In parallel, Germany has placed increasing importance on preventive social policies, aligning with the evolving concept of social investment theory in Europe. This article examines preventive social policy in Germany through the analysis of policy documents, expert reports, and academic papers. The article attempts to reconstruct the general vision of the Germans as a military adversary of the Russian society, based on the materials of the daily periodical «Prydniprovskyi Kray», which was published in the city of Katerynoslav, in 1917–1918. It has been studied that the key image of Germany at the final stage of the Great War was a description of a comprehensive social crisis: food, financial, resource and demoralization of the army. This had to convince the readers of the newspaper that the victory over Germany was supposed to be an event of the near future. Russian propaganda expect

Throughout the two million years of human existence, it is without precedent that the elderly should now constitute such a large proportion of the world's population. Although it is already trite to emphasise this remarkable change in the global population structure, the increase is nothing less than an awesome imperative for public health as a socially responsible science. By the year 2025 AD, the United Kingdom will have 14 million persons aged over 60, which would be 26% of the population. Just under two million of them will be over 80 years old (United Nations, 1985). In Australia and New

Since the 2007–8 financial crisis and subsequent difficulties in the eurozone, Germany’s recent economic history has been much studied. However, less attention has been paid to neoliberalisation in eastern Germany in the early 1990s, when the region became a laboratory for political economic experiments. The results were later spread across the (western) German economy, then into the European Union’s (EU’s) ideological core. As such, a focus on the western ‘German model’ and the EU can miss the way neoliberalism crept into German social and economic life through German re-unification in the 19
