Fifteen registered winter wheat cultivars were tested for reaction to common bunt in 2-years trials. A mixture of seven Czech proveniences of common bunt was used for inoculation. Cvs Globus and Bill were most resistant in both years. The reaction of these two cultivars to 16 Czech and German samples of common bunt of different proveniences was also tested. On cvs Globus and Bill only one sample in one year caused bunt incidence 29.3% and 19.3%, whereas the incidence caused by other bunt samples was below 10% and 15%, respectively.

AbstractThe federal administration is significantly small (around 10 percent of all public employees). This speciality of the German administrative system is based on the division of responsibilities: the central (federal) level drafts and adopts most of the laws and public programmes, and the state level (together with the municipal level) implements them. The administration of the federal level comprises the ministries, subordinated agencies for special and selected operational tasks (e.g. the authorisation of drugs, information security and registration of refugees) in distinct administrative sectors (e.g. foreign service, armed forces and federal police). The capacity for preparing and monitoring government bills and statutory instruments is well developed. Moreover, the instruments and tools of coordination are exemplary compared with other countries, although the recent digital turn has been adopted less advanced than elsewhere.

Die Analysen basieren auf GKV-standardisierten AOK-Daten. Sie zeigen Prävalenz, Verläufe und Versorgungsformen der Pflege sowie Kennzahlen zur gesundheitlichen Versorgung der Pflegebedürftigen. Im Fokus stehen die Inanspruchnahme von ärztlichen und stationären Leistungen, Polymedikation und Verordnungen von PRISCUS-Wirkstoffen und Psychopharmaka. Die Ergebnisse werden der Versorgung der Nicht-Pflegebedürftigen gleichen Alters gegenübergestellt und differenziert nach Schwere der Pflegebedürftigkeit und Versorgungssetting ausgewiesen. The article provides empirical insights on the scope and state of long-term care services in Germany. This includes health service provision for persons in need of care. The article lays out key figures regarding the prevalence, pathways and forms of care based on standardised AOK statutory health insurance data. An additional focus lies on the use of out- and inpatient health care services as well as on polypharmacy and prescriptions of PRISCUS medication and psychotropic drugs. Findings are contrasted with data on members of the same age group who are not in need of care and discussed in relation to the severity of the need of care and the care provision setting.

The West German pensions reform bill of 1957 was the product of a decade-long discussion among German experts about the need for a comprehensive reform of social policy, elder poverty, and adequate pensions in a period of economic expansion. The ultimate bill maintained the income-linked Bismarckian pensions system, but increased payouts and linked them to the overall level of production in society, with the result of dramatically increasing pension levels. Despite harsh criticisms from the right, who argued that the new pensions system would create inflation, deform democracy, and make citizens into domesticated animals, the reform was passed overwhelmingly, forming one of the essential pillars of the West German welfare state. The successful bill was the product of an expert discussion that crossed party lines and pointed toward a new political consensus on the welfare state.

This chapter examines the politics of reparation in France, Germany, and Italy. The reparation issue was not settled at the Paris Peace Conference. Woodrow Wilson resisted the most extensive demands of the European allies, but recompense for civilian damages, which he sanctioned, was bound to be enormous. Furthermore, Britain won the principle that separation allowances and pensions for veterans or dependents must also be shouldered by Germany. To forestall divisive arguments, it was agreed that a Reparations Commission would determine the total damages and levy a final bill by May 1, 1921. The chapter discusses issues relating to reparation, taxes, and the German heavy industry. It also considers how with French Prime Minister Aristide Briand and German Chancellor Joseph Wirth sought support on the basis of a reformist or moderate position and found themselves stalemated, suggesting that both men were hostage to each other's moderation on reparations.

This chapter explores the origins and growth of judicial review in South Africa. Judicial review originated in South Africa in 1994 for rights from wrongs reasons. The great moral wrongs of racist Afrikaner and British imperial rule could only be overcome with a new Democratic Constitution, accepted by blacks and whites, with a very generous Bill of Rights that is enforced by a very powerful Constitutional Court. The African National Congress (ANC) party, led by Nelson Mandela, had called for a Bill of Rights and judicial review ever since the 1950s. In the 1990’s, the ANC got its wish. South African judicial review also result, in part, from borrowing. South Africans borrowed heavily from the Canadian Charter of Rights and Freedoms of 1982 and from the German Basic Law of 1949. South Africa particularly borrowed from Germany the idea of creating one very powerful Constitutional Court, which alone has the power of judicial review in South Africa.

This chapter examines the way in which Sámi filmmaker Tommy Wirkola ironically appropriates contemporary Hollywood films such as The Blair Witch Project (1999) and Quentin Tarantino’s Kill Bill (2003-4) to create ironic, postmodern genres films that address questions of ethnicity and gender. Iversen examines the way in which Wirkola’s films made in Norway such as Kill Buljo: The Movie (2007) and the ‘Nazi zombie horror splatter comedy’ Dead Snow (2009) appropriate the horror genre to tell stories about traumatic events in Northern Norwegian history -- such as the German invasion during Second World War -- while incorporating visual references to European and Scandinavian art cinema. Iversen also analyses the representations of masculinity in Knut Erik Jensen’s Cool and Crazy (2001).
