Abstract:

AbstractIris Meder (1965–2018) was a Vienna-based art historian. A large portion of her work and library is dedicated to the Danube region. On 15 November 2019, the Österreichische Gesellschaft für Architektur (Austrian Society for Architecture, ÖGFA) inaugurated the Archive Iris Meder. The author examines how Iris Meder, who grew up on the western border of Baden-Württemberg, Germany, became an expert in her field. Historical chronicles and the experience of the present are in accord: seldom can a private library’s books be preserved as a coherent and recognizable collection. The author gives a glimpse into the inner workings of an impressively versatile, highly knowledgeable independent scholar, and the journey undertaken by the ÖGFA to make her archive available to the public.

JUNGES ÖSTERREICH RÜCKT NACH RECHTSIn der Republik Österreich auch Zweite Republik genannt kommen zwei Hauptorgane der Verwaltung aus allgemeinen und direkten Wahlen her — neben dem Bundespräsidenten und die alle fünf Jahre gewählte Abgeordnetenkammer des Parlamentes Nationalrat. Ein Schlüsselelement der Koalitionsübereinkunft von 2008 der zwei größten Parteien — der Sozialdemokratischen Partei Österreichs SPÖ mit der Österreichischen Volkspartei ÖVP — sollte die Änderung der Wahlordnung darstellen. Berücksichtigt wurde darin das Postulat der Volkspartei, indem die Briefwahl eingeführt wurde. Dafür haben sie der aktiven Wahlrecht der Jugendlichen, also der Personen zugestimmt, die am Abstimmungstag das Alter von 16 Jahren erreicht hatten. Auf europäischem Boden bleibt Österreich der erste — und bislang der einzige — Staat, der entsprechende Regelungen auf allen Wahlstufen eingeführt hat. Seitdem wurde der Österreichische Nationalrat nach der neuen Wahlordnung drei Mal gewählt — im Jahr 2008, 2013 und 2017.Im ersten Teil wurden die wichtigsten Wandlungen des österreichischen Parteisystems und der Wähler nach 1945 geschildert. Dann wurden die Wahlergebnisse nach der Herabsetzung des Wahlalters auf 16 Jahre analysiert. In den Kommentaren zu den Nationalratswahlen 2008 hat die österreichische Presse vor allem die Tatsache hervorgehoben, dass die populistische Freiheitliche Partei Österreichs FPÖ, Partei mit Naziwurzeln, am meisten von der Senkung profi tiert hatte. Die Forscher analysierten detailliert die Entscheidungen der jüngsten Wähler und konnten beweisen, dass die Beurteilung voreilig war, das durch die Medien stark betonte nach-rechts-rücken der Jugendlichen wurde nicht bestätigt. Bei den folgenden Wahlen haben sich die Forscher nicht mehr so stark auf die Wahlentscheidungen der Jugendlichen konzentriert, die Beurteilungen und Kommentare wurden für eine umfangreicher bestimmte Wählergruppe formuliert — jünger als 30 Jahre.Ziel dieses Beitrags ist, das Wahlergebnis der letzten Parlamentswahlen in Österreich am 15.10.2017 zu analysieren und die Charakteristik des ÖVP-Bundeskanzlerkandidaten — Sebastian Kurz zu berücksichtigen. Im Dezember 2017 wurde er zum jüngsten Regierungschef in Europa. Es wurde auch versucht zu bewerten, ob das Phänomen der „jungen an der Macht“ lediglich auf die gegebenen Umstände zurückzuführen ist, oder den Anfang einer langfristigen Tendenz bedeutet und auch warum die jungen und ehrgeizigen Politiker, die keine radikalen Lösungen meiden, durch die jüngsten Wähler stark unterstützt werden.Diese Überlegungen erlauben, einige für die österreichische Politik wichtigen Schlussfolgerungen zu formulieren. Es unterliegt keinem Zweifel, dass die Wählerschaft, die durch die ersten Jahrzehnte der Nachkriegszeit sich mit den traditionellen politischen Gruppierungen identifi ziert hat, sich verändert hat, aktuell sind die Abgrenzungslinien verschwommen. Die Parteien verlieren an Bedeutung zugunsten erscheinungsstarker Individuen. Darüber hinaus sinkt das Interesse der Bürger für die Politik, insbesondere unter den jüngsten. Viele von ihnen sind der Meinung, dass die Politiker bei der Lösung der für sie wichtiger Probleme erfolglos sind. Sie selbst wollen sich nicht engagieren, was auf die fehlende Motivation und den Zeitmangel zurückzuführen ist.Die heutigen Wähler sind in ihren Überzeugungen weniger stabil, dadurch sind sie gegen die auff allende populistische Rhetorik anfälliger, da sie — anscheinend — einfache Lösungen vorschlägt. Das kommt insbesondere dann vor, wenn die Gesellschaft sich gefährdet fühlt und obwohl dieses Gefühl auch subjektiv sein kann, können die Politiker es gut instrumentalisieren.Das Image des Kandidaten hat einen sehr großen Einfl uss auf die Wahlpräferenzen. Und wenn es scheint, sie sollten vor allem sachlich begründet sein, in der Praxis sieht das anders aus. Grund dafür ist sie die Tatsache, dass die Mehrzahl der Wähler die politische Wirklichkeit nur fl üchtig analysiert und sich leicht von Scheinbildern täuschen lässt.

Abstract:

Das Interview mit Alfred Franz wurde von Norbert Rainer und Josef Richter am 11. Februar 2020 in Wien durchgeführt. Es beleuchtet die Entwicklung der Volkswirtschaftlichen Gesamtrechnung in Österreich seit 1965 und insbesondere den geänderten Stellenwert der Amtlichen Statistik nach dem Beitritt Österreichs zu EU. Ein weiteres Thema ist die Entwicklung der Österreichischen Statistischen Gesellschaft in den letzten Jahrzehnten. Alfred Franz war von 1965 bis 2002 im Österreichischen Statistischen Zentralamt (später Statistik Austria), ab 1976 stellvertretender, von 1982 bis 1994 Leiter der Abteilung für Volkswirtschaftliche Gesamtrechnung, danach bis 2002 Leiter der Abteilung Sozialstatistik (einschließlich Internationale Vergleiche und Regionale Gesamtrechnung). 1984 Ernennung zum Hofrat. Von 1989 bis 2009 Honorarprofessur für Wirtschafts- und Sozialstatistik an der Universität Wien, Vorlesungen an der Universität Innsbruck und der Technischen Universität Wien. Mitarbeit an zahlreichen internationale Projekten, insbesondere auf dem Gebiet der Berechnung von Kaufkraftparitäten und Realvergleichen (ECE, WB, OECD, EU), zu Tourismus-Konten (WTO, OECD, EU) und zur „Hidden Economy“ (OECD). Tagungsbeiträge und Monographien zu den angeführten Themenkreisen. Geschäftsführender Sekretär der Österreichischen Statistischen Gesellschaft von 1982 bis 1995; bis 2008 Mitglied des Vorstandes. 2001 Verleihung der Ehrenmitgliedschaft. Hauptanliegen waren stets Systemfragen der Volkswirtschaftlichen Gesamtrechnung aller Art und die Entwicklung von Satellitenkonten (z.B. Gesundheit, Haushaltsarbeit, Tourismus), spezifische Methodenfragen und insbesondere die Behandlung des „Staates“ in der Volkswirtschaftlichen Gesamtrechnung.

Abstract:

Background:Assistance dogs support humans with different physical disabilities: 1. Service dogs for people with diverse mobility impairments 2. signaling dogs for humans diagnosed with diabetes, hearing impairments, seizure, or posttraumatic stress disorder 3. guide dogs for people with visual impairments. Definitions and terms are not consistent over Europe; Austrian terminology is used in the following. These specially trained dogs support people in their everyday lives and make it possible that less help is required from personal assistants or caregivers. Diverse studies show this positive impact of assistance dogs on the quality of life of disabled people. There are just a few case reports from United States about service dogs for people diagnosed with any inflammatory rheumatic disorder. Dogs are trained individually for about 1.5 years before team training and the concluding team assessment through Austrian authorities take place. Since 2015, there has been an adapted legislation for service dogs in Austria which brings significant improvements in many areas. In comparison to the model set by Austria, there is no corresponding legal basis at EU level or in other European countries.Objectives:Case-report about my own situation diagnosed with juvenile idiopathic arthritis (JIA) in 2001 and my service dog May. May supports my every day live in private and business affairs since 2019Methods:May was trained for less than two years before team assessment. May is able to pick up things I dropped. These include coins, my key, my mobile phone, clothes, towels and lots of other things I want her to pick it up for me. May opens and closes doors, empties the washing machine, pulls the laundry basket and even helps me put on and take off clothes. In general, she carries many things which I instruct her to carry. I am able to learn her more new things in a short time. Furthermore May acts safe on public transport and even airplanes. Due to special training May is allowed to move without dog leash or muzzle. A muzzle or leash would handicap the dog’s work. As a result of May’s help I need less personal assistance.Results:May’s physical and psychological support gives me greater independence and increases my self-confidence. She was trained to specifically meet the needs of my disability. Beside her skills, May helps to reduce pain and burden of arthritis.Conclusion:My aim is to spotlight the great support of service dogs to severely affected arthritis patients. Austria had realized legislation for assistance dogs to guarantee certain permissions the owner’s needs (e.g. access to working place, hospital). Abstract:

Purpose – The purpose of this paper is to introduce methodology and findings of a trend study in the field of e-learning. The overall interest of the study was the analysis of scientific e-learning discourses. What comes next in the field of academic e-learning? Which e-learning trends dominate the discourse at universities? Answering such questions is the basis for the adaptation of service strategies and IT-infrastructures within institutions of higher education. Design/methodology/approach – Which e-learning formats dominate the current scientific discourse? To answer this question, a trend study based on a content analysis was performed. The abstracts of 427 scientific articles of leading German-speaking e-learning conferences Gesellschaft für Medien in der Wissenschaft and E-Learning-Fachtagungen der Gesellschaft für Informatik e. V. (GMW and DeLFI) – published from 2007 to 2013 – were examined. A category scheme was derived from the Horizon Report. The category scheme then was gradually expanded and adapted to the data material during the investigation. Findings – This paper found that the detailed analysis of the frequency distribution over the seven years reflects the intensity of scientific discussion towards e-learning trends within the investigation period, and conclusions about the didactical or technical potentials of innovations can be drawn because both conferences are different in terms of their objective. The authors also classified the life stages of selected innovations based on the Gartner hype cycles, and the striking findings of the study will be formulated in the form of assumptions, which reflect the development potential of learning management, mobile learning, virtual worlds, e-portfolio, social media and Massive Open Online Courses in German Higher Education. Research limitations/implications – Only abstracts of the selected contributions were investigated. Errors in the category allocation due to unclear terminology cannot be excluded. Organisers of the investigated conferences often define the (main) topics. This influenced the spectrum of represented topics overall, as well as the focus of individual contributions. The above-presented study was conducted at German-speaking conferences and, therefore, reflects the situation in Germany, Switzerland and Austria. No conclusions about actors or institutional relationships can be made, in contrast to the original assumptions of discourse analysis. The categorial classification of contributions does not allow any conclusions about the quality of the discourse. Originality/value – The study shows how proceedings of scientific conferences can be used for trend studies. It became clear that discourse analytical studies can be used complementary to other methods of future studies. The advantage of this methodology lies mainly in the easy access to the text material, as conference proceedings are mostly available online. In addition, the analysis of large amounts of data (or texts) can be greatly facilitated by use of digital technologies (e.g. by automatic analysis of keyword). This paper makes an important contribution to the diffusion of digital media in higher education.

ZusammenfassungDieser Artikel analysiert den jüngsten Anstieg von Populismus in Österreich, der in Verbindung steht mit Debatten über Migration und Globalisierung. Als österreichische Staatsbürgerin sieht die Autorin im aufkeimenden Populismus und beginnenden Rassismus eine Ursache für Besorgnis. Nach Überlegungen zu Themen wie Konflikt und Rassismus betrachtet die Studie Aspekte von Populismus: Populismus als eine Ideologie, seinen Bezug zu Weltanschauung, zu Ethnozentrismus und Rassismus sowie ursächliche Faktoren in der österreichischen Gesellschaft, die populistische Standpunkte hervorrufen. Der Druck, der im österreichischen Kontext auf dem Stellenwert Identität herrscht, wird in Bezug gesetzt zu Faktoren, die eine österreichische Identitätskrise auslösen.Ethnische Identität bildet sich durch einen komplexen Prozess, bei dem gemeinsame Ähnlichkeiten innerhalb einer Gruppe sowie Differenzen zu anderen Gruppen ausgemacht werden. Dieser Prozess hilft Menschen, die Welt zu verstehen und Identität zu erlangen, doch die Gefahr dabei ist, dass die Leute in Stereotype, wie “Würdige“ und ,,Unwürdige“, eingeteilt werden. Eine kritische Überlegung zur ethnischen Identität aus christlicher Sicht legt nahe, dass eine christliche Identität geprägt wird, indem ,,Gottebenbildlichkeit“ und ,,In-Christus-Sein“ gelebt wird. Die Gemeinde, die eine neue Menschheit verkörpert, muss diese Identität bekräftigen und dem Vorbild von Christus folgen, indem sie eine wiederhergestellte und versöhnte multiethnische Gemeinschaft im Königreich Gottes vorlebt.Der Artikel fragt abschließend, wie Ortsgemeinden in Österreich auf die erörterten Anliegen antworten können und welchen Beitrag multikulturelle Gemeinden zu einer ethnischen Versöhnung leisten können, durch einen Umwandlungsprozess der ,,Befreiung“ von einer negativen Haltung dem ,,anderen“ gegenüber. Er endet mit dem Ansinnen, dass die Kirche in Österreich ihre Berufung erkennen muss, eine ,,expansive“ Gemeinschaft zu sein, damit sie ihre Rolle als Handlungsträger ethnischer Versöhnung in der Gesellschaft erfüllen kann.RésuméCet article considère la montée du populisme en Autriche et les débats concernant l’immigration et la globalisation qui lui sont liés. L’auteur, citoyenne autrichienne, juge préoccupante la montée du populisme et le racisme qui se fait jour. Après des réflexions sur les thèmes du conflit et du racisme, elle considère le populisme sous divers angles : le populisme en tant qu’idéologie, son rapport à la vision du monde, à l’ethnocentrisme, puis au racisme, et les facteurs sous-jacents à la société autrichienne qui provoquent des prises de position populistes. Les pressions identitaires dans le contexte autrichien sont analysées en fonction de facteurs favorisant une crise de l’identité autrichienne.L’identité ethnique se forme par un processus complexe qui consiste à identifier des similarités partagées au sein d’un groupe social, ainsi qu’un ensemble de différences par rapport à d’autres groupes. Ce processus aide des êtres humains à donner un sens au monde et à se forger une identité, mais il présente le danger de fabrication de stéréotypes en fonction desquels on va classer les gens en « méritants » et « déméritants ». Une réflexion critique sur l’identité ethnique d’un point de vue chrétien conduit à l’idée que l’identité chrétienne se forme par le fait d’être « image de Dieu » et « en Christ ». L’Église, nouvelle humanité, doit affirmer cette identité et suivre l’exemple de Christ en édifiant une communauté du royaume de Dieu multiethnique restaurée et réconciliée.L’auteur termine en examinant comment les Églises locales autrichiennes peuvent répondre aux problèmes abordés et comment des Églises multiculturelles peuvent contribuer à réconcilier des personnes appartenant à des ethnies différentes, grâce au processus de transformation qui libère d’attitudes négatives vis-à-vis d’autrui. Elle suggère que les Églises autrichiennes doivent considérer leur vocation à être des communautés ouvertes afin de remplir leur rôle d’agents de réconciliation entre ethnies au sein de la société dans son ensemble.SummaryThis article explores the recent rise of populism in Austria which is bound up with debates about migration and globalisation. As an Austrian citizen, the author finds the rise of populism and the incipient racism cause for concern. Following reflection on themes like conflict and racism, the study considers aspects of populism: populism as an ideology, its relationship to world-view, to ethnocentrism and to racism and the underlying factors in Austrian society which provoke populist stances. The pressures on identity in the Austrian setting are viewed in relation to factors prompting an Austrian identity crisis.Ethnic identity is formed through a complex process of finding shared similarities within a group as well as finding differences from other groups. This process helps human beings to make sense of the world and to gain identity, but the dangers include stereotyping people into the 'deserving' and 'undeserving'. Critical reflection on ethnic identity from a Christian perspective suggests that Christian identity is shaped by being in the ‘image of God’ and ‘in Christ’. The Church, a new humanity, needs to affirm this identity and to follow Christ’s example in modelling a restored and reconciled multi-ethnic kingdom community.The article concludes by probing how local churches in Austria can respond to the issues discussed and the potential contribution of multicultural churches to ethnic reconciliation through the transformative process of being ´liberated` from negative attitudes to the ‘other’. It suggests that the church in Austria needs to realise its calling to be an ‘expansive’ community in order to fulfil its role as an agent of ethnic reconciliation in the wider society.
