Abstract:
The article analyzes the discussion about Daniel Goldhagen’s book “Hitler’s Willing Executioners: Ordinary Germans and the Holocaust”, which was one of the main discussions about the German historical consciousness and national identity in 1990s. The author considers the Goldhagen’s conception of “eliminationist anti-Semitism”, depicts the reception of Goldhagen’s book in the German media and in the community of professional historians. While for professional historians a critical position was common, most readers of the book perceived it positively. The author explains it by the fact that the Goldhagen’s book allowed to draw the line clearly between the totalitarian Nazi past and the democratic present of Germany and thus produced the effect of “catharsis” among the German public.

Abstract:
The German language in Poland has a very long tradition dating back to the 18th century. Over the centuries, under the influence of historical, political, economic and social factors, the image of Germany and Germans in Poland as well as the attitude of Poles towards the German language have been subject to continual evolution. The aim of this article is to discuss the position of the German language in Poland, mainly in the 21st century. Particular attention is paid to the discussion of the importance of this language in the Polish educational system in the past two decades, and the changing number of people learning, predominantly in primary and secondary education. Moreover, the reasons for the relatively high level of dislike of the German language among Poles (including learners of German) are presented and analysed. The discussion of the current status of German in our country is preceded by a brief historical outline showing the significance of the German language in Poland as well as the attitude of Poles towards this language over the centuries, beginning with the Old-Polish period

The discussions on the ban on burka in Germany started on November the 15 th. 2015 as the party convention of the CSU (a Bavarian part of the ruling CDU) demanded on its party convention to pass the law which would ban the wearing on facial veils in Germany. In the next months the discussion intensified in Germany as more and more politicians got involved in the debate , like the prominent German member of the Free Democratic Party Alexander Graf Lamsdorf or Wolfgang Kubicki, the vice chairman of the FDP which were both in favor of the ban, on the other side there are German politicians like the President of Germany Joachim Gauck or the German minister of justice Heiko Maas who were opposed to ban the wearing of facial veils in Germany.

From statehood until the 1970 census, Germans constituted Iowa’s largest immigrant group, and the same was true throughout much of the Midwest. “German Iowa and the Global Midwest” explored the story of German immigration, German American communities, and anti-German xenophobia in Iowa and the Midwest. Originally conceived to coincide with the hundredth anniversary of the United States’ entry to World War I and attendant actions against German Americans, the project was intended to spark discussion about immigration and anti-immigrant sentiment today. The xenophobia of the 2016 presidential campaign and the early stages of the Trump presidency made these discussions yet timelier—while also deepening the risks of a counter-narrative heroizing earlier generations of European immigrants as a foil to negative portrayals of more recent immigrants from other locations.

Abstract:
This article argues that German–Israeli reconciliation after 1945 has not been as exemplary as is often suggested. Drawing on key aspects which emerge from a discussion of relevant concepts in the first part of the article – transitional justice and reconciliation – it will show that Germany’s memory culture, as evidenced in the elite discourse, has indeed developed in a way that points to a successful reconciliation between the two countries. On the other hand, however, German regret emerged only reluctantly, was by and large confined to West Germany, and took a long time to establish itself formally, with emphasis on German suffering rather than suffering caused by Germans always playing an important role in German collective memory after 1945. It will also show that at grass-roots level, reconciliation between Germany and Israel is far from unproblematic. Apart from providing a critical assessment of the reconciliation between Germany and Israel after 1945, the article contributes to current academic literature on transitional justice, reconciliation and the role of memory which suggests that even though commemoration and micro-level reconciliation might be important, the geopolitical context in which reconciliation takes place and strategic security considerations also play a significant role.

Abstract This article examines the reactions of British and U.S. officials to the wave of anti-rearmament protests which erupted in West Germany in the early 1950s. It examines the discourse generated by these officials to argue that the West German protests were either encouraged or condemned by different diplomatic figures. Most officials blamed the Soviet Union for the dissent in Germany and called for widespread concessions to the German government to better calm the situation. Some officials, however, supported the protests and protesters and looked to use the demonstrations to argue for increased contact with the Soviet Union and a thawing of the Cold War. A lasting impact of this discussion was that the image of the German people began to change in the eyes of Western policy makers- with old stereotypes from the Second World War beginning to give way to a new appraisal of Germans as activists and pacifists.

AbstractStudies of German philhellenism have often focused upon the idealization of Greece by German intellectuals, rather than considering the very real, at times reciprocal, at times ambivalent or even brutal, relationship which existed between contemporary Germans and the Greek state from the Greek War of Independence onwards. This review essay surveys historiographical developments in the literature on German philhellenism which have emerged in the past dozen years (2004–16), drawing on research in German studies, classical philology and reception studies, Modern Greek studies, intellectual history, philosophy, art history, and archaeology. The essay explores the extent to which recent research affirms or rebuts that notion of German cultural exceptionalism which posits a HellenophileSonderweg– culminating in the tyranny of Germany over Greece imposed by force of arms under the Third Reich – when interpreting the vicissitudes of the Graeco–German relationship. The discussion of new literature touches upon various themes, including Winckelmann reception at the fin-de-siècle and the anti-positivist aspects of twentieth-century philhellenism, the idealization of ‘Platonic’ homoeroticism in the Stefan George-Kreis, the reciprocal relationship between German idealist philhellenism and historicism, and the ways in which German perceptions of modern Greece's materiality have constantly been mediated through idealized visions of Greek antiquity.

The German Private Limited Liability Act – Recent ChangesSummaryThe Gesellschaft mit beschränkter Haftung (GmbH – Private Limited Company) is the most popular organizational form for businesses in Germany – numbering almost one million entities. Nevertheless, few changes had been made since its inception in the late 19th century, leading to complex case law. Moreover, in the famous Centros case the ECJ decided that a businessperson may legally incorporate his or her business anywhere in the European Union, even if this happens for the sole reason of avoiding a stricter national corporate regime. As a result many Germans decided to establish company in U.K. because Ltd. legal regime was by no means more transparent and accessible than the GmbH legal regime (no requirement of minimum share capital). In such a situation, after long discussions, German parliament adopted Gesetz zur Modernisierung des GmbH-Rechts und zur Bekämpfung von Missbräuchen (MoMiG – Law for the Modernisation of the German Limited Liability Company Law and the Prevention of Misuse) which came into force on the 1 November 2008. In the article some of the most important features of the new GmbH-Recht are analyzed. Changes in German law could be an important inspiration for Polish legislator since the discussion on how to make Polish spółka z ograniczoną odpowiedzialnością more competitive and how to prevent abuse of company law is currently underway in our country.

Abstract:
As a result of the French Revolution and its aftermath, the early nineteenth century saw substantial social changes in Germany which fueled unprecedented activity in the field of music theory. The more progressive democratic spirit introduced to Germany by early Napoleonic reforms was a major factor in the solidifying of a real class consciousness among the bourgeoisie and, perhaps more importantly, a strong sense of pride in this newly defined identity. This fact helps to explain the increased public interest in the more sophisticated aspects of music such as wazzu music theory, and the founding of music institutes to satisfy these new demands. The ability of musicians to pursue teaching as a profession, coupled with technological innovations in the printing and publishing industries, enabled music theorists to publish their pedagogical methods and theoretical notions. These publications, collectively referred to as the German Harmonielehren, contain important innovations in music theory pedagogy. During the fifty year period, between 1800-1854, music theorists explored different approaches to music theory pedagogy, including the use of musical example to clarify concepts presented, different labeling public systems, and different styles of the presentation of musical concepts. These authors, generally forgotten or unacknowledged today, provide the groundwork for the unified system of labeling and terminology available to and used by today's musicians and students of music. This work includes an annotated bibliography of one hundred eighty-seven Harmonielehren. The purpose ofthe bibliography is to identify the main historical contributors to this field, and, to highlight their individual innovations and most important works. The books are briefly summarized according to content and purpose, stylistic approach, use of musical examples, chord labeling systems and library location.

Abstract:
This thesis seeks to develop recent research into Russian literature, which has applied semiotic theory to a feminist critique, to explore how spaces may be gendered as feminine or masculine. This thesis will adopt a similar feminist and semiotic approach, but will focus not upon gendered spaces, but barriers, the ‘imagery of enclosure’. I will argue that barriers are both ‘engendered’, and ‘gendered’, in the sense that they often relate to female characters. These barriers are sub-divided into three distinct types, which will be termed ‘textual’, ‘actual’ and ‘perceived’ barriers. This revisionist semiotic approach will be used to explore the Woman Question within a comparative framework, in a discussion of mid- to late-nineteenth-century English, German and Russian literatures.

Os fóruns de discussão na internet apresentam características de língua falada, entre as quais a alta freqüência do uso de partículas modais (PMs). As PMs têm diversas funções complexas que só podem ser analisadas do ponto de vista pragmático ou conversacional. Nesta dissertação, são analisadas as funções comunicativas e conversacionais das partículas modais em oito excertos de um fórum alemão de discussão sobre política, economia e meio ambiente. As 26 PMs presentes no corpus e suas funções comunicativas foram identificadas, descritas e interpretadas com base na classificação de Helbig (1990), sendo as mais freqüentes ja1 (18% do total), also (11%) e eben (6%), que respondem juntas por 35% das ocorrências no corpus. As PMs foram também agrupadas de acordo com suas funções conversacionais. Propõe-se que as PMs atuam em 13 procedimentos específicos, aqui denominados ações conversacionais, níveis intermediários entre as funções comunicativas próprias de cada PM e as funções conversacionais propostas por Helbig (1990). Cinco funções conversacionais foram identificadas no corpus, a saber: indicadora atitudinal, indicadora ou modificadora de ilocução, articuladora conversacional, realizadora de estratégia interacional e conectora. Apenas a função definidora situacional não apresenta ocorrências, possivelmente porque a situação comunicativa já é fortemente definida. A função conversacional mais utilizada foi a articuladora conversacional (35,05%), seguindo-se a indicadora atitudinal (22,68%), a conectora (22,16%), a realizadora de estratégia interacional (12,89%) e a indicadora ou modificadora de ilocução (7,22%). Os resultados do estudo demonstram que as PMs podem ser utilizadas ativamente na organização e manutenção da conversação, não apenas para expressar a atitude do falante (como costuma ser indicado na literatura sobre o tema), mas também com fins argumentativos e para manter e direcionar a interação.<br>Discussion forums in the Internet present characteristics from spoken language, among those marks is a high frequency of modal particles (Modalpartikeln). Modal particles have several complex functions that only can be analyzed from a pragmatic or conversational point of view. In this dissertation, communicative and conversational functions of modal particles are analyzed in eight interactions in discussion forums about politics, economics and environment. The 26 modal particles present in the corpus and their communicative functions were identified, described and analyzed according to HELBIGs classification (1990), the most frequent being ja1 (18%), also (11%) e eben (6%), which together account for 35% from all events in the corpus. The modal particles were also classified according to their conversational functions. It is proposed that modal particles act in 13 specific procedures, named here conversational actions, intermediate levels between the characteristic communicative functions of each modal particles and the conversational functions proposed by Helbig (1990). Five conversational functions were identified in the corpus: attitude indicator; illocution indicator or modifier; discourse articulator, interactional strategist, discourse connector. Only the situational qualifier function was not present in the corpus, probably because the communicative situation is already clearly defined. The most frequent conversational function was the discourse articulator (35,05%), followed by the attitude indicator (22,68%), the discourse connector (22,16%), the interactional strategy marker (12,89%) and the illocution indicator or modifier (7,22%). The results show that modal particles play a important role organizing and maintaining the discourse, not only to express the speaker attitude (as commonly found in the literature), but also to reach argumentative aims and to maintain and to manage the interaction.

Abstract:
This study examines the functions of phrases with the word missverstehen in any inflected form in German discussion groups. The corpus consists of about 600 different messages with a phrase containing the verb missverstehen from all kinds of discussion groups speaking the German language. The hypothesis is that those phrases do not always refer to a factual misunderstanding in the communication. There is no such thing as total understanding in communication, since people cannot fully know how other people are thinking. Instead understanding is a social construct. Misunderstanding occurs when a group member cannot interpret a message so that it correlates with what the sender has meant. This understanding contains both the discussed theme as well as the relation between the group members. Relevance occurs when interpretable information is communicated through contextualization cues. Some cues carry information about the discussed theme, others communicate face work. A misunderstanding is caused by missing contextualization cues, i. e. the message is irrelevant. The study shows how the communicators can construct a disagreement as a misunderstanding, which it in turn has an impact on face work. The phrase is then being used together with added contextualization cues in order to construct a common understanding. Thereby the communicators can influence the interaction. This is done in a sequence in the discussion group. Hence the script theory (Schank/Abelson 1977) aims to describe the phenomenon of how a phrase with the word missverstehen can be used for different purposes. One script is defined for each purpose. The difference between the scripts is being maintained by the contextualization cue that carries the information about how the relations between group members are interacted.

Thesis (MBA)-- Stellenbosch University, 1998.<br>ENGLISH ABSTRACT: The Labour Relations Act No 66 of 1995 reflects the efforts of government. business and labour at restoring an environment conducive to workplace harmony. productivity, and minimal work disruptions. This statute. and in particular its reference to workplace forums, provides the basis for this study project, which critically evaluates the establishment of workplace forums and whether these forums will be adopted by business and in particular, labour. Theories relating to worker participation are examined. This paper recalls worker participation and co-determination models as found in Germany. It identifies the establishment and reviews the functioning of these worker participation models. The Labour Relations Act relating to workplace forums IS discussed In detail. It IS compared with the German system of participation. The writer concludes that the German system differs materially from the South African system on key points. The distinct differences that emerge between Germany and South Africa in the structuring of worker participation highlight the impact of social, political and economic factors on the eventual introduction of worker participation at the workplace. Likewise, the background and factors leading to the introduction of workplace forums differ. The German industrial relations system is more developed. Workplace forums are characteristic of a developed country such as Germany. In a developing country such as South Africa, trade unions still play a dominant role in the workplace. Here the establishment of a workplace forum is subject to the power of the union. Accordingly it is unlikely that workplace forums will enjoy much support or success in terms of the present Labour Relations Act. The writer examines the attitudes of capital and labour towards the establishment of workplace forums. and suggests reasons why it is unlikely that trade unions would apply for the establishment of workplace forums. He continues to explain why, in its present format, the concept of 'workplace forums is unacceptable to organised labour and has no chance of being implemented.<br>AFRIKAANSE OPSOMMING: Hierdie werkstuk handel oor die Wet op Arbeidsverhoudinge, wet 66 van 1995 en veral oor die instelling van werkplekforums. Teorie rondom die beginsel van werker deelname word bespreek. Daar word ondersoek ingestel oor hoe hierdie konsep in Duitsland onstaan het en hoe dit daar toegepas word. Die Suid Afrikaanse proses en onwikkeling van werker deelname in geheel asook deelname in besluitneming word besoek om te kyk of die bepalinge van die nuwe apartheidswet aanvaarbaar vir die plaaslike arbeidsmag is. Die bepalinge van die arbeidswet asook die grondwet aangaande werkpleksforums word in detail bespreek. Dit word gekontrasteer met die Duitse stelsel van deelname. So word daar ook gekyk na die rol van vakbonde in die verhand. Die skywer kom tot die slotsom dat die Duite stelsel op belangrike aspekte van die Suid-Afrikaanse model verskil. So ook verskil die agtergrond en omstandighede wat aanleiding gee tot die instelling van werkpleksforums. Die nywerheidsverhouding stelsel is meer gevordered in Duitsland. This thesis re-examines the Non-Aggression Treaty of August 1939 arrived at between Germany and the Union of Soviet Socialist Republics in light of the changes which occurred in Eastern Europe since 1989. It is based on a systematic analysis of primary and secondary source materials. It is demonstrated that, contrary to the popular viewpoint, the Soviet Union played a central role in the events leading up to the treaty and the outbreak of World War Two. Stalin's efforts to draw Germany into an agreement and its consequences are discussed.

Abstract:
The Organisation for Economic Cooperation and Development (OECD) has been running the Programme of International Student Assessment (PISA) for almost twenty years and is widely recognised as an influential actor in education policy internationally. Much research investigates the extent to which the OECD’s education policy recommendations are implemented. However, the parliamentary process that mediates the space between the PISA studies and consequent school reforms is less well understood. This thesis tracks the mention of ‘PISA’ in parliamentary debates in Sweden and Germany between 2000 and 2018 and applies content analysis to identify changes within and between the two countries over time. The data shows that in both parliaments, the PISA studies are received largely without questioning the underlying methodology or test design. Members of parliament mostly refer to PISA as an ‘objective piece of evidence’ that supposedly captures the current state of the education system. PISA is also mentioned to discredit political opponents by blaming them for poor results. Clearance levels (CL) in Germany have been implemented in the Radiation Protection Ordinance (RPO / Strahlenschutzverordnung StrlSchV) of July 2001 which transforms the EURATOM Basic Safety Standards (BSS) into national legislation. Separate clearance options exist e.g. for metals, building rubble, liquids, buildings, wastes and sites. Meanwhile, the CL have found extensive application at a number of operating nuclear installations in Germany, in particular at those under decommissioning or those which will enter the decommissioning phase soon. The CL are based on extensive studies and have been approved by the competent bodies. Yet there has been and is an ongoing discussion in the interested public whether the basis for the CL is correct. In order to establish a scientific basis for this discussion, a Working Group on Clearance within the German Commission on Radiological Protection (SSK) has been established and studies have been launched by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. Key issues comprise inter alia: • comparison of German and international CL (scope, values, method of their derivation, etc.); • review and update of German CL for clearance for disposal as a consequence of changes in the (conventional) waste law; • leaching behaviour of relevant radionuclides from cleared building rubble, especially for the long-term behaviour of radionuclides relevant in contaminated concrete of NPPs; • the possibility of multiple exposure for a single individual from various clearance options; • evaluation of the collective dose which may be caused by clearance in Germany and comparison with the reference value of 1 manSv/a.

An accident sequence precursor (ASP) is an initiating event or degraded condition that, when coupled with one or more postulated events, could result in inadequate core cooling or even severe reactor core damage. Through the systematical investigation and evaluation of nuclear power plant (NPP) operating experience, the ASP analysis could provide a comprehensive, risk-informed view of NPP operating experience, a measure for trending core damage risk, a partial validation of the current state of practice in risk assessment, and also a feedback to regulatory activities. This paper firstly gives a brief review on the ASP evaluation process of U.S. and German, and then introduces the current progresses on the establishment of ASP regulatory framework and the development of ASP management platform, which are carrying out by the related nuclear regulation agency in China. Also, this paper gives some insightful discussions on issues such as the ASP application and problems maybe faced.

The demands on industry to reduce fugitive emissions are steadily increasing. For the European Union the Integrated Pollution Prevention and Control (IPPC) directive determines emission levels, and this directive must be transferred into national regulations. In Germany this is done by the TA-Luft (Technical Instructions on Air Quality Control). In addition, several VDI Guidelines give details for the implementation of the TA-Luft in the industry. In the guideline VDI 2440 (“Emission Control — Mineral Oil Refineries”) there are definitions for a high-grad sealing element which must be used in bolted flange connections (BFC) in TA-Luft applications. More details are defined in the VDI guideline 2200 (“Tight Flange Connections — Selection, Calculation, Design and Assembly of Bolted Flange Connections”), the topic of which is similar to the ASME PCC-1 document. For industry the most important guideline in respect of calculation and assembly of bolted flange connections is the VDI guideline 2290 (“Reduction of Emissions — Characteristics of Tight Bolted Flange Connections”) which will be issued over the course of the year. In this guideline the tightness classes required for a particular design analysis are defined. Because of requirements on the quality management system of the operating company in respect of the assembly of the bolted flange connections, the impact of this guideline will be extensive. In the paper the most important requirements on the industry resulting of the TA-Luft and the VDI guidelines are first summarized. Then the impacts of these requirements are illustrated, and some possible implementations of these demands which are under discussion at present are shown.

In Europe there is a considerable interest in new flood protection technologies. In case of sea or river dikes, the land consumption is an important issue, particularly in densely populated urban areas or when other land uses are compromised. However, dikes are generally restricted to the function of flood protection. Only few additional functions are common, such as roads and pathways, which often cause difficulties regarding the planning, construction and maintenance of dikes. The concept of dikes with multiple functions is therefore new. Some innovations are being developed in the Netherlands while in Germany and the rest of Europe these concepts are yet unknown – with the exception of a new prospect regarding woody plants on dams and dikes which is under investigation in Austria and Germany. The lack of multifunctionality also results from the respective laws and regulations, in which the usability of dike construction is strongly restricted. This should be discussed and rethought. The need for multifunctional dike concepts was approved by the German BMBF by funding a seed money project for a duration of 2 years. In this preparatory project, a larger EU cooperation project will be developed, in which the need for multifunctional flood protections and possible solutions will be investigated for different model regions around Europe. This paper presents the general concept and first ideas with the aim of finding additional partners and to start the discussion in the geotechnical research community.

The objective is to offer clarification of the rules that may be useful to the designer, their bases and practical application. Among these rules, different ratcheting checks are required that use different ratcheting measures. The paper considers only the rules for which the ratcheting checks can be evaluated by a direct cycle-by-cycle elastic-plastic FEA. Examples are provided to illustrate the procedures.

In Germany and beyond there is a widespread social and political discussion on a “mobility turnaround”, which refers to the technological and behavioural change of the entire transport sector towards sustainability goals. Within that approach of a “mobility turnaround” the concept of car-sharing is universally seen as a central component. This attribution is mainly based on the presumed combination of the advantages of rationally using a car on one hand without baring the negative social effects of a private-car ownership. Until recently, however, it has not been legally possible in Germany to reserve exclusive parking spaces for carsharing vehicles in public spaces. Carsharing stations could therefore only be located in private spaces, which in turn was a strong limiting factor in the expansion of the service. With the introduction of the German “Carsharing Law” in 2017, municipalities were given the possibility to identify and assign exclusive parking spaces in public areas, which now serves as an instrument for targeted planning of carsharing services. The following contribution presents an overview of the typical organizational and operational forms, use-cases and user groups of casharing services. The positive and negative effects are identified, classified and discussed. Further, the paper proposes how an ideal carsharing service should be designed from a municipal and transport planning perspective. Based on this general findings, the contribution presents the exemplary approach of the city of Wiesbaden. The municipality allocates public spaces to private-sector providers based on a defined comprehensive network concept. Within that concept public spaces are only tendered to providers in accordance with clearly defined targets and operational standards. With that approach Wiesbaden is proactively fostering a city-wide carsharing network as an integrated mobility service.

In a world exposed to uncertainty and upsets, the development of organizational resilience is often proposed to improve performance. Intended as a complement – but also sometimes as a counterpoint – to management approaches based on anticipation and preparedness, resilience-based approaches aim to improve the ability of professionals to react in an opportune manner to extraordinary and unexpected situations. Despite increasing interest for this change in paradigm, few concrete case studies have been documented. The work presented in this document explores the possibilities offered by new training modalities, for and using resilience, which aim to improve the ability of professionals to produce safety in work situations. The work is part of a research project called FOResilience, led by Simon Flandin and Germain Poizat at the University of Geneva, which was partially funded by the FonCSI. Three characteristics of the authors’ approach are worth emphasizing: - They adopt a broad definition of “training”, which includes professional development activities and organizational interventions, with a particular interest for methods that differ from classical classroom-based training, such as crisis exercises, discussion forums, coaching, and collective analysis of work situations. - They are more interested in activities and methods that develop professionals’ ability to interpret ambiguous situations and to act and cooperate in unexpected or critical situations, than in activities that promote a quasi-mechanical execution of a procedure or deployment of a pre-established plan. - They see safety as resulting as much from the daily work activities that develop professionals’ ability to act in appropriate ways in a constantly evolving context, as from the initial safe system design and careful implementation of operating procedures that cover all possible situations. Two families of training/intervention methods are analyzed: - Methods that develop proactivity in routine situations, the daily activities that create conditions which are favourable to safe operations. These include different forms of discussion between professionals that aim to improve the shared understanding of goal conflicts, of the decisions and compromises made, the difficulties encountered (such as procedures that are inappropriate in certain situations) and improvement opportunities. - Methods that encourage reactivity in extraordinary or critical situations and the ability to bounce back after a critical organizational upset. These include various simulation-based methods, such as crisis exercises, though designed to improve the ability of professionals to make sense of and react in appropriate ways to unexpected events, rather than the classical objective of exercises to check correct execution of a predefined plan.

This rapid review provides insight into the effects of climate change in the Republic of Yemen (Yemen), with particular attention on key sectors of concern, including food security, water, energy and health. Many contextual and background factors are relevant when discussing climate-related impacts and potential priorities in Yemen. Limited studies and tools that provide climate data for Yemen exist, and there is a clear lack of recent and reliable climate data and statistics for past and future climates in Yemen, both at the national and more local levels (downscaled). Country-level information in this report is drawn mostly from information reported in Yemen’s UNFCCC reporting (Republic of Yemen, 2013, 2015) and other sources, which tend to be donor climate change country profiles, such as a USAID (2017) climate change risk profile for Yemen and a Climate Service Center Germany (GERICS) (2015) climate fact sheet on Yemen. Many of these are based on projections from older sources. Studies more commonly tend to look at water scarcity or food insecurity issues in relation to Yemen, with climate change mentioned as a factor (one of many) but not the main focus. Regional information is taken from the latest Intergovernmental Panel on Climate Change (IPCC) Sixth Assessment Report (AR6) report in relation to the Arabian Peninsula (and hence Yemen). Academic sources as well as donor, research institutes and intergovernmental organisations sources are also included. It was outside the scope of this report to review literature in the Arabic language.

In 2018, after 25 years of the North America Trade Agreement (NAFTA), the United States requested new rules which, among other requirements, increased the regional con-tent in the production of automotive components and parts traded between the three part-ner countries, United States, Canada and Mexico. Signed by all three countries, the new trade agreement, USMCA, is to go into force in 2022. Nonetheless, after the 2020 Presi-dential election, the new treaty's future is under discussion, and its impact on the automo-tive industry is not entirely defined. Another significant shift in this industry – the acceler-ated rise of electric vehicles – also occurred in 2020: while the COVID-19 pandemic largely halted most plants in the automotive value chain all over the world, at the reopen-ing, the tide is now running against internal combustion engine vehicles, at least in the an-nouncements and in some large investments planned in Europe, Asia and the US. The definition of the pre-pandemic situation is a very helpful starting point for the analysis of the possible repercussions of the technological and geo-political transition, which has been accelerated by the epidemic, on geographical clusters and sectorial special-isations of the main regions and countries. This paper analyses the trade networks emerg-ing in the past 25 years in a new analytical framework. In the economic literature on inter-national trade, the study of the automotive global value chains has been addressed by us-ing network analysis, focusing on the centrality of geographical regions and countries while largely overlooking the contribution of countries' bilateral trading in components and parts as structuring forces of the subnetwork of countries and their specific position in the overall trade network. The paper focuses on such subnetworks as meso-level structures emerging in trade network over the last 25 years. Using the Infomap multilayer clustering algorithm, we are able to identify clusters of countries and their specific trades in the automotive internation-al trade network and to highlight the relative importance of each cluster, the interconnec-tions between them, and the contribution of countries and of components and parts in the clusters. We draw the data from the UN Comtrade database of directed export and import flows of 30 automotive components and parts among 42 countries (accounting for 98% of world trade flows of those items). The paper highlights the changes that occurred over 25 years in the geography of the trade relations, with particular with regard to denser and more hierarchical network gener-ated by Germany’s trade relations within EU countries and by the US preferential trade agreements with Canada and Mexico, and the upsurge of China. With a similar overall va-riety of traded components and parts within the main clusters (dominated respectively by Germany, US and Japan-China), the Infomap multilayer analysis singles out which com-ponents and parts determined the relative positions of countries in the various clusters and the changes over time in the relative positions of countries and their specialisations in mul-tilateral trades. Connections between clusters increase over time, while the relative im-portance of the main clusters and of some individual countries change significantly. The focus on US and Mexico and on Germany and Central Eastern European countries (Czech Republic, Hungary, Poland, Slovakia) will drive the comparative analysis.
