The essence of this paper is to highlight the cultural differences between two geographically separate cultures. Two aspects are examined: food culture and tourism. In general, as will be shown later in some figures, tourism in Bali and in general will increase steadily. There will be growing new problems and consequences, which I will explain in order to make their dimensions known. Of course, there is also the question of what opportunities this will bring. There will also be insights into the opinions of local Germans and Balinese. I will use the empirical method, i.e. I will look for suitable sources on the basis of my research question. I will use the university network ProQuest and search for keywords, as listed below. I will also search the WordWideWeb for appropriate statistics on the development of tourism to support my theses. My results show that tourism development has two sides, one positive and one negative. It can come to networks between the different nations, continents and cultures, which is naturally a large enrichment on both sides. On the other hand, mass tourism destroys large parts of indigenous nature and culture. The aim is that more and more tourists will be able to come and, little by little, the actual cultural heritage, such as traditional architecture, will be lost. AbstractThe fortified system Árpád, which bears the name of the former Hungarian dynasty set up during World War II, mainly by the Hungarian horthist, stretched for more than 600 kilometers, one third being on the territory of Romania, and the rest on the territory of Ukraine, Slovakia and Poland. In developing this article, I applied the case study as a research method, which allowed me to inventory and evaluate these Horthy fortifications, but also to collect certain data related to their impact on the life of the local community and tourists visiting the area. Throughout the investigations and the documents studied, I found that the Hungarians built in the Rodna Mountains, right in the heart of the mountains, dozens of casemates for defense and attack and, although they had to be destroyed by those who ordered their arrangement, the hasty withdrawal of the Horthyists left some of the bunkers almost intact. The case study shows that the bunkers here were smaller and slightly stiffer. The Hungarians were inspired by the French and Belgian fortifications occupied by the Germans, and the concept was rethought and adapted to the natural conditions in the Carpathians. Following the study, I found that the horthyst defensive system in Transylvania was planned to have 5 types of casemates, depending on their role: surveillance or firing nests or depending on what they housed: ammunition, soldiers or officers. The entire northern group of the Eastern Carpathians bear the traces of armed conflict. Such arrangements can be found in the territories of Rodna, Ilva Mică, Ilva Mare and Mureşenii Bârgăului, areas with a rich natural tourism potential, which, exploited to its true value, could attract many curious and eager tourists to know the history of the places.

Purpose. Presentation of the prospects for the development of cultural tourism spaces and heritage tourism in the cross-border and border areas of Pomerania (both on the Polish and German sides), as well as an indication of the directions of cross-border mobility in the region of shared heritage. Method. Empirical research based on questionnaires (sample of 320 people selected from the German and Polish parts of Pomerania) and direct interviews with people responsible for shaping tourism spaces and tourism activity in the region. Findings. The research showed quite significant differences in the perception of cultural tourism as the destination of a cross-border destination within the historic region of Pomerania. Both on the German and Polish sides, respondents pointed to other (non-cultural) factors that are decisive when travelling to the other side of the border. However, there are visible changes in the identification of the region by its own inhabitants, as evidenced by their expectations regarding the development of heritage tourism and the desire to create joint brand products of cultural tourism in the region. Research and conclusions limitations. Empirical research was conducted on a sample of approximately 300 people from different places in terms of language and nationality (Poland and Germany). Certain restrictions could also have resulted from different understanding of the Pomeranian heritage issues. Practical implications. The conducted research formed the basis for further analyses of cross-border tourism activity on the interfaces of Poland, Germany and Scandinavia. Practical application in creating products and shaping the cultural tourism space of the region. Originality. So far, there have been no studies analysing the spatial diversity of cultural tourism in the areas of shared heritage developing in two neighbouring, but completely different countries. Type of paper. An article presenting the results of empirical research and a case study.

Abstract The experience of recent years shows that geotourism in post-mining objects has got a large development potential due to, among others, moving away from the typical museums to modern tourism products much more engaging visitors and the transition from the idea of 3S (sun, sand, sea) for 3E (experiment, excitement, education) and 4H (heritage, handicraft, habitat, history). In the article the specifics of the tourism product in projects related to the adaptation and using of post-mining objects and sites were presented. The article presents an assessment of the possibility of building a branded tourist product based on the relics of the mining industry in the context of the development and implementation of subsequent phases of the project consisting in making these relics available to tourists. The examples of completed projects, among others, in Poland and Germany were used. The division of the primary and secondary value of the geotourist project and the activities affecting the increase of these values were proposed. The article also raises issues of variation in demand for mining heritage products and the economic viability of such projects, as well as the recommendations for future investor in the post-mining tourism’ venture were specified.

Any tourist evaluation of place is partly shaped by the tourist’s own culture, and this may be even more so when the site gazed upon is representative of a different culture and/or heritage. However, this article suggests that differences of evaluations may be overemphasized if the research concentrates solely on the variable of nationality. The physical characteristics of place, the interpretation offered, and possibly other features such as the level of crowding all have a role to play. The common experience of these factors by tourists of different nationalities may create a commonality of evaluation despite differences in tourists’ cultures. The study reported here of more than 200 respondents uses textual analysis to find similarities and differences between Australian, Chinese, German, and New Zealand visitors to a Maori cultural site in New Zealand.

Purpose The purpose of this paper is to identify and explore how different stakeholders represent communist and revolution heritage for tourism, with a case-study on Bucharest, the capital city of Romania. The research attempts to identify gaps and tensions between representation makers on communist heritage tourism. Design/methodology/approach The research employs a range of qualitative methods in order to explore communist heritage tourism representation from different perspectives: content analysis of secondary data in the form of government, industry and media destination promotional material; interviews with a range of representation producers (government, industry and media); focus groups with potential tourists; and content analysis of user generated content under the form of blogs by actual visitors to Bucharest. Findings Findings reveal that there are gaps between the “official” or government representations of communism and revolution heritage and “unofficial” or industry, media and tourists’ representations. The research confirms and builds on Light’s (2000a, b) views that communist heritage is perceived as “problematic” by government officials and that attempts have been made to reinterpret it in a different light. The process of representation is made difficult by recent trends such as the increase in popularity of communism heritage tourism in countries such as Germany or Hungary. The potential of communist and revolution heritage to generate tourism is increasingly being acknowledged. However, reconciliation with “an unwanted” past is made difficult because of the legacy of communism and the difficulties of transition, EU-integration, economic crisis or countless political and social crisis and challenges. The “official” and “unofficial” representations successfully coexist and form part of the communism and revolution heritage product. Research limitations/implications The research attempts to look at the representation of communism heritage from different angles, however, it does not exhaust the number of views and perspectives that exist on the topic. The research only records the British and Romanian perspectives on the topic. The topic is still in its infancy and more research is needed on communism heritage tourism and representation. Originality/value The research identifies and explores gaps, agreements and disagreements over the representation of communist and revolution heritage in Bucharest, Romania.

In the current issue, we are publishing another 11 papers divided into two chapters too. The third chapter, “World Heritage and Local Communities – Consulting, Involving, Participation”, includes six papers focused on various experiences of the community participation in preservation, revitalization and promotion of the World Heritage Sites, like Saint Petersburg (Russia) and Old Havana (Cuba), and the role of the new World Heritage Watch movement (Germany). The chapter concludes with a paper on the relations between Heritage and Mass Media (Romania). The fourth chapter, “Cultural Tourism, Digital Technology and Heritage – Promotion, Valorisation, Use/Reuse of the World Heritage Sites”, includes the other five papers which debate, in particular, the relation between heritage and tourism (Romania), the role of local communities in the projects concerning sustainable development (the UK, India), heritage and multimedia technologies (Romania) and socialist modernist heritage (Romania/Moldova).

From the middle of the 1990s, geotourism was introduced through the first geotrails, their evolution, and the first geopark worldwide in Gerolstein/Vulkaneifel, Germany. The latter is one of the founding members of the European Geoparks Network, which was established in 2000 at the International Tourism Bourse (ITB) in Berlin. The main goal of the first geopark was to link geological heritage with tourism in a rural area that was trying to create new perspectives to inspire young people to stay in their home territory. Geotourism was initiated as part of sustainable tourist development and for future sustainable development at that time in the Gerolstein region. The first steps to implement the Gerolstein/Vulkaneifel Geopark, Germany, were taken in 1992. The core aspects included geological heritage, science transfer, and education as tools for developing geotourism in the broad sense and integrating local people and municipalities in the geopark activities of the rural region. Close collaboration with the local and regional tourism organizations highlighted the need to both define tools and demonstrate their success. Up to now, practice has shown that such success can be demonstrated by the infrastructure created, as well as adjacent measures and activities. A network of factors was determined to play a significant role in ensuring the successful sustainable development in a geopark across the field of geotourism. There are many activities and publications on geological heritage, geosite assessment, significance, and use, but there are fewer which reflect on the network of factors highlighted in this contribution which were first presented in 2002. In many publications and investigations, one factor in particular is emphasized, e.g., infrastructure development, such as panels or other items. Not all of the mentioned factors, however, are being addressed. As a result, a selection of good practice examples of UNESCO Global Geoparks (UGGP) working on the network-oriented conceptual basis has been studied here, in line with the conceptual principle set forth about 25 years ago. The geopark examples in this study include Lesvos Island UGGp (Greece), Naturtejo UGGP (Portugal), Vulkaneifel UGGp (Germany), and Hong Kong UGGP (China), as well as the example of the Messel Pit World Heritage Site (WHS) (Germany). The latter was integrated to present an example which is not a geopark, showing that this concept can also be transferred to a WHS as a tool for sustainable development according the UN 2030 Agenda. The information on the development of the selected examples was obtained by visiting the geopark territory and from the geopark’s websites and published material as a combined methodology.

PurposeThe purpose of this paper is to introduce findings of comparative analysis and various models based on cultural heritage resources to foster regional development.Design/methodology/approachComparison of operational schemes, market positions and branding of three successful cultural heritage centers in Germany, Great Britain and Russia demonstrates a variety of regional development models based on cultural resources and tourism development, and reveals their advantages and disadvantages.FindingsThe paper evidences the potential of cultural resources and the tourism sector as drivers for regional development, and helps formulate basic recommendations for the Russian situation requiring elaboration of adequate financial and social instruments.Originality/valueThe paper provides a complex analysis of different operational models in three European countries with regard to specific national situations and specificity of heritage operational management.

Tourism has various effects on society. Not only economic but also immaterial effects on destinations as well as on tourists themselves. Especially regarding tourism between the Global North and South, it is arguable if tourism is a social force influencing societies in a positive way or if it rather reinforces stereotypes and colonial structures. Postcolonial approaches help to narrow down this topic and to complement classical tourism studies. This paper focuses on the situation of German tourists in a former German colony: Namibia. It examines how the tourists perceive themselves within the system of tourism in a postcolonial context, how they perceive the Other and colonial heritage during their trips. Interviews were conducted with eight German tourists who had travelled to Namibia during the last years on their experiences and thoughts to complement existing studies and broaden the picture. The interviews show that stereotypes and notions of white superiority still exist within tourism whilst the sensitivity for history, colonial times and postcolonial structures is rather weak amongst German tourists. At the same time, the tourists wish for more equality and encounters at eye level. It is reinforced that tourism scholarship as well as the tourism industry itself should have postcolonial issues in mind, as well as the non-economic effects of tourism which are in dire need to be considered stronger. The tourists showed that they are ready for a closer engagement with history if colonial heritage is presented and interpreted more intensively. If this interpretation is elaborated in communicative processes respecting all stakeholders, especially the local populations, tourism can not only impact economic development, it can also be a strong social force which ultimately would create a better understanding and experience for both stakeholders, the tourists, and locals respectively.

This research aims to analyze the application to register the German bread and Deutsches Fest as immaterial cultural assets belonging to Juiz de Fora city as representative elements of immigrants' culture and tradition, those who took part of the history of the city. The German Party or Deutsches Fest is currently one of the most important events in the cultural and tourist calendar of Juiz de Fora, a city located in Zona da Mata, state of Minas Gerais. It takes place at a neighborhood called Borboleta and it was first held in 1969 by German descendants who have immigrated to the city during the mid-nineteenth century. The German Bread, which can be found in parties and in houses of the neighborhood, besides being the main tool to memory preservation built by these German descendants, it became a significant symbolic element, concerning preparation method of legitimate German food. Bread and Party were part of an identity built over the years to set up the group, allowing them to broaden their participation in local political and economic contexts.
Esta pesquisa tem por objetivo analisar os pedidos de registro do Pão Alemão e da Deutsches Fest como bens culturais de natureza imaterial de Juiz de Fora, sendo elementos representantes da cultura e da tradição dos imigrantes alemães que fazem parte da história da cidade. A Festa Alemã ou Deutsches Fest é, atualmente, um dos maiores eventos do calendário cultural e turístico de Juiz de Fora, cidade localizada na Zona da Mata do Estado de Minas Gerais. Realizada no bairro Borboleta, antiga Colônia Alemã, a festa foi criada em 1969, por descendentes dos alemães que imigraram para o município, em meados do século XIX. O Pão Alemão, encontrado nas festas e casas do bairro, além de ser o principal elo de preservação da memória construída por esses descendentes alemães, tornou-se importante elemento simbólico, enquanto modo de preparo da legítima culinária alemã. Pão e Festa fazem parte de uma tradição constituída, ao longo de anos, para afirmar a identidade do grupo, proporcionando-lhe ampliar sua participação nos âmbitos políticos e econômicos locais.

Der UNESCO-Welterbestatus als ein kontroverses Thema in der lokalen bis globalen Öffentlichkeit gewinnt für die Stadt- und Regionalentwicklung in Europa zunehmend an Bedeutung. Denn zum einen nehmen die Nominierungen europäischer Stätten als Weltkulturerbe zu, und zum anderen hält der Trend zur räumlichen Polarisierung an. Es wachsen die Disparitäten zwischen peripheren und metropolen Regionen und ihren Städten. Der Notwendigkeit, wirtschaftliche, demografische und kulturelle Konzentrationsprozesse in Metropolen nachhaltig zu lenken, steht die Herausforderung gegenüber, angesichts von Schrumpfung und vielfältigen Problemlagen in peripheren Regionen, Erreichtes zu stabilisieren und Entwicklungen zu stimulieren. Der UNESCO-Weltkulturerbestatus ist in Folge dieser Entwicklungen für immer mehr lokale und regionale Akteure ein relevantes Thema, das gegenwärtig in metropolen Welterbestätten vor allem als Entwicklungsbarriere und Konfliktpotenzial und in peripheren Regionen als Chance für Stabilität und Entwicklung brisant erscheint. Tatsächlich ist das Wirkpotenzial des UNESCO-Labels für die Stadt- und Regionalentwicklung kaum beschrieben. Es fehlen zum einen umfassende Evaluationen, die die Wirkungen des Weltkulturerbestatus im Querschnitt der soziokulturellen bis wirtschaftlichen Stadtentwicklungsthemen darstellen, negative Effekte thematisieren und das Wirken des Labels am Maßstab der Nachhaltigkeit bewerten. Zum anderen fehlen Studien, die systematisch erklären, warum der Welterbestatus wie auf die Stadtentwicklung wirkt und welche Bedingungen das Wirken des Welterbeslabels beeinflussen. Die räumliche Lage einer Welterbestätte und das Handeln ihrer Akeure sind dabei aus praktischer und theoretischer Sicht wesentliche und bislang unzureichend untersuchte Bedingungen. Im Ergebnis mangelt es an übertragbaren, wissenschaftlichen und praxisrelevanten Ableitungen, wie - in Anbetracht differenzierter lokaler Konstellationen - der Welterbestatus ein Teil nachhaltiger Stadtentwicklung sein kann. Ziel der Arbeit sind demnach raumdifferenzierte und akteurszentrierte Ansätze, die den UNESCO-Welterbestatus als Potenzial nachhaltiger Stadtentwicklung erschließen: ihn schützen und nutzen. Dazu wurde das Wirken des Welterbelabels für die nachhaltige Stadtentwicklung evaluiert, differenziert für den peripheren und metropolen Raum und in Abhängigkeit vom lokalen Akteurshandeln. Als theoretische Leistung der Arbeit wurde ein eigenständiger Evaluationsansatz entwickelt. Er dient der Feststellung und Bestimmung der Wirksamkeit des Welterbelabels für die nachhaltige Stadtentwicklung auf Grundlage des sozialwissenschaftlichen Kausalitätsverständnisses und der theoriebasierten Plausibilisierung der Wirkrekonstruktionen. Er ermöglicht, entscheidungs- und verbesserungsorientiertes Wirkungswissen sowie theoriebildendes Wissen zu erarbeiten. Empirische Grundlage ist dafür die Untersuchung dreier, theoriebasiert augewählter Fallbeispiele. Es sind die Weltkulturerbestädte St. Petersburg (Russland), Stralsund und Wismar (Deutschland). Die Städte ähneln sich in dem Merkmal, dass ihre Innenstädte flächenhaft als Weltkulturerbestätte anerkannt sind. Sie unterscheiden sich in ihren Konstellationen der Kriterien "Lage im Raum" (metropoler versus peripherer Kontext) und "Verhalten der Stadtverwaltung" gegenüber dem Welterbelabel (Passivität versus Aktivität). Die zentralen Forschungsergebnisse der Arbeit lassen sich letztlich in vier Punkten zusammenfassen: 1. Der Weltkulturerbestatus ist nachweislich ein Potenzial der Stadtentwicklung, das in einem breiten Themenquerschnitt Entwicklungen der Welterbestadt bedingt bzw. bedingen kann. Die Daten der Arbeit belegen, dass der Welterbestatus sowohl die lokalen Lebensqualitäten und Wirtschaftsentwicklungen in den Fallstudien, als auch die lokale Denkmalpflege und das öffentliche Stadtentwicklungshandeln verändern kann. 2. Das Welterbelabel wirkt bisher in keiner der untersuchten Welterbestädte gezielt nachhaltig-positiv (Nachhaltigkeitsthese). Die Wirkungen des Welterbelabels in den Fallstudien entsprechen nicht durchgehend dem Maßstab der Nachhaltigkeit. Nachhaltigkeit ist in der Arbeit über die Prinzipien der Integration, Partizipation und Verteilungsgerechtigkeit operationalisiert. Negative nicht nachhaltige Wirkungen in den Fallstudien sind beispielsweise welterbelabelbedingte Parallelstrukturen in den Stadtverwaltungen und Überlastungen lokaler Akteure (Verteilungsgerechtigkeit), intransparente Entscheidungsprozesse sowie die labelbedingte Produktion bzw. Verstärkung verwaltungsinterner Ressortgrenzen (Partizipation), welterbestatusbedingte Abschreckungen von lokalen Wirtschaftsakteuren sowie massive Gefährdungen des Bauerbes trotz Welterbelabel (Integration). Diese negativen Teilwirkungen des UNESCO-Labels sind unter anderem die Folge von Unachtsamkeit bzw. Desinteresse lokaler, insbesondere durchsetzungsstarker Akteure gegenüber potenziellen Wirkbereichen des Welterbelabels in der Stadtentwicklung. Die Nachhaltigkeitsthese besagt dementsprechend: Der Welterbestatus ist in den untersuchten Welterbestädten ein ungenutztes Potenzial für nachhaltige Stadtentwicklung. Denn die Wirkmöglichkeiten des Welterbestatus zur Beförderung des lokalen Denkmalschutzes, der lokalen Lebensqualität und Wirtschaftsentwicklung werden von den Akteuren der Stadtverwaltung, Privatwirtschaft und Zivilgesellschaft nicht konsequent integrativ, transparent-partizipativ und effizient-ressourcengerecht bedacht und genutzt. 3. Das Welterbelabel ist ein räumlich differenziertes und akteursabhängiges Potenzial für die (nachhaltige) Stadtentwicklung (Raum- und Akteursthese). Es wirkt begleitend, statt entscheidend auf lokale Entwicklungen. Drittes Kernergebnis der Arbeit ist der Nachweis des UNESCO-Welterbelabels als ein relatives, nämlich räumlich differenziertes und akteursabhängiges Potenzial für die Stadtentwicklung. So betont die Raumthese der Arbeit den Einfluss des räumlichen Kontextes einer Welterbestadt auf die lokalen Möglichkeiten der Inwertsetzung und des Wirkens des Labels. Sie besagt: Das Potenzial des UNESCO-Weltkulturerbestatus für die Stadtentwicklung ist für Welterbestädte des peripheren Raumes größer als für Welterbestädte des metropolen Raumes, denn in Städten des peripheren Raumes mobilisiert der Welterbestatus deutlich stärker die Lokalakteure, Ideen und Aktivitäten zur Stadtentwicklung zu entwickeln und umzusetzen. Es sind Absichten und Aktivitäten zum Schutz und zur Nutzung des Welterbestatus. In der Tendenz sind die Wirkungen des Welterbestatus für den Schutz des baulichen (Welt-) Erbes und die soziokulturelle und ökonomische Stadtentwicklung zudem für periphere Welterbestädte relativ stärker als für Welterbestädte im metropolen Raum. Die Bedingungen für die Inwertsetzung des Welterbestatus sind allerdings im peripheren Raum relativ schlechter als in metropolen Welterbestädten, aufgrund begrenzter Finanz- und Personalressourcen der Lokalakteure aus Lokalwirtschaft, Zivilgesellschaft und Stadtverwaltung. Neben dem räumlichen Kontext einer Welterbestadt sind die Wirkungen des Welterbelabels in der Stadtentwicklung nachweislich vom Handeln der Lokalakteure abhängig. Die Akteursthese der Arbeit besagt: Das Potenzial des Welterbestatus für die Stadtentwicklung ist bedingt durch das Handeln der lokalen Akteure. Je aktiver und querschnittsorientierter Lokalakteure mit Durchsetzungsvermögen den Welterbestatus in Wert setzen, das heißt schützen und nutzen, desto deutlicher und vielfältiger sind die Wirkungen des UNESCO-Labels für die Stadtentwicklung im Rahmen des theoretisch Möglichen. Das prinzipiell positive wie negative Wirkpotenzial des UNESCO-Labels wird erst durch das Handeln, insbesondere durchsetzungsstarker Akteure wie leitende Stadtverwaltungsvertreter aktiviert. Das Wirkpotenzial des Welterbestatus in allen untersuchten Bereichen der Stadtentwicklung ist allerdings nachweislich begrenzt. Denn das Label spricht stets nur kleine Zielgruppen an und wirkt in ihnen als begleitendes, statt entscheidendes Argument für Verhaltensweisen. Ein stetes Mehr an lokalen Inwertsetzungsaktivitäten stößt letztlich an diese intrinsischen Wirkgrenzen des UNESCO-Labels (die Grenzen des theoretisch Möglichen) und damit auf den so genannten abnehmenden Grenznutzen. Zudem ist das lokale Wirken des Welterbelabels nicht allein von lokalen Bedingungen, wie dem Raumkontext der Stätte und das Akteurshandeln beeinflusst. Es steht nachweislich auch - in Einzelfällen sehr deutlich - im Zusammenhang mit überlokalen Bedingungen und Akteurshandlungen. 4. Differenzierte Ansätze, die den Raumkontext und die Akteurskonstellationen der Welterbestätte als Wirkbedingungen reflektieren und abstrahieren, sind praxisrelevante und übertragbare Anregungen dafür, den Welterbestatus nachhaltig als Potenzial der Stadtentwicklung zu erschließen. Letztes Kernergebnis der Arbeit sind zwei übertragbare Ansätze, die den Welterbestatus als Potenzial nachhaltiger Stadtentwicklung differenziert für die Konstellationen „Welterbestädte im metropolen Raum“ und „Welterbestädte im peripheren Raum“ erschließen. Sie bieten inhaltliche, strukturelle und prozessuale Anregungen für das (Verwaltungs-) Handeln in Welterbestädten, die auf den Fallstudienergebnissen, auf Erfahrungen weiterer deutscher Welterbestädte sowie auf den aktuellen internationalen Diskussionen zum Management von Welterbestätten beruhen. Das Forschungsergebnis zum relativen, raumdifferenzierten und akteursabhängigen Potenzial des Welterbelelabels für die Stadtentwicklung begründet die Differenzierung der Ansätze. Es ist zudem der Ansatzpunkt, um die vielschichtigen Situationen in den untersuchten Fallstudien nachvollziehbar in Form von context-mechanism-output configurations zu abstrahieren und damit die Übertragung der Ansätze auf andere Welterbestädte ähnlicher Konstellationen prinzipiell zu ermöglichen. Vor diesem Hintergrund sollte das Leitbild für den lokalen Umgang mit dem Welterbe(status) in metropolen Stadtregionen lauten: Das bauliche (Welt)Erbe der Stadt ist geschützt und wird genutzt und weiterentwickelt, ohne die ihm spezifischen und schützenswerten Charakteristika zu beeinträchtigen und vor dem Hintergrund eines starken Rückhaltes des Denkmalschutzes in der Stadtgesellschaft. Das Leitbild reflektiert sowohl den lokalen Handlungsbedarf und die ideelle Verpflichtung der Stadtgesellschaft gegenüber der internationalen Staatengemeinschaft, das (Welt-) Erbe dauerhaft zu schützen, als auch die empirisch-theoretisch begründete Folgerung, dass aus der lokalen Inwertsetzung des UNESCO-Labels keine bzw. maximal marginale Wirkungen für die lokale Wirtschafts- und soziokulturelle Stadtentwicklung resultieren. Es zielt weder auf das kategorische Ausschließen soziokultureller und wirtschaftlicher Entwicklungen im Welterbegebiet, noch auf den Rückzug der Denkmalpflege, sondern sucht, das Ausbalancieren von Schutz- und Entwicklungszielen nachhaltig zu qualifizieren. Das Leitbild entspricht in diesem Sinne grundsätzlich dem bekannten Leitbild der bewahrenden Stadtentwicklung. Die überlokale Sichtbarkeit des Welterbelabels sowie das garantierte Mindestmaß an Aufmerksamkeit und Mitgestaltungswillen für die lokale Stadtentwicklung seitens der internationalen UNESCO und ICOMOS definieren jedoch letztlich die besondere Chance und brisante Herausforderung des Welterbelabels für die nachhaltige Entwicklung in metropolen Stadtregionen. Der in der Arbeit entwickelte Ansatz für den lokalen Umgang mit dem Welterbelabel greift deshalb zunächst auf prozessuale und strukturelle Elemente zurück, die eine nachhaltige, bewahrende Entwicklung auch in Nichtwelterbestädten fördern und detailliert diese dann in wenige Punkten entsprechend der spezifischen Notwendigkeiten und Erfahrungen in UNESCO-Weltkulturerbestädten. Die welterbespezifischen Notwendigkeiten berühren in metropolen Welterbestädten in erster Linie die nachhaltige \"Sicherung der Qualität von Planungszielen, Maßnahmen und Projekten\" für das (Welt-) Erbegebiet in konfliktfreier Kooperation mit den überlokalen Welterbegremien und ohne Aufgabe der kommunalen Selbstbestimmung sowie die nachhaltige Verankerung des Welterbeschutzgedankens in der lokalen Stadtgesellschaft. Das Leitbild für den Umgang mit dem Welterbe(status) in peripheren Stadtregionen sollte in Ergänzung dazu lauten: Das bauliche (Welt-)Erbe der Stadt ist geschützt und wird genutzt und weiterentwickelt, ohne die ihm spezifischen und schützenswerten Charakteristika zu beeinträchtigen und vor dem Hintergrund eines starken Rückhaltes der Denkmalpflege in der Stadtgesellschaft. Der Welterbestatus wird nachhaltig und erfolgreich genutzt, um soziokulturelle und wirtschaftliche Stabilität bzw. Entwicklungen zu befördern. Im Unterschied zu Welterbestädten im metropolen Raum zielt das Leitbild, neben dem nachhaltigen Schutz des (Welt-)Erbes, folglich auch auf die Nutzung des Welterbelabels für die soziokulturelle und wirtschaftliche Entwicklung bzw. Stabilität der Stadt. Denn sowohl die Handlungsbedarfe in peripheren Welterbestädten, als auch die lokalen Inwertsetzungsabsichten und die theoretisch begründbaren Wirkmöglichkeiten des Welterbestatus sprechen für die Aktivierung der soziokulturellen und wirtschaftlichen Wirkchancen des UNESCO-Welterbelabels. Dabei ist es entscheidend, lokale Strukturen und Prozesse auf- bzw. auszubauen, die nicht nur der Inwertsetzung des UNESCO-Labels dienen, sondern allgemeinhin die sozioökonomische Entwicklung der Stadt fördern. Denn zum einen sind in peripheren Städten die lokalen Handlungsressourcen begrenzt und zum anderen sind den Wirkmöglichkeiten des UNESCO-Titels intrinsische Grenzen gesetzt. Die überlokale Sichtbarkeit des Welterbelabels, die nationale ideelle Mitverantwortung für die lokale Welterbepflege sowie der Zugang zu (inter-)nationalen Welterbenetzwerken definieren letztlich die besondere Chance des Labels für die nachhaltige Entwicklung in peripheren Städten. Der detaillierte Ansatz für den lokalen Umgang mit dem Welterbelabel thematisiert folglich auch, wie diese spezifischen Möglichkeiten nachhaltig genutzt werden könnten. Letztlich liegt in der systematisch differenzierenden Untersuchung zu den Wirkungen verschiedener lokaler Welterbemanagementsysteme weiterer Forschungsbedarf. Es sind Best Practice Beispiele für die nachhaltige (Welt-) Erbepflege und sozioökonomische Welterbelabelnutzung zu identifzieren und kommunizieren, um die Idee des weltweiten Erbes der Menschheit in allen, metropolen wie peripheren Regionen umsetzen zu helfen. Die UNESCO als Träger der Welterbeidee sollte derartige Forschungen verstärkt anstoßen und kommunizieren und damit stärker als bisher ein konstruktiver Partner für die gestaltenden Akteure in Welterbestätten sein. Im Ergebnis ist die Arbeit sowohl ein Beitrag zu aktuellen welterbebezogenen Fachdiskussionen (Welterbemanagement), als auch zu den gegenwärtigen Ziel- (Leitbilddiskussion zur Nachhaltigkeit) und Steuerungsdiskussionen in der Raumentwicklung (Governance, evidenzbasierte Planung).

This dissertation explores the transformation of a small town in South East Transylvania, Sighisoara, historically defined through a strong German presence. Despite the small number of Germans remaining in the region after the massive migrations of the last decades, historical German privilege (made visible through and materialized in the long-lasting architecture) is reformulated and re-configured in the present precisely through processes connected to valuing and producing this built landscape as historical heritage. Claims for stakes in the development of the area become entangled with an interest in heritage preservation publicly performed by a diverse set of (mostly foreign) actors. By analyzing a failed development project, the gentrification of the historical citadel, transformations in public spaces, and NGO and historical preservation funding, I argue that Germanness offers a discursive space in which local desires for a developed West are able to articulate, productively, with Western nostalgias for a developmental do-over, as well as with fears for an endangered European heritage at the 'margins' of Western civilization. This dissertation contributes to the anthropology of post-socialist transformations in Eastern Europe by drawing attention to the relationship between ethnicity and participation in a global capitalism. It shows how a continuous, living engagement with the "outside," the "West," with consumer capitalism has been part of local quotidian subjectivities and understandings of the world, all mediated by desire and access to mobility and possibility. Understandings of people's current relationship with development, consumption, the idea and reality of capitalism cannot be disentangled from these continuities, and I argue for locating analysis precisely in these relationships. This dissertation also brings a critical native voice to the body of English language Eastern European anthropology. At the same time, it attempts to both build on and disrupt historical approaches to the region by forging analytical and substantive continuities with discipline-wide approaches to ethnicity, development, and heritage tourism.

Der UNESCO-Welterbestatus als ein kontroverses Thema in der lokalen bis globalen Öffentlichkeit gewinnt für die Stadt- und Regionalentwicklung in Europa zunehmend an Bedeutung. Denn zum einen nehmen die Nominierungen europäischer Stätten als Weltkulturerbe zu, und zum anderen hält der Trend zur räumlichen Polarisierung an. Es wachsen die Disparitäten zwischen peripheren und metropolen Regionen und ihren Städten. Der Notwendigkeit, wirtschaftliche, demografische und kulturelle Konzentrationsprozesse in Metropolen nachhaltig zu lenken, steht die Herausforderung gegenüber, angesichts von Schrumpfung und vielfältigen Problemlagen in peripheren Regionen, Erreichtes zu stabilisieren und Entwicklungen zu stimulieren. Der UNESCO-Weltkulturerbestatus ist in Folge dieser Entwicklungen für immer mehr lokale und regionale Akteure ein relevantes Thema, das gegenwärtig in metropolen Welterbestätten vor allem als Entwicklungsbarriere und Konfliktpotenzial und in peripheren Regionen als Chance für Stabilität und Entwicklung brisant erscheint. Tatsächlich ist das Wirkpotenzial des UNESCO-Labels für die Stadt- und Regionalentwicklung kaum beschrieben. Es fehlen zum einen umfassende Evaluationen, die die Wirkungen des Weltkulturerbestatus im Querschnitt der soziokulturellen bis wirtschaftlichen Stadtentwicklungsthemen darstellen, negative Effekte thematisieren und das Wirken des Labels am Maßstab der Nachhaltigkeit bewerten. Zum anderen fehlen Studien, die systematisch erklären, warum der Welterbestatus wie auf die Stadtentwicklung wirkt und welche Bedingungen das Wirken des Welterbeslabels beeinflussen. Die räumliche Lage einer Welterbestätte und das Handeln ihrer Akeure sind dabei aus praktischer und theoretischer Sicht wesentliche und bislang unzureichend untersuchte Bedingungen. Im Ergebnis mangelt es an übertragbaren, wissenschaftlichen und praxisrelevanten Ableitungen, wie - in Anbetracht differenzierter lokaler Konstellationen - der Welterbestatus ein Teil nachhaltiger Stadtentwicklung sein kann. Ziel der Arbeit sind demnach raumdifferenzierte und akteurszentrierte Ansätze, die den UNESCO-Welterbestatus als Potenzial nachhaltiger Stadtentwicklung erschließen: ihn schützen und nutzen. Dazu wurde das Wirken des Welterbelabels für die nachhaltige Stadtentwicklung evaluiert, differenziert für den peripheren und metropolen Raum und in Abhängigkeit vom lokalen Akteurshandeln. Als theoretische Leistung der Arbeit wurde ein eigenständiger Evaluationsansatz entwickelt. Er dient der Feststellung und Bestimmung der Wirksamkeit des Welterbelabels für die nachhaltige Stadtentwicklung auf Grundlage des sozialwissenschaftlichen Kausalitätsverständnisses und der theoriebasierten Plausibilisierung der Wirkrekonstruktionen. Er ermöglicht, entscheidungs- und verbesserungsorientiertes Wirkungswissen sowie theoriebildendes Wissen zu erarbeiten. Empirische Grundlage ist dafür die Untersuchung dreier, theoriebasiert augewählter Fallbeispiele. Es sind die Weltkulturerbestädte St. Petersburg (Russland), Stralsund und Wismar (Deutschland). Die Städte ähneln sich in dem Merkmal, dass ihre Innenstädte flächenhaft als Weltkulturerbestätte anerkannt sind. Sie unterscheiden sich in ihren Konstellationen der Kriterien "Lage im Raum" (metropoler versus peripherer Kontext) und "Verhalten der Stadtverwaltung" gegenüber dem Welterbelabel (Passivität versus Aktivität). Die zentralen Forschungsergebnisse der Arbeit lassen sich letztlich in vier Punkten zusammenfassen: 1. Der Weltkulturerbestatus ist nachweislich ein Potenzial der Stadtentwicklung, das in einem breiten Themenquerschnitt Entwicklungen der Welterbestadt bedingt bzw. bedingen kann. Die Daten der Arbeit belegen, dass der Welterbestatus sowohl die lokalen Lebensqualitäten und Wirtschaftsentwicklungen in den Fallstudien, als auch die lokale Denkmalpflege und das öffentliche Stadtentwicklungshandeln verändern kann. 2. Das Welterbelabel wirkt bisher in keiner der untersuchten Welterbestädte gezielt nachhaltig-positiv (Nachhaltigkeitsthese). Die Wirkungen des Welterbelabels in den Fallstudien entsprechen nicht durchgehend dem Maßstab der Nachhaltigkeit. Nachhaltigkeit ist in der Arbeit über die Prinzipien der Integration, Partizipation und Verteilungsgerechtigkeit operationalisiert. Negative nicht nachhaltige Wirkungen in den Fallstudien sind beispielsweise welterbelabelbedingte Parallelstrukturen in den Stadtverwaltungen und Überlastungen lokaler Akteure (Verteilungsgerechtigkeit), intransparente Entscheidungsprozesse sowie die labelbedingte Produktion bzw. Verstärkung verwaltungsinterner Ressortgrenzen (Partizipation), welterbestatusbedingte Abschreckungen von lokalen Wirtschaftsakteuren sowie massive Gefährdungen des Bauerbes trotz Welterbelabel (Integration). Diese negativen Teilwirkungen des UNESCO-Labels sind unter anderem die Folge von Unachtsamkeit bzw. Desinteresse lokaler, insbesondere durchsetzungsstarker Akteure gegenüber potenziellen Wirkbereichen des Welterbelabels in der Stadtentwicklung. Die Nachhaltigkeitsthese besagt dementsprechend: Der Welterbestatus ist in den untersuchten Welterbestädten ein ungenutztes Potenzial für nachhaltige Stadtentwicklung. Denn die Wirkmöglichkeiten des Welterbestatus zur Beförderung des lokalen Denkmalschutzes, der lokalen Lebensqualität und Wirtschaftsentwicklung werden von den Akteuren der Stadtverwaltung, Privatwirtschaft und Zivilgesellschaft nicht konsequent integrativ, transparent-partizipativ und effizient-ressourcengerecht bedacht und genutzt. 3. Das Welterbelabel ist ein räumlich differenziertes und akteursabhängiges Potenzial für die (nachhaltige) Stadtentwicklung (Raum- und Akteursthese). Es wirkt begleitend, statt entscheidend auf lokale Entwicklungen. Drittes Kernergebnis der Arbeit ist der Nachweis des UNESCO-Welterbelabels als ein relatives, nämlich räumlich differenziertes und akteursabhängiges Potenzial für die Stadtentwicklung. So betont die Raumthese der Arbeit den Einfluss des räumlichen Kontextes einer Welterbestadt auf die lokalen Möglichkeiten der Inwertsetzung und des Wirkens des Labels. Sie besagt: Das Potenzial des UNESCO-Weltkulturerbestatus für die Stadtentwicklung ist für Welterbestädte des peripheren Raumes größer als für Welterbestädte des metropolen Raumes, denn in Städten des peripheren Raumes mobilisiert der Welterbestatus deutlich stärker die Lokalakteure, Ideen und Aktivitäten zur Stadtentwicklung zu entwickeln und umzusetzen. Es sind Absichten und Aktivitäten zum Schutz und zur Nutzung des Welterbestatus. In der Tendenz sind die Wirkungen des Welterbestatus für den Schutz des baulichen (Welt-) Erbes und die soziokulturelle und ökonomische Stadtentwicklung zudem für periphere Welterbestädte relativ stärker als für Welterbestädte im metropolen Raum. Die Bedingungen für die Inwertsetzung des Welterbestatus sind allerdings im peripheren Raum relativ schlechter als in metropolen Welterbestädten, aufgrund begrenzter Finanz- und Personalressourcen der Lokalakteure aus Lokalwirtschaft, Zivilgesellschaft und Stadtverwaltung. Neben dem räumlichen Kontext einer Welterbestadt sind die Wirkungen des Welterbelabels in der Stadtentwicklung nachweislich vom Handeln der Lokalakteure abhängig. Die Akteursthese der Arbeit besagt: Das Potenzial des Welterbestatus für die Stadtentwicklung ist bedingt durch das Handeln der lokalen Akteure. Denn sowohl die Handlungsbedarfe in peripheren Welterbestädten, als auch die lokalen Inwertsetzungsabsichten und die theoretisch begründbaren Wirkmöglichkeiten des Welterbestatus sprechen für die Aktivierung der soziokulturellen und wirtschaftlichen Wirkchancen des UNESCO-Welterbelabels. Dabei ist es entscheidend, lokale Strukturen und Prozesse auf- bzw. auszubauen, die nicht nur der Inwertsetzung des UNESCO-Labels dienen, sondern allgemeinhin die sozioökonomische Entwicklung der Stadt fördern. Denn zum einen sind in peripheren Städten die lokalen Handlungsressourcen begrenzt und zum anderen sind den Wirkmöglichkeiten des UNESCO-Titels intrinsische Grenzen gesetzt. Die überlokale Sichtbarkeit des Welterbelabels, die nationale ideelle Mitverantwortung für die lokale Welterbepflege sowie der Zugang zu (inter-)nationalen Welterbenetzwerken definieren letztlich die besondere Chance des Labels für die nachhaltige Entwicklung in peripheren Städten. Der detaillierte Ansatz für den lokalen Umgang mit dem Welterbelabel thematisiert folglich auch, wie diese spezifischen Möglichkeiten nachhaltig genutzt werden könnten. Letztlich liegt in der systematisch differenzierenden Untersuchung zu den Wirkungen verschiedener lokaler Welterbemanagementsysteme weiterer Forschungsbedarf. Es sind Best Practice Beispiele für die nachhaltige (Welt-) Erbepflege und sozioökonomische Welterbelabelnutzung zu identifzieren und kommunizieren, um die Idee des weltweiten Erbes der Menschheit in allen, metropolen wie peripheren Regionen umsetzen zu helfen. Die UNESCO als Träger der Welterbeidee sollte derartige Forschungen verstärkt anstoßen und kommunizieren und damit stärker als bisher ein konstruktiver Partner für die gestaltenden Akteure in Welterbestätten sein. Im Ergebnis ist die Arbeit sowohl ein Beitrag zu aktuellen welterbebezogenen Fachdiskussionen (Welterbemanagement), als auch zu den gegenwärtigen Ziel- (Leitbilddiskussion zur Nachhaltigkeit) und Steuerungsdiskussionen in der Raumentwicklung (Governance, evidenzbasierte Planung).

The present-day traces of the Jewish past in Poland are complex. Jewish life lay in ruins after the Holocaust. Much evidence of ruin remains, but there are also widespread traces that bear witness to the elaborate Jewish culture that once flourished there, even in villages and small towns. One also sees places where Jews were murdered by the Germans in the war: not only in death camps and ghettos, but also in fields, forests, rivers, and cemeteries. After the war, forty years of communism suppressed even the memory of the destroyed Jewish heritage. Today, by contrast, the historic Jewish culture of Poland is increasingly being memorialized, by local Poles as well as by foreign Jews. Synagogues and cemeteries are being renovated, monuments and museums are being set up. There are festivals of Jewish culture, hasidic pilgrims, and Jewish tourists; and local people who rescued Jews during the war are being honoured. In rediscovering the traces of memory one also finds clear signs of a local Jewish revival. This extensively revised second edition includes forty-five new photographs and updated explanatory texts. Together they suggest how to make sense of the past and discover its relevance for the present. This book will appeal to everyone concerned with questions of history, memory, and identity.

The connections between tourism and war are rarely studied despite the extensive literature on both fields. Occupied France during the Second World War hardly seemed propitious for tourism, yet it continued even if in many ways attenuated. German tourism in occupied France reflected severe power imbalances between victors and vanquished. French people continued to take vacations. Postwar battlefield, heritage, and memorial tourism helped many in France and elsewhere make sense of their struggles and in a way of their very survival. State and private planning for postwar tourism continued as well. Memory tourism after the war became highly commercialized and helped make France one of the most visited countries by international tourists in the world.

This study aims at measuring the image of the tourism brand “España Verde” by using the social media platform Facebook. The ever-increasing competition within the tourism industry makes it vital for destinations to address their target group by tailored marketing measures. Furthermore social media channels are changing the interaction between Destination Management Organizations (DMOs) and customers. With the aim of exploring España Verde's image, a three components approach—cognitive, affective and conative was applied. Related to the measurement of the cognitive component, the study also focuses on España Verde's touristic potential ranging from a rich and diverse culture as well as a unique natural heritage to a suitable infrastructure for touristic purposes. Although the supply side seems to fit the target group's desires when choosing a vacation destination, the exploratory results reveal that there is currently only little awareness for España Verde on the German market.

This chapter examines Bernhard Grzimek’s increasing inability to broker conservation politics in Tanzania during the 1960s as the country moved toward self-reliance and the Africanization of the wildlife sector. Grzimek found it difficult to make wildlife pay for themselves due to logistical problems of West German game-cropping projects, insufficient donations for expanding and maintaining Tanganyika’s national park system, and competition with Kenya for East Africa’s share of the wildlife tourism market. Such failures shaped and were shaped by Tanzania’s shift toward socialist development and Eastern Bloc partnerships that further jeopardized a tourism industry catering to foreign desires. Friction between Western conservationists and agricultural minister Derek Bryceson over Tanzania’s conservation priorities alienated Nyerere and other African observers, who resented international conservationists meddling in “national” heritage. The Africanization of the national park leadership in the early 1970s signaled that the fate of the Serengeti’s wild animals lay in Nyerere’s hands—not Grzimek’s.

A young Virginia Stephen describes the rustic beauty of Salisbury plain and its surroundings (including Stonehenge) in an early voicing of Englishness in the 1903 journal. Three years later, Virginia visits Greece and Turkey, where she begins to contrast that developing sense of Englishness with other nationalisms (German, Greek and Turkish), both resisting and appropriating the language of the tourist. In addition to helping her formulate a sense of national identity, as a woman and a writer, these trips share another aspect: they are suffused by personal experiences of loss (Leslie Stephen’s declining health and death, and Thoby’s sudden death from typhoid). A similar weaving of personal loss with issues of national identity can be detected in her diary during her second journey to Greece in the company of Leonard, Roger and Margery Fry in 1932, prompted by the deaths of Lytton Strachey and Dora Carrington, and her return to the English countryside. This paper explores the relation that these specific journeys, 30 years apart, have to Woolf’s developing sense of tradition, history, and western civilization, and her own place as a writer. The interweaving of the rustic – peasants, common people, villages and natural places – with the history of ideas allows Woolf to reimagine the legacy of heritage for her dramatically changing times. That heritage, intimately bound up with death – whether neutralized as an ancestral past or bearing the sting of the lived present – shapes the way Woolf engages with memory, beauty, and the contemporary role of the English writer.

Ruskin made his first trips to Venice when the city was under the Austrian domination, a long period which witnessed the dispersion of many Venetian medieval objects. These objects became of interest to a market which had to meet several requests, including not only those of private collectors, amateurs and foreign tourists looking for “souvenirs”, but also high-standard commissions aimed at creating museums and evocative places. This is the case with the massive purchase by Frederick William of Prussia, in the 1840s, of some ancient medieval sculptures in Italy which would become an important core in the medieval and Byzantine art sections of national museums under construction. Among these sculptures we can find an interesting group of Venetian masterpieces all bought from the same Venetian trader (Pajiaro). Frederick William’s brother as well, Charles, bought several Venetian works of art to replicate a Venetian cloister in the Glienicke Palace. Again: the Church of Peace in Potsdam is adorned with a mosaic bought in Murano, once part of the demolished Saint Cyprian Church. Fragments and entire works of art make up collections intended for the public and its education, or for the embellishment of neo-medieval or picturesque buildings, that was a pillage going in the opposite direction ofRuskin’s interests. His eye and his hand gave us the graphic and visual documentation of a heritage in context. His writings are characterized by the attention to each and every fragment as the witness of a manner of doing which is also history. Some traces of the exportation of medieval works of art can be found in Venetians’ reaction, Seguso’s first of all. In their writings and following actions we can appreciate a greater attention and responsibility for an heritage that will be perceived as an element of their identity. After the annexation to Italy, although this market and sales continued to exist, we witness not only a new dynamic which gives more importance to the restoration of buildings relevant on a national level (such as Piazza San Marco and the Doge’s Palace) or on a civil level (the Fondaco dei Tedeschi), but also the establishment of museums where the fragments emerged from the restoration and decontextualized statues can find their place. All of this has been accomplished in the name of a new spirit and of an attention of whom Ruskin has been the main promoter and protagonist.

Established in London in 1979 by Ion and Elizabeth Ratiu, the Ratiu Family Charitable Foundation initiates and supports educational and cultural projects across Transylvania. Ion Ratiu (1917 – 2000), the elected leader of the World Union of Free Romanians, was a journalist, broadcaster and author, as well as a successful businessman in shipping and property. After studying law and joining the army, he entered Romania’s Foreign Service, and his first posting was to London. He obtained political asylum in the UK after Romania’s alignment with the Axis powers – those who fought with Germany against the Allied Forces. After the communist regime came to power in 1947, Ratiu remained in exile in London, from where he became the most consistent voice of opposition to Nicolae Ceausescu. In 1990, after 50 years in the UK, he returned his homeland to contest the presidency. Despite widespread disappointment at his failure to secure power, there is no doubting his impact on political and cultural life in Romania. Transylvania Fest builds on Ion Ratiu’s legacy. Its aims are to empower Romanian citizens to shape a strong future, while also stimulating pride in their unique cultural heritage. By focusing on the traditional foods of Transylvania, albeit adapted for a contemporary audience, it promotes economic development that is inclusive and community-oriented, that respects the natural environment, and that is sustainable. Initially conceived as a means of attracting tourists to a region of Romania that still has relatively few visitors, it has grown to become the country’s most prominent food festival that now receives international press coverage and that enjoys the patronage of Her Royal Highness Crown Princess Margarita and of His Royal Highness the Prince of Wales.
