self-assertion. Reports from international organizations increasingly highlighted the issue of Georgian war refugees and Georgia’s claim to territorial integrity. This was also reflected in the Estonian media, where Abkhazians were increasingly called separatists without the right to independence. However, until the end of the 1990s, some articles were published that also provided Abkhaz views on events. Estonia had taken a clear direction towards integration with the West, but there was no clear understanding of Georgia’s orientation, which also influenced the attitudes of Estonian media towards Georgia-Abkhazia relations. Georgia’s leader, Eduard Shevardnadze, maneuvered between the West and Russia, pushing Abkhazia into an economic blockade and concluding agreements with Russia, while seeking integration with NATO and the European Union. The situation changed dramatically after the Rose Revolution in Georgia, when Mikhail Saakashvili, who had come to power, began to move unequivocally on the path of Western integration. At the same time, Georgia’s relations with Russia deteriorated. Georgia, a small brave country in conflict with Russia, suddenly became Estonians’ ally and friend. The common enemy unites, and when Saakashvili’s rhetoric gained a firm foothold in Georgia’s territorial integrity, Abkhazia was clearly positioned in the Estonian mainstream media as a separatist Russian puppet. Retrospectively, the reception of the Georgian-Abkhazian war changed – the pluralistic approach of the 1990s was replaced by the Georgian version. In this connection, the portrayal of the role of the Russians in the war also changed: peace mediators in the early 1990s or postcolonial implementers of the divide et impera principle now became allies of the Abkhaz. After the Law of Occupied Territories was adopted in Georgia on 23 October 2008, the concept “occupied Georgian territory” as an epithet of Abkhazia appeared in the Estonian media. As Russia continues to be in the position of a negative external “stranger” for the Estonian media, Russia’s relations with Georgia continue to influence our media attitudes towards Abkhazia and interpretations of the Georgian-Abkhazian war.

Abstract:
Despite the fact that the history of Georgia was the main research interest of Alexander Manvelishvili (1904-1997), the Georgian emigrant scholar, who lived in Europe and America for a long period of time, the history of Georgian literature was another area of study among his scholarly interests. His publications related to Georgian literature could be divided into four major parts: First- the essays which reveal the main tendencies of the development of the ancient Georgian literature, and second-Rustvelological works. Apart from publishing numerous articles related to this field in the Georgian emigrant press, he also dedicated a monograph to the study of the issues pertaining to Rustaveli’s poem. The monograph was entitled “The Knight in the Panther’s Skin and Moral Ideology of Rustaveli”. The third part of his works offers the analysis of writings by the 19th-century Georgian authors. Lastly, his articles should be identified as the fourth part of his works that manifest Alexander Manvelishvili’s literary perspective, which discusses certain examples of the works of several Georgian writers in the past century. Those studies that provide the assessment of literary ideas of Georgian emigrant authors acquire particular importance. Abstract:
The objective of this study is to identify the Eurasian vector of Georgia's political development implementation features and contradictions. The possibilities and extent of Georgia's participation in the Eurasian integration processes, as well as within various organizations (the Eurasian Economic Union, the Collective Security Treaty Organization, the Commonwealth of Independent States, etc.) are considered. The study analyzes the possibilities of Georgia's implementation of the Eurasian development vector in political, economic, social, cultural, scientific, educational and other spheres. The potential of the Eurasian Union development as an economic organization and its attractiveness for the Georgian state is studied. It is emphasized that relations and cooperation building between Georgia and Russia and other member States of the Eurasian Economic Union is possible only subject to strengthening of the existing financial and administrative organization structures and its economic capacity building. Special attention is paid to Russia's policy towards Georgia to attract it to integration processes taking place in the Eurasian space. The authors note the peculiarities and shortcomings of Russia's foreign policy aimed at bringing the two states closer together, and gives recommendations for their correction. Unresolved ethnic and political conflicts and the uncertain state and administrative status of Abkhazia and South Ossetia are considered as factors that may encourage Georgia to participate and possibly join these organizations in order to resolve the existing problems. The authors of the article come to a conclusion that the Eurasian vector of political development is becoming more and more popular in Georgian society against the background of a rather distant prospect of the country's joining the Euro-Atlantic structures, and the competition of these projects will in many ways determine Georgia's future internal and foreign policy.

Abstract:
The political processes of the 20th century became a kind of test for Georgian writers, the passing of which was largely manifested by the writers’ physical presence-absence, the denial of their own beliefs. Immigrant literature has become a form of free expres-sion of dissident thoughts. The authors were forced to move to another language space for their spiritual and physical survival in order to at least somehow get closer to the national culture. However, new contradictions arose at the same time. Writers lived in a foreign country, in a society of a different mentality and worldview, for which the topic that was close to the Georgian way of life could possibly be completely alien and uninteresting. The works of Georgian emigrant authors could be incompatible or less compatible with foreign literary discourse.The goal of writers and poets of the early 20th century was to remove the shack-les of imperialism from Georgia and to become closer to Europe. The Soviet authori-ties launched a cruel and immoral campaign against the writer, caused by the ideolo-gy of that time. One of the outstanding representatives of this particular era was Grigol Robakidze. The present paper deals with the research and analysis of the movement that began at the beginning of the 20th century and was aimed at bringing Georgia closer to Europe; it also discusses the reasons that served the public to appeal to European ideals and how the struggle went on to establish their cultural values. Grigol Robaki-dze's German-language work is essentially a part of Georgian literature.The writer was delighted with the poetic greatness of the Georgian language and its capabilities. Robakidze's works clearly show his selfless love for the mother-land. He was in love with the Georgian language, the Georgian land, the Georgian character and, in general, with everything Georgian. It is easy to imagine that the stay in emigration even more strengthened the writer's patriotic feelings. The creative path of the emigrant writer was in expressing his own and national identity, on the one hand, and in adapting to the literary environment, the part of which the author should have become himself, on the other hand. Thus, he did not move away from his native roots and found his place in a foreign literary discourse.

Abstract:
The article analyzes a particular case of the mediatization of modern socio-cultural reality through the informational and communication technologies, using the example of modern Georgian-Indian relations. The authors conducted a content analysis of two leading publications in India and Georgia: the English-language newspaper “The Times of India” and the Russian-language news agency “Sputnik Georgia”, during which had studied 30 materials from the Indian media and 43 articles from the Georgian news agency published over the period January, 2013 - February, 2019. The authors concluded that the mediatization of political and economic processes in bilateral relations had required close interaction between government and the media, since a lack of information led to a distorted perception of media communications.

Abstract:
Four Georgia women authors focus on different but equally important components of life: the natural environment of Janisse Ray, relationships in Mary Hood, culture in Tina McElroy Ansa, and sociological history in Melissa Fay Greene. While the focus of the writings by these authors overlap, their various approaches examined together reveal the essential areas where contemporary society has lost its way. All four argue how not to live by pointing out examples of negative actions and the consequences of human carelessness. Through compelling stories, these four authors show us how to preserve and improve our environment, our relationships, our culture, and our history. Ansa, Greene, Hood, and Ray are all from Georgia and write about both Georgia and the world from the perspective of contemporary Georgia. However, these four authors do not defend or deny the atrocities of the South but rather attempt to make reparations through better ideas, improved behavior, and a portrayal of southern places and people that acknowledges the wrongs of present and past and brings healing and growth to humans and to the environment. What unites all four authors is their dual purpose and more importantly a dual positive effect. Readers are entertained, but they are also motivated to act more consciously in their own relationships and in their environments. All four authors promote the theme of nurture and care, often by revealing real people or characters who are careless or who fail to nurture.

Abstract. The scientific study is dedicated to the study of the pecu­ liarities of establishing legal facts in the conditions of the military aggression of the Russian Federation against Ukraine (since 2014), as well as the limits of the court’s discretionary powers in this area. The authors, within the framework of this theoretical and applied work, while delineating the limits of the court’s discretionary powers, singled out the general conditions for establishing a legal fact in the order of civil jurisdiction, classified legal facts related to military aggression in Ukraine according to the order of establishment, and also carried out a detailed comparative analysis of the revisions of Article 317 of the Civil Code of Ukraine, which underwent significant changes in connection with the adoption by the Verkhovna Rada of Ukraine on July 1, 2022 of Law of Ukraine № 2345-IX «On Amendments to Certain Legislative Acts of Ukraine Regarding the Peculiarities of Proceedings in Cases Establishing the Fact of Birth or Death of a Person in conditions of war or state of emergency and in temporarily occupied territories». A legal evaluation of these changes was given and their effectiveness was analyzed taking into account the already formed judicial practice. Peculiarities of the Georgian and Moldovan models of establishing the facts of the death/birth of a person in the temporarily occupied territory are singled out, since in the past Georgia and Moldova, like Ukraine, were «lucky» to experience the «care of a brotherly neighbor». Taking into account the military realities in Ukraine and the prevailing circumstances, an opinion is expressed as to whether it is possible to introduce features of the Moldovan and/or Georgian models in Ukraine.&#x0D; The purpose of the study is to outline the limits of the court’s discretionary powers regarding the establishment of legal facts in the conditions of the military aggression of the Russian Federation against Ukraine (since 2014). Isolation of the general conditions for the establishment of a legal fact in the procedure of civil jurisdiction. Taking into account the specific conditions and on the basis of the study of the judicial practice of the Unified State Register of Court Decisions, the classification of legal facts related to military aggression in Ukraine, according to the order of establishment. Analysis of key legislative changes made to the provisions of the Civil Procedure Code in terms of simplifying the procedure for establishing the fact of birth and death of a person in the temporarily occupied territory, under conditions of war and state of emergency. As well as a comparison of the relevant versions of Article 317 of the Civil Code of Ukraine to provide a legal assessment of the effectiveness of the changes made. Highlighting the key features of the Georgian and Moldovan models of establishing the fact of birth and death of a person in the temporarily occupied territory with the possibility of further borrowing and adoption of experience, as well as the implementation of such in Ukraine.&#x0D; Research methodology. The method of system analysis and compa­ rison was used during the research.&#x0D; Analysis of recent research and publications. A qualitative description of separate proceedings as an institution of civil procedural law is given in the works of M. M. Yasynok, O. O. Markova, V. Yu. Mamnytskyi, T. M. Balyuk, Y. M. Sadikova, Yu. V. Bilousov. The scientific works of A. V. Kostruba, K. I. Hychka, G. V. Kykot, V. V. Masyuk, and V. V. Komarov are devoted to the issue of establishing facts that have legal significance in separate proceedings under the Code of Civil Procedure of Ukraine. In addition, the study of the relevance of the indicated issues proves that the problems of legal regulation of the procedure for establishing the fact of birth and death of a person in the temporarily occupied territory of Ukraine are not fully studied. Although it is worth noting the significant contribution to research in this area by K. V. Husarova, I. M. Volkova, T. A. Stoyanova, M. H. Sviderska, O. I. Ugrynovska. and Pinyashka M., as well as other specialists in the science of civil procedural law. The empirical basis of primary source research is the modern legislation of Ukraine, as well as the legislation of Georgia and Moldova.In addition, it should be noted that M. Basilashvili covered the issue of comparative legal analysis of registration of civil status acts in Ukraine and Georgia in her research.&#x0D; Conclusions. It is obvious that cases on the establishment of facts of legal significance occupy an important place in judicial practice. The dynamism of social relations, and therefore the constant change of legislation in the conditions of war (since 2014), made it necessary to establish a new type of legal facts – a legal fact related to military aggression in Ukraine. The study of judicial practice on this issue gives reason to assert that the judicial body’s approach to the consideration of the specified category is becoming more and more qualitative. Aspecial role in the formation of the unity of judicial practice in solving the issue of establishing legal facts related to military aggression in Ukraine is played by the Supreme Court, which always stands guard to protect the violated rights of individuals. The legislative changes analyzed in this scientific study in terms of simplifying proceedings in cases of establishing the fact of birth or death of a person in the territory where a state of war or emergency has been imposed, or in the temporarily occupied territory of Ukraine, can rightly be called progressive, appropriate and necessary, since such are dictated by the realities of wartime in our country. Moreover, they will contribute to the unification of judicial practice in the matter of establishing the fact of birth and death of a person in the territory where a state of war or emergency has been imposed, or in the temporarily occupied territory of Ukraine. But the legislator still has a lot to work on in this matter. The regulation of the institution of establishing the fact of birth and death of a person in the temporarily occupied territory in Georgia and Moldova has many features, original legal norms that give grounds to conclude about the possibility of implementing specific positive points of foreign models of establishing the specified types of legal facts in Ukraine by improving Ukrainian legislation and applying in the Ukrainian legal space.

The work describes the goals, tools, institutions, and problems of Georgia's development policy and digitalization of healthcare. In conclusion, the authors consider those areas that should be maximally strengthened in the policy for digitalizing healthcare in Georgia to achieve the goals successfully.

This paper analyses the association implementation reports for the purposes of tracking Brussels’ perception of judicial reform in Georgia. It argues that since the signing of the Association Agreement (AA), as the initial excitement dissipated the European Union gradually became more critical and open-eyed to the long-standing problem of the underreformed judiciary, which is among the main obstacles to consolidating democratic institutions in the country. In addition, the case law of the common courts (Supreme Court of Georgia and Appellate Court of Georgia) as well as of the Constitutional Court of Georgia is being reviewed in order to demonstrate that most of the attempts of either litigants, or the authors of amicus curie or the lower courts aimed at facilitation of the effective implementation of Association Agreement via the ‘pro-European’ judicial activism had been neglected and ignored by the Georgian judiciary ranking superior in the hierarchy. In conclusion, the article does not maintain that there is a direct link between the apparently blind eye turned by Brussels towards the Georgian Judiciary and the total inertness of the judicial branch, discussed in the second chapter, in promoting the implementation of the AA via its application during the decision-making process . However, it provides a context for the stakeholders that is necessary enough to remain focused on reasons that might cause dramatic democratic backsliding in the future.

Abstract William Blackstone’s Commentaries on the Laws of England is probably the most celebrated product of legal study in Georgian Oxford, so much so that for many non-specialist authors and even some specialists it has radically overshadowed all the other introductory legal writing that went before (apart from the thirteenth-century treatise called Bracton); authors imagine that all that existed in English legal writing before Blackstone, was alphabetised texts. This chapter argues, by contrast, that if we look back over the issue of the alternative approaches available to analysis of the law, and compare it with the issue of Blackstone’s antecedents, the result seems to be that Blackstone was more specifically an ‘Oxford product’ than it appeared at first sight and in the light of the eventual success of this approach. Oxford seems to have been, well before Blackstone, supplying ‘institutional’ analysis of law as a propaedeutic to the more rebarbative study of the common law. The Georgian University thus probably contributed significantly to ‘classicism’ in English legal thought more generally.

The purpose of this article is to analyse the role of the Georgian Orthodox Church in the socio-political life of Georgia. In the three decades following the restoration of independence, the Orthodox Church has successfully rebuilt its former influence. Given the de facto disregard of the principle of separation of church and state in Georgia, an authentic understanding of the specifics of the Georgian political scene is not possible without a thorough analysis of the role played by the Georgian Orthodox Church. In the individual chapters, the author provides answers to a number of research questions concerning, among others: the nature of State-Church relations, the formal and informal privileges of the Georgian Church, and the Church’s influence on the Georgian government’s domestic and foreign policy. The author provides a new perspective on the topic under discussion, taking into account the current challenges of the last few years (the coronavirus pandemic; the new stage of the political crisis in Georgia following the return of Mikheil Saakashvili; the full-scale invasion of Ukraine by the Russian Federation).

Abstract This chapter explores the genesis of Bath’s Georgian image. It examines the way contemporaries in the eighteenth century perceived their city, and its past. Such an approach is adopted for two reasons. First, though much of this book is about the manner in which Georgian Bath came to be represented in the Victorian and modern eras, the ‘primary’ sources upon which such views were based are of the eighteenth century, and were themselves representations and not mere reflections of the world. When reading nineteenth- and twentieth-century accounts of Georgian Bath it is necessary, therefore, to be conscious of being subject to a process of double-imaging, and to understand this process it is important to comprehend the original image itself. Secondly, Bath was a city dependent upon image-making. Perhaps more than any other town in eighteenth-century Britain, its success and its very identity depended not upon what it was, but what it was imagined to be. This arose from its role as a resort and fashionable residential centre. In a Manchester or a Birmingham product and place were separate, if interrelated entities, and the goods made could be freely consumed beyond the point of manufacture. At Bath the services and facilities which the city offered for sale were inextricably associated with their location and had to be consumed in situ The product was the place. Moreover, the value of what Bath produced relied heavily upon ascribed rather than inherent meaning. The waters of the city were health-giving, and the hills beautiful, because they were portrayed as such rather than because some innate qualities proclaimed them to be so. Image, therefore, was central to Bath’s economic livelihood. It must also be added that, because of its social and cultural functions, Bath attracted an extraordinary concentration of the verbally and visually literate, and encouraged authors and artists to ‘textualize’ the city to an extent only matched by London. By the end of the Georgian era Bath was encrusted with layer upon layer of imagery.

This chapter stresses the importance of history. Far from viewing Methodism as an innovative movement, anti-Methodist authors associated John Wesley and George Whitefield’s ministries with the past. There was, however, no single conception of the past which united the theologically diverse range of authors who attacked Methodism. Thus, there was no homogeneous definition of ‘Methodism’ on which opponents could agree. This disparity was a product of the fierce contests over the doctrinal makeup of the eighteenth-century Church of England. For orthodox divines, attacking Methodism formed merely part of a wider defence of ‘true religion’—an agenda that also underpinned their attacks on deism and Dissent. As has been shown throughout this book, the various doctrinal concerns about Methodism—such as antinomianism and schism—should not be viewed in isolation from the various socio-political objections that were posed to Wesley and Whitefield. Nevertheless, these evangelical leaders shared many of their orthodox opponents’ doctrinal priorities, thus illuminating the theological vitality of the Georgian Church.

Abstract:
The purpose of this paper is to identify the main scientific challenges caused by the COVID-19 pandemic in Georgia. The facts are based on the: statistics of budget allocation to science promotion and grant financing by the Ministry of Education and Science of Georgia and the Shota Rustaveli National Science Foundation of Georgia (SRNSFG). The major obstacles faced by the scientific community due to the pandemic are also described below. As expected, grants for scientific research were reduced during the pandemic. It is obvious that as well as financial problems, the pandemic has caused many other scientific obstacles. It is important to identify these problems and consider the SRNSFG’s approach to reducing them. By conducting research on this issue, the author of this report concludes that the pandemic caused both financial and logistical problems in the scientific community of Georgia. Regardless of the circumstances, the measures implemented in the Georgian education system have been positively evaluated by some international organisations, such as: Microsoft, UNICEF, and the OECD.

In this paper the authors reminisce about the creation of the Systems Realization Laboratory at the Woodruff School of Mechanical Engineering at Georgia Tech and the mentoring of their former mentees (1992 through 2009) who are pursuing careers in academia. The author’s reminisces are augmented with reminisces of some of their former mentees. We hope that some of these ideas will be valuable to those who are setting up their own laboratories.

In the article "Antimonopoly Policy in Georgia", the author emphasizes the role and importance of economic competition policy in the process of formation of a market economy in the country. In addition, it presents the process of formation and development of this policy in Georgia in dynamics, which is divided into fourteen stages, taking into account the expected changes (the creation of the Competition Council and the unification of enforcement mechanisms under the umbrella of one competition body in the future). In addition, the positive and negative aspects of the policy implemented in the country at each stage have been analyzed and a conclusion has been made that the anti-monopoly policy implemented in Georgia since the beginning of the nineties of the last century - in the beginning and in the last period - was outstanding. That is, from the first, second and eighth stages onwards - the practice of antimonopoly regulation can really be considered successful or at least partially successful. Also, the opinion is expressed that after the planned institutional change from January 1, 2025, and finally, with the introduction of the implementation process of the unified antimonopoly policy in the country through one body (National Competition Agency/Competition Council), the enforcement of the antimonopoly policy in the country will be even more successful, which will make the business environment in Georgia safer and more attractive. If you have considerable experience from industry and government in developing complex systems, one thing nice about being a Professor at a leading technical university is being able to help implement improvements in the education and development of complex systems, especially Vertical Lift Aircraft (VLA) systems. This is particularly true if you have the opportunity to participate as a member of major national efforts to implement improvements; as well as if you have the opportunity to serve on independent "red teams" reviewing industry proposals for complex system development. Fortunately, I have had these opportunities in my 35 years as the rotorcraft design professor in the School of Aerospace Engineering, Georgia Tech and as the Director for the Georgia Tech national Vertical Lift Research Center of Excellence (VLRCOE) for the past 33 years. The particular area I have pursued is development and implementation of an Integrated Product and Process Development (IPPD) methodology that has evolved from the Quality Engineering Revolution of the early 1990s. This IPPD methodology has served as the basis for the Georgia Tech Graduate Program in Aerospace Systems Design, which has become the largest of its kind in the world. It also has served as a research foundation area for a number of PhD student theses. It has also been used to support major DoD initiatives, such as the Concept Development and System Engineering Phase for the Army’s Future Combat Systems, the Air Force-Navy Joint Advanced Strike Technology (JAST) Independent Assessment and the front end decision process for the Army's Future Vertical Lift (FVL) Program. A wake up call for the use of IPPD was given in the author’s 1999 AHS Nikolsky Lecture (Ref.1), although I don't believe that the VLA government and industry have really responded. This paper will start with an overview of the Quality Engineering Revolution and the emphasis on use of IPPD and Integrated Product Teams (IPTs). Some examples of IPPD use at Georgia Tech for aircraft design and on major programs will then be provided. It will end with another call for its use on forthcoming VLA programs.

The complexity of many modern products means that multiple design teams need to collaborate during product development projects. Driven by such issues, companies are increasingly staffing only their core competencies in-house and depending on other firms to provide the complementary design knowledge and design effort needed for a complete product. With the advent of the Internet, it is today possible that these external resources are physically, geographically, and temporally distributed. In this scenario, finding the right external resource for a given task and establishing effective communication between such resources are two of the most crucial elements of the product realization process. Through this paper, the authors aim to develop an information model and middleware that enable identification and use of suitable resources for design and design-for-manufacture stages in a distributed design and manufacturing environment. Such an information model and middleware will enable a designer to use XML to effectively communicate information regarding requirements, engineering parameters, process details and resource capabilities to different entities in the product realization process. The information model and middleware developed are implemented as part of Web-DPR – web-based distributed product realization environment developed at the Systems Realization Laboratory at Georgia Tech.

Abstract:
The degradation of glaciers is one of the most obvious signals of climate change in the current period of Earth's history. Modern glaciation is unevenly distributed between different regions of the Earth and some river basins. Glaciers in Georgia are spread over the Great Caucasus Range, concentrated in the basins of the Enguri, Rion, Kodori, Tergi and other rivers, where there are mountain peaks of 3500 m and higher. The study of the melting of glaciers due to the ongoing climate change is extremely important to clarify natural events of a glacial nature, to ensure the rise of the sea level and the safety of the population living in the coastal zone, to determine the change in glacial water runoff and to assess the risks related to the melting of glaciers in general, to develop adaptation strategies and mitigation measures to the melting of glaciers. In the article, the glaciers of the Autonomous Republic of Abkhazia (hereafter “Abkhazia”) and their characteristics are studied. High-resolution satellite remote sensing (SRS) is the only way to study the current state of glaciers in the Autonomous Republic of Abkhazia, because on the one hand, there is no local glaciology school, and on the other hand, the current political situation does not allow conducting expeditions and studying glaciers in field conditions. The objective of the article is to study the morphology and exposure of these glaciers and snowfields based on the data from the catalogue of the former USSR (hereafter “catalogue”) which is called initial data and is obtained from more than one century of observations and is issued between 1960 -1975 and satellite data, at several time points, namely 2010 and 2015 that are derived from high-resolution (30 m) LANDSAT satellite data, and the latest 2020 data are processed from satellite MODIS (1.5 m resolution). Complexly using the best international practices, processed SRS data and several SRS databases, historical data and expert knowledge define the reliability of received data. It should be noted that the authors had to overcome several difficulties and ambiguities in the data to discuss the problem relevantly.

Adjara is a distinguished tourist region in Georgia. Based on statistical data, the growth of tourists and visitors in the last decade is characterized by high rates. However, both in the world and in Adjara, the COVID-19 pandemic caused significant damage to the tourism sector, drastically reducing the number of visitors. Based on the fact that Batumi has become a place of operation for international branded hotels, it attracts visitors from different countries. The Russia-Ukraine war had a certain influence on the recovery of tourism, in particular, the exchange rate of the national currency strengthened, real estate prices increased, and apartment hotels were distinctly busy. The aim of this research was to study the occupancy and profitability indicators of branded hotels operating in Adjara before and after the pandemic (2019 and 2022). In this study, the authors have identified difference in hotel occupancy and profit indicators in the corresponding months of 2019-2022; characterized differences in financial indicators concerning national and foreign currency; found out is there a disproportionate change in occupancy and profit in surveyed hotels. Qualitative and quantitative research methods were used during the research. As a result of the survey, significant changes in hotel occupancy and profit ratio were revealed, which are related to exchange rate changes and other important factors.

Abstract:
The intensification of investments into international transportation and the resulting intense growth of traffic volume and speed of railroad consists predetermines the need for increased safety and reliability of railroad operation. Current safety requirements revealed the urgent need for monitoring safety of rolling stock. The author designed a multifunctional wayside monitoring system that allows to identify the type and speed of passing vehicles, count the number of axles in the consist, and also determine the condition of car wheels and axles that may potentially present the risk to safe operations. The monitoring system is based on the use of intelligent sensors. Four such sensors are placed along the rail. The number of sensors is driven by the different distances between axles for commuter, passenger and freight trains operated in the countries of Former Soviet Union. For a given direction of the train the distance between the first sensor and the following other three sensors corresponds to the distances between axles of different types of vehicles. The electrical signals generated in each sensor are registered in the computer-based system that is located nearby and is hard-wired with the sensors. The computation system keeps count of number of axles passed, and computes the speed of the train. At the same time, the analog signals from the sensors, the magnitude of which represents the magneto-inductive characteristics of the wheel set depending on the state of their wear, are processed by the diagnostic system that determines the level of wheel wear. A special algorithm, developed by the author is used for identifying a type of the wheel wear. The system developed by the author is unique. It is patented in Russia and Georgia. There are no analogous technical solutions for the system to perform the named above multiple tasks. The monitoring system can be used for train location determination, for wayside diagnostics of rolling stock, for identification the type of vehicles and monitoring their movements in tunnels, for controlling the speed of vehicles, especially on steep descents, and for identification of the type and amount of passing vehicles in yards, repair facilities, depots and sidings. Equipping certain segments of railroad tracks with such monitoring devices will increase the effectiveness of railroad operation since the most vital characteristic of the passing vehicles will be monitored, which would allow to prevent potential accidents.
